Santa arrives in style for tree-lighting By Devin Leith-Yessian The Citizen

Riding in on a fire engine decked out with Christmas lights, Santa Claus came to Veterans Memorial Park Saturday night to flip on the lights on the holiday tree.

Once he climbed down from the glowing tree, which will stay lit until Jan. 1, families lined up to have their picture taken with him in the park’s pavilion and take some free candy canes. The Berlin Kiwanis Club also gave out hot chocolate and a few food trucks also were present for the first time this year. she was excited to donate a tea set and big stuffed animal to the food bank. “They’re all excited to see Santa Claus,” said Jim Simons, the town’s fire administrator. The event was put together by the fire department and three volunteer fire companies, which put out boots to collect donations for local veterans.

In response to a federal lawsuit, a local developer denied he sexually harassed the former town planner and says he was the target of selective zoning enforcement. Developer Thomas Coccomo was named in an October lawsuit filed by former Town Planner Hellyn Riggins. The suit alleges the town created a hostile work environment by failing to address sexual harassment by Coccomo dating back to 2013. “There has never been any sexual harassment by me of anyone at that Town Hall,” Coccomo said in an interview last week. Riggins, now the city manager in Eaglesville, Tennessee, declined to comment for this story. See Suit, A7

Local veterans were recognized with a week of appreciation recently, as the town and non-profits hosted events to thank them for their service.

“We met our goal of 400 boxes and then some,” Cote said. “People have been amazing in the town, they’re still bringing donations.”

So many volunteers helped in past years that Cote moved the event from Berlin to have enough space. “The Girl Scouts, the Brownies ; we’ve got everyone here ready to help,” she said.

Global changes cause problems for local recycling WINDHAM — Connecticut recycling operations are struggling to cope with increasing financial pressures involving plunging prices for recycled materials, higher trucking costs, growing difficulties sorting trash and worries about President Donald Trump’s tariff wars. As their profits drop and expenses rise, many recycling operators are beginning to pass those costs on to municipalities and consumers.

“We end up charging them higher fees,” said Bill Petrone, marketing manager for Berlin-based Automated Material Handling. “You have to cover your higher costs.” “Recycling is no longer a revenue generator for towns,” said Tim DeVivo, who with his brother Tom owns and operates Willimantic Waste Paper in Windham. Tim DeVivo said the markets for many recycled materials such as colored plastic and

low-grade paper are “the lowest we’ve ever seen.” Robert Klee, Connecticut’s commissioner of energy and environmental protection, said the impact of changes in the recycling marketplace is “a big issue throughout the recycling industry across the country.” China, which used to import more than $5.6 billion worth of recyclables from the U.S., is now refusing to take any recycled materials from this country. In September 2017, Riggins asked that Coccomo be instructed to go through police when contacting her or any other building department employees, according to the lawsuit. Town Manager Jack Healy, then serving in the interim post, said there was no action the town could take because Coccomo was not an employee. The owner of Coccomo Brothers LLC said that he couldn’t respond to the specific emails referenced in the lawsuit. In the suit, Riggins claims Coccomo sent emails to town officials falsely accusing her of having sexual relationships with other town employees. Coccomo acknowledged sending communications to town officials accusing Riggins of engaging in sexual acts with other employees to get them to selectively enforce regulations against him and his company. In the lawsuit, Riggins denied the allegation.

“When I learned of that I immediately mentioned things to the appropriate people at the town hall … and it fell on deaf ears,” Coccomo said. He believes Riggins targeted him as part of a dispute over a home she purchased from the company. Town records show Riggins purchased an Old Brickyard Lane home from Coccomo in May 2003. She sold it in December of 2017, about two months after leaving for the job in Tennessee.

On Thursday, Nov. 15 a dedication ceremony was held for the new Digital Wall of Honor, a 46-inch television installed in the lobby of the Town Hall with a slideshow of the town’s veterans. Each service member has their name, years of duty, branch, rank, assignment and where they were stationed displayed alongside a photo or two. “It’s unbelievable, the amount of phone calls, emails … I had two more just the afternoon before the dedication,” said Veterans Commission Secretary Peter Galgano. He encouraged more residents to send in photos and bios of family members from Berlin who have served. One family from Georgia contacted Galgano to have a nephew added and had hoped to be able to drive up to Connecticut for the dedication. “They were very happy about that and she’s go-

ing to be giving me more pictures and information,” Galgano said. “That’s indescribable what that means to me.” There were 82 veterans on the slideshow when it was formally dedicated, with service ranging from World War II up through today. The slideshow can be viewed on YouTube as well. Those who wish to have a name added can bring scanned files to the town manager’s office or contact Galgano at peterga lga n o @ c o m ca st. n e t. Also, the Veterans Commission ordered four parking signs reserving spots at Town Hall for Purple Heart recipients, and has installed one each at Town Hall and the Veterans Memorial Park. Obituary Robert L. McCann KENSINGTON- Robert L. McCann, 80, of Kensington, husband of Judi (Wolf) McCann, passed away on Friday, Nov. 23, 2018 at the Hospital of Central Connecticut in New Britain. Born in East Berlin, Bob was a 1956 graduate of Berlin High School and was a U.S. Army veteran. Bob was formerly employed as a plant manager at Tilcon Tomasso before retiring and was a member of Local 478 of Operating Engineers. Bob was a member of the Berlin High School Athletic Hall of Fame. He was a fouryear letterman in football, being selected as cocaptain during the 1955-56 season. In his senior year, he was recognized as one of the best running backs in the state. Bob was an All State football selection in his senior year and was recruited by Boston College, Boston University, and Trinity. Bob was also a four-year letterman in basketball and baseball. He was the co-founder of the Berlin Midget Football program in 1978. In retirement, Bob enjoyed playing golf, fishing, and spending time with his grandchildren. He was a member of the Timberlin Golf Course, and was a former member of the Italian Independent

Political Club. Surviving are his wife of 61 years, Judi (Wolf) McCann; a son, Michael McCann and his wife, Gwen, of Kensington; a daughter, Tracee Kradas and her husband, Edward, of West Hartford; two sisters, Patricia McCann, of Pittsboro, N.C., and Susan Prusaczek, of Port Charlotte, Fla.; and five grandchildren, Alexandra, Samantha, Nicole, Maya, and Grace. Robert was predeceased by his brother, Thomas McCann. Funeral services were held on Tuesday at Erickson-Hansen Funeral Home, 411 S. Main St., New Britain.
