Montefiore scuttled plan to save $$$ on replacement By ANDREW WOLF Montefiore Hospital’s plan to build a medical facility on a narrow lot between Riverdale and Oxford Avenues appears to be in a holding pattern. And the Riverdale Review has learned that the hospital, and the developer, rather than reneging on their word to withdraw their plans, may have contrived to have the original plans rejected by the New York City Department of Buildings. The result would have the same effect, but will save Montefiore and the developer it is working with, the Simone Health Care Development Group tens of thousands in costs, and enable them to more quickly win final approval for a building that they have a right to build under the current zoning law, passed not all that long ago. A person with deep knowledge of the project also rejected the idea of the Community Board can kill the unpopular project by attempting to downzone the

property. “That’s not how zoning works.” But Senator Jeff Klein, who has taken a leadership role in resolving the problem warned, «The ball is now in Montefiore›s court to draft a proposal that can earn the community›s support.» Charles Moerdler, the Land Use Chair of Community Board 8 agreed. “Montefiore is playing this too close to the vest. It is time for them to talk with the community and its officials, instead of totally ignoring them. There are serious problems here which they must address, particularly in the realm of traffic and parking.” Promises that the project would be revised may have been driven more by problems in the original plans that may have been rejected by the city’s Buildings Department than by an honest desire to reassess, as the hospital had promised Riverdale’s elected officials. “It is very disappointing that Montefiore and Simone did not withdraw their plans as promised. This

certainly does not improve the level of trust from those of us who reside in the community. The plan they had submitted was unacceptable and was rightfully rejected. I strongly urge that they come back to the community with a drastically revised plan that is acceptable or better yet, scrap the plan totally and find a sensible location for this project instead of the ill-advised Riverdale Avenue location,” Assemblyman Jeffrey Dinowitz said. But Senator Klein noted that whether the plans were redrawn or rejected, the result is all the same. Meanwhile, former Councilman G. Oliver Koppell, who is thought to be weighing challenging Klein for his Senate seat, demanded either the resignation or removal of the hospital’s president, Dr. Steven Safyer, as he looks hungrily from the sidelines, hoping to once again matter. Ironically, it is the downzoning plan passed under Koppell’s watch, that has permitted Montefiore to get this far in first place.

Complaints grow over local postal meltdown, say Dinowitz and Engel In a letter to United States Postal Service District Manager William Schnaars, Assemblyman Jeffrey Dinowitz (D-Bronx) has called for an investigation by the United States Postal Service into the many problems plaguing the Kingsbridge Post Office. The letter was written in response to the dramatic rise in constituent complaints received by the Assemblyman’s office in the past couple of weeks. He was joined in these efforts by by Congressman Eliot Engel. “I am writing to express my deep concern and displeasure with the current service at the Kingsbridge Post Office,” located at 5517 Broadway, Bronx, NY 10463. The problems at this branch have been chronic for some time but have reached a tipping point in the last few weeks that require immediate attention and swift action. In fact, the branch seems to be in a state of meltdown. When it comes to the Kingsbridge Post Office, the famously attributed creed to the United States Postal Service, “Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds” isn’t just false, it’s downright laughable. “My office has received an unbelievable amount of complaints from constituents living in the 10463 zip code serviced by the Kingsbridge branch, all regarding their lack of timely mail delivery. Many buildings serviced by the Kingsbridge Post Office do not

receive mail when it snows and have also missed deliveries on days when it does not snow. I recall the post office’s proposal to reduce delivery to 5 days a week was rejected, but it seems that the 10463 has unilaterally implanted 5 day delivery, if that. One constituent hadn’t received regular mail delivery service for 7 straight days, forcing her to walk to the post office to pick her mail up directly. When the constituent inquired as to why her mail was not being delivered, she was informed by an employee at the branch that they simply did not have anyone to deliver it. Needless to say an excuse like that from a branch of the United States Postal Service is completely unacceptable. “Then there‘s the matter of the mailer my office sent out from Albany on January 21st that was received by everyone in the district a mere 3 days later, except, mysteriously, residents living in the 10463 area. After more than a week of nondelivery, I tried calling the post office to speak with someone about the issue and no one picked up the phone. This went on for over an hour. Since calling proved futile, I personally went to the Kingsbridge Post Office, accompanied by my Chief-ofStaff, to try to sort the issue out and I can honestly say I was shocked by what I found. “Yes, the long lines, obvious lack of organization and seemingly endless array of unsatisfied customers were and always are a given there, but what really stood out to me

upon my visit was that when I asked to speak with the manager regarding our missing mailer, he refused to come out and talk to me. What kind of a manager, in any field of business, refuses to deal with customers who are being failed by their operation? Moreover, what kind of business entity allows a manager to act that way? I understand „the customer is always right“ is not part of that post office creed, but surely you must know that

satisfying customer demand by fixing the egregious errors that continually plague your business are of paramount importance to your success. Or judging by your inability to do just that, perhaps it is not so clear to the United States Postal Service. “After being rejected by the manager we left the post office and called the Bronx Postmaster, who got back to us letting us know that the mailer had been sitting idly in a bin somewhere

in the back of the post office and that it would be delivered immediately. I am of the belief that had I not made that phone call, that mailer would have never been delivered. “I am not sure what the Postal Service is thinking or how a branch of the post office can be so poorly run. I have heard rumors that the management of that branch seems to value their partnership with Amazon. Continued on Page 3

Klein secures $300,000 to get guns off Bronx streets Last week, a cutting-edge statewide gun and gang violence prevention program – Operation SNUG – received a $300,000 award from State Senator Jeff Klein to operate in The Bronx’s Jacobi Medical Center. The hospital also generously chipped in another $50,000 to the anti-gun violence effort. Operation SNUG – guns spelled backwards – is an aggressive, on the ground program that brings reformed gang members and criminals to hotbed street corners to teach their hard-learned lessons to troubled youths. Acting as “violence interrupters” these individuals will be on the front lines, facing down potentially violent confrontations in some of New York City’s toughest neighborhoods. Expanding on the program’s past success, violence interrupters will be on the ground in the Bronx to mediate disputes before guns are drawn. Senator Klein was the only elected official in New York City to secure SNUG funding for his district in 2014. The new program builds on the anti-gun momentum Senator Klein began last year when he co-authored and helped passed the NY SAFE Act, a new law which finally gives New York the toughest gun laws in the country. “I’m proud that I was able to deliver $300,000 to the people in the Bronx who need this program the most. SNUG’s aggressive and proven approach makes it clear to our young people that guns and gang violence do not need to be a way of life,” said Senator Klein. “Our violence interrupters can reach these kids in a way that no one else can. Their inspiring stories teach kids that gun violence is not worth the tragedy and jail time that too often tear apart our communities. This initiative, along with the NY SAFE Act, are essential tools in our fight to eliminate

gun violence,” Senator Klein added. The state’s Division of Criminal Services (DCJS) selected Jacobi Medical Center Auxiliary, Inc. to run the Operation SNUG program. Thanks to Senator Klein’s advocacy, the Bronx was one of only seven areas selected across the state for part of $2.18 million in funding for the initiative this year. The funds present an exciting opportunity for Jacobi Medical Center to take an active role in the community it serves. “More and more hospitals have to operate without walls. The funds we have obtained through DCJS and Senator Klein’s office will allow us to have a community based Injury Prevention program. Now our Auxiliary will be able to help patients in many more ways than ever before. Additional resources including violence interrupters, focused recreational programs, clinical social work intervention and follow-up will provide us with the opportunity to take preemptive measures and ensure that young adults are safe from violence” said William P. Walsh, Executive Director of Jacobi Medical Center and North Central Bronx Hospital. Violence interrupters will target areas that are known to police as breeding grounds of violence, places where, unfortunately, problems have in the past been solved by guns. “As a doctor, I have seen too many kids killed or maimed for life as a result of the senseless destruction of bullets. I became an activist because treating wounds just wasn’t enough, we need to attack this problem at is source. Thanks to this DCJS grant and Senator Klein’s efforts, we’ll be able to do just that. Approaching the gun violence epidemic with a community-centered violence prevention program is the most effective way of ensuring these kids never get injured or have to cross through

the doors of our Emergency Room.‘ said Dr. Sheldon Teperman; Trauma Service Director and Board Member of New Yorkers Against Gun Violence. “Empirical evidence shows that hospital-based interventions are extremely effective. This new program and the research it produces will allow us not only to gain an insight to those who are affected by gun violence but also to make an impact on these individuals lives,” added Dr. Stephen Blumberg. Congressman Eliot Engel (D-NY-16), Senator Jeff Klein (D-Bronx/Westchester), Assemblyman Jeff Dinowitz (D-Riverdale) and Councilmember Andrew Cohen (D-Riverdale) are continuing their joint opposition towards the proposed 143-foot LG Electronics building by taking legal action in support of an appeal to the current plan for development. A variance in the zoning law along the Palisades authorized LG Electronics to build above the 35 foot maximum height restriction. Local New Jersey residents, the New Jersey State Federation of Women’s Clubs and the environmental group, and Scenic Hudson subsequently filed a lawsuit against LG Electronics and the Zoning Board of Adjustment, challenging the authority of the Zoning Board to grant LG Electronics the right to construct such a tall building. I am asking that you investigate these problems immediately and fix the Kingsbridge Post Office. Dinowitz was joined by Congressman Eliot Engel who echoed Dinowitz’s comments noting that his office has had similar complaints coming in unprecedented numbers. “Something needs to be done, and done now.”

County Superior Court upheld LG Electronics’ plan to construct a 143-foot building headquarters. With the plaintiffs filing an appeal in the hopes of overturning this decision, elected officials representing parts of the Bronx and Westchester that directly face the Palisades are planning to file an amicus brief on behalf of this appeal. The amicus brief will be filed by Bradley M. Campbell, Esq., a nationally recognized environmental lawyer based in New Jersey. His previous work includes serving as Commissioner of the New Jersey Department of Environmental Protection (DEP), regional administrator of the United States Environmental Protection Agency’s Mid-Atlantic region and as a attorney at the United States Department of Justice. During his tenure as New Jersey DEP Commissioner, Mr. Campbell secured permanent statutory protection for New Jersey’s Highlands region, and worked closely with New York in establishing tougher standards on automobile, mercury, power plant and greenhouse gas emissions. Following the attacks of September 11, 2001, Mr. Campbell was the first public official in the nation to mandate increased safeguards for chemical plant security. The amicus is expected to be filed in the beginning of March. Senator Klein (D-Bronx/Westchester) said: “New York and New Jersey may be a river apart, but residents from both states understand the importance of preserving the national treasure of the Palisades. Around the schools... Saint Mary’s University to Honor Former Manhattan College President

Saint Mary’s University of Minnesota will recognize Bronx native Brother Thomas Scanlan, FSC, president emeritus of Manhattan College, with an honorary doctorate degree on Thursday, Feb. 13. The special event at the university’s Twin Cities campus in Minneapolis will honor Br. Scanlan and four other Christian Brothers who have served as presidents at institutions throughout the nation. The list of honorees includes a past and present member of Manhattan College’s board of trustees. Brother Louis DeThomasis, FSC, president emeritus of Saint Mary’s University of Minnesota, served on Manhattan College’s board for 15 years and was a 2010 recipient of an honorary Doctor of Humane Letters. In addition, Brother Michael McGinniss, FSC, president of La Salle University (Pa.), past president of Christian Brothers University (Tenn.), was elected to Manhattan College’s board in 2006. Brother Mel Anderson, FSC, past president of Saint Mary’s College of California and Brother James Gaffney, FSC, president of Lewis University (Ill.), will also receive honorary doctorate degrees. The event will include a dedication of Brother Louis Hall, formerly Park Avenue North (PAN). Together, the five have served for more than 125 years as leaders of Christian Brothers’ institutions that follow a heritage of innovative, student-centered education. The Christian Brothers religious order was founded by Saint John Baptist de La Salle, patron saint of teachers, in

France during the 17th century. As Manhattan College’s 18th president, Br. Scanlan helped the College increase its enrollment with a 120-percent application rise and a 100-point increase in SAT scores, while achieving accreditations by the Association to Advance Collegiate Schools of Business (AACSB) and the Teacher Education Accreditation Council (TEAC). During his 22-year tenure, the College transformed from commuter based to largely residential, from 40 to 75 percent, and still preserved its commitment to serving first-generation students. The College also saw several campus enhancements and expansions under Br. Scanlan’s leadership, with the opening of two new residence halls, a new library, and much more. Manhattan College now offering Radiologic Tech

Manhattan College’s School of Education and Health will offer a four-year bachelor’s degree in radiologic technology beginning in August 2014. The degree trains students in the medical specialty employed to help doctors diagnose and detect pathology and disease processes through X-ray images in hospitals and private physician offices. Radiologic technologists work in a variety of medical fields, such as general radiology, dental, fluoroscopy, mammography, computed tomography, and interventional and cardiac catheterization imaging. They are responsible for the

performance of organ imaging procedures for obtaining diagnostic results. The new Bachelor of Science in Radiological and Health Sciences (Radiologic Technology) includes a concentration in Health Care Administration. The concentration further expands one’s role in radiological department administration or the option to pursue a graduate degree in hospital, public or business administration. Students in the radiologic technology program will participate in a 16-credit internship receiving 275 days of handson experience in a clinical setting. The department of Radiological and Health Professions has planned affiliations with top hospitals and medical centers in the New York City metropolitan area including Memorial Sloan-Kettering Cancer Center, Mount Sinai Medical Center, New York Presbyterian – Columbia Medical Center, and New York Presbyterian – Cornell Medical Center. place where the Comte de Rochambeau, commander of the allied French army, slept for one night in 1781. Today, the structure at Bainbridge Avenue and 208th Street, now called the Valentine-Varian House, is used as the Museum of Bronx History. Another branch of the Valentine family had a farm in the nineteenth century in today’s Fordham neighborhood along the hill on which Kingsbridge Road breaks off from Fordham Road. Along that hill, around 1812, they built several small cottages to house farmhands at harvest time. When the railroad came nearby and the suburban village of Fordham was forming, John Valentine rented those cottages to tenants. One of them was Edgar Allan Poe, who resided in a cottage from 1846 to 1849 at a rent of $100 a year. In the twentieth century, when the cottage was moved from its original location across the street to the new Poe Park, the Valentine family donated dishes and other crockery as part of the furnishings. Thus, the Valentine family is not only memorialized in the street that bears its name, but also in two historic Bronx houses.

Valentines in The Bronx

One of the more noted streets in The Bronx is Valentine Avenue. Because of its name, it was once locally nicknamed “Lover’s Lane.” This sobriquet obviously came from the belief that the thoroughfare got its name from St. Valentine, the patron saint of lovers. The truth is more prosaic. It is named after a family that had resided in The Bronx since colonial times. The first member of the family was a Dutch immigrant, Valentine Claesson. In those days, the Dutch did not use last names, but referred to themselves by using the patronymic, the father’s first name followed by the word “son.” Thus, he was Valentine, the son of Claes. He rented a farm in the manor of Fordham from the Dutch Reformed Church, which owned the land. His sons, growing up in an English-dominated society, took his first name and made it their family name, Valentine. One descendant, Isaac Valentine, a blacksmith, purchased land from the Dutch Reformed Church in what is now the Norwood neighborhood. He build his fieldstone farmhouse there in 1758. During the American Revolution, it was the scene of six battles, and the

‘No Standing Anytime’ Sign on Stevenson Place

In response to a letter written by Assemblyman Jeffrey Dinowitz (D-Bronx) the New York City Department of Transportation (DOT) has agreed to add a missing ‘No Standing Anytime’ sign near 3845 Sedgwick Avenue. Currently, the signage near 3845 Sedgwick, located south of Stevenson Place on the west side of the street, features a ‘No Parking Thursday 11:30 AM- 1 PM’ that is insufficient, because the directional arrow that points in both directions on the sign has tape placed over the arrow pointing south. As a result, motorists were still receiving tickets for parking just beyond the sign pole in an area that had no sign designation, not knowing they were actually parking in a No Standing’ area. The addition of the ‘No Standing Anytime’ sign pointing south, below the ‘No Parking Thursday’ sign, will alleviate confusion and save area residents from both headaches and significant fines. ‘Installing a ‘No Standing Anytime’ sign pointing south, below the ‘No Parking’ sign will clearly indicate the space immediately south of the sign is not available for parking,’ Dinowitz said. ‘I

am happy that the DOT has heeded our call and promised to fix this problem in the near future.’ According to DOT Bronx Borough Commissioner Constance Moran, a work order has been submitted to the sign maintenance unit to fix the problem and should be completed on or before April 30, 2014.

The Riverdale Soccer Club is now accepting registrations by mail only for the Spring 2014 season. You can print out a registration form to mail in at www. riverdalesoccerclub.org/registration.pdf, or by calling 718-601-8639 to have a form mailed to you. Registrations will be accepted through February 28th, with enrollment subject to availability after that date. There will be two programs this spring, running for ten Sundays, beginning on March 30. Both programs will take place at the Ethical Culture Fieldston School, located at Fieldston Road and Manhattan College Parkway. The fee for either program is $75 per player. The programs are: Peewee Instructional Program: This is the introductory program for boys and girls born in 2006 and 2007 (generally 1st and 2nd graders). The program will take place on Sunday mornings, most likely from 9 AM to 10:30 AM. Riverdale Soccer League (Girls Division): This league is open to girls only, born between 1999 and 2005. Players will be divided into three age groups, and games will take place on Sunday mornings and afternoons, with the younger divisions playing first. There is no program in the spring for boys born before 2006. The Riverdale Soccer League Boys Division plays only in the fall season at Seton Park. Registration for the fall season begins in June.

Bronx residents realized that when New York City’s PlowNYC web site showed their area was plowed however, several secondary streets were not plowed enough or missed completely after two storms battered the area over three days. Shortly after the latest storm of Wednesday, February 5, PlowNYC reported roadways were clear, the following Thursday angry residents took to the social media web site that apparently generated calls to both 311 and Councilman Andrew Cohen’s office. The source, who noticed the problem when she attempted to assist an elderly woman cross an ice covered street, recalled, “They came and plowed, but I called them again and said it wasn’t good enough, so they came back.” Sources say a plow again returned late Monday and eventually cleared the roadway. The two-manned teams of ticket writer’s were also spotted in force in the Morris Park, Tremont and Fordham sections as hundreds of cars remain encased in blocks of solid ice two or three feet deep. PlowNYC has been tracking the progression of snow removal by the Department of Sanitation of New York (DSNY) since Feb, 2013 and was created in response to the snow removal fiasco of 2010. The PlowNYC program outfitted 1,700 plows and salt spreaders with GPS tracking devices that send the information to a central computer that uploads the information to an on-line map. Officials could not immediately explain the glitch in the inaccuracies of the reporting on PlowNYC, but DSNY spokeswoman Kathy Dawkins asked for photographs of the blocks and vowed to look into the matter. Yet another winter storm is expected to slam the area on Sunday, February 16.

Truth or Unintended Consequences

Mayor Bill DeBlasio has impressed us as being a fine fellow whose heart is in the right place. But unfortunately he is not a “big picture” man. He wants to raise people’s wages, give them more benefits, enhance the services offered by government. He wants to stop aggressive policing. He even wants to make life better for the horses who transport tourists through Central Park. All this is admirable. We certainly admire the respect he has shown for New York’s educators, welcome after the contempt for them shown by the Bloomberg administration. But in the real world, for every action, there is a reaction, a result that might not quite yield the intended result. Will the end of “stop, question and frisk,” one of the signature initiatives of the Bloomberg and Giuliani administrations, be paid for with the blood of more murder victims? The reduction of the number of annual murders, which exceeded 2200 during the Dinkins administration, is now down to barely 300. By any measure this is one of the great public policy triumphs enjoyed by this or any other city. Will raising the minimum wage to higher levels in New York than elsewhere be paid for in lost jobs? Experience tells us that the answer is yes. Mandates piled on business have a similar negative effect. That’s why the business community fears this administration. It isn’t just the extra cost, but the cost of dealing with government that scares them. Running a government is like a chess game. To be successful, one must be able to project several moves ahead. This brings us to one of the least important initiatives of the new administration thus far, the proposed ban on carriage horses. This was pure pandering to a tiny minority of animal “rights” activists, concerned about the suffering of animals. Many would argue that these horses were bred to do such labor and have done this type of work for millennia and are still here and thriving. One might ask what will become of these animals once they can no longer engage in the reason they are here in the first place. Of course, the word “glue” comes to mind. As does the sale of horseflesh for food, perhaps for other animals, perhaps even for human consumption. In Denmark, as liberal a society as one could imagine, a few days ago an “excess” giraffe in the Copenhagen Zoo was put down and fed to the lions. In many European countries horse is commonly sold for its meat. No one should think that this is a particularly common practice. In many trips abroad, we have encountered a number of shops that sell and even specialize in the sale of horsemeat. But after hundreds of meals abroad, after nearly a half-century of travel, we have not knowingly encountered horsemeat on any restaurant menu (although we occasionally had suspicions). One memorable Italian butcher shop that specializes in horseflesh, is located in the famous Rialto Market in the City of Venice. There you can purchase such delicacies as Salame di Asino, a dish that requires no translation to understand, but at least for us, a stronger stomach than we possess to want to sample I am not suggesting that Mr. DeBlasio would encourage such an ignominious end to the useful careers of New York’s carriage horses, which brought so much joy to tourists and romantic moments even our locals. But these animals are not likely to be adopted as pets to live out their days in an atmosphere of love and leisure. Be careful what you wish for. While nothing is written in stone, we don’t really see a happy ending to this story for the animals Mr. DeBlasio is so intent on “protecting.” Or, for that matter, the drivers of the wagons so long gainfully employed, now facing unemployment. Just ask Marius the Giraffe, late of the Copenhagen Zoo, now residing in the digestive systems of Danish lions, in that most civilized of cities, where bicycles outnumber automobiles. So perhaps it is time, early in this well-intentioned administration, to step back and ask what are the possible negative outcomes of the otherwise noble initiatives being put before us. Will raising taxes, changing our policing strategy, unilaterally raising wages really make things better in either of the two New Yorks that the mayor is so fond of talking about? Or will it drive out the citizens of one, leaving no one left to pay for pulling the wagons of the citizens of the other?

Politicians and income inequality To The Editor: Let’s talk about income inequality, but let’s not just compare the salaries of low income workers to those of the relatively few professional athletes, movie stars, partners of major law firms or chief executive officers of Fortune 500 companies. Let’s also compare the income inequality between these unfortunate people struggling to survive on the minimum wage to the vastly greater numbers of politicians who infest our society and live the “good life” such as, for example, local Assemblyman Jeffrey Dinowitz. While society debates whether to raise the minimum wage a dollar or so to nine dollars an hour, ten dollars an hour or something approaching a “living wage,” Assembly Dinowitz, because of his political connections (and he is not alone in this) receives $500 (five hundred dollars) per case for serving as a Referee in foreclosure cases — an easy job that requires a minimum amount of time or expertise. I once saw him make $1,500 at the Bronx County Courthouse for handling three cases in a half hour. How much an hour is that?

Politics has been so lucrative for Mr. Dinowitz that although he has complained many times that his legislative salary of $79,500 annually (for a part time job) was not enough and that he deserved a raise, he recently turned up his nose to running for the City Council seat now held by Andrew Cohen. That job, which was his for the taking, would have paid him a salary of $112,500 annually (also for a part time job) which amounts to a very substantial raise of $33,000 yearly. Besides which he would not have had to travel to Albany and could have spent more time with his family. It makes you wonder why? It certainly would be interesting to take a close look at Assemblyman Dinowitz’ income tax return to find out exactly what his sources of income were for the category of $20,000 - $50,000 of other income he reported as having made in 2012. And,

Jeffrey Dinowitz is not alone in this respect. There are many other state legislators who fall in the $20,000 - $50,000 category (and above) and are currently in court fighting an attempt by Gov. Cuomo’s Moreland Commission to obtain this information. Since income inequality is a fact of life in this country, I would suggest to parents that if they want their children to escape a possible life of poverty, that they encourage their children to become politicians and live the “good life.” Politics certainly pays well and has wonderful perks. Perhaps someday, their sons and daughters might also be in a position where they too, like Assemblyman Dinowitz, can turn down a $33,000 raise, an amount of money that any family living at the minimum wage level would love to be making as a yearly salary.
