Klein crushes Koppell in Dem Club vote Former City Councilman Oliver Koppell’s “Last Hurrah” campaign to return to public office suffered a stinging blow Thursday night when he was decisively defeated for the endorsement of his own political club, the Benjamin Franklin Reform Democratic Club. Koppell is seeking to renter public office by challenging State Senator Jeffrey Klein, who is seeking reelection. Senator Klein leads an group of Democrats who have entered into a power-sharing agreement with Republicans in the State Senate. This has made Klein one of the most influential figures in Albany, and changed the face of the notoriously dysfunctional New York political scene, perhaps forever. At the Ben Franklin club, Klein defeated Koppell by a nearly three-to-one margin, 96 votes to 38. Eleven others cast ballots for “no-endorsement.” This would seem to put an end to more than a half-century of Koppell’s involvement with the Ben Franklin Club. On Thursday, the club’s prowess in gathering the signatures necessary to place candidates on the ballot will be unleashed on behalf of Senator Klein. This marks the first time in decades that Mr. Koppell has had to gather his own signatures without the assistance and coordination of Assemblyman Jeffrey Dinowitz, well known for his expertise in these matters. Mr. Koppell will have to present a minimum of 1000 valid signatures of enrolled Democratic voters in the Senate District, which covers much of the north and east Bronx, as well as large areas of Westchester. Mr. Koppell presumably knew what he was facing hours before Thursday night’s vote, when he called Mr. Dinowitz and suggested that the club not endorse any candidate. Just days before such a suggestion might have been accepted by the Klein forces. But for reasons not clear, perhaps due to the aggressive and nasty nature of the internal campaign effort among club members, Mr. Koppell’s position steadily deteriorated. The move for no-endorsement became the opening gambit in the Koppell effort as the 150 or so club members coming to vote gathered in the American Legion Hall on Corlear Avenue. Tasting victory, the Klein faction rejected these efforts, and pressed for total victory. They were rewarded for their strategy. In defeat, Koppell vowed to press on and put the best spin on the crushing defeat. His wife, attorney Lorraine Coyle Koppell, emailed this analysis to supporters, misstating, presumably by error, the number of Klein votes, which we are told by club officials was indeed 96, not 86. Somehow the more than two-to-one drubbing was morphed into a Koppell victory by her analysis. “Although at first blush the club’s

By a surprisingly large margin, members of Riverdale’s Benjamin Franklin Reform Democratic Club backed Klein over Koppell. endorsing Klein seemed so lopsided and it was and then again it wasn’t. “Deduct from Klein’s 86 votes all of Dinowitz’s family and staff; Cohen’s family and staff, Klein’s staff and close friend and Eliot’s staff (assume they voted with Klein - don’t know for sure but they are friendly with Dinowitz although also friendly with Oliver), the Felds and then all of the inspectors (who were all of those people I had never seen before and I estimate at least 20-25 inspectors were called in and showed up just for this vote knowing that if they didn’t their inspector jobs were on the line) and Klein is left with far less than 1/2 of the vote because Oliver got 38 votes and we asked people to do no endorsement and no endorsement got 11 so effectively Oliver got 49 votes and Klein I estimate less than 30. “I ran this by a few other people to see if I was kidding myself and I am not. Heard Jeff and Bruce were not happy with the margin and that made me look at the numbers again as to why. “What was the most telling about this vote is that NOT one person talked about the integrity of Jeff Klein; what a good Democrat he is - the talk was about his doing what he was asked to do and bringing money into the district. Is that the standard that we go by? How ‘bout all those people who are not getting an increase in the minimum wage? How ‘bout those students who won’t be able to go to college because the Dream Act failed? How

‘bout the women’s agenda? How ‘bout the fact that there is not one Latino, not one Latina not one African-American in the so-called IDC or as a committee chair. Why was none of that important to those people who spoke on Klein›s behalf? They didn›t mention any of that.” In fact as Ms. Coyle once again raised the race issue, it was boomeranged back at her husband when Assemblyman Dinowitz, in his remarks, noted that in 2009, then-Councilman Koppell endorsed Republican candidate for mayor Michael Bloomberg over the Democrat, City Comptroller Bill Thompson, thus denying the city’s highest ranking African-American official from becoming mayor. Dinowitz called this hypocritical, and the crowd seemed to agree. Klein’s press syaff issued a statement saying that “the overwhelming support from the progressive club is a major vindication of Klein’s leadership on core Democratic issues and a resounding rejection of the candidacy of his challenger who once served as a past president of the Benjamin Franklin Club and had been endorsed by its membership in numerous previous elections.” “I’m honored to win the endorsement of the esteemed Ben Franklin Club. I look forward to working with its membership, and the leaders who represent the 81st Assembly District on Democratic issues well into the future,” said Klein. A week before the club’s endorsement,

influential Ben Franklin stalwarts Assemblyman Jeffrey Dinowitz, Councilman Andrew Cohen, former Councilwoman June Eisland, 81st Assembly District Leaders Randi Martos and Bruce Feld and State Committeewoman Helen Morik backed Klein’s reelection bid. “Jeff Klein deserves reelection as our State Senator. He is an excellent partner in Albany. He works hard and gets results in our community. That’s why I’m supporting him and that’s why I am pleased that there was a huge turnout for the Ben Franklin Club endorsement. Senator Klein’s landslide victory in the club is a testament to the great work he has done for his constituents,” said Dinowitz. “The Ben Franklin Club meeting was truly an example of democracy in action. Nearly 150 people voted by secret ballot for the candidate of their choice. Senator Klein’s overwhelming victory shows a recognition of his hard work and effectiveness in our community. I hope that our club members now unite behind the winner of this endorsement in the upcoming campaign,” concluded Dinowitz. The Benjamin Franklin Democratic Club was formed over 50 years ago. Although he was a key early member, and first elected to the Assembly from the club, he was not, as stated in other media, a club founder. The club is in the 81st Assembly District which includes Riverdale, Kingsbridge, Van Cortland Village, Norwood, Wakefield and Woodlawn.

A flotilla of ships will once again dock on the Riverdale waterfront for the fifth annual Riverdale RiverFest on Sunday, June 15, at the College of Mount Saint Vincent, Riverdale Ave. and West 263d St. in the Bronx, from noon to 6:00 p.m. Admission is free. The fleet will include the Mystic Whaler, a reproduction of a late 19th century coastal cargo schooner; the sailing ship A.J. Meerwald, a two-masted Delaware Bay oyster schooner built in 1928; and the retired New York City fireboat John J. Harvey. Rides on the Meerwald will be offered on Saturday, June 14, and on all three vessels on Sunday, June 15, for a nominal fee. Guaranteed reservations can be made on the Riverdale RiverFest Web site: www. riverdaleRiverFest.org. Riverdale RiverFest will again feature non-stop live music by local performers on two stages; bounce castles, pony rides, circus performers, craft projects, and other activities for children; a greenmarket; and fantasy battles by the popular Society for Creative Anachronism, a local group of Renaissance re-creators. There will also be artists, craft vendors and numerous exhibits by local merchants, environmental organizations and local schools. Festival organizers also promise a variety of foods to suit any taste, from traditional festival fare to ethnic specialties, as well as kosher and vegetarian options-and, of course, plenty of sweet treats. In addition to celebrating and enjoying the Hudson River, the festival has a more ambitious agenda: to promote the Hudson River Greenway Link, a proposed walking and biking trail that will connect the existing Hudson River Greenway in Manhattan with the Old Croton Aqueduct Trail in Yonkers. ‘Our neighborhood, Riverdale, has the

Around the schools... College of Mount Saint Vincent Reunion Weekend

The College of Mount Saint Vincent will celebrate its annual Reunion Weekend Friday, June 6 through Saturday, June 7, 2014. Attending this year’s event are the classes ending in “4” and “9” (from 1934 to 2009), with special tribute to the Class of 1964 celebrating their 50th Anniversary and the Class of 1989 celebrating their 25th Anniversary. Events planned throughout the weekend include a Champagne Reception, Reunion Celebration Dinner, the Mass of Remembrance, and a Red Monkey Theater Group performance of “Crimes of the Heart.” College faculty will give lectures on their area of expertise and Sr. Joy Pellegrino will offer a Mini-Retreat on personal transformation. Alumnae/i will also have the opportunity to visit a nursing simulation lab and the Sisters of Charity archives and take part in a historic ghost tour in the evening. There will also be plenty of time for alumnae/i to relax and catch up with old friends and classmates. Over 300 attendees are expected to attend this year’s Reunion. Local student receives the Solange Bruneau Mally Award

The College of Mount Saint Vincent is proud to announce Audrey Naa-Lamley Bruce ‘14 has received the Solange Bruneau Mally Memorial Award. She received this award during the 102st Baccalaureate

Awards and Hooding Ceremony on Friday, May 16th 2014 before an audience of students, faculty, administrators, trustees, parents and honored guests. The Solange Bruneau Mally Memorial Award was founded by Michelle Mally in memory of her mother, an alumna and a former French faculty member. It is awarded to an outstanding French Studies or Spanish major. Catholic Relief Services recognizes Manhattan College

Manhattan College began working with Catholic Relief Services (CRS), the official international humanitarian agency of the Catholic community in the U.S., to expand the College’s service opportunities, social awareness, and educational offerings. Recently, CRS formally recognized this work by selecting Manhattan College as a CRS Global Campus. “Manhattan College’s partnership with CRS is an important means through which we as an institution put our values into action,” said President Brennan O’Donnell.

“Thanks to CRS’ support, our students, faculty and staff are exploring how their knowledge and skills may be put to use in addressing some of our most pressing global challenges.” As a CRS Global Campus, Manhattan College will collaborate with CRS to advance the global social mission of the Catholic Church at the institutional, faculty and student levels. Students, faculty and staff have had the opportunity to participate and learn more about CRS’ work around the world while on service trips with the Lasallian Outreach Volunteer Experience (L.O.V.E.). Organized by the College’s Campus Ministry and Social Action (CMSA) department, L.O.V.E. offers service and social justice immersion experiences, such as helping

to rebuild homes and communities in New Orleans and Haiti. Manhattan has connected with CRS on L.O.V.E. trips in countries including Kenya, Rwanda and Haiti. The College supports a CRS Task Force, in which faculty and students explore issues central to CRS’ mission through research and teaching in the areas of business, international, peace and religious studies, government and engineering. Examples of the areas of study include global health, agriculture, food security, sustainability and climate change, and water and conflict. In addition, the College has trained more than 20 students to serve as CRS Campus Ambassadors, volunteers tasked with spreading social justice awareness and promoting advocacy across campus through events, petitions and educational campaigns. In 2012, CRS also assisted Manhattan College in achieving Fair Trade College status to become the first college in New York City to receive the distinction. The Brother Developers It is part of the American dream that any person in the country has the opportunity to be successful no matter where he came from and no matter what his origins. This is certainly true of two brothers who found success in developing real estate in The Bronx in the early twentieth century. Samuel Aginsky was born in 1877 in Minsk, today the capital of Belarus, but then a city in Russian Empire. There, he studied in the local public schools. After completing his elementary education, he was apprenticed to a carpenter to learn the trade. In 1900, while working as a carpenter, he was married. A son was born ten months later, and two years after that, a daughter was born. In that same year, 1903, they left home to come to the United States. Since the Aginskys were Jewish, and there was increasing anti-Semitism in Russia, Samuel thought it would better to move his growing family to a safer place with greater opportunity. When he arrived, Aginsky worked for eleven months as a carpenter, and then decided to go into business for himself.

He was not only a carpenter, but a contractor and a builder. In 1907, he moved to The Bronx and became a pioneer developer in Edenwald. By the 1920s, he was building apartment houses in the rapidly growing neighborhoods in the western part of The Bronx. thHis houses at Anthony Avenue at 176 Street, Clark Place near Jerome Avenue, the Grand th Concourse near 170 Street, and a seven-story house at University Avenue and Kingsbridge Road were known for their comfortable design. Samuel Aginsky’s younger brother, Philip, followed a similar path. Born in Minsk in 1886, nine years after Samuel, he came to the United States in 1905 when he was 19 years old. He attended night classes in New York City and Evander Childs High School, but started work as a carpenter shortly after his arrival. He was married in 1909 and began to raise a family. He rose up the ladder to be a foreman, then in 1911, a carpenter-contractor, then in 1919, he began building homes and apartment houses on his own, mostly in the Fordham section. Thus, hundreds of people dwelled in the two brothers’ houses.

Classical music concert at Church of the Mediator

Elaine Katz receives Congressional Proclamation

On Sunday, Congressman Eliot Engel presented long-time Riverdale resident Elaine Katz with a Congressional Record for her service to the Riverdale Temple. The Congressional Record, in part, reads: ‘The Riverdale community has enjoyed the gift of Elaine’s service since she moved there 15 years ago. Her commitment to the Riverdale Temple is particularly noteworthy. Elaine strives to place the needs of others before her own, and often shies away from the spotlight. Instead, she chooses to be a guiding light for others. Her wisdom and foresight have enriched the Riverdale Temple in numerous ways.’ Katz is a member of the Board of Trustees and Assistant Financial Secretary. She’s organized many outreach community programs for the Riverdale Temple, and serves as President of the Women of Reform Judaism. She also serves as the Vice President of the Lower Eastside Service Center in Manhattan, a non-profit organization that assists New Yorkers with mental health and chemical dependency issues. Katz was honored by the Riverdale Temple on Sunday at their Student Sponsorship Breakfast.

Assembly forms Office of Utility Consumer Advocate

Addressing the concerns of thousands of utility ratepayers in New York State, Speaker Sheldon Silver, Consumer Affairs Committee Chair Jeffrey Dinowitz and Energy Committee Chair Amy Paulin today

announced the passage of legislation that would create the New York State Office of the Utility Consumer Advocate (A.6239-B, Dinowitz). The office would represent consumers’ interests in residential utility matters at the state and federal level. ‘For too, long consumers have been forced to deal with abysmal representation of their concerns regarding their utility service and rates, while utility companies have enjoyed an astonishing lack of accountability to the people they are supposed to be serving,’ Silver said. ‘As a result consumers are burdened with electric bills that are higher than almost every other state. In the wake of several natural disasters, the gaps between service, quality and customer representation have only been highlighted. With the creation of an independent Office of the Utility Consumer Advocate, this discrepancy ends today.’ ‘New York is currently one of the few states, and by far the largest, without an independent Office of the Utility Consumer Advocate, and it shows,’ Dinowitz said. ‘With the prevalence of unreasonably high utility rates, poor customer service and unfair regulatory actions, it is long past time that we give New York’s consumers a voice in the rate-making process. An Office of the Utility Consumer Advocate will put rate-payers and rate-makers on an equal playing field, which will ultimately result in more realistic utility rates and improved quality of service.’ ‘An independent state Office of the Utility Consumer Advocate is much-needed and long overdue,’ Paulin said. ‘Energy costs in New York have skyrocketed and New Yorkers have had little say in the matter. This is unacceptable. Consumers deserve a strong, pro-active voice at both the state and the federal level that will advocate for their needs and address their concerns throughout the utility rate-making process. The creation of this office will go a long way in providing utility

customers with savings on their energy bills, while at the same time providing peace of mind.’ The Office of the Utility Consumer Advocate would provide residential utility consumers with an independent representative during state and federal regulatory proceedings involving utility companies that offer electric, natural gas, internet, cable television, telephone and wireless communication services. The measure would require the Utility Consumer Advocate to be appointed to a six year term by the governor, subject to the approval of the state Senate. The legislation would also require an annual report from the Office of the Utility Consumer Advocate to the governor and legislature which would be made available to the public and would include information on all proceedings and the outcomes of all of these proceedings that the office participated in throughout the year. The report would also be required to include the estimated savings to residential utility customers that resulted from intervention by the office, and any policy recommendations and suggested statutory amendments that the office would deem necessary.

Italian Theater Festival opens in the Bronx Three events in Bronx venues will highlight the second In Scena! Italian Theater Festival (www.inscenany.com), which will be presented by Kairos Italy Theater in all five boroughs from June 9 to 24, 2014. Jerusalem Before the Nine Editorial of The New York Sun, April 21, 2014

The Supreme Court’s decision to take a second look at the so-called Jerusalem passport case no doubt has finally got the attention of the State Department. Rarely has there been a case in which the Arabists at Foggy Bottom have shown a greater condescension to Congress. They are trying to insist that the very Congress that created the American passport can have no say in the terms on which it is issued. State disputes the authority of the Congress to require it to honor the wishes of an American born in Jerusalem that he be given a passport that says he was born in Israel. State would have us believe that this is an explosive question. It refused such a passport to an infant, Menachem Binyamin Zivotofsky, who was born at Jerusalem in 2002, who brought this case, now known as Zivotofsky v. Kerry. The first time it came before the high court, Justice Sotomayor asked the lad’s lawyer a question that might or might not be theoretical. What, she asked, if war could result from America listing “Israel” as the country of birth of a person born at Jerusalem. “Let’s assume that a dozen nations said this designation on the passport as we view is an act of war,” Justice Sotomayor asked. “If the United States is going to do this, we’re going to view it as an act of war. Would that then permit the President to ignore Congress’s — ” The court’s transcript indicates the Justice let the last word hang in the air. What happened next was described this morning in the Haaretz newspaper in Israel by the editor of the Sun. Master Zivotofsky’s lawyer, Nathan Lewin, replied that “if Congress determines that in any event this is what the passport should say, then that is Congress . . . ” He was interrupted by one of the justices, and the moment, through no fault of his own, was lost. The answer is — or ought to be — that if it is war the Court fears, then the decision belongs to the Congress. The reason for this is that it is expressly to Congress that the Constitution grants the power to declare war in the first place. How, if the consequences of our passport policy are war, would it possibly be logical to exclude the Congress from setting the policy? It is the only branch that can declare war or pay for war or raise an army or provide and maintain a Navy. That power does not belong to the President and it does not belong to the courts. War is a declaration that belongs to the Congress. The administration has been refusing to move the embassy to Jerusalem even though the Congress that pays for the embassy has stated in no uncertain terms that Jerusalem is Israel’s capital and it wants the embassy there. In the case of the passport dispute, the administration tries to argue that the matter was a political question beyond the reach of the courts. It won on the lower benches, but when it got to the Supreme Court, the Nine reversed. What the Nine said, in a vote of eight to one, was that the courts weren’t being asked to decide where the capital of Israel is. That is, indeed, a political question. The courts were being asked to decide who decides the political question, Congress or the President. The lower courts left it with the president. Master Zivotofsky turns out to be a heroic fellow, and he’s won a second hearing, and the world will be watching. For Zivotofsky v. Kerry is about more than one boy’s love of Israel. That, in and of itself, would make it plenty compelling. But it is also about how much say the people of America are going to have in the conduct of their own foreign policy. Is it going to be left to a permanent bureaucracy of civil servants who are clearly hostile to the express wishes of the elected legislature? We like the way it was put by The Great Scalia the last time the Nine sat on this matter. He noted that case law reckons that the president is the “sole instrument,” to use Justice Scalia’s phrase, of foreign policy. But he suggested, “there is certainly room” in the precedents for Congress to say “what the country’s instrument is supposed to do.”

Taxes on Frequent Flyer Miles? By IRA STOLL Just in time for your summer vacation, the IRS is getting ready to toughen the tax treatment on frequent flyer miles and hotel loyalty reward programs. The IRS announced in 2002 that it wouldn’t try to go after individuals for income taxes on frequent flyer miles or hotel loyalty points earned on company-paid business trips. Yet the temptation to wring some tax revenue out of the vast non-dollar economy of Starwood Preferred Guest Starpoints, Marriott Rewards points, American Airlines AAdvantage miles, Delta Skymiles, and so on is apparently so great that that the government just cannot resist. Sure enough, the Tax Foundation, a research group that tracks tax issues, flags a recent post on the View From the Wing blog that runs under the provocative headline, “The IRS Looks To Be on the Verge of Imposing a Big Tax Burden on Loyalty Points.” The IRS’s plans are vague, but they have airlines and hotel owners concerned enough about the issue that they reportedly sent a letter to Treasury Secretary Jacob Lew. “The IRS’ proposal to alter the tax treatment of loyalty programs will impose a significant new tax on existing and future loyalty points that travel customers enjoy and rely upon,” said the letter, according to a report in Politico. “Any change or clarification of loyalty program accounting should

be made through the legislative process, not IRS promulgation.” Frequent flyer mile fanatics got a wake-up call on the issue back in 2012 when Citibank sent IRS Forms 1099, documenting “miscellaneous income,” at a rate of 2.5 cents a mile, to customers who had signed up for an American Airlines-branded credit card and gotten 40,000 AAdvantage miles as a bonus. It was an unpleasant surprise to cardholders who thought they were getting a free trip, not an unwanted extra tax bill. The frequent flyer flap underscores several policy points that are worth keeping in mind. If the government imposes tax rates that are high enough, people will do what they can to get around them. Frequent flyer and other loyalty programs did not arise as a way around payroll and income taxes. But the fact that the rewards are generally tax free to the recipient makes them that much more attractive to all concerned than a hypothetical alternative under which a business pays a slightly lower fare or room rate for reward-program-free-travel, then passes along the savings to employees in the form of higher taxable wages. If something is working basically well, chances are the government will come up with a plan to change it and make it worse. Part of that is because there are differences in culture between the private sector and the government sector. Government ethics rules dictate that frequent flyer miles

racked up by government employees flying on government business are government property, so the pleasure of a point-based vacation is unknown to many bureaucrats. There’s a monetary policy angle, too: Americans who keep large balances of unused American Express Membership Rewards points, or airline or hotel points, are not all that different from those who choose to buy gold or Bitcoins. They are choosing to store value in something other than U.S. dollars. And there’s an inequality angle: All those statistics on income inequality and the lagging middle class have a hard time accounting for non-monetary perks like the value of a free vacation earned while traveling on business. Finally, when the government is spending so much more than it takes in, the pressure rises for Washington to dream up new items to tax, or to raise taxes on. There seems to be no end to it. President Obama raised taxes on tanning salons, medical devices, and individual income to pay for ObamaCare, and on cigarettes to pay for an expansion of Medicaid. In a deal with Republicans after the 2012 election, he raised taxes on income and on capital gains, then came back with a plan to raise taxes by another trillion dollars over ten years. If anyone balks at paying, Senator Schumer has a plan to turn those who owe taxes over to private collection agencies. Maybe frequent flyers will prove a more formidable political force than smokers, tanning salon owners, or medical device manufacturers. If not, the time to book that free ticket may be sooner rather than later, at least if you want to avoid having to use those miles to buy an extra seat on the plane for the tax man. Stroke, unlike a heart attack, may be difficult for the victim to recognize because people may not experience pain. This is why the American Stroke Association uses the acronym “FAST” to help people remember the most common signs of stroke. FAST stands for: F: Facial weakness or drooping. A: Arms becoming numb. S: Speech becoming slurred or someone is having a hard time finding the right words and, finally, T: Time, referencing the importance of calling 911 as quickly as possible At Montefiore, people are treated for both complex ischemic stroke and hemorrhagic stroke, when blood leaks into the brain, by using advanced medical, surgical and rehabilitation services, but a stroke can be highly preventable. “Stroke risk factors are very similar to heart attack,” said Deepa Bhupali, M.D., stroke fellow, Stern Stroke Center, Montefiore. “We advise our patients to avoid smoking and eat a Mediterranean diet with lots of vegetables and no junk food. We use medications too, especially to manage high blood pressure. High blood pressure management alone can eliminate half of the strokes that occur.” Stroke education will take place throughout the month of May, including a series of Twitter chats with the American Stroke Association under #StrokeChat, which began Wednesday, May 14 with Kathryn Kirchoff-Torres, M.D., neurologist, Stern Stroke Center, Montefiore and assistant professor, Neurology, Einstein, discussing stroke prevention. Every year, almost 800,000 people in the United States experience a stroke, which occurs when blood flow to the brain is interrupted by a blocked or ruptured blood vessel. Stroke causes more serious long-term disability than any other disease, but a greater chance of recovery can occur if signs of a stroke are recognized and victims get to a hospital quickly. This May, during National Stroke Awareness Month, the Stern Stroke Center at Montefiore Medical Center is ramping up education efforts about how immediate recognition and treatment of stroke can minimize associated side effects and even prevent death. “When it comes to stroke, every minute counts,” said Daniel L. Labovitz, M.D., director, Stern Stroke Center, Montefiore and assistant professor of Neurology, Albert Einstein College of Medicine of Yeshiva University. “Ischemic stroke, which represents 85 percent of all stroke cases, occurs when a clot blocks blood supply to part of the brain. If these patients are seen within a three hour window, we can use a ‘clot buster’ called tPA to restore blood flow and improve chances of good recovery. That is why if you think it might be a stroke, just call 911. Don’t worry about getting it wrong. Nobody will be mad if it is not a stroke case.” A study recently published in the Journal of the American Medical Association found the faster patients receive a clot-busting medication, the more likely they will be to go home with the ability to walk and even make a full recovery. Bleeding in the brain, a possible complication, also affected fewer patients when they arrived within one hour of a stroke first occurring.
