Mayors Message

2023. Great training and dedication have brought significant reductions in crime despite responding to more incidents in total. Theft in the city is down 30%, and assault went down 10%. Citations were up by 15%. Hopefully, new roads and less construction will provide better, safer choices in 2024. Chief Atkin was elected to serve as vice president of the Utah chapter of the FBI National Academy Associates.

Syracuse Gets Better in 2024 As a city, our goal is continuous improvement. One thing we can’t control is that things are going to change; what we can influence is how they change. We put our collective efforts towards the results of change being better. As we review our 2023, we are excited to see Syracuse 2024. The most significant change to our city is happening at the beginning of 2024. We will have a freeway that will save people time going to and coming from the south. January 6th is scheduled to celebrate the opening of the new West Davis Highway—work will continue for some time, but the road will be open. The biggest opportunity in decades is the opening of the highway. We have lots of interest in the city, and improving our tax base with new businesses will help share the tax burden for years to come. We have announced Costco is moving forward with their plan to locate here, right off the freeway. With Costco will come more businesses. Again, in 2023, we had over 30 businesses apply for new business licenses and open their doors to serve food, or to offer professional services and experiences of many kinds. We plan for business interest to accelerate with the freeway opening. More interest means more choices. Watch for many more exciting announcements in 2024 and try to support local businesses whenever possible. Commercial, retail, and business interests are on the rise, and residential interests have slowed in 2023. We issued less than half the number of single-family residential permits than the year before. Multi-family housing in 2023 has been almost entirely a continuation of ongoing projects. Interest rates, inflation, and a challenging economy are likely reasons home building is down overall. Still, Syracuse continues to grow, building on the long backlog of approved projects in the

We are not growing less; we already have many ongoing projects into 2024. In 2023 we were blessed with a great water year after years of drought. Keep in mind that at this time last year, we had not even begun to see the bounty of the winter. To take full advantage of this in the future, we have been constructing a new detention pond northwest of the 6-way roundabout. This critical piece of infrastructure will come online in 2024. Hopefully, we see more years with plenty of water in the mountains and we are prepared to utilize it.

Significant park improvements were seen at Monterey, Chloe Sunshine, and Founders Parks this year. A major renovation of Stoker Park has been ongoing to include new tennis courts, new sand volleyball courts with lights, and new restrooms. The shoreline at Jensen Park has been renovated, and a new dock has been installed. We hope citizens enjoy and take care of our public open spaces. We plan to increase park space with the first phase of a regional park, paid for without a bond for future debt. You may have noticed the new mural completed on the side of the Syracuse Regional Museum in 2023. We also hired a new museum curator in 2023, and the museum has increased its hours of operation, including four hours on Saturday. We have youth opportunities to get involved with the museum as well.

We saw record attendance at our Public Safety Jamboree held at the fire station and Fremont Park. Teaching safety is essential. Our fire department saw over 1000 callouts for emergency medical services again this year, still making up 2/3 of our calls. A full year of paramedics in the city and a new emergency room hospital being built will help ensure our citizens have quick access to medical attention should they need it. We saw many of our firefighters continue to be recognized with advanced training completion from the State of Utah. Such a well-trained team should provide some confidence.

Syracuse is getting noticed for all the right reasons. Businesses want to locate here. People want to live here, raise families, and be part of the community. We have an exceptionally high participation in charitable events and public service. The spirit of our citizens is becoming a great asset. The future is what we choose to make of it. In 2024, help us build the best Syracuse we can become. I hope each of you will choose to contribute, whether it is service, support, or just an optimistic attitude. We can’t stop change. The change we choose can be another improvement in our already great city!

City of Syracuse Our City Council at Work The City Council met on December 6th & 12th, 2023. Here are some of the significant actions taken at the meetings: ♦ Certified the results of the General Election. Paul Watson, Brett Cragun, and Julie Robertson were elected to serve a four-year term on the City Council starting January 2024. ♦ Adopted a resolution requesting the recertification of the Syracuse City Justice Court. ♦ Appointed Colin Winchester as the City Attorney. ♦ Approved the acquisition of real property located at 1939 W. 2700 S. for a street intersection improvement project. The purchase funds come from Transportation Impact Fees. ♦ Awarded Wasatch Sand and Gravel the contract for the 2000 W. Storm Drain Project, which includes piping the existing open ditch and installing curb, gutter, and asphalt. ♦ Adopted updates to the Transportation Master Plan with the accompanying amendments to the Transportation Impact Fee Analysis and Impact Fee Facilities Plan. ♦ Amended the Storm Drain Master Plan with the accompanying Storm DrainImpact Fee Facility Plan and Storm Drain, Impact Fee Analysis.

♦ The Consolidated Fee Schedule was amended with adjustments to the Storm Water and Transportation Impact Fees. ♦ Engineering Standards and Construction Specifications were updated to comply with recent legislation and to clarify street sign materials compatibility. ♦ Amended the General Plan Map for property located approximately 3000 W. between 1700 S. and 2700 S. from medium density to high density (R-3, PRD, Neighborhood Services, Mixed Use, G.C., or P.O.). ♦ Rezoned approximately 5 acres at 1188 W 250 S. from Industrial to Business Park and 10.613 acres from R-1 to R-2 with a development agreement at 2400 S. 2800 W. ♦ Amended Section 10.30.070 of the Syracuse City Municipal Code requiring trees to now be trimmed with a 13.5’ clearance above the street's surface. ♦ Approved a contract with Weber Basin Water Conservancy for 45 acrefeet of untreated secondary water.

Employee Spotlight Colt Cottrell, Firefighter/AEMT Engineer As a Syracuse resident, Colt Cottrell truly enjoys serving in the community he calls home. Having worked in the Fire Department for the last 16 years and responding to thousands of calls, he is grateful to be able to help in all situations, from assisting with minor falls to large structure fires. The crew Colt works with is akin to a second family for him. His favorite part of the job is collaborating with his crew and seeing them apply the specialized training they undergo to make a meaningful impact in people's lives. As

an engineer, Colt Cottrell drives the fire apparatus (fire truck) and is responsible for monitoring the hose lines and pressure. He is also in charge of maintaining the reporting software, the apparatus checks and maintenance software, and completing the upkeep and checks on the fire apparatus so it is always at the ready. Colt Cottrell has also taught apparatus driver operator training certification classes, filling a need locally for those requiring driver certifications. Colt Cottrell has earned over 25 certifications, has an associate degree in fire science from Utah Valley University, has been pursuing a bachelor's degree, and has been repeatedly recognized as the Syracuse City Firefighter of the Year during his career. Colt Cottrell served in the Air Force Reserve as a firefighter for over eight years, with deployments to Kuwait and Jordan. He was awarded the Air and Space Achievement Medal for outstanding achievements during enlistment. In his free time, Colt stays busy woodworking and creating apparel, but most of all, he enjoys spending time outdoors in southern Utah canyoneering, hiking, and camping with his pit bull puppy, Kelly.

What’s the Building Scoop? A monthly update on new builds around Syracuse

Syracuse Arts Academy Junior High Addition A new addition is taking shape at the Syracuse Arts Academy Junior High located at 2893 W 1700 S. On the south side of the building, the addition is being constructed to advance opportunities for students learning through the arts at the tuition-free public charter school serving grades K-9. The 6,193-square-foot extension includes a band room with instrument storage, a versatile choir and multipurpose room with a new electric grand piano, three music practice rooms, two dressing rooms for theater productions, and ample theater storage areas. This endeavor will free up and maximize classroom use in the main building and provide a dedicated hub for students to explore and nurture their musical talents. Construction is slated for completion in early February 2024. Information regarding the Syracuse Arts Academy project and educational program is available at www.SAACharter.org.

Don’t Worry…Be Happy By Patrick Carroll Boy isn’t life looking a little shaky! The economy used to be booming, and inflation seemed to be in check. All those dark clouds on the horizon seem much closer and ominous. I used to not worry about how much fuel I had in my gas tank. Now, I fill up whenever I get near the half mark. I remember the long lines in the 70s when fuel was scarce. Like the toilet paper scare, I would not be shocked if there was ever a disruption in the food supply. How long would it take to unwind such an event? Weeks, months, or longer. Short-term (ready-to-eat) and long-term (30+ years) food storage helps me sleep better at night. Once, the power went out just as I was about to make dinner. Luckily, it came back on quickly, so I didn't have to scrounge for alternative ways to cook a basic meal. Having a solar cooker and rocket stove helps calm the nerves whether the sun is shining or not.

Remember when water became compromised in our area? Many found themselves looking for clean water. It was a good thing it was only localized. I didn't have to drive around trying to find some. So why do I prepare? I’ve never run out of gas or even missed a meal. Technology seems to have fixed many of my problems. War and famine seem far away in other countries, but could it ever happen here? It is a good idea to be prepared, if for no other reason than I can sleep better knowing that I can be of service to others rather than needing help myself in an emergency.

Public Works Update Christmas Tree Pick Up

Robinson Waste will pick up Christmas Trees Monday, January 8, 2024. Live trees must be placed in the park strip by the curb and on top of the snow by 6 a.m. Any trees buried under the snow will not be picked up. • If trees are taller than 8 feet, they must be cut in half. • No tree stands are to be left on the tree. • No lights, ornaments, or tinsel. • No flocked trees.

As we prepare for snow, please be cautious, slow down, and help others as you commute this winter. Please remember to clear sidewalks and ramps around your property to make it safe for pedestrians. Helping a neighbor in need of snow removal is how you continue to make this community a great place.

No Snow Pushed into the Road

It shall be unlawful to deposit snow in the street if that snow was removed from a driveway or sidewalk. Snow that is removed from the street may be placed in the gutter without violating this section. A violation of this subsection is an infraction. (Ord. 4-05-160C)

Keep Fire Hydrants Clear of Snow Ensure rapid access to water by keeping a threefoot perimeter clear of snow around fire hydrants. This will help the fire department quickly find and connect to the hydrant in an emergency.

We appreciate our citizens helping us to be aware of repairs and maintenance that need to be done throughout the city. The city website has been a great tool for providing us with notifications. The “Fix-it Request” link can be found in the tab “I Want To…”

Jack Hansen

Madilyn Wessel is a junior at Clearfield High School. She truly enjoys her medical anatomy class because, “Dr. Everhart is an amazing teacher, and I learn a lot!” She is an outstanding student whose schedule is full of AP, CE, and IB classes.

Jack Hansen is a sophomore at Clearfield High School—an excellent student who challenges himself academically with a variety of Honors classes. His favorite class is Athletic Conditioning because he is with his friends.

Beyond academics, Madilyn plays on the tennis team and in the orchestra, activities she loves participating in because they are challenging and allow her to improve herself.

Jack might only be a sophomore, but he already knows that the best part of being a Falcon is the spirit at Clearfield High. Jack is on the swim team and loves “being able to compete in the meets.”
