With the spine and anchor as a top-down base, devolopment of the archipelago will be as organic as possible. Developments can be attached or detached to the backbone dependent on its dependency to the main city infrastructure. Every development follows a few main principles. The first principle: a development offers a Community Catalyst. The Community Catalyst is a neighbourhood function consisting a SHARED FACILITY for shared supplies and services, a WATER BASSIN for fresh water supply, a SQUARE and a CANAL for transport of goods to the facility.

One Community Catalyst should be able to supply +/- 500 dwellings.
