I’d like to introduce myself as the new Village Manager of Westchester. My name is Paul Nosek and I’ve been the Village Manager now for just over a month and I can honestly say it’s been a pleasure. The Village of Westchester is at a point in its history where the next couple of years can really make a long lasting impact on this community. There are a lot of exciting opportunities just getting started and I’m honored to be a part of the process. The two separate TIF Districts being discussed, and the possibility of relocating Village Hall all have huge potential impacts on the Village. While these plans are very preliminary, it shows me that the Village is moving in the right direction. The Village has some great employees that really care about their jobs and take pride in their work and I see it every day. Our public works department, with their vast knowledge of our infrastructure is second to none that I’ve ever worked with. I look forward to working with them this upcoming budget year to set out a long term capital plan that will sustain the excellent services the Village of Westchester has come to expect. Our Police and Fire departments are also top notch and are ready to serve this community at a moment’s notice. I myself come from a mixed background, I’ve been in the private sector working for large corporations to running my own CPA practice and I’ve also worked in the Government side working for various municipalities over the last 17 years. This gives me a unique perspective on the way I feel government should work for its residents. I believe in hard work, responsiveness and fairness for you, our customers. While we do our best to make all of our customers happy, we ask that you

also understand that we have a fine line in which we have to balance our resources, taxes collected, with the needs of the customers. There are a lot of things we would like to do, but because of our limited resources we are unable to. So we try and prioritize what’s going to affect a majority of the residents and give us the biggest impact for our dollars. Of course, that’s not to say that smaller concerns are over looked, we listen to all concerns and will assist in any way we can. All of us at the Village of Westchester appreciate your concerns and look forward to serving you in the future. A Message from the Police Chief – Steven Stelter I hope everyone had a nice summer, boy they sure go fast!! As we head into September and the beginning of a new school year, I would like to encourage those driving their children to school to be mindful of the school zones, bus stops and the school zone speed limit. You need to adjust your driving habits now that school is back in session to prevent any possible citations or traffic crashes. With the safety of our children being a primary concern, the police department will be out monitoring school zones to ensure motorists are being safe and are in compliance with the law. Remember, NO CELL PHONE USE OF ANY KIND WHILE DRIVING IN AN ACTIVE SCHOOL ZONE. Here are a few tips for you parents driving your children to school as well as all other drivers passing through school zones: Follow the speed limit – the speed limit in a school zone is 20mph ➢ Stay Alert!! ➢ Speeding in a school zone could result in losing your driver’s license for a time. ➢ Yield to Pedestrians Stop for the school buses – don’t try

and sneak by ➢ Be sure to learn the proper drop-off and pick-up zones for your school. ➢ Watch for crossing guards and obey their stop signs ➢ Give yourself more time to get the children to school so you are not rushing. This winter the Police Department will be bringing back the Citizens Police Academy (CPA) to the Westchester Police Department. Classes will run on Wednesday evenings from 6:30 pm to 9:30pm for ten weeks, beginning in January. The actual dates will be published in next month’s newsletter. The CPA is a wonderful way for the community to enhance their relationship with the police department as well as giving those who attend the chance to get to know the fine men and women who serve you on a personal level. If you are 18 years or older and you are a resident or business owner of the Village, please consider attending the CPA. Applications are available at the police department front desk or you may download one from the police department website. Just fill one out and return to the

POLICE BLOTTER 1) At 11:43am on July 16, 2019 a Burglary to Motor Vehicle was reported in the parking lot of 4 Westbrook Corporate Center. A male was observed entering vehicles and was last seen running south from the area. 2) At 12:26pm on July 17, 2019 a Criminal Damage to Property was reported at Gladstone Park. Damaged was a vent to a building by unknown means. 3) At 12:46pm on July 27, 2019 an Armed Robbery was reported at the Chase Bank located at 11211 Cermak Road. A male subject with a handgun demanded cash from the teller. The subject fled and no injuries were reported. The FBI is investigating. 4) At 8:05pm on July 28, 2019 a Burglary to Auto was reported at the Walgreens located at 10356 Roosevelt. Unknown person(s) removed a purse

from a parked vehicle and fled the scene. The purse was recovered a short distance away with the contents missing. 5) At 10:48pm on August 1, 2019 a Damage to Vehicle was reported in the 1600 block of Mannheim Road. The vehicle owner reported that unknown persons damaged the roof of their vehicle while it was parked in the rear of the building. 6) At 10:36am on August 8, 2019 a Theft was reported on the 2100 block of Newcastle where an unknown subject was observed on video taking items from a mailbox. 7) At 12:43pm on August 12, 2019 a Burglary was reported on the 10300 block of Dickens. A resident who was out of state advised that numerous items were removed from his residence during that time and no forced entry was observed.

Joe spent just over 20 years with the Police Department and wore many hats throughout his career. We wish Joe the very best in his retirement.

Branch pickup for September will be September 9-13, 2019 Branch pickup for October will be October 7-11, 2019 Branch pickup for November will be November 4-8, 2019 (last pickup for the year) The Public Works Department will pick up branches the first full week of every month. (April-November) All brush must be put out on the front parkway no later than 7:00 a.m. on the designated pickup day. Branches can be up to 7 ‘in length and stacked with the butt ends facing the street in the same direction. If not stacked properly, a “restack” notice will be left. Public Works Crews will only pass through a designated pickup area once due to time schedule and other workload responsibilities. Thursday and Friday are Open Load days for pickup of any brush that will not fit through the chipper, such as logs, stumps, and large limbs. These must be cut for one man to lift. Dirt must be removed from the root ball for pick-up. Landscaping contractors are responsible

for their own brush pickup and disposal.

Please note the following schedule for branch pickup: MONDAY: From Mannheim Road west to Wolf Road and from Canterbury south to Windsor-including both sides of Windsor Drive. Also, Waterford, Waverly, Camelot and Concord. TUESDAY: Roosevelt Road south to Cermak Road-from Gardner Road west to Mannheim Road. WEDNESDAY: From Roosevelt Road north to the expressway and from Gardner Road west to Mannheim Road. Also, Roosevelt Road south to Canterbury from Haase west to Heidorn. THURSDAY: From Belleview west to Wolf Road, Martindale Drive to 31st Street Remember….. Waste Management will also pick up your branches if they are bundled no more than 4’ in length. Village residents are asked to call Public Works at 708-345-0041 or the Police Non Emergency number after hours at 708345-0060 if an unusual amount of water is visible in the street or parkway. This could be a main break or water leak that requires our immediate attention.

50/50 Shared Cost Parkway Tree Program Beautify your yard and add to the curb appeal of your home…. The Village offers a 50/50 shared cost program that includes the purchase and planting of a new parkway tree. Residents have a choice of 5 types of trees indigenous to the area. The trees will be planted in November 2019. Please call Public Works at 708-345-0041 to register.

Sprinkling during unrestricted hours (before noon, after 6pm) shall be allowed on even numbered days for those even numbered addresses, and on odd numbered days for those residents having odd numbered addresses. If we have a dry summer, further restrictions may be necessary.

COMMUNITY DEVELOPMENT Why Should I Get a Building Permit? This is a question many people may ask themselves when planning alterations to their home or property. There are several advantages to doing home improvement projects with a building permit. When you apply for a permit, you can be assured that your construction drawings will be thoroughly reviewed and that each phase of the project will be inspected to ensure the work is completed in compliance with locally adopted building codes. Additionally, the plans examiner and field inspector can be a resource to provide technical guidance on your project. Furthermore, there are legal and financial liabilities that you may face

when you don’t get a building permit. Work without a permit is illegal and can pose serious complications for you when you try to sell your house. Any fire and homeowners insurance you have may be invalidated if you do work without a permit. If there is a fire in your home, the insurance company can use the illegal work as an excuse not to pay your claim. Boy Scout Troop #73 News

Last month the Troop held their annual Webelo’s Invitational for Cub Scout Pack #73. The Invitational was held at Rainbow Scout Reservation in Morris, Illinois and gave the Webelo’s of Pack #73 the opportunity to camp with the Boy Scouts and give them a taste of what Boy Scout life is like. During this camping weekend, the Cub Scouts practiced pitching a tent with the help of a seasoned Boy Scout and they took a 4-mile hike where they identified various plants and animals that they encountered. They also enjoyed a couple hours on the shooting range, where they were able to do archery and shoot BB’s. At night they built a campfire and sang camp songs. The Boy Scouts created the itinerary and activities for the Invitational and even did all the cooking for the Cub Scouts and their guardians. The Troop will have a booth at the Back to School Picnic, which will be held September 8th at Mayfair Park…stop by and check them out. On August 5th, Danny Kalish completed his Eagle Board of Review and became Troop #73’s 54th Eagle Scout. For Danny’s Eagle Project he built a Veteran’s Memorial at the Community Center Park. The memorial is dedicated in honor of all veteran’s and active duty members of the United States Armed Forces. A formal dedication will take place on September 7th. Danny is currently a senior at St. Joseph High School.

Village to Offer Free Community Shredding The Village of Westchester will offer its residents personal and financial document destruction at the Village Hall on Saturday Oct. 19, from 10:00Am12:00PM. This does NOT include business document destruction. The event will be held behind the Village hall, and residents may follow the directional signs for safe and easy drop off. Some of you may have heard of Solar Energy and how you can save money using an everyday resource. Welcome Back to School! We are excited for this new school year! We have a few events this month that we will be at where we will have information about the WPTC, how you can register online, sign up for our committees and for the room parents for the WPS and WIS classrooms. We will be at the Back to School Picnic at Mayfair Park on Sunday, September 8th from Noon to 3 pm as well as each school’s curriculum night. WMS on Tuesday, September 10th WPS on Thursday, September 12th WIS on Tuesday, September 17th.

We will also be selling spirit wear at the curriculum nights. Our first restaurant fundraiser night will be Monday, September 23rd with Buona Beef. Take a break from cooking, stop by for lunch and/or dinner and 20% of all sales will come back to the WPTC! The Village of Westchester will be starting its Road Program for this year, later in September. The program should take approximately 4 weeks with the curb and gutter work being done first and then the roads being done second. The roads will be done in approximately 8 to 10 days and then there is a curing process that needs to take place and then they will come back out and finish up. The map shows what streets will be affected and are highlighted in red.
