who grew up in or near San José – we knew we had to do something fun to commemorate the occasion,” says Kiersten McCormick, Happy Hollow’s General Manager. “Originally, our 60th Anniversary plans included a big, in person

celebration, but due to COVID-19, we decided to go with something that everyone can enjoy from home.” So far, over 3,500 people watched the video on Happy Hollow’s Facebook, and around 2,000 people tuned in on YouTube. “Our job is to keep Happy Hollow thriving for years to come,” says Amy Pizarro, Executive Director of Happy Hollow Foundation. “If you’ve ever enjoyed a “ride in the sky” on Dragon Flyers, ‘oohed’ and ‘aahed’ at the red pandas or giant anteater, or watched your children clamor into the Crooked House for a whimsical adventure, then you’ve been touched by Happy Hollow Foundation, which helped bring these projects to life at Happy Hollow Park & Zoo. 60 years is a big milestone, and we wish for many more years to come.” The virtual event was sponsored by Happy Hollow Foundation, the Park & Zoo’s non-profit partner. Entertaintment Happy Hollow Turns 60 San José Park & Zoo holds virtual celebration for Danny the Dragon [Continued From Page 1]

The Park & Zoo has changed a lot since the gates first opened on March 27, 1961. The facility is now home to an Association of Zoos and Aquariums accredited Zoo, eight familyfriendly rides and nature themed play areas, one of California’s oldest puppet theaters (Puppet Castle Theater), a Zoo Education with classes and camps for all ages, and a wildlife conservation program that protects threatened and endangered species locally and around the world. More information about the history of Happy Hollow is available online.

“Happy Hollow is a San José treasure,” says Jon Cicirelli, Director of Parks, Recreation and Neighborhood Services. “As the second most visited destination in San José, Happy Hollow provides essential connections to nature, while providing safe, fun and educational outdoor recreation.” Looking 10-15 years into the future, the Park & Zoo is working towards a new master plan, which was completed in 2018. This includes additional family-friendly play areas and attractions, as well as expanded animal exhibits, a more integrated trail system for the Coyote Creek floodplain and a seasonal splashpad for children to enjoy.

For now, the Park & Zoo is making a comeback after temporary closures resulting from the pandemic. “We’re currently working on our phased reopening,” says McCormick. “We started with Walk Through the Zoo, a one-way walking path

through our Zoo areas – and next is reopening play areas and allowing picnicking through a timed reservation system. The most important thing - now and always - is the health and safety of our guests, employees and animals, and our cautious approach makes this possible.”

Vaccine Update COVID VARIANTS Confirmed Cases of COVID-19 Variants Continue to Climb in Santa Clara County Public health officials urge vigilance: avoid travel, quarantine if you must travel, and continue consistent use of face coverings Santa Clara County, CA – Public health officials in Santa Clara County are continuing to see increases in the number and proportion of confirmed cases of COVID-19 variants, signaling that the region’s progress in curbing the pandemic remains precarious. County residents are therefore urged to avoid travel, quarantine if travelling, and consistently use face coverings. While only a small fraction of COVID-19 positive specimens undergo genomic sequencing, the proportion of cases that are linked to more transmissible variants is climbing and signals a worrying trend. “Genomic sequencing is allowing us to confirm what we already presumed based on national trends, which is the presence and unfortunate increase of variants in our community,” said Dr. Sara Cody, Health Officer and Director of Public Health for the County of Santa Clara. “We’re already seeing surges in other parts of the country, likely driven by variants. Combined with the data we are seeing locally, these are important warning

signs that we must continue to minimize the spread. We can still stop a surge from happening here if we hold onto our tried and true prevention measures for a little longer while we increase our vaccination rates.” As of last week, every variant of concern has been detected in Santa Clara County, and all have either been shown or are presumed to be circulating in our community. In addition, the first two cases of the variants of interest detected in New York (one each of B.1.525 and B.1.526) have now been confirmed in Santa Clara County. As of March 27, there are 92 confirmed cases of B.1.1.7 (first detected in the United Kingdom), three confirmed cases of B.1.351 (first detected in South Africa), one case of P.1 (first detected in Japan/ Brazil) and over 1,000 confirmed cases of B.1.427 and B.1.429 (first detected in California). The increase in variants comes as the County of Santa Clara continues to face inadequate vaccine supply. The number of allocated doses has remained flat over the past several weeks, with this week’s allocation allowing for roughly 35,000 first dose appointments. As eligibility expands today to those age 50 and over – and on April 15 to those age 16 and over – more doses are needed to vaccinate those waiting in line, particularly community members who are most impacted by the pandemic. Meanwhile, everyone

should continue prevention measures that have already proven highly protective against COVID-19. All travel is strongly discouraged, and if anyone is travelling, they are urged to quarantine upon return. Community members should continue to wear a mask, maintain physical distance, keep activities outdoors instead of indoors, and get vaccinated when it’s their turn. County health officials remind the public that although most activities are now allowed, many are high-risk and not recommended, and it remains critical for the community to minimize exposure. ### Follow our Twitter for updates: @HealthySCC County of Santa Clara Website: http://www. sccgov.org/coronavirus Public Health Facebook:https:// www.facebook.com/ sccpublichealth

Partnerships Work Capital One, Dress for Success, and National Non-Profit SaverLife Partner to Empower Women with Savings & Financial Education SaverLife launches custom-matched savings program designed for Dress for Success clients SAN FRANCISCO, CA – April 2, 2021 – SaverLife, a national nonprofit fintech company that helps working families achieve prosperity through savings, today announced it has partnered with Dress for Success, an organization that helps women who are experiencing financial inequality, and Capital One to boost the financial management skills of women across the country. The three organizations have teamed to create a new, custom-matched savings program for Dress for Success clients across the country participating in financial education programs led by Capital One ambassadors. “We are thankful to Capital One for their financial support and proud to be partnering with organizations like Dress for Success that empower women,”

said Neha Gupta, Vice President of Market Development at SaverLife. “With a membership that is 82% female, we applaud the critical role organizations like Dress for Success play in helping lower-income women achieve economic independence.” The new matchedsavings program is part of Capital One’s Impact Initiative, announced last year, an initial $200 million, five-year commitment to support growth in underserved communities and advance socioeconomic mobility by closing gaps in equity and opportunity. Why This Matters According to a Federal Reserve Bank study, 40% of respondents to a national survey could not cover an unexpected $400 expense without going into debt. Further, a recent report from SaverLife and the

FINRA Foundation found that $250 in savings is correlated with increased housing security. Households with just $100 in savings are significantly better able to keep utilities on and avoid high-cost borrowing. About The Program The Dress for Success financial program, which is currently offered in Portland (OR), Brookhaven (GA), Denver, Phoenix, New York, Austin, Tampa, Washington DC, Boston, Los Angeles, Chicago, Seattle, Atlanta, and San Francisco, consists of a six-week course that features Capital One Café Ambassadors and Market Community Engagement Leads that provide a financial education curriculum to Dress for Success participants. The curriculum focuses on personal finance, managing income, building independence,

planning for the future, financial health, and online banking and safety. The program’s goal is to help women understand their financial challenges, educate them on what they can do to improve their situation, and help them build a healthier relationship with their money. The nonprofit primarily supports women from diverse backgrounds, 70% of whom are women of color. “In these uncertain times, forward-thinking organizations such as Capital One and SaverLife, have helped shine a light on the financial uncertainties facing many women today, especially women of color,” said Jeanette Duffy, Chief Program Officer at Dress for Success. “SaverLife and Dress for Success are giving women the methods and motivation they need to take control of their financial future,

and I am excited we’ve continued to engage with women virtually.” SaverLife and Dress for Success are providing a matched savings program. Participants receive a $50 savings boost just by enrolling and then have the ability to receive an additional $200 in matched savings over five months. In total, the women have the opportunity to build a $450 savings fund. “We see power in the partnership with SaverLife and Dress for Success as we are helping people gain better access to economic opportunity,” said Leanne Posko, Community Impact & Investment at Capital One. “We are proud to support these two organizations that have demonstrated their commitment to empowering women to achieve economic independence through the challenges of COVID-19.” For more on SaverLife, please visit: saverlife.org/ Visit the SaverLife blogs: saverlife.org/money-101 Follow SaverLife on Twitter: @wearesaverlife Visit SaverLife on LinkedIn: linkedin.com/ company/saverlife/ About Capital One Capital One Financial Corporation (www. capitalone.com) is a financial holding company whose subsidiaries, which include Capital One, N.A., and Capital One Bank (USA), N.A., had $305.7 billion in deposits and $421.9 billion in total [Continued on Page 13]

Lowering Prescription Drug Prices I partnered with Senator Bernie Sanders (IVT) and Representatives Lloyd Doggett (D-TX), Peter Welch (D-VT), Cori Bush (D-MO) and others to introduce a sweeping legislative package to drastically reduce prescription drug prices. My specific contribution is the Prescription Drug Price Relief Act. If enacted, my bill would lower most brand name drug prices in the United States by 50%. Additionally, the U.S. government could save close to $360 billion over 10 years if Medicare negotiated the same drug prices as Canada. In 2020, amidst the COVID-19 pandemic and economic crisis, five of the largest pharmaceutical companies in the U.S. made $44.9 billion in profits. Meanwhile, one in four Americans cannot afford their medicine. That is a grievous injustice which cannot be allowed to continue. Coupled with the Medicare Drug Price Negotiation Act and the Affordable and Safe Prescription Drug Importation Act, my bill would ensure that no one’s medication will be out of reach because of high prices. Investing in Cures Before Missiles (ICBM) ACT Senator Edward Markey (D-MA) and I introduced the Investing in Cures Before Missiles (ICBM) Act. Our bill would stop further development of the Pentagon’s new groundbased strategic deterrent

(GBSD) intercontinental ballistic missile and direct those savings towards the development of a universal coronavirus vaccine. The ICBM Act would: • Extend the current service-life of the Minuteman III intercontinental ballistic missile and redirects $1 billion of the unobligated balances to the National Institute of Allergy and Infectious Diseases to conduct or support research for the development of a universal coronavirus vaccine; • Transfer unobligated funds for the National Nuclear Security Administration’s W87-1 warhead modification program to the Centers for Disease Control and Prevention to research and combat emerging and zoonotic infectious diseases; • Prohibit funds authorized for fiscal year 2022 from being obligated or expended for the GBSD program or the W87-1 warhead modification program; and • Commission an independent study by the National Academy of Sciences to explore viable technical solutions to extend the Minuteman III intercontinental ballistic missile to 2050, to include force structure changes and the nondestructive testing of missiles. The ICBM Act demonstrates that the United States can maintain a safe, secure,

effective, and affordable nuclear arsenal that deters adversaries and reassures allies without making a multi-generational investment in the GBSD. The last thing we should be doing is giving billions to defense contractors to build missiles we don’t need, especially when that money can be better spent developing vaccines to protect us against the more immediate threat of viruses. Ending Fossil Fuel Subsidies I am pleased to announce that the Environmental Oversight subcommittee will be a holding a hearing on ending fossil fuel subsidies on April 22nd, Earth Day. I can think of no better way to commemorate Earth Day than to demonstrate our support for environmental protection by discussing the end of a system that incentivizes environmental destruction. Every year, the U.S. government gives billions of dollars in subsidies and tax incentives to fossil fuel companies, which profit from the extraction and exploitation of our natural resources. We should not be spending our tax dollars to help polluters. It is long past time we invest in the health and well-being of our planet and our communities. Updates in the District We have three special events coming up in the

next few weeks. All three events will be livestreamed on Facebook: Wednesday, April 7 at 5:30-6:30pm. Stop AAPI Hate Forum with Assemblymember Evan Low. We will discuss the federal, state and local response to the rise in anti-AAPI hate crimes and incidents. The focus will be on taking action now! Monday, April 12 at 5:30-6:30pm. COVID Relief Townhall with Santa Clara County Supervisor Otto Lee. We will address the impact of the American Rescue Plan and current vaccination efforts in our district. Thursday, April 15 at 3:30-4:30pm. Small Business Townhall with Assemblymember Alex Lee. We will be joined by representatives of the US Small Business Administration and local Small Business Development Centers

to provide the latest information to small businesses looking to return to business following the pandemic As always, our District Office continues to prioritize constituent services and federal agency casework. As policies evolve under the Biden administration, we respond to find the best pathways to resolving your issues with federal agencies, including U.S. Citizenship and Immigration Services. Facebook Live Town Halls Thank you to all who participated in this month’s Facebook Live town hall. In April, I will host a Facebook Live town hall on Monday April 26th, at noon Pacific. Jamaica Tourism Minister, Hon. Edmund Bartlett, has cautioned global leaders that any requirement for proof of vaccination for travel, which does not take into account the unequal access and distribution of COVID-19 vaccines globally, could be considered discriminatory. 1. Ensuring that inequity in the distribution of vaccines does not hinder the restart of tourism and related services. 2. Jamaica Tourism Minister urged

members to consider all the implications that a vaccine passport could have, primarily on tourismdependent countries. 3. There can hardly be a harmonized position for digital passports and other bio-sanitary protocols when some countries and regions lag dramatically behind. Ensuring that inequity in the distribution of vaccines does not hinder the restart of tourism and related services. Jamaica Tourism Minister urged members to consider all the

implications that a vaccine passport could have, primarily on tourismdependent countries. There can hardly be a harmonized position for digital passports and other

bio-sanitary protocols when some countries and regions lag dramatically behind. Bartlett also called for an expeditious review and approval process to facilitate quicker

roll-out of safe and effective vaccines. He said “there have been reports of vaccines being administered which have not met with widespread acceptance and the World Health Organization (WHO) has a role to play as the global norm and standard setting specialized agency of the UN on public health matters.” According to CITUR, the objective of the special meeting was to provide a space for a discussion on the key parameters necessary for resuming activity in the tourism sector in the region. The intent of the meeting was to work towards building consensus regarding coordination of actions among countries to engender confidence on the part of travelers, to ensure that the tourism sector in the Americas returns at least to its pre-COVID-19 path. The output of the working group will be delivered for the consideration of the XXV Inter-American Congress of Ministers and HighLevel Authorities of Tourism in October 2021.
