BHS educator inducted into teachers’ Hall of Fame

The Town Council voted along party lines Wednesday night, April 3 to reduce the budget passed by the Board of Finance, paring back the spending increase to 2.5 percent

A longtime Berlin High School teacher was inducted into the National Teachers’ Hall of Fame for his contributions to statewide policy, mentorship of younger teachers and sharing his experiences from around the globe with students.

The budget now moves to an April 30 referendum.

Social studies teacher David Bosso is one of five teachers across the country being inducted this year. Christopher Poulos, a teacher at Joel Barlow High School in Redding, said he nominated Bosso because of the the work they’ve done together to advocate for education. Bosso was named state Teacher of the Year in 2012, five years after Poulos. "When he takes on projects, Dave sees it not only through the end, but beyond the end," Poulos said. "He gives 110 percent to his teaching ...” Bosso, who resides in Berlin, has also pushed for teachers to have a voice in creating educational policy.

KENSINGTON — Opening day for fishing is right around the corner and the Kensington State Fish Hatchery is getting ready to start stocking salmon and trout.

Hays : We have a variety of sizes. I have hundreds of thousands of really small fish, and then I have tens of thousands of average size fish. I have about a thousand or so of really big fish.

Jamie Hays, hatchery supervisor, looks after the facility and the fish.

Q: What is it like this time of year?

Q: How big are the fish here?

Hays : We raise Atlantic salmon, Cortland brown trout and Seeforellen brown trout. Q: How long have you been working here?

Q: What are some of your responsibilities? Hays : I oversee the facility, I have staff that work here, seasonal staff and full-time staff. I’m responsible for all the managerial duties as far as scheduling and payroll, but then also monitoring the fish culture side of it. Hays : I have four wells and they all pump water up into a large head tank and then that water is distributed through three pipelines that run into the hatchery. There’s a line that goes left, right and center. There’s a very distinct line of ponds.

Hays: I’ve run Kensington for three years and I ran Burlington Hatchery for seven years prior.

Hays : It’s stocking season. We’re in pre-season, opening day is in a couple of weeks on April 13. So right now we’re pre-season stocking different locations. We haven’t started here yet, we’re giving our fish a little more time to get a little bit larger and then we’ll start putting them out right before opening day and they should be just about 12 inches by then.

Hays : Most people have backgrounds in fisheries management or even just biology, fisheries biology, there’s a lot of variations. My background is in marine biology. I worked in aquariums for eight or nine years before I got into fisheries.

Surrounded by coaches, parents and dozens of teammates, three Berlin High School students signed letters of intent to continue their athletic careers at the college level. Patty Mroczkowski will be joining the University of Connecticut’s track and field team, quarterback Kevin Dunn will be moving on to the Sacred Heart University football team and Gianni Fanelli has earned a spot on the Assumption College baseball team.

"Being a student-athlete is very difficult, especially in high school,” he said. “You're pulled in many different directions, but you really have to stick with it. You have to commit yourself beyond what the normal student does, and you all have done that.” Dunn guided Berlin to consecutive state playoff berths and an appearance in the 2018 championship game. District-wide art show

Facts for consideration The Berlin Board of Education offers the following facts for consideration: Board of Education Annual Budget The BOE is required to either spend its entire allocated budget or return the unspent funds to the town. An unspent $443,590 was returned to the town last year from the BOE.

The Berlin Public Schools has scheduled its annual districtwide art show celebration for April 16 to 21 at the New Britain Museum of American Art, 56 Lexington St., New Britain. An opening reception is set for Tuesday, April 16, 6 to 7:30 p.m. The public is welcome.

Berlin ranks 65th based on wealth and 106th based on educational funding which is $1,786 less than the state average. CHOICE Program 131 CHOICE students out of a total of 2,803 students

Contract Settlements

Berlin determines the number of students and grade level that we accept; thus not requiring the hiring of additional staff.

Teacher and administrator contracts are settled at or below the state average every three years and are tied to binding arbitration. Berlin teachers are paid an average of $77,787 while the state average is $78,676.

The current funding received by BPS is $8,000 per student, provided that we remain at or above 4 percent. These funds are used to pay teacher salaries to offset the operational budget.

Berlin administrators pay the highest health insurance premium cost in the state. Both the teachers and administrators pay a higher percentage for their health insurance than town employees, for less coverage.

All expenditures above the $8,000 per student (e.g., a student with special needs Superintendent’s salary is who requires additional services) are reimbursed by $48,000 less than the previous superintendent. Hartford.

The council’s four Republicans voted on April 2 to have Town Manager Jack Healy draft such a resolution, while the three Democratic members voted in opposition and called it it premature because the legislature hasn’t presented a plan for tolls. The resolution could come up for a vote as soon as the council’s April 16 meeting. Mayor Mark Kaczynski said he’s heard from a number of residents who are concerned about the proposal and asked if the council would consider a motion similar to those other towns have passed. On March 23, residents held a protest against the tolls on Farmington Avenue. He expressed concerns that if a large number of tolls were to be placed on Interstate 91, motorists would switch their commutes to take them on the Berlin Turnpike instead, clogging local roads.

While it’s too early to determine if recidivism is lower among the TRUE program unit inmates (such data is collected after inmates have been out for three years, and the unit is only two years old), the unit's population has fewer discipline incidents than the prison at large. It reflects well on our state, and on former Gov. Dannel Malloy, that Connecticut is willing to look at what’s going on in other countries and rethink how we run a correction system. The TRUE program was created after Malloy and prison officials visited Germany to see how that country handles incarceration. Recently, CBS aired a “60 Minutes” episode on the TRUE unit at the Cheshire prison. The state has a similar program for women at York Correctional Institution. TRUE stands for truthfulness, respecting, understanding and elevating. The program, which operates in a separate unit of the prison, takes in young offenders from the general population who qualify and pairs them with older inmate-mentors. Inmates are given more responsibilities and the unit has a more relaxed atmosphere.

South Carolina and Massachusetts have established similar units. Banevicius said the rate of incidents is “much, much lower” in the TRUE unit than in the general population of the prison.

Meade said one of the few diets approved by dietitians like herself is the Mediterranean diet, a food plan that is low in red meat intake, high in healthy fats and includes a lot of fruits and vegetables. Meade said the biggest obstacle to eating healthy is bad habits.

The BPD is teaming up with the Connecticut Department of Transportation during the National Highway Traffic Safety Administration’s National Distracted Driving Awareness Month to make sure all motorists keep their eyes on the road and their
