WILD BUSHFIRE Three days, 7000 hectares burnt, and over 300 firefighters

Photo: Courtesy of DFES. Police have started investigations into whether sparks from an angle grinder ignited a bushfire in Bullsbrook that tore through more than 6650 hectares of land, last weekend. The Sun City News understands workers for a company that coleases a lot on Railway Parade, where the fire started on Saturday, had been carrying out grinding work in the days leading up to the fire. A total fire ban, barring metal work such as grinding, had not

been issued for the metropolitan area by the Department of Fire and Emergency Services. Numerous emergency fire warnings were issued Saturday as the fire headed towards Nowergup, Merriwa and Butler. At the height of the fire over 300 firefighters plus aerial support tackled the furious fire. Major roads in the region were closed. These included Wanneroo Road, Neaves Road and Old Yanchep Road. Many local residents were evacuated.

Warnings were downgraded to a watch and act alert early Sunday morning after firefighters saved more than 100 homes from the blaze, which destroyed two derelict houses, five sheds and several power poles. On Saturday, the bushfire was moving at more than two kilometres per hour in a northwesterly direction. It had jumped containment lines and was burning in the Gnangara Pine Plantation towards Wanneroo Road.

The emergency warning was reinstated on Sunday afternoon after a wind change occurred causing the fire to head towards the Shire of Chittering. Smoke from the fire was visible from Fremantle and Rottnest, 68 kilometres south-west of Bullsbrook.

FIREBREAKS Vice President of the Association of Volunteer Bush Fire Brigades, Dave Gossage, said holes in the law have allowed governments to get away with neglecting to

adequately manage bush land that presents fire risks without accountability. About 93 per cent of WA's land area is classified as Crown and included areas that were fireravaged. Chicken farm update during this period big quantities of manure was removed from the egg farm. This caused “a constant appalling and all pervading stench, the incessant drone of bobcats and trucks and manure laden dust (in between the showers)’’. After the Sun City News alerted the City of Wanneroo about issues at the Carabooda egg farm, health officers have taken samples and continue to investigate the farm without any legal action being taken.

Last month, the Humane Society International called on Australia’s major supermarkets, including Coles and Woolworths to reconsider stocking Swan Valley Egg farm or Snowdale Holdings produce, after media reports about its Carabooda egg farm.

Snowdale Holdings is due in the Federal Court on 8 April, after the company was taken to court by the Australian Competition and Consumer Commission last year, claiming the egg farm’s conditions were not free range.

The Sun City News first alerted City of Wanneroo health officers, last September, about the chicken manure dumping, hundreds of dead carcases dumped and other community concerns about the Carabooda egg farm.

The egg farm has been subject to numerous complaints to the City of Swan about odours from its Swan Valley egg farm affecting neighbours who do not have the benefit of the 500 metre minimum buffer from existing or future residential development.

Humane Society International said it started investigating Snowdale Holdings and they, Snowdale, were misleading or deceiving consumers with regard to its free range labelling.

Neighbouring residents told the Midland Echo News they are angry that the State Administrative Tribunal session scheduled for September, last year, had been deferred and

City of Wanneroo’s City Business Director, Chris Morrison, told the Sun City News: “The City of Wanneroo continues to examine available information and is awaiting the final report from the forensic science laboratory.

City ask cafes to buy elsewhere The City of Swan has asked local restaurants and cafes in the Swan Valley to avoid using eggs from Swan Valley Egg Farm to show their support to the Humane Food Region program. Only a handful of restaurants were known to use eggs from Swan Valley Egg Farm, and all have been asked to look for an alternative supplier. The egg farm became mired in controversy over allegedly incorrect labelling free-range eggs. The City of Swan wrote to restaurants requesting they stop using Swan Valley Egg Farm products at the beginning of December.

“This final report (due next week) will look at the possibility of fly breeding from manure samples taken from the property.

According to City of Swan CEO, Mike Foley, some restaurants had already started sourcing a new egg supplier.

“To date the City has received partial components however, as is the case in all legal matters, we are unable to comment until all final reports have been received.

The Humane Society International Australia has called on Woolworths and Coles to drop Western Australia's largest egg supplier, Snowdale Holdings (Swan Valley Egg Farm) over allegations it falsely labelled its free-range eggs.

“Once all relevant information has been received and reviewed by the City, we will be able to make a decision regarding any potential legal action.”

"Evidence is mounting against Snowdale not only of misrepresentation regarding its labelling but also of the cruel and

unsanitary conditions in which its hens are raised," HSI wrote in separate letters to the powerful supermarket chains. "We urgently request Coles/ Woolworths to stop selling all eggs labelled as 'free range' supplied by Snowdale whether unbranded or sold under the Swan Valley or Eggs by Ellah labels." The Australian Competition and Consumer Commission claims Perth-based Snowdale sold 71 per cent of its eggs as "free range" from 2012-13, charging a premium for them. ACCC alleges Snowdale ‘made false, misleading or deceptive representations on its egg cartons and websites that its hens were able to move about freely on open ranges on most days’. As part of its evidence, the consumer watchdog alleges Snowdale squeezed more than 100 times the recommended number of laying hens into its barns, up to 17 hens per square metre, and failed to provide adequate outdoor ranges with shade and easy access. The CSIRO recommends 1500 hens per hectare under animal welfare guidelines for free-range eggs.

It’s become popular for people to make fun of New Year’s resolutions, they never work, in an almost gleeful way. Why don’t resolutions work? Human behaviour, we would rather continue doing something that doesn’t work rather than try something new that could work, but also could fail. That sounds insane, but think about it - First, think back to your resolutions from last January.

Did you follow through? Do you even remember what they were? Yet how many of us were tempted to make more resolutions this year? Failing at our resolutions has implications, we start to distrust ourselves. If you’ve set the same resolutions for five years, and never followed through, what makes you think you’ll be different this year? Rather than setting new year resolutions, I prefer to focus on what I’m going to do this week, by Friday. It’s more achieveable, it works and I get things done - How have your new year resolutions been going?

Starting a Mens Shed in Yanchep/Two Rocks I have been living in Yanchep for four years, and really love the area, and especially the community feel of this area. However I'm afraid that this is not the experience for all older residents, in particular men. Most of the ladies that I socialise with in Yanchep and Two Rocks, are of the same opinion, and we were hoping that you could help us find out if there would be sufficient interest from the local men folk to start up a Mens Shed. The nearest one to our area is almost 40 kilometres away. I intend to put up some posters around the doctors, post office and community centres, but I think that if we could have the support of the Sun City News, that would give us a boost to start. I would value any advice from members of the community, please do not hesitate to call me. I am just taking the first step to test the water Morag Crompton, Yanchep.

Happy recycling Who grabbed all of the copper out of the recent bulk rubbish collection? I would like to know as I and other people put out some very good reuseable things that would be good for someone else to recycle (make use of), but I went out to find every bit of useful goods with the copper, aluminium or whatever other metals worth a dollar torn out of all useful items. I believe this is not right, so if you see these steely people doing the same in front of your house please tell them where to go!

speed sign is to tell you what speed you must travel. It really tells you the maximum speed you can legally travel on the road. I would be surprised if many drivers feel it would be safe to do a small roundabout at 80km/h. I think if you check road traffic rules the posted speed is the maximum you are allowed to drive not the best speed. Before you get to this roundabout there is a sign recommending the speed to be 60km/h for this roundabout - This sign is approximately 100 metres before the roundabout.

Dear Barry Rowe, I was amazed when reading a copy of Sun City News, to read your account of an experience on the Pippdinny roundabout. I am not sure of the exact location of the speed sign you refer to but am pretty sure the speed on this section of road has always been 80km/h. What you seem to have the wrong impression is that the

driving instructions as I would not like to have you driving anywhere near me on the road if you think like that. I am an out of town stranger and I drive to the conditions and, day or night, have plenty of time to see and slow for roundabouts. Kelvin Smyth, via email.

Gripes I was so looking forward to the new Capricorn Esplanade Road being completed as this makes walking along the beach road very easy now. However, two things that happen on a regular basis spoil it. One is the hoon drivers that think it is a race track, so dangerous as this happens any time of the day or night. And, secondly, the people that think it is okay to let their dogs make a mess on the path and just leave it there.

Another thing, as well is the 80km/h signage is for the maximum speed permissible not that you have to maintain 80km/h regardless of the road conditions.

Have some consideration for the other people who use the path.

Comment of planned park For the past four years the Shire of Gingin and Tourism WA have been working on a plan to rezone a portion of Unallocated Crown Land in Lancelin to allow for the development of a modern tourist park. The Tourism WA study identified that there is a high demand for additional caravanning accommodation in the town and that the proposed site bound by Casserley Way, Hopkins Street and the Back Beach would be a suitable location. The proposed development is expected to provide 127 caravan sites, 32 ensuite caravan sites, 32 camp sites, 9 safari tents, 15 drive through sites, 26 chalet sites, 39 park home sites and grassed open spaces/

recreational facilities along with a foreshore reserve. Lancelin business people are crying out for this development. They openly admit that during winter they struggle to keep their heads above water.

The issue has caused some drama though with police investigating an incident around Christmas time. Four horses were being walked along Casserley Street when

Firefighters battled through the night stop a bushfire which was threatening homes in Yanchep. The fire was reported around 11:00pm, last Friday. Investigators say its cause is suspicious.

Porter’s promotion surprise On Tuesday 23 December, the Federal Member for Moore, Christian Porter, was sworn in as parliamentary secretary to the Prime Minister by the Governor General, His Excellency General the Honourable Sir Peter Cosgrove. In his new role Christian Porter says he will primarily focus on the continuation of the government’s successful red tape cutting agenda, which has already resulted in $2.1billion in deregulatory savings. He will also be doing supporting work on the Federation White Paper process. Mr Porter said: “I hope that with my experience as a state treasurer, I can continue Josh Frydenberg’s great work in cutting the burden and cost of regulation and, having had first hand experience in state government with some of the federation’s inefficiencies, duplications and overlaps, that I can bring something useful to the Federation White paper process.

“I will also continue to work hard to represent the people in my electorate of Pearce. I have a full agenda of community events planned for 2015 and I am looking forward to the challenges of the year ahead.” The Abbott government's newlook cabinet brings to a close a tumultuous first calendar year for the coalition. The reshuffle was an admission by Prime Minister, Tony Abbott, that his government required rejuvenation following a bruising six month fight over a widely unpopular budget. Occurring just days before Christmas, it has given Mr Abbott's new ministry time to refresh for 2015 and busy themselves over the summer break for new policy battlegrounds on welfare, jobs, and paid parental leave. Mr Abbott said during the ceremony at Government House: "These ministerial changes will put jobs and families at the heart

of the government's agenda for 2015. This is a government which is committed to building a stronger and more prosperous economy for a safe and secure Australia." Sir Peter Cosgrove officiated at the swearing-in ceremony for the first time as Australia's new Governor General. Steven Ciobo, Scott Baldwin, Kelly O'Dwyer and Karen Andrews were sworn in as parliamentary secretaries with Christian Porter. Mr Porter’s appointment came as a bit of a surprise, as he has only been in the federal parliament for just 12 months. PerthNow political editor, Joe Spagnolo, described Christian Porter as: “Porter is flying high after being promoted parliamentary secretary to Prime Minister Tony Abbott.” Could Christian Porter be a future prime minister or treasurer?

Wheatbelt shires form Regional Alliance Shire councils of Gingin, Dandaragan and Chittering have all unanimously agreed to establish a Regional Alliance at their respective council meetings in December.

Shire of Gingin CEO, Jeremy Edwards, said: “It is the agreed position of our shires that a united approach to addressing our common issues will lead to better outcomes.

better cooperation/collaboration amongst local government. It is envisaged the Regional Alliance may act as an appropriate vehicle to address these mandates.”

Recent Wheatbelt Development Commission planning identified several issues common to all three shires which has prompted the formation of a working partnership between the three local governments.

“In essence this partnership is about building a strong regional local government focus with an emphasis on advocating strategic projects and services for our region.”

The Regional Alliance will consist of the three shire chief executives who will meet monthly, with representation by shire presidents and the Wheatbelt Development Commission on a quarterly or as-needed basis.

The Shires of Gingin, Dandaragan and Chittering are all facing the knock-on effects from Perth’s rapidly expanding northern corridor, which includes the issue of funding the services and infrastructure needed for the growing region such as health care, education, transport, aged care and waste management. Of these, the provision of health and aged care services has been identified by the three councils as a common priority. In addition, the Regional Alliance will focus on industry development and growth, and will work with the Wheatbelt Development Commission to progress those identified priorities for the region.

Dandaragan Shire CEO, Tony Nottle, said the Regional Alliance will also work closely with the Wheatbelt Development Commission to identify other key issues and projects that will assist with addressing the growth pressures as well as funding and service gaps. “The Shire of Dandaragan is looking forward to working with the Shires of Chittering and Gingin in an effort to attract funding and services to our growing region,” he said. Shire of Chittering CEO, Gary Tuffin, added: “In recent times there has been a stronger focus on taking a regional approach to funding by both the state and federal government, and for

Arson at Cassilda Park

Local surf clubs get funding boost The Yanchep Surf Life Saving Club and the QuinnsMindarie Surf Life Saving Club will receive a funding boost to prevent drownings at local beaches.

A fire was deliberately ignited in the middle of bushland at Cassilda Park, Two Rocks. Several young Tuart Trees were burnt. Thanks to a rapid response by the local fire team, who arrived with several trucks and a heap of volunteers, the fire was contained and extinguished quickly without spreading to neighbouring properties. Anybody with information about those who set the park on fire should contact the police on 131 444. Rewards of up to $50,000 are paid for successful convictions for arson.

The Federal Member for Pearce, Christian Porter, said the Australian Government would provide $25,000 to each of the surf clubs over the next five years. “The funding will assist Yanchep and QuinnsMindarie to purchase new rescue equipment, first aid and medical supplies so their life savers can continue to save lives,” Mr Porter said. “Australians love to go to the beach and it will be a key part of most families plans for this summer.

New action group

“Our beautiful beaches are an important attraction for local residents and tourists alike.

The Sun City News is aware of a local group of outer northern suburb disgruntled residents who are so upset at the lack of local infrastructure facilities and services being provided by the City of Wanneroo that they are considering setting up a new action group - A ‘Ratepayers’ Alliance’.

“This new funding will ensure our life savers have the equipment they need to keep people safe and prevent a holiday from becoming a tragedy.”

A number of these groups have been established in the eastern states with great success - They are usually independent groups fighting for lower rates, smaller government, reduction in waste, better use of technology in local government with direct decisions to support the whole of the community.

Each of Australia’s 311 Surf Life Saving Clubs will receive the funding over five years from the Australian Government’s $8 million Beach Safety Equipment Fund.

SLSA’s Coastal Drowning Report identified 121 coastal

drowning deaths in Australia in 2013. “Each year, Australia’s dedicated life savers perform about 12,000 rescues and 32,000 first aid treatments. The Beach Safety Equipment Fund provides support directly where it is needed most – to support the volunteers surf lifesavers patrolling beaches,” Mr Porter said. Mr Porter said that in addition to the $8 million for new and upgraded lifesaving and first aid equipment, the Australian Government is providing $2 million for the Beach Drowning Black Spot Reduction Program which aims to reduce drownings at dangerous beaches and provide public safety programs that highlight coastal hazards such as rip currents and rock fishing. These programmes are part of the Government’s $15 million package to cut drowning deaths across the nation. It includes $4 million to assist the Royal Life Saving Society to prevent drownings in inland waterways and an existing $1 million a year to produce, develop and distribute water safety messages, DVDs and educational material targeting more than 1.5 million Australian children aged up to four years.

Members from the Yanchep Surf Life Saving Club patrol the every popular Yanchep Lagoon beach area every Sunday throughout the summer season. Plans for the new surf club facilities seem to be in limbo, between the City of Wanneroo and WA State Government. The existing Yanchep facilities have been described as probably the worst in Western Australia, but the council and state government seem to be working to their own agenda. For such an important role this volunteer club performs, it would be expected that both the council and state government would ensure they had all the proper facilities and equipment to perform the service they provide for free.

Anger over boat ramp delays for up to 500 metres from 5:00am and lasting for hours. People reported having to wait in excess of 90 minutes to launch their craft. Parking facilities are also chaotic with drivers parking up to 400 metres from the launching ramp. This of course caused further delays and congestion on the ramp while they walked back to the ramp to move their craft. Frustrated local ratepayers are disappointed at the lack of available information on future plans for development of the inadequate boating facilities. The area of Yanchep Two Rocks is undergoing a rapid housing and population boom and none of the infrastructure is keeping pace.

Most of the new housing in the area is attracting people who love the boating and ocean lifestyle and have water craft. As one resident told the Sun City News: “We have waited long enough for something to be done.” The Department of Transport (DOT), as owners of the Two Rocks marina precinct have confirmed it is working on bring the marina up to the standard of other boat harbours. Acting coastal infrastructure general manager, Donna West, said the department has been carrying out a detailed assessment of the martina’s condition in order to bring it up to the standard required of all state public boat harbours. The DOT is currently in the process of carrying out a boat ramp survey to assess the issues. The information collected will guide DOT’s upcoming planning program to alleviate these problems in the future.

Australia Day brekkie Australia Day is the official national day of Australia. Celebrated annually on 26 January, it marks the anniversary of the 1788 arrival of the First Fleet of British Ships at Port Jackson, New South Wales, and raising of the Flag of Great Britain at that site by Governor Arthur Phillip.

Annually between 500 to 750 full breakfasts are cooked and served for free by a band of local volunteers. This year’s ‘Aussie Day Breakfast’ will be held at the Phil Renkin Centre in Two Rocks, starting at 8.00am with a flag raising ceremony followed by the National Anthem with breakfast to follow.

A lot happened acro To say 2014 was a ‘big year’ is probably an understatement; especially from Alkimos up the coastal strip to Yanchep Two Rocks.

This region was regularly listed as one of the fastest growing regions across Australia, but not without its problems.

The Two Rocks recreational boat ramp closure riled the boating community - Originally closed for six to eight weeks for repairs and upgrade, it was closed for months denying boating access to the waters off Two Rocks for the entire 2014 summer fishing and cray season.

Sadly, for many residents’ there was dissatisfaction at the City of Wanneroo and WA State Government who have failed to keep up with the basic infrastructure demands of a fast growing community. One estate developer warned residents not to speak to the media.

Yanchep Two Rocks remains the remotest suburb in the remotest city in the world, while government authorities, at all levels, have made numerous promises/commitments and delivered on few. Reviewing all the issues readers have raised with the Sun City News through ‘letters to the editor’; Facebook, phone calls and online comments, the City of Wanneroo council received over 50 per cent of the comments. These included: broken promises by the mayor; a seawall no one wanted; money wasted lowering the boardwalk, money wasted on an unwanted fire track; trying to charge juniors for a changeroom extension; local councillors; and, the lack of traffic management at the Marmion Avenue and Lagoon Drive’ intersection. There were a number of firsts for the region: Peppa Pig and the local Business EXPO was very popular; as was the opening of a McDonald store at Yanchep.

In March 2014, the City of Wanneroo made the decision to close the Dewars ‘Durrs’ track, stating: “With a growing local population and an increasing numbers of families now using these beaches for swimming, four wheel driving can simply not continue.” Social media reaction and petitions caused the City of Wanneroo to reconsider their original decision, eventually re-opening the track. With the onset of Autumn strong coastal winds caused more erosion worries at Seabird. The Shire of Gingin looked at a number of solutions, but any remedial work will be very costly. During April and May 2014, a variety of issues concerned the local community - idleness and dereliction of Lindsay Homestead, disappearance of the Prickle, boat ramp issues dragging on and no noticeable progress with the sporting fields project. The Gingin community hosted their inaugural triathlon with over 155 competitors involved. Next came one of the biggest raids ever seen in Western Australia - Project TRICORD and Operation POLO saw 550 law enforcement officers raid a number of rural properties in Carabooda. The investigations and court actions are continuing. In late May 2014, the City of Wanneroo started the lowering of the Yanchep Boardwalk by about

October saw Capricorn Village Joint Venture announced the first release of land and home packages at the Atlantis Beach development at Two Rocks. During October, after a number of car accidents at the Marmion Avenue and Lagoon Drive intersection, pressure from the community was put on the council to instal traffic lights - Eventually the council agreed, but didn’t provide a schedule for when they will be constructed. This intersection was rated the third worst in Perth metro area, by the RAC 2014 Risky Roads survey. November 2014, saw the long time lease agreement between the Department of Transport and Yanchep Sun City Pty Ltd (YSC) come to an end - YSC had managed the marina since the end of the Alan Bond America’s Cup challenge in the 1980s. December saw the start of the fire and wild weather season - A tornado hit in the Shire of Gingin, while a fire raged through rural gingin near Sovereign Hill and Redfield Estates. Yanchep police were kept busy throughout the year, seizing numerous ‘hooning’ cars, nabbing drink-drivers and speedsters. They also had to deal with numerous drug raids, domestic violence issues and general law and order issues. How the unemployed ‘disappear’ and why it matters With monthly unemployment figures due out this week, the usual attention will be paid to fluctuations up and down.

In last year’s Mid Year Economic and Fiscal Outlook Treasurer Joe Hockey predicted that unemployment could reach 6.5 per cent, which is 0.25 per cent higher than was predicted in the federal budget.

The International Organisation states a person is unemployed if they have worked less than one hour, have been actively looking for work during the reference week, and could start a job in the week following.

How the unemployment figure is actually calculated became a hot media topic when the Australian Bureau of Statistics was forced to substantially revise its seasonally adjusted labour force figures for July and August. The ABS cited difficulty with seasonally adjusting the unemployment figure, which meant only the raw figure was used. These difficulties were attributed to a variety of factors and are now considered to be resolved. However these conversations gloss over how the official figure of unemployment underestimates the ‘real’ figure of unemployment. For those of us who are interested in how unemployment contributes to the way we experience ourselves in the world, who is excluded from these figures is just as important as who is included.

The ‘active subject’ What do we do about unemployment, then, if it is so devastating to people’s well-being?

The problem of the unemployed is (not) the unemployed The problem with these programs of reformation is that they only contribute to constructing the problem of unemployment as the problem of the unemployed individual themselves, running the risk of becoming a form of victim-blaming which pathologises the unemployed and makes political discussions around the structure of employment, unemployment and the labour market even less likely.

In discussions about unemployment and welfare programs it is rarely mentioned that mass unemployment is required by our socio-political regime, a contemporary form of neoliberal capitalism. The Non-Accelerating Inflation Rate of Unemployment is a term used by economists and politicians to refer to the level of unemployment, between 4 per cent and 6 per cent, considered necessary to prevent inflation taking off. We need to also consider that there just aren’t enough jobs to go around. Figures in August 2014, for example, showed there were approximately 147,200 job vacancies though unemployment totalled 735,500 people. Clearly unemployment can not be ‘solved’ by unemployed people taking non-existent jobs and it is unreasonable to blame unemployed individuals for unemployment when there is no paid work. If our politico-economic system needs unemployment, the active labour market vitriol poured upon the unemployed is unjust as well as ineffective. Breakfast and Community Awards The majority of the wider community usually turn up at the Yanchep Two Rocks Community Recreation Association’s Australia Day Breakfast and Community Awards presentation without really understanding what goes into organising such a function. To cook and serve a full breakfast for 500 to 600 people inside two and half hours takes precision organising. Yanchep Two Rocks Community Recreation Association has been providing this free Australia Day breakfast for over 25 years. This breakfast has grown from a simple sausage sizzle to a military precision organised function - Organising funding raising to be able to put the event on, organise entertainment, order hundreds of sausages, kilograms of

onions, dozens and dozens of eggs, tomatoes and loaves and loaves of bread. Then all this food needs to be cooked and served up for everyone to enjoy. Not many locals would know that a small band of great volunteers, about five or six people, organised and put the entire breakfast event together. The Yanchep CWA pitch in to help out with the washing up that such a large breakfast creates. The upcoming Australia Day breakfast has been organised with precision, but the group always welcome helpers, not only on the day, but throughout the year.
