Supervisors OK Digital Gateway Plan opens 1,700 rural acres near battlefield to data centers By Jill Palermo and Peter Cary A controversial plan to open more than 1,700 acres next to the Manassas National Battlefield Park for a massive new data center corridor was approved Wednesday after a contentious, all-night meeting that saw more than 200 residents speak both for and against what supporters call a “transformational” project for Prince William County. The three rezonings tied to the Prince William Digital Gateway survived intense fire from opponents and skeptical supervisors on myriad issues. Both the county’s professional planning staff and the planning commission recommended that supervisors deny the project due to a lack of information on several aspects of the plan. But the board ultimately voted 4-3-1 to approve all three applications, with the four Democratic supervisors — Board Chair Ann Wheeler (At Large), Victor Angry (Neabsco), Andrea Bailey (Potomac) and Margaret Franklin (Woodbridge) — voting in favor and its three Republicans —Supervisors

A Prince William County supervisor, a state delegate and a retired U.S. Army colonel who played a role in former President Donald Trump’s first impeachment are among 12 candidates vying to replace Rep. Abigail Spanberger in the U.S. House of Representatives. Spanberger, 44, announced Nov. 13 that she would not run for reelection in Virginia’s 7th Congressional District and would instead pursue the Virginia governor’s mansion. The 7th District spans Northern and Central Virginia and includes the eastern half of Prince William County, which accounts for nearly a third of the district’s voters, as well as Stafford, Spotsylvania, Culpeper, Orange, Caroline, King George, Greene and Madison counties, a tiny portion of Albemarle County, and Fredericksburg City. Of Virginia’s 11 congressional districts, only the 7th and the 10th are considered “competitive” by the Virginia Public Access Project. Prince William County is split between the 7th and the 10th, which is also open because Rep. Jennifer Wexton (D) is not seeking re-election. Together, the two districts have already drawn 25 candidates. In the 7th District, a dozen candidates are running — one independent, who will not be part of the primary election, and five Democrats and six Republicans who are vying for their parties’ nominations.

She served as legislative director for former congressman Al Lawson, D-Florida, and was on the legislative teams of Sen. Kirsten Gillibrand, D-N.Y., and Congresswoman Alma Adams, D-N.Y. Franklin has voted in favor of all major data center rezonings that have come before the board of supervisors since she took office in 2020. She also voted in favor of the comprehensive plan amendment paving the way for the Prince William Digital Gateway, which will be one of the largest data center developments in the world if approved by the county board on Dec. 12. Del. Briana Sewell, 33, who defeated her GOP challenger John Gray by over 20 points to win reelection last month, is also vying for the Democratic nomination.

House, Sewell wrote in a Nov. 20 press release announcing her candidacy. A native of Prince William County, Sewell grew up in Woodbridge in a military family. She earned a bachelor’s degree in public policy from the College of William and Mary and a master’s degree in public administration from American University. Sewell also served as Prince William County district director for Rep. Gerald Connolly’s, D-11. from 2014 to 2018. She was the political director and senior organizer for the Virginia Campaign for a Family Friendly Economy, an advocacy group pushing for paid family and medical leave in Virginia. Sewell later served as chief of staff for Ann Wheeler, chair of the Prince William County Board of Supervisors. Retired U.S. Army Col. Yevgeny Vindman, 48, of Dale City — who served more than 25 years on active duty, including a combat tour in Iraq — is also running as a Democrat. After graduating from the University of Georgia School of Law, Vindman served as an officer in the Judge Advocate General Corps. Vindman immigrated to the U.S. from Ukraine when he was 3 with his father, his identical twin brother, Alexander Vindman, also a retired U.S. Army officer, his older brother and his grandmother. His mother had died of cancer.

Virginia Del. Elizabeth Guzman, 50, of Dale City is also seeking the Democratic nomination to run for Congress after serving in the House of Delegates since 2018. Guzman, an immigrant from Peru, came to the U.S. when she was a single mother in her early 20s. She worked three minimum-wage jobs to afford a small apartment in Northern Virginia. Since then, Guzman has earned a bachelor’s and two master’s degrees while working as a social worker. “Since I was elected to the General Assembly, I have championed a woman’s right to choose; worker’s rights and a living wage; increased access to affordable healthcare; and protecting our environment,” Guzman wrote in her campaign announcement. Guzman did not seek re-election in the newly drawn 24th District, which included a large swath of the district she’d been elected to serve since 2018. She instead ran for the Virginia Senate, but unsuccessfully challenged Sen. Jeremy McPike, D-29th, in the June primary, losing by just 53 votes. Clifford Heinzer, 62, of Stafford is a former chair of the Stafford County Democratic Committee. He is retired and most recently donated his time to Democrat Leonard Lacey, who ran unsuccessfully for Virginia delegate in the 64th District.

Derrick Anderson, 39, a native of Spotsylvania County who is a former

Anderson ran for the Republican nomination in 2022 but lost to Supervisor Yesli Vega, who ultimately lost to Spanberger. Terris Eugene Todd, 50, of Woodbridge, is a former teacher who served as vice chair of the Michigan Republican Party and worked as an adviser at The Heritage Foundation. Todd served as executive director of the White House Initiative on Educational Excellence for African Americans, an appointed position at the U.S. Department of Education. Jonathon Paul Myers, 53, of Stafford, is a native of Hampton Roads and served as a U.S. Marine Corps officer for 28 years. Myers earned a bachelor’s degree in political science from George Washington University. Myers is a veteran of the Iraq War and other national security missions. Myers retired as a senior intelligence officer for the chairman of the Joint Chiefs of Staff. Cameron Hamilton, 37, of Orange, is a U.S. Navy SEAL combat veteran who served as a medic during active duty in Afghanistan. He was also a division director at the U.S. Department of Homeland Security. William Moher, 48, of Arlington, is an entrepreneur, investor and adviser in the tech industry, and holds eight patents. Moher served as chief marketing officer at Intensity Analytics, an identity management and authentication company. Shaliek Tarpley, 26, of Fredericksburg, is a U.S. Army veteran who served as a chemical operations expert. He also served as a federal appointee and senior leader at the U.S. Department of Homeland Security. Craig Ennis, 49, is running as an independent. He is a resident of Spotsylvania County and is a member of the Patawomeck Indian Tribe of Virginia. Ennis is a veteran of the U.S. Army and the Virginia National Guard. Prince William fills long-vacant planning director position Tanya Washington Stern to take the helm of the county’s planning office in February By Shannon Clark Times Staff Writer

After a monthslong search, Prince William County has hired a new planning director — a position that has seen much turnover in recent years as the county considers major new development projects, including several data center rezonings. Tanya Washington Stern, formerly the acting and deputy planning director for Montgomery County, Maryland, is set to take the helm of the planning department on Feb. 5. “I am honored to join Prince William County,” Washington Stern said in a press release. “Planning plays a pivotal role in the future of a community, and I am passionate about serving the public and enhancing the vibrancy of a changing and diverse community.” Washington Stern’s starting salary is $212,000. She takes over the role from David McGettigan, who has served as acting planning director since May. The role has been vacant for the majority of this year. Prior to McGettigan, former deputy county executive Rebecca Horner had served as acting planning director since mid-October 2021. Horner resigned May 1 to take a job in Bellevue, Washington, as the city’s director of development services. In January, the county hired Mark Buenavista to head the planning department, but he stayed on the job for less than a month before resigning abruptly in February. Before Buenavista, Parag Agrawal served as planning director for about a year before resigning in October 2021 to “pursue other opportunities.” County Executive Chris Shorter said in a recent press release that he is excited for Washington Stern to lead the department due to her experience

in “comprehensive land use planning and development,” noting that she has played key roles in updating comprehensive and general plans for two jurisdictions and led several area and countywide plans and studies. Shorter also thanked the current staff and leadership in the planning department and said they have “worked tirelessly and diligently over the last couple of years in completing major projects.” “They are a very talented and dedicated team, and I am grateful for all that they have and continue to do to support our county,” Shorter said. Washington Stern has 20 years of experience in local government, most recently as the acting planning director of the Montgomery County Planning Department in Maryland. She also served as deputy planning director in the same department for four years and as deputy director for planning, engagement and design for the Office of Planning in Washington, D.C. Washington Stern earned a master’s degree in city planning from the University of Pennsylvania and a bachelor’s degree from the University of Maryland. She is a certified public manager as well as a member of the American Institute of Certified Planners, the American Planning Association and the Lambda Alpha International Honorary Society for the Advancement of Land Economics. She also sits on local and national councils with the Urban Land Institute, according to a county news release. “The planning office in Prince William County has done a tremendous amount of work over the past several years, and I’m looking forward to continuing and enhancing efforts in advancing equity in community planning through policy development, equitable planning methodologies and community engagement,” Washington Stern said in a statement. Supervisors OK Digital Gateway VOTE, from page 1 board chambers until about 1:15 p.m. to watch the vote. Opponents said they would continue to fight the decision in court. “My guess is there will be multiple lawsuits filed as soon as tomorrow because there will be multiple plaintiffs,” said Weir, whose Gainesville District includes the Digital Gateway. Among other issues, opponents are expected to challenge the validity of the public hearing due to an advertising snafu. The county ran three public notices for the hearing, but the final ad ran only three days before the Dec. 12 public hearing instead of the five prescribed by Prince County ordinance. In comments before the vote, supervisors cited the need to grow the county’s commercial tax base as well as the residents’ desire to assemble their 102 properties along Pageland Lane in rural western Prince William for a new data center development. “My decision is based on the greater good,” Angry said, adding that he believes the county’s current data center overlay district, which skirts some residential areas in Bristow and Haymarket, is more problematic than siting more than 30 data centers on the edge of the battlefield. “If I had to make a decision between data centers next to schools and data centers next to the battlefield, I choose the battlefield,” Angry said.

Wheeler pushed for the public hearings and the vote to occur during the board’s “lame duck” session — and before Chair-elect Deshundra Jefferson, an opponent of the project, takes office Jan. 1, 2024. Wheeler said she was surprised by residents’ pushback given the economic benefits of the project. “We’re at $40 billion in investment in this county, which really would be transformational. I guess most people can’t wrap their heads around that, but most people would kill for that kind of investment,” Wheeler said. The vote followed about 15 hours of public comments that began at about 5 p.m. on Tuesday, Dec. 12 and stretched to about 11 a.m. Wednesday morning. With a few exceptions, nearly all supporters of the rezonings were landowners in the Pageland Lane corridor

who are under contract to sell their homes and small farms to the data center developers involved in the project. A handful of other supporters identified themselves as members of regional labor unions, which generally support data centers due to the jobs they create. Opponents included Kristopher Butcher, superintendent of the Manassas National Battlefield Park, as well as Gainesville School Board member Jenn Wall. Butcher reiterated the National Park Service’s concerns that at least some of its buildings — which are estimated to be about three football fields long and up to 90 feet tall — will spoil the view from the national park. “This proposed project will adversely affect the battlefield, and the historic resources outside, and does not provide sufficient modifications to mitigate those impacts,” Butcher said. “The park service believes the full extent of the impacts are unclear and haven’t been determined fully.” Wall called it “a fiction” that the project would provide more funding for local schools, since the tax revenue is unknown and will take years to fully realize. Those speaking in favor of the Digital Gateway included Mike Grossman, a resident of Trappers Ridge, a small, upscale neighborhood in the Pageland Lane corridor where all property owners have agreed to sell their land for data centers. Like many of his neighbors, Grossman touted the tax revenue the data centers would generate as well as the developers’ comprehensive plan for the industrial project. Voting to deny or defer the project, Grossman said, would kill the project and the benefits it would offer. “If this decision is postponed or denied today, I can tell you with absolute certainty that the Prince William Digital Gateway will be lost,” Grossman said. If the Digital Gateway survives its possible court challenges, it will put Prince William County on track to surpass Loudoun County as the data center capital of Northern America and likely the world. As of 2022, the Digital Gateway was the largest data center development under way anywhere on the planet, according to data center trade publications. Prince William County currently has 42 operating data centers encompassing nearly 7 million square feet of data center space. Several more buildings are in the pipeline, according to

Prince William County Economic Development Director Christina Winn. The board spent about six hours hearing presentations from representatives of data center developers QTS and Compass Datacenters as well as from their professional planning staff. As they had during the Prince William Planning Commission’s meeting on Nov. 9, the planning staff listed 10 or 11 reasons for denial — 10 for Compass and 11 for QTS. The extra deficiency for QTS was due to one portion of its development where the building square footage exceeded what the county allowed. Just before the final vote Wednesday, QTS lawyer Calabrese agreed to reduce the density in that zone to satisfy Boddye’s request. Other reasons staff recommended denial included a lack of critical information about the data centers’ building size and locations, transmission line routes and the designs and materials in the massive buildings. Of particular concern was that the developers would not agree to the staff’s request to keep the transmission lines out of areas designated for trails, buffers, wildlife corridors and open space. A Dominion official at the meeting said the utility did not design powerline routes until projects were approved — thus deadlocking the issue. Planning staff also said developers QTS and Compass Datacenters wanted too much flexibility to make changes after approval. They also said the developers had not submitted enough information to warrant a waiver from getting a special use permit, which is normally required of data centers built outside the county’s designated data center overlay district. Compass attorney Mark Looney and QTS’s Attorney Antonio Calabrese argued that the staff objections were misplaced or invalid and that both applicants had worked diligently for a year to comply with the planners’ objections and requests. “The targeted densities, the master landscape plan, electric infrastructure, consistency with a comprehensive plan — we think we’re in total alignment with the very high bar that this board has set,” Calabrese said. Despite the staff’s recommendation that the applications be denied, Calabrese said, “You have a great staff. “They are overworked. They are understaffed. Parent of Patriot H.S. fight victim questions supervision, police response By Cher Muzyk

As a Patriot High School student recovers after being brutally beaten by three other students at the school earlier last week, his father is raising questions about a lack of adult supervision in a student commons area where the fight took place and why no one called an ambulance. There are also questions about what sparked the fight and whether racist words were spoken among the students before it happened. The student’s father, who asked that his name not be printed, said Friday that his 14-year-old son suffered serious injuries, including a possible concussion and a misaligned jaw, as a result of the fight, which occurred in a hallway before school began on Wednesday, Dec 6. He said his son is also suffering from post-traumatic stress disorder from the incident, during which the boy was punched and repeatedly kicked in the head while lying face down on the floor, briefly losing consciousness, according to videos of the fight shared on social media. The family has already retained legal counsel and is considering legal action in response to the fight and their child’s injuries, the boy’s father said. The fight, which police said occurred at about 7:40 a.m., “lasted several minutes because there were no staff or security around,” the student’s father said. He said he was told the school’s security staff members were manning the school’s new “Evolv” weapons-detection systems at school entrance points when the fight occurred and were not immediately available to come to his son’s aid. In a statement concerning the incident, Prince William County schools said school staff members are assigned to both the Evolv systems and to monitor school grounds. “Patriot High School, like all PWCS high schools, has staff working both the weapons-screening technology and on duty inside the school, especially in high traffic areas,” the statement said. The Prince William County Police Department, in response to questions from the Prince William Times, said Patriot High’s school resource officer, a sworn Prince William County police officer, does not staff the Evolv scanners and responded to the fight in “less than a minute” of it being reported, according to Lt. Jonathan Perok, a Prince William County Police Department spokesman. “The SRO is not a school employee and does not staff school roles such as (the Evolv scanners),” Perok said. “In review, his response was actually less than a minute after being notified of the altercation.” Perok also said the student initially refused treatment from the school nurse and declined to have the school call an ambulance. The father said that, based on what his son told him, the fight began as a one-on-one physical altercation with one other male student. Then, two other boys intervened and attacked his son, picking him up, smashing his head

into the tile floor and knocking his son unconscious. The boys then continued to beat him while he was motionless on the school floor, the student’s dad said. The boy’s father said he was told the school resource officer gave his son a “sternum rub,” which is a technique used to test an unconscious person’s responsiveness, and his son “came to.” He said his son “was bleeding out of his left ear because of the swelling in his brain.” He said he received a call about 20 minutes after the fight from school personnel and immediately went to the school and took his son directly to the emergency room. “After the fight, the other three boys involved — a 15-year-old and two 17-year-old Patriot High School students — were served with juvenile petitions for assault by a mob. One student was also charged with malicious wounding, according to Master Police Officer Renee Carr, a Prince William County Police Department spokeswoman. “The issue was immediately addressed, and charges placed that day,” Perok said.

Fight’s origin unclear

It is still not clear what started the fight. WJLA News 7 reported that a parent of one of the three students charged in the fight said the incident was racially motivated. The local news station did not name the parent. “He said his child did not start this fight and believes the incident was racially motivated,” the WJLA report said. The victim’s father said his son is white and the three boys arrested in connection with the fight are Black. He said his son denied saying the N-word before the fight occurred. “I can tell you that Prince William County Police Department and the Prince William County school system have been provided documentation where there is evidence that the assault occurred in an attempt to injure a ‘white boy,’” the boy’s father said. The police investigation thus far has not revealed a racial motivation for the fight, Perok said. “We didn’t have any indications this was racially motivated,” Perok said in an email. “We understand rumors are circulating at this point, but this is where we, the police, stand in the investigation unless something further is brought to our attention.” Commonwealth’s Attorney Amy Ashworth said her office cannot comment on the case but is working with police as they continue to investigate. Jen Donnelly, vice chair of the local chapter of Moms for Liberty and a friend of the boy’s family, created a GiveSendGo fundraiser to raise money to help pay the boy’s medical bills. As of Saturday, the fundraiser had raised $3,896 toward a goal of $10,000. “We have had a ton of support. Celebrating Christmas the island way Puerto Rico Cafe in Manassas prepares more than 1,200 traditional pasteles for the holidays By Sondra Anzalone

Nothing says “Feliz Navidad” like pasteles. A gift of Puerto Rican culinary culture from the Puerto Rico Cafe in Manassas could be a new holiday treat to discover. Co-owners Jamary and Jesus “Ariel” Rosa aim to treat their customers like family, especially during the holidays — which to them means pasteles. “November through January is our pasteles season,” said Jamary Rosa. Pasteles (pronounced pahs-telles) are a main course similar to tamales: a dough (called masa) are stuffed with meat and encased inside a banana leaf, which is discarded before eating. Pasteles are served hot, typically with arroz con gandules (rice with pigeon peas) for the holidays. Pasteles are a labor of love, requiring the slow stewing of meat and hand-grating of various vegetables to form the masa before they’re wrapped and tied with string. The Rosas use a filling of pork, olives and roasted red peppers in their pasteles. Their masa is a mixture of various starchy root vegetables, green bananas (not to be confused with unripened bananas) and calabaza (a type of pumpkin). While many traditional pastel recipes also include platanos (plantains), Puerto Rico Cafe omits them because “it makes them hard,” said Jamary Rosa. Pasteles should be soft and tender. The iconic Puerto Rican delicacy reflects the complex heritage of Puerto Rico itself, whose people — U.S. citizens living on U.S. soil — share a mixture of Indigenous, African and Spanish roots. And celebrating their Puerto Rican roots is what it’s all about, say the Rosas, who opened their Puerto Rico Cafe takeout restaurant in 2022 to share their culture with local residents.

Ariel Rosa, 43, and his wife, Jamary, 49, have been together for 22 years and live in Manassas. Their recipes come from their families, said Ariel Rosa. “That’s where the love comes from,” he said. He meant it quite literally, as their breads and morcilla — blood sausage, which is especially popular during Christmas — is made in his aunt’s restaurant, El Coqui, in Philadelphia. He travels there frequently and brings her items back frozen to prepare at Puerto Rico Cafe’s commercial kitchen. When people come to Puerto Rico Cafe, the Rosas say, they want them to “take a journey down memory lane” to enjoy their childhood favorites. Jamary Rosa wants to evoke her grandmother’s cooking so visitors will feel the same way she did “when I was a little girl in my abuelita’s kitchen,” she said. Their grandmothers were from a different time, she said, recalling how

they spent their days in the kitchen, “cooking for the whole neighborhood.” This sentiment — of caring for others — is deeply engrained in the couple, as evidenced by their most recent community contribution: cooking free Thanksgiving dinners for 550 people in need from eight different schools in Manassas Park. Ariel Rosa said he was reluctant to publicize anything about the event but was urged by his daughter to say something online. “I don’t need the credit … We’re doing it from the bottom of our hearts,” he said. But promoting the event on their Facebook page turned out to be beneficial, as more volunteers eagerly gave their time and donations to support the cause. “We delivered some of the meals to homes without transportation,” said Jamary Rosa. Ariel Rosa is a full-time government employee who also earned his culinary degree from William J. Dean Technical High School in Massachusetts, where both he and Jamary grew up. The two operate Puerto Rico Cafe on the weekends, mostly out of a “love of cooking,” Ariel Rosa said. He said he does, however, enjoy “bragging rights” for winning the People’s Choice and Judges’ Award in the D.C. area’s first “Serenata Coquito Wars” in 2021. The Bacardi-sponsored event showcased the island’s favorite Christmas concoction — coquito, an eggnog-like libation made with coconut and rum. Ariel Rosa is also a former member of the boy band OnQ, which was managed by Maurice Starr, the legendary songwriter and producer who formed New Kids on the Block. Puerto Rico Cafe opened its online orders for pasteles on Oct. 24 and had

to stop after just 24 hours due to high demand. The four-person operation made more than 1,200 by Thanksgiving and will continue making more as time allows throughout the season. If you missed out, the couple recommends checking their Facebook page for updates or asking if any are available when it’s your turn at the Puerto Rico Cafe window. Puerto Rico Cafe’s menu fluctuates, depending on the chef’s inspirations, but always features pernil: a roasted pork dish commonly served for special occasions. When they took it off the menu one week, “we learned our lesson,” said Ariel Rosa. The entree is so popular that they go through 750 pounds every month. The main dish is served with two sides, including choices such as arroz con gandules, red beans, yucca and more. During the restaurant’s soft opening in May 2022, “people came out in droves,” said Jamary Rosa. There was a line around the block — despite cold temperatures and pouring rain — to order Puerto Rican food. “It was like Christmas for them,” she said of their customers, when they finally reached the window. The restaurant will be offering Christmas meal packages, serving eight to 10 people, that include two meats, two side dishes, sweet bread and dessert. The deadline to order is Wednesday, Dec. 20. Giving hope, free toys for the holidays Hope Heals to hold its 4th toy giveaway By Sondra Anzalone

For many families struggling with financial difficulties, the stress of playing Santa can feel overwhelming: How to put presents under the tree when it’s difficult to put meals on the table? Hope Heals, a community freestore in Warrenton, will host its fourth annual toy giveaway Saturday to help ease families’ burdens and brighten kids’ holidays. This year’s giveaway will be held at The Gathering Place, 650 Alwington Blvd. in Warrenton, a facility owned by Warrenton Baptist Church. The church is gifting the use of its space for two days, to allow ample time for setup the day before the event. Lindsey Henderson, the founder of Hope Heals, estimates that 180 to 200 families were served at last year’s giveaway and is expecting more this year. “I have a lot of testimonials that basically say the same thing: If it wasn’t for this, my kids wouldn’t have had a Christmas,” Henderson said. The mission of Hope Heals is to create a “dignified space” where everyone is treated “with honor and respect, no matter what they’re going through,” Henderson said. The shop, located in Warrenton at 606 Falmouth St., typically accepts only donated clothes, shoes, accessories and baby gear — all of which is given away for free. The annual holiday toy giveaway was prompted by people’s desire to donate used toys throughout the year. Because space is limited, “doing it once a year felt manageable. It was a win-win to do it for Christmas,” Henderson said. Donations of new toys or clean, gently used toys are being accepted for the giveaway at Hope Heals freestore through Friday, Dec. 15. Donors are asked to ensure all the donated toys’ pieces and parts are included, along with batteries if possible. The toys, games and stuffed animals are being stored in a truck trailer that was donated for the month of December by 3 Daves Moving. The

About 75 volunteers from various organizations are working to ensure the toy giveaway is a success, but more are needed on Friday and Saturday to help unload the trailer and organize the toys inside the Gathering Place, Henderson said. “Come with hand trucks and muscles,” she said. The event strives to keep barriers low for participating. Unlike other toy giveaways, no pre-registration or special criteria are required to qualify, and any guardian can get toys for their child. There will be new processes in place to help keep things moving and ensure as many families as possible can benefit, Henderson said. “It’s first come, first served,” she said, noting that participants should anticipate a wait since only 30 adults will be admitted at a time. In a class of their own Freedom-Woodbridge holds off Highland Springs 42-34 to repeat as Class 6 champs By Matthew Proctor Times Staff Writer

For the past two seasons, Freedom-Woodbridge football has been in a class of their own, but for about half an hour on Saturday in Charlottesville, the mighty Eagles looked mortal. Ahead 28-0 in the second quarter of the Class 6 state title game at the University of Virginia, Freedom looked headed to yet another runaway win that has been their calling card. Eying an inspiring comeback, Highland Springs closed to eight points before Freedom’s Kam Courtney scampered 49 yards down the left side for the game-sealing touchdown in the fourth quarter of the Eagles’ 42-34 state championship victory. “Amazing contest between two historic programs. Nothing but respect for Highland Springs,” Freedom coach Darryl Overton said of the showdown against the defending Class 5 state champs. “That makes it that much sweeter because this was the two best teams in our division. Best vs. best.” Wide receiver Carleton “Juju” Preston agreed, “This is the game everybody wanted to see all year. Everybody was talking about this game. We played it on the big stage, came out with the win.” Freedom (14-0) hoists the state championship trophy for the second consecutive season in completing one of the greatest two-year runs Virginia has ever seen. The Eagles, who beat James Madison 48-14 to win their first title last season, join Hylton, who won three state titles including back-to-back in 1998-99, as they only repeat champions from Prince William County. “We talked about our program and our school trying to get to the big boy table, where you got multiple state championships, and getting in that circle of teams and schools that’s done it back-toback. I’m proud of our guys,” coach Overton said. Freedom’s stout defensive front held Highland Springs’ rushing attack in check while the Eagles’ dynamic ground game led by junior tailback Jeff

Freedom faced a loaded box on nearly every snap, but it didn’t make a difference. “On film they had one linebacker in. They brought one more in the box and respected the run game, but they couldn’t stop it. We kept running over top of them,” Overton Jr. said.

Overton Jr.’s big day carried over into the passing game as he also threw a touchdown, a 53-yard strike to Preston on the opening drive of the third quarter out of Freedom’s “Monster” package, where Overton Jr. lines up at quarterback with Courtney at running back. The Eagles ran the play last week in the semifinals against James Madison but Overton Jr. “threw a duck.” He made up for it by dropping a dime for his first career passing touchdown against Highland Springs.
