any emergency, fire, medical issue, or threat to person or property. The bravery of committing to such service is not as common in our society today, and we are so blessed with talented individuals of high character in these positions.
Thankful to live in Syracuse, Utah
In the season we think about what we can be thankful for, I want to point out a few of the many things often overlooked. I am not under the illusion that we live without room for improvement. As a city government, we have a mission of continuous improvement. We plan and work to serve the needs of the city and secure a better future. Today let me note everyday blessings that are not part of every city in Davis County, in Utah, and particularly not available everywhere in the world. Peace – Total tranquility may not exist in every home at every moment, but we don’t face violent invasions from foreign armies such as those in Israel, Ukraine, and other hostile locations which are enduring every day. We have the daily reminder when jets fly over our city from Hill AFB that we live in a welldefended country. Sanitation – Citizens of our city rarely have a second thought that storm drains will carry away excess water, and when you flush, ‘it’ leaves your home. If you have lived through a natural disaster where these systems were overwhelmed,

In many parts of the world, these systems don’t exist. In Syracuse, amazing men and women in our public works department serve so you don’t have these worries. Protection – Should anything threaten your person or property we have well-trained first responders on call to protect us. In addition to many other services, we can rely on those who would rush to our aid in
Prosperity – We are not immune to the struggles of inflation, or the challenge of shortages in the supply chain; however, even the least among those in our city do not suffer the struggles present every day in other parts of the world. As a city, we average above the median incomes, employment, and in-home values. While we do have homelessness and unemployment here, it is not commonplace to see those without shelter or clothing. We are truly blessed those problems are limited enough we can support others in need and not live surrounded by a greater need than we can give aid for. There are many reasons to be thankful in Syracuse. We are surrounded by many blessings we don’t often recognize. I invite you to take a moment this season to consider these and many other forgotten blessings that allow us to face other challenges rather than very basic challenges here in Syracuse, Utah. City of Syracuse Our City Council at Work The City Council held its regular business meeting on October 10, 2023. Here are some of the significant actions taken at the meeting:
ο Victim Advocate Celeste Hopkin for receiving the Salt Lake City Police Department Chief’s Special Recognition Award for the Victim Advocate Team 2019. ο The American Founders and Constitution Month Essay Contest winners were announced.
ο Approved the annual Interlocal Cooperation Agreement with Davis County for dispatch services. ο Amended City Code Section 3.45 pertaining to the Syracuse Arts Council to require the President and Treasurer of the board, along with 2/3 of the board members, to be Syracuse City residents. Special recognitions included: ο A moment of silence in honor of Assistant Police Chief Heath Rogers. ο The Syracuse Lions Club for ten years of service through the Volunteers in Police Services (VIPS) program.
BE A PART OF MEETINGS The next regularly scheduled City Council meetings are to be held at City Hall on November 14 and 28, at 6 p.m. Residents may attend in person, via Zoom, or watch online via YouTube. What’s the Building Scoop? A monthly update on new builds around Syracuse The Antelope Station development, located at the northwest corner of 3000 W. and Antelope Drive, is zoned for commercial use with the potential to include retail space, restaurants, gas stations, and medical offices.
There is great potential for the Antelope Station development, and we look forward to welcoming Families First and Imbody Health to Syracuse.
The land is currently being developed by Fort Street Partners, and the first phase of the project is a 20,000-square-foot Class A medical building planned to house Families First and Imbody Health once construction is complete in mid-2024. Families First Pediatrics, Dentistry, and Orthodontics services include pediatrics, mental health, orthodontics, and dentistry. Families First uses a team approach to children’s health by offering in-house services like mental health counseling, medication management, x-rays, lactation consultation, and group therapy. Imbody Health specializes in Bio-Identical Hormone Replacement (BHRT) and concierge primary care to create an individualized plan to meet health and wellness goals.
New Development Project Map Information on development projects is now readily available and at your fingertips. The Community and Economic Development Department has created a Google Earth map so all residents can see what is being built in Syracuse City. syracuseconnection.com 5

Each candidate is given the opportunity to submit biographical information to a statewide voter information website (votesearch.utah.gov/votersearch/search/search-by-address/candidatesand-issues) as well as to the Davis County website (daviscountyutah.gov/clerk/election). The General Election will be held on November 21, 2023; all registered voters will be mailed a voteby-mail ballot 21 days prior to Election Day. Ballots can be returned by mail or via a drop box location outside the Syracuse Branch of the Davis County Library. Those wishing to vote in person rather than by mail will have the opportunity to cast their ballot on Election Day; polls will be open from 7:00 a.m. to 8:00 p.m. at the Syracuse Branch of the Davis County Library, 1875 S. 2000 W. In order to vote in person, a registered voter must surrender their mailed ballot. The voter registration deadline for the General Election will be November 10, 2023. Voter registration can be completed via mail, online, or in person in the office of the Davis County Clerk. Voters who miss the registration deadline may vote provisionally in person on Election Day. Visit the Davis County website (daviscountyutah.gov/clerk/election), or call or visit the City offices for a copy of the registration form. You must have been a resident of Syracuse City for at least 30 days to be able to participate in the election. Public Works Update WINTER PARKING REMINDER Beginning November 15th, overnight parking is prohibited on the street between midnight and 6:00 a.m. This will remain in effect until March 15th. Parking on the street is also prohibited during the daytime when it is snowing. Parking violations will be enforced with fines whether it is snowing or not (see City Code 11-20-050). Please ensure that your vehicles have a place to park off the street without blocking sidewalks.
UTILITY LIDS Please be sure that your landscape does not cover or bury your utility lids. Trim the overgrowth of lawn and vegetation to prevent them from covering the lid. This will allow the city to provide better service to you. It also allows a rapid response in an emergency when a valve may need to be turned off to protect your home and property.
STORING AND DISPOSING OF MATERIALS Properly storing and disposing of cleaners, pesticides, fuel, oil, fertilizer, paint, and salt greatly reduces the potential for environmental contamination. Now is the time to properly label, cover-up, contain, secure, and properly store potential pollutants to prevent them from going into a storm drain. All containers should be closed when not in use and stored off the ground and under cover to be protected from the outside elements. Household hazardous waste and electronic waste can be disposed of at the Wasatch Integrated Waste facility. Let’s protect our environment.
CLEAN GUTTERS Please keep your gutters and storm inlet grates clear from leaves, grit, and debris. When there’s good drainage into the storm drains, it prevents flooding and keeps our downstream habitat healthy. As leaves continue to fall, please look out for neighbors who may need assistance with raking, sweeping, and preventing leaves from going into our storm drains. Thank you for making our community look great!
Employee Spotlight Kathryn Lukes If you’ve called Public Works, there is a good chance you have been assisted by our administrative professional Kathryn Lukes. Over her eighteen-year tenure, starting as a utility billing clerk and moving to Public Works, her friendly demeanor and focus on providing quality customer-oriented service have bolstered the services provided to Syracuse City residents. Kathryn’s knowledge extends into all facets of the administrative duties in the Public Works department, including processing curb cut and excavation permits, street light management, easement release requests, fleet management, annual reporting, and helping develop programs for water conservation efforts. She is skilled at breaking down tasks to create processes, which supports providing responsive uniform services. One thing that makes her day is to receive phone calls and emails sharing what a great job the Public Works employees are doing because she witnesses firsthand the hard work and diligence that generally goes unnoticed. A favorite part of her job is working with so many amazing people who make her feel valued and appreciated. She enjoys spending time with family, especially her children and grandchildren and looks forward to visiting those living out of state more often after retirement. Her hobbies include tatting, crocheting, and a newfound interest in card making.

Holiday Safety Tips to Consider BY SCOTT BOHN - Disaster Preparedness Committee
Electrical circuit safety – The National Electrical Code® (NEC®) requires that each residential kitchen have at least two 20-amp 120-volt circuits. Typical roaster ovens 10-12 amps, hot plates 8-12 amps, Crockpots 2-6 amps, so split the appliances up accordingly.
Your tree is a fire risk, even if it's fake – Keep trees at least three feet away from all heat sources (like fireplaces, radiators, and heat vents). If you have a real tree, remember to keep it watered. Choose a sturdy stand that can hold one quart of water per inch of trunk diameter.
Extension cord and multi-outlet splitter safety – Extension cords and multi-outlet splitters are electrical hazards. They also provide tripping hazards and can hang from counters where a child may be able to grab them. They are easier to overload than electrical circuit wiring and do not offer overcurrent. A standard 13-amp light-duty cord plugged into a 20-amp circuit could be overloaded without the circuit ever tripping.
Candles are pretty, but they're still open flames – Keep lit candles at least 12 inches away from surrounding objects. Trim wicks to a quarter inch before lighting. Only let candles burn for one hour for every inch of diameter.
Ground-fault circuit-interrupter (GFCI) – GFCI protection should always be utilized for appliances placed on kitchen countertops. Not having the necessary GFCI protection is another reason to not use extension cords.
Remember to secure the house – Lock up, tell neighbors you trust that you're going away, and have them keep an eye out. Stop your mail and put lights, both inside and outside, on timers so they go on and off at random times.
Don't overdo it on the lights – Never connect more than three strands of lights together. Check for UL symbols and wire color: Green for indoor use and red for indoors and outdoors. Check the wires for signs of fraying or cracking. Unplug all indoor lights when you leave. syracuseconnection.com 7

The Syracuse Spoon Relatively new to Syracuse is Ramen Garden. This was a real treat. The interior is better than expected for a small establishment and quite nice. The staff was very friendly and very welcoming. The smells of food had me anxious to order.
We decided to try a few dishes and appetizers just to get a sampling of this new taste in the city. I tried the lamb skewers which were just a touch of hot pepper tangy and good. We also tried the fried wontons which were enjoyable. When they walked out with the deep bowl of noodles the presentation was amazing. Perfectly aligned, every ingredient could be seen, which was very appealing, and I couldn’t wait to give it a taste. At a place like Ramen Garden, I had to try one of the ramen bowls. I went with the seafood ramen, which was layered just perfectly with shredded cucumber and sprouts on one side with spears of crab alongside shrimp on the other. Two perfect halves of spiced egg offset the generous broccoli blossoms. The gracious portion of the bowl served to highlight a

presentation that was picture-worthy. It almost seemed a shame to interrupt the presentation to start eating. My ramen bowl was prepared just right. Not too firm, and not soggy. Crisp veggies and tender proteins full of flavor really hit the perfect note. The flavors of each ingredient were full and yet complimentary of each other. The crab spears were perfect and melted in my mouth. The cucumber and sprouts mixed elegantly with the noodles. Lots of goodness in one bowl. I would order another ramen bowl and they have many to choose from. My dining partner had a traditional rice bowl. The menu has something for everyone. Sushi burritos, yakisoba noodles, udon, and even boba milk tea. Lots of options if you like Japanese ramen-style dining. Hope to see you at Ramen Garden, Syracuse. – The Syracuse Spoon

Ten Years of Service A Collaborative Force
Syracuse Police Department and the Syracuse Lions Club partnered to form the Volunteers in Police Services (VIPS) program in 2013. This program has raised money for charitable events, supported Lions Club causes, and performed services for the public. VIPS Lions Club members also volunteer over 200 hours of service annually offering public fingerprinting services at the Syracuse Police Department. Green Waste Recycling
Green waste recycling is a voluntary program for curbside collection of green yard waste. The charge for green waste is $7.43 monthly and can be added to your utility bill by calling the utilities department at 801-825-1477, option 2. Our green waste season began on April 1, 2023, and continues through November 30, 2023. Green waste is collected on the same day as your regular garbage day by a truck designated for green waste.
Passport Applications Passport application processing services are offered at City Hall from 9 a.m. – 4 p.m. by appointment only. Please call 801-825-1477 to schedule. All required forms, photos, and payments must be completed prior to 4 p.m. to be accepted on the same day. Applications can be found at travel.state.gov. A tasty twist on

Instead of the usual assortment of pies, this November we’re sharing two non-traditional Thanksgiving desserts that have brought joy and lasting memories to the Spelts family.
Caramel Apples by Melissa Spelts
I have fond memories of Thanksgivings with the Spelts side of the family and the smell of yummy food coming from the kitchen. We are very blessed with good cooks in our family. Our cute niece had the brilliant idea to make caramel apples and sell them. Seriously, such a smart idea. First of all, who can resist that cute face? Second of all, the cousin “peer pressure” is real. If one person buys one, everyone else will want one! They turned out great! This recipe is simple and super fun for the whole family to make. 10 Granny Smith Apples (the green ones) 3 Werther’s Original Soft Caramels (10.8 oz bags) 6 Tbsp. heavy whipping cream Sticks (wooden ones are best) Step 1: Wash apples really well, making sure the wax is off the apples. Dry well, remove the stems and add the sticks. Place them on parchment paper ready for the caramel. Step 2: In separate bowls or paper plates put your smashed Oreo cookies, Heath bars, mini M&Ms, Reese’s pieces, melted chocolate and white chocolate, etc. Step 3: In a microwave safe bowl, place your unwrapped caramels and heavy whipping cream. Microwave for 30 second intervals stirring in between. Step 4: Once caramel is ready, dip apples in and spoon caramel all over the apple until it is evenly covered. Hold it over your bowl of caramel until excess caramel comes off. Then roll in your candy bar bits, crushed Oreo, and/or M&M’s. Drizzle chocolate all over the apple. Step 5: Place in fridge and let caramel cool. Step 6: EAT! Yum!

Molasses Sugar Cookies by Chelsea Schulze
1 ½ cups shortening 2 eggs 2 cups sugar ½ cup molasses 4 tsp. soda 4 cup flour 1 tsp. cloves 1 tsp. ginger 2 tsp. cinnamon ½ tsp. salt Melt shortening over low heat. Let cool. Add sugar, molasses, and egg. Beat well. Sift dry ingredients together. Add to 1st mixture. Mix well. Chill. Form into 1-inch balls. Roll in sugar. Place 2 inches apart on greased cookie sheet. Bake at 375 degrees for 8 to 10 minutes. Remove from oven, let cool and enjoy!
