On the council agenda Next Tuesday night will see the first council meeting for the City of Wanneroo, the 360 page agenda consists of 20 different reports plus five late reports to be presented during the briefing. There are no items on the agenda that relate to the North Ward’s fast growing expanse. City of Wanneroo are seeking public comments on the p r o p o s e d dedication of Lot 0 Yanchep Beach Road, Yanchep, as road reserve - The p r o p o s e d dedication will not change the current use of the land.

The Shire of Gingin council held their first meeting for 2015, last week - Consisting of a 155 page agenda plus a 133 page review of the Local Emergency Management Arrangements.

In another report, the council will consider 13 motions received at the Annual General Meeting of Electors held on second December, last year - Not one of administration’s recommendations sees any of the motions fully completed in a positive way.

Two reports were for extensions of planning approvals - Council approved an extension of two years for an Extractive Industry (Sand) at Lot 3 Ioppolo Road, Breera; and granted an 18 month extension for a shop, service station, six serviced apartments and seven grouped dwellings at Lot 206 Mullins Way, Guilderton.

As this year is also a council election year, it would appear more and more residents and ratepayers are watching their council’s behaviour and antics.

Local Aussie Day awards Yanchep Two Rocks Community Recreation Association held yet another highly successful Aussie Day breakfast with plenty of free entertainment. The local Australia Day Awards were presented by our North Ward councillors, Norm Hewer and Linda Aitken.

The ‘Citizen of the Year’ award was presented jointly to Clare and Peter Speedie, who have worked continuously and quietly within the community, Clare is a member of CWA and Peter is always on hand to help with the tables and chairs at community functions.

Clare and Peter are heavily involved with the Salvation Army Food Van, they have been on many emergencies, either fire-related or searchrelated assisting with catering. Clare and Peter are also members of the Yanchep Two Rocks Recreation Association helping out with the sausage sizzles, Australia Day breakfasts and set ups and

Chloe is 14 years old and is a very talented sportsperson.

This group has been in the community for the past 37 years and had the Memorial at the Yanchep National Park built as well as the entry to the Sports Club for their Dawn Service. The sub branch is a willing partner in the community by giving donations via scholarships to all schools in the area. They have donated a park bench to residents at Bethanie Beachside and each year they donate to the City of Wanneroo Christmas Appeal.

Chloe is a member of the Yanchep Little Athletics Club and has achieved medals at state level championships and has recently competed in the All Schools Championships in Adelaide, late last year - Chloe finished top six in the state and also finished first in the high jump. Chloe is not only a good sportsperson but has attained awards at school and has received several letters of commendation for science, english and cooking. Chloe also assists at training with the younger children helping them and giving them advice. Chloe also plays netball. She is a great role model for the youth of the area.

Moira Young was presented an Australia Day ‘Excellent Achievement’ medallion for her work with Two Rocks Volunteer Bushfire and Yanchep Two Rocks Home Support Group, fund raising for both groups with a passion. The Australia Day ‘Achievement’ medallion was presented to John Clark John is a quite achiever and assists the community by planting trees in the park land and watering them with buckets of water during the summer time. He has been seen using his lawn mower along the verge to keep it neat and tidy, he even mows neighbours lawns while they are away for any length of time. He has been contributing to the community for over 20 years and has an outstanding outlook and consideration for the community. Medallions were presented to sisters, Ruby and Emerald Savage-White for their outstanding volunteering for Shuhari Karate and the Yanchep Two Rocks Recreation Association. Both girls have achieved academic awards at school and are great role models

Last week, Pat Hadrill a member of Yanchep/Two Rocks Arts & Crafts, had completed her 4,000th hand knitted Teddy Bear. This amazing fete has taken Pat ten years of dedicated knitting. The Teddies are donated to Osbourne Hospital where they are considered ‘Trauma Teddies’ and given to children before surgery to keep their minds off the proceedings. Teddies are also donated to Wheelchairs For Kids, where they accompany the wheelchair to the child receiving it. All the members of Yanchep/Two Rocks Arts & Craft Club would like to congratulate Pat on her worthy efforts. YOUR LETTERS AND EMAILS Eyesore What are those indescribably hideous containers doing defacing the bush along Two Rocks Road? The sight of the first one assaulted my senses and I hardly regained them before the sight of the second just about knocked me out. The scenic drive between Yanchep and Two Rocks has been totally spoiled. What a dreadful shame. Trish Murrell, Yanchep.

Signage I would be interested to hear from other ‘old-timers’ in Yanchep regarding the signs at the lagoon development. I have been living in Yanchep for over 40 years, and it is my belief that the name ‘Fisherman’s Hollow’ only refers to the real hollow across the road from the beach area, just south of the Lagoon Cafe. Signs now erected indicate that a long slice of beach is also known as Fisherman’s Hollow, and I feel this is incorrect. If it is, for the sake of history and accuracy the signs should be removed.

I rang the Wanneroo Council many months ago when the signs first appeared and talked to a member of the department concerned with signage; she agreed that they were probably incorrect, so I asked for them to be removed. She said she would ‘put a work order on them’. Work orders tend to be the kiss of death, but I think we should persevere. There seems to me to be no sense in calling something by its wrong name through ignorance. Perhaps some who have lived here even longer than I have – and this clearly includes the fishing fraternity – will know what the truth is. Let’s hear it! Barbara Morgan, Yanchep.

Goodness To the people who wrote nasty things about me in the last edition of the Sun City News, please get your facts right before writing into these columns. There is a new site going on just south of Pippidinny roundabout and the traffic controllers had removed the 60km sign or it was knocked over and had replaced it with an 80km sign.

This 80km sign was there for quite a few weeks, so I decided to do something about it. Of course you people couldn’t see the tongue in cheek message I was giving by saying I drove through the roundabout at 80ks. The sign was wrong, someone had to fix it and do you know what my two learned answerers, the sign was corrected just after the last edition of the Sun City News. To the person who says I should take a driving test, let me tell you, I could drive the pants off you and anytime you want to test me give me a call. As far as me being an ‘idiot’, I want to meet with you Kelvin Smyth so we can see who is an idiot or not. Give me a call if you don’t want to come here and I will meet you wherever. Six minutes visit These days going to a doctor and having your consultation timed, is like buying a parking ticket for your car. We all remember when a doctor kept his patient in his room, as long as it was

necessary for him to make a diagnosis and give a prescription or a referral. Now different charges are applied for the duration of such consultations. Other patients in the waiting room were used to waiting to be called in – We still do! We all still wait, but the charges for short, long or double consultations were introduced, to change it all. Blood pressure, lungs and heart functions always taken care of during the medical visits, before it all changed. The six minutes, ten and over 10 minutes, long and double consultations, are adding to our financial and daily stresses. We have become timid and uneasy going to the doctor. The doctor’s visits consist mainly in typing, paperwork and referrals, everything is confusing these days, changes to system charges and for the timing in the doctor’s room. Medical Board, please reconsider the ‘Hippocratic Oath!’ Name and address supplied.

Dust riles neighbours and said blatantly it's not working, and still yet to hear back. “We are on Whitfield and it's disgusting. My pool has to be covered at all times because it turns to silt and can't be vacuumed out. Can't even use the pool in summer. Plus my house is filled with dust, and cars covered. What can we do from here?” Another Two Rocks resident, John Ackroyd, told the Sun City News, the dust appeared to be embedded with a silicon powder and caused his family concerning health problems.

A number of residents in the Blaxland Avenue/Fawkner Road area, in Two Rocks are complaining about the ongoing dust problems from the new earthworks at Atlantis Beach development.

A Two Rocks resident has started up a Facebook page - Atlantis Beach Action Group, while many other residents have told the Sun City News they have contacted both the City of Wanneroo and the developer without any satisfactory outcomes.

Two Rocks resident, Kerry Howe, commented on the Facebook page: “Glad I'm not the only one that made a complaint. I received a response from the developer and said they had sprayed something to minimise dust and had two water trucks, I replied

What is it? in the form of a 'Development Application'. For a full list of signs which are exempt, see Schedule 4 of the District Planning Scheme No.2.” The Sun City News could not find the list of exempt signs on the council website.

With the establishment of a number of short pull-ins and the placement of two double-decker sea containers on Two Rocks Road, between Yanchep and Two Rocks, the Sun City News office had a flurry of phone calls and emails - “What are those ugly things?” A number of healthy trees and coastal scrubs has been knocked over to improve the visibility of the ‘future signage’ for Atlantis Beach development. Contrary to many local residents’ belief, this land is in private ownership and is not Crown Land.

The City of Wanneroo has a ‘Sign policy’ and all commercial and businesses constructing any roadside signage, must first submit an application for the signage along with a fee payable. Sometimes, the council will advertise the proposed signage for ‘public comment’ before issuing their decision. According to the City of Wanneroo website: “If your sign does not meet the design standards in the Signs Local Planning Policy, then you will need to seek planning approval

When preparing a signage application, three copies of plans drawn to a scale of not less than 1:50 showing size, position, design and inscription to appear, the method of construction and fixing of the sign for which the licence is sought; plus detailed structural drawings signed by a practicing structural engineer must be submitted with the appropriate application fee. Mr Ackroyd said his family had severe respiratory problems that lasted for several days. He believes dust monitoring should be installed and no earthwork should be carried out if the easterly winds exceeds 20km/h. Solar panels and a recently finished outdoor kitchen at Mr Ackroyd’s home are covered in thick dust.

Mr Ackroyd said he had contacted the EPA, City of Wanneroo and the developer without any real success to resolving the problem. City of Wanneroo has a compliance officer, Dale Martin, who is informing complainants that their concerns are put onto a ‘Planning Compliance Register’; but nothing more appears to be occurring. The Sun City News understands the first complaints started in late November, last year, with dust blowing across a vast area of Two Rocks whenever there is an eastly wind. City of Wanneroo impose ‘dust control conditions’ when approving earthworks on new developments, but rarely are seen to be onsite enforcing or monitoring the problem. It would appear councils need to improve their monitor of development conditions to a more proactive process.

OCEAN CLASSIC RULES!

Every year for the past 30 years, windsurfers from around the globe have headed to Lancelin to take part in the Ocean Classic. This 25km windsurfing marathon starts in Ledge Point and finishes in Lancelin. On Saturday 17 January, Australia's Steve Allen won his third consecutive Ocean Classic in a time of 28 minutes and 17 seconds at an average speed of 54km/hr. Patrick Diethelm placed second with Rowan Law third. The first woman home was Karen Jaggi. While entry numbers were down on last year, the sight of more than 100 competitors heading to sea from Ledge

Point was quite a spectacle. The weather played it’s part with the sea breeze kicking in on cue and clear water and sunny skies provided a perfect environment for spectators and competitors. An army of volunteers ensured the race was a success with many local crayfishermen offering their boats as markers and safety vessels. The Ocean Classic weekend is arguably the busiest weekend in Lancelin and with accommodation sold out, many were forced to camp out on vacant blocks while caravanners who’d booked late were re-directed to the primary school oval or the

sports complex car park. The event has developed a cult status in the windsurfing community and is followed by many around the world,

Caught on camera Being able to produce clear video footage of an intruder entering your property can increase the likelihood of the offender being found and charged. Monitoring your home with CCTV cameras can also close any gaps in your home security plan, making it an incredibly valuable tool. But to be of real value to you when it is needed there are several features you should look for when considering a CCTV system. The quality of the image is paramount. Make sure the

camera produces high definition camera resolutions. There should be enough memory to store a large amount of data. Ask about the lens quality and the angle of view in the installation position. Consider the night time lighting in the areas of surveillance. Consider infrared illuminated cameras that can provide up to ten metres of illumination in low or no light conditions. Your CCTV system can also be accessed via your smartphone, tablet of home

computer, allowing you to remotely monitor your home, check if the system has detected a disturbance, and contact police if necessary.

The quality of the CCTV lens is vital - Quality lens might cost a little more, but they truly capture much better photos for intruder identification.

Red Hawks - Big plans The Yanchep Red Hawks Senior Football Club has been rewarded yet again, for its hard work over the past 17 years with a place in the Western Australian Amateur Football League. The Red Hawks pulled off another stunning grand final win in 2014, and will now play in the Saturday competition this year. To kick off the 2015 season, the coach and committee of the Red Hawks Football Club would like to invite all families and interested persons to attend a free sausage sizzle at Fishermans Hollow on Saturday 14 February, from noon.

The BBQ will follow a training session for the players which will be held on the beach at Fishermans Hollow. Anyone interested is invited to watch the boys train from 9am and then join the players for the BBQ at noon. New coach, Hamish Sturrock, said: “It’s an exciting new era for Yanchep and I’m looking forward to representing the community and continuing the great work that the football club has carried out over the past 17 years. “All new players are welcome and if the numbers are enough we may field two sides including a

reserves team. In 2016, we hope to have a reserves and a colts.” The Red Hawks are seeking a couple of extra strappers and trainers, as well as paid umpires. They are keen to hear from anyone who is interested. Repairs commence on trail The Shire of Gingin has commenced reinstatement works to the Gingin town’s historic Jim Gordon VC Trail boardwalk which was destroyed by fire last year. The trail was originally constructed in the 1980s in honour of the late James Heather Gordon VC, a local serviceman who received the military’s highest honour for an act of bravery during the Syria-Lebanon campaign during WWII. It is a monument of great significance to the Gingin community and provides an attractive thoroughfare for visitors wishing to explore the natural environment of Gingin Brook. The re-instatement works are being carried out by Devco Contracting, Wangara, and the timber has been supplied by Bunnings Neerabup. The new 133 metre section of boardwalk will be constructed using a combination

of jarrah and treated pine timber and is expected to be completed by midFebruary.

The Shire of Gingin president, Michael Aspinall said: “The shire would like to thank the community for its patience as the works progress.”

Bad parking getting reported Parking issues, especially around shopping centre, bus stops and special ACROD parking bays, is a concern to most responsible residents, but more and more these parking issues keep arising without anyone actually doing something about it. The photo, right, was taken outside a local liquor store, where the car was parked in an ACROD parking area, no permit was on display. Bad parking and illegal parking is a growing menace, and can be the cause of accidents, especially with pedestrians.

Parking problems have grown to such an extent, that there are several website, openly publishing submitted photos of these offenders, including date, time and rego number. Sadly, shopping centre owners don’t have any legal capabilities to ask the offenders to move their vehicle, and local councils don’t rate the issue highly. So what can be done? Social media has stepped up and ‘published and shamed’ many of these offenders What do you think?

Association looking to the future Seabird started life in the 1960’s as a virtually closed crayfishing village for fishermen.

although a temporary solution has been found, the town requires a permanent solution to this problem.

At its peak Seabird had over 30 professional crayfishing boats operating from its waters. This has declined dramatically with no boats currently operating out of Seabird.

There is a dearth of shortterm accommodation in Seabird which leads to illegal camping and littering.

Seabird is now a town of some 60 residences and a strata caravan park of 183 lots having a permanent population of approximately 60 residents, which swells during weekends and holidays to several hundreds, supported by a café/store and recently reopened tavern. Over the past ten years, Seabird has seen a dramatic increase in beach front erosion affecting several houses. This erosion, according to long term residents, has occurred since the disappearance of a point at an area commonly known as ‘Number 96’, the site of an old dwelling some 700 metres south of Seabird. Although recreational fishermen use Seabird regularly, and during peak holiday times, boats larger than 4.2 metres in length find it virtually impossible to launch or retrieve from the beach. Erosion has made it difficult to access the beach and

The Seabird Progress and Sports Association (SPA) has developed a bold concept plan which addresses these issues with vision and creativity to provide much needed facilities for the largest population node within the Shire of Gingin. The SPA has expended a great deal of time and effort to secure support from the shire, the Department of Transport, our elected members and other community organisations, comprising the Gingin Shire Lower Coastal Zone, to support in principal the proposal outlined below. Whilst it has received great support from other community organisations, it has experienced difficulty in gaining the support needed from the shire. However, SPA does not intend to give up on this issue and will pursue it vigorously until its objectives are achieved. The SPA would like to see a safe boat launching facility provided for the use of the

Small business survey results Each year, the Small Business Development Corporation (SBDC) surveys a sample of small business operators from around the state, to determine how they expect their business to be impacted over the coming 12 month period, and what challenges may face the sector in the immediate future. SBDC Chief Executive Officer, David Eaton, says this snapshot of small business sentiment helps to track the changes in expectations of the sector as we head into a new calendar year. “This year, the poll revealed that although respondents remain concerned about the economy, they seem generally confident of increasing sales within their businesses,” Mr Eaton said. “It is a concern however, that while most respondents expect their costs for materials and supplies to increase, they are not so confident about a similar increase in their profitability.”

In addition, future development opportunities would be realised, and demand for tourist accommodation satisfied. Home support receives a boost Older people and people with a disability in the federal electorate of Pearce will get extra support to stay in their own homes thanks to a $988,375 boost from the Commonwealth and Western Australian Governments. The funding is part of a $12.4 million funding round to the Home and Community Care Programme (HACC) across Western Australia to build on existing services, or to deliver new ones. Federal Member for Pearce, Christian Porter said the funding would be shared by six services in Mundaring, York, Beverley, Northam and Lancelin. “We know that older people in Pearce prefer to stay independent and in their own homes for as long as possible,” Mr Porter said. “This funding will give better aged care options to people to help them stay in their homes and provide support services in their area. This includes services like nursing, social support, respite care, domestic assistance, and transport - without which many people would not be able to continue live at home.” DADAA at Lancelin received $45,066 as a oneoff gardening and home maintenance funding grant. Mr Porter said this $12.4 million funding round formed part of a $288 million investment by the Commonwealth and Western Australian governments in the HACC programme across the state this financial year. This is $21.6 million more than last year. HACC funding went to Rise Network at Mundaring, receiving $76,088; Wheatbelt Health Region, receiving $3,632; and Northam Silver Chain Group, receiving $863,589.

Our great local galahs The rose-breasted cockatoo or galah, is often the most memorable sight to visitors of Perth’s north regions. Is there a lovelier combination of colour and sound than when galahs swoop down in little swarms and squawk excitedly in the palm trees? I have often wondered as I watch them; what more is there to know about them? I found some pretty weird and wonderful facts. For example, in the 1920’s the Duke of Bedford, a British aristocratic ornithologist specialising in parrots and budgerigars, told a story of a galah that took to catching lifts on railway cars. The Duke’s galah would alight on a car, ride the train for a few kilometres, and then fly to its perch, or catch another lift. It apparently enjoyed feeling the wind in its crest while entirely flightless atop a railway car. Returning to more normal or natural details, it may be of interest to newcomers to this land that the two recognised races of galah are distinguished mainly by the shape and hue of their crests. Eolophus roseicapillus has a definite break in the feather formation of its raised white crest while the sub-species

found in WA has a longer, fuller, pinker crest with no division of feather formation. The colour of the rings around their eyes is another distinguishing feature. A further rubbing with the sides of their faces, to leave powder from their feathers in the grain, or with sodden gum leaves, soon results in a smooth-as-glass entrance which probably helps to prevent creeping predators from entering the nest too easily. Interestingly, the long, narrow gum leaves used to line the nest before and during incubation, are thought to be instrumental in controlling humidity levels, as well as acting as natural pest repellent - It makes perfect sense. And for those of us who live in constant close proximity to the galahs, don’t you just love the young ones and their ‘I am starving’ routine performed at maximum

volume on the power lines outside your window at five o’ clock in the morning, every morning? Despite the loud feeding habits of the youth, the galahs remain one of the most eyecatching aspects of WA. When seen grazing in parks and ovals in groups, or flying freely through the suburbs, or even catching the golden afternoon sun on a swaying power line, they are very special. People are welcome who come from from Seabird, Redfield Park, Guilderton, Sovereign Hill and Woodridge. It is a self help group. If you have a laptop then it is best to bring it along, but not essential. As we have been meeting now for for about two years a lot of the attendees have grown in confidence and have learnt computing terms. Our difficulty is that for instance we have done a lot of work using WORD or EXCEL and everyone is on a different version and their screen looks different. What we need is more computer savvy people to attend to help those with less knowledge. None of us are experts but we share what we know. The next meeting in February we have decided to look back at some of the "Back to Basic" knowledge, so if you feel you need some help or just want to come and sit at the back and listen then do come along. We pay a $4 fee to cover hall costs and provide tea and coffee. We do not have internet access yet but funds are growing! If we were to get more help we could give individual advice to real beginners. I stress this is not run by any government group, just a few locals sharing what they know.
