Former Marine, Triangle man still face charges for Jan. 6 riot By Cher Muzyk

In the three years since the Jan. 6, 2021, attack on the U.S. Capitol, four Prince William County residents have been arrested and charged with participating in the uprising. Among them are a former Marine officer and a Triangle man who are accused of being among the first offenders to enter the Capitol by using physical force against police. Christopher Warnagiris, 43, a former Marine major, and Micaiah Joseph, 33, of Triangle, have yet to stand trial on the multiple charges they face in connection with the Jan. 6, 2021, riot. Joseph was arrested only last year after a tip and cell phone records connected him with photos taken by a police body camera inside the Capitol, according to court records.

During a pretrial hearing before Judge Carroll Weimer Jr., Assistant Attorney General James Herring told the court that witnesses provided “inconsistent statements” and “the Commonwealth is unable to proceed with the misdemeanor indictment” against White. In court documents, Herring also said additional exculpatory evidence in White’s favor was discovered during interviews with witnesses, who have not been named. Herring did not provide any details about the evidence.
Desire Alexandria Buggs, of Woodbridge, was fatally shot late Saturday afternoon while in the passenger seat of her husband’s white Honda Accord, according to court charging documents. Buggs, 24, was Daniel Okoe Lawson being remembered Tuesday as a “vibrant and loving mother” of the couple’s 3-year-old son in a GoFundMe account created to raise money for the child in the wake of his mother’s death. “We are seeking your support, be it financial contributions or donations, for funeral arrangements and bringing my daughter home,” Bugg’s mother, Martha Myers, posted on the fundraising website. The fund had garnered about $2,500 in donations as of late Tuesday afternoon. Officers responded to Sentara Northern Virginia Medical Center in Woodbridge at 5:04 p.m. on Saturday, Jan. 6, after Buggs was brought there by her husband, Daniel Okoe Lawson, 24, for treatment for a gunshot wound to her torso. Buggs later died at the hospital, and Lawson was charged with murder in connection with her death, according to court documents. Lawson initially told police his wife was shot when “a mob of four to eight individuals” attacked them, according to court documents. During their investigation, however, police determined that Lawson had contacted a family member while at the hospital and asked him to come to the hospital parking lot to pick up his Glock 30 handgun, which Lawson retrieved from his car, according to court documents.

Neither Herring nor Miyares’ office ever fully detailed the accusations leveled against White, saying only that White altered election results within the state election reporting system known as VERIS, which resulted in the inaccurate reporting of Prince William County’s presidential election results to the state. White “swore falsely to those election returns,” prosecutors said in court back in March. Prince William County Election Chief Eric Olsen has said repeatedly that any discrepancies in the election results did not change the outcome

After Wednesday’s hearing, Stafford, White’s attorney, said White was falsely accused of changing absentee ballot results and said the allegations, while baseless, took a great toll. “Michele White was being accused of a broad array of conduct,” Stafford said in his statement. “It was a collection of allegations regarding her performance as registrar, and the underlying theme was that Ms. White was bad at her job. The most concerning allegation was that she altered election results in VERIS on November 7, 2020, with incorrect numbers for the central ab-

New county chair shares her vision of ‘hope’ for the new term Supervisors hold their first meeting of 2024 By Shannon Clark Times Staff Writer
After a year filled with political campaigning, heated arguments and often tension among Prince William Board of County Supervisors, newly elected Board Chair Deshundra Jefferson is filled with “hope” for the future of the county. Jefferson, D-At Large, shared her vision for the county’s future during the supervisors’ first meeting of the new year. In the new term, Jefferson said she’s hopeful the board can come together and collaborate with respect for one another to “better govern.” “I strongly believe if we can collectively commit to working together, we can achieve great things for our community and be the positive change-makers that our residents and businesses need us to be,” Jefferson said. Jefferson also said she believes the board can work together toward “responsible growth” in the county, which she said would allow for the

Prince William County.” The board also elected a vice chair and chair pro tem for the coming year. Supervisor Kenny Boddye, D-Occoquan, was elected vice chair, while Supervisor Yesli Vega, R-Coles, was elected chair pro tem. Both were chosen in 6-1 votes, with both Boddye and Vega abstaining on votes for their own positions. Supervisor Margaret Franklin, D-Woodbridge, was absent for those votes. Vega’s selection as chair pro tem was a rare moment of bipartisanship for a board that has split along party lines on most issues, including honorary positions like vice chair and chair pro tem. Vega’s election marked the first time the board’s 5-3 Democratic majority, in place since 2020, has elected a Republican supervisor to that post. New transmission line for Gainesville data centers already faces pushback from activists By Jill Palermo

A new high-voltage transmission line proposed to power new data centers coming online near Gainesville is already getting pushback from local activists. The proposed transmission line would be a glimpse into the future of data center development plans. The Coalition to Protect Prince William County is already calling for the “Daves Store” transmission line to be buried to avoid more unsightly power towers in western Prince William. The proposed Daves Store substation and transmission line would connect a planned electrical substation for the “I-66/Route 29 Technology Park,” just north of U.S. 29 near Linton Hall Road, with a cluster of substations planned for data center properties near Wellington Road, across from Jiffy Lube Live. The line would end at an existing NOVEC substation at Wellington and Rollins Ford roads. Along the way, the 100-foot-tall power towers would skirt the northwestern edge of the popular Virginia Gateway shopping center at U.S. 29 and Linton Hall Road. While it would serve three data center complexes likely totaling about a dozen buildings, the county supervisors recently approved 46 more data centers in western Prince William County as part of the Prince William Digital Gateway and Devlin Technology Park. It’s not yet clear what kind of transmission line additions will be needed for those projects. Data centers are large warehouses for the servers required for internet service, cloud storage and other uses. The Coalition to Protect Prince William County waged a years-long fight against the most recent transmission line erected in the Haymarket-Gainesville area that resulted in part of the route being buried underground. “This is yet another extension cord for nothing other than the needs of one industry,” said Elena Schlossberg, the coalition’s executive direc-

But in a statement, Dominion Energy spokeswoman Peggy Fox acknowledged that the I-66/ Route 29 technology park, a new data center campus nearby, “will be served by the proposed facilities.” “However, the area as a whole will benefit from the enhanced reliability and networked nature of the substations and transmission line,” she added. “So, while driven by data center growth, all customers will benefit.” Fox also said Dominion Energy has already determined that the Daves Store transmission line cannot be buried because of various restrictions along the route, including an existing gas line. “The project team evaluated underground routing for the project and determined it would not
be prudent to build due to space constraints for required construction workstations and ‘transition stations,’ impacts to other utilities in the area, … (the) planned widening of Wellington Road … and impacts to environmentally sensitive areas,” Fox said in an email. Burying transmission lines underground requires “transition stations” wherever the lines enter and exit the ground. Transition stations look like substations and can be upwards of a few acres, Fox added. Among the benefits of the new line, Dominion lists that it will strengthen electrical reliability and operational flexibility in the area, according to Dominion’s website. Dominion has not yet said what the new transmission line will cost. The expense for such infrastructure improvements is borne by all Dominion Energy ratepayers. The Virginia State Corporation Commission will have the final say in whether the route is approved and exactly where it will go. Chantilly man sentenced for 2019 fatal shooting of a DoorDash delivery man Staff Reports Ryan Walker, who pleaded guilty last week to second-degree murder and other crimes in connection with the 2019 fatal shooting of a DoorDash delivery man in Manassas, has been sentenced to 17 years in prison. Prince William County Circuit Court Judge Carroll A. Weimer Jr. sentenced Walker on Jan. 3 to “an active prison sentence” of 17 years followed by five years on probation after he’s released, Commonwealth’s Attorney Amy Ashworth announced Monday. Walker’s sentence is conditioned on good behavior in prison, Ashworth’s office said in a news release. On Dec. 26, 2019, at about 2:30 a.m., Walker and Jordan Anderson, both 22 at the time, entered the Denny’s Restaurant on Sudley Road in Manassas and held several patrons and employees at gunpoint while attempting to rob the restaurant’s cash register.
The two never got away with any money because the restaurant’s manager fled the restaurant after they arrived and called 911. During the incident, about 22 people were held at gunpoint, and two men were shot, one fatally. Walker was accused of hitRyan Walker ting DoorDash deliveryman Yusuf Ozgur in the head with an expandable baton when Ozgur arrived at Denny’s during the robbery to pick up a food order. Anderson then shot Ozgur as he and Walker were leaving the restaurant. Ozgur later died as a result of his injuries. Many of the restaurant patrons who were victims of the robbery testified during Anderson’s 2022 trial that they were terrified and scared for their lives during the incident. Anderson admitted during a police interrogation to shooting both Ozgur and the second victim

JANUARY 6, from page 1 More than 1,200 individuals from nearly all 50 states and the District of Columbia have been charged with crimes in connection with the Jan. 6, 2021, riot at the U.S. Capitol building. Of those, 452 were charged with assaulting law enforcement officers, according to the FBI’s Washington Field Office. The crimes were committed when supporters of former President Donald Trump forced their way into the Capitol in an effort to disrupt members of Congress from certifying the Electoral College vote and declaring President Joe Biden the winner of the 2020 election.
Court records: Marine major ‘battled’ with police to pull rioters inside the Capitol
Pictures of Warnagiris posted to the FBI website wearing “a military green backpack and black and tan gloves” were enough to prompt a March 2021 tip from a former coworker that Warnagiris was allegedly inside the Capitol on Jan. 6, 2021, according to court documents. Additional evidence, including a video recording that allegedly shows a police officer had to “battle with Warnagiris during the attempt regain control of the doors” led to nine charges, including assaulting, resisting or impeding law enforcement officers. Warnagiris “pushed his way to the front of the mob at the East Rotunda doors and fought his way through the doors, becoming one of the first rioters to breach those doors at 2:25 p.m.,” court records said. “Warnagiris opened the doors to a flood of rioters who went on to occupy the building and stop the congressional proceedings,” prosecutors allege in court documents. “Then, he used his strength and violent force to prevent other police officers inside the building from their attempts to resecure the doors.” Prosecutors allege Warnagiris used his body to hold the door partially open and reached for people in the crowd to help pull them inside the building.

Anderson was previously convicted by a jury and sentenced for his role in the murder and robbery to 87 years in prison, according to court documents. Anderson is not scheduled to be released until May 2107, according to the Virginia Department of Corrections website, the release said. “While this plea spares the victims and their families from the trauma of another prolonged trial and the reliving of the events of December 26, 2019, it does not diminish the gravity of the offenses committed that night,” Ashworth said in a statement. “Our commitment to justice remains unwavering as we move forward to ensure accountability for the senseless violence and loss inflicted upon the community by these two individuals.” The case was prosecuted by Ashworth, Chief Deputy Commonwealth’s Attorney Kristina Robinson and Senior Assistant Commonwealth’s Attorney Christian Malott.

Warnagiris had served in the Marine Corps for about 19 years at the time of his arrest, according to his military record and a U.S. Department of Justice press release. Warnagiris pleaded not guilty on June 28, 2021, to all charges filed against him, and Judge Paul L. Friedman released him on his own recognizance. Federal prosecutors and Warnagiris have clashed over legal issues for more than two and a half years, which has delayed the trial. Friedman ordered the parties to issue a status report to the court before Jan. 16, indicating their availability for trial in April, May and June. Warnagiris’s defense attorney, Marina Medvin, did not reply to an email seeking comment on the case.
Prosecutors: Triangle man pushed against police in a Capitol tunnel
Joseph, 33, of Triangle, was arrested last year in January and charged with obstruction of law enforcement during a civil disorder, a felony and several misdemeanor offenses, according to a U.S. Department of Justice press release. Joseph pleaded not guilty to the charges and was released on his own recognizance. The FBI identified Joseph after receiving a tip from a “confidential human source” who leads a team of open-source researchers who collaborate to identify Capitol rioters, according to court documents. After receiving the tip, the FBI ex-
ecuted a search warrant and matched Joseph’s cell phone number with one AT&T reported was in use at the Capitol on Jan. 6, 2021, according to charging documents. Prosecutors allege that Joseph was among the first rioters to approach the police when he entered the Capitol’s lower west terrace tunnel at approximately 3 p.m. on Jan. 6, 2021. While at the front of the mob, Joseph “continued to yell at officers” and approached a police line twice, pushing against officers and at times used a “nearby set of doors to the tunnel to leverage his weight against officers,” prosecutors allege in charging documents. Court records show that Joseph wore a “tricorn” hat and a gas mask while he was in the tunnel but later removed the gas mask. A trial has not yet been scheduled in the case. Joseph is represented by defense attorney Kira Anne West, who did not respond to an email requesting comment on the case.
Bristow couple sentenced
Joshua K. Bustle, 37, and his wife, Jessica L. Bustle, 39, formerly of Bristow, were the second and third of 504 people who have so far pleaded guilty to federal misdemeanor charges in connection with the Jan. 6, 2021, riot. They were arrested in March 2021 and pleaded not guilty to four misdemeanors. Three charges were dropped, and they were convicted on one — parading, demonstrating
or picketing in a Capitol Building. On Aug. 4, 2021, Judge Thomas Hogan sentenced each of them to 24 months of probation, ordered them to pay $500 in restitution and to complete 40 hours of community service. Joshua Bustle also received a sentence of one month of home detention, while Jessica Bustle received two months of home detention because the judge said her “activities (were) more serious than (her) husband’s,” according to court transcripts. During their sentencing hearing, the Bustles said they had to relocate from Prince William County to Greenville, South Carolina, because Joshua Bustle lost business in his real estate profession due to the “notoriety of this case.” He said that relationships with local families had also been diminished, and he needed a “fresh start,” according to court documents. The Bustles were charged after the FBI received several tips about social media posts that Jessica Bustle made about attending the Jan. 6, 2021, protests. An investigator then identified her Facebook accounts and connected the photos in her posts to surveillance video collected from the Capitol building, according to charging documents. At her sentencing hearing, Jessica Bustle apologized, saying, “I’m sorry for my actions and … I love our country.” She said she made the Facebook posts “before (she) had any clue what was actually going on” and doesn’t condone violence. Emails sent to the couple seeking comments were not returned. The U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section are prosecuting the Jan. 6, 2021, cases. The FBI continues to seek the public’s help to identify those who committed assaults on federal officers or other violence at the Capitol. Freedom football wins No. 1 second straight state title
The dominating FreedomWoodbridge High football team went 14-0 and captured their second consecutive Class 6 state title by downing Highland Springs 42-34 on Dec. 9 in Charlottesville. The Eagles became the first Prince William County school to win backto-back football titles since Hylton in 1998 and ‘99. Junior tailback Jeff Overton Jr. ran for 264 yards and two touchdowns in the final and tossed a 53-yard TD pass to junior wide receiver Carleton Preston. Quarterback Tristan Evans-Trujillo set a state record for career TD passes (121). Freedom topped James Madison 55-14 in the semifinals and Battlefield 50-7 in the region final. Freedom won the 2022 title by beating James Madison 48-14.

The Brentsville High girls soccer team culminated its superb 21-1 season with a 1-0 victory over Lafayette in the Class 3 girls soccer championship on June 10. The decisive goal came from junior midfielder and Class 3 Player of the Year Peyton McGovern in the 60th minute. After losing three straight state finals from 2017-19, the win marked the Tigers’ first state title since 2003. Brentsville knocked off York 2-1 in the quarterfinals and Charlottesville 2-0 in the semifinals.

Navigating the real estate rollercoaster Reflecting on 2023, anticipating 2024 by Scott MacDonald

Wow! In the blink of an eye, 2023 is over. A lot happened during the blink, so it was eventful, but at the time, it sure did fly. So, what happened in real estate, you may be asking yourself when I say this. Let’s start with interest rates because they impact real estate transactions the most. If you recall, they started at just over 6% at the start of the year and then steadily increased until October. That’s when they hit 20-plus year highs, topping out at about 8.25%. Since then, we have had eight straight weeks of declining rates, which are at about 6.67% today. This is well below our 50-year average of 7.75%, which is fantastic. Purchasers are taking advantage of these lower rates. But, along with the steady rise in rates, we had a lot of volatility during this time, which impacted sales. At the beginning of the year, we predicted total sales in the U.S. would decline from just over 5 million to 4.6 million. This is down from 6.1 million sales in 2021 … huge drops, right? The increasing rate environment, coupled with volatility in the interest rate environment, plus the Fed raising their rates because they were trying to control inflation, will result in sales at just 4.1 million in 2023. All this being said, we would have had more sales if we had more inventory. In Greater Piedmont, we started last year with 256 homes for sale. We reached a high of 306 in the first week of November and finished with just 222 houses for sale. The reason for low inventory? Interest rates — plain and simple. People are married to their rate and payment. Eighty-two percent of people with a mortgage have a rate of less than 5%, so they are locked in as they don’t want to give up their low rate for a higher rate — at least right now. Additionally, prices continue to go up. At the beginning of 2023, I said prices would continue to increase at the rate of 3% to 5%. Well, they increased by 5.1%, which has also prevented some people from putting their homes on the market. Higher rates and higher prices equal less affordability, so people are staying put. Nationally, it was predicted prices would fall and inventory would increase — these predictions were wrong on both fronts. In the U.S., prices have increased by over 5%, and inventory, as I mentioned, is very low. So, my predictions for 2024 are:

Real estate was like a rollercoaster in 2023 — lots of ups and downs. It should be a smoother ride in 2024. • Interest rates will continue to decline as inflation is in check; the economy continues to cool; and it is an election year. I believe they will be in the low 6% to high 5% range most of the year. • As a result of lower interest rates, we will see more homes come on the market. People will sell their houses at relatively comparable rates versus the rate difference we have had for the last 18 months. • House prices will increase by 1% to 3% due to strong buyer demand, and the lower interest rates will put upward pressure on prices with still historically low inventory levels. • As a result of more inventory, we will see more houses sell in 2024 than in 2023. Nationally, we will have around five million in sales. Locally, we will have about 28,000 sales; next year, we will be just over 30,000. • As wage growth and employment remain strong, I don’t believe we will go into a recession even with a cooling economy. If we do, it will be mild and impact the rest of the economy, but it will be good for real estate. Prices increased in four of the last six recessions, and interest rates dropped. In the two recessions where prices declined, one saw only slight drops, and the other was the Great Recession. We are nowhere near in this situation today.
• As a result of continued fewer sales, agents will continue to leave the business. This business, now more than ever, requires professionals and full-time commitments to the industry for our clients. This is a good thing! • As the economy cools, employment shifts and inflation continues to decrease, the Federal Reserve will cut the Fed rates. My thought is they will reduce the rate three times. … I have heard as many as six times, but that seems unrealistic to me. We shall see. As we bid farewell to 2023’s real estate rollercoaster, 2024 promises a more optimistic ride. Anticipating
declining interest rates, increased housing inventory and a modest rise in home prices, the year ahead looks promising. With a robust economy, expectations include a healthier real estate sector and more sales and opportunities for industry professionals. The Prince William County Department of Transportation (PWC DOT), in cooperation with the Virginia Department of Transportation (VDOT) and the Federal Highway Administration (FHWA), proposes the construction of a 5- to 6-foot-wide sidewalk along the east side VM ;VRLU -VYLZ[ +YP]L 9V\[L ^P[O \W [V H MVV[ ^PKL I\ɈLY strip between the proposed sidewalk and proposed new or relocated curb and gutter. The sidewalk will provide pedestrian connectivity by eliminating the sidewalk network gap along the eastbound lane of Token Forest Drive between 6231 Token Forest Drive and the Prince of Peace United Methodist Church Entrance, for a distance of approximately 420 feet. The sidewalk construction will require dedication of right of way and easements from the properties owned by the GE J Manassas LLC, Trustees of the Prince of Peace United Methodist Church and Forest Glen Estates HOA INC. In accordance with the National Environmental Policy Act (NEPA) and 23 CFR 771, a Programmatic Categorical Exclusion (PCE) has been prepared under an agreement between VDOT and FHWA for the project. The project will not impact properties protected by Section 4(f) of the Department of Transportation Act or Section 106 of the National Historic Preservation Act.
