Assemblymember Akilah Weber (D-San Diego), a board-certified obstetrician/gynecologist, said the state has taken several steps to protect Californians and contain the variant, including “doubling down on COVID-19 vaccination and booster efforts to ensure that all Californians have access to safe, effective and free vaccines.” Weber was speaking at a briefing organized for Black media last Friday. She said the California Department of Health is monitoring the presence of the variant throughout California and is partnering with the federal Centers of Disease Control and Prevention (CDC) to support local public health departments and health care providers across the state. “The state is also preparing to increase COVID-19 testing at airports across California for U.S. citizens and legal residents returning from South Africa, Botswana, Zimbabwe, Namibia, Lesotho, Eswatini, Mozambique and Malawi,” she said. “These countries are where higher rates of Omicron have been observed and may shift over time.” Last week, President Joe Biden also pushed for vaccines and boosters in preparation for this new variant on Twitter. Lessons from Glasgow: Don’t “Greenwash” the Climate Gap by: Jenny Manrique The 26th UN Conference on Climate Change (COP26) in Glasgow left environmentalists divided on the real commitments that developed countries should make to stop the environmental and human disaster the world is facing. For some, the fact that the U.S. delegation brought an agenda to a space scorned by

President Trump helped regain confidence in the country’s collaborative role in reducing carbon emissions. For others, the bigger issue was the “climate gap” — the failure of developed countries to commit to reparations to pay for the impact climate change has already had on the developing world. “The US had an allstar negotiating team very committed to the

success of the process and the Paris agreement,” said Ramon Cruz Diaz, president of the Sierra Club’s Board of Directors and the first Latino to hold that position, during a briefing hosted by Ethnic Media Services on Nov 19. “Commitments on deforestation, the initiative on methane, and developed countries pledging not to do any public funding of gold

Climate Case projects overseas are positive successes,” added Cruz Diaz, speaking from Edinburgh after attending COP26. “This COP could be the start of the writing of the last chapter in the book of coal,” he added, referring to the UK’s promise to phase out the use of coal, despite the reluctance of India and China to do their part. Cruz Diaz also hailed as a breakthrough the campaign to close more than half of the coal plants in the U.S. led by Mike Bloomberg who came to Glasgow as UN Special Envoy for Ambitions and Climate Solutions. “Now we can focus on private financing of coal,” Cruz Diaz said. Nevertheless, one of the biggest criticisms of the United States and the European Union during the COP was their decision to block the request from developing countries to take responsibility for the loss and damage caused by their role in climate change. This would mean designing financial mechanisms so that vulnerable countries can recover from disasters. “The countries did not want to commit to something very new for the Framework Convention on Climate Change (UNFCCC), because the financial mechanisms that we have had under the Kyoto Protocol are to support and promote new technologies…not necessarily for something

that is about more disaster relief, “said Cruz Diaz. “Establishing a new financial mechanism would take many years.” The Build Back Better bill recently passed by the House of Representatives, takes steps in that direction by allocating $555 billion for conversion to renewable energy that seeks to cut greenhouse gas emissions in half by 2030. Pending its approval in the Senate, this bill also promotes environmental justice with the Justice40 Initiative, which will give 40% of the benefits of the reduction of the carbon footprint to the most disadvantaged communities. For the environmental justice movement these steps are miniscule given the impact of climate change on low-income communities of color. “The United States really put us at a disadvantage by going into COP without having a solid game plan that fulfilled President (Joe) Biden’s commitment to embed environmental justice in the operations of our federal government,” said Dana Johnson, Senior Director of Strategy and Federal Policy at WE ACT for Environmental Justice. London’s most compassionate business leaders gave up their beds for one night on November 22 to sleep out at Lord’s Cricket Ground, raising funds for people facing homelessness this winter. “Tonight is my night,” said Henrik Muehle, General Manager of Flemings Hotel in London Mayfair. “I have packed my sleeping bag and will put on lots of warm clothing to sleep out in the bitterly cold night at the Lord’s Cricket Grounds on St. Johns Wood Road, London, to show solidarity with people in need.” Bianca Robinson from Lords Cricket Ground said: “Lockdown has been hard for all of us. But imagine if you had no home, no bed, no food, and nowhere you felt safe. “This crisis has driven

more people to the streets as they’ve lost their jobs, can’t pay their rent, and have struggled to feed their families. Some have been able to make use of empty hotel rooms, but without continued support, they’ll be back on the streets. They need YOUR help. You’ll bed down with business owners, execs, and senior professionals, and leaders of all kinds, all braving the elements sleeping outdoors to raise awareness and funds, each person pledging to raise or donate a minimum of £2,000 to fight homelessness and poverty in London. Your night sleeping alongside your peers at Lord’s could change a life.” The CEO Sleep Out with around 100 participants was took place after having been postponed from 2020.

In 2019, sleepers braved the cold and raised an incredible £85,000 for local charities. Henrik Muehle is one of the biggest fundraisers for the CEO Sleep fundraising. During the dark weeks last year when the pandemic hit London, and hotels and restaurants, coffee shops, and bars had to close for long lockdowns, he was cooking curries (300 meals) in his orphaned hotel kitchen for the homeless. Normally, he has a Michelin Star chef at his ORMER Mayfair Restaurant, but during the lockdown, there was no staff, no chef, and no guests at the hotel. He had to move into the hotel with just a few people to keep everything going and safe. It was a terrible time which has left many hotel and restaurant staff all over London without work and income. Many of them had not only lost their jobs but also their homes as they could not pay the rent any longer and had to sleep rough. EU citizens could not return to their home countries as there were hardly any flights or train service back to the continent. When taking long walks through the deserted streets of London, Henrik Muehle discovered the food banks at night and

decided immediately to help. Many of his former employees were delighted to support him. The great solidarity by giving out meals and hot drinks at a food bank at nearby Trafalgar Square was just amazing. Henrik also

organized food bags from M&S for those in need. He deserves a medal, said Frances Smith, London. I fully agree and let’s hope nobody is catching a cold after sleeping out in cold air at Lord’s Cricket Grounds.

According to the Groundswell Part 2 report, researched by Sherbinin for the World Bank, in ecosystem dependent communities, those that depend on rainfall, rain fed agriculture

and pastoralism, it is imperative to improve their livelihoods to make them more resilient to the impacts of climate change. Although economic factors are still predominant for migrants, rural-to-urban migration is highly influenced by the deterioration of crops due to extreme droughts or floods, Sherbinin said. The expert believes that the objective of limiting the increase in global temperature to 1.5 degrees Celsius “is a bit of an arbitrary threshold”, because “we’ve seen massive impacts already with just under one degree C warming globally.” A step in the right direction, he said, is giving subsidies to lowincome countries to support the reduction of their carbon emissions.

He meets a potential mate in Mabel, but before they can tie the knot Frederic's pirate compatriots come

to shore and chaos ensues. Frederic tries to side with the civilians and preserve his desired nuptials, but his rowdy compatriots insist that since he was born on leap day (February 29), he has not yet reached his 21st birthday and therefore not free to leave pirating. and has operated as a 501(c)3 nonprofit since 2017. Major COVID-19 outbreak on fully vaccinated Norwegian Cruise Line ship By Harry Johnson

The outbreak occurred despite Norwegian’s rules, which require all passengers and crew members to have been vaccinated against the virus at least two weeks prior to any trip. 3,000 passengers bound for New Orleans has reported a COVID-19

outbreak on board. Despite the requirement that all ship’s passengers and crew had to be vaccinated prior to boarding, 10 people have tested positive for COVID-19 on board the Norwegian Breakaway cruise liner. The Norwegian

Officials said in a statement that the cruise line “has been adhering to appropriate quarantine and isolation protocols as new cases and exposures have been identified.” On arrival in New Orleans, each passenger and crew member undergo testing. Anyone presenting with COVID-19 has to immediately go into quarantine, either at home or in accommodation provided by the cruise line.

City Declares 15 Percent Water Conservation Target in Response to Drought

SAN JOSE, Calif. The City of San José has declared a 15 percent water shortage and limited the use of sprinkler systems using potable water to two days per week. The restriction applies to all residents and businesses regardless of which water retailer serves them. The City Council approved the drought rules on Tuesday in response to extreme drought conditions in Santa Clara County. The rules take effect immediately. The Council decision follows a series of drought declarations by state and regional authorities and reflects the extraordinarily dry conditions in Northern California this year. Gov. Gavin Newsom and Valley Water (Santa Clara Valley Water District) have

already called on residents to reduce water use by 15 percent. The rules limit outdoor irrigation of landscaping and turf using sprinklers to two designated days: • Odd-numbered addresses may water on Mondays and Thursdays. • Even-numbered addresses may water on Tuesdays and Fridays. • Properties without an address may water on Mondays and Thursdays. • Outdoor irrigation must occur before 10 a.m. and after 8 p.m. Watering in the cooler hours of the day reduces evaporation and allows plants and lawns to absorb more water. Residents and businesses do not have to water on a designated day if they are using a hand-held hose with an automatic shut-off nozzle or a drip irrigation

system. “The San José community came together during the last drought and reduced our water consumption by more than 30 percent, and I know we’ll rise to the occasion again,” said Kerrie Romanow, Director of the San José Environmental Services Department. “Cutting back outdoor irrigation is a simple and effective way to reduce potable water use and ensure an adequate supply of safe and clean drinking water.” The City expects the limits on outdoor irrigation will enable the community to reach the 15 percent water conservation target, but the City may consider further measures if needed. There are some exceptions to the outdoor irrigation rules for

Water Warning maintenance of public parks, playing fields, day care centers, golf course greens, and school grounds, provided such irrigation is done in a water-efficient manner, or for fire protection, soil erosion control, plants and trees grown for consumption, nursery and garden center plants for sale, and environmental mitigation projects. The City will pursue an education-first approach when it comes to enforcing the mandate, sharing water conservation rules and tips with the community. If a report of a resident or business not complying with drought rules is received, staff from Valley Water or the water provider will reach out with information. In rare cases where outreach does not resolve the issue, violations of the drought rules would be subject to citations of up to $500. California’s Water Year 2020, covering the

period of Oct. 1, 2019 to Sept. 30, 2020, was dry in the northern two-thirds of the state, and the first six months of Water Year 2021 ranked as the fourth driest on record. Gov. Gavin Newsom has declared a drought emergency throughout California. The County of Santa Clara has declared a local emergency related to extreme drought conditions. In additional to the new drought rules, the City has water conservation measures that are always in effect regardless of drought conditions, including: • Sprinklers may not run more than 15 minutes per station per day. • No excessive water runoff is allowed. • Leaking or broken water pipes, irrigation systems, and faucets must have repairs initiated within five working days and repaired as soon as practical. • No cleaning of vehicles with a hose without a positive shut-off nozzle. ADUs a Success Story While there is currently an intense debate about the densification of singlefamily home zoning to multi-unit zoning, a housing initiative called “Opportunity Housing”, densification of singlefamily lots with Accessory Dwelling Units (ADUs) has been legal for many years. In 2017, San Jose Mayor Sam Liccardo, along with the San Jose City Council, worked to simplify and reduce permitting fees of ADUs as a path to deliver naturally affordable housing to our housing stock. Instead of being met with massive opposition, the community generally accepted densification through ADUs, so much so that this program has become a model for speeding up housing production. To accelerate ADU production, SJ City Council reduced regulations to allow for ADUs on smaller lots, allowed for two-story ADUs, increased the ADU square footage limit from 750 sq. feet to 1200 sq.

feet, and even allowed for an amnesty program for unauthorized buildings to receive retroactive approval. For ADUs that are 750 square feet or below, the State eliminated park and school fees and the City reduced additional fees that are normally collected to subsidize low-income housing. Earlier this year, the San Jose Scaling Accessory Dwelling Unit (ADU) pilot program was launched to create an innovative financial program offering a 0% interest loan to 20-30 San Joseans to build backyard homes. The pilot program is designed to reduce costs, speed construction, and ease permitting challenges, according to Mayor Liccardo. San Jose City staff also came up with many ideas to streamline the process, such as assigning an ADU Ally to help deal with permitting problems and to educate the public about the process of building ADUs. The ADU Ally, Sarah Shull, has conducted numerous

working through our ADU Universal Checklist. San Jose City Staff has created a preapproved ADU vendor list and preapproved plans to choose from so that people who are interested in building an ADU can have trusted plans and contractors to choose from. City staff also launched a Building Permit Services webpage in March 2020 to accommodate virtual online appointments. These processes are all aimed at streamlining ADU production to help alleviate the housing shortage. There is more good news on ADU’s. The California Housing Finance Agency, CalFHA, has an ADU grant program to reimburse up to $25,000 in costs associated with the
