FAMILY VALUES La Petite Colombe brings the culinary and service excellence of its sister restaurant La Colombe, a Cape Town institution, to Franschhoek. Presided over by chef John Norris-Rogers, who spent four-and-ahalf years at La Colombe, and under the guidance of chef proprietors Scott Kirton and James Gaag, the new restaurant replaces The Tasting Room at Le Quartier Français and extends the family into the Cape Winelands. It serves an elegant 12-course tasting menu (or an eight-course reduced menu) that celebrates texture, colour, scent and ceremony through dishes such as Champagne-poached oysters with sago and apple, and a Meet the Chefs course: ramen served at the pass while you chat to the team. STRAIGHT FROM ITALY Villa 47 Emporio Italiano is home to three Italian eateries: Locanda, an informal bistro on the ground floor; Seta, a cool cocktail lounge on the first floor, and on the second floor you’ll find Pierino Penati, a new fine-dining restaurant of thirdgeneration Michelin-star chef Theo Penati. Pierino Penati offers special dining experiences, such as exclusive chef’s tables. Diners can also look forward to a carefully curated wine list which offers some of the best and rarest South African wines, as well as wines from iconic Italian producers like vintage Sassicais and Gaja Barberescos. Three dishes on the menu that come highly recommended are “Perfect egg with asparagus, liquid Parmesan and crostini” for an appetizer, “Risotto Milanese” as a first course, followed by “Sea bass baked on a herb-aromatised brick of salt served with vegetables”. This may unfortunately leave you no space for dessert, but will definitely have you coming back for more. The “Hazelnut spread and passion fruit” sounds divine. raditionalists may scoff at the striking design of the new Land Rover Discovery, but they can rest assured that, under that swoopy skin, it’s business as usual. The Discovery 5 may look like its more glamorous Range Rover siblings and a cross-country mile removed from its utilitarian roots, but as soon as tar makes way for rocky terrain, the new SUV bounds along contentedly. The fifth generation rides on an advanced new aluminium platform that aids it in taxing the scale up to 480 kg less than its portly predecessor, and that pays dividends on-road. Feeling less like a ship on rough seas when navigating corners, the new model handles like a car, is as refined as a luxury sedan, and rides exquisitely despite the addition on upper-tier models of ribbon-thin tyres and oversized wheels. I’m sampling the 3.0 Td6 HSE Luxury, which might just be the pick of the range. Under the clamshell-shaped bonnet spins Jaguar Land Rover’s popular 3.0-litre turbodiesel engine. Endowed with a healthy spread of torque – the stuff that helps the Discovery to be unstoppable off-road – the V6 engine is a peach. Its delivery is creamy smooth, it shrugs off the large SUV’s still-considerable bulk with aplomb, and its drinking habits are adequately conservative to allow large distances between fill-ups. Tug one of the sturdy handles, pull open a hefty door and you’re greeted by a cabin that owes much to its ancestors in terms of layout and look. There’s that same commanding driving position (a Discovery, despite its size, is surprisingly easy to place on the road thanks to visible extremities); oodles of space for a family and its paraphernalia (although it’s disappointing that a third row of seats has been relegated to the options list at a pricey R21 800 a pop); and the latest infotainment technology, accessed through a large intuitive touchscreen. The plastics feel suitably sturdy yet appropriate to the R1.3 million sticker price and, as mentioned, the cockpit is a hushed space in which to while away a few hours. Back to that price: At R1 314 000, the Discovery Td6 HSE Luxury plays in a sphere occupied by the swanky Mercedes-Benz GLS and the brand’s own, more prestigious Range Rover Sport. As lovely as the new vehicle is, in such lofty company the Discovery has to rely on more than just a design overhaul to attract well-heeled weekend adventurers. My suggestion? Opt for one of the entry-level versions. They possess the newfound refinement and comfort, but in a simpler specification that’s a charming throwback to previous Discoverys.

A

tranquil, envy-inducing holiday home, Osa Major is situated almost in the middle of the island of Mallorca. So it’s a little surprising to hear that when homeowners Brenda Ooteman and her partner first discovered the island, they did so as sailors. Hailing from the Netherlands, the couple had a boat on which they regularly holidayed with their children, and they often docked at Palma de Mallorca. Soon, the family began exploring the island’s natural beauty beyond the spectacular coastline, venturing further and further inland. And about 2 years ago they identified the area where they would like to buy or build a holiday home. It was the place that attracted them, says Brenda. “We weren’t looking for a fancy house, but for a beautiful place in nature.” She describes it as “hilly, with almond trees and vineyards growing among little old dreamy villages”. About 10 years ago they found and bought a place located down a sandy track. The structure consisted of only walls and a staircase – the build had been halted for several years when an archaeological site was discovered during construction. The ceramics and other artefacts that were unearthed and catalogued – some of which are 3 000 years old – are now on display at a nearby museum. Because of the time taken for the archaeological dig, the required state permit to build on the site had expired, and it took three years to get a new one. During this time Brenda and her partner regularly visited the site. “It was good,” she says of a period of time that would have frustrated most people no end. “We learnt so much about the site – where the winds come from, how the sun changes with the seasons. We’d go there with a picnic and there would be sheep wandering around the place. At one time there was an owl living in one of the rooms.” Once the re uisite building permit had been obtained and a certified Spanish architect located who could draw up the house plans, Brenda set to work. By this time she knew exactly what she wanted, and what could be done away with. The existing skeleton of the house, she says, was too old-fashioned in terms of how the interior was laid out. “We wanted it to be spacious. For us, accustomed to the small living spaces typical of the Netherlands, space is luxury. I also wanted every bedroom to have its own bathroom.” The result is that the exterior of the house has a gloriously traditional look, whereas the interior is contemporary in style, with an emphasis on natural materials. The interior walls, for e ample, are finished using a traditional Moroccan lime-based plaster called tadelakt. This basic white lime plaster, which comes from the High Atlas Mountains in Morocco, can be coloured with pigments. The subtle colour in Osa Major pale green, sandy beige and off-white tints, individually chosen for different rooms, have been added to the plaster is built up layer by layer, and then to finish it, the plaster is polished by hand using stones – a key part of the process, as the word “tadelakt” means “to rub in” or to massage . This gives it a hand-made, individual and slightly imperfect finish. The final step is a treatment with a natural soap solution olive oil or black soap that makes it water-resistant.

“For me, the best way to decorate a space,” says Brenda, “is to keep the base’ of the interior clean and simple, with beautiful floors and finishes. This means that if someone comes into the space and there’s absolutely nothing there, it will still look lovely. And then you can add or if you like, accessorise with te tiles, colour, whatever. The result is an interior that is very much a naturally inflected, loose and effortless one, and one that avoids ever seeming overtly or self-consciously styled. The central architectural feature of the house is a sculptural staircase, built to replace a staircase that took up too much space for Brenda’s liking. There’s a basement level that contains a casual living-rela ing space with built-in ban uettes, and leads out onto a narrow terrace. One floor up is the e pansive open-plan main living area, encompassing a beautifully e uipped kitchen which leads out onto another large terrace with gorgeous views of the surrounding countryside plus a dining space and another smaller living area. There are also two en-suite bedrooms on this floor. Another flight of the staircase takes one up to the main bedroom floor, which features four en-suite bedrooms, and then a final series of stairs heads up to a bedroom in the eaves. Much of the furniture is hand-made, and most of the te tiles, glassware, ceramics and baskets were bought by Brenda on her travels around the world. Among these are eye-catching hanging lamps that are repurposed Indonesian rice pots, and simple wooden side tables made from recycled Burmese teak. Brenda also enjoys collecting glassware, especially bottles and vessels in old-fashioned shades of green, but her great love is te tiles. Beautiful fabrics are on show everywhere in this home. There’s the e uisite bed linen, for e ample Brenda prefers either Egyptian cotton or pure linen from the high-end Italian store Society Limonta, and only in either pure white or subtle tones of sandy beige. And in the more public areas of the house, wall hangings, throws and gorgeous upholstery fabrics constantly catch the eye. I always buy te tiles, says Brenda. I don’t always know what I will do with them or where I’ll put them. I just buy what I love, which tends to be older, of high uality and richly coloured. And sometimes I’ll wear a piece of fabric first, then put it on a bed. The end result is that the te tiles and other artefacts that Brenda sources from all over the world and uses in her home all somehow go together like a chain that is connected . With her children now grown up and living independently in Amsterdam, Brenda has been spending a lot of her time here at Osa Major, hosting guests and gatherings such as yoga retreats. PRE-EMPTIVE RIGHTS: ‘IN WRITING’ NO LONGER A REQUIREMENT It occurs from time to time that a property owner who has not yet made the decision to sell his land, will grant a pre-emptive right (also known as a “right of first refusal”) to an interested purchaser. Granting this right does not oblige the land owner to sell, but has the effect that should the land owner in future decide to put the property up for sale, the property must first be offered to the holder of the pre-emptive right and on the terms provided for in the agreement which granted the pre-emptive right. It has for long been a rule of our law that preemptive rights relating to the sale of immovable property must be in writing in order to be valid and binding. This was because of the consideration that the pre-emptive rights,

when exercised, will constitute a sale agreement of immovable property and hence compliance with the Alienation of Land Act (‘the ALA’) is necessary. The ALA requires, for an agreement for the sale of land to be valid and binding, that it must be reduced to writing and signed by both parties or their authorised representatives. Recently in Mokone v Tassos Properties CC, the Constitutional Court decided that the granting of a pre-emptive right is not an “alienation” and therefore did not need to comply with the in-writing-and-signed requirements of the ALA.

verbal representations with regard to preemptive rights in respect of immovable property to avoid a scenario, such as in the Mokone matter, where a subsequent transfer of a property to a third party was successfully attacked, 18 months later, because of a verbal agreement granting a pre-emptive right entered into by the land owner and a previous tenant. outh Africa has a rich, diverse coastline, with long white beaches, beautiful estuaries and lagoons, rugged shores, fynbos, forests and more. Owning a place by the sea is a dream for many, but security remains a top priority for homebuyers, so coastal estates have become a sought-after option. According to property analytics company Lightstone, coastal property prices have risen by an average of 6.6% for the period January to July 2017, whereas non-coastal property prices have increased by an average of 4. . Lightstone defines coastal properties as being within 500 m of the coastline. During the second quarter, Lightstone indicates that coastal prices are rising nearly 3% faster than noncoastal prices compared with year-earlier levels. Lightstone has also shown that security estate property values tend to be less volatile and hence a better investment option than freehold during

challenging economic times. There is a shift away from traditional golf estates to developments with a range of activities, retirement villages and eco estates. The semigration trend that has helped to bolster property prices in the Western Cape has contributed to the desirability of property along the coast in this province, with many Gauteng buyers favouring estate living, says Sandra Gordon, research analyst at Pam Golding Properties. Many buyers are looking for developments that combine functionality with quality of lifestyle. They want the peace of mind that living in a secure estate or complex brings, but they also want to be close to nature and the lifestyle attractions that the coast offers. “People want to live near to where they work, play and shop,” Sandra says. “In some areas, this translates into estate living where families can make full use of an array of amenities in a safe environment. Residential estates also offer a sound investment in terms of capital appreciation and potential rental income.”

Three other lifestyle estates on this stretch of the West Coast are the new Langebaan development Shark Bay, Langebaan Country Estate, and Shelley Point, which offers residents a nine-hole golf course and walking trails in a secure estate surrounded by three natural bays. Jakkalsfontein, a 1 700 ha nature reserve with a 4 km beach, is located just off the R27 between zerfontein and rotto Bay, about an hour’s drive from the city. “Property values have risen by about 40% to 60% over the past five years, says Seeff agent ynthia ousins, but have now flattened out due to the economic contraction. Prices in Jakkalsfontein estate range from about R4 million to R 6.5 million for a fabulous top-end house.

CAPE WHALE COAST & ATLANTIC SEABOARD The Whale Coast on the Atlantic Ocean is renowned for excellent land-based whale watching, particularly in Walker Bay between Hermanus and Gansbaai. The Atlantic Seaboard stretches from the V&A Waterfront at the northern foot of Table Mountain along the western side of the Cape Peninsula to Hout Bay.

This stretch of coastline on the Atlantic Ocean runs from Rooiels in the west to Quoin Point in the east. The main towns are Kleinmond, Hermanus, Stanford and Gansbaai, with villages, farms, rivers and coves in-between. Nicola Lloyd, Pam Golding Properties area manager for Hermanus, Elgin and Onrus, says the coastal villages of the Whale Coast provide excellent lifestyle and investment choices for locals and for those seeking to relocate to the Cape but who are stymied by the escalating prices of the Cape Metro and surrounding areas. Estates such as Arabella, Benguela Cove, Fernkloof Golf Estate and a few smaller security estates in the Hermanus and Onrus area are extremely popular. The strongest demand for estate properties along the Whale Coast is at the more affordable level R2 million to R3 million , a price bracket in which stock is scarce. “There are several large developments planned by the private sector in the Hermanus/Onrus area,” Nicola says. At the higher level, Benguela Cove homes are achieving prices of more than R10 million, with large tracts of waterfront and vineyard vacant land listed for between R2.5 million and R4.4 million. The smaller coastal villages of Pringle Bay and Rooiels are within an hour’s drive of Cape Town International Airport. “These villages operate as virtual security estates,” Nicola says; “they have limited entry points that are monitored with cameras and 24-hour armed response. They offer value for money. Top-end coastal properties are available from R6 million upwards, with vacant land starting at R400 000.

ATLANTIC SEABOARD, CAPE PENINSULA The jet set are paying top dollar for high-end properties on the Atlantic Seaboard with a view to making big returns. “There is no doubt that waterfront property attracts the highest demand and capital value growth in the country, says Samuel Seeff, chairman of the Seeff Property roup. We see this clearly reflected in the 40 to 60 premium paid for these top-end properties on the Atlantic Seaboard.” Property prices here have risen by more than 00 over the past 5 years and by 600 over 5 years, according to an NB Property Barometer. Gated waterfront estates such as the V&A Marina have attracted some of the highest property values and prices in the country the past 10 years. “The uniqueness of the Atlantic Seaboard is that there’s ultimately a very limited supply, as it’s positioned between the mountain and the sea, leaving no large tracts of land for expansion,” says David Sedgwick, managing director of Horizon Capital Residential. “This natural limitation to the supply offering is a key factor in ensuring long-term capital growth. Horizon Capital is currently busy with a new development, The Azure in amps Bay, which offers four bespoke residences with the convenience of being in walking distance of the beach.

KWAZULU-NATAL The KZN North Coast and Umhlanga area are popular holiday and investment destinations. They offer magnificent landscapes and a combination of quiet village life with a cosmopolitan buzz. The South Coast is a collection of golden beaches with lagoons, rocky coves and warm Indian Ocean waters.

KWAZULU-NATAL Inland buyers are looking at KwaZulu-Natal for investment and lifestyle opportunities, especially in the burgeoning North Coast region, where many are acquiring luxury and super-luxury properties at the top end of the market. Zimbali Coastal Resort is one such estate. It features a 3.5 km stretch of rugged coastline. A large percentage of buyers are from Gauteng and others are relocating from Durban to the North Coast. “With luxury homes being in the price range of R10 million and upwards, the last three-and-a-half-year period has yielded sales in excess of R2.4 billion in Zimbali, with nearly 64% of these being cash sales,” says Seeff Dolphin oast principal Andreas Wassenaar. “We have a lot of good reasons to stay in South Africa, and one of them is the expanding coastline of KwaZulu-Natal and the development of the Sibaya Precinct and coastal belt between Durban North and Ballito,” says Carol Reynolds, North Durban area principal for Pam Golding. The 1 000 ha Sibaya Coastal Precinct, with its mix of residential, commercial and retail components, has become the most talked-about development on the North Coast. “Clients can invest in apartment blocks, lifestyle estates, upmarket e clusive estates or retirement villages, arol says. We find wonderful security estates in the Sibaya Precinct, new estates in Umhlanga and a number of more established estates in Ballito.” Sibaya has just secured a top private school to meet the ongoing demand as families move into the area. “You can build a golf course almost anywhere, but it’s impossible to re-create living at the coast,” says Blythedale Coastal Estate development director Andrew Thompson. “Walking on the beach with the waves crashing on the shore and looking out over the sea is impossible to fabricate.” Blythedale, which comprises six themed residential estates, “is unique in that inclusionary middle-market housing forms a part of the larger estate,” Andrew says. “With land selling from R650 000 up to R5 million, we have a broad range of price points, which gives us access to diverse market segments.” There will always be a price premium on coastal property,” Andrew says. There’s a limited supply and the unique aspects are virtually impossible to substitute.”

I was born in Nelspruit and grew up on our beautiful family farm in Middelburg, Mpumalanga. WHERE DO YOU LIVE NOW AND WHY? In Nice, France, not far from my restaurant JAN. I am spoilt with the fresh-produce markets and beautiful scenery. I think life has a way of taking you to places without you knowing how things are going to turn out. My journey in France started in Paris and took me to Monaco before I ended up in Nice. It’s a city that reminds me of Cape Town. WHAT DID YOU WANT TO BE WHEN YOU WERE GROWING UP? A priest, pilot or doctor. But I swear too much to be a priest! Becoming a pilot is still on my bucket list, though, and I get to fulfil my surgical urges by dissecting the carcasses of ducks. WHAT ARE YOU TODAY? A chef. But also a content person who is slightly obsessed with beauty and detail. I am incredibly curious and love what I do, to the extent that sleep is sometimes rare. WHO OR WHAT HAS HAD A MAJOR IMPACT ON YOUR LIFE? My family; the food that my culture and country has to offer; and being able to constantly revisit those foods that bring back memories. WHAT IS MOST IMPORTANT TO YOU? To stay true to who I am, to my roots and to what I know. It is so important to hold on to your heritage. In order to do great things, you need to start with what you know. Also, I always do what makes me happy. WHAT IS YOUR IDEA OF HOME? Anywhere I can eat, drink and be with people I love. WHAT HAS BEEN YOUR PROUDEST MOMENT? The night I got the phone call with the news that my restaurant has won a Michelin star. WHERE DO YOU FEEL MOST AT HOME? Definitely in Cape Town.
