BOE implements cuts By Devin Leith-Yessian The Citizen

"Unfortunately this is where we are. It's a sad day for us. We've had people speak and say stand your ground, we don't have ground to stand on ... because we don't have control after we send the budget out,” Board of Education Chairman Matthew Tencza said. “We only get to make these decisions and Berlin Superintendent of Schools Brian Benigni speaks there's not one good decision on there. Cuts to special education, athletics and teaching staff were laid out by the Board of Education on Monday, April 15 as members sought to enact steep reductions in its budget request by the Town Council and Board of Finance.

After almost 60 years producing industrial cleaning machinery in town, Jensen Fabricating Engineers is moving to Springfield, Missouri as part of a consolidation effort by its parent company. The facility, located at 555 Wethersfield Road, employs around 35 people, some of whom will be offered a position at the Springfield facility and assistance with moving. Jason Fulp, company spokesperson, said the move is part of a consolidation between the Berlin-facility and JRI Industries, which acquired Jensen in 2013. The company announced last month that it would be rebranding under the name Jenfab Cleaning Solutions and moving the Berlin operation to its new 60,000 square-foot headquarters. “By further consolidating its operations, Jenfab can maximize its manufacturing efficiency as well as improve the service and quality of its products,” said a press release from Jenfab.

Jenfab creates washing machines used to clean parts and tools for manufacturing use, including automotive, aviation and bio-medical. Fulp said production in Berlin is scheduled to wind down by the end of May. The building will be handed back over to the land owner by the start of August, once machinery has moved to Springfield. Berlin Economic Development Director Chris Edge said he hopes to work with employees who are staying in the area to help them find jobs with other manufacturers. “My biggest concern is the employees not moving,” he said. Edge has also reached out to the property owner to assist in finding another tenant, possibly another manufacturer. “You can get raw materials to your location relatively easily with the highway,” he said. “We’re still in a great position. This was just a corporate decision.” dleithyessian@ record-journal.com 203-317-2317 Twitter: @leith_yessian

Public forum on tolls tonight

BOE

State representatives Laura Devlin (R-134), Lezlye Zupkus (R-89) and Craig Fishbein (R-90), and state senators Rob Sampson (R-16) and Henri Martin (R-31) have scheduled an informational forum on tolls. The forum is planned for Thursday, April 18, 7 p.m., at the Cheshire Town Hall, 84 South Main St., Council Chambers.

would be laying off at least six teachers for a savings of $500,000, depending on exact salaries and unemployment costs, which Tencza said could drive the number higher. Superintendent Brian Benigni noted that with those layoffs, the district would average five teacher reductions a year for the past six years, bringing the number to 264 from 286 in the 201415 school year.

A $125,000 reduction in administrative costs was also put forward and left to Benigni to find a workable solution, which would likely involve removing one of two assistant principals at McGee Middle School, bringing the number of ad-

ministrators across the district to 17, plus a human resources director shared with the municipal government. The Effective School Solutions program, which costs $272,000, would also be eliminated with the hope that it could be paid for with leftover funding at the end of this school year. That has been how the program was funded for the past three years, with money being found in 2018 by leaving positions open after staff left the district. "It crushes me to pull this out again, for the third consecutive year for a program that we've continued to run and we know it's brought so much value to the students, that it does touch on its success here," Tencza said. Interscholastic sports at McGee Middle School

would also be eliminated, either outright or by replacing it with intramurals. Dedicated athletics for freshmen at Berlin High also would be eliminated, which would leave younger students with the option to try out for junior varsity slots against older students. Board member Jake Fisher noted that the athletics programs impact a large number of students for a relatively low cost compared to the other items being considered. However, Tencza said he’d rather avoid further teacher layoffs than maintain sports offerings. "I'd rather take those athletics away at the middle school than cut three or four more teachers, or three or more support staff," Tencza said. Paid parking would also be implemented at Berlin High School at a possible price of $100 per year. Activity fees for clubs also are being considered. School board member Traci Sisti worried that the cuts would discourage families from moving into the town and would push new graduates of the school system to move away. "If we keep doing this crap, we're not supporting our children; they're not going to support this town,” she said. "Our kids aren't going to want to come back and raise their kids in this town if we don't support them.”

nation? The town could at least have a starting point for the station square. Then they could start getting tenants and more reservations for the area. Jay Ritter Berlin

The Berlin Republicans: Mayor Mark Kaczynski, Brendan Luddy, Alex Giaccone, Charlie Paonessa and Party Chair Anne Reilly do NOT support and SLASHED funding for: • Our SENIORS

• Our POLICE OFFICERS

• We are desperately short on police cruisers putting the entire town at risk. The Mayor has cut them every year!

• The Mayor reneged on a promise to redo the musty stinky locker rooms! • SCHOOL SECURITY

• Our CHILDREN • Funding for education cut by 65%. Special Education funding SLASHED! Teacher layoffs meaning larger class sizes. • Middle school and freshman sports will be CUT. Clubs/Activities/Advanced Classes CUT. All capital CUT. Fees and pay to play coming.

• PUBLIC SAFETY

• Roofs leaking and equipment falling apart. Your street might not get plowed next winter.

FROM THE BERLIN DTC

GOP majority has placed partisanship over citizenship Berlin is a community of 20,000, with a police force, four fire stations, five schools and a golf course. And governing all of this are volunteers. Not just our elected officials, like the Town Council, Board of Education, Board of Finance and Police Commission, but the dozens and dozens of residents who serve on our numerous commissions. Commissions like Planning & Zoning, Water Control, Veterans, Parks and Recreation and Public Building.

Much of the work of governing our community is dependent on the hard work, expertise and good will of these volunteers, who diligently perform their work, often thanklessly and anonymously. Their good and valuable work calls to mind the words of Theodore Roosevelt, “[T]he first requisite of a good citizen in this republic of ours is that he shall be able to and willing to pull his own weight.”

them a debt of gratitude. Unfortunately, rather than recognize and honor the sacrifice and commitment of these volunteers, recently the Republican majority on the Town Council has acted in a manner that is disrespectful to this volunteer service and will discourage other citizens from volunteering their time and expertise. Bruce Moore and Kevin

As a community, we owe

Murphy, longtime members of the Planning & Zoning Commission, were not nominated for new terms on the commission by the Republican council majority.

Mr. Moore’s quarter century of service to the community was not only ignored and dismissed, it apparently wasn’t even worth discussing.

Mr. Moore’s case is instructive. After 26 years of service on Planning & Zoning, including over a dozen years with the mayor, he was nominated for another term. The Republicans ignored his nomination and voted to put someone else on the commission.

To this day, Mr. Moore has not received any explanation why his nomination wasn’t worthy of consideration. In fact, he has not received so much as a thank you for his 26 years of service. All of this, despite a tenure of service marked by civility, preparation, hard work and honesty.

This callous move by the Republican majority on the council does not only affect Mr. Moore, it has an impact on all of us. Our town government is lessened when experienced and talented volunteers are dismissed and replaced by political appointments. And others who might be inclined to serve their community are discouraged by callous political game-playing. Make no mistake about it, the Republican majority has placed partisanship over citizenship, elevated cynicism over volunteerism and signaled that acting in a way that favors them is more important than what is in the best interest of our community.

Mark Twain wrote that “citizenship is what makes a republic; monarchies can get along without.” Republican officials appear to be of the belief that they can get along without or, at the very least, ignore and devalue citizenship. As a community we deserve much better than this. We deserve and should value hard working volunteers like Bruce Moore and Kevin Murphy. And thank them for their service. This commentary was submitted on behalf of the Berlin Democratic Town Committee and its elected officials Gary Brochu, Kristin Campanelli, Richard Price and Kathy O’Donnell-Moss.

Who pays the next CT tax hike? By Keith Phaneuf The Connecticut Mirror

Majority Democratic lawmakers, who’ve flinched at — but not ruled out — tax proposals that fall heaviest on the poor and middle class, face a watershed moment in the next two weeks. Their choices are, frankly, not good.

In addition to his parents, Cesildo was predeceased by his sister Effie Ferre, his sister Ada Seaman, his sister Helen Ferre, his step-father Santi Busca, his brother-inlaw Stanley Seaman, his brother-in-law Nicholas Ciammella, his nephew Nicholas Ciammella, Jr., his brother-in-law, Angelo Ciammella, and sister-inlaw, Angela Ciammella. A Classified ad is an easy way to sell your merchandise, and it’s easy on your wallet, too.

They could grudgingly accept Gov. Ned Lamont’s proposals to broaden the sales tax and impose new levies on sugary drinks and plastic bags, or they could counter with higher income taxes for the rich — which progressives favor but the governor staunchly opposes.

They could recommend raiding the emergency reserve, using one-time money to fund ongoing expenses. This would postpone the income tax debate, true, but it would weaken Connecticut’s fiscal readiness for the next recession. Or they could reject any major new revenues — taxes or otherwise — despite major deficit forecasts, thereby forcing deep cuts on municipal aid, social services and education. Whatever Democrats do, they can be sure that minority Republicans, who lost seats in the last election and haven’t offered many alter-

natives of their own, will be ready to pounce — and condemn — the choice they make. “It would be simple not to raise taxes, but that may not be the smartest policy we can advance right now,” said Sen. John Fonfara, D-Hartford, co-chairman of the Finance, Revenue and Bonding Committee. “There are some real questions about regressiveness” in the governor’s proposal, said Rep. Jason Rojas, DEast Hartford, the panel’s other co-chairman. “That point has been made.”

Comprehensive Both Democratic leaders on finance insisted no decision has been made about

whether to raise income taxes on the wealthy. But they also told the CT Mirror the option hasn’t been ruled out as the finance committee’s May 2 deadline to recommend a tax plan for the next two fiscal years draws near.

In part, this is because the party’s discomfort — especially among its progressive members — with regressive taxes runs deep. “When we think about how we can make Connecticut

Taxes are considered “regressive” when they are applied uniformly to all taxpayers, making no adjustment for how much someone earns. For example, a millionaire and an individual on welfare both pay the same 6.35 percent sales tax to the state when they purchase a magazine. They also pay the same 25-cents-pergallon, retail gasoline tax when they fill up their cars. By comparison, “progressive” taxes seek a larger share from more affluent

The progressive caucus offered an alternative on March 15, suggesting households that earn more than $500,000 per year pay an extra one-half of 1 percent on their earnings. “At the end of the day, raising rates is a bad policy for the state of Connecticut,” the governor said following a March 5 appearance before Hartford area business leaders. “We’ve got to be very, very careful before we talk about raising rates. I think it’s the wrong thing to do.”

The administration estimates consumers would pay an extra $550 million in sales taxes by 2021 as exemptions are eliminated, and most of those dollars would come from middle- and lower-income households. Taxes on sugary beverages and plastic bags would yield almost $200 million by 2021, largely from the same groups.

“We’re looking at fair, creative, and equitable solutions to rebuild, reinvest, and renew Connecticut’s commitment to working families and modest income earners,” Rep. Anne Hughes, D-Easton, co-chairwoman of the caucus said when the plan was announced. “It will take moral courage to implement the systemic measures needed to create a new era See Hike, A25

Fonfara said Connecticut’s sales tax is unfair and has far too many exemptions. But the state could eliminate those exemptions and — rather than keep the extra revenue — use some or all of it to lower the overall sales tax rate, he said.
