City of San José Recognized Again as National Leader in Data-Driven Decision-Making The What Works Cities Certification is the national standard for excellence in well-managed, data-driven local government SAN JOSE, Calif. The City of San José’s commitment to being at the forefront of datadriven governance and innovation has been recognized for the second consecutive year by achieving the 2021 What Works Cities Silver Certification. The What Works Cities Certification evaluates how well cities are managed by measuring the extent to which city leaders incorporate data and evidence in their decision-making. What Works Cities is a national initiative launched by Bloomberg Philanthropies

to help cities use data and evidence more effectively to tackle their most pressing challenges. The City was previously recognized with the 2020 What Works Cities Silver Certification. “We believe that San José, the city in the heart of Silicon Valley, can set an example for the rest of the country on how to leverage new technologies and data-driven decision making to solve problems,” said Mayor Sam Liccardo. “We look forward to continuing our evolution into an even smarter city—making San José safer, more

sustainable, equitable, and provide more economic opportunities for all.” Several noteworthy ways the City of San José has employed data-driven decision-making include: Bridging the Digital Divide by leveraging publicprivate partnerships and actionable data-driven insights in the largest multi-sector digital inclusion effort in the nation. It has resulted in identifying over 95K households without access to broadband internet and the issuance of 23 $1M grants to communitybased organizations with

the goal of reaching 4K+ broadband adoptions in the next year. The City is in the process of delivering broadband to 50K unconnected residents by 2030 while simultaneously improving broadband connectivity for all residents. Optimizing the functionality and language accessibility of San José 311 to ensure enhanced service delivery and resident engagement. San José 311 has fielded 165K service requests a year since its inception in 2019. Weaving data-centricity and iterative methodologies into the very fabric of the organization to provide the best quality of service possible to our residents

while operating with one of the leanest workforces among large cities with 6,700 employees. View the full What Works Cities Certification post on the City of San José. What Works Cities Certification was developed by a team of experts from Results for America in close consultation with the What Works Cities Certification Standard Committee. To evaluate cities, these experts conducted a rigorous validation process of cities’ Certification assessments and participated in site visits to the highest-performing cities to determine the city’s Certification level.

San Jose native improved officer recruiting numbers at Navy Talent Acquisition Group Golden Gate MOUNTAIN VIEW, Calif. (NNS) – Within eight months of being onboard Navy Talent Acquisition Group (NTAG) Golden Gate, Lt. Cmdr. Sam Chaing improved officer recruiting numbers and received recognition for the hard work it took to raise that bar. As the Naval Reserve Officer Training Corps (NROTC) Coordinator, she put in countless hours getting future

Sailors into the Nuclear Propulsion Officer Candidate (NUPOC) Program and was awarded the General Officer (GENOFF) Recruiter of the Quarter award for Q2 of fiscal year 2021. “It is important for me to put in good officers who I would want to serve with, and who will take care of their Sailors in the fleet,” Chiang said. “I also strive to be a positive representative

of the Navy in the Bay Area and develop good community connections.” With more than 90 percent of all trade traveling by sea, and 95 percent of the world’s international phone and internet traffic carried through fiber optic cables lying on the ocean floor, Navy officials continue to emphasize that the prosperity and security of the United States is directly linked to a strong and ready Navy.

Largest Preservation Fund in American History to Save African American Landmarks Announces $3M in 2021 Grants WASHINGTON, D.C. – The African American Cultural Heritage Action Fund, a program of the National Trust for Historic Preservation, announced its support for projects totaling $3 million that will help preserve African American landmarks. With $50 million of funding, the Action Fund is the largest preservation effort ever undertaken to support the longevity of African American historic sites. Today’s announcement represents the largest single disbursement in the Action Fund’s four-year history. Brent Leggs, executive director of the Action Fund, said, “The recipients of this funding exemplify centuries of African American resilience, activism, and achievement. Some of their stories are known, and some are yet untold. Together they help document the true, complex history of our nation. By preserving these places and telling their stories, preservationists can help craft a more accurate American identity and inspire a commitment to justice.” The Action Fund has grown at a blistering pace since its inception in 2017. In just 3 years it had raised nearly $30 million due to primary support from The Andrew W. Mellon Foundation, the Ford

Foundation, and The JPB Foundation. This year the fund nearly doubled in size due to a significant gift by philanthropists MacKenzie Scott and Dan Jewett who announced a $20 million grant to the Action Fund. This gift acknowledges the power of preservation as a form of equity and asserts the importance of African American history as a vital force in the American cultural landscape. Scott joins this year’s lead funder The Andrew W. Mellon Foundation with additional gifts from The William R. Kenan, Jr. Charitable Trust, President and Mrs. George W. Bush, the Chapman Foundation, and an anonymous donation in memory of Ahmaud Arbery. “The Action Fund has become the largest resource in American history dedicated to the preservation of African American architectural landmarks,” said Lonnie Bunch, the first African American and first historian to serve as Secretary of the Smithsonian Institution. “These grants will positively impact 40 communities nationwide and result in the creation of a visible, preserved legacy of African American contributions. Through the leadership of Brent Leggs, the Fund

is creating a lasting historical record, which demonstrates that African American narratives are integral to our nation and our shared future.” Since its inception in 2017 as a response to the conflict in Charlottesville, Virginia, surrounding a statue of Confederate General Robert E. Lee, the Action Fund has supported 105 places through its national grant program for a total investment of $7.3 million. “We are delighted that the Action Fund continues to affirm the centrality of Black voices and experiences to historical preservation in the United States, and to broaden public awareness of the significance of these landmarks,” said Elizabeth Alexander, president of The Andrew W. Mellon Foundation. “The 2021 grantees—which range from museums and public libraries to theaters, historic churches, and universities—represent vital cultural sites that enrich our cities, small towns, and rural communities, and that serve as a testament to the fortitude and ingenuity of the African Americans who created them.” By supporting the longevity of the homes of well-known opera singer Marian Anderson in Philadelphia and the first

Black girl millionairess Sarah Rector in Kansas City, the legacies of Asbury United Methodist Church in Washington, D.C., and the Georgia B. Williams birthing center for Black women in Georgia, the Action Fund saves the landmarks that tell timeless stories about the ways African Americans faced their fate with courage, ingenuity, creativity, and genius. These stories help shift the narrative around the value of Black life and correct the inaccuracy of omission in the American story. This year’s grants were given across four categories: capacity building, project planning, capital, and programming and interpretation. context and survey will be conducted to identify and interpret places that focus on the Black American experience in Sacramento from the city’s early history to the recent past. Asbury United Methodist Church (Washington, D.C.) Asbury UMC is notable for its association with the 1848 Pearl Incident, the largest nonviolent mass escape of enslaved persons in U.S. history, and more recently known as the site where trespassing protestors burned the church’s Black Lives Matter banner in 2020. The grant will enable repairs to the church’s wood windows and Bell Tower masonry as well as repointing and cleaning for its stone facade. Oakland Public Library (Oakland, California) The African American Museum and Library at Oakland needs structural repairs to its aging facility in order to protect the significant collection of documents related to Black history in California and the West.

IATA Urges States to Follow WHO Guidance on International Travel The International Air Transport Association (IATA) called on states to follow new guidance on travel from the World Health Organization (WHO). BBB Scam Alert: Watch out for airfare scams when booking your next trip San Francisco, CA. BBB is issuing a warning for those that are looking to travel this summer. With the availability of COVID-19 vaccines throughout the country, travel is coming back. That’s great news for summer vacation plans... and scammers. BBB Scam Tracker is receiving reports of con artists creating fake airline ticket booking sites or customer service numbers. If you are buying airfare, use caution and double-check the URL or phone number before providing your credit card information. How the Scam Works While doing an online search for cheap flights, you come across what seems like a great deal with a major airline. You book the flight—either through the website or by calling a customer support number—and receive a confirmation message. However, when you look more closely at the email,

you notice that you never actually received your ticket. In another version of this scam, you book a flight on a travel website offering deals on airfare. You pay with your credit card like normal. But shortly after making the payment, you receive a call from the company saying that there’s been a sudden price increase or an extra charge to finalize your booking. This is something a legitimate company would never do! In either case, you call the airline to follow up about your flight. After talking to an agent, you find that they have no record of your booking. It turns out you accidentally purchased tickets through a scam website or a phony

customer service number. One victim told BBB Scam Tracker: “I received a phone call right after [I booked the flight] stating that they wanted $100 per passenger to finalize my flight.” Then, after calling the airline to complain, the victim discovered that “the flight wasn’t available to begin with. The flight was never booked... this company just charged my card.” How to Avoid Travel Scams • Do your research. If you come across a company you haven’t dealt with before, research it before making any purchases. Look on BBB.org for reviews and feedback from previous customers.

July 26, 2021  Page 13

Travelers Beware Double-check the URL before you enter personal and payment information. It can be easy to click on a sponsored ad or imposter website without noticing. Before you enter any sensitive information, double-check that you are on the right website and that the link is secure. (Secure links start with “https://” and include a lock icon on the purchase page. Learn more at BBB. org/BBBSecure.) • Be wary of thirdparty websites. Some websites appear to offer a legitimate service but are

only fronts for a scam. Be suspicious of websites with no working customer service number and no physical address. Typos and grammatical errors can be indications of a scammer’s handiwork, too. • Make online purchases with your credit card. North American Meat Institute on Prop 12 Proposed Rules: Burdensome, Unworkable, and Complex WASHINGTON, DC – In comments submitted to the California Department of Food and Agriculture (CDFA), The North American Meat Institute (the Meat Institute) today said the State of California’s proposed rules for Proposition 12 (Prop 12 or the law) are burdensome, complex and unworkable providing no food safety or animal welfare benefit. “The proposed rule by the California Department of Food and Agriculture (CDFA) admits there are no benefits to Californians as a result of Prop 12 and admits the deaths of breeding sows will increase,” said Mark Dopp, Meat Institute Senior Vice President Regulatory & Scientific Affairs and General Counsel. “Multiple sections of the rule should be withdrawn or significantly revised.” The Meat Institute submitted 12 pages of comments, found that said the rules, if finalized, would create a

bureaucratic labyrinth of regulatory provisions: • requiring an almost unworkable annual certification of veal and breeding pig (sow) facilities; • creating an overly complex accreditation process for entities allowed to certify those facilities; • imposing detailed recordkeeping requirements on producers and throughout the supply chain; • imposing problematic labeling provisions; and • granting legally questionable enforcement authority. The text of the notice and proposed rule can be found here. The following are key findings in the notice published along with the proposed rule: • Estimated costs for businesses to comply regarding pork: “Estimated ongoing cost is greater than the initial cost of conversion at $100,000 per year for a typical breeding pig farm due to smaller inventory of breeding pigs, lower

piglet output per animal and increased breeding pig mortality.” • CDFA acknowledges that animal confinement space allowances prescribed in the Act (cage-free for egg-laying hens, 43 square feet for veal calves and 24 square feet for breeding pigs) “are not based in specific peer-reviewed published scientific literature or accepted as standards within the scientific community to reduce human food-borne illness, promote worker safety, the environment, or other human or safety concerns.” • “This proposal does not directly impact human health and welfare of California residents, worker safety, or the State’s environment…” • CDFA also identified higher costs for schools, universities, prisons, and county jails. And discussing “Benefits to human health, worker safety, or the State’s environment” CDFA said “The Department has made an initial determination that the

proposed regulatory action will have significant, statewide adverse economic impact directly affecting California businesses including the ability of California businesses to compete with businesses in other states.” • Finally, the agency identified an impact Prop 12 is likely to have – forcing low income consumers to pay more for food. “Covered pork, and especially covered egg products will become more expensive to consumers starting in January 2022 because of the animal confinement standards mandated in statutes. … Therefore, the Act will disproportionately reduce food purchasing power of

low-income consumers. Food consumers most affected will be those low-income consumers that are not enrolled in assistance programs.” The North American Meat Institute is the leading voice for the meat and poultry industry. The Meat Institute’s members process the vast majority of U.S. beef, pork, lamb, and poultry, as well as manufacture the equipment and ingredients needed to produce the safest and highest quality meat and poultry products.

NOTEWORTHY Interview by: Brigitte Jones, Publisher

A recent visit to Cathedral Faith, in San Jose, was like a long awaited homecoming for entertainer, Terron Brooks. What a joyous visit for one and all - a welcome treat for both audience and performer to experience a live exchange. Terron calls it a “divine opportunity to reconnect with good friends in the Bay Area.” That said; tells you that Terron is a man of Faith, Focus and many interests that are fueled by his purposeful talents. And based in his deep understanding and appreciation for his God-given talents, it is Terron’s commitment to share his Art with a global audience, howeverwhenever possible. “Knowing that music can be so universally inspiring and uplifting

for people, it’s great to be able to reach people in the live atmosphere, again. Yes, coming back to performing live now, has me excited about it. I believe the audiences will be different, with a different ear and mood - hopeful. During 2020 I wrote a lot of ‘hopeful music’ from personal stories and ultimately transformative realizations, so this new music is more therapeutic in quality.” Last year proved to be a slower pace but still busy for Terron, he closed a distribution deal with Sony last December and put the finishing touches to his SOUL OF BROADWAY CD due out this September - not forgetting that new music written and yet to be recorded. Earlier this year he started a podcast, Honest Answers, just talking to friends.

But Terron is clear that life is about more than fame and the artistic accomplishments so often attributed to him, “to know someone is to know their failures, hurts and times of coming up

short -- both personally and professionally. By talking about my losses, shows a vulnerability that connects you to people in a very real way” he says. Terron Brooks -

forever hopeful and ready to lift up his voice in joyous song whenever/wherever people need it. He asks us all to Stay Open to the Possibilities.

Hot Jazz Monterey, Calif., The Monterey Jazz Festival have announced that tickets for its 64th edition have sold out for the weekend of September 24-26. Tickets went on sale to the general public on July 14 and officially sold out on July 20. “It was clear by the demand for tickets to the festival that people have missed the sense of joy and community that live music events like the Monterey Jazz Festival deliver,” said Colleen Bailey, MJF Executive Director. “We’ve really missed our community and can’t wait to welcome them back in September.” “It is exciting to be able to produce a live festival in 2021,” said MJF Artistic Director Tim Jackson. “To have such strong support from our patrons is very gratifying and we look forward to an emotional, powerful and fun weekend!” The festival’s lineup features 22 performances on two stages for 21 hours of continuous music from multiple GRAMMY Awardwinning artists in the Arena, including Herbie Hancock, George Benson, Terri Lyne Carrington + Social Science, Pat Metheny Side-Eye, Ledisi, Christian Sands Group, Kandace Springs with special guest Immanuel Wilkins, Las Cafeteras, Miho Hazama and m_unit, and the Next Generation Jazz Orchestra, directed by Gerald Clayton.
