SUP & YOUR SHOULDERS

Lake Tahoe is a SUP, standup paddleboard, paradise — 72 miles of gorgeous shoreline ringed with snowcapped peaks — an outdoor excursion good for body and soul.

Paddling is an excellent workout, targeting not only your core muscles, but also muscles throughout your entire body. Your arm, shoulder, and back muscles engage when you paddle through the water, while your leg muscles work to maintain your balance.

Like any sport or workout, there are some musculoskeletal risks related to SUP including shoulder impingement, lower back strain, and elbow pain.

Shoulder impingement occurs when inflamed/ swollen tissue gets caught in the shoulder joint leading to stiffness and pain, and is often related to repetitive rotation of the shoulder like paddling. Shoulder impingement is a common injury among swimmers, surfers, kayakers, and paddleboarders.

TO HELP AVOID SHOULDER IMPINGEMENT WHILE PADDLING:

• Warmup and cooldown with dynamic shoulder mobility exercises. It’s important to target both the internal and external rotation muscles.

• Paddling in conditions appropriate for your ability helps develop the strength, balance, and flexibility needed to help avoid injury.

• Shorten the length of your paddle, lowering your

top arm and reducing force on your shoulder and spine (note you may need to try a few lengths, as a paddle that is too short can strain your back).

• Pay attention to your paddle technique: keep your top hand below eye level and your top elbow below shoulder level — the lower your top arm, the less stress on your rotator cuff. Keep your bottom arm straight to force your paddle power from your core, not your shoulder.

• Keep a loose grip to avoid straining your wrists and arms while paddling.

Importantly, if you experience shoulder pain, rest and take an extended break from paddleboarding or other shoulder-intensive activities.

If you have shoulder impingement, you may find it difficult reaching behind your back or extending your arms over your head. You may also experience general shoulder weakness or a constant pain in your arm that may get worse at night.

An orthopedic physician can diagnose shoulder impingement with a physical exam and potential medical imaging, such an MRI, to rule out serious injury. Common treatments include anti-inflammatories and physical therapy to help improve your range of motion and paddling mechanics.

Jumping on a paddleboard is an excellent way to experience Lake Tahoe and get in an enjoyable workout — keep an eye on your form, paddle technique, shoulder mechanics to continue your paddle sessions well into the summer.

Commercial Business Operations within the Tahoe Keys

At their June 21st, 2023, Regular Monthly Board Meeting, the Tahoe Keys Property Owners Association (TKPOA) Board of Directors approved a change to the 2023 TKPOA Fee and Fine Schedule to add a fine of $1,000 for operation of commercial businesses within the Tahoe Keys.

The TKPOA CC&Rs, Article VIII Use of Properties and Restrictions, Section 8. Business Activities strictly prohibits the operations of commercial businesses within the Tahoe Keys, this includes, but is not limited to renting of boats, jet skis, paddleboard, etc. from a dock within the Tahoe Keys, mooring of boats within the Tahoe Keys that are used for commercial purposes, home daycare centers, vehicle repair and maintenance, transitional living facilities, and other business activities not compatible with residential use.

TKPOA’s Enforcement Procedures include potential hearings with the Board of Directors for consideration of alleged violations and issuance of fines. Based on the severity and frequency of violations, the Board has the

discretion to issue fines on daily, monthly, and/or a per incident basis each time a violation occurs.

The purpose of TKPOA’s Enforcement Procedures is to obtain compliance with all TKPOA CC&R and Operating Rule provisions for the benefit of all TKPOA Members and protection of each member’s right to quiet enjoyment of their property. The TKPOA Board of Directors, Management, and Staff are committed to working constructively with our members to obtain compliance with these CC&R and Operating Rule provisions before getting to the Board hearing and consideration of fines step.

Control Methods Test –miniDot Buoys Installed

The Water Quality tech team has placed white mooring buoys with blue stripes at purposefully GPS identified locations around the lagoons. You most likely have seen them in and around your dock and waterways. These white buoys contain two probes that log continuous data at various depths on water quality parameters for the Control Methods Test (CMT) Project. These probes are called miniDots and are the property of TKPOA for the purpose of tracking and collecting data of continuous temperature and dissolved oxygen of the Key’s waterways.

This equipment is expensive at a cost of about $3,000 per buoy. With 25 buoys placed around the Key’s,

our homeowner water quality dues have paid over $75,000 for this installation. We ask you to please not touch or move these buoys! We have worked hard to position them in places that boats can easily pass.

If they are impeding your boating or are in the way of your dock, please call the Water Quality Department at 530-542-6444 x275 or email waterquality@ tahoekeyspoa.org and we will work with you to find a more suitable location. We ask you please not reposition these buoys on your own. We will move them for you and redocument our GPS data locations accordingly. We thank you for your cooperation.

ARTICLE 2 ASSOCIATION GENERAL RULES

SECTION 400: TENNIS COURT AND PICKLEBALL COURT RULES

(Adopted July 21st, 2018; Effective July 21st, 2018)

Only TKPOA Members with a valid Member I.D. Card may use the Tennis Courts. Guests must be accompanied by a member with a valid Member I.D. Card to use the Tennis and Pickleball Courts.

Members with a valid Member I.D. Card may bring up to three (3) guests to use the Tennis and Pickleball Courts. Cardholder must be present.

Renters may purchase Day Use Passes at the Pavilion office to use Tennis and Pickleball Courts.

Courts may be used for tennis and pickleball play only.

Hiking shoes, boots, sandals and any other shoes which mark the courts are not allowed.

A maximum of four players per court are allowed. Non- players must remain outside of court fences at all times.

Tennis Court hours are from Sunrise AM- Sunset PM; The Venice Courts are open until 10p.m.

Pickleball Court hours are from 8:00AM – Sunset PM

No food and/or glass, alcohol containers allowed in the court area

No roller blades, skateboards and or bicycles permitted.

No person under 14 permitted without an adult

Pets are not allowed in Tennis and Pickleball Courts with the exception of service dogs. Service dogs should be kept away from playing area for their safety and the players safety.

Do not abuse the net or other equipment.

Court availability is on a first come, first served basis. Please limit playing time so others may use the courts. When the Courts are full everyone must rotate to allow those waiting an opportunity to play.

Tahoe Keys Property Owner’s Association is not responsible for any accidents and/ or injuries while using this facility.

Pickleball is permitted at the Pickleball Pavilion Courts only.

2023-2025 BOARD OF DIRECTORS ELECTION

For the 2023-2025 Board of Directors Election, there are three board positions up for election. For this election we have four candidates that have been placed on the voting ballot: Joby Cefalu, Michelle Pandori, Sabine Litten, and Mel Meyers.

The Voting and Election Rules that were adopted by the Board of Directors of Tahoe Keys Property Owners’ Association on May 22nd, 2015 comply with the requirements of the Davis Stirling Civil Code section 5105(a). Section 2. Qualifications for Candidacy and

Election to the Board: Candidates for the Board must be Members in Good Standing and must meet any other qualification or restrictions set forth in the Bylaws. “Member” means a person who holds legal title to the property (i.e., is named in the deed for the property).

Voting Ballots were mailed out the week of July 10th. You can view each candidates’ self-nomination form “Statement of Candidacy” on the TKPOA website at www. tkpoa.com, under Documents>>Elections>>2023 and they were also be included in the Ballot package. TKPOA also held a “Meet the Candidates Forum” on July 11th, 2023, as a scheduled Town Hall Forum. All Candidates were invited to attend and answer a variety of write-in questions from members in attendance and formatted

questions specific to the Association and how they plan on serving the Tahoe Keys. The recording of this “Meet the Candidates Forum” can be found on the TKPOA website, www.tkpoa.com, under Documents>>Town Hall Forums>>Recordings and Presentations.

The Board of Directors two-year terms that are ending this year are Joby Cefalu – Director, Michelle Pandori –Secretary, and Ken Silveira – Treasurer and their terms end on September 20th, 2023. These Board members are eligible to rerun for the Board for another term and Joby Cefalu has submitted a Self-Nomination form for reelection for the 2023-2025 term. Michelle Pandori was appointed by the Board mid-term to fill a vacancy and has submitted a Self-Nomination form for election to fulfill a full term in 2023-2025.

Board Members who still have one year left on their twoyear term are President Dave Peterson, Vice President Peter Grant, Director Jim Siegfried, and Director Pete Wolcott and their terms end in 2024.

The balloting period for this election will close at 4:30 p.m. on Tuesday September 19th, 2023, if you elect to return this Secret Ballot by mail. If you elect to return this

This mailing service allows for quicker and more efficient processing of TKPOA membership mailings including membership voting ballots. This service will include an update to the format of the actual ballots for the Tahoe Keys, including the size. Ballots will now come in the standard 8.5 x 11” letter size paper format and will need to be folded to be placed within their ballot envelope. Please make sure to review the Voting instructions that are included with the ballot mailing.

The Election Ballots will be opened and counted at this board meeting by the Inspector of Elections and designated volunteers. The Director Election Results will be announced and during this Board meeting, Directors will be seated.

NEW 2023 BOARD ADVISORY COMMITTEE FIREWISE COMMUNITY

At their June 21st, 2023, Regular monthly Board Meeting, the TKPOA Board of Directors approved soliciting volunteers to serve on a Board Advisory Committee for a Tahoe Keys Firewise Community “Ad Hoc” Committee.

The purpose of the Committee is assisting the Board of Directors and TKPOA Staff in the analysis and preparedness of the Tahoe Keys as a Firewise Community. A Community is “Firewise” when residents conduct their own wildfire preparedness work. A community that has been designated as a Firewise Community will have obtained a wildfire risk assessment from a state forestry agency or fire department. This community wide-view assessment identifies areas of successful wildfire risk reduction and areas where improvements could/should be made.

The Board of Directors is looking for TKPOA Property Owners who are interested in assisting the Tahoe Keys obtain and maintain a Firewise Community designation. Members who have strong organizational skills and/ or possess experience in communication of Association Operating Rules, Bylaws, CC&R’s, Architectural Control Rules, and experience with local regulatory agencies are given preference when considering committee appointments.

Committee Appointments

Any member of the Association who is in good standing, who has a positive interest in improving the TKPOA

within the greater South Lake Tahoe community, who is prepared to invest the necessary time, and who does not present a conflict of interest, is eligible to apply for appointment as a member of the Committee. The committee will be composed of members who can make a minimum of 1-year commitment to its work. Co-owners of a property and immediate family members may not serve simultaneously on the Committee. The Board approves appointments to the Committee.

Committee Commitment

This “Ad Hoc” Committees plans to meet on a prearranged and published schedule. The schedule will be noticed by the Association as required by TKPOA BYLAWS, Article Vlll, and Board Meetings. Committee members are expected to attend scheduled meetings on a regular basis. Decisions of the Committee are reached by a majority vote of the members present constituting a quorum. Attendance at Board meetings is encouraged but not required. In general Members are expected to stay abreast of significant issues at TKPOA using all reasonable means available.

PRESIDENT'S MESSAGE

Here is a quick summary of current issues: Marina Settlement; a Cascade of Actions. As reported last month, we finally settled our disputes with the marina. It was complicated. The marina wants our small property near their Venice Drive entrance, which we acquired in a trade with California Tahoe Conservancy (CTC), for our Dover Drive corporate yard site a few years back. We fondly call our property “the banana lot” because of its shape. But before we can commit to selling the banana lot to the marina, we need to be comfortable that we have a plan for (a) a new corporate yard site, and (b) a satisfactory solution for water weed disposal.

For the corporate yard, we are looking at either our Texas Ave. property, where we used to treat lagoon water (decades ago), or a piece of property near the entrance of Tahoe Keys Beach and Harbor Association now owned by the Marina (we call it “the yellow lot”).

For water weeds, we will be piloting a project this summer to ship wet weeds directly to South Tahoe Refuse. They will de-water them onsite at STR or at Haen Construction’s yard, and then ship them to the Carson Valley for disposal. This solution will be more expensive than our previous process, wherein we dried the weeds at Dover, then hauled them to the Carson Valley ourselves. But we will not have Dover after the end of 2023 due to our land exchange with CTC. And worse, the composting yard in Minden is no longer working with “retail” customers like TKPOA. Bottom line, we have to make a weeds handling change regardless. We are optimistic that the STR pilot project will be successful.

We will be engaging an engineering firm in July to master plan the Texas site; to lay out all our potential needs there. In order of priority: lagoon water treatment plant, drinking water tank and pump station, and corporation yard. I suspect that the Texas site will be too small to handle all of this, and we will need to exercise our option in the marina settlement agreement to buy the yellow lot for our corporate yard.

Per our settlement agreement, we have until August 1 to commit to proceed with actions leading to the sale of the banana lot to the marina. And we have until December 31 to commit to proceed with actions leading to our purchase of their yellow lot.

There are lots of moving parts to this settlement deal, but staff and the board are working on our action items. If we do our jobs well, it will be a good deal for both TKPOA and the marina, and it will firm up some key uncertainties in TKPOA’s physical facilities going forward.

Budgeting. As I noted last month, we expect to develop a budget that will more fully address our infrastructure liabilities using dues instead of special assessments. I suspect that it will call for a dues increase greater than 20%, necessitating a membership vote. The voting process would run between August and October. I think this is a painful, but good thing. Our subdivision is 60 years old, and some very expensive infrastructure elements are aging out all at once. It’s a ‘pay me now or pay me later’ situation: waiting for pipes, roofs, siding, bulkheads, pumps, etc. to fail, versus replacing them a few years in advance of failing. It is a simple choice of economics, and waiting for failures costs more, lots more.

Bulkheads. The board voted to approve an emergency special assessment of nearly $140k to each Cove 3C member to replace their bulkheads. Costs have escalated in the past 2 years much more than inflation, and because most of the country’s hot rolled steel is imported, I don’t see bulkhead costs coming down for some time (maybe never in my remaining lifetime).

Cash flow could be an issue due to the high expense of the assessment, so staff and the board are working with the contractor to reduce costs and stage the project to comport with cash flow. Purchase of steel will happen ASAP, but major construction will likely be delayed until spring 2024.

This is a call to action for the staff and board to develop a better financial plan for replacements of the other bulkheads in our neighborhood.

We are still awaiting results of a “life expectancy study” on the bulkheads for St. Moritz Isle and Bavarian Isle bulkheads. Those bulkheads are individually owned by the lot owners, but if one fails it could affect the adjacent home and the waterway. So the board is compelled to push this study, and the inevitable replacement project(s). Costs will be allocated based on lineal footage. We’ll have to decide whether to establish a reserve for this, or just wait and do a special assessment.

East Channel Dredging. The marina intends to dredge the east channel this summer. They started permitting the work last year when water levels were down, and although the need is not as critical now, the ball is

rolling. Permitting is difficult and time consuming, so project timing is not always optimum for this type of project. Under prior agreement, we pay 25%, the marina pays 50%, and Tahoe Keys Beach and Harbor pays 25% toward dredging, and the marina is the project manager. The 3 parties have begun conferring on this project. The marina’s plan is to conduct their dredging in such a way as to allow vessel ingress/egress. The cost is not yet known, so we don’t know what our cost share will be.

Drinking Water. Jennifer Lukins and her staff are doing a great job at keeping the water running and meeting drinking water standards. The reduction in turf throughout the neighborhood, plus our staggered watering schedule, have reduced peak demands to keep within our supply capacity. The busy summer months are ahead and this is always the busiest time for the system. I’m confident that this year we won’t experience any low pressure issues.

I still don’t have any news for you on the Well 3 work. Our hope is that through some down-hole work that we can reduce or eliminate the need for uranium treatment at the site, which would save a lot of money and restore the well’s capacity. The contractor couldn’t mobilize before our irrigation season, so the project has been delayed until fall. Sign of the times, I’m afraid…

Landscaping. I think we are keeping every landscape contractor in the county busy this spring! There is work going on everywhere, and it is really looking great. I think we are all going to like the new look, and we are certainly going to like the reduced water use and reduced maintenance!

Bear Boxes. Here’s my monthly reminder for single family houses to move forward with a bear box ASAP. You’ll love the ‘lock and leave’ aspect of having a bear box, as well as the reduced risk of garage invasion. The starting point is to contact the TKPOA office for an ACC application.

Waterways Activities. CMT year 2 is underway, and harvesting got an early start. It has been cold and the water is gloriously deep, so the weeds haven’t really taken off yet. But we hired a new firebrand consultant to oversee harvesting, and he is delivering. He got all 4 “dragon” harvesters working, and he has been training and managing staff to increase performance. We will do a much better job harvesting in Lake Tallac and the east channel system than we have done in the past few years.

The Waterways Committee presented a proposal for a revised waterways fee formula to more fairly allocate waterways costs based on benefits. Their proposal would allocate 1/3 of costs evenly among members, 1/3 of costs based on waterfront footage, and 1/3 of costs based on the number of boats moored. The formula was aired in a June town hall meeting, and will be taken up by the board during budgeting.

Maintenance and Repairs. John Cefalu and his crew have been quickly, efficiently, and competently, burning through a 300+ line-item work order list. Perhaps you have seen them out and about. Please feel free to compliment and thank them for their good work. There was a ton of post-winter recovery work to do, on top of the regular repairs, replacements, and maintenance that our facilities require. We are lucky to have John on board, and such a great crew!

Management. Our new General Manager, Hallie Kirkingburg, has quickly taken root in the TKPOA. He is a wonderful person to work with and work for, and he’s been drinking from a firehose to learn all the ins and outs of this ‘double black diamond’ HOA. He is our CEO, and he is doing a great job. I would encourage all of you to find an opportunity to meet him.

I look forward to when we get past some of these ‘sinew and bone’ issues that are expensive and difficult, and on to the work of making Tahoe Keys more fun; more activities, better amenities, more services. The board is focused on this long vision, and we’re on track to get there!

CHALLENGES AND PRIVACY CONCERNS SURROUNDING PERSONAL SECURITY CAMERAS IN THE TAHOE KEYS

Personal security cameras have gained popularity among homeowners in communities like the Tahoe Keys. These cameras provide a sense of safety, allowing residents to monitor their properties and deter potential intruders. However, with the rise of personal security cameras, several challenges and privacy concerns have emerged.

Improper camera placement can invade neighbor’s privacy by capturing video of their property. Homeowners must position their cameras thoughtfully to minimize such intrusions and limit the field of view to their own property whenever possible. Homeowners must be aware of surveillance and privacy regulations applicable to the Tahoe Keys community. Understanding and complying with local laws will prevent legal issues related to security cameras.

The proliferation of personal security cameras can strain community trust and lead to conflicts. Open communication and transparency about camera placement, purpose, and data handling practices can

build trust among neighbors.

Clear guidelines and policies established by the Tahoe Keys regarding camera installation and usage are crucial. These policies should cover acceptable camera placement, data handling practices and compliance with local laws. The Architectural Control Committee (Community Design and Review) will be working on such guidelines in the coming weeks.

While personal security cameras offer benefits, striking a balance between personal security and privacy rights is essential. By promoting open communication, adhering to legal requirements, and establishing clear guidelines, the community can effectively address these challenges and ensure responsible camera usage.

LIGHTHOUSE SHORES PEDESTRIAN GATE AND BEACH ACCESS

We would like to remind all TKPOA Property Owners of the rules associated with the use of the pedestrian gate at Lighthouse Shores (LHS) Lot C and Lot

A. Through recent Tahoe Keys Property Owners Association (TKPOA) Security Patrols and reviewed Security Camera footage, there have been violations of the Superior Court Case SV-92-0066 Judgement by TKPOA Property Owners and their guests in violation of the following:

• Bringing dogs into LHS on or off leash.

• Allowing Guests or Vacation Renters to use their TKPOA Member Photo ID card for access to LHS Lot C without the immediate presence of the TKPOA Member

• Trespassing on the adjacent LHS Properties

THE RULES

The rules are straightforward. TKPOA Members should observe the following provisions pursuant to Superior Court Case SV-92-0066:

• TKPOA Members with a valid TKPOA Member Photo ID card and guests in the immediate presence of their sponsoring member will be permitted access. Access is only permitted to TKPOA property owners using their photo Member Access card issued by TKPOA. This card is not transferrable; it is not to be loaned or used by anyone other than the property owner to whom it is issued. If you have lost your card or wish to have another one issued, please visit the Pavilion office.

• There are no dogs or bicycles allowed, no exceptions. This is clearly posted on the gate and there are bike racks inside the gate.

• Access through this gate is allowed from 7:00AM9:00PM except during the summer, during which time the hours will be extend to 10:00PM

NO DOGS

No Dogs or other pets allowed in LHS. Please remember dogs must be on leashes throughout the TKPOA per El Dorado County Ordinance Title 6 – Animals, Chapter 6.04. General Provisions, Section 9.46.600. For the safety of your dog, TKPOA members and their guests please keep your dog on a leash. Dogs are welcome on their leash at the Pavilion Beach area.

NO TRESPASSING

When entering through the LHS pedestrian gate, you are on Lot C which is a narrow lot with Pope Marsh on the left and private residences on the right. TKPOA does not own the properties to the right of Lot C. This is private property and the No Trespassing law per California Penal Code 602PC applies. The City of South Lake Tahoe Police Department will be called for trespassing on these properties. The TKPOA has clearly marked the property lines on the right of the lot. The left side of the lot has a chain link fence all the way down to the beach on the Pope Marsh side.

Lot C can be used to access Pope Marsh on the left, however access to the beach on the right is prohibited as this is private property and to do so is considered trespassing (CA 602PC). Access to the right is also a dead end at the West Channel Bulkhead. During Lake Tahoe high water events there is typically no Public Trust beach access. To access Lot A at the end of the LHS roadway at the West Channel Bulkhead, you should walk down the LHS paved roadway.

Pursuant to the Superior Court Case SV-92-0066 Judgement the TKPOA is responsible for the maintenance and security obligations in enforcing this judgement, and at this time the enforcement of these violations including trespassing violations on

the adjacent LHS property will be pursued. Based on TKPOA Security Patrols and pedestrian gate Member Card reader identification system, the TKPOA has issued warning notices and in some cases, fines, to those members in violation of the LHS Gate Access as specified in the Superior Court Case Judgement. The TKPOA Board of Directors will continue to utilize the Member Discipline process in accordance with Civil Code Section 5855 and TKPOA Bylaws Article VI, Membership Rights Section 5, Article IX, Duties and Powers of the Board Section 1(r), and TKPOA Declaration of Covenants, Conditions and Restrictions (CC&R’s) Article XII, Breach or Default, Section 6 (af), to enforce this Superior Court Case SV-92-0066 Judgement, related governing documents, and rules.

The LHS pedestrian and vehicle gates are under continuous surveillance and all TKPOA Member Photo ID Card access is recorded so it is easy to track any violations. Once the violations are identified with the responsible Property Owners through the Member Discipline Hearing process, TKPOA Property Owners could face their individual and property Member Photo ID card access privileges suspended, Member Photo ID Cards confiscated, and potential fines.

The TKPOA is requesting that all property owners please respect these rules so that we can all continue to enjoy this privilege of accessing Lot C and Lot A. Continued violations and flagrant abuse of these rules could result in legal claims against the TKPOA and potential gate closures.

TKPOA’S MEMBER ID CARD AND RECREATIONAL PASS POLICY

As a reminder to our members, their renters, and guests, the following are provisions of TKPOA’s Member ID Card and Recreational Pass Policy for access to the Associations amenities and facilities as revised by the Board of Directors on June 15th, 2022:

• Owners & Long Term Renters (LTR) must have a current valid Member ID card with a valid photograph of the member and/or LTR in their possession when using any of the Association’s facilities. This includes, but is not limited to, swimming pools, spas, tennis courts, parks, playground, beaches and volleyball court.

• Up to three guests per Member ID Card and Long-Term Renter ID Card can get access to the association facilities when accompanied by the ID cardholder.

• The fee for replacing lost, stolen, or damaged ID Cards will be twenty dollars ($20.00). The TKPOA will take current digital photographs with the issuance of ID Cards.

• Property owners or their rental management company should direct their rental guests to the TKPOA Pavilion office to purchase Short Term Recreational Passes for use of Association amenities. Renters need to provide a copy of their lease to the front desk – either hard copy or

digital copy (for 2023 there is a daily per person fee of $10. Weekly and monthly passes are also available).

• Short Term Rental properties are defined as individuals who rent a home or townhouse for a minimum of 30 days and less than a year.

• Long Term Renters (LTR) are defined as individuals who rent a home or townhouse for one year or longer.

TKPOA Staff is tasked with enforcing TKPOA’s Operating Rules for Association amenities which includes enforcement of the Member I.D. Card and Recreational Pass Policy in order to correct violations.

Liberty also has additional communication safeguards in place for customers who may be more vulnerable, including Access and Functional Needs (AFN) customers and Medical Baseline (MBL) customers. AFN customers include individuals who are or have physical, developmental or intellectual disabilities; chronic conditions or injuries; limited English proficiency; older adults; children; people living in institutionalized settings; low-income, homeless, or transportationdisadvantaged including, but not limited to, those who are dependent on public transit; or pregnant. If a customer or someone in their household falls into any

When customers self-identify as AFN, Liberty will attempt to provide early and more frequent notifications about potential Public Safety Power Shutoffs (PSPS) events as well as provide information about assistance programs.
