TAHOE KEYS SEWER PUMP STATION REPLACEMENT PROJECT This spring the South Tahoe Public Utility District will mobilize contractors to begin construction on the Tahoe Keys Sewer Pump Station Replacement Project. The project is expected to start in May and end by October. The 60-year-old sewer pump station at the corner of Tahoe Keys Blvd and Venice Drive will be replaced and rehabilitated to improve the reliability of this critical piece of infrastructure. The Tahoe Keys Pump Station exports all the wastewater out of the Tahoe Keys and to the wastewater treatment plant.

MENTAL HEALTH AWARENESS MONTH: MOTIVATION FOR EXERCISE Exercise and movement, whether outside or in a gym, increase blood circulation and have a profound effect on your mood. Exercise is a great tool when considering lifestyle modifications to improve your quality of life and overall well-being. Though the end game is clear, like losing weight or being able to continue doing the activities you love, it’s not always easy to find motivation to exercise. By using the Self-Determination Theory, we identify three key components of motivation to implement a routine and encourage a thriving athlete: autonomy, competence, and relatedness. Autonomy. Autonomy is having the freedom to act on your own. Though it is common to feel pressured to exercise by external factors, ideally you engage in exercise because you choose to, and you enjoy the experience. Autonomy is not always easy in the gym. Pressures and lack of guidance can make it difficult to create an efficient exercise schedule. A coach can help guide your strength and conditioning program. Though you are the expert of your body and mind, your coach is the expert in developing programs to reduce the risk of injury and improve athletic performance; together, you can create the most optimal program. Competence. Competence implies people have the skills and knowledge to influence their performance. This

means understanding the equipment you are using, the benefits it provides, the order and cadence in which to use them, and how to measure the progress. A coach works with an athlete to provide challenging training sessions with multiple components and structure while logging statistics and progress. Progress can be measured beyond the obvious talent-based measures like lifting weight, jumping height, and aerobic duration; simply logging the number of workout sessions performed illustrates an athletes’ mastery, or competence, a key component of motivation. Relatedness. Relatedness refers to a feeling of connection and belonging, cultivated through empathy, inclusion, respect, and compassion with training partners and coaches. To build relatedness, plan to introduce yourself to other athletes and coaches wherever you regularly exercise. Relationships help create confidence and accountability, improving consistency and commitment to exercise. Autonomy, competence, and relatedness come in many different forms. Consider whether any one of these components need improvement along your health journey, and seek support from a health or performance coach. Any amount of progress in these areas will improve your health, both mental and physical.

Boating Season Has Arrived By: Joe Sherry, Boating and Waterways Committee

O Buoy! Boating Season is finally here. The TKPOA Boating Safety and Waterways Committee had their first meeting and are excited to reach out to our members. The committee is tasked with Boating Safety and Waterways Management of the Tahoe Keys waterways and are in need of more members. Future Eblast to follow seeking additional volunteers for the next August 2022 meeting. This boating season is upon us and as you prepare to float through our beautiful and unique TKPOA waterways, please remember TKPOA has several boating rules to ensure the safe and efficient flow of vessels throughout our narrow channels.

No person shall dump, throw, allow, any oil, fuel product, sewage, garbage, or any other substance from any vessel, into the Tahoe Keys waterways. This includes washing your boat with any soap product that may find its way into our waterways. Report any spills or water contaminants immediately to TKPOA Security or TKPOA Water Quality Department. TKPOA will make the required notifications and immediately implement containment and or clean up procedures. This year, we will again have our “Back Up” station located in the Tahoe Keys West main channel. Our goal is to have all vessels leaving the Tahoe Keys waterways to utilize our back up station. Notice of Change in Operating Rules TEXT OF ADOPTED CHANGES (Deletions are shown in strikethrough type and additions in boldface underlined type) The TKPOA Board of Directors approved to adopt the following changes to Association Operating Rules at the March 16th, 2022 Regular Board of Directors Meeting. These changes were noticed for a 28 day member review period in the February issue of the Keys Breeze. Purpose and Effect of Proposed Rule Change To further clarify and update Parking Rules for Single Family Home, Townhome Subdivision, and Common Areas to be in conformance with current use of vehicles General Parking Rules The streets within the Tahoe Keys are owned by the City of South Lake Tahoe; all city ordinances and traffic laws apply. Parking enforcement on city streets is the responsibility of the South Lake Tahoe Police Department however TKPOA Security Officers are responsible for enforcing TKPOA parking rules and regulations throughout the Tahoe Keys. TKPOA assumes no responsibility for damage, theft, vandalism, or liability done to a vehicle visiting or parked on TKPOA grounds. All vehicles are subject to tow-away for violation of these rules. Vehicles parked in the fire lanes will be towed away without notice. All vehicles, motorcycles, ATVs, mopeds, etc., operated or parked on the private streets and alleyways of Tahoe Keys shall display current licenses and be maintained in a proper, legal operating condition so as not to be a hazard or nuisance by noise, exhaust emissions, or appearance.

Truck bed campers and sprinter vans must reasonably fit within the driveway and may not be utilized for overnight accommodations and may not be stored (i.e. must be utilized as a frequent driver vehicle). Major vehicle repair, auto repair and maintenance for pay, or extraordinary vehicle maintenance shall not be carried out on Association property. Vehicles shall not be in a state of disrepair or severe damage, nor be allowed to drip excessive amounts of engine or transmission fluids on the streets or alleyways of TKPOA. Single Family Home Parking Areas Each resident’s single family home is considered to have parking spaces in the garage, driveways, and in immediate street parking areas near their properties. Additional vehicles shall not be stored, kept, or parked in TKPOA common or townhome parking areas. Townhome Subdivisions Parking Areas Townhouses with a garage shall utilize the garage for parking of passenger vehicles only. Each townhouse unit may have only two (2) vehicles in its designated parking area at a time. Each vehicle parked within townhome subdivision lots must have either a TKPOA parking sticker or hangtag displayed.

Not more than one motor vehicle bearing advertising or otherwise pertaining to this use shall be parked on or about the above described premises.

No vehicle shall be parked except within their garage or paint-designated parking space. No parking on landscaped areas or off pavement.

Vehicles bearing an advertising sign, commercial trucks, commercial vans, all such vehicles of more than 2 ½ tons, or of such length to inhibit safe parking, are prohibited from parking in the unassigned parking spaces of TKPOA except in performing their commercial duty and function requiring limited time-period parking. City parking ordinances on street parking apply.

All townhouse streets and alleyways are fire lanes and are so marked. Parking in these areas is prohibited at all times, except for 15 minutes loading and unloading, while the vehicle is attended.

Conservation: the prevention of wasteful use of a resource. By: Jeff Flairty, TKPOA Water Conservation Ad Hoc Committee Chair It’s been quite a year for the Tahoe Keys and its water department. The discovery of naturally-occurring uranium in our source groundwater aquifer required shutting down two of the three water supply wells for the Tahoe Keys community. This action, in turn, required the implementation of emergency water use rules prohibiting lawn irrigation during the 2021 summer season. Some of you may ask why we just don’t build sufficient capacity back into our water system so we can have the freedom to replant our yards and continue irrigating the way we always have in the past. There are several reasons why that option is no longer viable: To build back the water department capacity to pre-2021 levels would require an investment of an estimated $5 million in infrastructure alone, not accounting for the associated annual staffing and energy cost increases. California is in the midst of a historic drought, suffering the driest period in 1,200 years. While we experienced a record snowfall in December, the current snowpack is less than half of that expected for an average year. Recent articles describe the unprecedented water shortage emergency measures being implemented this summer in Southern California with outdoor water usage restricted to just one day a week. State and local restrictions on outdoor water use are a reality. The Tahoe Keys Water Company is currently hard at work operating our water supply and distribution system for the 2022 season in a reduced capacity due to treatment limitations placed on Well #2 and Well #3 to address the recent uranium issue, as well as the existing PCE impacts at Well #2. The new reality we face as the Tahoe Keys community is that water is no longer the unlimited resource we always assumed it to be. The Board recognized this and has initiated a number of steps to encourage water conservation, increase available water supplies, save energy, and save Keys Breeze

money. This collaborative effort between the Tahoe Keys Board, the Tahoe Keys Water Company (TKWC), the Architectural Control Committee (ACC), the Water Conservation Committee (WCC), and outside stakeholders such as the Tahoe Regional Planning Agency (TRPA), the City of South Lake Tahoe, South Tahoe Public Utility District (STPUD), and Lukins Brothers Water Company (LBWC) has resulted in a number of exciting water conservation initiatives, both existing and proposed. Several examples of water conservation efforts are as follows: The Board has updated the TKPOA Emergency Operating Rules for water conservation to limit frequency and duration of landscape irrigation for all TKPOA Water Services properties and commercial customers. Following the proposed irrigation schedule allows the water company to supply irrigation water during the night, when indoor use is low, thereby efficiently using the currently reduced water supply. The ACC has worked closely with TRPA to publish the Tahoe Keys Landscape Conservation Idea Book highlighting the importance of a low water use landscape for our homes and the TKPOA Common Areas and Townhome landscaped areas. This idea book provides examples and information how we can transform our current turf yards into attractive, low water landscapes that provide defensible spaces for wildfire protection and assist in water quality improvements for Lake Tahoe. This idea book is available on the TKPOA website or at the Association office. The WCC is hosting a Town Hall Forum with the ACC and TRPA to introduce the Tahoe Keys Landscape Conservation Idea Book to homeowners and answer practical questions on design considerations and implementation. The ACC is working with landscapers and homeowners to facilitate the transformation of homeowner yards and

TKPOA Common Area, while preserving the TKWC water supply. Lake Tahoe Master Gardeners have offered their insight and expertise in producing water conservation gardening plans for individual homeowners. The Board is working with its engineering consultant to evaluate how to comply with the California Assembly Bill No 2572 requiring the installation of a water meter for every customer connection by January 1st, 2025. There is a proposal being considered in the California Legislature to extend the date to January 1st , 2032. The metering of individual connections will allow the TKWC to bill each customer based on actual usage rather than the current quarterly charge. Studies have shown that installing meters and billing according to usage is the single most effective water conservation measure a water utility can initiate. The City of South Lake Tahoe recently adopted a Water Efficient Landscape Ordinance establishing development standards that require water efficient landscaping for new and rehabilitated yards. The Board has issued a Request for Proposal (RFP) for Landscape Architects to prepare a landscaping master plan for the restoration of Association-owned common area and Townhome subdivision landscaping. The Board intends to utilize water conscious and drought resilient landscaping for these common areas. By several estimates, outdoor water uses in the Keys for lawn irrigation during the summer accounted for up to 80 percent of our available supply. The TKPOA Board and our committees understand the critical need to change our approach to outdoor water use and are working on an exciting series of programs and resources for the homeowners to use when restoring your lawns. Rather than viewing the difficulties experienced by our community last year with our water system and brown lawns as an obstacle to overcome in returning to “normal”, let’s use this opportunity to create a new Tahoe Keys as a leader in conservation landscapes. It will save us money, reduce irrigation needs, and conserve water, control nutrients entering the lagoon system, improve wildfire defensible spaces, and provide attractive landscapes that reflect each homeowner’s aesthetics. PRESIDENT’S MESSAGE By: Dave Peterson, Board President

Here’s a quick update on the 3 biggest issues we have. I gave a little more background and detail in the last Breeze, so this article is just an update. 1. Water Company. All three of our wells are now operational for the summer, along with the backup interties with Lukins Water and STPUD. We are still at reduced capacity due to the limited throughput of the temporary uranium treatment systems; well #2 was designed to produce 2,200 gallons per minute (gpm), but is limited to just 400gpm, and well #3, designed for 2,000 gpm, is limited to 800gpm. This means that we simply don’t have the well output capacity in gpm to allow unbridled landscape irrigation. Our new Water Conservation Committee is working hard on helping us deal with this reality. First, we have rolled out a strict irrigation schedule designed to smooth out the neighborhood water demands, so that the wells don’t get overdriven. You should have received mailings and eblasts on this, and it’s been in the Breeze. One recent modification, however, is that drip systems are exempt from the schedule, because they represent extremely low flow demands on the system. Second, we are asking all of you to re-design your landscapes to use less water, which means many of us need to reduce turf. It doesn’t need to happen all at once, but since you’ll probably be putting in some new landscaping this spring, it’s a perfect time to make some changes. We just rolled out the “Tahoe Keys Landscape Conservation Idea Book” for your use, which is loaded with great ideas and plant materials lists. It can be found at [Heather, post a link here please]. We have also approved issuance of a solicitation to hire a landscape design firm to develop a master landscaping plan for our common areas. We need to update/upgrade the look of our community, reduce turf, and reduce water use. Water will be more and more expensive now that we have to treat to remove multiple contaminants, so water saved means money saved.

However, the lack of snow in 2022 means that the lake isn’t projected to rise more than about 8”, so the hydrology preconditions to the test are not looking that great. Our Water Quality Committee and consultants are in daily discussions with TRPA and the Lahontan Regional Water Quality Control Board regarding hydrology and other details, and will be advising the TKPOA board whether to proceed this year or wait a year. We’ll have a decision before this Keys Breeze gets published, and an e-blast will give you the news. Regardless of whether the CMT gets delayed, we need to hire a number of new permanent and seasonal staff for our aquatic weeds program, including a replacement for our manager who left us in April. We’d welcome members’ help in our recruiting efforts! 3. Garbage and Bears. Last month I gave you a brief update on the bear situation and the board’s decision to get rid of the Pavilion dumpsters. Since that time, we received quite a few emails from people, some in favor, more not in favor. Director Joby Cefalu followed up with phone conversations with all who commented (thank you Joby!). The big issue was that second homeowners that go back to their primary homes on Sundays need a place to drop off their trash before leaving town, and the Pavilion dumpsters have served them well. The board re-opened the discussion at the April board meeting, and decided to accommodate this need. The dumpsters will be moved in early May to the water company site at the west end of Texas Ave., and all will be locked most of the time. On Sundays, one dumpster will be unlocked for member use. We hope that the move will confuse non-members and cut back on illicit dumping, so we think one dumpster will do the job. Once STR opens the transfer station on Sundays, we’ll eliminate Sunday dumpster service at the water company site. Single family homeowners and renters are reminded not to dump trash in the townhome dumpsters; you can be fined for that.

2. Aquatic Weeds. As of this writing, we are still planning to start the 3-year “control methods test” (CMT) in late May (the CMT will test aquatic herbicides

Starting Monday May 2nd, 2022, the Tahoe Keys Property Owners Association (TKPOA ) will no longer offer Bear Proof Trash Dumpsters at the TKPOA Pavilion located 356 Ala Wai Boulevard. The TKPOA will offer “Sunday Access Only” Bear Proof Dumpsters located at 2100 Texas Avenue, located at the Water Company Building in Mt. Tallac Village 2 from 9:00AM to 4:00PM. • At the April 20th, 2022 Regular Open Session – Board of Directors Meeting, the Board unanimously approved a Board motion to no longer offer Bear Proof Trash Dumpsters at the TKPOA Pavilion located 356 Ala Wai Boulevard. The results of these comments and responses were presented at the April 20th, 2022 Regular Open Session – Board of Directors Meeting. • At the March 16th, 2022 Regular Open Session – Board of Directors Meeting, the Board unanimously approved a Board motion to no longer offer Bear Proof Trash Dumpsters at the TKPOA Pavilion located 356 Ala Wai Boulevard, starting on May 2nd, 2022. This was based on the 2022 Board of Directors direction during the 2022 Annual Budget approvals, the TKPOA Staff have been directed to remove Trash Dumpster service from the Pavilion. • The reason for this change is the rising cost of trash service for the TKPOA and the City of South Lake Tahoe Residents, the forecasted costs for the 2022 Annual Budget is $134,400 for the year. Or in other terms $87.95 per TKPOA Property Owners per year or $21.99 per quarter. Keep in mind all TKPOA Property Owners already are required pay South Tahoe Refuse & Recycling Service (STR) for weekly residential trash service already, so in a sense they are double paying for this service and may not be even using the TKPOA Pavilion dumpsters. • The STR Transfer Station located at 2140 Ruth Avenue is open Monday through Saturday from 8:00AM-5:00PM for TKPOA Property Owners and City of South Lake Tahoe residents to deposit trash. TKPOA Property Owners will need to plan when departing on Sunday, since STR will not be open, and they may need to plan to visit the dump on Saturday and take home their remaining trash, or utilize the “Sunday Access Only” Bear Proof Dumpster located at 2100 Texas Avenue, at the Water Company Building in Mt. Village 2 from 9:00AM to 4:00PM • Starting Monday May 2nd,2022, it will be illegal to dump any trash at the TKPOA Pavilion, there will be no dumpsters located on the property. It will also be a TKPOA Rules Violation to dump at the Bear Proof Dumpsters located at 2100 Texas Avenue, at the Water Company Building in Mt. Tallac Village 2 from Monday through Saturday weekly, because access will be not allowed, and the dumpsters will be locked. • Any persons dumping trash will be prosecuted for illegal dumping on this property through the City of South (CSLT) Lake Tahoe Police Department - City Code: Chapter 4.150 Refuse and Garage: Ord. 409 § 1; Ord. 921 § 1. Code 1997 § 23-26. • Based on surveillance camera footage and security reports those persons illegally dumping at the TKPOA Pavilion property at 356 Ala Wai Boulevard will be prosecuted for this action. The TKPOA has installed new Security Cameras at the Pavilion along with signage to inform TKPOA Property Owners that illegal dumping will result in prosecution. • Based on surveillance camera footage and security reports those persons illegally dumping at the 2100 Texas Avenue, located at the Water Company Building in Mt. Tallac Village 2 from Monday through Saturday weekly, will be prosecuted for this action. The TKPOA will be installing new Security Cameras at the Water Company Building along with signage to inform TKPOA Property Owners that illegal dumping will result in prosecution. • It will also be illegal to dump at the TKPOA Cove/ Townhome properties unless you are an actual Property Owner of the corresponding Cove/Townhome. The Cove/Townhome properties already have rules, signage and in some cases security cameras in place to prosecute illegal dumping. There is a $500 fine that can be enforced by the TKPOA as well as the CSLT Ordinance for unauthorized dumping on private property. EMERGENCY RULE TKPOA 2022 Control Methods Test (CMT) Boating Restrictions

May 9th, 2022 to Latest Mid-July 2022 On February 28th and April 20th, 2022, pursuant to California Civil Code Section 4360 (d), the Board of Directors adopted by Board Motion the following Emergency Rule to restrict boating activity of any kind in the following West Lagoon and Lake Tallac areas identified as Treatment Areas A, B, and C from May 9th, 2022 to as late as mid-July 2022.

During this time, the following rules apply: 1. No boat access, entering or exiting, the Treatment Areas A, B and C 2. No water activities inside Treatment Areas A, B and C. Water Activities include but are not limited to swimmers, pets, boats, sailboats, personal watercrafts, kayaks, canoes or stand-up paddleboards, etc. The herbicide concentrations to treat the weeds will be at levels safe to humans, pets and fish and wildlife, but avoidance is necessary to protect the validity of the CMT. 3. No outside visitor access into Treatment Areas A, B and C. If you observe someone violating these rules, please contact TKPOA’s Security Staff. “If you see something, say something”.

4. Boats and other watercraft docked prior to May 8th, 2022 may remain moored, but cannot be operated, from May 9 to as late as mid-July 2022. This Emergency Rule is required due to the Tahoe Keys West Lagoon/Lake Tallac Control Methods Test (CMT) taking place, and the installation of turbidity curtains and barriers in these treatment areas. The CMT taking place during this time period will cost the TKPOA up to $3.0 million dollars, and any interference with these tests sites by homeowner or outsider swimmers, pets, boats, sailboats, personal watercrafts, kayaks, canoes or stand-up paddleboards and similar watercraft could compromise the entire CMT and result in significant financial impact to TKPOA plus years of delays to solving the weeds problem.

TKPOA 2022 Control Methods Test (CMT) Waterway Usage, Recommendations, and Information May 9th, 2022 to Latest Mid-July 2022 The Tahoe Keys Property Owners Association (TKPOA) Board of Directors, pursuant to Civil Code Section 4360, has adopted an Emergency Rule addressing boating restrictions that will be put into place in the Tahoe Keys West Lagoon waterways during the Water Quality Control Methods Test (CMT). The restrictions will be in place from May 9th, 2022 to latest mid July 2022, unless rescinded, and will significantly impact TKPOA Property Owners and their ability to navigate the waterways. The CMT will test herbicides in 15 sites and UV-C light in 9 sites of approximately one acre each. The 15 herbicide test sites will be divided into three large ‘test areas’ (see map below). Starting May 9th, 2022, turbidity curtains will be installed to block off the three ‘test areas' from the central lagoon and lake itself. Given the importance of strictly meeting all CMT permit conditions (there are significant penalties for any violations) and the extremely high cost of this test, violations of the Emergency Rule will be subject to fines as high as $10,000. BOATING RECOMMENDATIONS AND GENERAL INFORMATION:

CMT project is complete and all barriers are removed. All water activities will be prohibited inside the test areas (Area A, B and C) from May 9th, 2022 until the test parameters are met and the barriers removed. We anticipate test completion by late June but it is possible that restrictions are in place until mid-July 2022. 2. Do not interfere with the scientists conducting on-water sampling and monitoring. There will be numerous on-water TKPOA WQ Staff and third-party contractors who need to adhere to a strict monitoring and sampling schedule. 3. If you rent out your dock slips to outside parties, it is your responsibility to ensure your renters do not violate the Emergency Rule. Homeowners will be held personally responsible for their actions and the actions of their guests or slip renters for any violations to the Emergency Rule, which could include fines up to $10,000. 4. Do not interfere with the barriers/buoys in the restricted areas. In April, in preparation for the test, the TKPOA Water Quality Department is required to install turbidity curtains to seal off the three “test areas” (Areas A, B and C) from the central lagoon and the lake itself. Boats of any kind will not be allowed to enter or exit or operate within the three “test areas” after May 9th, 2022.

Given the importance of this Control Methods Test (CMT), the TKPOA is seeking the support and commitment of all TKPOA Property Owners. The following Boating Recommendations will assist the 5. 6. TKPOA street/driveway parking will be authorized for boat and trailer storage while the Emergency Rule is in effect. During the time that the turbidity curtains and barriers are in place, TKPOA staff will not cite trailers for unauthorized parking. Homeowners will have ten days after the notification of turbidity curtain and barrier removal to relocate any boats, personal watercrafts, or trailers from their driveway or street. 7. The TKPOA Staff will send out an eblast to identify TKPOA Property Owners (not affected by the “test areas”) willing to offer dock/mooring space to affected homeowners boats. If parties are identified, the TKPOA Staff will provide a list of possible alternate docking arrangements to affected homeowners. TKPOA staff will not be responsible for dock negotiations or liable for any damages that may incur. At the March 16th, 2022 Board of Directors Meeting, 19 Disciplinary Hearings Notices were approved for the Keys Breeze

April 20th 2022 Board of Directors meeting. Disciplinary hearings are generally held when a homeowner is delinquent on 2 quarterly assessments and can result in member’s TKPOA rights being suspended. The Accounting Department is continuing its work with the Auditors on the TKPOA 2021 Financial Statements. In order to stay in compliance with the Davis-Stirling Civil Code §5305, the TKPOA has its financial statements audited each year by an independent accounting firm. The audit will be sent to TKPOA members by April 30th, as required in the TKPOA Bylaws. It will also be available on the TKPOA website. The Finance Committee also reviewed the January 2022 financial statements and approved to recommend that the Board of Directors approve the January 2022 Financial Statements at its next board meeting. Once the Board of Directors approve the January Financials, they will be posted on the TKPOA website. The Finance Committee next meets on Wednesday May 4th, 2022 at 10:00 AM. MAY 2022

ACC Rule of the Month Exterior Building Materials and Finishes By: Linda Callahan, Architectural Control Department Manager

Construction season is here. Many of you have projects planned for 2022. If those plans involve any portion of the exterior of your home, the Architectural Control Committee (ACC) needs to be involved in the permitting and approval process. The Tahoe Keys Property Owners Association (TKPOA) Architectural Control Rules (ACR), Section 7, explains Exterior Building Materials and Finish requirements and reads as follows: 07.01 Experience has shown that many finishes and materials do not withstand the harsh Tahoe weather. Many materials are not compatible with the overall appearance the Architectural Control Committee wishes to maintain for the aesthetics of the community. 07.02 Left intentionally blank 07.03 All exterior siding materials listed in the current California Building Code are considered. 07.04 Siding: Applications for use of any type of siding must be accompanied by a representative sample indicating surface configurations, color and dimensions (width, length, thickness). 07.05 Unprotected wood is not allowed on structures or fences. Colors must complement the environment. Earth tones are advisable and desirable. Flashy, bright, and highly reflective colors are not permitted. 07.06 Before painting or repainting, samples of paint or stain colors must be applied to the structure for review. For new construction, actual material samples on which the paint is to be applied must be provided. Only flat or satin finishes are permitted. 07.07 All exterior surfaces including trim, stairs, railing and garage/front doors must be painted or stained to complement the house and neighborhood.
