Services will be available by call or text to ensure anyone who wants to reach out can do so. English and Spanish speaking resources are available, and 988 has partnered with a national translation service company to provide services in more than 250 languages when needed.

Modeled after 911, the new three-digit 988 Suicide & Crisis Lifeline (formerly known as the National Suicide Prevention Lifeline) is designed to be a memorable and quick number that connects people experiencing suicidal, substance use, and/or mental health crisis, or any other kind of emotional distress to a trained mental health professional. The Lifeline provides 24/7, free and confidential support for people in distress, prevention and crisis resources for you or your loved ones.

When an individual calls 988, they are routed to the closest call center based on their area code, or the nearest overflow call center, where a local trained crisis counselor who knows the individual's community will be able to better assist them in the immediate crisis and provide follow-up resources when applicable.

Tahoe Refuse Transfer Station located at 2140 Ruth Avenue is open Monday through Saturday from 8:00AM-5:00PM for TKPOA Property Owners and City of South Lake Tahoe residents to deposit trash. TKPOA Property Owners will need to plan when departing on Sunday, since STR will not be open, and they may need to plan to visit the dump on Saturday.

It will also be illegal to dump at the TKPOA Cove/ Townhome properties unless you are an actual Property Owner of the corresponding Cove/ Townhome. The Cove/Townhome properties already have rules, signage and in some cases security cameras in place to prosecute illegal dumping. There is a $500 fine that can be enforced by the TKPOA as well as the CSLT Ordinance for unauthorized dumping on private

On August 17th, 2022, the Tahoe Keys Property Owners Association (TKPOA) Board of Directors adopted a revised Architectural Control (ACC) rule that allows installation of Bear Boxes at single-family home properties within the Tahoe Keys.

Members interested in installing a bear box at their property should first contact South Tahoe Refuse (STR) at 530-541-5105 for a list of approved bear box vendors that STR will service. You can also visit their website for additional information on Bear Boxes at

As of September 1st, 2022 TKPOA has received approximately 500 "Consent to Receive Disclosures via Electronic Delivery" forms from members in time for the mailing of the 2023 Annual Disclosure. In October 2022, these 500 members will be sent an email with a link to their copy of the 2023 Annual Disclosure which will result in an approximately $3,000-$5,000 savings in printing and mailing costs.s.

In order to increase these cost savings, TKPOA needs more members to sign up to receive their Annual Disclosures, and other communications via electronic delivery (email) as allowed by law. Examples of other electronic communications you may receive from TKPOA include Email Eblasts that get you the latest and greatest information on topics such as TKPOA Board Meetings, Town Hall Forum Announcements, Weed Harvesting Schedules, current and upcoming projects, Board Elections, etc.

In 2018, the costs for printing and mailing the 2019 Annual Disclosure to all 1,529 members of the TKPOA totaled approximately $12,000. New for 2020, updates to the Civil Code requirements allowed for Associations to provide members their Annual Disclosure via electronic delivery, such as email, as long as the member has provided the Association with a completed and signed “Consent to Receive Disclosures via Electronic Delivery” Form.

COMMUNCATIONSELECTRONIC

Each year in October, TKPOA conducts a mailing to each member for their copy of the Annual Disclosure. This 80+ page document includes the upcoming year’s Operating Budget, Notice of Assessment Increases, Budget and Assessment Summary, Annual Update of TKPOA’s Reserve Study, and other pertinent required information for members of the TKPOA as we prepare to go into a new year. This mailing is a requirement of Civil Code §4040 for Homeowners Associations.

Please join us in our efforts in saving one tree at a time and a potential annual savings of $10,000$12,000 for the Association!

The “Consent to Receive Disclosures via Electronic Delivery” form can be found on the TKPOA website www.tkpoa.com, requested from the Front Desk at info@tahoekeyspoa.org, or requested in person at the TKPOA Pavilion Office. Completed and signed forms should be returned to the TKPOA Office at 356 Ala Wai Blvd, South Lake Tahoe, CA 96150. Contact the Front Desk with any questions at (530) 542-6444.

2. No motorized or sailboat water activities inside Treatment Areas A, B and C. Authorized Water Activities include kayaks, canoes, or stand-up paddleboards. The herbicide concentrations to treat the weeds continue to be at levels safe to humans, pets, fish, and wildlife, but continued avoidance of swimming, pet activity, and motorized water activity is necessary to protect the validity of the CMT.

4. Boats and other motorized or sailboat watercraft docked prior to the turbidity curtain installation may remain moored, but cannot be operated, from July 11th, 2022 to October 1st, 2022.

TKPOA 2022 Control Methods Test (CMT) Boating Restrictions

On August 17th, 2022, pursuant to California Civil Code Section 4360 (d), the Board of Directors adopted by Board Motion the following Emergency Rule Extension to restrict boating activity of any kind in the following West Lagoon and Lake Tallac areas identified as Treatment Areas A, B, and C from July 11th, 2022 to October 1st, 2022.

Per the removal of the turbidity curtains, the boating restrictions in Area B were rescinded beginning at 5PM on September 2nd, 2022, and motorized boating activity was able resume in this area (please refer to the attached map to identify Areas A, B, and C).

Pursuant to California Civil Code Section 4360 (d) the Board of Directors has authority to enact an Emergency Rule, without notice, if the Board determines that there is an imminent risk of substantial economic loss to the Association. This Emergency Rule will remain in effect from July 11th, 2022 through 120 days, with an anticipated end date of October 1st, 2022, unless rescinded by the Board.

This Emergency Rule is required due to the Tahoe Keys West Lagoon/Lake Tallac Control Methods Test (CMT) taking place, and the installation of turbidity curtains and barriers in these treatment areas. The CMT taking place during this time period will cost the TKPOA up to $3.0 million dollars, and any interference with these tests sites by homeowner or outsider swimmers, pets, boats, sailboats, personal watercrafts, and similar watercraft could compromise the entire CMT and result in significant financial impact to TKPOA plus years of delays to solving the weeds problem.

The Board of Directors by a Board Motion can rescind this Emergency Rule once the CMT test has been completed in these three treatment Areas (Areas A, B and C).

Needless to say, the TKPOA is an extraordinarily complex large scale Homeowners Association to manage with the oversight of the Board of Directors, and support from the TKPOA Staff, TKPOA Committees, numerous Volunteers and contracted Consultants. I will not bore you with the details of the complexity in the article, because there is not enough space to provide this detailed information in just one issue of the Keys Breeze. Many TKPOA Property Owners, nearby neighbors, and contractors don’t want to believe this is such a large task, but with that said, just become a member of the Board of Directors, Finance Committee, Architectural Control Committee and/or Water Quality Committee and you will soon discover some of the first levels of the overall complexity. As some TKPOA Property Owners “in the know” say we are tasked with running a “small city.” Yes, we are running a small city with one-fifth the staff, and one-fifth the budget, and support from the City of South Lake Tahoe, who is responsible for the roadway maintenance, roadway medians, snow removal, and is responsible for city services and the provision Fire and Police protection through TKPOA Property Owner paid property taxes.

As we move into September 2022, I will be reaching my eighth year and days of service as the General Manager of the Tahoe Keys Property Owners Association (TKPOA). Based on an informal count I have been the twenty-eighth General Manager of the TKPOA in the past fifty nine years, with only one other General Manager serving five years.

When I started in 2014 one of the Board of Directors premier goals was to improve TKPOA Staff retention after the TKPOA had been plagued for a number of years with non-stop turnover of Managers, General Managers and Staff positions and overall staff shortages. With many of the programs implemented and management of all levels of the TKPOA Staff, improvement in staff tenure was realized in a number of management and staff positons as directed. Our past Facilities Manager – Tom Callahan and past Accounting Manager –Don Havard reached eight and six years of service respectively, Heather Blumenthal – Operations Manager will be reaching her eighth year anniversary soon, and Linda Callahan – Architectural Control Department (ACD) has reached her tenth year anniversary. Greg Hoover our past Water Quality Manager/AIS Management Coordinator worked in his positions for the past five years. A number of TKPOA Staff members have reached beyond their three and five year anniversaries as well.

With this improved tenure in TKPOA Staff, and the overall consistent and professional management of the TKPOA business matters much has been accomplished in the past eight years. These accomplishments are too long to list in this article but have been documented in the annual “Board Accomplishments” article published in the Keys Breeze every year beginning in 2015. This article is published to document the accomplishments of the TKPOA Board of Directors, TKPOA Committees and TKPOA Staff after the completion of each Board Term in the monthly Keys Breeze. The Keys Breeze began monthly publishing in 2015, in providing

this monthly magazine and upgrading the website the TKPOA provided improved transparency and communication to all TKPOA Property Owners. This has continued to improve over the past eight years, with another website upgrade, use of email eblasts, improved membership mailings and electronic information distribution, posting of the electronic Board Packets on the website, Town Hall Forums, and of course “Zoom” Board of Directors and Committee Meetings. All of these past Accomplishments and improvements come with a cost, the cost of time and money spent by the TKPOA Staff, Board Members, Volunteers, and contracted Consultants in countless meetings, “on top of meetings” to determine the best course of action, in dealing with all of the TKPOA major issues and projects.

In closing, the overall goal of the Board of Directors and General Manager is to manage the business affairs of the Association and to make the TKPOA a better place to live. Easy to say, but difficult to deliver on with the ever changing landscape of issues, demands and priorities that continue to face the TKPOA, as well as the new

ones that are developing. As one Board Member used to say, once you solve one issue, an even bigger issue will take its place. All I can say is after eight years, it has been stamina, persistence, and the professional mind set to keep moving forward in a positive direction that has provided the TKPOA with all of accomplishments we can document. But, it was also those TKPOA Property Owners that “stepped up” and volunteered their efforts, their expertise, their time and professionalism that supported and assisted the TKPOA Staff, TKPOA Committees and Board of Directors to push many of these major issues forward to a positive outcome. Their volunteered effort was needed at these pivotal times, because the TKPOA did not have and never has had the staffing levels, or another Volunteer or the expertise or the shear wherewithal to push many of these major issues to the next step. I would like to thank the TKPOA Staff for their support over the years in their efforts to address these issues.

Moving forward, I do applaud the current Board of Directors decision to seek proposals from Association Management companies, and sincerely hope they can find a company that can meet and exceed the levels of service TKPOA Staff has attempted to provide the past eight years, it is not an easy undertaking. I am well aware of this because I have attempted to document the entire “scope of work” to manage the TKPOA and I am already on thirty fifth page of a Request for Proposal/ General Manager transition document.

Most importantly, on behalf of the TKPOA Board of Directors, TKPOA Committees and TKPOA Staff and myself, I would like to personally thank these Volunteers for their support and efforts. I would like to provide them each an accolade by name, but they do not need this because they all “know who there are” and the “priceless” contribution they have provided to make the TKPOA a better place to live.

HARMFUL ALGAE BLOOMS

HAB’s are not new for the Tahoe Keys. We have been facing this issue for multiple years because our lagoons are the perfect mix of conditions that the HAB’s thrive in during the summer season. Luckily the TKPOA WQ Team is versed in all things HABs! The team typically takes weekly samples of HABs in the Keys lagoons as eyes are always searching for the first sign of growth. What triggers the sample? The team usually notes the growth visually, as the discoloration, soupy/ paint-like appearance and algal mats in the water begin to form. The water samples are sent to a local laboratory where the water is tested for multiple harmful toxins. If there are non-detects of toxins, then there is no advisory to the public. However, if the toxins are detected and exceed a particular level, then advisory notices are made. The advisory notices range from “Caution” to “Warning” to “Danger.”

HAB’s have been detected in multiple areas in Tahoe including Kiva Beach and Taylor Creek. The Lake Tahoe Forest Service has issued cautions for these areas and has detailed statements about what this means for public health and recreation. Lahontan Regional Water Board also has a team responsible for the HAB’s program around South Lake. Information about HAB’s on a regional scale along with a map of current findings can be found on the State of California Water Quality website (mywaterquality. ca.gov).

Harmful Algae Blooms otherwise know as HAB’s have been a big topic for the Tahoe Keys. We wanted to shed a light on what HAB’s actually are, where the Key’s current levels of HAB’s is, and what the Water Quality team is doing to monitor them. It’s important to first note that not all algae is harmful. There are many different species that all play a role in our ecosystem. However, around the Tahoe area, you may be seeing what is called blue-green algae - which is very common to see during the warmer months of the year. This blue-green algae, also known as cyanobacteria, is defined as a HAB (Harmful Algae Bloom) because it has potential to become toxic to humans and animals. These HAB blooms can grow quickly, especially in warm temperatures, so that is why it is common to see the blue-green algae form in the later months of the summer season. Other factors of stagnant water as well as nutrient dense waters also aid in the growth of this toxic algae.

Within the Keys, we are currently at the “Caution” advisory level. What does this mean? This means that harmful algae MAY be present in the water. For safety, it is recommended that adults and children do not drink and to stay away from the algae and scum, that animals do not go in or drink the water, and do not eat shellfish from the water. Trigger levels for posting “Warning” and “Danger” signs are detections of higher concentrations of Microcystins, Anatoxin-a and Cylindrospermopsin. See examples of the three different levels and signage below.

in order to provide drinking and household water to the TKPOA Property Owners, and determined the costs to address any imminent threats presented by the threatened uranium contamination. The actions required “fast track” measures which necessitated the imposition of this Emergency Special Assessment to fund these measures.

This Emergency Assessment funded the $1.9 Million dollars in Short and Intermediate Term projects the Association implemented since March 11th, 2021 to address the naturally-occurring uranium contamination discovered in Well #2 and Well #3.

Pursuant to the Davis Stirling Common Interest Development Act, specifically Civil Code §5610 (b) and the TKPOA Covenants, Conditions and Restrictions (CC&Rs) Article IV Assessments, Section 3. Regular Assessments,(b)(ii)(B), the Board of Directors has the authority to levy an Emergency Special Assessment to address an extraordinary expense necessary to repair or maintain the common interest development or any part of it for which the Association is responsible where a threat to personal safety on the property is discovered. The water emergency described above-- the uranium contamination, was a threat to personal safety. The Association’s immediate need to address this threat justified the imposition of this Emergency Special Assessment.

On September 27th, 2021 at the scheduled Special Open Board Meeting, the Tahoe Keys Property Owners Association (TKPOA ) Board of Directors approved the one-time 2021 Emergency Assessment for $1,300 per Property Owner to fund the cost of the Tahoe Keys Water Company (TKWC) Short and Intermediate Term projects. The TKPOA Board of Directors had determined there is an urgent need to fund these projects required to ensure safe drinking water and landscape irrigation water for the TKPOA Property Owners. The planned repairs to the TKWC Water Distribution System where essential to cure a threat to the personal safety of the TKPOA Property Owners and their guests.

This Emergency Special Assessment for these unforeseen expenses did accomplish the result of bringing the TKWC Water Distribution system back to a safe level and in compliance with state and federal regulations.

The new provision in this 2022 Davis Stirling Civil Code

As of July 20th, 2022 the TKPOA Board of Directors have provided the TKPOA Staff “Board Direction” to begin this process of notification to members using the TKPOA Website, but also continuing our current practices. Because this change cannot “officially” take place until the “TKPOA Annual Disclosure” is issued in November

Beginning this past January 1st, 2022, there has been a change in the Davis Stirling Civil Code, that now requires Associations to request members' preferred delivery method (email, mail, or both) for notices and disclosures.

As stated above this would then allow the TKPOA to cut down on it’s direct mailing by Postage Prepaid to TKPOA Property Owners, which will result in an overall cost savings, of postage, mailing material, TKPOA Staff, Volunteers, Contracted Companies time and effort to produce these mailings.

If a preferred method is not selected by a member, then notices and documents must be sent by First-class mail, postage prepaid, registered or certified mail, express mail, or overnight delivery by an express service carrier (Civil Code §4040).

In addition, Associations must annually give notice that members are not required to provide their email address to the Association (Civil Code §4041). This notice must be given no later than 30 days prior to mailing the annual budget report (we also call this the “Annual Disclosure”).

This is currently the practice of the Tahoe Keys Property Owners Association (TKPOA) in following this Civil Code §4041 requirement, in providing the Annual Disclosure Mailing and “Official Notices” via Postage Prepaid Mail and in the Keys Breeze. In meeting these “Official Communication” requirements, TKPOA has utilized the Keys Breeze for Civil Code §4360. Notice and Approval of Rule Change by Board of Directors. The Keys Breeze can also continue to be used for the “Official Communication” for notification to the TKPOA Property Owners, in combination with this new notification method of posting items on the TKPOA Website, currently and officially after November 2022. Ideally this method would be utilized for limited rule changes of no more than a page of copy. In doing so, the TKPOA again will save money on direct mailing and staff costs to prepare rules change mailings.

The Keys Breeze publication also meets the standards of the Corporations Code §5016. Notices and Reports Via Newsletters, that applies to California Homeowners Association for a Common Interest Development. To clarify in the last four years the Keys Breeze publication has “paid for itself” as it has done so in the past four years and many of the previous years. Through the advertisers the Keys Breeze is published monthly to all TKPOA Property Owners free of charge. There are no line item expenses in the TKPOA Budget for the Keys Breeze production. The only cost to the TKPOA is the TKPOA Staff, and Board Members personal time in writing the articles and occasionally the cost for a special photograph, layout, or artwork, which is minimal. With publication of this August 2022 Keys Breeze issue the TKPOA has completed over four years of monthly publications with our current publisher Just Imagine Marketing, Kathy Hess-Slocum. I would like to thank TKPOA Staff members, TKPOA Board members, Kathy Hess-Slocum, and her team for all of their hard work, writing, and editing each issue. This effort has provided
