Oliver Koppell’s ‘Last Hurrah?’ By RIVERDALE REVIEW STAFF State Senator Jeff Klein’s reelection campaign officially kicked off this week, and received a major boost from the most prominent “progressive” Democratic elected official in the United States. Meanwhile, informed sources agree that former City Councilman G. Oliver Koppell was poised to announce his candidacy against Klein perhaps as soon as Thursday. But Mayor Bill de Blasio’s embrace of Klein, has to be seen as a major blow ro Koppell’s nascent campaign On Monday, de Blasio stopped by the Riverdale Neighborhood House with Klein and others as part of an event to encourage City parents to register their children for pre-kindergarten classes. During the event, de Blasio spoke effusively about Klein’s role in securing funding for pre-K classes, heaping praise on the co-leader of the State Senate for his efforts. “I want to single out and thank Senator Klein for the leadership role he played in Albany. He deserves a special thanks,” de Blasio said. “I can safely say if it weren’t for Senator Klein’s leadership, it would never have been possible to get the State Senate to fully support our vision for full-day pre-K and after-school, our vision for five years of funding at

the levels we needed.” Later in the event, Bronx Borough President Ruben Diaz Jr. also praised Senator Klein for his efforts, stating that universal pre-K would not have happened in this City without Senator Klein’s efforts. “The Senate would not have done it without the leadership of Jeff Klein,” said Borough President Diaz. Mayor de Blasio was asked about Koppell’s impending challenge of Klein in this year’s Democratic Primary. He declined to offer an official endorsement of Senator Klein or anyone else, stating that it was too early to get involved in primaries, if he got involved at all. However, Bronx political observers were quick to note that Mayor de Blasio’s words should take the wind out of Koppell’s sails, since Koppell’s entire basis for running against Senator Klein is based on the senator’s governing partnership with Senate Republicans through the Independent Democratic Caucus. “If the prince of progressivism is giving his blessing to Jeff Klein, then where can Koppell hang his hat?” asked one borough insider. “This should give Koppell pause, but he’ll probably soldier on. He’s always been impervious to

criticism or reality.” During the past week, Koppell has reached out to elected officials and other borough leaders to inform them privately that he will run against Senator Klein, according to sources. Koppell also told several media outlets this week that he was “positively inclined” to run, and would make his official announcement shortly, perhaps as soon as this Thursday. Senator Klein made his official reelection announcement on Tuesday in Morris Park, flanked by more than 100 elected officials and community leaders from across the borough, including Borough President Diaz, former Borough President Fernando Ferrer, Bronx County Democratic Party Chairman and Assemblyman Carl Heastie, and former City Council Member June M. Eisland. Ms. Eisland served for many years during Koppell’s most active years in public life, so her endorsement oif Klein must come as a bitter blow to Mr. Koppell. “You have put your trust in me and you are who I fight for everyday. Having the chance to make a difference in your lives has made me the person I am and I want to spend the next 20 years doing the very same thing,” said Senator Klein, who

At the event, Klein also received endorsements from Assembly Members Michael Benedetto, Mark Gjonaj, Jose Rivera, Marcos Crespo and Luis Sepulveda; and Council Members James Vacca, Annabel Palma, Vanessa Gibson and Ritchie Torres. The Rivera endorsement of Klein is yet another blow. Koppell’s kamikaze support of Rivera, the soon-to-be-deposed County Democratic boss in 2008, set the stage for the chilly relations Koppell has to this day with current elected officials, especially Koppell’s former protégé, Assemblyman Jeffrey Dinowitz, who is soon expected to announce that he, too, will back Klein.

Congressman Engel visits Ukraine

According to Congressman Eliot Engel, the situation in Ukraine is at a critical juncture. Congressman Eliot Engel, the leading Democratic voice on the House Foreign Affairs Committee, is co-leading a bipartisan Congressional delegation to the region this week, with Republican Congressman Ed Royce of California. “The United States, our European partners, and the international community need to stand up for Ukraine’s sovereignty and territorial integrity, and for the right of its people to choose their own future free of intimidation and pressure,” said Congressman Engel. “President Obama has made it clear that the U.S. supports the aspirations of Ukrainians to live in a democratic, prosperous, and just state, and our delegation will reaffirm this position. This visit is intended to show our bipartisan support for the government and people of Ukraine in the face of continued Russian aggression,” he added. The delegation met with Acting Prime Minister Oleksandr; Governor Igor Kolomoysky of Dnipropetrovsk; Jewish community leaders; and Promin, a group that combats human trafficking. Vice President Biden was in Ukraine at the same time as the delegation. Members of Congress met with the Vice President, who called on Russia to take serious action to diffuse the current crises or face “greater isolation.” The trip also included a visit to Maidan Square, the site of the recent Ukrainian protests where scores of protesters were killed by the disgraced former Yanukovich government. There, Congressman Engel laid a wreath, on behalf of the Ukrainian community in New York, to

honor those brave individuals who lost their lives standing up for liberty, freedom, and democracy. “The brave men and women who lost their lives here just a few weeks ago are an example to the entire world that those who try and take away the rights of the people will never succeed,” said Congressman Engel. Representative Engel took some time to visit Babi Yar, the site of one of the largest mass murders of World War II where tens of thousands of Jews were brutally murdered. “As we approach Yom HaShoah, I felt it was particularly important to honor those who were murdered here more than 70 years ago because of hate. Hendrik Hertzberg of the New Yorker got up last week at a bar in Chelsea to welcome guests at a fundraiser of a group that supports electing presidents by popular vote. The host, Krist Novoselic (veteran of Nirvana), had been inducted the day before into the Rock and Roll Hall of Fame. So Mr. Hertzberg was caught off guard when he discovered the microphone wasn’t working. He plunged ahead. “We’ll just have to shout,” he exclaimed. They might not have to shout as loud as before this week. When few were paying attention, Governor Cuomo on Tuesday signed a law that made New York the tenth state to ratify what is called the National Popular Vote Interstate Compact. This is sometimes called an “end run around the Constitution,” but that isn’t quite accurate. Interstate compacts are perfectly constitutional if approved by Congress. It’s right there in the parchment, and don’t think these guys lack for awareness. The National Popular Vote Interstate Compact is also sometimes called an end run around the electoral college, though that’s not quite right either. NPV doesn’t skirt the college. It binds the states to instruct their delegates to the electoral college to vote for whichever candidate wins either a majority or plurality of the

nationwide popular vote. States that have ratified the compact aren’t bound by it until enough states have signed to account for 270 electoral votes, enough to name the president. Then, well, then . . . well, then, let us just say that then . . . what? Well, then, in the view of Mr. Hertzberg, hmmm. We’re not belittling him here; he’s one of the greatest political essayists of his time. But the full portent is not yet clear. He is putting it out that we would promptly start electing presidents by a more democratic, less republican (lower case d, lowercase r) system than we currently do. More like the way we elect our sheriffs, governors, and congresspersons. One might trans-suppose that this would net out to the advantage of the Democrats. After all, the ten of the states that have ratified the NPV Interstate Compact tend to be Democratic. They are Maryland, New Jersey, Illinois, Hawaii, Washington, Massachusetts, Vermont, California, Rhode Island, and New York. Plus, the compact has been ratified by the Columbia District, which — through constitutional sleight of hand known but to God and Mr. Hertzberg— has fetched up with three electoral votes. The ALL Girls’ Middle Division Robotics League, composed of 12 young ladies in grades 6th - 8th, sent a core team of 7 to perform along with their robots in the Dance Challenge. Connecticut College Cesar Moran, a junior at Connecticut College, performed in “Convention,” the senior thesis dance concert. The concert was April 10-12 in Connecticut College’s Palmer Auditorium. Moran, a 2011 graduate of High School for Health Professions and Human Services, is the son of Jose and Teresa Moran of Bronx. “Convention” featured choreography and performances by 11 Connecticut College senior dance majors, guest choreography by Kyle Abraham and Paul Matteson, and faculty choreography by Dance Professor Shani Collins-Achille and Dance Instructors Kellie Lynch and Derrick Yanford. The Hull Story In 1934, during the Great Depression, Hollywood was a beacon for actors. Studios offered unheard-of salaries in contracts for accomplished stage actors who could speak lines clearly in the talking pictures, instead of just pantomiming as older silent film stars did. Henry Hull, a Kentucky-born actor, had extensive experience on the Broadway stage. In 1934, his acting in the drama “Tobacco Road” in the role of Jeter was considered by many to be the outstanding stage performance of the season. Yet, this did not entice Hollywood producers to place him under contract. Perhaps it was because the six-foot tall, 44 year-old Hull had appeared in several silent films from 1917 to 1930 without causing a stir. It could have been that Hull’s unique voice, described as rather “plummy,” put Hollywood producers off. Hull’s acting was also mannered, a style that was going out of fashion for a more natural one. It could have been that a person with a native Southern drawl was considered perfect for a role set in the rural South in ”Tobacco Road,”

but that the producers thought Hull would be limited in the parts he could play. One film producer saw Hull’s performance in “Tobacco Road” and was interested in hiring him. He was not based in Hollywood, but in The Bronx. His name was Chester Erskin, who produced his films at the Biograph Studios on 175th Street and Marmion Avenue. The Biograph Studios had been built by the film company of the same name in 1912 for their great film director, D.W. Griffith. Griffith, however, got into an argument with the studio that led to his resignation. Without the great director, Biograph went bankrupt. Several producers used the studios throughout the 1920s and 1930s, Erskin among them. Erskin hired Hull for a leading role in a crime drama, “Midnight.” With this performance, practically every Hollywood studio made Hull an offer. He signed a five-year contract with Universal, known for making horror films. In 1935, he starred in “The Werewolf of London,” and began a successful film career as a character actor that began with his big break in The Bronx.

An exhibition of artwork by Daniel Hauben, ‘Urban Oasis: 30 Years of Painting Bronx Parks,’ will be on display at the Poe Park Visitor Center, located at 2640 Grand Concourse, from April 26 to May 31. Public reception will be held on Saturday, April 26, 1-4 p.m. Artist Talk will be held on Saturday, May 10, 1-3 p.m. Daniel Hauben, well known for his urban vistas, has also spent many a lovely day painting in Bronx parks. His new exhibit at the Poe Park Visitor Center includes original oil and pastel paintings as well as giclee prints on canvas and paper. The works were created at locations such as Van Cortlandt Park, The Bronx Zoo, The New York Botanical Garden, Wave Hill, Saint James Park, Old Fort Four Park, Pelham Bay Park and Poe Park. CSAIR to Present Multi-media Yom Hashoah Observance

Conservative Synagogue Adath Israel of Riverdale (CSAIR) will present a multi-media program, ‘Life Reborn: Jewish Displaced Persons 1945-1951,’ as part of the synagogue’s observance of Yom Hashoah, Holocaust Remembrance Day. The exhibit will open on the evening of Sunday, April 27, 2014, following CSAIR’s Yom Hashoah service which begins at 7:00 PM, and will remain on display for the following two weeks. The program and exhibit are free and open to the entire community. In the aftermath of World War II, more than 250,000 Holocaust survivors left homeless and searching for members of

their families, lived in Displaced Persons (DP) camps and urban centers in Germany, Austria, and Italy. As these survivors began the struggle to put their lives back together again, the camps became cultural and social centers. Schools were established, holidays observed, new families started. This exhibit, which is on loan from the Holocaust Memorial & Tolerance Center of Nassau County, chronicles the DP camp experience. Created by Lillian Gewirtzman, a CSAIR member who grew up in a DP camp, it is a testimony to the tenacity of a people trying to begin again after the horror of the Shoah. The exhibit has been shown around the world. This is the first time it is being displayed in Riverdale. DOT to install speed hump on Irwin Avenue

Following a request by Assemblyman Jeffrey Dinowitz (D-Bronx) The New York City Department of Transportation (DOT) has agreed to install a speed hump on Irwin Avenue, between West 238th Street and West 232nd Street. The request was first made in 2012. ‘I am pleased that the DOT has heeded our warnings about unsafe traffic conditions on Irwin Avenue,’ Assemblyman Dinowitz said. ‘Over the years my office has received a significant number of complaints about speeding in this residential corridor, which houses a lot of children and senior citizens. The lack of traffic calming measures on Irwin between West 238th and West 232nd streets was a very serious problem, so I am glad the DOT recognized that danger and has decided to fix it.’

Rep. Engel supports smart phone anti-theft initiatives

Congressman Eliot Engel, a senior member of the House Energy and Commerce Committee, supports a voluntary agreement by wireless companies to boost their anti-theft initiatives, but urged Congress to enact a more comprehensive measure. Under this agreement, consumers would be able to lock lost or stolen smartphones with a passcode and remotely erase personal information. Smartphones cannot be reactivated without the owner’s permission, and users can restore their settings on recovered phones. New smartphones made after July 2015 will make these anti-theft applications available for download, or preloaded on the phone, at no cost to consumers. “I am pleased that cellphone manufacturers and providers have finally agreed to take more steps towards protecting customer safety and privacy, while deterring theft. I have been advocating for stronger anti-theft protections for years. I first introduced the Cell Phone Theft Prevention Act in 2012, but I have also pushed the major cell phone service providers to adopt these types of measures to protect consumers without the need for legislation.” According to the Federal Communications Commission (FCC), more than 40 percent of all 2012 robberies in New York City involved smartphones or other cell phones. FCC data shows cell phone theft is responsible for approximately 30 to 40 percent of all robberies in other major cities. Preventing these offenses would significantly reduce the incidents of potentially violent crimes. Hwang Yang, a 26-year-old Riverdale resident, was killed two years ago on Johnson Avenue in the Bronx for his iPhone. “While I am pleased by the voluntary actions taken by wireless companies, thieves are always looking for new ways to side-step customer protections. My bill takes additional steps to criminalize altering or otherwise tampering with cell phone serial numbers in order to mitigate the incentive to steal smartphones. Criminals should not be rewarded for theft.”

The Office of the Inspector General for the United States Postal Service released a report detailing several problems with current United States Postal Service (USPS) historic preservation policies. The report finds that the USPS does not know how many historic properties it owns, how much it spends on preservation activities, and that they do not provide public access to all of their preservation policies. It also recommends that the USPS work with the Advisory Council on Historic Preservation (ACHP) to develop a transparent, comprehensive, and uniform policy to better follow its obligations under federal historic preservation laws. These findings come on the heels of a separate report by the ACHP, which calls on the USPS to halt all sales of historic properties until the Postal Service has adequately implemented numerous recommended changes to their historic preservation policies. By IRA STOLL The latest innovation in left-wing political economics is legislation that would raise the minimum wage in New York State to $15 an hour — but only for a select group of employers unlucky enough to be targeted by politicians. The bill’s champion, New York State Senator Daniel Squadron, calls it the “Fair Wage Act.” But it would be more accurately called the “Unfair Wage Act,” because, rather than applying the $15 an hour rule to all employers or all employees, it picks and chooses some employers to saddle with the high wages. Manufacturers are exempt. Non-profit organizations are exempt. Businesses with less than $50 million a year in gross revenue are exempt, though the law may cover them if they are subcontractors or franchises of the larger business. Mr. Squadron’s own interns (“Internships are unpaid…be able to work at least three days per week, has strong writing, communicating and organizational skills”) are, apparently, exempt, which might strike some as hypocritical. All the exceptions allow Mr. Squadron, 34, a Democrat and Yale graduate who is a former aide to Senator Schumer, to convey the illusion that he’s being reasonable. Mr. Squadron’s press release announcing the bill spoke of requiring “those businesses that can most afford it to pay more.” A New York Times news article quoted him as explaining, “These aren’t those small businesses that are just barely getting by.” New York state’s current minimum wage is $8 an hour. Mr. Squadron’s $15 an hour proposal would be a hefty increase over even that, and it would be more than double the current $7.25 an hour federal minimum.

Extracting money from successful businesses is a variation on the New York Democratic tax strategy, which targets successful individuals for higher income tax rates. Just as the high tax rates intended to redistribute wealth have had the effect of encouraging moves to Florida or other lower-tax states, a higher minimum wage is likely to have its own unintended and adverse consequences. Some small franchise operations — Subway sandwich outlets, for example — may close, leaving their employees jobless. Rather than getting a raise to $15 an hour, those now former employees will find their compensation cut to the amount of their unemployment benefits. Some “barely getting by” mom and pop businesses may have their employees quit to go work at McDonald’s or CVS, where entry-level jobs will all of a sudden pay $15 an hour because of Senator Squadron’s mandate. If the small businesses raise their own wages to compete, Mr. Squadron’s argument that his bill spares the little guys will be proven hollow. And if the small businesses don’t raise their wages, how are they supposed to compete for talent or hold on to their trained employees? Some employees may have been planning to go to school to improve their skills and training so that they could really earn a higher wage rather than just being given one by government order. They may now decide to skip that extra studying. If one can double one’s pay and be paid a “living wage” without going to night school or completing that community college course, after all, why bother? Other businesses might pass the wage increases along to customers in the form of higher prices, or to shareholders — including New York’s own vast public

pension funds — in the former of lower dividends. The economics of the whole legislative effort are so flawed — the idea that one can nearly double the minimum wage for some businesses without creating perverse incentives, affecting the rest of the labor market, and eliminating some jobs and businesses — that one begins to suspect that it isn’t about economics at all. The bill targets “formula retail stores” that, along with 11 or more other restaurants or stores, have “a standardized array of merchandise, a standardized façade, a standardized décor and color scheme, a uniform apparel, standardized signage, a trademark.” If the certain politicians in New York want to outlaw the fast food restaurants,

convenience stores, chain pharmacies, or big-box retailers that so many of their constituents choose each day to patronize, let them try. They’d almost certainly fail. Instead, Senator Squadron and his allies are using selectively imposed wage mandates as a way of expressing their essentially cultural distaste for some businesses. It’s proof that the wage-hikers don’t believe their own story about higher wages helping businesses by reducing employee turnover. This is wage-regulation designed not so much as help for low-wage employees but as punishment for the owners of non-boutique retailers and non-gourmet restaurants: the wage front of the culture war. The Last Hurrah

The impending challenge of former City Councilman G. Oliver Koppell to State Senator Jeff Klein reminds us of the great American novel of the 1950’s, The Last Hurrah, by Edwin O’Connor. The great book is probably best remembered for the great motion picture it spawned, starring the incomparable Spencer Tracy. Like so many great stories, The Last Hurrah is a great tragedy. It is the story or Frank Skeffington, the fictional Irish-American mayor of an American city. The character is based loosely on former Boston mayor James Michael Curley. Curley had also served as governor of the Massachusetts Commonwealth, an attribute he shared with the fictional Mr. Skeffington, who also served as a governor of an unnamed state. Boston, Massachusetts is never identified, but the presumption is there because of the mant similarities between the fictional characters and real persons. In short, the story is one of a politician once beloved, once effective, who just hung around too long, running in one-too-many electoral contests. Not keeping up with a changing landscape, Skeffington in the end is defeated by a new wave candidate, more reflective of his time. The parallels between The Last Hurrah and this year’s expected challenge by Mr. Koppell are remarkable. Skeffington, the mayor, enjoys being addressed as “Governor,” the highest position he ever held. Mr, Koppell, similarly is fond of being addressed as “General,” his title during his brief stint as New York State Attorney General. Skeffington is 72 years old in the book and movie when he makes his ill-fated final race, while Mr. Koppell is 73. Mr. Koppell was given a gift, when he was term-limited from office a few months ago. He was allowed to leave public life as a winner, not turned out of office by the voters, but forced into retirement by the rules of the game. Skeffington decides to present himself to the voters one last time in a reelection bid, as Koppell seems poised to do now. As with Skeffington, Koppell is seeing the erosion of his traditional support. Even friends turn away when they sense that you have stayed in the game too long. But politicians out of the limelight, or about to be pushed aside from the public eye, often make poor decisions. There are other lessons to be reviewed by Mr. Koppell as he makes his decision, these from real life. Mr. Koppell claims he is running because Mr. Klein has had the temerity to form an alliance between his break-away caucus of Democrats and the Republicans. Albany is notorious for its political gridlock, and as Mayor de Blasio so dramatically pointed out on Monday, by lauding Mr. Klein for breaking through the political bottleneck and securing adequate funding for the mayor’s Universal Pre-Kindergarten program. The other evening, we were channel surfing and happened on a celebration of Israeli President Shimon Peres’ 90th Birthday celebration, attended by the likes of former President Bill Clinton, former British Prime Minister Tony Blair and Barbara Streisand. Recorded messages were played from President Obama, President François Hollande of France and even Russia’s Vladimir Putin. Now Mr. Koppell can take solace that Mr, Peres’ great age makes Koppell look like a mere boy. There can be great accomplishment even at such an advanced age. But Mr. Klein could be cheered by President Clinton’s remarks about the relationship that Peres enjoys with Israeli Prime Minister Benjamin Netanyahu. After all the two men have spent generations as political rivals, yet so often have found common purpose in the love of their homeland. Mr. Clinton noted that American politics have, in contrast, grown ugly. Mr. Klein and his Independent Democrats have, by working together with Republicans in compromise, learned an important lesson, a lesson lost on Mr. Koppell. So as we move into serious campaigning, we advise Mr. Koppell to carefully watch or read The Last Hurrah, and study carefully the relationship between the two Israeli political leaders. Maybe you can’t teach old dogs new tricks, but then again, a wise old dog might just be the one who is satisfied that he has mastered his repertoire and that there is nothing more that he has to prove.

Is bad news an ‘attack’ on schools? To The Editor: Spring is a season of renewal. While many children in our town are engaging in Little League and outdoor soccer, you have returned to your sport of attacking two local schools. Your enthusiasm for this pastime is even illustrated in the bloated typeface chosen for your piece on the “scandals” at RKA and PS 24. Please stop your vendetta against the past. It perplexes the current parents of these schools and unnecessarily dissuades perspective families. Nor does it earn you points for serious investigative reporting. In lieu of a site for yellow journalism, your front page could be a vehicle for showcasing inspiring facets of these - and other - local schools. You should get to know them. As a PS 24 parent, I can attest to the many creative projects devised by the school’s teachers to complement the Core Curriculum - and to unique opportunities to study from several of the city’s cultural institutions. of the above letter, was a key player in the politically-inspired failed boycott of this newspaper, as well as a HIGHLY paid political consultant for the campaign of Clifford Stanton, the man who launched that boycott and was later defeated handily in his race for City Council against Andrew Cohen. That boycott purportedly concerned the treatment of local schools by this newspaper, and Ms. Firestone brings up two articles from last week in her criticism of us. The first, concerning a lawsuit at the Riverdale/Kingsbridge Academy, was international news last week, and appeared in other papers including the New York Daily News and the New York Post. We do not see any legitimate reason not to provide the story with coverage, especially given how much coverage it saw before we got to it. As for the second story, which concerns a staff member at P.S. 24’s possible misuse of his position for financial gain and the official reprimand he received for that misuse from the New York City Department of Education, we find Ms. Firestone’s criticism way off the mark. When those allegations surrounding these charges first appeared in

this newspaper, many of those behind the boycott accused this newspaper of “lying” about those charges in order to advance their boycott and their political agenda. Now that we have been proven to be totally accurate and correct, we are now told that publishing the truth, as recounted by the Department of Education amounts to a vicious attack on P.S. 24. Since when is reporting the truth an attack? Ms. Firestone chastises us for failing to cover positive news in our local schools, and that is not true. We do cover positive stories here, and if Ms. Firestone has more ideas for such coverage we would love to hear them. But we will not put our heads in the sand and pretend that everything is 100 percent perfect in our schools, which Ms. Firestone implies we should. We care deeply about the schools of this community. The high school grades at the Riverdale/Kingsbridge Academy, which were created thanks to a campaign of this newspaper, prove as much. Ms. Firestone participated in a politically motivated campaign to put this newspaper out of business in order to further the agenda of her candidate while on his payroll. She attempted to put us out of business, and we would be well within our rights to throw her letter in the garbage. But we care about robust debate. We also care about sharing ideas and making this community a better place. We always have. And, we care about the truth. In the spirit of free speech, a free exchange of ideas and a free press, we will print Ms. Firestone’s letter here. But understand the politics that lurks behind it.

Had the Compact Mr. Cuomo just inked been in effect in 2004, delegates from New York would have been bound to cast their votes in the electoral college for the arch Republican George W. Bush, even though voters in the Empire state went for Senator Kerry by a margin of 16 percentage points. Of course, if the Compact were in effect, New York might have voted differently, because both parties would have spent campaign money here. This dynamic was well marked by Governor Cuomo, when he signed the measure on Tuesday. He cast a bit of a pall on the moment by boasting that it reflects “the Empire State’s tradition as a national progressive leader.” Bummer. But he also asserted: “By aligning the Electoral College with the voice of the nation’s voters, we are ensuring the equality of votes and encouraging candidates to appeal to voters in all states, instead of disproportionately focusing on early contests and swing states.” What has advocates of the Compact so delighted about New York is the way it finally passed. It had been approved by the state Assembly some time ago. The hangup had been the Senate. When the vote came this year, though, it passed the upper body in Albany by an astonishing 57 to four. It was endorsed by both the quasi-Marxist Working Families Party and also by the pro-life Conservative party. And the Conservative Party scored the measure, meaning they would count it for endorsements. So now it’s ten states. That mightn’t seem like many (there are fifty in all), but feature the fact that the ten that have ratified account for 165, or 61.1%, of the 270 electoral votes needed to elect a president. There are currently active bills in respect of approving the Compact in seven more states. They are Arizona, Connecticut, Michigan, Minnesota, Nebraska, Oklahoma, and Pennsylvania. They account for 76 more electoral votes, which would bring the total to 237 electoral votes. We’d like to say that The New York Sun was placed on this earth to stand up for the constitutional fundamentals. But Mr. Hertzberg would insist that this is entirely within constitutional fundamentals. So we’ll just say that we like the republican (with a small r) nature of the system that elected Washington, John Adams, Jackson (the only president to win a war against the central bank), Lincoln, McKinley, Coolidge, and Reagan. Mr. Hertzberg, however, believes we could have the National Popular Vote Interstate Compact as early as 2020, maybe even 2016. We suspect that if we asked him he’d insist it’s all over but the shouting.
