Investing in Weber County Justice Center’s Infrastructure & Resources As Weber County experiences unprecedented growth, our commitment to public safety remains unwavering. Our current Justice Center now requires upgrades to meet today’s needs and anticipate tomorrow’s challenges. This proposed project is about more than just adding beds; it’s about enhancing public safety, updating critical facilities, and creating cost-effective solutions. The project includes remodeling a portion of the current 12th Street Correctional Facility to provide transportation services, video court, and constitutionally required medical and mental health services. It also includes a building to relocate administrative offices, consolidate services provided to inmates, and relocate the work-release inmates housed in the Kiesel Jail Facility to the Justice Center.
Tax Impact • The anticipated interest rate on the proposed bond issue, based on current market conditions, is 3.43% per annum. • The estimated average annual cost to the taxpayer of the proposed bonds is a tax of $4.51 per month ($54.09 per year) on a $468,000 primary residence. • The estimated average annual cost to the taxpayer of the proposed bonds is a tax of $8.20 per month ($98.34 per year) on a $468,000 business.
Addressing Needs The Weber County Sheriff’s Office is committed to public safety. The Weber Justice Center remodel and expansion will provide resources to incarcerated individuals to help reduce the likelihood of re-offense, ultimately reducing crime. As the Justice Center is at capacity, the proposed project plans for the future needs of our community while reducing long-term costs.
1. Increased Public Safety • Increased capacity to receive/book local offenders (in Weber County) • Decreased need to transport and treat inmates outside of the facility • Prevent drugs/weapons from being imported into the facility ○ Currently, inmates enter and exit the Justice Center through the same corridor. The project will create separate inbound and outbound corridors, which will help reduce exposure to harmful substances and weapons. • Expanded video court services reduce transportation costs and increase public safety since inmates will not be leaving the Justice Center.

2. Proper Custodial Care • 48 additional mental health beds and 10 infirmary beds with vital signs monitoring and oxygen support • 7 health exam rooms, including dedicated mental health exam rooms (the current facility has only 2 exam rooms) • Expanded dental treatment room with an additional chair (current area has a single antiquated chair with various equipment stored along the walls) • Provide new mental health services that are not currently available • Consolidate community release programs to the Justice Center rather than outsourcing • By providing additional medical/mental health space, the project will better meet the current demand for mental health treatment and plan for population growth.
3. Decrease Operational Costs • Decrease costs to transport inmates outside of the Justice Center • Eliminate the cost of staffing multiple locations, which reduces liability • Eliminate maintenance costs of the old Kiesel facility, which currently houses work-release inmates
4. Reduce Repeat Offending • Accessible community release programs prepare inmates for reentry into society. These include work releases and nonprofit programs. • Onsite services help address mental illness that leads to re-offense. • Community release programs better prepare inmates for reentry to society and decrease the likelihood of reoffense, thus reducing crime and increasing public safety.

E
very year, the heart of the American West comes alive with a vibrant display of fashion and rodeo spirit at the Miss Rodeo Utah Fashion Show. This beloved event, which has been a tradition for decades, showcases the beauty, grace, and Western heritage of Utah's rodeo queens. The Miss Rodeo Utah Fashion Show is not just part of the pageant; it's a celebration of a rich culture that continues to thrive in the modern age.
One of the highlights of the day is the competition phase, where contestants are judged not only on their beauty but also their poise, elegance and ability to engage the crowd while they are modeling outfits from Western retailers in Utah. This is a testament to the fact that the pageant goes beyond superficial appearances. The contestants are true ambassadors of the Western way of life and sponsors that support rodeo.
The first thing that strikes you at the Fashion Show is the stunning fusion of tradition and contemporary style. Contestants and rodeo queens grace the runway in a dazzling array of outfits, each reflecting a different facet of Western fashion. The Importance of Struggle

I recently listened to a Podcast titled “The Importance of Struggle” by Brian Buffini on his It’s A Good Life podcast. I don’t think anyone wants to go through the struggle. It's uncomfortable, but it helps us grow. We all have those weeks, months, and even years when everything seems to go wrong. One thing after another knocks us off our feet. We feel beat up, and finding the positive is hard because we’re always waiting for the other shoe to drop. Without struggle, we wouldn’t know what we’re made of and how much grit we actually have. True empathy, success, and confidence are on the other side of the struggle. This summer our struggle was not only one ungrateful cow, but two! How did we get so lucky? If you were around the Weber County fair you probably heard about Bob. Bob was my oldest daughter’s show steer and he was terrible. So terrible we didn’t even know if he would make the fair or not. He was mean, rotten, and nasty. As a mom,I hate to see my kids struggle and even try to take away their struggles, but I couldn’t do much about Bob.

Bob was big, scary, and bright orange. He had nothing but fire in his heart and no motivation to do anything good. After months of trying we finally broke down and bought a donkey to help teach Bob to lead (more about donkey to come—he’s currently our best bad animal decision.) This was the first step to getting Bob to the fair. That first step led to more baby steps for Holly and Bob. They made it to the fair, but not without many struggles, close calls, and stress. I am so proud of how Holly worked through the struggle. She has learned and grown. She knows how to handle a 1200 lb steer in the show ring even though she was afraid of him. She was brave and tough! The smile on her face when she finally got him through the show was worth more than I can say. Holly’s struggle with Bob won’t be her last struggle in life, but I hope it shows her what she can handle. I couldn’t take away her struggle with Bob, but I could encourage her and help her learn what she is made of. Thankfully Bob is a cheeseburger now and Holly is looking forward to a steer that is nice.

Hidden Costs of Divorce–How Fair is 50/50? I have reflected on the differences between equal and equitable. The longer I am involved in family law, the more I realize how inequitable “equal” can be. The default in a divorce case is to divide things 50/50, with each spouse receiving half of the assets. On its face, it seems like it should be fair. However, there are so many other “things” at play in a family that cannot be divided, and that is where significant inequities reside. For instance, take a marriage that dissolves after 30+ years. In many of the cases that I see, the husband has been the primary income for the home. He has spent significant time in a career and has gained valuable experience in that field which has enabled him to continually improve in his ability to provide. The wife has likewise dedicated herself to taking care of the children, providing a good home for the family, and building important relationships for and with the family. The law starts with the premise that equal division is also equitable. While that may seem good on paper, it doesn’t take into account all of the intangibles that cannot be divided. Take for instance the husband’s work experience. Often that has been years of growth, positions with increasing levels of responsibility, and corresponding changes in compensation. After 30 years, the husband has significant contacts, a reputation, and skills that can be marketed in many different ways. His income is going to be difficult to replicate; it would take a similar length of time for someone to match those factors. When the wife has been home, focusing on responsibilities there, how does that workplace experience get divided? She is going to be starting out in the lower levels of any career. She probably does not have the time to work

and gain 30 years of experience before the end of her life. She certainly doesn’t want to work into her 80’s. Some of this inequity is balanced through an award of alimony, but even that is not totally fair. The courts focus on what the wife’s needs are; in so many cases I see opposing counsel going through a list of expenses, arguing that the wife doesn’t need so much money for miscellaneous things such as nails or hair styling, no money for gifts or donations (“those are luxury items”). The alimony issue is limited by the wife’s needs, which all too often means the wife has enough support to just get by, but not to thrive as she hopefully did during the marriage. As attorneys representing women in these alimony situations, we need to do a better job of painting the full picture of what the household lifestyle was like during the marriage in order to justify a more equitable alimony award. We should be taking into account what sort of travel was being done annually, and how much money was spent on that. We need to be looking at how much was being saved in retirement and for other purposes and be certain that our clients get similar treatment after the divorce. We need to build in expenses that will increase since wives will need to replace some of the household repair and maintenance work that their husbands previously did. We need to be more aware of what life will be like for a newly single woman in order to better address these issues of equity. Kimball Gibson If there was ever a conversation to be had about outstanding youth in our community, Kimball Gibson is an iconic example. This 17-year-old Fremont High Junior has been a part of the FFA since the summer before his freshman year and has stuck with it through his junior year, earning his Greenhand along the way. Ultimately, he wants to use what he’s learned in the FFA to go into animal sciences or natural resources. He intends to skip this year for plans with his Supervised Agricultural Experience to push that goal forward. While maintaining a good GPA, with all the work he puts in with his extracurriculars, showing livestock, and helping others where he can.
Kimball also started his own landscaping company last year. It was no surprise, when asked what would stick with him for life, he responded, “the work ethic and discipline.” An outdoors enthusiast throughand-through, Kimball loves being outside in his free time. He enjoys hunting, mainly ducks and pheasants, but he admits you can mostly find him doing farmwork. He loves science and math, confiding that he really enjoys seeing how things work. He’s an extraordinary young man with endless potential and we can’t wait to see where he goes!

Jayni Lyn Tubbs Jayni Lyn Tubbs is a Fremont High student who knows the value of hard work and the payouts that come with it. When asked what she was looking to take from her time with the Future Farmers of America, she spoke about the work ethic they help instill and what leadership means, “FFA and 4H taught me that if you want something, then you have to work every second of the day for it.” Jayni joined the FFA her freshman year, has also served as the 4H goat ambassador, and has both shown and competed in the state FFA livestock judging. Aside from being a presenter and ambassador she’s also been part of the set-up and
teardown of said events, so she knows just how much effort and time goes into making them a reality. Jayni appreciates how well the FFA program connects people. Connection is as important to her as her studies and events, and one of her biggest goals is finding new ways to bring people together. When she’s not tied up showing livestock or venturing out on the Rocky Mountain Show Circuit, she usually spends her time with family and friends. She’s got a bright future ahead of her and we’re wishing her the best!

Veterans Strengthening America TURNING BACK THE CLOCK

eading east on 24th St. in West Ogden, just around the bend is a small blue building, where the American Legion Post 9 members gather. The Baker-Merrill post has been around for over 100 years, serving Ogden and the greater Weber County area. With 480 members, they are the largest Legion in the State of Utah. The American Legion was chartered by Congress in 1919 as a patriotic veteran’s organization. Over the last 100 years its member base has grown to over 2 million, all serving with the Legion as dedicated volunteers providing services to veterans, their families, and the communities they are based in. In 1925, they created the American Legion Baseball Program, where more than 505 Major League Baseball players are graduates of the program. They are the creators of Boys State and Boy’s Nation, which has expanded to Girls State: a yearly convention where teenagers engage in activities to educate them on the structure and operation of the federal government. In 1945, it was a former American Legion Commander that drafted what would become the G.I Bill on the back of a napkin.

American Legion Baker-Merrill Post 9
American Legion Baker-Merrill Post 9 began in 1919. The first meetings were in the Continental Bakery. The group jumped around, meeting in multiple buildings downtown, landing in the little blue building in West Ogden in 2009. One of the buildings they were in was located across from St. Joseph’s Church. The American Legion Chateau on 24th Street had the Doughboy Statue on the outside of the building on display. Post 9 has provided support for historical restoration projects. They partnered with the Weber County Heritage Foundation and the Daughters of the American Revolution to restore the Doughboy Statue and place it in the Ogden City Cemetery. They also were a part of the original restoration and move of the Merci Car from Salt Lake City to Ogden’s Union Station. Service and support are what the BakerMerrill Post 9 is all about. For over the last 100 years, they have served veterans and their families across the county. I was able to sit down with Terry Schow, Service Officer, Gary Mlynarski, Commander, Bob Yeaman, Adjutant, and members Barbara Beck (also a veteran), Sarah Garcia, to discuss what the Post is

about, and how it serves the community. “We are a family,” said Terry Schow. “Post 9 offers help to veterans and their family members with benefits, mental health resources, navigating their G.I. Bill or VA Home loan.” They are also about remembrance. Every spring the Ladies Auxiliary sell poppy pins to remember and honor those that fought and died during wars. Post 9 members and its extensions, the Sons of the American Legion, the American Legion Auxiliary, and the Legion Riders believe that by providing support to veterans and their families, even if it is just to listen to their experiences, it strengthens the veteran and therefore strengthens the community. Volunteer opportunities to fundraise for community projects, like the Merci Car and the Doughboy, and supporting the youth through the Boys and Girls State program here in Utah, allows the veteran to continue to “serve” after active duty.

Caramel Apples by Melissa Spelts
I have fond memories of Thanksgivings with the Spelts side of the family and the smell of yummy food coming from the kitchen. We are very blessed with good cooks in our family. Our cute niece had the brilliant idea to make caramel apples and sell them. Seriously, such a smart idea. First of all, who can resist that cute face? Second of all, the cousin “peer pressure” is real. If one person buys one, everyone else will want one! They turned out great! This recipe is simple and super fun for the whole family to make. 10 Granny Smith Apples (the green ones) 3 Werther’s Original Soft Caramels (10.8 oz bags) 6 Tbsp. heavy whipping cream Sticks (wooden ones are best) Step 1: Wash apples really well, making sure the wax is off the apples. Dry well, remove the stems and add the sticks. Place them on parchment paper ready for the caramel. Step 2: In separate bowls or paper plates put your smashed Oreo cookies, Heath bars, mini M&Ms, Reese’s pieces, melted chocolate and white chocolate, etc. Step 3: In a microwave safe bowl, place your unwrapped caramels and heavy whipping cream. Microwave for 30 second intervals stirring in between. Step 4: Once caramel is ready, dip apples in and spoon caramel all over the apple until it is evenly covered. Hold it over your bowl of caramel until excess caramel comes off. Then roll in your candy bar bits, crushed Oreo, and/or M&M’s. Drizzle chocolate all over the apple. Step 5: Place in fridge and let caramel cool. Step 6: EAT! Yum!

Molasses Sugar Cookies by Chelsea Schulze
1 ½ cups shortening 2 eggs 2 cups sugar ½ cup molasses 4 tsp. soda 4 cup flour 1 tsp. cloves 1 tsp. ginger 2 tsp. cinnamon ½ tsp. salt Melt shortening over low heat. Let cool. Add sugar, molasses, and egg. Beat well. Sift dry ingredients together. Add to 1st mixture. Mix well. Chill. Form into 1-inch balls. Roll in sugar. Place 2 inches apart on greased cookie sheet. Bake at 375 degrees for 8 to 10 minutes. Remove from oven, let cool and enjoy!
