Both property owners and data centers in the City of Manassas would see their tax bills rise next year under the $333 million budget the City Council is considering for fiscal year 2025, which begins July 1. Interim City Manager Douglas Keen’s budget plan keeps the real estate tax rate flat at $1.26 per $100 in assessed value. Still, a 5.25% increase in home values would result in an average residential tax bill increase of about $266. Data centers, meanwhile, would pay $2.15 per $100 in the assessed value on their computer servers and other computer equipment. The change reflects a 72% increase over the city’s current

The proposed rate would match Prince William’s current data center tax rate. However, the county supervisors voted Tuesday, April 23 to in-

crease the county’s data center tax rate to $3.70 — also an increase of about 70%. While there are no active data centers in Manassas, city officials approved four sites, and three are under development. One data center on the site of a former brickyard is expected to come online during 2025 and would be subject to the $2.15 rate, officials said at Monday’s public hearing. Keen’s budget includes $68.4 million for Manassas City Public Schools, a $1.8 million increase over 2024, as well as funding to give the city’s general staff a 3% merit raise, which is aimed at retaining city employees. The proposed $1.8 million boost in school spending represents a 3% increase that Manassas City Schools Superintendent Kevin Newman requested in his budget proposal to the Manassas City School Board. In part, the increase will fund at least a 6% increase in teacher pay. See TAX, page 2

Two Democratic candidates for Virginia’s 7th District congressional seat say it’s time to significantly raise the federal minimum wage by more than doubling the current rate of $7.25 an hour. During a weekend candidate forum, Clifford Heinzer, of Stafford County, said that if elected he’d advocate for a $17 federal minimum wage by 2028, while Prince William County Supervisor Margaret Franklin said she supports a $15-anhour federal minimum wage. Four of the other five candidates — Prince William County Supervisor Andrea Bailey, Del. Briana Sewell, former delegate Elizabeth Guzman and Carl Bedell — all said they would advocate for a higher, “livable wage” but didn’t provide a specific number when asked. Ferlazzo Building in Woodbridge that was sponsored by the Prince William County Democratic Committee. The federal minimum wage has been stuck at $7.25 an hour since 2009. Since then, some states and cities have lifted the pay floor on their own, including Virginia. In 2020, when Democrats controlled all three branches of the state government, the Virginia General Assembly enacted a law that raised the minimum wage from $7.25 to $9.50 in 2021 and then to $12 in 2023, where it currently stands. Shared services include court services, constitutional offices, the detention center and public health. The proposed budget includes $21 million in one-time expenses for economic development, which include the planned purchases of Marsteller Park and Community Center and the Manassas Shopping Center on Mathis Avenue. The plan also budgets for the addition of 4.5 new full time staff members, a building maintenance worker, a housing coordinator in planning, and two and a half parks, culture and recreation positions.

But Gov. Glenn Youngkin vetoed those proposals. In a statement last month, Youngkin said further raising the state minimum wage would “imperil market freedom,” lead to rising costs for families and small businesses and cost jobs. “I can tell you the federal minimum wage is far below where it The plan includes no change to the city’s $3.60 car tax rate or solid waste fees. As for utilities, typical single-family homes will see a $7.71 increase in their monthly utility bill due to a 5% increase in electric, water and sewer rates. However, residents will only pay, on average, a monthly increase of $0.78 due to an expected decrease in the electric power cost adjustment, a pass-through cost. The City Council’s Monday, April 22 public hearing drew about a dozen speakers, most of whom gave positive feedback about the budget. Former city council member Lynn Forkell-Green criticized the plan for resulting in rising tax bills. The city council will meet on May 13 for a first reading of the tax rates and to adopt the 2025 budget and capital improvement program. The second reading of the tax rates will be held on June 10. needs to be, and I would advocate for increasing the minimum wage to $17 an hour by 2028,” said Heinzer, 63, who served as a Green Beret in the U.S. Army Special Forces and later spent his career in the U.S. Department of State’s Foreign Service. Most recently, he was chair of the Stafford County Democrats. Heinzer’s approach matches that of the “Raise the Wage Act of 2023,” which Democrats in both the U.S. House of Representatives and Senate introduced last July. The act would gradually raise the federal minimum wage from $7.25 to $17 by 2028 and index future increases to median wage growth so the value of the minimum wage remains consistent over time. An analysis by the independent,

nonprofit Economic Policy Institute found that raising the federal minimum wage to $17 by 2028 would affect 19% of the U.S. workforce, about 27.8 million workers across the country. The average worker would receive an extra $3,100 per year, the study showed. “I’ve been supportive of the ‘Fight for $15,’ so I think, at the very least, we need to be pushing for at least a $15 minimum wage,” Franklin said during the forum. Franklin, 38, was elected last fall to a second term on the Prince William Board of County Supervisors representing the Woodbridge District. She has worked on Capitol Hill for three federal legislators. The Fight for $15 movement began in 2012 in New York City when 200 fast food workers walked off the job to demand a $15 minimum wage and union rights. The initiative has so far won raises for 26 million people across the country, according to its website. “I believe public sector should be providing at least $15. Companies can do at least $15,” Franklin said. “But our small businesses oftentimes have challenges with their workforce, and so, we ought to be providing incentives and resources for them to get to at least $15.” Reach Cher Muzyk at cmuzyk@ fauquier.com

County planning commission rejects mid-county data centers Project would be 2nd data center campus along Dumfries Road By Jill Palermo Managing Editor

A move to expand data centers into the mid-county area has been dealt a blow by the Prince William County Planning Commission. Commission members recommended unanimously last week that the supervisors say no to an application to turn the Colchester Industrial Park on Dumfries Road into another data center complex. The area is few miles south of the former Parsons Farm, also on Dumfries Road, which was recently rezoned to allow for 85-foot-tall data centers. The decision came after several residents of nearby Potomac Reserve, a newer subdivision near Minnieville and Dumfries roads, implored the commission to protect their homes and backyards from views from both 95-foot-tall data centers and a large electrical substation needed to power the project. They also expressed concerns about noise and property values. Five homes on John Mallard Drive within Potomac Reserve would back directly onto the development, with just 75 feet separating their property lines from a planned substation, according to the project’s plans. Jeremy Mills, who lives on John Mallard Drive, said he never thought his new home would someday back up against data centers. He acknowledged the presence of the Colchester Industrial Park nearby but said it can neither be seen nor heard from the homes, which now back to undeveloped woods. “Right now, we hear birds. We hear streams; we hear trees,” Mills said. “Now, we’re going to hear data centers and substations.” Roberta Tinch, who also lives on John Mallard

Drive, said she and many of her neighbors moved in during the COVID-19 pandemic and forged friendships, holding cul-de-sac cookouts and regularly celebrating the children’s birthdays. Now, however, she said her neighbors are considering moving because of the data centers. “I want us to consider not whether data centers are good or bad. We understand the role they play in the economy,” Tinch said. “But if we set a precedent that residents do not matter — that their lifestyles do not matter — we’re not building a Prince William County that people will want to consider a destination.” The applicants, which include the Colchester Industrial Park and several nearby property owners, are seeking the county’s permission to build up to three data centers and a substation on about 64 acres just north of Minnieville and Dumfries roads. The project, known as the “Mid-County In-

The other 24 acres are already zoned for industrial uses. The area is within the county’s “data center opportunity zone overlay district,” where data centers can be built by right on land that is properly zoned. But the designation allows data centers of only 60 feet tall. The application is asking for 95-foot-tall buildings to maximize data center space to make the land more valuable. Corey Stewart, former chair of the Prince William Board of County Supervisors, represented the developers and said the extra height is needed to cover the high cost of cleaning up the site, which had been polluted by truck traffic. The site is now home to hundreds of trucks involved in construction work. See COMMISSION, page 4

Democrats lead in fundraising in the 10th District race Elected officials bring in the most cash By Cher Muzyk Staff Writer

The path to control the U.S. House of Representatives runs through Prince William and Fauquier counties this fall with a competitive race for an open seat in the 10th Congressional District. Recent campaign filings show that in the 10th District race, Democrats are outraising the Republican candidates. Collectively, the 12 Democrats in the race have raised more than $4.5 million, while the four Republicans have pulled in about $583,000, according to the Virginia Public Access Project. Sixteen candidates are vying to succeed U.S. Rep. Jennifer Wexton, who is retiring after being diagnosed with a severe form of Parkinson’s Disease. Fundraising is closely watched in the competition for an open seat because it is one measure of the candidates’ viability in the general election. Campaigning in a tight race costs money — lots of it. The Democratic and Republican nominees will be chosen in dual primaries on Tuesday, June 18. Early voting begins in less than two weeks, on May 3. The top five fundraisers in the race so far are all Democrats: Del. Dan Helmer, 42, of Fairfax County, has so far brought in the most money with more than $1.1 million in contributions. Helmer unseated former delegate Tim Hugo (R) in 2019 and has defended his seat twice. Helmer has spent less than a

A political newcomer, Krystle Kaul, 39, of Ashburn, is next in line with more than $930,000 raised so far, including via personal loan of more than $500,000, according to the public access project. Kaul has spent her career serving in civilian roles in defense and intelligence, according to her website. Kaul has over $600,000 cash on hand. In third place is former delegate Eileen Fill-

er-Corn, 59, who has raised more than $750,000. She has spent over $230,000 and has more than $430,000 left to spend. Filler-Corn first won a seat in the Virginia House of Delegates in 2010 and served until 2022. She did not seek re-election in 2023. State Sen. Suhas Subramanyam, 37, of Loudoun County, is the fourth-leading fundraiser with nearly $680,000, including $400,000 in the first quarter of 2024. He has spent only $75,000. Subramanyam won his delegate seat in 2019 and his state Senate seat in 2023. Rounding out the top five is state Sen. Jennifer Boysko, 57, of Fairfax. She has raised more than $400,000 so far, with more than half contributed in the first quarter of 2024. On the Republican side, three candidates made it into the top 10 fundraisers across both parties. Mike Clancy, of Loudoun County, is the top Republican fundraiser with nearly $350,000, which includes a $250,000 personal loan. Clancy sought the GOP nomination to run for the 10th District seat in 2022 but lost to Hung Cao, who then lost to Wexton. Political newcomer Alex Isaac, of Loudoun County, has so far raised nearly $125,000, including a $100,000 personal loan. Isaac is a retired Army lieutenant colonel. In the 10th fundraising spot is Aliscia Andrews, 36, of Loudoun County, who raised about $106,000, all of it contributed in the first quarter of 2024. County planning commission rejects mid-county data centers COMMISSION, from page 3 The development “has to make enough profit to offset the substantial cost (the landowners) are going to incur when (they’re) cleaning up a dirty site,” Stewart said. Stewart also argued that the site is appropriate for data centers because it is sliced by high-powered transmission lines that will be needed to serve the data centers, which require huge amounts of electricity, often the equivalent of power that would serve thousands of homes. It is not yet known how much power the data center complex would need, however, because the site has not yet been sold to a data center company, Stewart said. Scott Meyer, the chief county planner on the project, told the commission that county staff members are recommending the project be approved despite several reservations, including that the development would be only about 75 feet from the nearby homes and that data cen-

Meyer said county staff asked that the buildings closer to the homes be shorter, but that request was refused. Planning commissioners grilled Stewart on several issues, including noise, proximity to the nearby homes and whether the data centers

would look anything like a sleek, glass-covered building he offered as an example of what the data centers could look like. “I’ve been riding around the county looking at data centers,” said commission Chair Cynthia Moses-Nedd, “and nothing looks like this. I’m not sure anything in the

county looks like this.” Coles Planning Commissioner Karla Justice, who represents the area where the data centers would be located, moved to recommend denial, which was seconded by Commissioner Gwendolyn Brown of the Neabsco District. Several commissioners said the project was not ready for approval and voted unanimously against it. However, the county supervisors will have the final say on the project. The planning commission had also recommended denial of the Prince William Digital Gateway and the more recent Parsons Farm rezoning, both of which were eventually approved by the board. Brentsville Commissioner Chris Carroll attributed the commission’s decision to the project’s many unanswered questions and said he and his colleagues are learning from previous data center developments. “Knowing what we know now on noise, height, power, etc., I think understanding those questions and asking them is key,” Carroll said. “And as we saw … they had no answers.” Reach Jill Palermo at jpalermo@ fauquier.com

An indoor sport center is a wise investment that will support student athletes

Before joining the Prince William County School Board, I advocated for an indoor track several times during the board’s public comment time. I noticed the school board honored student athletes during several board meetings, including some for winning in the state indoor track competitions. However, I wondered how this was possible because there are no indoor track facilities in Prince William County or Northern Virginia. I was pleasantly surprised to learn that several years ago, the Prince William Board of County Supervisors had already begun considering an indoor sporting event center, including an indoor track. Their foresight in this matter is truly commendable. I attended the April 11 community meeting on the proposed Prince William Sports and Events Center held at Freedom High School. It was very well attended and very informative. This is a crucial decision that could greatly benefit our school community. I have several reasons to support this facility for Prince William County students and parents. Multiple uses: The new space can

be used for various community needs expressed over the past few years. For example, the school division needs space for robotics and drone competitions. Meanwhile, space for pickleball practice and competitions is in high demand throughout the county, and indoor spaces are needed to facilitate them. • Reduce costs to Prince William County families: Establishing an indoor track and sporting event center would significantly reduce the need for Prince William County student athletes to travel outside the county for events, especially tournaments. This would save families money on transportation, lodging and meal costs, alleviating the financial strain on parents who often attend several-day events. • A county-built facility would save the school division money: ®

Even if the school division is only renting the facility, the ability to utilize an indoor track without the burden of funding its construction presents a significant financial opportunity for the school division. This practical and cost-effective solution holds the potential to benefit our school system and citizens greatly. • Money saved on high school graduations: If Prince William County schools uses the proposed sporting event center’s more than 5,000-seat facility for high school graduations, it would keep such ceremonies closer to home and invest in a county-owned facility rather than that of an outside agency, such as George Mason University. Currently, many of our high schools rent Mason’s EagleBank Arena in Fairfax County for graduations. This could lead to significant long-term cost savings for our school system, providing a secure and sustainable financial outlook. • Potential positive impact on tax revenue: Revenue generated by economic activity around this complex will benefit the county greatly. The tax revenue will help

fund the school system because local tax revenue is split with schools according to the county’s long-standing, revenue-sharing agreement. Most importantly, visitors from outside the county would pay much of this revenue during larger events. As a longtime advocate for our school community, I believe that “when you don’t ask, you don’t get.” I encourage parents, teachers, coaches, students and others to join me in actively urging the board of supervisors to approve moving forward with the indoor sports and events complex. Your support and involvement are crucial to persuade the supervisors to vote “yes” to pass this project. Please email the members of the board of supervisors as soon as possible before their minds are made up and reinforce your support by speaking in support at their meeting on May 14. Digital horse race betting is pumping money into the real thing By Darrell Wood

Colonial Downs has seen growing success since the Virginia legislature approved historical horse race betting terminals, which are slot-like gaming machines that base their winning numbers on the results from previously run horse races.

Horse racing in Virginia started in colonial times and got a big bump when Colonial Downs opened near Williamsburg in 1997. But racing hit a low point in 2014 after disagreements between management and horsemen on the purse payouts forced its closure. While Colonial Downs was shuttered, one-day pari-mutuel meets at the Virginia Gold Cup and International Gold Cup took center stage, keeping horse racing going in Virginia while Richmond and track operators negotiated the numbers. The Virginia legislature brought racing back and launched it into the future by passing a 2018 law that allowed “historical horse race” betting machines to be installed at the racetrack and several of Colonial Downs’ off-track betting parlors — known as Rosie’s Gaming Emporiums — dotting the commonwealth, including in Dumfries. With an estimated economic impact of nearly $550 million, the venture made sense for Virginia, said industry leader Frank Petramalo at the time. The racing and breeding industries provide an estimated 5,000 jobs in Virginia. Petramalo said since 2019, thoroughbred race dates at Colonial Downs in New Kent have increased from 15 to 27 — and will increase to 44 in 2025. Part of the bump in revenues comes from seven Rosie’s Gaming Emporiums and two other off-track betting centers operated by Colonial Downs. A new one, a $400 million gaming resort, The Rose, is slated to open in Dumfries this fall. Projections say The Rose will create 500 jobs and $35.5 million in annual tax revenue. Petramalo said the most notable fallout from Colonial’s increasing success is the renewed commitment to keeping horse farms open and creat-

ing new programs to benefit training and bloodstock businesses in Virginia. He said the Virginia Thoroughbred Association’s unique “residency program” attracts some 700 young horses a year to participating Virginia farms and training centers. Horses in the program qualify for lucrative bonus payouts during their racing careers. Virginia Thoroughbred Association president Debbie Easter said the Virginia Breeder’s Fund incentive program “will continue to grow and benefit Virginia horsemen and women.” Historical horse race betting machines, featured at the Rosie’s outlets, are not technically slot machines but look a lot like them. The games are tied to results from previously run horse races. The machines are popular and part of a lively off-track betting culture both at the Rosie’s outlets and at Colonial Downs itself. Profits pay into the Virginia Equine Alliance’s horsemen’s fund. Standardbred racing, too, is thriving in Viriginia. Shenandoah Downs in Woodstock offers

A delicious pairing

2 eateries — Golden Plum, Ballywhack Cafe — share a space in Occoquan By Kate Seltzer

Fans of the Ballywhack Shack and the former Mom’s Apple Pie can now enjoy both together. The bakery, now operated by the former owner’s daughter, Ansa Cox, has downsized and reopened as The Golden Plum. Ballywhack Cafe, formerly a snack stand on Mill Street, now occupies the other half of the bakery space. “We let them do the sweet stuff,” said Ballywhack Cafe owner Sherry Mangas. “And we do the savory.” Mangas always wanted to be in the hospitality business. Her husband, she said, was skeptical but encouraged her to give it a go. “He said, ‘If you like it so much, you ought to go work in a cafe and see what you think,’” Mangas said. He thought she’d last about six weeks at the Blue Arbor Cafe. It was more like 10 years. She worked there until its closing in 2017. In 2019, Mangas took over the little shack on Mill Street — its dimensions are 9 feet by 10 feet — that had sat vacant for years. In its previous life, it served as a lemonade and hot dog stand. Mangas wanted to remain true to its origins, selling hot dogs and homemade Italian sodas. “Five years into having the shack and running it like we did, we saw great growth and good sales ... and a community that really supported what we did and what we provided for them,” Mangas said. “But it got to be a lot … and I said, ‘You know, I really wish I had some indoor space for our customers and a little more room in the kitchen.’” When Mom’s Apple Pie bakery on Commerce Street transitioned to the Golden Plum, it was the perfect opportunity to open up a cafe, Mangas said. The result was the Ballywhack Cafe, which specializes in sandwiches, including recipes from the Blue Arbor days. There’s the “Bada Bing Bada Boom” with “everything going on.” There’s the ‘Twisted Sister” — twisted both because it’s on a croissant and because of its pairings of Granny Smith apple with brie cheese, ham and apple pepper jelly. And there’s “Randy’s Reuben,” which substitutes pepper cabbage for the traditional sauerkraut. Meanwhile, at the Golden Plum bakery, Cox is balancing traditions, old and new. Cox is the daughter of the previous owners of Mom’s Apple Pie, which closed last year. “The only thing that we’ve changed is, really, at this point, our whipped cream on the cream pies,” Cox said. The whipped cream is a little less sweet, but the pie recipes are the same. That’s despite reviews to the contrary. “I’m like, this has got to be placebo, right?” Cox said. “It’s been making me kind of sad because I’ve been seeing these reviews that say, ‘it’s so different than it used to be. It’s sweeter; it’s this; it’s that.’ I can’t do much about that. It’s the same thing.” What’s different is the aesthetic of the bakery, which Cox said reflects a fairytale vibe. “It’s also kind of the dark parts of the fairytale,” she said. “You go in, and it’s this sort of rich coloring, and it’s darker. And I don’t know, I just wanted it to tell a different kind of story.” In some ways, Cox, who grew up in the family

Her mother has been supportive, but there’s been growing pains, too. “It’s like the mother-daughter thing,” Cox said. “The whole time she’s going ‘No, no, no; don’t make the floors dark. Don’t do the dark ceiling. You’re gonna regret that.’ And she came in, and she was like, ‘Oh my God, it looks beautiful.’ She was really supportive and psyched in the end when the vision kind of came together.” There are other changes, too. The Golden Plum is offering specialty baked goods, like lemon

rosemary and ginger shortbreads and pineapple upside-down cake. It’s also working on seasonal holiday-themed treats: carrot cake for Easter, margarita cupcakes for Cinco de Mayo, mini passionfruit meringue tarts for summer. The Golden Plum and the Ballywhack Cafe are enjoying their new neighbor status. “There are people who show up for (the Ballywhack Cafe), and come to us, and show up for us and come to her,” Cox said. “So, it’s a nice sort of symbiotic relationship, so far. I’m looking forward to seeing what that brings, too.”

GoWell celebrates Woodbridge Urgent Care Staff Report GoWell Urgent Care held a formal ribbon-cutting Friday, April 26 for its clinic at Stonebridge at Potomac Town Center, across from Wegmans. The clinic opened in October but held off on the celebration until spring in hopes of better weather. This is GoWell’s second urgent care clinic, growing from its original Warrenton location. Chief Executive Officer George Webb said GoWell has built a reputation for great patient care over the past five years, earning 4.8 stars on average from nearly 2,500 Google reviews. “If you take 10 minutes looking at the reviews, you will see clearly what other patients have been saying about us,” he said. “Usually, people aren’t inclined to leave a review, and they are more likely to do so when they have a bad experience. That we have so many reviews, and of such a high caliber, provides pretty good evidence we place patient satisfaction at the top of our priorities.” Robert Sweeney, the president & CEO of the Prince William County Chamber of Commerce, was among a group who gathered for the ceremony, along with Prince William County Supervisor Margaret Franklin and her chief of staff, Pamela Montgomery. Legal Notice LEGAL NOTICENOTICE Legal Notice NOTICE TO THE PUBLIC OF A PETITION BY VIRGINIA ELECTRIC AND POWER COMPANY AND OSW PROJECT LLC FOR APPROVAL AND AUTHORITY TO ENTER INTO AFFILIATE AGREEMENTS AND ISSUE SECURITIES UNDER CHAPTERS 3 AND 4 OF TITLE 56 OF THE CODE OF VIRGINIA CASE NO. PUR-2024-00053 In Case No. PUR-2021-00142, Virginia Electric and Power Company (“Dominion” or “Company”) sought, and received, approval from the State Corporation Commission (“Commission”) for: (i) construction of the Coastal Virginia Offshore Wind Commercial Project (“Project” or “CVOW Project”), to be located in a federal lease area beginning approximately 24 nautical miles off the coast of Virginia Beach, Virginia, and its related power export facilities; (ii) a certificate of public convenience and necessity (“CPCN”) for electric interconnection and transmission facilities associated with the Project; and (iii) a rate adjustment clause, designated Rider OSW, for the recovery of costs associated with the Project. As part of its approval, the Commission adopted certain consumer protections for the Project and directed Dominion to file annual Rider OSW update proceedings.

Order Bifurcating Case

Thereafter, during its 2023 Session, the Virginia General Assembly enacted Chapter 510 (SB 1477) of the 2023 Virginia Acts of Assembly, which became effective on July 1, 2023 (“Chapter 510”). Among other things, Chapter 510 amended Code § 56 585.1:11 (“Section 1:11”) to authorize a Phase II Utility, such as Dominion, to establish an offshore wind affiliate for the purpose of securing a noncontrolling equity financing partner in a qualifying offshore wind project, subject to Commission approval. Chapter 510 also permits an offshore wind affiliate to construct, own, or operate a qualifying offshore wind project, or a portion thereof, and to operate as a public utility in association with the Phase II Utility.

Interested persons are encouraged to review Dominion’s Petition and supporting documents in full for details about these and other proposals. Interested persons are also encouraged to review the information in Case No. PUR-2024-00045 for more information on other matters related to the Petition.

As authorized by Section 1:11, on March 28, 2024, Dominion and OSW Project LLC (“ProjectCo”) (collectively, “Petitioners”) filed a petition (“Petition”) with the Commission in Case No. PUR-2024-00045, pursuant to Chapter 4 of Title 56 of the Code (“Affiliates Act”), Chapter 5 of Title 56 of the Code (“Utility Transfers Act”), Chapter 10.1 of Title 56 of the Code (“Utility Facilities Act”), and, to the extent the Commission deems necessary, Chapter 3 of Title 56 of the Code (“Securities Act”). In the Petition, the Petitioners seek: (i) approval to enter into proposed affiliate agreements (“Affiliate Agreements”) related to the CVOW Project (“Affiliates Act Request”); (ii) approval to transfer the CVOW Project’s assets from Dominion to ProjectCo, to assign certain permits, leases, contracts, and real estate interests associated with the Project to ProjectCo, and to amend the CPCN issued in Case No. PUR-2021-00142 (“Utility Transfers Act and Utility Facilities Act Requests”); (iii) authority for ProjectCo to issue ownership shares to the Company and its noncontrolling equity partner, Dunedin Member LLC (“Stonepeak Member”), should the Commission deem such authority to be necessary (“Securities Act Request”); and (iv) a finding that ProjectCo may furnish public utility service in association with Dominion pursuant to the Company’s existing CPCN (“Other Requests”). Affiliates Act Request The Petitioners are seeking approval to enter into proposed Affiliate Agreements. The Affiliate Agreements include a Limited Liability Company Agreement, a Project Management Agreement, a Rider OSW Servicing Agreement, a Renewable Energy Certificate Purchase and Sale Agreement, and a North Carolina Revenue Contract. The Affiliate Agreements are contracts that would, among other things, effectuate the transfer of the CVOW Project from Dominion to ProjectCo and facilitate financing of the Project. The Petitioners maintain that approval of the Affiliate Agreements would allow Dominion to maintain strong financial metrics without any incremental cost to customers. Securities Act Request If the Petition is approved, ProjectCo would issue ownership shares exclusively to Dominion and Stonepeak Member in a private transaction at the time of closing. As such, to the extent the Commission deems it necessary, the Petitioners seek authority for ProjectCo to issue these ownership shares to Dominion and Stonepeak Member, and to revise the ownership shares from time to time as may be required. The Petitioners state that the issuance of such ownership shares is necessary for ProjectCo to acquire the CVOW Property and carry out its functions under Section 1:11.

In an Order Bifurcating Case entered in both Case No. PUR-2024-00045 and the present proceeding, the Commission established separate dockets to consider the relief requested in the Petition. Specifically, the Commission determined that it would evaluate the Affiliates Act Requests and Securities Act Requests in the present docket, while all other matters, including but not limited to the Utility Transfers Act and Utility Facilities Act Requests and the Other Requests, would be evaluated in Case No. PUR-2024-00045. The Commission also noted in its Order Bifurcating Case that subsequent Orders would be filed in each docket providing additional details on future procedures, including opportunities for participation, in the respective cases.

The Commission entered an Order Extending Time for Review and Inviting Comments that, among other things, directed the Petitioners to provide notice to the public and provided interested persons an opportunity to comment on the Petition. The Commission extended the review period for the Securities Act Requests and Affiliates Act Requests until June 26, 2024. To promote administrative efficiency and timely service of filings upon participants, the Commission has directed the electronic filing of testimony and pleadings, unless they contain confidential information, and required electronic service on parties to this proceeding. Most students use spring break as a time to wind down and relax before the home stretch of the school year. For the Gainesville High baseball team, it was a springboard to prosperity. Since returning from spring break on April 1, the Cardinals have caught fire and transformed into an unstoppable force on the diamond, winning their last eight games. After opening 5-4, Gainesville is 13-4 and owns second place in the Cedar Run District at 7-2. Over the last two weeks, Gainesville has topped first place Freedom-South Riding (10-6, 7-1), third place Battlefield (11-4, 6-2) and fourth place Patriot (9-7, 3-5), as well as Woodbridge (13-3, 9-1) and Colgan (11-5, 8-1) – the top two teams in the Cardinal District. Coach John Miller says winning has been contagious. “They’re playing great and they’re playing team ball. That’s one thing that we’ve stressed since spring break, have fun and play team baseball,” Miller said following the Cardinals’ 4-3 victory over visiting Woodbridge on April 27. “Good things happen when you play the game the right way and that’s what we’ve been preaching to the kids. They’ve been playing the right way since spring break. They’ve been playing good baseball for a while, now they’re starting to see the results,” the coach added. It’s the Cardinals’ third season

Against the Vikings on Saturday, the Cardinals trailed 1-0 and were held hitless through three innings by Woodbridge starter Aiden Ellerts before breaking through in the fourth. “We’re no stranger to great arms and we’re no stranger to being down. We’ve had the same guys together for three years now. We faced a ton of arms last year, so we feel pretty confident going in against whoever another team’s going to throw up there,” Miller said. That’s one of the biggest changes we’ve seen from this year to last year. We just want to go out and we want to compete,” Miller added. In the bottom of the fourth, Merritt led off with an infield single to shortstop for the Cardinals’ first hit of the game, then reached third on a bunt by sophomore second baseman Matthew Eidemiller that was thrown into the outfield by the Vikings’ defense. A seeing-eye chopper by senior designated hitter Lucas Marrero got past the second baseman to score Merritt, then an errant throw by Woodbridge catcher Kory Barbier on a pickoff attempt at third base allowed Eidemiller to score and Marrero to advance to third. A few pitches later Marrero scored on a wild pitch by Ellerts to give the Cardinals a 3-1 lead entering the fifth. The Vikings tied the game at 3-3 in the top of the fifth on an RBI double by Ellerts that scored sophomore Max Powell and an RBI single by junior Ethan Jackson that scored Ellerts. Miller pulled starter Ryan Petro for junior John Felton after Ellerts’ double, closing his line at two earned runs allowed with six strikeouts in four innings. Felton struck out two in two scoreless innings. Woodbridge consistently got runners aboard as at least one man reached base in six of the seven innings, but they couldn’t find the big hit with runners in scoring position. Miller was proud of how Gainesville got the outs when they most needed to but would like to see more consistency. “We’re nine deep on the mound,” he said. “The arms have been a strong point up until this year and they’re starting to lock back in. If this offense gets going at the same time that the pitchers get it going, it’s a scary combo.” Said Ackerman, “We came in the year knowing we could be really good, we lost only one pitcher last year and we’ve been a young team the last few years. We were expecting really good things out of all our pitchers this year. There’s a lot of trust between me and the coaches and pitchers.” With the score still tied 3-3 entering the bottom of the sixth, Merritt led off with a walk, took second on a sacrifice bunt by Eidemiller and third on an error by Woodbridge shortstop Caelan Goodwin-Slater, then scored easily on a sacrifice fly to deep left field by Ackerman to lead 4-3. After missing two fastballs to fall behind in the count 0-2, Ackerman didn’t miss a third in a row from Ellerts. “I got beat on the first fastball, so I’m thinking fastball again, sitting on it. Got a little out front but just had to get it in the air and do the

Merritt, who leads the Cardinals with a .500 batting average, 21 RBI and three home runs, wasn’t looking to swing for the fences despite his gaudy numbers. “I was thinking, ‘Just find a way to get on base’ because I knew that I had guys behind me that were going to get it done and move me over,”

Merritt said. “I’m seeing it pretty well, but the rest of our guys are seeing the ball very well as well.” After scoring the go-ahead run, Merritt was called to the mound to close out the Vikings in the top of the seventh. He struck out the leadoff batter, allowed a single to Ellerts then picked him off at first base and forced a fly out to left field to end the game.

“The pick off was just to hold the runner. I wasn’t even trying to get him out, but he ended up leaning, so it went our way,” Merritt said. “It was huge.” Gainesville ends the season at Liberty on Wednesday, at Riverside on Friday and at home against Osbourn Park on May 7. The Cedar Run District tournament begins May 13.

Sweet memories of the Virginia Gold Cup By Tyler Ross

The last Virginia Gold Cup held at Broadview in Warrenton before the event was moved to Great Meadows was in 1984. The Warrenton location became unsustainable as development potential became inevitable, and the venue became increasingly crowded. At the time, Fauquier County’s population was just under 39,000 residents. (There were more cows than people in the county then). The final event at Broadview was my very first Gold Cup race. I was not yet 12 months old. While I’ll miss Spring Gold Cup this year because I have a professional event that takes precedence, the event holds a special place in my heart. I’ve attended the race throughout all evolutions of my life, from infancy to adulthood, spectating from the North and South Rails as well as Member’s Hill. I met my wife, Sarah, at Gold Cup, and a few years later it’s where we became engaged, just north of the Tower along the rail where news of our engagement reached the loudspeaker for all to hear. It tears me apart to miss it this year. While I wasn’t old enough to remember, the stories I’m told of Gold Cup at Broadview and the early years at Great Meadow paint the picture of an event hardly recognizable compared to today’s race. Broadview was a short course; the venue was otherwise used yearround as a cow pasture. Hardly a fancy car was in sight during the early years, as the course was generally viewed from the back of pickup trucks with spectators seated atop beer coolers. Not a large hat or pastel color to be seen, just muck boots and often sloppy, but always happy, county residents. By 1990, Fauquier County was beginning to see what many traditionally rural and agricultural communities were seeing: a future of growth and change. Our county’s proximity to Washington D.C., and Northern Virginia made this inflection point inevitable. In that year, per VAGoldcup.com, Patrick Worrall, at 18, won the Virginia Gold Cup race for a second time on his speedy steed Von Csadek. Mortgage interest rates hovered around 10%. In the early 1990s, the Gold Cup became internationally recognized among equestrian races and continued to grow. I was 10 years old at the time, now running around Great

Meadow with my schoolmates, chasing footballs and frisbees, yet to acknowledge there were horses about. Meanwhile, Fauquier County and the surrounding areas were torn as Disney was looking to develop “Disney’s America” in Haymarket. Disney abandoned its plans in 1994 under pressure at both the corporate level and from local preservationists. Hugo’s Skating Rink in Bealeton was THE spot. Walmart opened in Warrenton at this time, right on the heels of Kmart’s opening in 1992, changing the retail landscape of Fauquier County and its seat. Walmart replaced an ailing Jamesway, which closed in 1995, leaving Ames, Walmart and Kmart vying for Warrenton’s favorite discount store. It was in this era that Warrenton Movies 5 opened, offering local residents a movie theater experience. Liberty High School also opened its doors. In 2000, The Washington Post published an article describing the Gold Cup as a place where “Washington’s monied attend to see and be seen.” The tech boom brought a new element to the race: new money. AOL’s Steve Case had recently purchased a property in Fauquier County. Everyone wanted a piece of “hunt country.” An estimated 50,000 spectators attended the cup yet. Personally, I had just turned 16, and with the help of a 1985 Volvo, had reoriented my interest from footballs and frisbees to the pretty horse girls. Fauquier’s population at the time: 55,000, exceeding the county’s population of cows. Maipo was the winner of the Virginia Gold Cup. Mortgage rates hovered around 8%. By the 2010s, the county had grown to over 65,000 residents, a steep boom in population. Along the way, Hugo’s was no more (though the big skate survives!), and Ames folded. Kmart shut its doors in 2016. Warrenton Movies 5 closed in 2015. Dominion Valley in Haymarket, among other residential developments, took the place of Disney’s America. Fauquier was becoming well known for its wineries and breweries. Safeway moved from where Staples is today to its current location. Having returned home from college, I was back to my regular attendance at Gold Cup, still oblivious to the fact there were horses, until during the final race the thunderous roar of the final stretch put an exclamation point on my proposing to Sarah.
