Le quatrième accord est un protocole de coopération dans les domaines technique, de la répression des fraudes et du laboratoire, signé par le ministre de l’Agriculture et de la pêche maritime, M. Aziz Akhannouch, et le ministre gabonais de l’Economie, de l’emploi et du développement durable, M. Luc Oyoubi. Cet accord prévoit la création d’un comité sectoriel maroco-gabonais qui se réunira alternativement à Rabat et à Libreville tous les deux ans et arrêtera les programmes et actions de coopération en la matière. Il permettra une collaboration entre le Laboratoire officiel d’analyses et de recherches chimiques de Casablanca et le Laboratoire de contrôle qualité de Libreville, ainsi qu’entre la Direction de la protection des végétaux, du contrôle technique et de la répression des fraudes et la Direction générale gabonaise de la concurrence et de la consommation. Il s’agit également d’une convention portant autorisation d’émission en modulation de fréquence à Radio Méditerranée internationale (RMI) en République gabonaise. Les deux parties ont enfin signé une convention mettant en place un cadre de partenariat stratégique dans les domaines des technologies et des systèmes d’information. Cette convention a été signée par M. Mohamed Bachir Rachidi, président directeur-général de la Société Involys, et Mme Rose Christiane Ossouka Raponda, ministre du budget, des comptes publics et de la fonction publique, chargée de l’Etat. Ces accords, qui sont de nature à donner une forte impulsion au partenariat bilatéral, illustrent la ferme volonté de Sa Majesté le Roi et du Président Bongo d’impulser et de raffermir la coopération entre les deux pays et les deux peuples frères. La cérémonie s’est déroulée en présence, notamment, de SA le Prince Moulay Ismaïl et Cherif Moulay Abdallah. Etaient également présents les Conseillers du Souverain, Mme Zoulikha Nasri et M. Fouad Ali El-Himma ainsi que la délégation marocaine et des membres du gouvernement gabonais. Le Président Gabonais, M. Ali Bongo Ondimba, a offert, mardi 26 Mars au Palais présidentiel à Libreville, un dîner officiel en l’honneur de Sa Majesté le Roi Mohammed VI. A Son arrivée, le Souverain, qui arborait la Grand-Croix de l’Ordre national du Gabon, a été accueilli par le chef de l’Etat gabonais. Dans une allocution prononcée à cette occasion, Sa Majesté le Roi Mohammed VI a affirmé que la visite officielle qu’Il effectue au Gabon constituera «un jalon supplémentaire et significatif» dans l’évolution des relations entre les deux pays. Le Président Bongo a par ailleurs réitéré «le soutien inconditionnel du Gabon à l’initiative marocaine visant à doter la région du Sahara d’une autonomie élargie dans le cadre de l’intégrité territoriale et l’unité nationale du Royaume du Maroc».

This agreement provides for the creation of a sectoral MoroccanGabonese committee to be held alternatively in Rabat and Libreville every two years and which will decide on cooperation programs and actions in this field. It will allow collaboration between the official laboratory of chemical and Research Analysis of Casablanca and the Laboratory of Quality Control of Libreville and between the Directorate of Plant Protection,Technical Control and Fraud Prevention and the Gabonese General Directorate of Competition and Consumption. There is also an agreement concerning the authorization of FM emission at the International Mediterranean Radio (RMI) in the Republic of Gabon. The two sides finally signed an agreement setting up a strategic partnership framework in the domains of technology and information systems. This agreement was signed by Mr. Mohamed Bachir Rachidi, CEO of Involys Company and Mrs. Rose Christiane Ossouka Raponda, Minister of Budget, Public Accounts and Civil Service, in charge of the State.
