COMMENTS The following comments is based on the article published in the ALLES magazine of May 2019 pages 24-27 “How the proposed tourism act

will affect schools and camp sites

As the Former Chairperson of the ABL Task Team (Adventure Based Learning) that worked with the former Tourism and Hospitality Education and Training Authority THETA until April 2012 known as CATHSSETA who originated specific unit standards to fit the ABL industry training needs. It must be remembered that the main reason why the ABL Task Team and the Guiding Task Team registered with the former THETA, complete their work as two separate Task Teams, was due to the fact that the two industries have different focuses and also cater for different markets when delivering services to clients To have a better understanding of the differences between the two industries it might be a good idea to Google the definitions on Guiding and ABL Practice. When evaluating the content of the article published by ROAG Academy it became clear that most of the arguments is manufactured for self-serving motivations by means of interpretation of wording and sentences in the Tourism Amendment Bill The reason is to convince readers that the Tourism Amendment Bill will be enforced on the campsite and ABL industry as well as on school camps.

When reading the Tourism Amendment Bill it is evident that the aim of the Bill is to focus on: (a) Certain definitions (b) additional competence requirements of tourist guides (c) renaming of the South African Tourism Board (d) provide for safety in relation to tourist guiding (e) the improvement of the tourist guiding experience and (f) matters connected herewith This does definitely not mean that matters connected herewith has to include the regulation by law of the ABL and camping industry and to interpreted the wording in the Tourism Amendment Bill to confuse the ABL and camping industry What is evident that the definition of guiding in the Tourism Bill (see below) cause opportunities for interpretation of wording and or sentences to fit specific meaning to it Tourist guide “means any person registered as such under section 50 and who for reward accompanies any person who travels within or visits any place within the republic and who furnishes such person with information or comments Comment 1 The writer interpreted the meaning of the term tourist guide in the definition as a person that can be seen in a broader sense, which can also refer to an instructor/facilitator working at ABL and camp sites providing service when he/she talks and gives information or comments. Comment 2 To further motivate the interpretation of words in the guiding definition, the following statement is made by the writer: “One of the biggest mistakes made here is that other industries does not want to look 1


at the words in the definition” such as “or visits any places” when looking at the wording “furnishes such persons with information or comments “ and that recreational camps (ABL Sites ) get away with activities as they reason (a) school kids are not tourist (b) they feel they are not tourist centers (c) this person furnishes such “person” with information or comments The writer refer in (c) to the ABL instructor as this person ABL practitioners furnishes “such person” with information or comments as a facilitator when working with clients in following an experiential learning process to create powerful, transformational, and educational values that encourage selfdiscovery of personal and social developing opportunities Programs offered to clients use low and high challenge course elements and, or many challenging recreation and selected activities to create experiences for individual and team members that can be debriefed and linked to the real world The experiential learning process is a specialised service that encourages social, mental and emotional learning challenges in a safe environment for participants . ABL practitioners doing their facilitation task in a professional way deals with a process that cannot be linked with the guiding practice. Comment 3 The following is wording in the amendment bill for insertion in the definition of guiding

A person registered in terms of subsection (1) of the bill may for reward whether monitory or otherwise in relation to a commercial undertaking The interpretation by the writer of this sentence is as follows: This means in near future (later this year) that any person who receives some kind of reward should be registered as a qualified or adventure activity instructor or as mentioned also seen as a guide under the CATHSSETA Site guide Qualifications. Comments 4 The amendments in the tourism bill definition also spelled out the duties of a registered Guide with Department of Tourism who will; (a) Provide guide services in relation of area of interest to tourist or visitors – (b) Interpretation of the cultural heritage in some form The writer adds the following comment to (b) may include drumming and cultural dances) (c) Assist or coach visitors in specific recreational activities they undertake The specific recreation activities undertake refer to commercial recreation activities offered by a registered adventure or site guide such as mountaineering, hiking trails , white water rafting (pro paddling) canopy tours, extreme zip lines and abseiling, natural rock climbing etc. Tourists select and choose specific recreation activities as mentioned above to undertake them The specific recreation activities referred to does definitely not include the variety of recreation and hands on activities that the ABL industry select from when designing an ABL experiential learning program.

(d) Undertake any other activity determined by the Minister by notice in the Gazette with tourists The writer adds the following comment to (d) Do environmental education life skills training or any other special interest during a session.) When the Minister did published a notice in the gazette to undertake other activities such as environmental education and life skills training ? It is very clear when reading the above interpretations that the statements made by the writer focus on convincing the ABL industry that the Tourism bill will be enforced on the ABL industry by adding the following statement “that it is not easy to slither themselves from the amendments in the tourism bill” meaning the ABL and camping industry Comment 5 The writer does not refer to the following wording in the definition of guiding accompanied any person who travels or visits any place within the republic.” The facts are that school children or groups or organizations visiting ABL and camp sites travels by bus or kombi or with motor vehicles without being accompanied by a guide but by the bus driver and teacher or driver of the kombi or car to ABL sites. The Life Orientation (LO) curriculum allows Teachers to take School learners outdoors on day visits or on residential trips to ABL and camp sites The main reason is that outdoor learning trips for school groups provides endless opportunities for experiential, contextual and applied education to

increase engagement, in a wide range of knowledge and skills including team development problem solving, communication and resilience ABL practitioners use the outdoors of the specific ABL center as a classroom and the selected recreational activities as a medium to encourage personal and social well being In most cases a guide is qualified and registered by law to accompany tourist to execute specific guiding fields such as a culture guiding, nature guiding, adventure guiding, dangerous animal guiding etc or guiding of a specific commercial recreation activity which again has nothing to do with the designing and execution of an experiential learning program to clients Comment 6 The writer concludes the article with the following statements and suggestions: My opinion is that there lies only two options for the camp site or ABL service providers as I do not think the proposed amendments bill will not be changed much or opposed a) Start to invest in SAQA training for instructors b) Start to invest in SAQA training for instructors as soon as the bill is published I suggest the following: To schools and teachers using campsite services start asking instructors who is going to present activities to kids, qualifications and make sure certificates are legit. To campsites and adventure services providers: the bill is here to stay get your instructors qualified it’s only a matter of time but let’s get our ducks in a row we can do this thing 3


In summary Decide for yourself once you have a better understanding of the context of application of services delivered by the ABL and Guiding industries that caters for different markets The context of application of services by a Tourist Guide is a person regulated by the Tourism Bill who focus on customer hospitality service and points out the way and leads tourist on a trip or tour or a specific commercial recreation activity at a higher level of expertise for informational entertainment and relaxation purposes. The context of application of services by an ABL Instructor is to lead groups at a predominantly center based camp site, following an ABL program designed with selected outdoor and indoor recreation activities for educational values and development purposes. Training needs All the unit standards and ABL skills training programmers listed in the Article by the writer are those that was developed by the former ABL Task Team to serve the training needs of the ABL industry. It is for this reason that the ABL skills programs are indicated as TG/ABL qualification and the Guiding skills programs as TG /ADV qualifications on record with SAQA All ABL unit standards developed by the former ABL Task Team on record has expired and must be reactivated by CATHSSETA of which a lot of them for some mysterious reasons not registered by SAQA. All training of facilitators in the ABL industry is however done closely in line with the ABL unit standards on record in using their specific outcomes as guidance to ensure safe self-regulation practice

Recent research among the most prominent ABL Campsites offering programmes to Schools in Gauteng has confirmed that Teachers, Learners and Campsite Managers are generally satisfied with the overall quality of ABL facilitation presented by ARA trainers. The ABL industry can proudly confirm that since 1990 the safety record of trained and certified ABL instructors indicate no serious or fatal incidents To conclude Keep it simple – Complicated regulations cannot be enforced on most outdoor industry codes in South Africa that implement self-regulation of standards and safety practices to deliver a professional service to their clients There is no need that the ABL and campsite industry has to be forced into the Tourism Bill for regulation purposes It can be put on record that the Guiding industry has to deal with very expensive SAQA training programs offered by registered providers with CATHSSETA which is not affordable for all resulting unfortunately in guiding operators practicing without registration In trying to enforce the Tourism Bill on other industries such as ABL it is almost certain that court challenges as to the intention of the interpretation of the Tourism Bill will follow by the ABL and Campsite industry. Deputy Minister Mahlalela commits to enhance Samora Machel Museum and Tourism benefits for local communities 23 July 2019 The Deputy Minister of Tourism Fish Mahlalela had his maiden community engagement in Busoni, Mpumalanga, on Saturday 20 July where he sought to create an awareness on programmes that the Department has to offer in contributing and creating employment through faster economic growth and eliminate poverty, as commitment in the National Development Plan 2030. Deputy Minister Mahlalela spent his Saturday, in his home village of Busoni, in the Nkomazi Municipality where interacted with business, community and local and provincial government as part of his outreach programme. Conducting a ceremonial visit to Inkosi Mlambo II, Deputy Minster Mahlalela accompanied by senior municipal and provincial official – The delegation was taken through a snap vision for tourism development by Nkosi Mlambo II – “We need authentic cultural villages to drive rural tourism, and to tap on the wisdom of our elders and the innovation of our youth to make our rural and agricultural villages to be as popular as those in cape Winelands, and importantly to value indigenous knowledge and learn the technical skills of the 21st century to preserve and market our heritage as tourism assets” said Nkosi Mlambo, to the roar of the delegation \\Inkosi !!!.Inkosi !!(a gesture of affirmation of the King’s assertion). Marking #Mandela Month whose theme is “Action against poverty”, as part of the month long government programme of celebrating the 10th Anniversary International Mandela Day which was globally celebrated on 18th July which calls on the world to collectively effect sustainable interventions against poverty, the Deputy Minister accompanied by Inkosi Mlambo II, also visited the Thembalethu Educare Centre where building material to renovate the pre-school was donated by the Department. This was followed by a tree planting ceremony. “It is important for us to encourage our people to plant trees to take care of our environment as the threat and actual impact of climate change becoming real in our daily lives- We also want our people to plant vegetables to end hunger and poverty, as this will help achieve food security and improve nutrition”, highlighted Deputy Minister Mahlalela. The highlight of the outreach, was a Community Imbizo at the Iconic Samora Machel Museum, perched on the hill overlooking the village of Mbuzini, where Deputy Minister made bold commitments about the need for partnerships and investment in driving the tourism economy “We need to make the best out of this asset. This is the most singular honour of an African leader in the whole world- The Samora Machel National Monument , should be marketed to remind ourselves of the importance of international solidarity and African unity , it should inspire us to sell the beauty of our country through the memories and legacies of our departed heroes” We therefore need to ask ourselves what can we do to ensure that the people of Mbuzini makes the best out of this tourism attraction drawing on our neighbours in Mozambique and Swaziland , but also the neighbouring provinces of Gauteng , Limpopo and KwaZulu natal “- said Mahlalela – “I can commit, that as the department we will immediately start discussion with the Nkomazi Municipality and the Mpumalanga Parks and Tourism Authority, about what immediate enhancements are needed to reposition this museum to be the memorial jewel and tourism we intended it to be” Mahlalela added

Deputy Minister of Tourism engages Youth in Tourism 8 July 2019 Deputy Minister of Tourism, Mr Fish Mahlalela, today visited tourism establishments in the Western Cape that have collaborated with the Department to provide training and employment opportunities for youth, especially in the Department’s Wine Service (Sommelier) Youth Training Project. These included Simonsig and Lanzerac Wine Estates. The Deputy Minister’s visit sought to highlight the importance of youth skills development programmes and sector collaboration in growing an inclusive, robust and sustainable tourism economy. “A thriving and inclusive domestic tourism economy depends on an adequately capacitated and skilled workforce. Tourism is a labour intensive service industry, and human resource development is pivotal to its growth,” said the Deputy Minister. In the 2018/19 financial year, a little over 35% of the Department’s budget was dedicated to upskilling youth for the tourism workforce. Funded through the Expanded Public Works Programme (EPWP), the Department’s youth skills development projects addressing the skills gaps that exist in the sector, whilst contributing to curbing the high unemployment rates amongst the youth. “The Wine Service trainees we interacted with today, represent a larger constituent of the youth we hope to upskill through our training programmes over the next five years. We will focus on providing training to vocations identified as scarce or critical skills to uphold service levels in the sector, and our competitiveness globally.” “We are grateful for the partnerships we have with sector stakeholders, and commend the industry for creating an enabling environment for us to empower the youth,” added Mahlalela. Minister Nathi Mthethwa congratulates and gives a word of encouragement to the SA Youth Choir from Limpopo as they excelled on America’s Got Talent show with their performance of “My African Dream” 26 Jun 2019 Minister Nathi Mthethwa would like to congratulate the Ndlovu Youth Choir's stunning performance on the stage of the television show America's Got Talent. These youngsters after their exhilarating performance, got 4 yesses from the judges, including the famous Simon Cowell. The America’s Got Talent show is one of the biggest talent show in the world and the winning act receives a life-changing prize and global recognition. Their performance of “My African Dream”, conducted by choir director Ralf Schmitt, composed by SA-born Alan Lazar, aired on United States television on Tuesday night, 25 June 2019. This performance of the choir is but a drop in the ocean of the craft available in South Africa. Acknowledgement and appreciation goes to the work that has been done the choir director, Ralf Schmitt in paving a way and allowing the youngsters to experience and participate in such a prestige’s show. The work and selfless time given does not go unnoticed. The group all the way from Limpopo in South Africa blew the audience and judges away. They showcased the beauty and diverse nature of South African and Africa as a continent, they represented and you gave so much hope. Their performance was said to have “transported us to where you're from and it was so beautiful and so magical said Julianne Hough, one of the Judges on America’s Got Talent. And Simon Cowell also a judge said “We've always been waiting for a choir like this, something we've never heard before with your energy bouncing off me right there” The 4 affirmative responses from the judges paved a way for the choir to the next round! And we wish them every strength towards a success. The Minister would like to thank the choir and at the same time encourage all Africans in particular South Africans to rally behind the choir, support them when the need arise by voting, texting and publicising the African child. To you, young ones, continue to inspire and provoke thought amongst all and fly the South African flag high as you journey on into the next level. activities in the traditional Rubin van Rooyen ROAG Academy Though a heated debate can be instantly ignited by dropping the question about the relevance of traditional schooling system in our and the near futuristic and computerised era, which one may argue started because of a great need of the industrial revolution-to get children ready for factory work, the importance of the learning such education brings, cannot be denied. Although I am a great advocate for home schooling, (I’m even a greater advocate for deschooling and unschooling), as a family we stuck to such traditional methods for most of the middle school curricula like maths, “mathematical science principles” and languages. It was during such a heated debate that I was asked to explain why I do not choose conventional schooling for my kids and it boils down to the fact that when I grew up on the utmost northern region of the most beautiful country in the world (that will be South Africa of course) in Beitbridge. I learned more “after school hours” with my Shona “maestro” in three years about geography, biology, nature, life, living and life-skills (and the list go on) for my adult world, than I feel I learned my entire school career. From there the love for Environmental and Adventure Based Learning-the heart of our ROAG Academy’s Unschooling tool, through which we teach Life-skills while doing schooling. I remember clearly being a grade 5 laaitie,

-Mark Twain looking back and missing those times in the veld with my Shona “teacher” and decided there and then more children should have schooling like that. I dreamed about owning my own “veld school type school” ever since. I started being involved in Adventure camps before I left Matric and is still doing it today, a whopping 30 plus years now. First while doing my apprenticeship as an aircraft mechanic, then during pastoral and counselling studies and almost full time since 1994. It’s this Adventure Based Learning, one of the most amazing “deviations” of the Experiential Learning Sciences that becomes an incredible tool for Unschooling activities.


With “unschooling” I mean, teaching a child life skills, emotional quotient, to think “out the box and beyond”; to combine left and right brain data and skill; and to function on the top three or four levels of Bloom's Taxonomy of learning.

Is this at all possible in traditional schooling structures? Yes, yes and yes! The only challenge a teacher have is time and effort: time to prepare, time to make resources, time to structure and the biggest challenge is making time in the classroom, as kids start to ask questions and explore and perform beyond expectation. The process is easy and explained in the ROAG Academy’s articles the last 2 years of ALLES Magazine. Are such unschooling activities necessary you may ask? Well, let’s look at a script worth mentioning:

The World Economic Forum have put a document together: “World Economic Forum, New Vision for Education (2015)” after many years of research and straight there after another in 2016, explaining that in 2020 this research and assumptions will be obsolete. In 2015 they already mentioned and I quote:

These are “SEL”- mostly Life-skills, desperately needed by our younger generation. I quote again:

Looking at this much needed skills of what the “adult industry” requires VS the traditional curriculum outcomes, then yes! such unschooling activities are necessary. It is this SEL skills that becomes the essence of an “unschooling curriculum”

It should come as no surprise that every single method above has in one form or another been discussed in our series on how to present Adventure Based Learning or experiential activities the past two years in ALLES Magazine. More than 20 years of research from the same groups shows that kids who in some or other way receive these SEL or Life Skills Training during early years of development will: (I quote again)

A review of six SEL interventions in evidence-based SEL programs showed that for every dollar invested there was an economic return of 11 dollars.

There are statistically significant associations between SEL skills in kindergarten and key outcomes for young adult’s years later. SEL decreased the likelihood of living in or being on a waiting list for public housing, receiving public assistance, having any involvement with police before adulthood, and ever spending time in a detention facility. Impact Is Long-Term and Global SEL programming can have a positive impact up to 18 years later on academics, conduct problems, emotional distress, and drug use. Multiple Benefits for Students Previous studies suggest that adding an SEL program is likely to be a wise choice. For example, 57% more students in schools with an SEL program improved their skills compared to students in schools without an SEL program, 27% more improved their academic performance, and 24% more improved their emotional well-being and social behaviour. In sum, current data collected from many studies indicates that adding an SEL program to the school

Yes I agree the curriculum in traditional schooling is important - Is the child’s needs not more important than the curriculum? By no means do I plead with you to drop that education, but every lesson, starting with one a week, can be experiential or adventure based, learning connecting to the standard curriculum, with a little lesson on a life skill connected to that. Instead of showing pictures of leaves, tweak curiosity and take a walk to a few different trees, ask questions, question outside the box, and experiment with questions to kids to explore feelings, opinions and experiences. Ask them to analyse, build, rate, explore, pick up and collect, evaluate, calculate risk and take it when desired. Let them clime over bricks, jump over ditches, and if those are not there, build them with class room tables, chairs, dustbins-you’ll be amazed how little you need to create an adventure for a child. You will be overwhelmingly surprised at the creativity and abilities and capacity of your learners! Soon you will create such ardent little spirits, hunger for learning and life. Add love to this and you will become a mentor

creating memories and “leap learning” episodes with your learners. Gear yourself by watching movies like “Dead Poets Society”, “Sound of music”, “Here comes the Boom”, “We are Marshall”, “Remember the Titans”, “Mighty Macs” and definitely “October sky” It’s about teachers and educators, the most important citizens in our kid’s future, who included life skills training to some extend and changing the world of their learners. Fascinating facts and records in iSimangaliso 24 Jul 2019 While many people know the iSimangaliso Wetland Park as a UNESCO World Heritage Site for its natural attributes – ecosystems, biodiversity and superlative natural beauty – there are many other astounding historical, geological and biological facts and records to be found in the region. One of these, for example, is that the southern part around St Lucia was the site of the largest tectonic earthquake recorded in the country to date. In 1932, a 6.3 magnitude quake shook the region for some three minutes, felt as far away as Johannesburg and Maputo, and recorded on seismographs in Finland and America. (Dr JC Van der Walt gives a good account of this in his interesting book ‘Zululand True Stories’.) The tectonic plates off the iSimangaliso coast are still not widely understood, but one thing is certain – they are extremely deep, with submarine canyons reaching more than 100 metres below sea level at Sodwana Bay. And it is here that the world’s oldest known living fish species, the coelacanth, calls home.

Maphelane, in the southern part of the iSimangaliso Wetland Park, is the highest vegetated dune in Africa at 183m.

Then there are the highest vegetated dunes in Africa, around 25 000 thousand years old and with the highest of these measuring 183m at Maphelane in the south of the Park. Virgin bush saved from mining that would have destroyed centuries-old forest, these dunes perform an essential function in enabling moisture runoff to seep through the soil to fill the lakes and pans on iSimangaliso. Principal amongst these is South Africa’s largest natural fresh water lake, Sibaya. iSimangaliso also has the largest peat deposits in the country – a rare wetland type important for the natural storage and filtering of water and carbon sequestration. Along with this we also have the last remaining significant swamp forests in Southern Africa. Both systems are under severe human pressure.

And in the animal world there are other ‘records’: The shoreline of iSimangaliso is the southernmost nesting site for endangered sea turtles; it has the highest number of frog species in southern Africa (35 of which 2 are endemic), and the greatest avifauna diversity in Africa at a current list of 530 recorded bird species – that’s 50% of South Africa’s bird species & 25% of Africa’s. iSimangaliso is also the only place in South Africa where you find the Setaro’s dwarf chameleon. A guided night drive on the Eastern Shores is your best bet for spotting this tiny creature. So, while we have yet so much to learn, and each year even more interesting discoveries are made, the need to preserve this unique, record-breaking ecological treasure is critical. Scientists continue to find reasons to support the wisdom of those who voted our Park as a UNESCO World Heritage Site in 1999, and as Park managers, residents, neighbours and visitors, we are indeed blessed to be part of the journey. Higher Ground has been running programmes of therapeutic recreation (adventure camps) for people with disabilities since 2004. We are an NPO and are based in Durban. Our programmes are run at various venues within an hour or two of Durban, and occasionally in the Western Cape and Gauteng. We are passionate about running our 'camps' and feel that the benefits offered to

partially sighted. Participants have the opportunity to take part in The groups that we activities that they never currently cater for are: dreamed they would, or adults who are blind or could. They gain indepartially sighted, adults pendence. They develop with acquired brain in- self worth. They network juries, young adults and offer each other peer with intellectual impair- support. A secondary aim is to provide respite to parents and caregivers. They are able to rest and sometimes even have a holiday of their own whilst knowing that their loved one is having a wonderful time and is well taken care of. Volunteers 'staff' the camps. They are what make the programmes amazing and they are just incredible. They take care of any personal care needs our participants might have, assist with getting around and plan and run our activities. They are usually students or young working people who take time off to make a difference in the lives of our amazing participants. As a result they also gain great experience working with people who have disabilities, which we believe is beneficial to their own communities and spheres of influence.

Situated within the beautiful 1,000 hectare Umhloti Nature Reserve, 15 kilometres outside Nelspruit, the Jane Goodall Institute (JGI) South Africa Chimpanzee Sanctuary is home to chimps that have been misplaced from their natural habitats in Africa. Chimp Eden was established in 2006 and is home to 33 chimpanzees. This JGI chimpanzee sanctuary brings the world of chimpanzees closer to humanity through education end eco-tourism. The goal of the chimpanzee sanctuary is to rescue chimpanzees that have survived the bush meat trade, been orphaned, traded in the illegal pet market, or rescued from being traumatised for entertainment in circuses, beach resorts and night clubs.

Charlie The chimpanzees at Chimp Eden are the lucky ones, living out their lives in a risk free environment and being provided with the necessary attention to recover from the trauma they have experienced. The chimpanzees spend their days in semi-wild enclosures, and show normal social interaction and behavioural patterns as group members. The South African chimpanzee sanctuary is proud to be part of the Jane Good Institute, which is a global leader in the effort to conserve and preserve endangered species and habitats, and in particular chimpanzees.

The Gautrain Rhodesfield Station is directly adjacent to the new PRASA Rhodesfield Station, and convenient pedestrian connectivity is provided between the two.
