Letters to the Editor Make your voice heard Editor : The Town Council voted to send the town budget to referendum on Tuesday, April 30 with reductions to both the town and the Board of Education budgets. Both budgets still contain increases over last year’s funding level. The Republican majority reduced a portion of the proposed increases in each budget. The majority voted for reductions in order to reduce the proposed mill rate. The minority did not agree and supported a larger tax increase. Before the council voted on the budget, I reached out to the BOE and Board of Finance, and asked them to work with the Town Council to make a change to the proposed budget that would have reduced the mill rate with less reductions to both the town and BOE budgets. The BOE and BOF declined my offer, which resulted in the reductions made by the

majority members of the Town Council. The majority on the council has done everything we can to keep costs down and thereby keep the taxes as low as possible while not compromising services. Unfortunately, the major driver of the budget is the impact of our debt payments that are approximately 12 percent of our budget this year. According to our auditors, they should be around 4 percent. Prior councils, before this majority was elected, borrowed amounts between $10 million-$12 million a year for many years. We continue to increase payments to our pension fund that also was not properly funded in past years. These debt payments are now due and make it difficult to fund the town and the Board of Education without some increase in the mill rate. I urge the voters of Berlin to vote in the referendum on April 30, and tell your elected officials your opinion on next year’s budget. Mayor Mark Kaczynski

I bring the reading topic up because it is well known that cities like Hartford have on ongoing fight with the State Dept. of Education on how to teach kids to read, and that battle is between teaching “whole word method” or “phonics.” Phonics, in conjunction with handwriting, is the only proven way to have kids reading by the end of first

Editor : Let me get this straight. According to the Board of Education, the cost to educate a child in Berlin is a staggering $16,457. However, by their own admission, enrollment in Berlin schools is down. Instead of consolidating classrooms, restructuring administrators and exercising costsavings measures, the BOE decided to “find additional funding to allow them to maintain staff that would have otherwise been eliminated based on an inadequate operational budget.” So, the BOE decided to “puff up” their classroom numbers by importing children from Hartford. All for a low-priced reimbursement rate of only $8,000 per student!

Budget can be tightened; vote no By Anne Reilly

Since the Republicans came into power over four years ago, a charter revision occurred allowing you, the taxpayer, the right to vote twice on town budgets. The Republican Town Committee urges all taxpayers to come out and vote on Tuesday, April 30 for the first budget referendum. With a new budget proposed at $90,090,754, your mill rate change will be a 1.36 percent increase. That means if you have a home worth $250,000, your increase will be $238. We applaud the Board of Finance and Town Council for trying to minimize the impact on taxpayers. However, we think there’s more work to be done.

The Board of Ed is once again using scare tactics, and not showing full information on the town data it is using. First, it’s using data from school systems that have increased school populations. The Rocky Hill school population has grown 20 percent in five years. Of course Rocky Hill needed to increase its education spending.

State average spending on education is greatly increased by the cities. In the meantime, our Board of Ed tries to find ways to keep people on the payroll by registering students from other towns to fill our classrooms. Have they confirmed residence requirements for current students who state they reside in our town? See Reilly, A24

Exercise your right to vote The Berlin Board of Education fully supports education and all of the students in Berlin. The board spent months analyzing and evaluating the Superintendent’s proposed budget to create a budget to support the learning of the students. The cuts that were made at the meeting on Monday, April 15 were due to the cuts made by the Board of Finance and Town Council. The Board of Education did not want to have to cut in areas that will negatively impact student learning opportunities, such as eliminating teachers and administrators, elimination of programs and services, and materials and supplies. Each year, the Board of Education has had to find cre-

ative ways to do more with less. At this point, the board has exhausted all cost-saving measures in previous years and, with the budget cut, the Board of Education will have to make drastic cuts. Unfortunately, students will be impacted as a result of larger class sizes, less opportunities for clubs, activities and athletics, decrease in special education services, less materials and supplies for students and teachers, and the loss of an administrator.

I’m writing a response to one of those articles entitled “We are not adequately funding our schools,” which appeared in the March 7 edition of The Berlin Citizen. Below are some fine points the Berlin BOE neglected to inform you about.

Allow me to make several corrections. The Democratic Party is not responsible for “all the bonding done.” Republicans and Democrats alike have taken the easy path and bonded items that should have been paid for through operations. This has gone on for over 20 years. In fact, Mayor Mark Kaczynski proposed bonding $2 million in routine capital items just last year, the goal being to keep

The Berlin Board of Education has been authoring commentary articles in hopes to soften you up for the upcoming budget referendum.

In order to compensate for that, the BOE busses students from other areas, such as Hartford, “puffing up” the enrollment numbers to justify extreme and unreasonable tax increases. Now, why would the BOE ask for more tax dollars and additional staff when there are less students to teach? Does any of this make sense to you? Taking the above into consideration, one would think there would at least be a reduction of BOE administrators. The answer? No. There isn’t. Berlin schools, as of my last Freedom of Information request, had 21 administrators (more than New Britain), with salaries ranging from $100,000 to $204,000 (not including a hefty benefits package.)

Pasta dinner fundraiser The Berlin Republican Town Committee will host a Mother’s Day Pasta Dinner Saturday, May 11 at the Italian Independent Political Club, 16 Harding St.

St. Gabriel’s Episcopal Church, 68 Main St., East Berlin, was the recipient of the “Faith Community of the Year” award at the 50th Annual Meeting of the Friendship Service Center of New Britain, held March 26. St. Gabriel’s provides “Mass on the Grass,” a worship service every Saturday at 2 p.m. outside the Friendship Service Center, followed by lunch prepared by parishioners. Also, the church provides services for children who are served by the Friendship Center. Furthermore, the church helped furnish the Howey House, a permanent supportive housing building owned and managed by the Friendship Service Center for the chronically homeless. Deacon Donald Richey accepted the award on behalf of St. Gabriel’s.

and not the Redcoats. This was the Citizens chance to recognize their great season and let Berlin residents feel proud, but I think they fell short in their reporting. The town and our local newspaper need to focus on good news like this and stop making us read about the political fighting between the two parties. A good sports season always creates a “feel good” situation for town residents. Do not underestimate the power of positive feelings/thinking.

We are now into budget season and the ugliness will be in our face as the political parties point fingers and play the blame game. I hope other town voters are as tired of this as I am and start sending stronger messages when voting. It has gotten to the point I am thinking like the old time movie Brewster’s Millions, when Richard Pryor told everyone to vote “none of the above.” I wonder how many of us would take advantage of that option if it was really offered?

Let’s send a message to both political parties and have a strong turnout for the budget vote this year. Show the rest of the state that the residents of Berlin care and want their voices heard. I don’t care how you vote; just exercise your right to vote – it only takes a few minutes. It is what really makes this country great.

The town manager and finance director are on the record stating that there is no cost savings to be had. Synergies yes, dollars no. The one area we all agreed on as necessary to consolidate is technology and Kaczynski cut that position in the budget. Anne Reilly is now telling us that we have hundreds of students attending Berlin schools that don’t live here, all designed by the BOE to keep teachers on the payroll. This is an outrageous charge. The BOE as well as the CIAC closely monitor residency requirements.

Currently, for the second year in a row, Anne Reillyhas her Republican allies putting up Axe the Tax signs for a budget her own mayor and majority council voted to send to referendum. Check that. She is the real mayor, not Kaczynski. Berlin needs a vision and plan for growth that includes freezing taxes for our most needy seniors and investing in our town and assets that will increase our grand list. My friends, we cannot cut our way to prosperity. Please vote no/too low for both budgets on Tuesday, April 30. Send a message that we want to take back Berlin and put it on the right path to growth. Assessors Office would like to remind elderly homeowners and taxpayers who are 100% disabled the deadline for filing the state’s property tax relief program is MAY 15th, 2019. Homeowners who were 65 as of December 31, 2018, and who meet specific guidelines may be eligible for the program. Those who are 100% disabled regardless of age may also be eligible. Residents who meet the eligibility requirements can apply in the Town’s Assessor’s Office, Room 18 in the Town Hall, at 240 Kensington Road. The filing period is February 1st through May 15th. Eligibility guidelines include a maximum annual income of $36,000 for a single person and $43,900 for married couples. The tax benefit works on a sliding scale with a minimum exemption of $150 to a maximum of $1,250. An applicant must show date of birth, Social Security number and proof of all income – taxable and non taxable for 2018.
