Second life for truck

1200 gms, 11 week premie Earlier this month, Ledge Point local Danni White Fletcher gave birth to her second child Leonard but this was no ordinary birth, Leonard was born in the back of an ambulance en route to Perth, attended by two volunteer ambulance officers, and 11 weeks premature. Danni went to Lancelin’s Silver Chain Medical Centre around 10:00pm after experiencing contractions but was unable to raise anyone via the emergency call button, so she called 000. “I honestly thought I was going to have the baby out the front of the medical centre, things were moving so quickly,” explained Danni. Ten minutes later, volunteer ambulance officers Rachele Kokkeler and Bob James arrived in the ambulance and prepared her for the Priority 1 (lights and sirens) journey to Perth. Ten minutes out of Lancelin, Danni exclaimed, “It’s on, it’s coming. My waters have broken.” Bob immediately pulled over and moments later, baby Leonard made his entrance into the world, delivered into Rachele’s waiting hands before Bob had time to get around the back of the ambulance.

Paramedics from Two Rocks met the ambulance a short time later, with one of the paramedics joining Rachele in the back of the Lancelin ambulance while the other paramedic followed in the second ambulance. “I’ve always wanted to deliver a baby, I was awestruck, it was an amazing thing to do,” said an excited Rachele. “You can’t wipe the smile off my face, I’ll tell anyone who listens.” Leonard, who weighed 1200 grams and was only slightly larger than a 370ml can of soft drink at birth, is today faring well in King Edward Hospital’s NICU. Recent council meetings Last Tuesday, both the City of Wanneroo and the Shire of Gingin held their monthly council meetings.

City of Wanneroo administration commented: “The advice from the Department of Education indicates that there is minimal scope to vary the time frames associated with the planning and delivery of a new secondary school. In previous discussions between Administration and the Department of Education on this matter they have advised that it is not possible to deliver the new school for opening in 2017, but that there may be scope to have the school completed earlier than the scheduled opening in 2019.”

The City of Wanneroo council meeting was held in the Alexander Heights Community Centre, as part of the ‘council on tour’. The agenda consisted of 31 reports and three members’ motions on notice. Items of interest from the North Ward included the refusal of a development application for a drive through addition at 2 Captiva Approach, Butler, because the application did not meet the parking provisions and concerns raised by the community. When considering the Two Rocks Coastal Management Plan, the council agreed to receive M P Rogers and Associates study report ‘Two Rock Coastal Management’; asking the State Government to undertake a detailed design and implement the recommended coastal management option, comprising the staged construction of groynes as a priority; write to the developers in the surrounding areas advising them of the outcomes of the study and the City’s preferred approach; and administration will continue to undertake ongoing photographic beach monitoring on a quarterly basis and following major storm events, and six monthly beach surveys to capture seasonal and long term changes. Council supported North Ward Cr Aitken’s motion to requesting that the construction of the planned Yanchep Secondary School be completed as soon as possible, without compromising

In a confidential report, the council agreed to purchase Lot 505 (3) Lagoon Drive, Yanchep, the current St James church site next to Yanchep Community Centre, from the Perth Diocesan Trustee for an undisclosed amount.

Gingin report At the Shire of Gingin council meeting, the agenda consisted of 16 reports. The council agreed to change the date for its October ordinary meeting from 20 October to 27 October, due to it being only three days after the council elections. On 20 October, a special council meeting will be held to elect a shire president, deputy shire president, and appoint councillors to council committees and external bodies. In another report the council considered a breach of the Planning and Development Act on Phung Tran Do’s property at Lot 12, Military Road, Muckenburra.

Shire’s officer conducted a site inspection on 11 May, then again on 1 July, at which time the landowners were provided with a list of non-compliance issues requiring attention. The council agreed to issue a letter of instruction to the landowners and has authorised the chief executive officer, should any of the non-compliant is not satisfactorily completed, to commence legal proceedings against Phung Tran Do and Tuyet Chau Huynh for offences committed under the Planning and Development Act. In the final report on the agenda, the council approved an unbudgeted expenditure of $12,300 to enable the purchase of a ride-on lawnmower with catcher, for the Guilderton Caravan Park.

Next meetings The Shire of Gingin’s next council meeting is scheduled for Tuesday 18 August, commencing at 3.00pm in the Council Chambers at the Shire of Gingin Administration Centre, 7 Brockman Street, Gingin. The City of Wanneroo will be holding their next public briefing session on Tuesday 11 August, starting at 6.00pm in the Council Chambers at Wanneroo. This is followed by the council meeting one week later, Tuesday 18 August, starting at 7.00pm in the Council Chambers at Wanneroo. These meetings are open to the general public and all ratepayers, a question time is available for any question about the business of the council.

Beach access stairway quizzed The Sun City News received two emails from a local resident concerned about the new stairway to the beach off Brazier Road. “I am a former councillor and was Chairman of Building and Town Planning Committees. I recently walked down these steps with a friend taking her dog to the dog beach. “I only walked on five/six steps and said to her”: ‘These steps are not legal, do not confirm to by-laws, and are dangerous’. A few days later, she phoned to City of Wanneroo about another matter,

and mentioned it, she was told: “We know, they have to be fixed.”

Under the law of public risk, a municipality or public utility cannot be sued for injuries or damages sustained by a member of the public unless the authority knew the risk existed. This is due to massive expanses of the areas under their control. Once the authority is made aware of the problem, they must take action to remedy this situation ‘within a reasonable time’.

Your letters and emails Vale Russel Perry

Our community has lost yet another personality who learned to love our area and became proactive in getting involved in all its interests and events. Primarily a businessman, Russel Perry came to Yanchep/Two Rocks under the banner of ‘Capricorn Village Joint Venture’ to develop a viable community, to build sustainable housing and to begin to implement the future direction the communities would become. However, in the process of carrying out this task, he soon became a friend of the area and had a personal interest in the existing towns’ activities. Many groups benefited from grants from CVJV, often instigated by Russel. Arts was a special love, shown by his establishment of a temporary ‘home’ for TRYCAN, of which he took on the role of President alongside Philippa, whom he nominated as Secretary. Both of them encouraged the group and brought many ideas to them. His dream of creating an arts centre for Lady Lindsay’s homestead, with facilities for dance, music, etc, as well as an information centre, will continue to be discussed by the Council in the near future. One special trait Russel had was the ability to listen to the existing community, not

just build homes for new residents. We asked for landscaping along roads, and suggested many projects he often adopted, immersing himself in trying to make them come to fruition. He offered a large sum of money to establish a Two Rocks Art Award which would have put us truly ‘on the map’ – Sadly, this was not able to go ahead, but may be discussed as the area gains new blood. Just look at the Lindsay Beach Estate, and his mark is evident. Despite many not liking Russel’s ‘business-first’ type tactics, he has left an enduring legacy. I

readiness to talk to locals, his involvement in all we did, and most importantly, his personal friendship. We regularly had fiery discussions about the environment and development of this pristine land. I will miss those talks, I will miss him. Vale, Russel, from all of us who knew you. Tribute to Dr Perry No words can explain what a wonderful privilege it has been to work alongside Dr Russel Perry, appointed a s Chief Executive Officer of Capricorn Village Joint Venture, way back in October 2004. A remarkable colleague, friend and mentor.

Such a gentleman who bought the local community of Yanchep and Two Rocks together in so many ways, sharing his wisdom, integrity and sense of humour, always willing to assist with a smile. Thank you for sharing such a gift, a life that has been and will always be recognised throughout Western Australia as ‘extraordinary’ with remarkable achievements, the community projects, sporting commitments, business consultancy’s and leadership, of which I personally thank you for all your guidance, knowledge, expertise and encouragement. Luncheon for new pioneers Last week’s City of Wanneroo Pioneers Luncheon honoured 12 new long term residents with ‘Pioneer status’ paying tribute for their valuable contribution to the local community for 50 years of their adult life. This year’s City of Wanneroo Pioneer are Dorothy and Ivan Franulovich, Rose and Joe Marinovich, Giuseppe (Joe) Rocca, Janice Sinagra, Teresa and Nino Stazzonelli, Mary Schivardi, Gail Susac, Chris Trajanovich and Leslie (Les) Turner.

SCYC’s 40th anniversary Sun City Yacht Club members, past and present, gathered at the clubrooms on Saturday 18 July, for a home-cooked dinner and to reminisce over the 40 years since the club’s inception. Several founding members or their families were there along with former and current members. Founding member and former commodore, Brian Coles entertained his fellow guests with stories about the club in the 1970’s and 1980’s; about how the ghost on the Alkimos could wreak havoc on new sailors who ventured that far and how not to deliver a brand new yacht to Two Rocks. Bruce Graham’s father, Kevin was the third club commodore and Bruce, like many children in the area was closely involved in dinghy sailing whilst preparations for Australia’s challenge for the Americas Cup were focused on Two Rocks. Bruce talked about attending the Community School which was located in the largest building on the marina when there were no other secondary schools in the area. He had many and amongst being one of students who

fond memories those, recalled the ‘privileged’ was co-opted

to help clean America’s Cup challenger ‘Southern Cross’ when it was cradled next to their classroom. Some of the early history of the club and of Two Rocks and Yanchep, was described by Harold Northwood. Harold was manager of the Two Rocks marina for 30 years and prior to that was involved in the early development of Yanchep Sun City, his recollections bought the history of the area and the club’s role in that history back to life. The yacht club has been a part of the local community since November 1974, with members gradually constructing very simple but much-enjoyed facilities that successive generations of volunteers have built onto.

Life member and former commodore, Ken Santry, described the vision and hard work that a dedicated group of volunteers bought to the task of rebuilding and renovating the weather-beaten club rooms between 2005 and 2011, and the current cosy clubrooms are a testament to their efforts. The opportunity to hear these stories stemmed from the work of former commodore Ann Santry who compiled a summary history of the Sun City Yacht Club and in doing so, tracked down a number of former members and their families. The yacht club hopes to build on Ann’s work, digging into local archives and collating the stories of former members and residents in the area.

New water main

The State Government, through the Water Corporation, has started work on a $3.12 million water distribution main along Marmion Avenue in Eglinton. Water Minister, Mia Davies, said the new 1.3km water main would provide water for the suburbs of Alkimos and Eglinton, allowing for more development in the area. The corporation will construct the new distribution main within the road reserve along Marmion Avenue, from Shorehaven Boulevard to Cinnabar Drive. “This new main will serve people in the growing suburbs of Alkimos and Eglinton and is an important factor to accommodate the continued development of the area,” Ms Davies said. The corporation has planned work to minimise disruption to local residents and road users. Local residents will be kept informed throughout the duration of the project. Traffic management plans will be advertised in the local newspaper and signage will be in place to advise road users of potential impacts. “I thank the community and road users in advance for their patience while the corporation carries out this essential work,” the Minister said. Construction of the new main is expected to be completed in October 2015.

Ramp upgrade

The Two Rocks boat ramp upgrade is scheduled for completion by Christmas. The first stage of a $1.7 million upgrade to the parking and boat launching facilities at Two Rocks Marina have recently been completed. The second stage of the upgrade will focus on the launch facilities. It is anticipated work on stage two will commence in September, and every effort will be made to maintain access to the launch ramps during construction.

From the police  A 30-year-old High Wycombe man died when his hatchback collided with a road train near Gingin last week. Emergency services were called to the crash on Brand Highway, near Wallering Road, about 7km north of Dewars Road in Granville about 10.45pm. Police closed the road to traffic in both directions. The 24-year-old driver of the road train was taken to Swan Districts Hospital with minor injuries. Brand Highway was reopened at 8:00am, next morning, however, a 40km/h speed restriction is in place. Anyone who saw either vehicle prior to the crash or the collision is asked to contact Crime Stoppers on 1800 333 000.  Police seized four cars after receiving reports of vehicles allegedly racing in the lower car park outside the boat pens off Pope Street at Two Rocks Marina about 3.30pm, last Sunday. Big change to school sport “Sporting Schools is designed to deliver sports in line with local schools’ needs and ultimately to facilitate and encourage children to be active, engaged and have fun through sport, more often. “Importantly, the programme allows school children to sample a diverse range of sports, which gives them a broader range of skills and a better chance of discovering the sports they most enjoy.” Mr Porter said that, alarmingly, a quarter of Australian children are now overweight or obese and many more lack the basic gross-motor skills needed in everyday life such as running, catching, throwing and kicking.

Last week, it was announced that hundreds of thousands of primary students across Australia will play organised sport before, during and after school as part of a $100 million Australian Government initiative to keep them fit, healthy and happy. Australian Sports Commission (ASC) CEO, Simon Hollingsworth, joined the Minister for Health and Sport, Sussan Ley, to launch this national initiative. Earlier this week, Federal Member for Pearce, Christian Porter, announced that six local schools in the northern

suburbs had signed up to be a part of ‘Sporting Schools’, the biggest change to school sport in more than a decade Alkimos Baptist College, Gingin District High School, Lancelin Primary School, Two Rocks Primary School, Yanchep Beach Primary School, and Yanchep District High School. Mr Porter said: “Being involved in this new programme will expand sporting opportunities for children before, during and after school hours to help them develop healthy and active habits early in life.

“Three-quarters of Australian kids spend their spare time watching television, yet only one third of children are completing the recommended hour of physical activity each day,” he said. “Only half of our kids are involved in sport. “That is why our new Sporting Schools programme is so important in ensuring that current and future generations of Australian kids are fit, healthy and happy.” More information on Sporting Schools can be found at sportingschools.gov.au.

50th anniversary celebration Long time Two Rocks residents, Eric and Joyce De Campo celebrated their 50th wedding anniversary last week with family, three children and ten grandchildren, and friends with a delicious sumptuous Chinese banquet. The De Campos moved to Two Rocks nearly 20 years ago and have been actively involved in several local community groups. Little library at Yanchep open The ‘Little Library’ at Yanchep Community Centre was officially launched last week with local author, Barbara Yates Rothwell cutting the ribbon. The ‘Little Library’ was designed, constructed and donated to the community centre by local businessman, David Bowen from Yanchep Maintenance. The opening was well attended with several local authors and general public celebrating the occasion. The ‘Little Library’ is installed outside the front of the community centre and is available for everyone to bring a book and take a book

free of charge 24 hours a day, 7 days a week. Little Free Libraries started in 2009, when Todd Bol from Hudson, Wisconsin, built a model of a one room schoolhouse as a tribute to his mother, a former school teacher who loved reading. He filled it with books and put it on a post in his front yard. His neighbours and friends loved it. He built several more and gave them away. Each one had a sign that said free books. By January 2015, the total number of registered Little Libraries was estimated at 25,000 worldwide and growing.

Second life for pioneering truck The City of Wanneroo has recently taken possession of a precious piece of Wanneroo history – A fully restored truck used on one of the area’s old market gardens. The vintage truck is on loan to the Wanneroo Regional Museum for 18 months from Sinagra resident, Frank Puglia. Mr Puglia is the grandson of Wanneroo pioneers, Steve and Kata Chokolich, one of the first pioneering families recognised in 1979. Steve Chokolich bought the Chevrolet 4 new in 1928 and would often loan it to the old Wanneroo Road Board to carry food and refreshments to various functions at places like Yanchep and Moore River.

It has remained in the family since Steve’s death in 1934. Every part of the truck is original and in working order

thanks to Mr Puglia who worked diligently to restore it to its former glory in 2002. The vintage truck is currently

being kept securely and will be on display to the public at the next Buckingham House open day on Sunday 11 October, from 1:00pm.

Gouache painting workshop Tjyllyungoo/Lance Chadd’s works are exhibited throughout the world including the Berndt Museum Collection and Parliament House.

Clinical Hypnotherapist in Yanchep David has previously provided a hypnotherapy service in Maida Vale for over seven years, helping his clients quit smoking, manage their pain, lose weight and rid themselves of fears and phobias using client targeted ‘Advanced Clinical Hypnosis’. Advanced Clinical Hypnosis, David Whyte said, is a specifically targeted to the clients’ needs, personality and belief system and usually requires at least three sessions to assure that long lasting change occurs, unlike some hypnotists who claim to provide results after only one session.

Ciao church door Fifteen years ago, in 2000, Elena Lumsdaine was asked by Gianni Mazzella, a member of the church to design a door for the St James Anglican church in Yanchep to celebrate Anno Domini. Ms Lumsdaine chose a wooden door with a cross wooden beam, that divided the front panel of the door in four sections. What you pay for: New food labelling will more accurately display the percentage of Australian ingredients.

Country of origin labels on Australian food packaging will soon be more specific in displaying the amount of Australian ingredients used, thanks to an Agriculture Standing Committee inquiry. The labels, which are aimed at providing a simpler and clearer way of identifying Australian made products, will list the Australian ingredients used in the labelled product as a percentage. The change comes following public consultation and survey on Australia’s current packaging laws taken from February. Member for Durack, Melissa Price, who was on the standing comittee, said new country of origin food labels will begin to appear on supermarket shelves later this year. “I’m proud that work we’ve done has led to an improved food labelling system in Australia,” Ms Price said. “It is important to ensure consumers have the information they need to make informed choices about the products they buy.” Minister for Industry and Science, Ian Macfarlane, said the new food labelling system

will show consumers where products are made, grown or packaged. “Foods processed locally will have a new label which includes the familiar green and gold kangaroo and triangle icon, with a bar chart showing what proportion of the ingredients are from Australia,” Mr Macfarlane said. “This will include, for example, ‘Made in Australia from 100 per cent Australian ingredients’, ‘Packed in Australia, Made in Canada’ and ‘Made in Australia from Australian carrots and French peas’.” Consumers across Australia will be able to make a quick comparison of products on the shelves. Digital options are also being developed so consumers who want more detailed information can get it. These reforms will also clarify the definition of ‘made in’ Australia. Importing ingredients and simply slicing them will no longer qualify for a ‘made in’ claim. Under the new scheme, if product is imported into Australia and then repacked, the label will identify where the item came from.

The government will continue to work with the states and territories, whose agreement is required to roll out the new labels.
