Welcome to our 5th issue of The SAFF Magazine. It is hard to believe we will soon be celebrating a year of bringing positive local news to your front door. I can only hope you have enjoyed reading it as much as The SAFF team have enjoyed producing it. It has not been without difficulty but at the same time it has been equally rewarding, especially seeing it go from idea to print. We have received some wonderful feedback from you guys which is always nice to hear so please keep it coming. I hope you will join us on Friday 3rd June for a free family fun event at the Linwood Centre to celebrate our 1st birthday, check out the centre spread for more details. One of my favourite parts of producing The SAFF has been interviewing local residents who go above and beyond to make real positive changes to the Saffron Lane Estate, also finding out about so many local organisations that try so hard to put on free activities for you to enjoy. It is definitely a close-knit community where both residents and community workers are very passionate. Not all news has been positive unfortunately some local long-standing businesses, that have served the community for many year have had to close in these difficult times. Lords Electrical and Saffron Fruits both on Saffron Lane ceased trading last month. It’s also been a upsetting time for, Goldhill and the Green Hut, both have recently been vandalised and burgled, which has upset residents of all ages that have used the buildings for many years. Goldhill have since held a grand opening of their new building whilst residents rallied round to raise money for the Green Hut. The SAFF wish them well. The SAFF is now finding new ways to keep in touch with you so join us on Facebook look for “Saffron mag”.

Session

New Young Reporters from across the local community have been attending Wot Box sessions at the Pork Pie Library where they have been learning how to become a young reporter for their community. The sessions take place every 2 weeks and can be accessed by any young person who is enthusiastic about having a voice in their community. CHILDREN’S COUNCIL RAISES CONCERNS AT TOWN HALL

The children’s council protested at Town Hall to bring awareness to members of the young people’s scrutiny committee, and other council members, to save the children’s council in this time of budget cuts.

children’s council did try and contact a lot of the representatives, who made no known effort to try and contact them about their concerns and fears of budget cuts and the implications to the important work undertaken by the Children’s Council.

The protest was thought of and held by the representative children of the council who feel passionate about the importance of young people having a voice in our city.

On the brighter side however, the children’s council enjoyed the experience and learned a lot. They felt that they had really put their point across peacefully and clearly and they think that they have brought more attention to the Children’s Council. They showed that they are not from one part of Leicester but are representing the whole of Leicester, from all communities and backgrounds. They have stated that they “will do it again if they find it necessary”. A parent supporter of the children’s council and its work said “I believe that children should have the opportunity to put their point across especially as they are the people who will shape the future and be influenced by decisions in the future too. They are also equally active community members of the One Leicester we all live in so we should heed their views and suggestions too.”

The message the young people and children wished to put across was, that younger people also have opinions and are fearful of being affected by the budget cuts too. Also they have a “right to have a say” and that “we all matter”, especially as tomorrows grown-ups, decision makers and citizens. Rachel Dickinson, who is the children’s services strategic director, came out and told the manager of children’s council, Tina Barton, that if they had not received any letter or email to say that the children’s council was to be stopped then assume for the near future it will be carrying on. However, the children’s council members felt that there had been a lack of communication, especially due to the fact that the leaders of the 6

Lets hope communication improves for the future and younger voices continue to strengthen and be heard for happier young citizens too.


how well do you know saffron? I know the area really well. My Dad went to Linwood Boys while Mum was at Marriott. I lived in Aylestone and Eyres Monsell but my friends were from Saffron so I grew up in the area. I worked at the Saffron Lane Sport Stadium for 15 yrs, a lot of people from the area used the stadium including schools so people still recognise me from their school sports days. I also worked at lifeguard knitwear on Grace Rd. I trained and became a PCSO 5yrs ago, and started at New Parks but I was relocated to the Saff over 3 1/2 years ago, which I was really pleased about. are you treated differently now you are a PCso? I know a lot of people from living in the area so that’s helped a lot and they do support me. I’ve never really had a negative reaction from people I know, though sometimes they look at me as if they’re not sure they can speak to me in the same sort of way as they used to, but generally it’s positive. I only live just off Saffron and it’s never been a problem. has your view of the area changed since becoming a PCso? Saffron doesn’t differ from any other estate, they tend to get a bad reputation, but 98% of people are lovely it’s only the 2% of people that live in any area that will ruin it for everyone else, whether it’s through criminal acts or rowdiness. The Saff is no different from anywhere else. I like to help people and what better place to help than in the area you grew up. are you planning on becoming a Police officer? No, I like being a PCSO I enjoy meeting people, talking to people and if I can, helping people. It’s frustrating sometimes as we’re limited on what we can do but being a Police Officer would be even more so, I see the amount of work they have to do. PCSO’s do this job to be visible on the street. Some people just see the uniform and view us all in the same way. What Priorities do you have at the moment? For me the top end of Marriott is a big problem at the minute, there are a lot of kids from all over the estate that tend to congregate there. Much of the time they’re just there playing football but instead of the usual 1 or 2 kids there are sometimes 20 hanging on the street which causes anti social behaviour and can be quite intimidating for residents. It’s a shame there’s not more of a play area there, I know Tick Tock Park is not far but it’s not well equipped and parent are reluctant to let their children go there. It would be great to have some different builds for the estate like a skate board ramp or a BMX track. Not everyone wants to play football. Many other estates have some fantastic outdoor facilities for their young residents.

Childhood Tales on The Saff What was it like as a child on the Saff in the 20’s & 30’s?

“B

ig families were the order of the day”, Mr Issitt remembered: “5 or 6 kids were common. Although few families had money to spare, there was plenty of amusement that cost little or nothing”. “We had a lovely childhood on the Saff ”, one woman said, “we would play all sorts of games like skipping, whips and top, marbles and snobs, and all those sort of things, and you could do this on the roads as there was only the odd horse and cart that went by. A car was very rare so we could play like that for hours, we’d also play football, rounders and cricket on the Elston Fields Park”. “Kids were outdoors all the while”, Mr Salt recalled: “We used to play in the streets every night and before the Eyres Monsell estate was built, we were up them fields every day. There were some lovely water springs there where we’d walk and collect mushrooms near the woods, one is still there now but the other wood which belonged to Lady Rolleston isn’t there anymore. However we were never allowed to play on the football pitches off Saffron Lane on the back of Dorset Avenue because there was a gravel pit they called the Rabbit Pond. It was very deep,

and if you were unlucky enough to fall in, the sides were so steep you wouldn’t get out. One thing I remember about my childhood was everyone was so friendly, if you went home and your mum was out you’d just go round to neighbours and you’d never feel like you were in the way, even though they weren’t related everyone would be called aunty or uncle, brother or sister, “We had lots of enjoyment from simple pastimes”.


1930’s at the

Thorntons General Store. This photo is of my sister Jean Love, who was bought up in the early part of her life in 46, Vernon road. She was born in 1930. My aunt, Princess May Claricoats is in fancy dress as a gentleman of the road I think, or Burlington Berti. My grandma is supposed to be dressed as a gypsy with her cards in her hand and that’s Charlie, the parrot who would sit in the shop and let Grandma know if anyone came in. He’d go outside for a bit of fresh air, and he would learn swear words very easily, I even met a man who confessed to teaching them him. My Mum got a house at no 3 Broughton Road in 1954 and I went to Marriott Nursery and Primary until Grandma died in 1959, when we moved. I just remember the days of the shop, Grandma used to sell contraband snuff-packaged in little triangle homemade bags as she did with her ¼ of sweets- and she had a bowl of water under the counter where she’d wash her hands. I can remember helping make up sweety lucky dips of purple violets and sherbet dips for 3d (thruppeny). She would always do well on the Saturday “rush” matinee as kids would be off to their weekend treat to Aylestone Cinema. It was

on the corner of Grace Road and Vernon Road to see the likes of Tarzan, Zorro and other heroes of the day. Kids would come galloping down the street slapping their thighs to buy a glass of pop. I still have the stock order book & often look and remember, my lovely little Grandma Lydia, I am her namesake. Words & photographs provided by local resident Lydia Moreton

updates missing MAIL?

Many local residents contacted The SAFF with concerns regarding the Royal Mail sending letters of apology due to staff withholding their post. We decided to contact the Leicester Mercury to raise awareness of these concerns. The Royal Mail stated that sacks of mail were discovered at a postman’s home and in his car, they confirmed he has since been suspended and all letters have now been redelivered to customers along with an apology letter. The Royal Mail said they do not tolerate dishonesty from staff at any level and that these events also have an effect on the huge majority of postmen and women, who are honest and hard-working and who do all they can to protect the mail and deliver it safely to you.’’

they are for 1. The City Council 2. An elected Mayor 3. A Parliamentary by-election 4. On what type of electoral system to use in future elections. The Freemen ward includes the Saffron estate and two members are elected to the City Council. Just south of the Saffron estate is the Eyres Monsell ward, and two further members are elected for this ward. All four seats will be contested. There will be an election for the City Mayor for the first time. This is a city-wide election and the new City Mayor will have wide-ranging powers in relation to the activities of the City Council.

The Parliamentary by-election had been caused by the resignation of Sir Peter Soulsby as MP for Leicester South. He resigned to contest the City Mayor position. The fourth decision you are being asked to take relates to the future form of voting. You will be asked to support one of two forms of vote. One is what is known as first past the post. Under this system, which is the current arrangement, you are asked to support one candidate (as with the Parliamentary by-election) - or two where, as with the City Council there are two positions open to competition. Whoever gets most votes is elected. You are also being asked to consider introducing the - alternative Vote - system. The Electoral Reform Society described AV as follows It is used to elect representatives for single-member constituencies, except that rather than simply marking one solitary ‘X’ on the ballot paper, the voter has the chance to rank the candidates...

VOTING IS IMPORTANT. At the last full council elections in 2007 there was a 29.4% turn-out in Freemen ward and 33.2% in Eyres Monsell. The last time there was a byelection in Leicester South, in 2004, the turn-out was 40.6%.

Local resident Terry Rogers wants to raise awareness of changes to your estate. “Some four years ago the powers that be at city hall decided to split The Saff. Those of us who lived between Southfields Drive and Stonesby Avenue. moved to Eyres Monsell. The remainder moved to Freeman Ward without even moving house. So now, we all live happily using our own councillors and council service? Unfortunately not! Many of my friends and neighbours are still confused by this and don’t know who they should contact with their problems. I have a solution! As we live on the Saff and are happy to do so. How’s about setting up a new ward called Saffron. Then all the people who live on The Saff could deal with people who they know and who know them. We shortly will have an elected Mayor. Saffron Neighbourhood Management Board

How long have you been involved in the Saffron Community? I moved into Neston 14 years ago, and as everybody knows on the estate, it had a bad reputation. I got involved in trying to improve things and with the help of police and housing we reduced anti social behaviour a lot. So we residents decided to start up a Tenants Association called Neston Action Group (NAG). How did NAG improve things? Over 9 years we got shrubs removed from ground floor flats because thousands of needles were found there; fitted security doors to flats; made improvements to balconies to reduce burglary. Generally tried to make it a more positive place to live, this is how I got involved in the Saffron Neighbourhood Board, but unfortunately due to dwindling numbers we had to close the NAG. What are your thoughts on the board? The SNMB is a fantastic organisation as far as I am concerned, it has given the estate some wonderful facilities such as the ball court at the Kingfisher and Goldhill which took a lot of children off the street and reduced anti social behaviour.

The SNMB is a fantastic organisation as far as I’m concerned, it’s given the estate some wonderful facilities such as the ball court at the Kingfisher and Goldhill which took a lot of children off the street and reduced anti social behaviour.

The SAFF speaks to May Jones local resident and member of the Saffron Neighbourhood Board.

The board has put a lot of money into the estate over the past few years and made a big difference to the area. We’ve funded all sorts, from improving safety in the area to putting on activities for local residents, like the Saffron Summer Fete; the Safta’s awards nights, as well as many other activities on the Saff. The board is resident led but has local involvement from other agencies. How can local people get involved in the board? We will be holding our Annual General Meeting on Wednesday 4th May at 12pm at the Linwood Centre, this will be open to everyone and it would be great to see local people attend there will be free refreshments. Here you can find out what we do and how you can get involved. Being involved in the board gives you the opportunity to have a voice. We want what’s best for our estate. We’ve all got to work together to make Saffron a better place to live, if everybody does a little bit it’s surprising what can be achieved.
