NOW OPEN McDonalds Yanchep on Marmion Avenue, next to Yanchep Central Shopping Centre will be officially opened next Saturday, 27 September, with Ronald McDonald and friends in attendance to entertain patrons, with balloons and free face painting from 11:00am to 1:00pm. Owner-operator, Shanti Sivaraj, has chosen to support two charities due to a personal connection. When he was in his home town, Wattala, Colombo, in Sri Lanka, Shanti was a member of the local Lions Club and helped raise funds for Colombo Children’s Hospital to provide equipment and aid to those who could not afford it. After Mr Sivaraj moved to Broome in 2007, Shanti provided support to the organisation through the local Broome Lions Club with ongoing donations. Mr Sivaraj said he was happy to be able to continue to support Lions Club, with one dollar from every Big Mac sold on the 27th donated to the club. “I have been a Lions club member for just under 10 years and am glad to be able to continue to support the organisation as we open Yanchep McDonald’s. It is important to me to be able to give back to local groups,” Mr Sivaraj said. Funds will also be raised for St Vincent de Paul at the grand opening, with one dollar from every McCafe coffee sold on the day donated to the organisation. Mr Sivaraj will also pledge a significant sum personally. Mr Sivaraj said St Vincent de Paul is close to his heart as the organisation provided his wife and him with support when they first arrived in Australia from Sri Lanka in 1988. “We arrived with nothing, we had no furniture, no fridge, no bedding, nothing,” he said. “The people from Vinnies heard about our situation and came by with a truck filled with things for us but we were too shy and too proud to accept it. The only things we did take were two china plates, to eat our dinner off.” “I still have those two plates – they hang in my office to remind me of my beginnings, of how hard I’ve worked to get to where I am today and the help I’ve had along the way,” he said. Postal problems By Terry Loftus Australia Post are the first to whinge about the drop off in the number of letters people are posting, so recently they decided to up the cost of letter postage from 60 cents to 70 cents - A whooping 17 per cent increase.

followed up on Australia post delivery service without a satisfactory response. Recently, I was made aware of a Parcel Post small satchel being sent from Malaga to Two Rocks, a 64k trip, and it took Australia Post nearly three weeks to deliver the package.

Now, is this going to encourage more people to write letters?

I wonder what the excuse is for such a slow delivery service?

No way, and let’s not talk about the decline in delivery service or the number of letters lost every week. I am informed that thousands of letters are ‘misplaced’ every week, up to millions every year. Australia Post respond with the corporate line, but we deliver 98 per cent on time.

Now, this doesn’t take into account the growing parcel post business, which just happens to be growing at a fast rate, mainly due to the number of people shopping online.

So should we just forget about the millions lost?

So what did Australia Post do - Put the rates up!

Now guessing people will accept fair, justified price increases, but when the prices go up and the service get worse, we have a very valid reason to whinge. The only trouble is Australia Post don’t listen. On more than one occasion I have

But then, Australia Post is a federal government owned business, so should we expect any better? To me, the powers at the top of Australia Post need to get out of their ivory towers and get in touch with the real issues, or is that asking too much? What do you think?

From the council meetings . . . Last week, both the City of Wanneroo and the Shire of Gingin held their monthly council meetings.

entering into a Memorandum of Understanding for the provision of a Community Emergency Services Manager.

At the Shire of Gingin, the council deliberated on 12 different reports in a 301 page agenda plus two late reports.

The second late report related to two applications for temporary accommodation at Lots 334 and 336 Casuarina Way, Nilgen. The council approved both applications for a 12 month period or on completion of proposed residential construction, whichever occurs first.

Reports of interest included the AAA Egg Company’s application for extensions to their poultry farm at Lot M908 Gingin Brook Road, Neergabby. The expansion includes two poultry rearing sheds, each with up to 50,000 birds and a grading and processing plant. The council received five submissions about the extensions, of which three objected to the proposal. The council approved the extensions with a number of planning conditions. In the first late report, the council authorised the Chief Executive Officer to commence discussions with the Department of Fire and Emergency Services with respect to the possibility of

Martina Thomas from Two Rocks, asked questions about the Two Rocks Foreshore Management Plan. The Acting Director for Planning, Mark Dickson, provided a response stating: “The existing coastal management study presents

a number of coastal management options at a conceptual level and further assessment and detailed design is required prior to implementation. Accretion of sediment at the marina entrance is not expected to become an issue as a result of the seawall and groyne construction to the north of the marina; however this will be investigated and confirmed during the detailed design of the coastal management option.” Phil Smeeton from Yanchep asked the council: “If the recommendation was adopted, how long would the process take to engage an additional staff member before that person could begin working on the Oldham project?” Director for Infrastructure, Dennis Blair, responded: “The applications for a similar position have just closed and depending on the quality of applicants it could be considered as part of that process to appoint the second preferred applicant

provided that person is prepared to accept a twelve month [contract]. Therefore there is an opportunity probably within the next 3-4 weeks subject to Council's resolution tonight to make an appointment with a starting time subject to negotiations with the applicant. Alternatively, the position will need to be advertised, with up to eight weeks to complete the recruitment process.” About 50 Yanchep players and supporters attended the council meeting for the second month in a row, to observe the council discussion, debate and deliberation related to the extension to the Oldham Reserve changerooms. The project has been on the council’s books for over 15 years without any progress to finalisation. Clubs that use Oldham Reserve are wanting the extension completed before the start of the 2015 winter sport season.

Council’s action confusing At the August City of Wanneroo council meeting, after extensive discussion, it was finally agreed to support the construction of the change room extension at Oldham Reserve, Yanchep.

Over the past three months, the number of residents from Yanchep and Two Rocks attending at the City of Wanneroo briefing sessions and council meeting has been at record numbers. For many locals, this was their first time they had the opportunity to see how council works and how the Mayor and councillors perform.

Administration’s original recommendation did not support the extension and recommended including the extension as part of the Yanchep Open Active Space project.

Several residents approached the Sun City News with a variety of comments: “Do the North Ward councillors know where Oldham Reserve is?” “The Mayor and councillors need to stop playing politics and stop wasting public money.” and “I can’t believe how some of these councillors got elected. They can’t string two words together.”

North Ward councillor, Linda Aitken, moved an ammendment to approve the extension, but putting it in the 2015/16 budget for consideration. Eventually, South Ward councillor Brett Treby, suggested to council that the Chief Executive Officer, report back to the September meeting on the financial and resource capacity of the council to complete the project before the next winter sports’ season starts - The council, unanimously supported Cr Treby’s suggestion. At last week’s council meeting, the revised report detailed how it was possible to build the Stage 2 changerooms in time for the next football season - The report states: “the demand for multi-purpose space at

endorsement by resident clubs at Oldham Reserve and outlining the extent of confirmed resident clubs' contribution being one third of the project costs.’

The report detailed how the project could be funded and built in time for next season.

After months of discussions and support from the Mayor, tracey roberts; she backflipped and supported her fellow coastal ward councillors.

Coastal Ward councillors, Russell Driver and Glynis Parker then proceeded to move an alternative motion to seek ‘a further report to be presented at the October council meeting, seeking endorsement of the general arrangement concept, post

The reasons provided by the Mayor and Coastal Ward councillors did not support the amendment they were seeking. Cr Driver said: “It’s all about the money.”

The amendment was defeated four votes (Mayor Roberts, Crs Parker, Driver and Cvitan) to ten. Eventually the original motion was supported unanimously to build the Oldham Reserve Stage 2 changeroom and have it completed, ready for the 2015 winter sports season. Several Yanchep residents, who attended the meeting, couldn’t believe/understand the performance of the Mayor and the North Ward councillors.

Local councils that operate efficiently and effectively for their ratepayers and residents usually comply to the following principles: transparency and effective processes, and decision making in the public interest; sustainable development and management of assets and infrastructure, and delivery of services; democratic representation, and social inclusion and meaningful community engagement; good governance of, and by, local government; and ethical and legal behaviour of the Mayor and councillors. The decisions of council, affect the community in a variety of ways including the level of many vital infrastructure facilties and services, yet local government usually only attracts less the 30 per cent voter involvement. It’s not until an issue directly affects a resident, local group or community, that residents and ratepayers develop a better understanding of what their mayor/councillors are or are not doing for their community.

worth of their mayor and ward councillors, who are elected to represent them gets seen.

The business of a local government authority, your council, is very different to what most people think.

From the last two City of Wanneroo council meetings, many local residents have found out more about their representatives on council.

Being a mayor or councillor is a privilege, not and right, elected representatives need to earn the community’s respect.

City of Wanneroo initially responded to residents and the local community proposal to use the homestead for Community and Arts & Culture Centre in 2008.

Surely local fire brigades should be informed about these on a daily basis to save time in emergencies?

Your letters Disappointed In response to the article regarding the Mary Lindsay Homestead, it is indeed a tragedy to see the homestead boarded and left when there is interest from groups and proposals in place that have been accepted by the City of Wanneroo. In June 2013, a Memorandum of Understanding signed by the following interested parties: City of Wanneroo, Capricorn Village Joint Venture, West Coast Institute of Training, Yanchep Two Rocks Lions Club Inc and Two Rocks Yanchep Culture & Arts Network Inc. These parties have formed a collaborative relationship for the restoration and development of Mary Linsdsay Homestead, so that it is restored to retain its heritage and focus on showcasing its history and culture for the benefit of the local community and future generations. The development of the homestead is to provide a community facility and an Arts & Culture Centre. Plans have been made for the refurbishment of the interior and landscaping.

It is disappointing that after this timespan we are no further forward and sadden by the fact that City of Wanneroo seems uncommitted to preserving our heritage and history in the Mary Lindsay Homestead. Pam Annesley, Chairperson, and Ann Santry, Secretary. Two Rocks Yanchep Culture & Arts Network Inc.

Fire warning We spotted a fire on the corner of Caporn and Pinjar Roads and phoned the Joondalup Fire Brigade to ask whether this was a controlled burn or a fire out of control as we couldn’t see anyone attending. The answer we got was that they didn’t know and would have to ring 000 to find out. Why is it not possible in these technological times for the DEC, or whoever does controlled burns, to send email notifications to all local fire departments of their planned burns?

Or maybe they do and the fire brigades don’t read their emails and have answers ready for the public! Deirdre Fleming, Two Rocks.

New park Just had a great morning down at the new park with the grandies, now we need some rubbish bins down there. Unfortunately not everyone takes their rubbish home with them, there are disposable nappies, coke cans, alcohol cans, water bottles and empty food packets just dropped where people stand. I didn't bring my kids up to dump and run and I don't suppose these other people were either, but a few rubbish bins around the park, and Two Rocks in general wouldn't go astray, love the park though. Kim Newton, Two Rocks.

Chicken farm under investigation The poultry farm industry has strict standards and conditions related to the running, operating and maintaining for both broiler and egg production farms. Recently, the Sun City News was alerted to the sub-standard conditions at Swan Valley Egg Farm on Carabooda Road. From the main entrance, the property looks like another farming venture, but access to the back of the property through Crown Land shows a very different impression. Thousands of dead chooks, discarded eggs, tonnes of dumped chicken manure plus 100’s more chooks, that appear to be in very poor condition, are wandering on Crown Land and other rubbish covering 80 metres by 50 metre area. The manure, which is up to three metres deep in places, is smelly and magotted with flies. It reeks. After the City of Wanneroo and Department of Environment were alerted, City of Wanneroo health inspectors attended the site, taking numerous sample for prosecution purposes. The Sun City News understands this environmental disaster will be reported to several state government departments for investigation, clean up and prosecution. Several local, nearby farmers have regularly complained about water pollution problems. One local property owner who was shocked at the enormity of the disaster described it as the worst he had ever seen. Records show that this is not the first time the City of Wanneroo have had to deal with chicken manure dumping at this property.

Swan Valley Egg Farm was prosecuted, last year, for misleading consumers about their free range eggs and conditions on its farm at West Swan. In early January 2013, Swan Valley Egg Farm lost an appeal at the State Administrative Tribunal to keep its egg producing operation. Described as WA’s biggest free range egg producer, they had to reduce their chicken numbers from 80,000 to 24,000 and remove sheds that had been built without planning approval. According to the Environmental Code of Practice for poultry farms it states that nutrients from poultry litter/manure should not be allowed to leach into the environment, either directly from sheds or during storage prior to removal. The code states: “Farm managers have a legal and moral welfare obligation to uphold the standard of care required and is contained in State and Commonwealth animal welfare legislation.” Follow the Sun City News for full updates on the clean up and any prosecutions related to this disaster.

Kathryn Schache, from Two Rocks, has been named Western Australian Trainer of the Year 2014, at the WA Training Awards presentation dinner, held last week at the Perth Convention Centre. Minister for Training and Workforce Development, Kim Hames said: “The WA Training Awards is the premier event that allows us to acknowledge and celebrate high achievers in the State’s vocational education and training sector. “The awards’ judges were impressed with Kathryn’s skills and knowledge of her industry, as well as the passion she showed for teaching. “Kathryn left the panel without any doubt that she would be a tremendous

ambassador not only for her industry but also as a trainer within the vocational education and training sector. “I congratulate Kathryn on her exceptional accomplishment.” Kathryn has 15 years’ experience as a nurse, but is also passionate about teaching. She mentored enrolled nursing students and graduates at the hospitals in which she worked before becoming a qualified lecturer at West Coast Institute. Kathryn delivers training in the areas of general nursing, surgical acute care nursing and aged care, while also providing mentoring and leadership. One of her achievements was developing the

Advanced Diploma of Nursing course to train qualified enrolled nurses to work in the specialised areas of theatre (peri operative) and maternity ward. The course was introduced as a pilot program, in partnership

with St John of God Hospital, where it continues to be offered to enrolled nurses. She will now represent WA at the Australian Training Awards to be held in Adelaide in November.

Change to school bus service Last week, ‘Important Information’ signs were attached to school bus stops around Yanchep and Two Rocks, catching a number families out. The sign stated the school bus service was being removed from 21 September 2014, and if anyone wanted more information to contact Transperth. Transperth told the Sun City News that they had made a number of changes to bus

routes in suburbs surrounding the new Butler station, which opened on Sunday 21 September. Transperth explained: “The Two Rocks-Yanchep service has not stopped, it has become a public bus open to other members of the community including students from other schools. “It will continue to operate in the morning and the afternoon, and will now travel along Two Rocks Road.

“The decision to shift the bus service is consistent with Transperth policy to realign school bus routes with roads already serviced by regular Transperth bus operations. “It is important to note that any other students living within Two Rocks who catch the bus to school are required to board a service on Two Rocks Road. In other words, the change makes it consistent for all students.”

Cupcakes very popular Last week, Gingin District High School held a cupcake stall to beat all cupcake stalls. All 13 student councillors, school chaplain, Michelle Diver, and Acting Deputy Principal, Robyn Kapor, cooked a variety of cupcakes. They had to adhere to strict cooking regulations - All cupcakes had to be nut free, in keeping with school allergen restrictions and they wanted some gluten free options. All the councillors baked up a storm - The cupcakes

looked fantastic and tasted even better!

one to buy because they all looked fabulous.”

There were cupcakes decorated to look like the Minions from Despicable Me, Elmo, the Cookie Monster, palm trees, fish, boats, flowers and all manner of sprinkles, lollies and all things naughty.

The school councillors then become sales people at recess to sell their wares.

Councillor Liza Joubert said: “It was fun making them and just as much fun selling them. “Everyone was laughing and enjoying the different icing. It was hard to choose which

The cupcake sale was a sellout, raising over $500 in just 20 minutes. The money raised will go to Gingin DHS’ sister school in Nepal, Sree Bhumeshwar School. This tiny school was founded by Gingin DHS’ ex-deputy principal. Barrie Broomfeld.

Gingin District High School holds a couple of fundraiser every year for their sister school. They use the money for different supplies like books and art equipment.

Volunteer contributions celebrated The efforts of City of Wanneroo’s heritage and library volunteers was recognised at a dinner at Bridgeleigh Reception Centre, last Friday.

Over 300 Two Rocks Primary School students simultaneously crunched into an apple or carrot as part of The Great Aussie Crunch last week.

City of Wanneroo Mayor, Tracey Roberts praised the volunteers who were the backbone of the community and part of what made the City of Wanneroo.

Nearly 30,000 other Western Australian school kids, will be aiming to send the ‘crunch-ometers’ off the scale, just by crunching on an apple or a carrot.

The following volunteers were awarded Excellence Award for their efforts: Alicia Norman, Clarkson Library; Peggy Carter, Community History Centre and Angie Beck, Two Rocks Library.

The Great Aussie Crunch is designed to make eating apples and carrots fun. While the amount of fruit eaten by Western Australian children has increased over the last 10 years, most children do not eat the recommended daily amount of fruit and vegetables.

A Wangara motor vehicle dealer and its sole director have been ordered to pay a total of more than $80,000 in fines and costs by the Joondalup Magistrates Court for selling used vehicles without a warranty. Ridgehaven Holdings Pty Ltd, trading as Wanneroo Cars and Commercials of Wangara, now closed, and its sole director, Brian Whitehead, pleaded guilty to 29 charges under the Australian Consumer Law and 10 charges under the Motor Vehicle Dealers Act. The charges related to the sale of 29 vehicles between October 2011, and September 2013, where the dealership had buyers sign a statement that no warranty would be provided. This court case shows there are devastating consequences for any motor vehicle dealer who disregards consumer law.

Students get involved with Mandala project

Over 200 students from Yanchep Beach Primary School, over the past week, have been working with project leader and artist, Nicole Andrijevic, to create the beautiful mandala. This mandala is the first in-school art project in Western Australia with Nicole, an artist and preservice teacher. For four days, students have been using about 50 kilograms of coloured sands to create their vision and story. The program is designed for each class to participate with the project uniquely tailored to the theme selected by the school. The theme usually represents the school ethos, the values of the school community and local surrounding natural areas. At the completion of the project, yesterday, the school assembly was invited to inspect the mandala and absorb the interpretation. Later in the day, the mandala was swept up and the sands and materials were returned to mother earth. Project manager and artist, Nicole Andrijevic, hopes to work with more schools in developing their individual mandala.
