At least 3 die from domestic violence in 4 months A troubling trend from recent years continues, advocates say By Cher Muzyk Staff Writer

When Martha Myers got the call from Sentara hospital that her 24-year-old daughter, Desire Alexandria Buggs, was dead, she said it was a nightmare come true. Myers said her daughter had long had a “toxic” relationship with her husband, Daniel Lawson, also 24, the father of their 4-year-old son. A domestic violence survivor herself, Myers said she’d recognized the signs — isolation from family, control, anger and unpredictability — for years. Buggs was the first of six women murdered in Prince William County since Jan. 1. In at least half the cases, the victims’ husbands or former romantic partners are accused of their murders. All three were young mothers. See VIOLENCE, page 2

Moms’ pickup soccer club catches fire in Manassas

Group started small in Warrenton but expanded fast By Ashley Simpson Contributing Writer

Less than two years ago, Tara Gollem organized the first-ever gathering of a Warrenton women’s pickup soccer group. It was a sunny afternoon in September 2022, and Gollem had her 8-month-old son on her hip as she kicked a soccer ball around Rady Park with three other moms, each also with a baby or toddler in tow. “My goal was to start a pickup league,” said Gollem, who has been playing soccer since she was a child. “I had lived in Amman, Jordan, where I was part of a women’s pickup league, and as I was getting ready to move to Virginia, I kept saying, ‘if they don’t have a women’s soccer group, I’m bringing one to Warrenton.’” After her third son was born, she

If six or more women were in attendance, they would square off for games. If there were fewer than six, Gollem would go

home and get to work recruiting more women for the group on the moms’ group page and on social media. “I played every single week from that very first meeting with four people and built up the group,” Gollem said. “I contacted every woman who expressed interest in the moms’ group. By the end of 2022, there were 80 people in the WhatsApp group.”

The group meets on Thursdays. They’ve played at Rady Park, the indoor location of Northern Piedmont Sports Club and even Gollem’s backyard. These days, they mostly play at Rady Park, unless bad weather forces them indoors at Northern Piedmont Sports Club. The group has expanded exponentially since September 2022. There are now 128 people in Gollem’s messaging group, with a rotation of 14 to 16 women consistently showing up each week. Any woman who is at least 18 years old is welcome to play with the group. There are both experienced players and women who are brand new to the game. “This is a group for women by women,” Gollem said. “I take it seriously, and I want women to come play with me. There are always people who show up, and it’s their first time.” See SOCCER, page 2

One member of Gollem’s Warrenton group, Alex Ball, insisted that they start a similar soccer meetup for women in Manassas. “The Manassas group exploded like a ball shooting out of a cannon when I started posting about it,” Ball said. “I knew it would gain momentum in Manassas because I grew up there, and I know that it is a very big, diverse soccer community.” The Manassas women’s pickup soccer group

At least 3 die from domestic violence in 4 months VIOLENCE, from page 1 Although the number of women murdered in just a few months is unusual in Prince William County, about half all homicides in the county over the last three years involved victims killed by domestic partners. Statewide, about a third of all murders are tied to domestic disputes. Most of the victims were women. While three of the six women were killed in clear cases of domestic violence, the other three cases remain under investigation. At least two of the other women were killed by a man they knew. Myers said she tried to help her daughter separate from Lawson many times and had called police when the two fought. But Buggs told her mother she loved Lawson and wanted to “make their marriage work” despite the bruises, Myers said. When Lawson bought a handgun, Myers said she told him: “I really hope you don’t kill my daughter. You’re too impulsive to have a gun.” On Jan. 6, Lawson was charged with murdering Buggs. She was shot while sitting in the passenger seat of his car. He brought her to Sentara Northern Virginia Medical Center in Woodbridge, where she died from her wounds. “Desire was my heart. I will always miss my baby girl,” Myers said. “She had so many dreams and aspirations, and her life was cut short by domestic violence.” To those who work with domestic violence victims or prosecute the crimes, the string of deaths in domestic cases does not register as out of the ordinary.

A nationwide problem

According to statistics compiled by Action in Community Through Service, the lead nonprofit in Prince William County that works with domestic violence victims, roughly 50% of all the homicides in the county over the past three years were related to domestic violence, said Rachel Taylor, its director of sexual assault services. Statewide, about 34% of the homicides in 2017 were the result of

quickly eclipsed Gollem’s expectations. It started in March, and there are now 104 women on Gollem’s Manassas message group. Plenty of players regularly show up at Rosemount-Lewis Park every Wednesday. “The first week, more than 20 women showed up,” Gollem recalled. “It blew my mind because I will never forget how the first week we started in Warrenton, there were just those four moms. Today, both the Fauquier and Manassas groups are growing by the day.” Gollem said these are important groups because women don’t have a lot of other opportunities to play exclusively with other women. “There are coed leagues where you can play, but nothing like this,” she said. “It’s not about being competitive. It’s about getting back on the field if you haven’t touched the ball in a while. It’s about women doing something for themselves.”

Ball said the groups are about so much more than bringing competition on the soccer field. “We are so big on cheering everyone — retired soccer players who had hung up their cleats and are now wearing their mom shoes as well as people brand new to the game,” Ball said. “It’s all about feeling good about yourself.” The Manassas group meets every Wednesday, year-round, for an hour starting at 6:15 p.m. at Rosemont-Lewis Park. Gollem is currently searching for indoor options for when the weather is unsuitable for outdoor play. When the weather calls for indoor play, the group meets at Northern Piedmont Sports Club. 3 of 6 local women murdered since Jan. 1 died in domestic incidents By Cher Muzyk Staff Writer

Six young women have been murdered in Prince William County since Jan. 1. In half the killings, the suspects are the women’s husbands or former romantic partners. Desire Alexandria Buggs, 24, of Woodbridge, was shot and killed on Saturday, Jan. 6, while sitting in the passenger seat of a car owned by her husband, Daniel Lawson. Lawson has been charged with her murder. Brittnee Yvonne Posey, 30, was shot and killed by her husband, Nicholas Allen Smith Withrow, 42, during an argument in their Triangle home where their 3-yearold child was present, in a murder-suicide on Sunday, Jan 14. domestic violence, the most recent statistics available from the Virginia Office of the Attorney General. Commonwealth’s Attorney Amy Ashworth, who has 30 years’ experience working on domestic violence cases, said Prince William County is in line with the national trend. “We have a lot of residents in this county, and anytime you have a lot of residents, you’re going to see high numbers of domestic violence,” she said. “The person most likely to kill you is your significant other or your drug dealer. And that bears out in Prince William County.” Ashworth said her office has several strategies to try to tackle the problem, including through a domestic violence unit staffed by seasoned attorneys who prosecute the most serious crimes. The office also assists families by referring less serious cases to an early diversion program, where offenders are offered the possibility of avoiding a criminal conviction if they complete special programs aimed at preventing future violence. “We’re all pushing our resources to the red to try to have an impact,” Ashworth said.

‘We don’t want a fatality’

Stan Jones, chief executive of ACTS, said the group works to raise awareness about the prevalence of domestic violence and provides comprehensive services to victims and their families, including an 18bed emergency safe house, assistance in court, crisis counseling, a hotline, safety planning and support groups for adults and children. “It’s the No. 1 form of violence on the planet,” Jones said. “It’s in every socioeconomic group, in every commu-

Taty’ana Cooks, 30, was fatally strangled March 21 in her Lake Ridge home. Her body was stuffed into a suitcase, which police found inside a trash truck. Brendon De’Von White, the father of their 1-year-old child, has been charged with her murder. Egypt Zapporah Carter, 23, of North Carolina, was found dead Feb. 2 in a car parked outside a Dale City apartment complex. Police have yet to name a suspect in her death. Leann Renee Harris, 34, and Asia Payne, 22, were fatally shot on April 2, in the Westgate area of Manassas. Edward James Jackson Bland, 36, has been charged with murder in both shootings. The circumstances surrounding the shootings are unclear, but Harris, Payne and Jackson Bland knew each other, according to police.

nity, in every geographical area.” Jones said there is not enough housing or resources for people who are in dangerous situations. That’s why safe houses are needed, he said. The most dangerous time for victims is when they decide to leave. “We don’t want a fatality,” said Elisa Castillo, ACTS director of domestic violence services and herself a domestic violence survivor, so “we never close.”

‘I tried to help her’

Myers said her heart’s desire was to have a daughter, so when she was blessed with a baby girl, she named her “Desire.” The two were very close, and she now feels a “profound sadness” over the loss of her “sunflower,” she said. Desire was fun, artistic and had a passion for fashion. She loved her son, who was named for his father, Myers said. In the months after their son was born in 2020, Desire filed for a pro-

tective order in Delaware, writing that Lawson had “knocked the baby to the floor while trying to harm me,” and that Lawson told her “If we don’t stay together, then nobody is going to live,” according to court documents. Myers now takes care of her grandson and shows him pictures of his mother and reminds him how much she loved him, she said. Myers created a GoFundMe account to raise money for her grandson in the wake of his mother’s death. “I tried to help her, but she let him convince her that I just didn’t want them together,” Myers said. “We have to find a way to stop domestic violence.” Reach Cher Muzyk at cmuzyk@ fauquier.com If you or someone you know is a victim of domestic violence and needs help, call ACTS Domestic Violence Services 24-hour number: 703-221-4951.

GoWell Urgent Care earns gold for putting patients first Lessons from 400 doctors’ office visits draw rave reviews

How did GoWell Urgent Care amass nearly 2,500 Google reviews averaging 4.8 Gold Stars in just five years? It’s no accident, said CEO George Webb. From the start the plan was to take Webb’s learning from years of visits to doctors’ offices as a leasing agent to create the best possible patient experience. And the Google reviews speak volumes. “Best experience I’ve ever had in a doctor’s appointment,” A patient named Valerie wrote. “The front desk staff was friendly and efficient. The tech who took my info and stats was very pleasant and the doctor was kind, informative, and very knowledgeable.” When patients are in pain, GoWell makes them feel better. “Today, my daughter jumped off a swing and hurt her foot,” wrote Amanda. “The staff was amazing with her. Christian, Regina and Moska were so professional and caring, I could not ask for better care for my daughter. I have been impressed EVERY time I’ve used GoWell.” Webb’s early career in real estate took him to 405 doctors’ offices in the Washington, D.C., area — including every doctors’ office inside the beltway in Northern Virginia — and he came away knowing what makes a good and bad experience for a patient. The good doctors’ offices were pleasant and comfortable environments where anyone who walked in the door — patients for sure, but also people like Webb who were there on business — were treated like part of the family. He also had another observation: Very few of the doctors’ offices he visited had that combination of comfort and customer service along with great medical care. And that’s when the idea that became GoWell Urgent Care was born. Webb

“The team was very thoughtful and considerate with me. I immediately complimented the appearance of the Urgent Care saying, “it looks very L.A.” — relaxing, welcoming, friendly and organized. I appreciate the cleanliness, openness and the fun tunes to listen to while in the waiting room. 110% would recommend to ANYONE to attend this location because they went above and beyond with the customer service. It honestly made me feel like I was on a vacation.”

- FRANCESCA persuaded his business partner, James Anderson, that together they could build an urgent care practice that patients would love. In 2019, they launched GoWell’s first clinic in Warrenton at 75 W. Lee Highway, below the Giant grocery store. The success of that clinic led them to open the second one at Potomac Town Center in Woodbridge, catty-corner across the street from Wegmans. Considerable thought has gone into everything they do to ensure the best possible experience for their patients. “It’s impossible to have happy patients without a happy staff,” Webb said “You can’t fake it. So we created an environment where people love to show up to work. It supports them and gives them the resources to do their job well and happily.” There are four reasons patients come back, Webb said: the quality of the medical care they receive, reasonable costs for service, good hours and accessibility, and the patient experience. “By far the No. 1 reason is the patient experience,” he said. “It’s how they were treated personally.” Webb and Anderson borrowed service policies from other retail businesses that were famous for treating customers well. “When we formed the company, I told James that we must become the Chick-Fil-A of Urgent Care,” Webb said.

“He laughed and said, ‘should we serve chicken nuggets with every inoculation?’” But GoWell did adopt one famous Chick-Fil-A rule: when someone says “thank you” GoWell staff often respond by saying “my pleasure.” At every step, the staff aims for the patient to feel valued. “If you are not having a great experience at a hospital, you can’t just go down the street to another hospital,” Webb said. “At an urgent care, they can easily choose to go elsewhere if they are unsatisfied. We get patients who are making such a choice all the time from our competitors.” There are many small details that help staff and patients feel good when they come inside. One example is the dogs and cats on the walls. Webb, an animal lover, had an idea to use the walls in the waiting room as a community service. He invited an animal rescue agency to send pictures and bios of pets up for adoption and posted them in the clinic’s lobby. “It’s a free way to get their animals that need adoption in front of thousands of people a month,” Webb said. “When an animal gets adopted, we put a sticker on the image that says, ‘found my furever home,’ and then we swap them out for new animals needing a home. Another plus is that seeing that some animals have been adopted makes our patients feel better.”

“Easy and simple process to schedule an appointment. Upon arrival, quick and easy processing, almost immediately in a treatment room with a nurse, and evaluated for diagnosis by a doctor quickly afterwards. The doctor asked questions and listened to me in developing the right remedy for my condition. In and out inside 20 minutes. Most impressed....as I was the last time I went to GoWell last year. Best urgent care experience bar none.”

- RON

“I was visiting from out of town and was completely unprepared for an urgent medical visit. The facility was clean, and the associates were knowledgeable and friendly. They helped me email my insurance cards and had me checked in within five minutes. My total visit was less than 15 minutes. [GoWell] was equivalent to a PCP but much more efficient. Thank you to the entire team.”

Bristow data center corridor looks to expand to 8 buildings Community meeting elicits little opposition By Peter Cary

Piedmont Journalism Foundation

While some see the proliferation of data centers stretching from Loudoun into Prince William County as one big “data center alley,” a closer look shows that it really consists of a gang of clusters. One such cluster near the southern end of Hornbaker Road is owned and operated by Stack Infrastructure of Denver. Stack hopes to make it bigger. Last week, a land-use firm that represents Stack held open houses at the Sweeney Barn in Manassas to introduce nearby residents to its latest additions — two new data center buildings that Stack calls Bristow Campus. They would be built on land north of Nokesville Road, about a half-mile west of the Hornbaker Road site. Stack already has three operating data center buildings on Hornbaker, and these two would bring the total to five. The company also has plans to build three others nearby, bringing the total to eight. Two of those would be erected on land the company recently acquired for $80 million from Youth for Tomorrow, a nonprofit that shelters and educates at-risk children. Other data center projects have generated considerable interest and even protests, but the one unveiled

by Stack saw neither. Fewer than 10 residents visited the open house on Tuesday, April 30, and a planner from Walsh Colucci Lubeley & Walsh, the law firm hosting the event, said that about 15 had attended the night before. Outside the meeting, two protesters handed out “Stop the Data Center Stampede” leaflets but left within an hour. Two residents of nearby New Bristow Village, who live roughly a mile away from the proposed data centers, came to learn what they could. They

said they were concerned about their views of the buildings, potential noise and the effect of the project on Bristoe Station Battlefield Heritage Park, which sits behind their development on Bristow Road. They did not learn anything alarming. “Since we live near here, we came to get the full picture,” said Gina Batchelder. She said her worries were about potential noise, though she understood data centers don’t generate much traffic. “We have concerns about how big they are and about their aesthetics,” added her husband, Jeff. But he said they were satisfied that this project made good use of trees and green space to be less obtrusive. “It seems the most aesthetically pleasing of these data centers regarding the neighbors,” he said. Depictions of the project’s two buildings on placards at the meeting showed it mostly surrounded by trees and not intruding on Broad Run Linear Park next door. Other placards depicted the projected sightlines of the data center buildings from nearby neighborhoods, including New Bristow Village, Ashley Ridge, Saybrooke and Woodlawn Estates. In most cases, all but the rooftops would be hidden by trees — at least in the summer. While the project may not have generated opposition from neighbors, it still has a few hurdles to surmount. Perhaps the biggest is that it lies outside the county’s “Data Cener Opportunity Zone Overlay District,” an irregular zone in the center of the county where data centers are mostly allowed by-right. For that reason, it must obtain both a rezoning — in this case from agricultural to planned business district — and also obtain a special use permit, which subjects the project to more intense scrutiny. In 2022, a consortium of eight partnerships that owned various parts of the land applied to rezone its 58 acres of mostly wooded terrain for an Amazon Data Services project. But its application stalled, and Stack took over the project, submitting a new application in July 2023. The new plan changed the arrangement of the buildings, moving them farther away from Nokesville Road,

and also eliminated a power substation on the property. Brian Prater, a lawyer and associate at Walsh Colucci, said power will now be run underground from a substation on Hornbaker Road to this site, tunneling under Broad Run. He said that the site also had been modified from the 2022 plans to drop building heights from 110 to 75 feet and to reduce the total square footage of space in the two two-story buildings from 900,000 to 540,000 square feet. Cooling is to be done using the existing water supply, a method thought to be less noisy than the air-conditioning used in many data centers. Those improvements aside, the project may still run into trouble from both a planning commission and a board of county supervisors that are more skeptical of data centers than their predecessors. Last month, the planning commission unanimously recommended disapproval of the Mid-County Industrial Park, which is inside the overlay zone, due to its proximity to nearby homes. The two-building Bristow Campus is just under a half-mile from nearby housing developments, but one of Stack’s existing data centers in the cluster is only 150 feet from the Regency Apartments on Hornbaker Road, where the residents say they are bothered by its constant mechanical noise. Liz Martorana, one of two protesters who was stationed in front of the open house venue, said she was concerned that the new project and others in the cluster will engulf the apartment complex. “These poor people are going to be surrounded by about nine data centers,” she said. She said she was also there to protest the explosion of data centers in general. “The purpose of my going there was to show it’s not a NIMBY thing,” said Martorana, who lives in Gainesville. “I care about the whole county. This is my home. Our children were raised here. We don’t need more data centers.” Reach Peter Cary at news@fauquier.com

Prince William Times writer awarded for “best in show” among Virginia weeklies Staff Reports For the second straight year, stories published in the Prince William Times were recognized as the “best in show” in Virginia among weekly newspapers of all sizes. Contributing writer Betsy Burke Parker received the award Saturday, May 4, during the 2024 Virginia Press Association’s annual conference in Charlottesville. In all, seven Times staff and freelancers took home 11 awards for both editorial and advertising work. Parker was honored with the top prize for her profile of Jorden Halvorsen, a woman bull rider who competed in the Virginia rodeo circuit last summer. Publisher Scott Elliott said the story appeared just days after he joined the Times, and he immediately instructed the paper’s reporters to read it as an example of great writing. “There were two things I especially loved about the way Betsy wrote the story — how she introduced Jorden and the details she used to bring her personality to life,” Elliott said. “In the beginning, she only hinted that there was something different about the Jorden, whose name did not give away her gender, and then she led the reader to the reveal that Jorden was a woman.” Elliott cited Parker’s power of description, priming the reader to hear Halvorsen’s colorful accent. Parker wrote: “In a drawl, that is part her native North Carolina and part her adopt-

Dumfries celebrates 275 years Chartered in May 1749, Dumfries is Va.’s oldest town By Jamar Billingsley Contributing Writer

As Dumfries prepares to celebrate the town’s 275th anniversary, Mayor Derrick Wood has been looking back on the town’s earlier days, which stretch back to the late 17th century when it was established on just 60 acres near Quantico Creek and the Potomac River. Dumfries was named after one of its founders’ native Dumfriesshire, Scotland. In colonial times, it was a major maritime destination. The port of Dumfries was the second largest in the colonies, competing economically with New York, Boston, Baltimore and Philadelphia, according to a history on the town’s website. Dumfries also played a major role in the Revolutionary War, becoming a waystation for recruits traveling north to join the Continental Army. In 1777, then-Gen. George Washington ordered all incoming soldiers to be immunized against smallpox, and the vaccination center was in Dumfries. Fast forward to 2024. The city’s leadership is trying to make Dumfries a destination once again — a place people “drive to rather than drive through,” as Wood often says. The town council’s support of The Rose, a resort-sized gaming facility now under construction on Interstate 95, is part of that effort. The town council is also building its first community center and establishing a recreational staff to provide more activities for residents.

Dumfries became a town on May 11, 1749, with Alexandria following in July 1749. Dumfries’ success is about resilience and a “spirit of community through the ages,” Wood said in a statement inviting the town to this weekend’s festivities. “Together, let’s celebrate the legacy and the stories that have shaped us, acknowledging the past as we look forward to building out future,” he said.

Haymarket Hives is often called out when bees swarm near places where people frequent. In this case, it was a tree branch. SUBMITTED PHOTOS

When uninvited bees move in, a beekeeper can help Haymarket Hives built a bee-saving hobby into a business By Aimee O’Grady Contributing Writer

When Jeff Michaelis was a boy, he was curious about the man who would visit his family from time to time and bring with him a bunch of other guests: bees. “I grew up on a farm where there was a beekeeper who brought his hives to our clover fields, and it sparked my interest. It wasn’t until 10 years ago that I realized I could do it myself,” he said. Michaelis, whose primary business is a property services company, took up beekeeping as a hobby in 2016 when his children were in elementary school. He soon realized that people panicked each spring when honeybees swarmed. That led to the creation of Haymarket Hives, a honeybee extraction and relocation service serving Northern Virginia. Since dire reports of a die-off of bees in the early 2000s, more hobbyists have taken up beekeeping, many with the goal of simply saving bees. And while that may have helped, the bee crisis is not over. The need for bees, and all pollinators, to pollinate plants is huge, and bees that are not captive are still a fragile and endangered population that is critical to the health of plants. Rescuing unwanted bees that in the past might have been exterminated helps. Each spring worker bees emerge, hungry and ready to forage while the queen bee stays behind in the hive laying eggs. When a colony is ready to expand, some of the worker bees take on the role of scout and leave the colony to find a new home. A swarm of scouts look for tree cavities or other protected areas to build a new hive. Swarms will stop along the way, often resting on tree branches or more inconvenient perches, like playground swings. That’s often when Michaelis gets a call. “It’s not necessary to relocate a swarm,” he said. “I say swarms will move on between five hours or five days. Sometimes, they are gone by the time I arrive.” When Michaelis collects a swarm, he brings a new hive body, one that he hopes will appeal to the relocating colony members. He moves bees and, if he is lucky, the queen, into the hive body and waits until dusk when most bees have followed. He then seals up the entrance, loads it onto his truck and takes it to his apiary. He provides

this service at no cost. Sometimes, however, scout bees start to build a new hive within a home — such as in an attic, behind a wall or under a deck. This requires extraction. Extractions can mean complicated work to reach the bees, such as cutting through walls or removing siding. Once he finds the bees, Michaelis removes the comb, places it in wire frames and puts the frames in a hive body. Once he has enough comb, he collects as many bees as possible, again hopefully including the queen. The main hazard of the work is just what you’d expect — occasional bee stings. Michaelis must be cautious when he gets stung. Usually, it just hurts, but sometimes it can bring serious swelling. “I wear a protective bee jacket and gloves,” he said. “I’ve been stung several times over the years,” he said. “I was stung three times once and needed to go to the hospital. I now always carry an epi-pen with me and make sure to take Benadryl right away if I am stung.” Homeowners who call extraction services that relocate bees certainly help the bee population. But Michaelis said everyone can help pollinators by reducing their use of insecticides and by planting gardens with native plants for native bees and honeybees to pollinate. “We have a vegetable garden, fruit trees and shrubs, and there are many native plants on our property,” he said. “When we finish building our house, I plan on incorporating plants for the bees in my landscape plan.” For more information about Michaelis and bee extraction, visit Haymarket Hives on Facebook at www.facebook.com/HaymarketHives. Second graders share key bee facts On April 29, representatives from the Fauquier Parks and Recreation We Need Bees Committee and the Clifton Institute gave a presentation to second and fourth graders at C.M. Bradley Elementary School about native pollinators. They shared information about the different types of bees that are common in Fauquier County: European Honeybee, Common Eastern Bumblebee, Eastern Carpenter Bee, Leafcutter Bee and Sweat Bee. The presented shared that pollination happens when bees travel from flower to flower collecting nectar and pollen and that some flowers can only be pollinated by a specific type of bee. We asked what they learned. Some of their answers: “Female bees sting, but males don’t.” -Jaxon

“Carpenter bees can make holes in houses.” -Maggie

“There are a lot of kinds of bees.” -Ady

“Sweat bees like to lick sweat off of people.” -Gianna

“Bees pollinate flowers.” -Jimmy

“Carpenter bees have a bald spot.” -Nora

“Sweat bees can sting.” -Teresita

“There are 20,000 kinds of bees.” -Avery

“Honeybees collect honey on their stomachs.” -Lincoln

“Bees carry pollen from flower to flower.” -Elenora

Legal Notice LEGAL NOTICENOTICE Legal Notice NOTICE TO THE PUBLIC OF PETITION BY VIRGINIA ELECTRIC AND POWER COMPANY FOR REVISION OF A RATE ADJUSTMENT CLAUSE, DESIGNATED RIDER CCR, FOR THE RATE YEAR COMMENCING DECEMBER 1, 2024 CASE NO. PUR-2024-00029 On March 5, 2024, pursuant to § 56-585.1 A 5 e of the Code of Virginia (“Code”), Virginia Electric and Power Company (“Dominion” or “Company”) filed a petition (“Petition”) with the State Corporation Commission (“Commission”) for an annual update with respect to its coal combustion residuals (“CCR”) rate adjustment clause, designated Rider CCR, for the recovery of costs incurred to comply with the requirements of Virginia Senate Bill 1355, codified as Code § 10.1-1402.03. On October 26, 2021, by its Order Approving Rate Adjustment Clause in Case No. PUR 2021-00045 (“2021 Order”), the Commission approved the Company’s request for approval of Rider CCR, for the recovery of costs associated with certain environmental projects involving CCR removal (collectively, “Projects”) at the Company’s Bremo Power Station, Chesterfield Power Station, Possum Point Power Station, and Chesapeake Energy Center (collectively, the “Power Stations”). On October 16, 2023, by its Final Order in Case No. PUR-2023-00022 (“2023 Rider CCR proceeding”), the Commission approved the most recent annual update to Rider CCR and directed the Company to “file its next Rider CCR application on or after February 28, 2024.” Dominion states that it is filing this annual update to inform the Commission of the status of the Projects at the Power Stations, and to provide the proposed cost allocation, rate design, and accounting treatment for service rendered during a proposed rate year commencing December 1, 2024, and extending through November 30, 2025 (“Rate Year”), as related to proposed Rider CCR. In this proceeding, Dominion asks the Commission to approve Rider CCR for the Rate Year. The Company states that the two components of the revenue requirement are the Projected Cost Recovery Factor and the Actual Cost True-Up Factor. The Company requests a Projected Cost Recovery Factor revenue requirement of $220,660,684, and an Actual Cost True Up Factor revenue requirement of $(117,667,009). Thus, the Company proposes a total revenue requirement requested for recovery in this Rider CCR proceeding for the Rate Year of $102,993,674. Dominion asserts that, consistent with the Company’s 2023 Rider CCR proceeding, the Company continues to allocate Rider CCR costs on an energy basis using a Factor 3 non-bypassable allocation methodology, as approved by the Commission in the 2021 Order. If the revised Rider CCR for the Rate Year is approved, the impact on customer bills would depend on the customer’s rate schedule and usage. According to Dominion, implementation of its revised Rider CCR on December 1, 2024, would decrease the monthly bill of a residential customer using 1,000 kilowatt hours per month by approximately $1.20. The details of these and other proposals are set forth in the Company’s Petition. Interested persons are encouraged to review the Company’s Petition, testimony and supporting exhibits for the details of these proposals. TAKE NOTICE that the Commission may apportion revenues among customer classes and/or design rates in a manner differing from that shown in the Petition and supporting documents and thus may adopt rates that differ from those appearing in the Company’s Petition and supporting documents. The Commission entered an Order for Notice and Hearing in this proceeding that, among other things, scheduled a public hearing on Dominion’s Petition. On August 15, 2024, at 10 a.m., the Hearing Examiner will hold a telephonic portion of the hearing, for the purpose of receiving the testimony of public witnesses. On or before August 8, 2024, any person desiring to offer testimony as a public witness shall provide to the Commission (a) your name, and (b) the telephone number that you wish the Commission to call during the hearing to receive your testimony. This information may be provided to the Commission in three ways: (i) by filling out a form on the Commission’s website at scc.virginia.gov/pages/Webcasting; (ii) by completing and emailing the PDF version of this form to SCCInfo@scc.virginia.gov; or (iii) by calling (804) 371-9141. This public witness hearing will be webcast at scc.virginia.gov/pages/Webcasting.

On August 15, 2024, at 10 a.m., or at the conclusion of the public witness portion of the hearing, whichever is later, in the Commission’s second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, the Hearing Examiner will convene a hearing to receive testimony and evidence offered by the Company, respondents, and the Commission’s Staff on the Petition. To promote administrative efficiency and timely service of filings upon participants, the Commission has directed the electronic filing of testimony and pleadings, unless they contain confidential information, and has required electronic service on parties to this proceeding. Electronic copies of the public version of the Petition may be obtained by submitting a written request to counsel for the Company: Elaine S. Ryan, Esquire, McGuireWoods LLP, Gateway Plaza, 800 East Canal Street, Richmond, Virginia 23219, or eryan@mcguirewoods.com. Interested persons also may download unofficial copies from the Commission’s website: scc.virginia.gov/pages/Case-Information. On or before August 8, 2024, any interested person may submit comments on the Petition electronically by following the instructions on the Commission’s website: scc.virginia.gov/casecomments/Submit-Public-Comments. Box 2118, Richmond, Virginia 23218-2118. All comments shall refer to Case No. PUR-2024-00029. Those unable, as a practical matter, to file a notice of participation electronically may file such notice by U.S. mail to the Clerk of the Commission at the address listed above. Such notice of participation shall include the email addresses of such parties or their counsel, if available. With three games remaining, the Brentsville Tigers are 15-2 and first in the Class 3 Region B standings. The Tigers are seeking their fourth Class 3 state tournament appearance in the last six seasons.

Tigers roar back to edge Skyline 6-5

Brentsville baseball improves to 15-2 as playoffs loom By Matthew Proctor Staff Writer

After getting one hit and trailing visiting Skyline 5-1 after four innings, there was frustration in the Brentsville High dugout last Friday. But there was also time. Knowing seven innings can be a long time in high school baseball, the Tigers kept their focus. “We practice pressure moments a lot. We really key in on that that,” first-year coach Peyton Pacella said. Brentsville plated five runs in the fifth and sixth innings to pull ahead 6-5 entering the top of the seventh, where junior relief pitcher Aaron Caughlin calmly retired the Hawks in order to slam the door. The win continued a stellar season as the Tigers improved to 15-2 and continue to set the standard in Class 3 Region B. Pacella said talent, depth and tradition are keeping the Tigers on top. Brentsville made the Class 3 state tournament last year and in 2019 and 2018

Senior Wyatt Dye started the Tigers’ rally in the sixth inning with a leadoff walk. The third baseman is batting .367 with 19 RBI this season. under previous coach Brian Knight. “One through nine, I believe in all of them,” said Pacella. “We got five, six guys on our bench that should be starters, but we’re just so deep. Everyone believes in each other. One through nine will lay down a bunt, one through nine will go the other

way and that’s why I always feel confident in these guys,” said Pacella. Following a 3-1 victory at Meridian on Tuesday, Brentsville (15-2) leads second place Fauquier (12-3) with three games remaining. The Tigers have beaten the Falcons twice. William Monroe is 11-5, Culpeper

County is 10-7 and Kettle Run and Meridian are 9-7. Skyline (9-10) gave the Tigers a test last Friday. “It’d be nice to handle games a little earlier, but it’s really nice to get these games in the regular season. It prepares us for the postseason. I’m really happy with where our pitching has been at, our hitting and our defense has been excellent. These guys put the work in,” Pacella said. With runners on second and third with one out in the bottom of the fifth, senior Lucas Johnson drove in senior Owen Winters on a groundout to shortstop, then freshman Charles McCullough scored on a wild pitch by Skyline pitcher Ryan Curl to cut the Tigers’ deficit to 5-3 entering the sixth. Senior Wyatt Dye led off the sixth with a walk before taking third on a double to the right-center field gap by senior Austin Harris and scoring on a two-run double hooked into the left field corner by senior Luke Albright to tie the game at 5-5. Two batters later, McCullough lined a 3-2 single up the middle to plate Albright and put the Tigers ahead 6-5 heading to the seventh. See TIGERS, page 14

Senior pitcher Charlie Monfort has a 2.46 ERA with 27 strikeouts in a teamleading 31.1 innings pitched.

Tigers gunning for states again TIGERS, from page 13 After watching a curveball for a strike to load the count, McCullough sat on a fastball and didn’t miss it. “I knew he was going to have to come at me. I was looking fastball, reacting off speed, and I got what I wanted and just took advantage of it,” McCullough said. The win mirrored some comefrom-behind Tiger successes this year. “We didn’t have a start like we wanted to, but we’ve faced a lot of adversity and we always come through,” McCullough said. “I have a lot of trust in my teammates. I knew they were going to come through there, I knew I was going to have a spot there, so I just put my mind off of things and played baseball,” said McCullough. Albright was hunting the curve on his game-tying double. “I saw a curveball the at-bat before and I knew that’s what I wanted. I saw it and I got it,” Albright said. Albright said patience at the plate was the key to getting through to Curl in the fifth and sixth innings. “Better at-bats were huge, getting him in a higher pitch count, watching curveballs in the dirt. He wasn’t throwing a lot of curveballs for strikes, so we had to wait for those good pitches,” he said.

Another state trip?

In his first season since coming over from Park View, Pacella hopes to continue the Tigers’ tradition of reaching the Class 3 state tournament. A state berth would be Brentsville’s fourth in the last six seasons. “They made my life really easy coming here. They had all the fundamentals down, but we had a lot of baseball to learn. Baseball is so much more than just how well you can pitch, it’s a mind game and that’s

the part that we’re really developing here. I’m really happy with where we are at this point in the season, not just with our skill level, with our mind,” Pacella said. Brentsville’s win streak is at 10, with playoffs starting in two weeks. “From this point on we’re picturing 0-0 (records) going into every game. We’re imagining our next game is 0-0. That’s a playoff game for us. We’re forcing that mentality that it doesn’t matter what we did. We got to the seeding that we want to be at, and that’s fantastic, but we’re 0-0 going into these games and that’s our mindset,” Pacella said. “They want it. They want more than where they’ve been in the past.”

Stroud hitting .514

Offensively, junior second baseman Carson Stroud leads the Tigers with a .514 batting average, while junior catcher J.J. Hand leads in RBI with 20 and extra base hits with eight doubles, two triples and one home run. On the mound, senior Connor Lyle has a sterling 1.62 ERA with a team-high 41 strikeouts in 30.1 innings pitched. Senior lefty Charlie Monfort has a 2.46 ERA with 27 strikeouts in 31.1 innings, Coughlin has a 2.37 ERA with 30 strikeouts in 20.2 innings and Albright hasn’t allowed an earned run in 15 innings. Attacking the strike zone is the Tigers’ formula, according to Albright. “You can’t get outs without strikes, so that’s huge for us,” he said. Said Pacella, “A lot of it has to do with my catcher, J.J. He controls the game, he calls his own game. We work counts, we don’t just throw fastballs all the time. We really like to pitch curveballs, change ups, off speed, and that’s a testament to his knowledge behind the plate.”

Supply is inching up even as interest rates remain high by Scott MacDonald

broker /owner, RE/MAX Gateway

As the spring season blossoms in Greater Piedmont, the real estate market is buzzing with activity, much like the rising temperatures. We’re seeing more houses hitting the market, which is a good thing, but it’s barely keeping up with the growing number of people looking to buy homes. This high demand from buyers is pushing up sales and driving prices higher across the region. While this might seem great for sellers, it’s making it tough for buyers to find affordable homes, especially

with interest rates on the rise. Speaking of interest rates, they’re currently the highest they’ve been since November 2023. Despite this, people are still keen on buying homes. Why? Well, it’s because overall the economy is doing well, with lots of jobs being created. However, this economic strength also means that the Federal Reserve, which oversees interest rates, is unlikely to lower them anytime soon. So, mortgage rates are expected to stay high for the foreseeable future. `If you’re feeling a bit overwhelmed by all this, don’t worry! There are ways to navigate this market, whether you’re looking to buy or sell. We’re here to help you understand your options and find the best

way forward for your situation. As we move through the rest of the spring season, don’t hesitate to reach out if you have any questions or if you want to chat about your real estate plans. It’s a busy and competitive market out there, but with the right guidance and the right real estate agent, you can make the most of it. Here’s to a successful and rewarding season ahead!
