MedStar lands in Brewster Air ambulance service expands to a half-dozen bases By Dee Camp The Chronicle BREWSTER – Northwest MedStar’s new base at

Anderson Field north of town is giving residents of Okanogan and Ferry counties quicker access to medical help when they need it most. The Spokane-based air ambulance service opened a facility at the city’s airport in June and is averaging about one transport per day of patients with serious illnesses or

injuries. Most patients go to Confluence Health (former Central Washington Hospital) in Wenatchee, although some are taken to Harborview Medical Center in Seattle or locations in Spokane if their condition warrants it. Why Brewster? “As we do with any base evaluation, Northwest MedStar

looks at historical volumes, sending/receiving organization, transport patterns, weather, access to resources” and so on, spokeswoman Nicole Stewart said. “We also knew that this region was identified in the state’s Air Medical Services Plan as underserved and in need of

MedStar from 1 an air ambulance resource.” “North Central Washington was one of the highest underserved areas” in the state plan, North Central Region Coordinator Shawn Ottley said. He is a registered nurse and head of the Brewster base. Before MedStar offered its base, which is equipped with a 3,600-square-foot hangar and adjacent crew quarters, the closest base was in Moses Lake. Locating a helicopter and crew in Brewster cut response time considerably to the region, which includes northern Chelan and Douglas counties. The non-profit organization invested $575,000 into construction and medical equipment, Stewart said. Annual crew salaries and benefits will top $1 million per year. Brewster’s base joins five others throughout the region in Spokane, Moses Lake, the Tri-Cities, Pullman-Moscow and Missoula, Mont. It also gives more overlap, so helicopters from another base can respond to this area if the Brewster helicopter already is on a call or vice versa. In deciding where to locate the base, MedStar officials were guided by a state goal of having a 30-minute air response to a hospital able to handle most situations, where most traumatic injuries occur and

where patients are. Another factor was the desire to have the base accessible during winter to the greatest number of areas in the mountainous, rural area being served, Ottley said. Brewster, near the confluence of the Okanogan and Columbia rivers and just upstream from where the Methow River joins the Columbia, offers access to a variety of areas without having to travel across mountains, he said. In Omak, for example, the helicopter would have to traverse the Okanogan Range to get to the Methow Valley. “It’s more feasible not to go over mountains,” he said. Most calls are to the local hospital or a point nearby, such as the soccer fields in Tonasket to access North Valley Hospital. But, if the call warrants, the helicopter can respond straight to the scene. “If the EMT (on scene) says we need to go quick, we go right to the scene,” Ottley said. “We aid the local (emergency medical service) to stabilize the patient, then go.” The company’s goal is to be off the ground within 10 minutes of receiving the call for help. A majority of the locations served by the base are within 45 minutes by air – it’s 15 minutes to Conconully, 20 to Winthrop and 25 to Mazama by air from Brewster. The Brewster base serves areas from Republic to Stehekin and from

Mazama to northern Douglas County. Each flight is staffed with a pilot, critical care nurse cross trained as a paramedic and a respiratory therapist also cross trained. “Our focus is on critical care,” Ottley said. Intensive care unit-level care “starts on board.” Northwest MedStar works closely with local ambulance services, fire departments and other first responders, Stewart said. “For people who really need air medical transport services, it’s a valuable asset to have closer,” LifeLine Ambulance Okanogan office supervisor Wayne Walker said. The non-profit organization is evaluating its options for ground service if weather conditions don’t allow flying, Stewart said. It does offer fixed-wing transports during inclement weather. “In other markets we supplement our local helicopter service with a ground transport option and our fixed wing aircraft during inclement weather when the helicopters cannot fly,” she said. “If possible, we partner with a local provider to help provide that ground service.” It also works with local agencies and ensure patients “receive the appropriate level of care and with the best utilization of resources. Following regional and state guidelines, MedStar’s primary focus is air medical transport. We don’t want to compete with the local ground services.”

Family Health Center moves Medical clinic leaves longtime Okanogan location By Brock Hires The Chronicle OMAK – Family Health Center recently opened a new facility at 1003 Koala Drive. The 19,000-square-foot building includes a drivethrough pharmacy and 24 exam rooms. Family Health Center CEO Mike Hassing said the clinic, formerly known as Okanogan Farmworkers’ Clinic, has expanded throughout the region and offers full-scale service, including medical, dental, preventive care and participation in the Women, Infants Children nutrition and

Family from 4 health program. “There’s a really high demand for high-quality health care for uninsured and underinsured, low income” people, Hassing said. “We provide all preventative care, primary care, well child, immunizations.” Omak Clinic Operation Manager Steve Brown said the clinic is a one-stop location for a variety of medical needs. “We’re a full-scope family practice,” he Hassing said. “We can take anything from birth to death. “Everything that walks through the door, we can take care of.” The building is designed to encompass energy efficiency, including LED lighting, additional insulation in the ceiling and numerous skylights. Hassing said the lighting and thermostat for the heating, ventilating and air conditioning system are programmed to regulate automatically, turning on or off as need be. The new facility currently employs 44 people, with additional staff slated to come within the next few months. Hassing said the clinic also has plans to expand the facility to the north and west to include dental, admission and WIC services. “This is a health care campus,” Hassing said noting the facility’s proximity to Okanogan Behavioral HealthCare and Confluence Health. “We strive to work collaboratively with OBHC, Confluence Health and the hospitals. He said plans for a clinic in Omak have been in the works for eight years, with $1.2 million coming from clinic funds. “We’ve been saving for eight years for the construction of this facility,” Hassing said. “For many years we talked

First Ave., Okanogan. Hassing and Brown said the way the clinic is able to offer affordable health care is, in part, with federal funding. “Just because we are low cost, doesn’t mean we sacrifice on quality,” Brown said. “We are not fully government funded; 22 percent of our total budget is from a federal grant,” Hassing said. In 1992, the name Okanogan Farmworkers’ Clinic was changed to Family Health Center, and the facility expanded its locations to Tonasket and Brewster. To date, Family Health Center has dental clinics in Brewster, Okanogan and Oroville, and medical clinics in Brewster, Bridgeport, Omak and Tonasket. Hassing said a dental clinic is in the works for Twisp, with hopes of opening in January.

Rosenthal heads clinic Behavioral HealthCare looks at expanding The Chronicle OMAK – Okanogan Behavioral HealthCare has a new executive director who says he’s excited about offering both mental health and chemical dependency services in one roof. Elmer “Skip” Rosenthal, 53, Rosenthal has been on the job since February. He succeeds longtime director Roger Bauer, who retired. That one-stop concept may be expanding to include other roofs as the agency explores branching out its services into more areas of the county.

Okanogan Behavioral HealthCare, also known as OBHC, is based in Omak at 1007 Koala Ave. “I’m trying to get more engaged in the community, trying to meet stakeholders,” Rosenthal said. His goal is “to increase our presence” in the north and south parts of the county and into the Methow Valley. “We’re trying to get mental health counseling and case management there,” he said, adding that he’d like to provide enhanced chemical dependency counseling in more areas. Often, mental health and chemical dependency problems go hand in hand. Rosenthal has bachelor’s and master’s degrees, and worked for several years in Maui, Hawaii, in two different stints. ” in Montana, and was executive director of Western Montana Addiction Services in Missoula before he came to Omak. He said he decided to leave Hawaii because he and his wife missed the changes in seasons. Rosenthal said he wasn’t really looking for a change when the Omak job opened up, but the more he looked into the position and the mental health care structure in Washington, the more “it seemed like an

interesting opportunity.” He said he figured his skill set would work in the agency and he wants the agency to try creative ways to serve an isolated area. It’s nice that OBHC serves a county-wide area with both mental health and chemical dependency services, he said. And, the fact that it’s the only game in town allows the agency to tailor its programs closely to the community’s needs.

Hospital updates CT scanner North Valley adds new 32-slice unit By Brock Hires The Chronicle TONASKET — North Valley Hospital will soon have the most up-to-date CT scanner in the area. Radiology Manager Shane Pyper said the new General Electric 32-slice scanner will be able to perform scans in a fraction of the time it now takes to produce scans on the current 16-slice unit. “A 32-slice basically doubles the what we can do,” Pyper said. “We can do exams at twice the speed.” Using computerized tomography, the machine can make multiple X-ray images of the body or parts of the body and use a computer to construct the images into cross-sectional views.

” “With the new unit, the biggest perk is the new technology,” Pyper said, noting scans can be produced with a quarter of the radiation dosage. He said the hospital performed around 1,300 scans in 2013 and is seeing an increase in patients from Canada and Ferry County. “We’re averaging about 100 per month,” he said. “We’ve been seeing a few more Canadians. We have quite a few patients coming from Republic and Colville.”

The scanner will be purchased on a lease-to-own basis. Director of Ancillary Services Noreen Olma said the hospital district’s current lease for the 16-slice scanner expires in December. The district plans to have a new scanner installed and ready for use by the time the old one is removed. “They’ll bring the new one, then the old one will be out of commission,” she said. “December first is the drop-

dead move-in day. It’ll be here before we know it.” The hospital district commission recently voted unanimously to accept a bid of $178,000 to construct a room to house the new scanner and controlling system. “The room is just a shell now,” said Olma, adding that the cost will include fixtures, lead walls, a control room and cabinetry. According to Yakima-based KDF Architecture Inc., the proposed project is about 540 square feet and will include a CT room, control area and a patient rest room. “We were hoping to finish (the room) when we did the remodel, so it’s been on hold for three years,” Olma said. Pyper said the new equipment will cost around $500,000, but can be upgraded. “We’re hoping to get a minimum of 5 (years), but we’re pushing for 10,” he said.

Seniors SAIL toward fitness Goal of free program is geriatric fall prevention The Chronicle TONASKET – Senior citizens across the state are ‘SAIL-ing’ into ship-shape with the “Stay Active and Independent for Life” geriatric exercise program. The program, dubbed SAIL, was developed by the state Department of Health and is geared toward promoting balance and fitness in adults age 65 and older. According to the Living Well with Chronic Conditions in Washington State website, “performing exercises that improve strength, balance and fitness are the single most important activity that adults can do to stay active and reduce their chances of falling; falls are a major health problem among

older adults.” In 2010, falls were the leading cause of injury-related hospitalizations in Washington state, with more than 20,000. Tonasket SAIL leader and registered nurse René Todd said the Tonasket exercise group recently celebrated its fifth year of offering the program. “Over 30 participants came and shared how SAIL has helped them,” Todd said. It helped them “gain strength, balance, fitness and joy as part of this fun program.” “The classes (in Tonasket) are held three days a week,” she said. “Most of the participants have attended regularly for the past few years.” The Centers for Disease Control and Prevention said one in three adults age 65 and older falls each year. Though the program is designed for fall prevention, another SAIL leader, Sherri Laurie, said the moderate exercise is helpful for recovering surgery and physical

With the friendships and fellowship, it’s just grown into a big family. It’s amazing.” In Canada a similar program, “Strategies and Actions for Independent Living,” is offered, also for fall

prevention. In Washington, the SAIL program is offered throughout the state at no cost. Locally, the program is offered in Curlew, Havillah, Grand Coulee, Loomis, Oroville, Riverside, Tonasket and Twisp.
