Westchester Capital Improvement Bond Referendum The Village of Westchester was founded in 1926 and after 94 years, things don’t work as well as they used to. The water mains, pipes, sewers, streets, curbs, street lights, traffic signals, bridges and flood retention systems that make up the basic infrastructure of our village are beginning to exceed their original predicted engineering lifespan and need to be replaced or repaired. Sometimes it’s 20 years, sometimes it’s 50 years and sometimes it’s 75 years, but eventually, the underlying structures that make our village safe and secure need to be renovated or completely reconstructed. Just like an old house, if it is not properly maintained it becomes a health and safety hazard that is ultimately uninhabitable. To address the decline in the aging infrastructure of the Village of Westchester has come up with a comprehensive plan that will address these concerns. The plan will address 3 major areas of our infrastructure: 1-Streets – 95% of our streets will have a “good” or “very good” rating after these projects. 2-Water Main/Sanitary Lines/ Residential Flood Mitigation – The water mains in the Village were put in place in some areas of town close to 100 years ago. We need to start replacing or repairing these water mains. The sanitary lines as well will need to be addressed and this plan repairs almost half of the sanitary lines in town. The residential flood mitigation program that the Village has had for years will be funded at a much higher level so that we can encourage residents to take steps to help mitigate flooding. 3 – Alley’s – we have dedicated 10% of this project list to repair and replace our alley ways which have been neglected for many years. This plan will put the Village on a course of proactive maintenance which can be sustained with our current funding

levels after the plan is completed. The cost of the plan would be approximately $42 million which equates to approximately $249 per year for a $250,000 home in Westchester. A capital improvement bond issue question has been placed at the end of the November 3, 2020 Presidential election ballot for Westchester residents to decide whether they want to begin funding the replacement and repair of Westchester’s infrastructure beginning in 2021. The question will read: “Shall bonds in an amount not to exceed $42,000,000 be issued by the Village of Westchester, Cook County, Illinois, for the purpose of paying costs of street, alley, sewer and related improvements throughout the Village and expenses incidental thereto, said bonds bearing interest at a rate not to exceed 5% per annum?” The Village of Westchester cannot by law advocate for or against any bond issue, but instead provides the facts listed above for village residents to make the determination on the merits of the issue. Please take the time to review the list of proposed projects for the usage of the proposed bond funds and make your informed decision by voting on or before November 3rd. If the bond referendum is approved by voters, the Village would act to obtain the lowest possible market interest rate and the bonds would be repaid 20 years from the dates of the issuance of the bonds. Interest rates are at historically low levels which translates into savings for residents. One of the questions many of you may have is what we would get for $42 million. Well we have put together a complete detailed list of all 249 proposed projects to be funded by the bond issue from 2021 through 2025 which is included on the

Time to talk about winter Well I know no one wants to talk about winter this time of year but last year we had an early snow by November. It’s that time again we need to advise everyone, that starting December 1, 2020 the snow plowing signs will be enforced when we have 2 inches or more of snow fall and residents must move their vehicles, so that the snow plows can do their job and clean our streets, so that fire personnel can park fire trucks and ambulances can arrive when requested. Please follow all snow route signs in any area because some have different day regarding snow enforcement. The last thing officers want to do is write residents tickets to move their vehicles, especially when it is a major storm, or a snowfall that came during the late evening hours. Please always watch your local weather reports for any accumulations your way. Let us hope for mild winter and no snow!

POLICE BLOTTER 1) At 5:01pm on September 16, 2020 a Retail Theft was reported at the Circle K located at 10201 Roosevelt Road. The employee advised the police department that a male left the store after placing several items in their pocket. Video of the incident was provided to investigations. 2) At 11:55am on September 19, 2020 a Burglary to Motor Vehicle was reported in the parking lot of 3020 Wolf Road. A front drivers side window was damaged and money was taken from the vehicle while the vehicle owner shopped in the area. 3) At 5:27pm on September 25, 2020 a Theft from Garage was reported on the 1400 block of Evers. The resident reported that various landscaping items were missing from the garage. It did not appear that forced entry was made.

4) At 7:08am on September 27, 2020 a Burglary to Motor Vehicle was reported on the 2100 block of Hull. The resident reported that unknown person(s) entered their unlocked vehicle that was parked on the street and took money from a purse. 5) At 17:30 on September 30, 2020 a Criminal Damage to Property was reported on the 11100 block of Boeger Court. The homeowner reported that unknown person(s) spray painted areas around the front of the house and several flower pots were damaged. 6) At 6:24pm on October 8, 2020 a Theft was reported on the 11000 Block of Martindale. The resident reported that their vehicle registration sticker was removed from their vehicle within the past few days.

Branch Pickup The final branch pickup for the year will be November 2-6, 2020 Village branch pickup will resume in April 2021.

The Public Works Department will pick up branches the first full week of every month. (April-November) All brush must be put out on the front parkway by 7:00 a.m. on the designated pickup day. Branches can be up to 7 ‘in length and stacked with the butt ends facing the street in the same direction. If not stacked properly, a “restack” notice will be left. Again, please put ALL brush out on your designated pickup day and Public Works crews will determine what constitutes an open load, which will be picked up later in the week. An open load would include any brush that will not fit through the chipper such as logs, stumps, and large limbs. These must be cut for one man to lift. Dirt must be removed from any root balls for pickup. Public Works Crews will only pass through a designated pickup area once due to time schedule and other workload responsibilities. Landscaping contractors are

responsible for their own brush pickup and disposal... Branch pickup Schedule: MONDAY: From Mannheim Road west to Wolf Road and from Canterbury south to Windsor-including both sides of Windsor Drive. Also, Waterford, Waverly, Camelot and Concord. TUESDAY: Roosevelt Road south to Cermak Road-from Gardner Road west to Mannheim Road. WEDNESDAY: From Roosevelt Road north to the expressway and from Gardner Road west to Mannheim Road. Also, Roosevelt Road south to Canterbury from Haase west to Heidorn.

Leaf Pick Up As leaf season arrives, Public Works will be cleaning the streets and curbs. We ask that you do not rake your leaves into the street as this causes sewer problems and clogs the storm sewers, which leads to street ponding / flooding. This can result in dangerous driving conditions. Please try to keep the drains in the

street free of debris so that the rain doesn’t wash the debris into the storm sewers. Please be aware that landscaping contractors are responsible for removing debris from the work site. Please refer to your street maintenance signs on your block for parking restrictions during leaf pickup season. The vac/ jet machine is operating to clean out storm sewer inlets, as weather permits. As Always….. Village residents are asked to call Public Works at 708-345-0041 or the Police Non Emergency number after hours at 708345-0060 if an unusual amount of water is visible in the street or parkway. This could be a main break or water leak that requires our immediate attention.

The Village of Westchester website contains all of this information and more regarding the Comprehensive capital plan and the Village held a series of “Virtual Town Halls” in October so that residents can ask questions and get the information to make an informed decision. One such “Virtual Town Hall” was conducted on September 22nd and it can be viewed on the Village Website. We’ve also created an email address specifically to handle any questions regarding the referendum and capital plan. It is bonds@westchester-il.org The Village will also have story boards,

showing the types of projects and plans which will be in the lobby of Village Hall during normal business hours. Stop in and check them out and if you have questions one of our friendly staff members could help you. An interactive map has been put on the website which will allow you to enter your home address and see what projects will be happening in your area and when, and a calculator which you could use to enter the estimated market value of your home, will show you the approximate annual tax impact on your property tax bill. The Village encourages all of its residents to

seek out all of this information so that they can make an educated decision on this very important matter. Record Low Interest Rates Make 2020 The Best Time To Borrow Or Refinance Interest rates on a 30% year mortgage hit a 10 year low in September, 2020, which means homeowners may have a golden opportunity to refinance their home mortgages and new home buyers are in luck. As of September 10, 2020, the average 30% year mortgage rate was 2.86 and the average 15 year mortgage rate was at an astonishing 2.37%. The low interest rates not only benefit

homeowners because of their personal financial savings, but also because the current low interest rates allow local government entities to borrow at historically low interest rates as well. States, counties and municipalities who directly borrow from banks or issue tax exempt municipal bonds to finance capital improvements are seeking to take advantage of low interest rates immediately to pass on the debt interest reduction cost savings to taxpayers. In short, lower rates interest also mean lower property tax rates and lower property taxes.

Two scouts complete Eagle project

Eagle Scout is the highest rank a Boy Scout can earn. One of the requirements for the rank of Eagle is to complete an Eagle Scout Project. The project is to show leadership while implementing a project that benefits the Scout’s community. This is the culmination of the Scout’s leadership training and it requires a significant amount of effort on the part of the Scout. The Scout must plan, develop and give leadership to the implementation of the project. Troop #73 is proud to announce that two more of their scouts have completed their projects and are on their final journey toward earning the rank of Eagle. The first Scout completing his project is Ja’Ron Brown. Ja’Ron built a therapeutic garden for the staff and students of Westchester Middle School, to relax by and enjoy. For his garden, which is located in the school’s courtyard, Ja’Ron built four wooden garden beds. Each garden bed was built using cedar planks and filled with dirt and flowers. Ja’Ron said, “In spring, the flowers will bloom and it will look like a colorful explosion.” Ja’Ron stated that he chose a therapeutic garden as his project because it is scientifically proven that being around plants and colorful flowers uplift people’s mood. He also felt the students at WMS could also use the flower beds for educational purposes. The flower beds will not only benefit the school itself, but even the students and teachers. It will be a good view to look at in the spring and will bring color and make the courtyard look more vibrant. After Ja’Ron completes his Eagle Board of Review, he will officially become

an Eagle Scout, and will be the first African American Eagle Scout in Troop #73’s 83year history. Matthew Henning is another scout that completed his Eagle Project. Matt made buddy benches and picnic tables for all 3 public schools in Westchester ~ Westchester Primary, Westchester Intermediate and Westchester Middle School. Matt came up with the idea after speaking to his mom who is an inclusion teacher. He said, “He really wanted to help students with special needs and his mother always told him about the struggles of her non-verbal students. So, he researched on the internet and found the idea of buddy benches.” Matt decided to also

add the picnic tables to the benches as an option for alternative seating for the teachers and students to help them during the pandemic. Matt built the benches with his father and uncles. His neighbors and friends also helped with getting the materials and transporting the benches to school. Matt said, “He is very grateful to everyone who donated and helped him with his project. He is glad that he was able to give back to the schools that helped shape him into the person he is today.” Both of these Scouts worked very hard on their projects, which will benefit the entire District 92.5 school community. Well done boys!

Boy Scout Troop 73 Rake-a-Thon Westchester Boy Scout Troop #73, sponsored by the Westchester Community Church, will be having their 7th annual Rake-a-Thon on the weekend of November 7th and 8th starting at 9:00a.m. For a $25 donation, Westchester residents can have up to 6 bags or containers raked. Girl Scouts Troop 45148 Junior Girl Scout Troop 45148 has been utilizing the wonderful weather to be able to conduct meetings outside. At the end of August, we utilized the Community Center Park and had a picnic where the girls were able to socially distance and see each other and talk about plans for the upcoming year. With this being an election year, we have started to work on earning our badges for Inside Government and Democracy. We started at our local level of government. We met outside at the Community Church and was able to have three of current trustees speak to the girls. A BIG thank you to Tracy Markey, Frank Perry and Rob Morales for taking the time to meet with us. They discussed how and what our local

government does, how you campaign, are elected and the duties that they perform. We will be continuing to work on activities to earn these badges by creating campaign posters, holding a mock election, finding out more about our federal government.

WPTC invites families to join at no cost On behalf of the board members of WPTC, we hope everyone is staying safe and all families are healthy. The start of the school year has been different for all of us. The WPTC is still active and involved with each of our schools. We are inviting all families to please join the WPTC and there is no cost for this year! The WPTC is YOU! It is a family-school partnership that is made up of families with students attending Westchester Primary, Intermediate and Middle Schools, and the faculty and staff of those schools. The WPTC is responsible for sponsoring activities throughout the school year. We know our activities will look different this year but keep an eye of out on our emails and social media for what the WPTC is doing during remote learning. in your child’s school. Thank you to the families that participated in our Chalk the Walk School Spirit in September. There was wonderful artwork done by the kids and we are happy to say that everyone who participated was a winner! Early October, we brought treats, Nothing Bundt Cakes to all of the schools, district offices and the bus office as a way to say Thank you for all of the hard work that everyone has been doing to get this school year started.
