n I hear the City of Wanneroo is spruiking that their recent survey discovered that 90 per cent of residents were happy to live in the city, including 61 per cent who were delighted.

It’s only a matter of time and the Two Rocks Tavern will re-open again.

Where are the figures on performance of elected councillors or happy with sporting facilities? Or weren’t those questions asked?

National nomination surprise Long time Yanchep resident and manger of IGA Two Rocks, Chris ‘Bondy’ Young, received a surprise letter and certificate, this week. Chairperson of the National Australia Day Council, Ben Roberts-Smith congratulated Chris on being nominated for the 2015 Australian of the Year Award. The letter states: “The Australian of Year Awards shine a light on outstanding Australians of all ages. Each year the Awards unearth Australians who lead by example, inspire others or make significant achievements in their chosen field.” Chris told the Sun City News the nomination came as a massive surprise to him, he has no idea who nominated him, but was stunned at receiving the nomination.

With the letter was a beautiful certificate recognising the nomination.

Police reports Bike accident A 19-year-old man who crashed his motorcycle into a car in Perth's outer-north has died.

More than 2,000 nominations were received for the 2015 awards which will be announced in Canberra, on the lawns of Parliament House on Sunday 25 January.

Police say the crash happened in Two Rocks, last Saturday night and the man died from his injuries in hospital on Sunday.

West Australian finalists in this year’s Australia Day Awards include: scientist, Professor Lyn Beazley; radio presenter and social justice leader, Graham Mabury; deaf advocate, Drisana LevitzkeGray; and road safety campaigner, Stacy Dunbar. Six of the eight finalists for the 2015 Australian of the Year Award are women - The highest number of female finalists since the State and Territory award process was introduced in 2003.

Joondalup police seized this vehicle and will allege the driver was under court suspension and disqualified from driving.

Community history awards Applications are now open for the 2015 Community History Awards. This is a competition run by the Wanneroo Regional Museum to encourage research into the history and heritage of the City of Wanneroo. Entries can focus on any aspect of Wanneroo history such as a building, pioneer

family or individual, history of an organisation, Aboriginal and Torres Strait Islander stories or memories of a particular decade or event.

Submissions will be added to the Community History Centre collection where they will be preserved and shared with the community.

The two categories are original research in the form of an unpublished essay and personal memoirs/migrant stories.

First prize in each category is $500 and runner-up is $150. Entries are now open and close at 4pm Friday 24 April, 2015.

Your letters Council’s double standard My family and I used to live in one of the more established and socalled ‘affluent’ suburbs in the City of Wanneroo area until we moved to Yanchep about a year ago. We have noticed a huge difference in how little the council spends here compared to where we were. For example, at our previous address, a few locals decided that we had ‘hoons’ using the road so they lobbied their ward councilors and within eight months we had multiple traffic islands, speed humps and improved street lighting. This work was not supported by any statistics demonstrating the road was a danger - There had been only a few minor traffic accidents in the previous 12 months. Yanchep, however, has two ward councilors who are noticeable by their silence, their lack of apparent enthusiasm for representing the ward and what seems to be a vendetta by the Mayor to starve this area of basic infrastructure by promising a few projects, but not allocating any funds in current budgets or indeed, future budgets. We even see childish and petty behaviour by refusing to speak to or publish at no cost various council reports in this newspaper.

This means the council is withholding all information from the ratepayers in this area The council now receives a large lump payment for each new land block sold. I wonder if this is in fact being spent in the wards that are generating these funds, or the favoured ones. If the mayor and our two councilors do want to survive another term in office, then show us all how council receipts are being spent on a ward by ward basis. Basic services like rubbish collections can be excluded as all wards receive these, but it will be easy for the Council to show how fair they are in where they spend the money. Mayors and councilors are now well remunerated by ratepayers with a reasonable salary and a raft of expense items such as computers, phones, mileage, clothing and so on and we expect them to be professional in their decision making. I would expect new areas, like Yanchep, Alkimos and others to be receiving much more of the spend, than the long established wards who have all the infrastructure like parks, traffic lights, sporting facilities and the like. Who’s responsible? Driving along Marmion Ave, going south, I came to the Pippdinny roundabout, which I do lots of times, and was surprised to see the 60km sign had been changed to 80km. Now, being a good citizen and always obeying traffic signs, etc. I went onto the roundabout at the prescribed 80ks. As my two driver side wheels left the ground, I knew I was in trouble and had to bring my best driving ability to the fore, taking many kilometres off the life of my car and years off my life. I now know this 80k sign has been in place for quite some time and must have been passed many times by our people of the law yet, nothing has been done about it. At this time, I know of quite a few speed signs around Yanchep that are hopelessly wrong. I wonder who would be held responsible if an out of town stranger came into the area at night and followed the speeds the signs tell us to and rolled their vehicle or did damage as they flew over the curbing? Christmas and the festive season is only a week away, this is a time of the year to reflect on the past 12 months and think about what you might have done differently. Over the past 12 months, as editor of the Sun City News, I believe the gap between the ‘haves’ and ‘have nots’ has grown faster, effecting more local people and causing unwanted stresses on family life. Over the course of the year, I make numerous decisions about which articles to publish or not Occasionally, I might get it wrong, but from the feedback we have received, I’m guessing we are getting it right most times. Unfortunately, there are many news snippets or information that comes across my desk, that doesn’t get published for a variety of reasons, including: legally not possible; not appropriate or the article cannot be substantiated. By far our biggest news article related to the Carabooda chicken farm - This shocking article made national news and issues are still be investigated by officials. This news article and many more started from ‘news tip offs’ from Sun City News readers. Thank you to all the people who have helped out with news tips, articles and photos.

Looking to 2015, I invite and welcome everyone’s contribution or opinion articles. There has been much published over the past five years about the ‘death of the newspaper’. The national and statewide newspapers are suffering, and suffering badly. Even some of the regional newspaper are suffering a major downturn due to reduced advertising and the internet. To me, the true local newspapers, especially independently owned and operated ones have an important place in our communities - Where else can you get your local news, local sports, local community notices and free local classifieds. At the Sun City News, 2015 will see us enter a new era of the long term plan to become a weekly publication - With the ever-changing technology, we are re-locating our office, all contact details remain the same and the first issue of the Sun City News for 2015 will be out on Thursday 15 January. Local volunteers kept busy Two Rocks Volunteer Bush Fire Brigade have had a busy year attending local fires and assisting in other areas of Wanneroo as called upon. As well, the extension to the brigade station is just about complete and it’s looking fabulous. The final bits and bobs will be done over the next fortnight. Last week, Yanchep Beach Joint Venture executive manager, Jon Kelly, visited the new fire station and presented the group with a generous donation to help out. Over the weekend, the Two Rocks brigade held a ‘Bush Fire Awareness Day’ which showed locals how to be bush fire aware and how to prepare their property to ensure they are ‘bush fire ready’.

Brigade captain, Kye Carter said: “New members are welcome and the ladies should not be shy, as they are already well represented on our brigade.”

Local business wins awards has grown to 26 children in various age groups from one month through to ten year olds. The programs provide local families with the opportunity to attend a nature based program which has many educational benefits as well as connecting children to nature. Little Gumnuts proprietor, LeeAnne Groenewegen, is a mum of two daughters and also a qualified early childhood educator with 12 years teaching experience. Last week, local business, Little Gumnuts, won three Wanneroo Business Association awards Best new business, most innovative business and they

were runner-up in the environmental sustainability award. Little Gumnuts’ nature programs started at the beginning of the year with three children. This

Lee-Anne is very passionate about teaching and especially play-based learning and the combination of the wonderful play-based approach with nature being a recipe for fun, growth and learning.

Trails to be cleared While landowners have been reminded to ensure their firebreaks are properly installed and maintained, several residents in Seatrees Estate have been concerned about the unmaintained bridle trails in the estate. City of Wanneroo told the Sun City News: “Landgate owns the land where the bridle trails are located in Seatrees Estate, Two Rocks. Landgate is responsible

for maintaining the land to required standards. “The City of Wanneroo is the policing agency and works with landowners to ensure sufficient firebreaks are installed for the bushfire season. “The trails were inspected by the City of Wanneroo on 25 November, 2014. The City reported that the implemented break was insufficient due to a section of long overgrown grass.

“A letter requesting the installation of sufficient firebreaks was sent to Landgate on 1 December, 2014. The firebreak will be re-assessed at a later date.” Another source told the Sun City News, that the City of Wanneroo was responsible and a letter requesting firebreak maintenance had been sent to the council.

Has council got it right? While the City of Wanneroo is currently having a “Review of Wards and Representation’, concerns have been made about equal representation throughout the council. Currently the council is offering four different options, but the question is: ‘Is it truely equal representation across the entire City of Wanneroo?’ The options being offered look at changing boundaries and varying the number of councillors in each ward, without true representation. The most obvious option, that hasn’t been included, would be three wards each with equal number of councillors. For example North, Central

and South Ward, each with five elected councillors plus one community elected mayor. With this system, whenever a review is required, the boundary may vary, but each ward retains equal representation. The current system is heavily tilted against the North Ward, with only two councillors, where as each of the other wards have three (Central Ward); four (Coastal Ward); and five in South Ward. Sadly, some councillors are touting options that best suit their chances of re-election or other political means. Is this really in the interest of good local council governance and fairness?

And, especially as many North Ward residents and ratepayers haven’t received any notification or information about the Ward Review. While many Yanchep and Two Rocks residents have been ratepayers for many years, believe this region is being neglected by City of Wanneroo; there is growing unrest from the newer developments at Alkimos, Shorehaven and Amberton about the City of Wanneroo neglect of these regions too. The Sun City News urges all North Ward residents and ratepayers to contact the City of Wanneroo on 9405 5000, asking for a copy of the ‘Review of Wards and

Representation’ document, read it and make a submission. If the North Ward does not speak out, the region will continue to be treated as the ‘poor cousins’. The City of Wanneroo told the Sun City News that they are organising a workshop scheduled for the end of January, and others are planned but dates are not yet available. City of Wanneroo, CEO, Daniel Simms said: “The submission period will be extended to 31 January 2015 to ensure appropriate and adequate consultation is undertaken.”

Councillors off on overseas trip Three City of Wanneroo councillors are off to Europe on a 17 day tour. Over the past 12 months, two of the three councillors have missed several formal council meetings and briefing sessions. The total cost of the trip is estimated at $42,800 for three councillors and two employees. Mayor Tracey Roberts and four councillors did not support sending Crs Hugh Nguyen, Bob Smithson and

Domenic Zappa on the trip for various reasons. Until recently, the City of Wanneroo councillors had an unwritten policy of ‘no international trips for any councillors’. A second unwritten policy was that any councillor did not go to any conferences in the last 12 months of their end of elected term - Cr Smithson’s current term ends less than six months from the international tour.

In addition, since being elected, both Crs Nguyen and Smithson have the highest absentees from council meeting and briefing sessions of all councillors.

The council could easily have sent staff and councillors to the ‘Making Cities Liveable Conference 2015’ in Melbourne in July, and complied with their agreed policies.

The council report states the tour would allow the attendees to better understand urban planning, economic, development, job creation, housing policy and public transport All areas that are controlled by State and/or Federal Government agencies.

The tour is based on a Peter Hall publication ‘Good Cities, Better Lives’ which include 12 European cities including Copenhagen, Malmo, Hanover, Kassel, Rothenburg, Karlsruhr, Freiburg, Strasbourg, Duisburg, Dortmund, Almere, Amersfoort and Amsterdam.

Local businesses collects awards At the recent Wanneroo Business Awards, local business, Chocolate Drops won the ‘Best Tourism and Hospitality Award’ sponsored by Yanchep Beach Joint Venture; and collected a runner-up award for ‘Business of the Year, over 5 and under 20 Employees’. The Employee of the Year Award was presented to Gemma Orford from Chocolate Drops. Seatrees Accommodation was runner-up for the ‘Best Home Based Business Award’.

MLA comments on fracking Member for Moore, Shane Love, said: “As your local Member of Parliament, I am writing to you about onshore gas exploration in the Turquoise Coast district. “I appreciate that there is a great deal of concern following an announcement that Norwest Energy has been granted an exploration license throughout the Shires of Coorow and Dandaragan. This permit also includes a number of National Parks and reserves. “I am personally disappointed that the exploration permits granted to Norwest Energy cover an area which includes sections of the Nambung, Drovers Cave and Lesueur National Parks. It is my belief that our pristine coastline and these iconic areas should be explicitly protected from any sort of drilling associated with fracking and I have written to the Minister for Mines & Petroleum, Bill Marmion expressing this.

“As a long-term resident of Badgingarra, I fully understand the concerns that have been raised with me in regards to this issue. I too place a profound value on the quality of water stocks located within the Yarragadee aquifer and the continued protection of the unique environment which exists across the Turquoise coast and the wider region. “In regards to the process of hydraulic fracturing (fracking), it is important to note that the current drilling which is occurring across the region is early explorative work and is therefore very limited in its extent. Also, in Western Australia the regulatory controls which govern the process of fracking have recently been tightened. “Following my election as the Member for Moore, I welcomed the announcement in August 2013 that the Legislative Council’s Environment and Public Affairs Committee would conduct an

inquiry into the implications for WA of hydraulic fracturing for unconventional gas. I made a submission to this Committee outlining the concerns I felt the community held about the industry. The Committee will investigate: a) How hydraulic fracturing may impact on current and future uses of land; b) The regulation of chemicals used in the hydraulic fracturing process; c) The use of ground water in the hydraulic fracturing process and the potential for recycling of produced water; and d) The reclamation (rehabilitation) of land that has been hydraulically fractured. “It is my intention to await the outcome of the Committee’s inquiry before taking an informed policy position in regard to fracking’s effect on the environment. “As mentioned earlier, the current phase of fracking

which exists in the region is explorative work. However, I am determined to ensure that any possible shift towards the much more intensive processing phase will only take place following a full and comprehensive evaluation by the Environmental Protection Authority (EPA). “To that end I have had extensive discussions with the Chairman of the EPA, Dr Paul Vogel, the Minister for Mines and Petroleum, the Department of Mines and Petroleum, APPEA (the peak body of the gas industry), local landholders and the wider community. “Please be assured that I will do all that I possibly can to ensure that the interests, views and concerns raised by my constituents in regards to hydraulic fracturing are taken very seriously and relayed to the relevant authorities. “Please contact my office if you would like further clarification on 9927 2333.

Property rights advance Gingin Private Property Rights Group president, Murray Nixon, released the following media statement: “Christmas is a wonderful time of the year and land owners can expect something special this year, the Government’s long promised Property Rights legislation. The Premier has confirmed that the legislation will be in Parliament before it rises in December. “Secure Property Rights are essential to a free and prosperous society. Property in land is particularly important as it is so often used as collateral for home purchase and business. Whilst the government has always had the power to resume private property for public works, in recent years, environmental and planning issues has caused the Chief Justice to comment that people should not be concerned about the robber or blackguard, the greatest threat to property is the Government!

“Demand for change has come from many sources. In 1980s a Standing Committee of the Legislative Council, chaired by Hon. Mark Neville, recommended that one Act should deal with all land acquisition by Government, whatever the reason. “In the Thirty-Fifth Parliament, a Standing Committee of both the Legislative Assembly and the Legislative Council had each commenced inquiries into Government actions that were eroding Property Rights and causing hardship to individuals. These reports were taken over by the Legislative Council’s Standing Committee on Public Administration and Finance in the Thirty-Sixth Parliament and a Report “In Relation to The impact of State Government Actions and Processes on the Use and Enjoyment of Freehold and Leasehold Land I Western Australia, “was tabled in May 2004. (The House Report, available on line).

“Many other groups have also called for better legislation including the Law Society, PGA, WAFF, WAPRA, GPPRG and the Real Estate Industry. The Liberal Parties Rural Policy Committee has been a strong advocate and many calls have been made for reform at State Conferences. “Recently, Liberal Member of Parliament, Murray Cowper, has produced a ‘Private Member’s Bill’ in the Legislative Assembly, which is at the second reading stage but unlikely to progress at least until the Government legislation is dealt with. “Following the tabling of the House Report, the then Labor Government referred the matter to the Law Reform Commission who in turn reported in 2008, in a paper entitled ‘Project 98’, which is also available on line. “At the direction of Government, the reports main recommendations were for

amendments to the Land Administration Act, rather than a separate Act. “I believe the Government’s Legislation will be based on that report. “I only hope that after such a long gestation period, the result is a healthy child. Free paper making Two Rocks Yanchep Culture and Arts Network (TRYCAN) will be holding a free ‘Children’s Paper Making Workshop’ at Capricorn Community House on Saturday 24 January, for kids aged seven to 14 years old. Children will learn to make their own recycled paper and develop skills and knowledge to make paper from waste in the home. Over 50 hampers donated Irene McCormack Catholic College has supported the St Vincent De Paul Christmas Appeal again this year by having every Care Group collect food, toys and Christmas items. In total the College community donated over 50 Christmas Hampers, which will be distributed to families in our community. Local artist, Crystal Pascoe, who specialises in metal art, donated a beautiful rustic scene of Gingin town’s iconic water wheel to the Shire of Gingin which is now on display at reception of the Gingin library located in the CRC building.

“However, despite the damage from the recent storm we will replenish the lost sand in time for the event.”

Ms Pascoe, who was commissioned to produce the steel sculptures in the garden in front of the CRC building for its official opening in 2012, decided she wanted to give something back to the community for supporting her blossoming artistic career.

Auctions more attractive in slower market Research by the Real Estate Institute of W e s t e r n Australia shows that selling a home by auction cuts the number of days on market by an average of 26 days. REIWA deputy president, Hayden Groves, said a look at the Institute’s data over the last five years showed that the average number of days on market for an auction was 39, compared to 65 for the more traditional sales method of private treaty. “Auctions are not as common in WA as they are on the east coast, but this seems to be changing,” Mr Groves said. Mr Groves said that auctions accounted for about two per cent of sales in Perth, compared to 30 or 40 per cent of sales in Sydney and Melbourne. “West Australians have grown very familiar with the offer and acceptance method of buying a property, which involves a simple contract process and some gentle haggling on price, but there is growing interest in auctions as a quicker way to sell in a sluggish market,” Mr Groves said. Mr Groves said the main difference with an auction was a shorter campaign period to flush out the more serious buyers on the day, and the requirement for those buyers

to pay an immediate deposit. “With the number of properties on the market growing every week, more and more sellers are looking for the best ways to stand out from the competition and to sort the genuinely keen buyers from the casual lookers and the undecided in a weakening market,” Mr Groves said. In the 2014 September quarter, the average number of days on market from the traditional selling method was 65. By contrast, it was just 39 days from properties that were sold by auction,” Mr Groves said. “The auction method saves sellers almost a month on average, which in the current climate is very attractive to many people thinking of selling their property,” Mr Groves said. Mr Groves said that most auctioneers charged a set fee for auction day itself and a commission on the sale price of the property. “However, every agency operates a little differently, so if you are thinking of trying the auction method it’s best to shop around and ask the right questions to your satisfaction,” Mr Groves said.

From the pollies Peter Katsambanis MLC, Member for North Metropolitan Region, has welcomed news that the State Government has awarded equipment grants to many local sporting clubs in Perth’s growing northern suburbs.

Last week’s WA State Government Cabinet reshuffle has seen Member for Moore, Shane Love, promoted to the position of Parliamentary Secretary to Minister for Regional Development and Lands.

The local sporting clubs that will receive $500 each to upgrade their equipment under the latest round of funding from the Community Sporting Club Equipment Scheme include: Butler Little Athletics; Joondalup Lakers Basketball Club; Quinns Districts Amateur Football Club; Quinns Districts Junior Football Club; Quinns Rocks Little Athletics Club; Quinns Rocks Junior Cricket Club; Wanneroo Flag Marshal Association; Yanchep Netball Club; and Yanchep Red Hawks Football Club.

The position was left open with South West Region MLC, Colin Holt’s move into Cabinet, following the resignation of long-serving Minister Terry Waldron.

Mr Katsambanis said: “I am very happy to see such a great variety of local clubs benefiting from this worthwhile scheme.”

Mr Love said he was looking forward to the challenge of the new role and to working with Regional Development Minister Terry Redman. “The Regional Development portfolio is enormously important to those living in the regions and it is much broader than the Royalties for Regions program,” Mr Love said. “It involves bringing together all of the elements of government and private investment.”
