Bronx Science parents raise alarm over test A nervous Parents’ Association at the Bronx High School of Science announced their opposition to a bill that would repeal the Hecht Calandra Act, passed in 1971, that assures that admission to that school, as well as Stuyvesant and Brooklyn Tech High Schools is through competitive examination. A number of legislators, at the behest of Mayor Bill DeBlasio, proposed changing the mandated admissions process. “We stand for an admissions process that is a pure meritocracy, with one standard that is transparent and incorruptible, stated the parents. “The suggested changes to the admissions process do nothing to address the root cause of inequity in elementary and middle school education. Further, the proposed new admissions criteria are deeply flawed. Disparities in academic outcomes start very early on. The parents’ position won support from two local legislators, Assemblyman Jeffrey Dinowitz and State Senator Jeffrey Klein. Mr. Klein is facing a challenge from former Council Member Oliver Koppell, but presumably Mr. Koppell is a supporter of retaining the current law that he voted for in the Assembly forty-two years ago. The parents stated: “Bronx Science has for over seventy-five years been a home for gifted and hard working students of all backgrounds to attain the American Dream. With a population that is a wonderfully diverse as New York City itself, Bronx Science is a home for students across

racial, ethnic and socioeconomic groups. “Bronx Science (and its fellow schools Stuyvesant and Brooklyn Tech) has a long history of serving immigrant and economically disadvantaged communities. The current admissions process is color blind and immune from corruption and politics.” The parents noted, “nearly half of the student body at Bronx are eligible for free or reduced lunch, a metric that captures families that live near or below the poverty line in New York City. More than half of families currently at Bronx

Science do not speak English in the home at all, including 568 students who are immigrants themselves.” The parents urged instead that the city “dramatically improve middle and elementary school education for all. This is the number one cause of this issue and must be immediately addressed by the Department of Education. Every child, regardless of ethnicity, deserves an education of equal quality that will inspire each to reach his or her potential.” The parent concluded, “The specialized high schools are the jewels in the crown

of our education system. With a myriad of problems facing our public schools today, focusing on schools that are thriving fails to address the root causes of educational inequity. In 1971 our wise state legislators realized that the admissions process for the Specialized High Schools needed to be protected by law from the tides of politics, pandering, and poor planning, passing the Hecht-Calandra Act. Changing a meritocracy and already fair admissions procedure deflects from real failure to fairly educate every student equally and only further hurts all of our children.”

OK Engel bill on alternative fuels

Congressman Eliot Engel, a senior member of the House Energy and Commerce Committee, announced today that his language requiring the use of alternative fuel vehicles by the U.S. Department of Defense, and related agencies, was adopted in the FY 2015 Department of Defense Appropriations bill. The Open Fuel Standards Act, first introduced by Congressman Engel in July 2008, requires that 80 percent of new cars sold in the United States by 2016 run on any combination of ethanol, methanol or gasoline. “It’s unthinkable that we are continuing to send $600 billion to hostile nations each year to buy oil, given that alternative fuel sources exist. Support for alternative fuel sources will encourage further development and reliance on domestic energy resources – including biomass, natural gas, agricultural waste, hydrogen, renewable electricity, methanol and ethanol.” “Developing our own energy sources will protect consumers from price spikes at the pump, and boost our national security by severing our dependence on foreign oil. There’s no reason to continue our overreliance on foreign oil.”

The Bronx Fireworks Spectacular is a free event taking place this Friday, June 27 at Orchard Beach from 6 - 11pm. It will feature music, a magic show, face painting, balloon art and, of course, fireworks by Grucci. The musical performance starts at 7pm and the fireworks show starts at 9pm. The fireworks have always been held as a precursor to the 4th of July Holiday Weekend and also allows an opportunity to salute current, returning or veteran service men or women. In his capacity as State Senate Co-Leader, Senator Jeff Klein not only found funds to hold the fireworks, but also secured an unprecedented and robust commitment to New York State veterans by providing contracts to service-disabled veteran owned businesses. Under this new measure, 6% of state contracts will be set-aside and awarded to service-disabled veteran owned small businesses. This bill will empower disabled veterans as small business owners by allowing them to roll-up their sleeves and embrace the entrepreneurial spirit. Last year, Senator Klein championed the first “Jobs for Heroes” tax credit and this year Senator Klein is continuing his work to help veterans fully reintegrate into civilian life in New York. Senator Klein said, “With warm weather and the start of the summer, I am looking forward to one of my favorite events of the year - the Bronx Fireworks Spectacular. This celebration is a great chance for Bronxites to enjoy music, food and, of course, fireworks with friends and family. It also provides an opportunity for us to salute the brave men and women who serve our country and defend our freedoms. With 4th of July right around the corner, our Fireworks Extravaganza is a great time to commemorate all who have sacrificed so much to protect our country.”

Klein foreclosure bill signed by Cuomo Klein/Weinstein Bill Extending Critical Foreclosure Protections for Homeowners Signed into Law by Governor Cuomo
 On the final day of the legislative session, Senate Co-Leader Jeffrey Klein (D-Bronx/ Westchester) and Assemblywoman Helene Weinstein announced that Governor Cuomo signed into law legislation extending vital foreclosure prevention measures and homeowner protections for an additional five years beyond the February 2015 expiration date. The Senate approved the measure 56 – 1 on June 10th and the Assembly passed it on June 2nd. This law will extend the requirement for lenders to provide 90 notice of foreclosure and mandatory settlement conferences for all home loans. An expiration of these protections would have meant that tens of thousands of New York homeowners in pre-foreclosure were in serious danger of losing their homes. The legislation was signed into law by Governor Cuomo Thursday, June 19th. Senate Majority Coalition Leader Jeff Klein (D-Bronx/Westchester) said, “As the legislative session comes to a close, I am thrilled that the nearly 30,000 New York City homeowners currently facing foreclosure are guaranteed these important foreclosure protections that will keep them in their homes. Staving off foreclosure benefits entire communities by preventing foreclosed homes from bringing down property values and making our neighborhoods unsafe. Thanks to Assemblywoman Weinstein and Governor Cuomo, we have made sure that these solid protections are in place for New Yorkers now and in the future.” The Assembly bill was sponsored by Assembly Judiciary Committee Chair, Assemblywoman Helene E. Weinstein (D-Brooklyn). Assemblywoman Helene E. Weinstein (D-Brooklyn) said, “The mandatory settlement conference and 90-day notice provisions for all home loans along with the requirement for banks to negotiate in good faith are crucial protections for borrowers at risk of losing their homes. I thank Governor Cuomo, Senator Klein and my Assembly colleagues for ensuring that home owners facing foreclosure will have access to the protections we’ve put into place, and therefore less likely to lose their homes.” “Empire Justice Center applauds Governor Cuomo for acting so quickly in signing this critical piece of legislation into law. We also truly appreciate the efforts of sponsors Senator Klein and Assemblywoman Weinstein in ensuring its passage. Now, homeowners at risk of foreclosure will not be not left wondering whether they will have access to a settlement conference when they need it.

These settlement conferences have been a critical measure in ensuring justice for New York homeowners in jeopardy of losing their homes, said Kirsten Keefe, Senior Attorney at Empire Justice Center. Earlier this month, Senator Klein released a report, co-authored by Assemblywoman Helene Weinstein, detailing the impact individual foreclosures have on entire communities, the vast majority of which are majority-minority neighborhoods. In New York City as a whole, minority neighborhoods experience 80% of pre-foreclosures with almost 24,000 out of the nearly 30,000 total in pre-foreclosure. The Bronx and Queens demonstrated the greatest inequality between neighborhoods with homes in pre-foreclosure. In these boroughs, minority-majority neighborhoods experience 93% of pre-foreclosures.


Assemblyman Dinowitz announced the Assembly passed legislation agreed to by the Senate and governor allowing seriously ill patients to use medical marijuana to treat debilitating and life-threatening illnesses (A.6357-E). “The agreement reached today is an essential step toward providing certain seriously ill patients with safe alternatives to alleviate their pain,” said Mr. Dinowitz. “Allowing health practitioners to prescribe medical marijuana will give our families, friends and neighbors who have severely debilitating illnesses other options to improve their quality of life.” The legislation would allow licensed physicians to determine if a patient suffering from a debilitating or life-threatening illness is likely to benefit from the use of medical marijuana. These patients

would receive a special identification card, which they would be required to carry while in possession of the drug. The bill would impose penalties on anyone attempting to defraud the program, and would make it a felony for a practitioner to prescribe marijuana when there is no medical need. Furthermore, the bill would cap the number of licensed medicinal marijuana growers at five and the number of locations where the drug could be dispensed at 20 statewide. Additionally, the bill would prevent the marketing of medical marijuana to teenagers and limit the forms of the drug that could be prescribed to oil-based extracts, pills, edibles and vaporized forms. Patients would not be able to receive prescriptions to smoke medical marijuana.

It would be overseen by the state Department of Health and the governor would have the ability to suspend the program if there is a risk to public health or safety. Finally, the bill would impose a 7 percent excise tax on medical marijuana sales, helping to fund our schools and other vital programs. “Legalizing prescribed medical marijuana can improve the quality of life for some of New York’s most seriously ill residents,” the Assemblyman noted. “This legislation is about fairness and compassion. The Beginnings of Evander High Evander Childs High School began in 1914 to serve the ever growing number of children in the northern Bronx. Morris High School, until then the only one, was too far for them. The new school, named for a beloved educator who had passed away a few years earlier at the age of 67 while on the job, had no building. Principal Gilbert Sykes Blakely, his administrators and some classes, occupied a structure near Westchester Square. Annexes in the upper floors of elementary schools, and even in an old house, accommodated pupils scattered over Fordham, Bedford Park, Wakefield, Unionport and other parts of the northern Bronx. Almost all the pupils walked to school, some over two miles in all kinds of weather. Girls wore middy blouses, while the boys wore knickers with long black stockings. Oxford style shoes had just replaced the high button shoes that both sexes had worn. Class work was rigorous. English teachers knew their pupils mastered spelling and grammar in elementary school. Thus, they read at least one Shakespeare play a year and works of established English authors, and wrote compositions and book reports. There

were three Latin teachers, while French and German were also offered. Once the country entered World War I in 1917, however, German was dropped. Chemistry and Physics were offered, but only Biology was required. Mathematics consisted of elementary algebra, plane geometry, and intermediate algebra. Also taught were ancient, medieval, modern and American history, as well as Civics. Music, art and physical education were also offered, the last expanded to five times a week once war had broken out. Extracurricular sports were only for boys. Soccer and rifle teams were organized, as well as academic clubs specializing in literature or in one of the foreign languages. Plays were occasionally performed and a school magazine begun. In 1918, Evander Childs finally moved into its new building, a French chateau on 184th Street and Creston Avenue. Finally, there was a library and a swimming pool. But the most memorable occasion came when Principal Blakely announced the Armistice that ended World War I. For once, the serious pupils roared, skipped classes, and ran out of the new building to celebrate.

Community to mark 20th anniversary of Lubavitcher Rebbe’s passing

Riverdale is gearing up to join thousands of communities worldwide in marking the 20th anniversary of the passing of the Rebbe, Rabbi Menachem Mendel Schneerson, of righteous memory, on July 1st of this year. Described as the most influential rabbi in modern history, the Rebbe’s pioneering efforts to reach out lovingly to every Jew and connect them with their Jewish heritage have touched millions of lives and forever transformed the landscape of Jewish life. His teachings about the inherent goodness of all mankind, and the infinite potential of every individual and each good deed, galvanized countless far and wide, and are increasingly studied. Klein bill protects playgrounds Senate Co-Leader Jeff Klein (D-Bronx/ Westchester) and Assemblywoman Catherine Nolan (D-Queens) celebrated passage of legislation that would protect existing school playground space in New York City from the long term displacement caused by ongoing construction or temporary classrooms. Sponsored by Senator Klein and Assemblywoman Nolan, this legislation (S. 2255/A. 151) would require schools that use their playground space for purposes other than for recreation or physical activity for more than a year, to develop an alternate venue for recreational play. The State Assembly passed the legislation on June 10th and the State Senate passed it on June 16th. The legislation now awaits New York Governor Andrew Cuomo’s signature to become law. Senate Majority Coalition Leader Jeff Klein (D-Bronx/Westchester) said, “For too many students in New York City, outdoor recreational space has been threatened by construction and temporary classrooms that impact the ability for students to stay active. That’s why Assemblywoman Nolan and I have teamed up to make sure that schools have a clear plan to provide alternate recreation space for any long term displacement of outdoor school playgrounds. While school is undoubtedly at the center of our academic studies, the best way for us to provide a well-rounded educational experience is by ensuring that our children have – and keep – their outdoor playground areas.” “Physical activity and recreation are crucial to the health and well-being of students,” said Assemblywoman Catherine Nolan. “We must take steps to ensure that children do not lose playgrounds permanently. This legislation gives the city some guidance as it expands many of its school building projects in order to avoid that situation. Maintain Standards at Specialized Schools Statement of the Parents Association of the Bronx High School of Science The Parents’ Association of the Bronx High School of Science opposes S 7738 Felder that proposes changing the mandated admissions process of the specialized high schools in the City of New York. We stand for an admissions process that is a pure meritocracy, with one standard that is transparent and incorruptible. The suggested changes to the admissions process do nothing to address the root cause of inequity in elementary and middle school education. Further, the proposed new admissions criteria are deeply flawed. Disparities in academic outcomes start very early on. Using multiple criteria such as a student’s GPA assumes that all middle schools are equal. By the Department of Education’s own school grading system, this is clearly not the case. The Schools are not equal and therefore, GPAs cannot be compared fairly. Considering GPAs at the same time as the common core curriculum is introduced will further divide and expose disparities in populations. 
Bronx Science has for over seventy-five years been a home for gifted and hard working students of all backgrounds to attain the American Dream. With a population that is a wonderfully diverse as New York City itself, Bronx Science is a home for students across racial, ethnic and socioeconomic groups. Bronx Science (and its fellow schools Stuyvesant and Brooklyn Tech) has a long history of serving immigrant and economically disadvantaged communities The current admissions process is color blind and immune from corruption and politics. Nearly half of the student body at Bronx are eligible for free or reduced lunch, a metric that captures families that live near or below the poverty line in New York City. More than half of families currently at Bronx Science do not speak English in the home at all, including 568 students who are immigrants themselves. Our students and their families make tremendous sacrifices to attend Bronx Science, most of whom travel more than an hour each way to get to school. 
As parents, we believe strongly in exceptional education for all of our children. The SHSAT is not the cause of the problem, but rather a symptom of an unacceptably flawed and inequitable elementary and middle school education system. We agree that the underrepresentation of the African American and Latino populations needs urgent attention. We believe the following proposals would help address the root causes of underrepresentation of African American and Latino students in the specialized schools while maintaining the incorruptible method now in place. Dramatically improve middle and elementary school education for all. This is the number one cause of this issue and must be immediately addressed by the Department of Education. Every child, regardless of ethnicity, deserves an education of equal quality that will inspire each to reach his or her potential. Offer the SHSAT to all 8th graders during the school day and eliminate the current process where students have to register for the exam on a Saturday. Provide access to free tutoring and test prep programs for any interested student to hone their skills and confidence in taking the exam. 
The specialized high schools are the jewels in the crown of our education system. With a myriad of problems facing our public schools today, focusing on schools that are thriving fails to address the root causes of educational inequity. In 1971 our wise state legislators realized that the admissions process for the Specialized High Schools needed to be protected by law from the tides of politics, pandering, and poor planning, passing the Hecht-Calandra Act. Changing a meritocracy and already fair admissions procedure deflects from real failure to fairly educate every student equally and only further hurts all of our children.

How to Lose an Election, Twice

To The Editor: In your June 19th Opinions column “How to Lose an Election, Twice”, you assert that Community Board 8’s outgoing Vice Chair, Maria Khoury was a “double loser” by reason of her election defeat and her subsequent

“unfounded charges of racism and discrimination”. The true quality of a candidate is most readily evident when he or she loses. Judging from Ms. Khoury’s patently racist and inflammatory assertions, she is not the type of individual who should have been elected.

Our residents, regardless of neighborhood, need fair-minded, honest representation on our Community Board. Fortunately, the winner, Dan Padernacht, won the election twice, both vote-wise and in terms of integrity. Nat Solomon
