VILLAGE SNOW RESTRICTIONS

Public Works crews keep our streets free of snow and ice during the winter months. Please assist us by observing the following:

• Place garbage cans 3 feet behind the curb line- do not place them in the street.

• Do not shovel or blow snow back into the cleared streets.

• Please observe the “NO PARKING SNOW ROUTE” signs.

-The snow portion of the signs will be enforced after 2 inches of snowfall between December 1st and March 31st.

If you reside on a Primary designated SNOW ROUTE, after 2 inches of snowfall you must remove all vehicles from the snow route. Vehicles must stay off the street until the streets are cleared thoroughly by the plows by Public Works. If the snowfall is continuing, the restriction is in place until Public Works completes the plowing for the day. Please check the signs at the

corners of your block.

If you reside on a Secondary route, there is no parking Sunday, Monday, Wednesday and Friday on the even numbered house side and no parking Tuesday, Thursday and Saturday on the odd numbered house side after 2 inches of snowfall. Please check the signs at the corners and center of your block for guidance. (This includes ALL side streets not designated a Primary snow route.)

If you have a Fire Hydrant on your parkway, please help keep the hydrant clear of snow so that the Fire Department may easily access the hydrant in case of an emergency, and so that the snow plows may quickly identify the hydrants while plowing.

Westchester Tree Replacement Program

A Village ordinance amendment passed in October 2021 is allowing the Village to replant trees on parkways where tree removal has taken place, due to disease, storm damage, or premature death. As

such, the Village has been doing this on eligible parkways for three plantings now, at no cost to the resident. This replacement program does not allow for residents to choose the species of tree planted, the location, the amount of trees planted, nor are residents able to opt-out of having a tree planted in the Village parkway in front and/or side of their residence.

If you would prefer to choose the species of the tree to be planted, this can be achieved through our 50/50 program. The resident can choose the tree from a list provided by the Village, and shares half of the cost of the tree and planting with the Village. To request a 50/50 tree, please call the Public Works Department at 708.345.0041.

As always, residents are asked to call Public Works at 708.345.0041 or the Police (after 3:30pm M-F & on weekends) if an unusual amount of water is visible in the street or parkway. This could be a main break or water leak that requires our immediate attention.

Happy Holidays

I would like to take this time to wish everyone a Happy Holiday Season from all the members of the Westchester Police Department. I would like to remind our residents during these uncertain times, we need to take extra precautions making sure that we do the best to safeguard our homes and property. Spend the extra time and money to make sure your household doors have strong deadbolt locks and also your storm doors have a heavy duty locks that are kept locked. Especially if that’s the door you will use to talk to anyone who rings your bell. The storm door being locked gives you time to keep a buffer between you and those outside your door. Always, install a ring tone doorbell and proper lighting so you can talk to those at your door and ask questions. Do not leave your front door or your garage doors open. Criminals see that as an open invitation to come in. Do not let anyone come up to your residence to solicit services or offer to fix or make repairs. Security video cameras are an added plus to keep criminals moving down the road or helping police capture criminals lurking among our communities. Staying safe and not becoming a victim is a team effort and helps us catch those that take advantage of our residents!

Sincerely, Chief Daniel Babich Westchester Police Department

Winter Driving Safety Tips

The best advice for driving during

bad snow/ice storms I can recommend is not to drive at all, if possible. Try not to go out until the slat trucks have been out and had a chance to salt the streets. Allow yourself extra time when going somewhere, knowing it will take longer than normal. If you must drive in the stormy conditions, make sure your vehicle is prepared and you are comfortable with how your car handles in the stormy conditions. Here are a few tips for driving safely on icy roads: Decrease your speed and leave plenty of space between you and the car in front of you, so you can stop in time.

Brake gently to avoid skidding, if you wheel start to lock up, ease off the brake.

Do not pass snowplows. The plow drivers have limited vision and you are likely to find the road in bad shape in front of the plow.

Remember that overpasses, bridges and less travelled roads are prime spots for black ice. Be extra careful as you drive on these.

This year the Westchester Police Department will be continuing its “Shop With A Cop” on December 10th.

Police Officers will be partnered up with a child aged 5-12 years old who come from families that are suffering from a financial or medical hardship. Officers will drive the children lights and siren to a local retail store and Christmas shop with them. The children will be brought back to the police department and will wrap their presents and have a pizza party. Anyone who would like any information concerning Shop With A Cop may call the police department and ask for Officer Cristian Aguirre at 708-345-0060

Westchester Residents Take Action on Climate Change

To help communities reduce emissions and track progress, the Chicago Metropolitan Agency for Planning (CMAP) compiled local emission summaries for northeastern Illinois.

Between 2010 and 2019, our region reduced its greenhouse gas emissions by 9%, an average of 1% per year. To meet the region’s 2050 goal, we will need to reduce emissions by 5% per year.

Roughly two-thirds of our region’s emissions come from buildings, in the form of electricity and natural gas for heating and cooking.

Electricity emissions have steadily decreased as the region’s electric grid transitions away from carbon-intensive fuel sources, such as coal, to less carbon-intensive fuel sources, such as solar and wind. Emissions from natural gas have remained unchanged.

From Jan’20 through Sept’22, Westchester residents took action on climate change by installing 71 new rooftop solar systems on their homes.

As a renewable source of power, solar has an important role in reducing greenhouse gas emissions and mitigating climate change, which is critical to protecting humans, wildlife, and ecosystems. Solar energy can also improve air quality and reduce water use from energy production.

Further adoption of rooftop solar and increasing the number of solar farm subscriptions throughout our Village may help reduce energy costs.

From Nov’17 to Oct’22, Westchester residents took action on climate change and local air pollution by increasing the number of electric vehicles in our community from 6 to 46.

Electric Vehicles (EVs) cost less to drive and maintain and emit fewer greenhouse gas emissions than their gasoline-powered counterparts, even when factoring in the mining and battery production at the start of their lifecycles. In addition, EVs do not emit local air pollutants that are harmful to our health. Continued adoption of EVs will continue to have a favorable impact on greenhouse gas emissions, our local air quality, and our health. Utilizing alternative forms of transportation such as walking or biking to work or when running errands, or taking the bus from the airport, are forms of transportation that are zero to low emissions. Switching to electric lawn care equipment also reduces greenhouse gas emissions and local air pollution.

Westchester’s Residential Emissions

According to CMAP’s report, Westchester’s residential emissions per person from electricity and natural gas are higher on a per person basis, than that of the overall CMAP Region, as well as that of Cook, Suburban Cook, and DuPage Counties. Data for surrounding communities are provided for comparison.
