PLAINVILLE — No. 13 Sheehan celebrated its first trip to the state girls basketball finals in 19 years with a 62-59 victory over No. 8 Berlin in the Class M semifinals on Monday night.

Those being held in the police station lockup will no longer be behind bars once a project to replace the cell doors is complete. The new doors will have a metal frame encasing solid pieces of translucent security plastic, preventing inmates from being able to tie anything to the door, said Jeffrey Jagoe, who works for Tomlinson Hawley Patterson, one of contractors selected for the work.

The Titans (19-7) trailed by as many as 11 points in the first half, but were powered to the win by a career-high 36 points by senior Liv Robles. The teams exchanged leads several times down the stretch. Caitlyn Hunt put the Titans on top for good with a dish from Robles with 1:16 left in the fourth. Sheehan made just enough free throws down the stretch to seal it. “I’ve been working since my freshman year along with all of these girls to get a chance at this great opportunity. I couldn’t have asked for anything more,” Robles said. “We kept fighting and we came back and won it.” Sheehan will play No. 2 Cromwell, which defeated No. 3 Kolbe Cathedral 51-47 in Monday’s other Class M semifinal. The Board of Finance is reviewing a budget request that seeks a 7 percent spending increase in spending for next year. The $94.2 million budget proposal represents an increase of $6.3 million over the current year, including $3.7 million for general government and $2.6 million for the Board of Education.

Payments for debt and pensions, $11.8 million, accounts for more than 12 percent of the proposal. That figure is expected to begin falling after the next fiscal year, albeit at a gradual pace.

The finance board will hold a forum at the Senior Center on Tuesday, March 26 at 1:30 p.m.

Under the proposal, the owner of a home assessed at $150,000 would pay $5,283 in taxes, an increase of $408.

"Residents feel that they're paying higher taxes and getting little or nothing in return and the reality is it's because they're increasingly paying for old debt, not things they can see and experience today," he said. BPD officers being hired away by other departments Officers leaving the Berlin Police Department for other municipalities have cost the town thousands of dollars, police Chief John Klett said. Three officers have been hired by the Southington Police Department in the past eight months. According to Klett, the officers were lured by Southington’s more attractive pension plan. Berlin has a 401(k)-style, defined contribution plan. He estimated that the cost of training a new recruit is around $48,000. The cost of hiring an untrained officer and getting them the required accreditation includes the cost of the municipal police academy

and the cost of the recruit’s salary while they are in the academy and field training. During those 10 months, the department remains short an officer and often has to pay overtime to keep shifts fully staffed. Deputy Chief Christopher Ciuci said since the start of 2018, two Berlin recruits have graduated from the academy and another two are currently enrolled. The department has positions for 42 sworn officers.

MERIDEN — A city man and teacher at Berlin High School received a suspended prison sentence after he was found guilty of sexual assault on Friday. Michael Cwirka, 29, of 882 N. Colony Road Apt. 9, pleaded no contest to three counts of fourth-degree sexual assault in Meriden Superior Court on Friday. A judge found him guilty and Cwirka was sentenced to three years in prison, fully suspended, and three years of probation. A measured, informed response to safety At the Feb. 25 meeting of the Berlin Board of Education, the board discussed and voted upon several challenging issues, including hiring armed security for our schools (7-1 vote) and Open Choice for the upcoming school year (6-2 vote). After much discussion and deliberation, the Board of Education decided to employ armed school security guards at all Berlin schools. This decision to arm the security staff was not made without many meetings, conversation and research into practices in other districts. Last year, a town-wide safety forum was held giving citizens the opportunity to share concerns and opinions with the mayor, police chief, superintendent of schools, and Board of Education members. Other Connecticut districts that are currently arming their security staff were consulted and a survey was sent to all parents. Of the 425 respondents, over 75 percent were in favor of armed security staff. Board Member Tracy Sisti and Superintendent Brian Benigni met with each principal to hear their opinions and concerns regarding armed security in our schools. After much reflection, four out of five principals are in support of armed school security personnel with concealed firearms. The one principal that did not support armed security expressed that their decision might be different if the school did not already have an armed school resource officer. The Board of Education has directed the superintendent to post and hire a safety, security and residency director who will be instrumental in hiring and supervising the school security staff.

The mayor has agreed to fund the security positions. Our intent is to have two security staff at Berlin High School, and one at each of the other schools; the office of the security director will be in one of the schools. It is important to note that because the security staff will be armed, all prospective candidates must have previous experience as a municipal police officer or state trooper to be considered. Each security staff member will be required to pass a psychiatric exam and firearm safety recertification course annually in order to maintain their employment. The Board of Education recognizes that the decision to introduce armed security into our schools is not supported by all members of the community, as only 425 surveys were returned, and among respondents, a small number did not support the idea. However, given the number of violent incidents in schools across the country, the consensus among board members was that taking this step is a measured, informed response. In the same meeting, the board voted on the number of seats to offer for Open Choice in the 2019-20 school year. The Open Choice program is a longstanding initiative which allows Hartford students to attend suburban schools, and also allows students from the suburbs to attend Hartford Public Schools, all at no direct cost to the students’ families. This program, in place since 1966, has the goal of improving academic achievement and reducing racial, ethnic and economic isolation and providing all children and their families a choice of high-quality educational programs. In the Greater Hartford area, about 27 suburban school districts are active participants in the program, with slightly more than 2,000 Hartford students attending public schools in these towns. For the participating districts, the payoffs can be measured in several ways, including economic benefits to the towns and benefits to students.

The district receives significant financial support from the state for the Open Choice program. Since 2013, the state has agreed to pay $8,000 per student to districts wherein Open Choice seats make up at least 4 percent of the student population. In Berlin, this amount added more than $1 million dollars to the funding available for local education. This funding is used to pay teacher salaries and to purchase instructional materials used

Last year, the Board of Education authorized Superintendent Benigni to offer 67 additional seats to Open Choice students of which 51 seats were filled. The superintendent’s proposal for the upcoming school year was to offer 14 seats, primarily at the kindergarten level. This number allows the district to maintain enrollment at plus-4 percent of the student population and to qualify for the higher rate of payment. Mr. Benigni outlined a longrange plan to bring students in at the kindergarten or preschool level, allowing these students to be part of the Berlin Public Schools community from the beginning of their education.

BHS’s Veleas, Mroczkowski earn third state crowns

With the spring season on the horizon, winter athletes at BHS have wrapped up their postseason runs.

Funeral services were held on March 8, 2019 at Erickson-Hansen Funeral Home/Porter’s Funeral Service, 111 Chamberlain Hwy., Kensington, followed by a Mass of Christian Burial at St. Paul Church. Burial was in Maple Cemetery. In lieu of flowers, memorial donations may be made to St. Paul Church.

For BHS wrestling, Daniel Veleas won the Class M state championship in the 145pound weight class. The win marked his third straight state title and placed him in the State Open.

She was a graduate of the St. Francis School of Nursing and later taught at the Meriden School of Nursing. Marie was employed at Newington Children’s Hospital and at Berlin Public Nursing, before retiring in 1996. She was a devoted member of St. Paul Church and the Ladies Guild at church. Marie enjoyed cruising, camping, the beach, going to the casinos, and Italian cooking. She always looked forward to family gatherings, holidays with family and friends, and family dinners. Surviving are her children, Peter (Julie) Tirinzoni of Kensington, Lisa (Michael) Godin of Berlin, and Joseph (Kathleen) Tirinzoni of Avon; a brother, Vito DiPinto of South Windsor;

Obituaries BERLIN- With heartfelt sadness, we announce the passing of our beloved wife, mother, grandmother, and mother-in-law, Anne G. Andruskiewicz, 83, of Berlin, CT, on Wednesday, March 6, 2019, with her loving family by her side. Anne courageously fought a long illness for nearly five years. Born in New Britain, she was one of twelve children to the late Carl and Mary (Petonovich) Glaser. In 1958, she married Tom, Sr., the love of her life and devoted husband for 60 years, in which she was grateful for his consistent caretaking and companionship, even when he was battling his own illness. Tom and Anne settled in Berlin, established a family and Anne eventually retired from the SNET telephone company. Family was everything to Anne, especially her children and grandchildren and her greatest joy was spending quality time with her family and friends. She was truly the Matriarch for her immediate and extended family. Anne was the type of woman that “took charge” - she was instrumental in gathering the family members together, was always relied upon to give advice and was fiercely loyal and protective of them. She was a generous woman who did so many loving acts of kindness. Anne was an avid reader and took pride in reading novel after novel and

diligently visited the local Berlin library. She was passionate about carrying on family traditions and always made cookie baking and holiday hosting a priority, hence everyone gathered at Anne’s house for a Christmas Eve celebration. Anne was a “beach-bum” and enjoyed relaxing and sunbathing in the radiant sun. She spent many summers at Bashan Lake in Moodus and enjoyed entertaining her family and friends at her pool. In addition to her husband, she will be missed by her daughter, Donna Celella; her sons, Thomas and his wife Susan and Gary and his wife Tracy; and her treasured grandchildren, Ashley, Chrissy, Anthony, Andrew and Amelia. She is survived by her brothers, Frank and his wife, Geraldine of Southington, Robert and his wife, Elaine of New Hampshire, Richard and his wife, Geraldine of Glastonbury, John, Edward and David of

New Britain, sister-in-law Carol of Newington as well as sisters Elizabeth Stathis and her husband, Robert of Southington and Laura Magnussen and her husband, Glenn of Windsor. In addition, she leaves her brotherin-law John and wife Maureen Stankiewicz of Berlin; along with many nieces, nephews and great nieces and nephews, including Karen Poplawski, with whom she shared a special bond. She was predeceased by her sisters Carolyn Klatt and Donna Yatsenick, her brother, Carl Glaser, Jr., her sister-in-law, Betty Martinelli and her husband, Hank, and her best friend, Shirley Toce.
