to prepare the appropriate legislation; Yanchep Central Shopping Centre was built, years ahead of its time, but it took the developer some ten years to get the appropriate government approvals. Late last year, WA State Government treasurer, Troy Buswell, told a local business luncheon that It was his first ever visit to Yanchep and he was impressed, but he couldn’t promise when the Railway to Yanchep would eventuate - The Sun City News understands it will be considered in the government’s upcoming ten year budget planning. This is still to be confirmed. It was through the original Yanchep Two Rocks Residents Association’s efforts, not to be confused with TRYRA, that the Bethanie Group established an aged care facility in Yanchep. Since the development of residential estates at Capricorn, Jindowie, The Reef, and more recently Yanchep Golf Estate, the local population has more than doubled in the past 10 years, yet only a few ‘pocket parks’ have been provided - Not one sporting facility.

It is 14 years ago, 1999, that the WA State Government, City of Wanneroo and Tokyu Corporation (Yanchep Sun City Pty Ltd) signed a Strategic Co-operation Agreement (SCA) to ‘fast-track’ and ‘work co-operatively’ to develop the Yanchep Satellite City. This project is the biggest metropolitan project in the Southern Hemisphere encompassing some 5500 hectares of land in single ownership.

Originally in 1970, Alan Bond’s Bond Corporation presented designs for ‘Yanchep Sun City’, a future satellite city of over 200,000 residents. For nearly 30 years the region was lost, Atlantis Marine Park closed, tourism to the region collapsed and all development stagnated, with the two isolated seaside villages of Yanchep and Two Rocks lacking basic infrastructure facilities.

After the signing of the SCA, some members of the local community were skeptical, while others were optimistic - The community were being told the ‘satellite city’ would not be just another ‘bedroom suburb’, vital infrastructure and services would be ‘brought in ahead of time’. These included high local employment opportunities, cultural centre, technology park, a health node, rail to Yanchep and

sporting facilties were included in the plans that were often given to the community to view. The Yanchep City Masterplan, above, was released in 2009, indicating these facilities. Since 2009, developers have delivered, under great duress Marmion Avenue was eventually constructed, at the developer’s expense and some two years of waiting for the State Government

As the region becomes just another ‘bedroom suburb’, Yanchep Beach Joint Venture, after being approached by the City of Wanneroo Mayor Jon Kelly and CEO Daniel Simms, in 2010, it was verbally agreed to ‘bring on early’ the two sporting ovals as indicated in the Yanchep City Masterplan. Three years down the track and construction of the ovals is still unknown - The developer is still keen to work with the City of Wanneroo to give the community these much needed facilities. . . . Park concerns

The Sun City News is a newspaper that has served the local communities in the northern portion of the City of Wanneroo and across the Shire of Gingin since 1997. Our mission is to help build a better community through editorial leadership and to entertain and inform our readers.

A number of Two Rocks residents are very concerned that the ‘smelly’ water treatment plant in the old Atlantis Marine Park site is being promoted as ‘moving into the south-west corner of Charnwood Park.

We are the only locally owned and operated independent newspaper in Yanchep. We are dedicated to the belief that a strong community newspaper is essential for a strong growing community. We exist to serve residents, local community groups and businesses, and ask for their support in return.

When moving this facility was mooted, residents were informed it was going to be relocated ‘outthe-back of Two Rocks’, beyond any current residential development.

Fr o m t h e e d i t o r ’ s d e s k While the WA State Government has been spruiking about reviewing and rationalising our local councils, I think the government has it wrong - A thorough review of processes within our local councils are needed. Currently, our elected councillors consider a variety of reports and make decisions that have short and long term effects on the wider community - The council administration only has to supply sufficient information to get the council to make a decision about the recommendation put up by the administration - Often, many documents related to the

reports are not sighted or revealed to the elected members - I think this is wrong. When a decision is being made, by any council, that affects a community, councillors must have access to every document related to the decision making process, not just what some staff member thinks is sufficient. Equally, our councillors, our elected representatives need to be more diligent about ‘doing the job they were elected to do’. Sadly, many councils have a percentage of elected members who simply aren’t up to the job or are too lazy to read their

meeting agendas - They are then voting on large important community issues without proper consideration. These councillors are easy to spot at a council meeting - They ask dumb questions; they are looking at their agenda for the first time while the item is being determined or they simply ‘don’t care’ and will follow another councillor’s vote. Councillors freely seek election to the important positions of an elected member; they swear to comply completely with the Local Government Act; they receive a remuneration for

performing these duties - The State Government needs to look at ways of getting better people into local councils, not about making councils bigger or smaller. With better adminstration, full access to all documents, better decisions will be made, less wastage of money and better outcomes will eventuate. Councils, elected councillors and senior council staff need to be more accountable Everyone would be a winner. What do you think?

Marina lease still not finalised Following the vesting of the Two Rocks Marina to the Minister for Transport, the Department of Transport (DoT) has undertaken a visual inspection to familiarise itself with the current condition of the marina. This condition assessment, future planning for the site and associated works are all identified as issues that will need to be addressed as part of future lease discussions. The inspection included the public recreational boat launching facility which is the responsibility of the lessee.

DoT says it will be discussing the condition and future upgrades to boat launching with the lessee. The DoT told the Sun City News it was not aware of any arrangements at the Two Rocks Marina related for ‘live on-board’ people at the marina. DoT said it would work with the lessee to ensure that should live on-board arrangements be permitted and that adequate basic facilities are provided. DoT said it was keen to see the expansion and upgrade of the facilities provided at Two Rocks

Marina to accommodate the ever growing demand for boating facilities. As part of the planning for the future of the facility, it is important to understand how the facility will fit into the City’s Two Rocks Development plan in order to meet the needs of the region. DoT did not provide any timeline for finalisation of the lease or any upgrades. The Sun City News understands the Two Rocks Marina is the only marina in the Perth metro area, leased out to a private operator.

Dead chickens litter road Last week, hundreds of chicken carcasses littered Cowalla Road, from Orange Springs road to Brand Highway, Gingin - Motorists came across the dead chickens. The Shire of Gingin sent out a clean-up team to collect the carcasses and estimates about 250 chickens were found. The Shire is investigating the incident, but it is believed the chickens belong to local producer, AAA Egg Company. Sun City News understands the chickens were being transported to a property in the Shire of Moora. Approximately 12,000 chickens were being transported at the time of the incident. As soon as the driver became aware of the problem, he stopped and contacted AAA Egg Company, who arranged a clean up.

Charnwood Park

On behalf of our members, I wish to say how much we appreciated the attendance by invited guests, local clubs and members of the community, their friends and family members and quite a few visitors from various places such as New Zealand, UK and interstate.

If it's not depressing enough, the flattening of bush and destruction to our wildlife - Now they want to do the same to our beautiful Charnwood Park, where for the last forty years, four generations of my family have enjoyed the tranquility and peacefulness of the gently sloping hills and the tree filled wildlife.

A special thank you to all who volunteered to do some of the work such as cooking the breakfast, roping off the area near the Sports Club and to the staff serving the bar at the Gunfire Breakfast. A special word of appreciation to the staff of DEC for supervision of the erecting of marquees and ensuring the area around the Memorial was neat and tidy and to those who manned the entry to ensure that visitors knew which direction they had to take for the event. Thank you to Tony Villanova for supplying the transport and golf buggy that was used to carry some of our senior members in the parade. This was a new item added to our routine and was much appreciated. We thank each and every one of you for paying your respects to those who served their country and gave their lives in the name of liberty and freedom and for supporting those who are with us still. How can they do this? Stop this senseless destruction and modification of something already too good to improve on, except for picnic areas and toilet facilities (that are open) and an extention to the skate park - It's perfect. We don't want a sports park that is fenced off, that's a different kettle of fish altogether - Please leave our park alone, except for improvements that can only enhance what we already have. Digital problems We live in Karakin, which is 10kms from Lancelin. We are pensioners and are eligible for the Household Assistance Scheme. Since the digital switchover on the 17 January, we have been lucky if you add the days together to have had a picture on our

television for maximum.

We have contacted every organisation that we were advised to countless times as have many other residents here in Karakin, Nilgen, Ocean Farm, Ledge Point and Lancelin. The company who has the Australiawide contract as the installer is BSA - After a terrible visit, we were advised that we had a signal, never mind that you don't have a picture, we are not here to do any work, lodge a class action against the ACMA, the broadcasters. After many weeks, of again, contacting all the various numbers we are supposed to BSA rang me - They sent a new person out who luckily enough is an employee of BSA and lives in Butler and he advised them that the tower was at fault. Finn, a person who contacted me from NSW and continued to monitor our problems for another three weeks, advised us, we would get a VAST satellite box under the House-hold Assistance Scheme. All of a sudden I received another phone call from him saying the government will not allow us a VAST box because we have a signal - Forget the fact we don't get a picture. We have come up against another brick wall. No one wants to talk to anyone. All you get is ‘you have a signal’.

A neighbour, who lives a two minute walk from our place, just had the VAST box installed on the Household Assistance Scheme, but we cannot have it - Is this is coming back to not what you know but who you know?

Thank you to the kind guy who helped my son My son was delivering his papers as usual on Friday evening, when he was attacked by a doberman dog. A guy stopped on his bike to help him - I would like to say thank you to the guy who assisted my son in this situation. This matter was dealt with by myself and the owner of the dog. Unfortunately dogs in Yanchep are becoming a real concern. We all think our pets won't harm anyone, but dogs are animals and their behaviour can change, PLEASE KEEP DOGS ON LEASHES before someone is seriously hurt. Name and address supplied.

Too much bureaucracy I think the City of Wanneroo is becoming too bureaucracy heavy and less efficient - Whenever I have had cause to contact them, you usually have to wait for a receptionist to answer the call, then trying to get to a person who can answer your simple question

Too many bureaucrats waste too much time creating fancy acronyms, for example: Yanchep Active Open Space - These are simply sporting ovals. I’ve recently moved from the eastern states, and the local councils seem to be more community driven compared to what’s happening here. A fast growing community like Yanchep, needs active local councillors, council administration that works with the community and developers to timely deliver ovals, libraries, etc. Please City of Wanneroo stop building a bureaucratic empire and be more a local government delivering the local facilities. Vision lost - Community nightmare FROM PAGE 1 At a recent TRYRA meeting, attendees were told council could just let it take its course and it would be another six years before the ovals would be built. It is obvious the original SCA agreement hasn’t worked - It is difficult to find any projects where the State Government and/or City of Wanneroo have worked co-operatively with the developers to bring on employment opportunities, vital basic infrastructure needs or attempts to stop the region becoming yet another bedroom suburb. Over the past ten years, community infrastructure that has been achieved is limited

to extending the Two Rocks library; building the Yanchep boardwalk; building changerooms at Oldham Reserve. The region has been fortunate enough to have community-minded developers who have been willing to work with the City of Wanneroo to try and bring on various facilities. Capricorn have built two boardwalks near the Lindsay Beach Estate for easier access to the beach; developed several pocket parks and organised a number of community events. Yanchep Beach Joint Venture continues to support various educational programs and scholarships at various

tertiary institutions with the vision to build a strong, sustainable community in Yanchep and investing in education helps to develop the social structure of the community. Is it time the three signatories to the SCA, plus, the various developers to revise the worthiness of maintaining the 1999 agreement, or should it be scrapped? The last thing the local community wants to see is Yanchep and Two Rocks slip back to a ‘lost’ situation similar to the Alan Bond era. All signatories to the SCA agreement have had sufficient time to develop the much needed projects, they

should be capable of providing the community realistic details including when these facilities will be available for use. The Yanchep ovals, new surf life saving club, and a cultural centre have been talked about, planned, but never fully committed to. It is time the City of Wanneroo, the WA State Government and major land owners in the region, told the community what will happen when, and stop the bureaucratic talk - If they are unable to offer unconditional security of delivering these basic infrastructure facilities, what hope do we have?

Hoonsville - What’s being done? Local residents have started to call Yanchep and Two Rocks ‘Hoonsville’ - Just about every night of the week you can hear a vehicle or bike ‘laying rubber’ and risking residents lives. Over the past two weeks, the Sun City News has seen evidence of hooning madness - In the photo, right, a 16 year old Two Rocks youth, took a family vehicle and caused this mess outside Two Rocks Primary School. Some ten minutes later, the same youth was hooning on Damepattie Drive and crashed into a 4WD outside parked in a driveway, moving it over two metres into a neighbour’s wall. Only five minutes before this senseless crash, residents were next to the vehicle saying ‘good-bye’ to visitors. The offending vehicle was seized for 28 days; the youth has been charged with numerous offences including:

driving under the influence, leaving the scene of an accident and wreckless driving. Over the past three months the Sun City News has reported that police were stepping up their presence in the district - A number of local residents don’t believe the patrols have been increased. As one resident, who did not want to be named, said: “The police are always reactive to local issues, the local hoons know exactly when the local police station is manned and know they can get away with it easily.” The Sun City News is aware that some residents have CCTV of hooning on their front lawn or driveway, yet police are reluctant to act on the evidence, quoting we can’t identify the driver, even if the vehicle is clearly identifiable. North West Metro District Police Superintendent, Charlie Carver, told the Sun City

n Police were called to Shamrock Park in Two Rocks on Wednesday 16 April, after the discovery of an old military shell. A local man contacted police about 4.30pm after finding the shell and taking it to his Sappho Place home. Bomb squad officers found it had been detonated. The shell’s age was unconfirmed, but may date to World War II. Police warned anyone finding similar devices not to touch or remove them. n In the latest issue of the Yanchep District High School’s ‘Yarner’ that many students are visiting Woolworths before school and purchasing lollies, drinks and chewing gum. Some students are getting off buses and leaving school grounds or walking to school via the shops.

n Users of the ACROD parking bay at Atlantis Shopping Centre are seeking clarification about parking - Regulation 167 of the WA Road Traffic Act which states that drivers cannot park within three metres of a public letterbox, unless dropping off passengers or mail - This parking bay is less than half a metre from the letterbox.

n A group of juveniles from around Cassilda Way, Two Rocks, have been stealing fuel, jerry cans and old tyres from local homes and then setting up the tyres in the middle of the road to frighten drivers. Feral cats still a problem 80 endangered and threatened species being hunted by feral cats. Over the past decade the number of feral goats, rabbits and foxes have been reduced, but cats have proven more resilient and their preference for live prey further threatens the native population.

In and around Yanchep and Two Rocks, hundreds of feral cats are causing a variety problems Native mammals, birds and reptiles are being decimated, household pet cats attacked, and in some cases feral cats are

entering homes through cat doors to access food.

Feral adult male cats normally weigh from 3.4 to 6.4 kg and adult females from 2.4 to 4.4 kg. The most common coat colour of feral cats is striped tabby, but blotched tabby and black are also common. Other colours to occur are striped and blotched orange and sometimes tortoise shell.

Across Australia there are between eight and 20 million feral cats with more than 20 mammal species becoming extinct due to feral cats. Australia has a further

Feral cats are opportunistic predators and will eat a wide variety of foods. Their diet at any time will usually consist of those species of prey most available to

them. However, when live prey is scarce, feral cats will also scavenge food scraps - Rubbish bins and industrial bins at shopping centres. Home range sizes may depend upon available food supplies but when local foods becomes scarce they will undertake longer migrations. Population densities vary seasonally with reproduction and also in relation to the food supply. When prey is abundant, cat population densities increase and, when prey is scarce, their densities decrease.

Because feral cats are widespread throughout Western Australia, no large-scale control methods have been, currently local councils don’t get involved in feral cats issues. Occasionally, local community attempt control measures such as trapping, but the problem is never fully resolved. The Sun City News is aware of a number of residential homes in Two Rocks and Yanchep that have installed cat doors for their pet moggie, that have been accessed by feral cats. These residents are at their witsend trying to find some authority to help address this concerning issue. People feeding feral cats need to be wary of the various diseases they carry.

Digital retune As the final step in Australia’s move to digital-only TV, some channels will change frequencies. In Perth, SBS TV services will be changing frequencies. After they’ve changed, people will need to retune their digital TV, set-top box or digital TV recorder to find the channels that have moved. These moves will free up broadcasting spectrum so that it can be used for new services like mobile broadband. Just like the switch to digital-only TV, the retune is being carefully planned to make sure the change is as easy as possible. The retune will take place progressively across Australia until the end of 2014. The retune in Perth is scheduled to happen on 17 May 2013 and more information will be available closer to the retune date. The retune will affect most Australians. If you are watching TV through the Viewer Access Satellite Television (VAST) service, the retune won't affect you. If you watch free-to-air channels via pay TV, your set-top box may be retuned for you by your provider. Some people may find their equipment will automatically detect changes to the channels and retune itself, or it may prompt them to retune. If you are missing channels, you can start by pressing the ‘MENU’ button on your remote then look for their ‘set-up’ options. Next, try to find words like: ‘channels’ or ‘auto-tuning’. Questions unanswered At the special council meeting held by the City of Wanneroo on 10 April, regarding the Yanchep Active Open Space project, former North Ward councillor, Terry Loftus, asked 31 questions about the project and council’s handling of related issues. Ten days later, the council posted the minutes from the meeting, 18 of the 31 questions asked received a simple ‘yes or no’ response, while ‘no response’ was given to another question. A copy of the minutes and the questions with the answers are available at www.wanneroo.wa.gov.au. The Sun City News has noted over the past six months, that the council has become very gun-shy with regard to answering any media enquiries, and often not answering the questions asked. Legal advice has informed the Sun City News, if administration doesn’t want to respond to media enquiries, then go to council meeting, ask the questions, pointing out to the elected members when the original media enquiry was submitted. Currently, the Sun City News has three media enquiries that have been with City of Wanneroo administration since mid-April.

Council News Council Snippets n At the March meeting of the Two Rocks Yanchep Residents Association, guest speaker City of Wanneroo Mayor, Tracey Roberts, was asked if Sun City News’ (Terry Loftus) allegations that one of the council officers involved in the negotiations had twice asked developers for a job - The Director of Corporate Strategy, John Paton, responded to the question stating ‘that council is bound by confidentiality’. In a recent council agenda the Director of Planning, Len Kosova, made an impartiality declaration on the Yanchep Ovals report refering to employment. n Coastal Ward councillor, Robert ‘Bob’ Smithson, continues to miss council meetings and brierfing sessions while his business, Cosmic Sandstone, continues to be logging up ongoing operational complaints about noise, working outside designated hours, truck laydown and loading dock, to mention a few.

WANNEROO At last Tuesday’s City of Wanneroo council meeting, the council considered 21 different reports, plus two confidential, behind closed doors, reports and a Motion on Notice from Cr Ian Goodenough in their 425 page agenda. Local issues on the agenda included a report requesting modifying the left-in/left-out vehicle restriction at the intersection of Kakadu Road and Yanchep Beach Road into the Yanchep Central Shopping Centre.

Many Coastal Ward residents are concerned Cr Smithson will not do the hounourable thing and resign in time for the October 2013 council election, so a worthy local could take his place.

North ward councillor, Laura Gray had previously presented a Motion on Notice asking administration to carryout a review to consider modifying the intersection to allow right turn from Kakadu Road onto Yanchep Beach Road.

n Talking about the 2013 Council Elections, there is plenty of jockeying going on already. Alliances are being built between some existing elected councillors with the intent to ‘back and support’ selective people.

Council administration did not support the modification, Cr Gray presented an additional dot point to the recommendation - Improve signage around the intersection.

The Sun City News is very aware of an alliance to parachute a candidate into the North and/or Coastal Ward. In addition, the Sun City News understands former Mayor of Wanneroo, Jon Kelly, has shown some interests in standing as a candidate for councillor in the North Ward - When the Sun City News contacted Mr Kelly, he said: “I am interested, I will consider it over the next month or so.”

In another report, the council deferred approving a caged egg production facility at Lot 15 Carabooda Road, Carabooda, when administration wanted to remove reference to 150,000 chickens permitted to be reared at any one time.

Following an odour complaint in early 2012, the City of Wanneroo administration discovered the property had been converted to egg production without any planning approvals. The reports said approximately 150,000 chickens could be held on the 8.1 hectare property, producing about 15 tonnes of manure each week. Code of practice guidelines state that there should be at least 100 metres between poultry sheds and the property boundry - The sheds on this application are only 20 metres from the boundary. A Carabooda property owner was refused a permit to keep six dogs on their two hectare property at 29 Jade Loop. In the Community Funding report, council considered 23 applications for future funding. GINGIN Since the appointment of a new chief executive officer at the Shire of Gingin, late last year, Jeremy Edwards, has helped the council develop a number of forward planning and strategies, helping to progress the importance local government plays in a district like the Shire of Gingin. Reports presented at each monthly council meeting are clearer, more concise and deal with all the relative issues allowing the council to make the best decisions. The Sun City News has attended Shire of Gingin council meetings for some five years, and the recent changes are very noticable. Documents like the monthly Information Bulletin provide a great overview and update of what the Shire has been doing in the previous month. All residents and ratepayers can access the Information Bulletin from the shire web site (www.gingin.wa.gov.au) or from the library. In the April Information Bulletin, there are ten Status Reports on a variety of shire issues; there are six different officers’ reports detailing works programs and their progress, an Action List with comments. In the bulletin there are 16 different information reports

that related to various issues in and around the Shire of Gingin. These type of documents are very important in keeping the wider community up-to-date and informed of various activities in their local council. Over the past three months, many Shire of Gingin residents have attended shire organised meetings in their district to have an input toward the developing of the future Strategic Planning for the Shire. The Shire is progressing into the annual budget season and many residents are keen to see how the new administration performs during this process. Issues that will be of interest will include the asset management plan and asset tracking - These plans are vital for knowing what you have, what its worth and when is the right time to replace that asset. Many councils have failed to comprehend their obligation to these vital issues and think it is not necessary - Councils are a business only with an elected council instead of board members, but at the end of the day, they have the same legal responsibilities. Congratulations should go to Jeremy Edwards for his great efforts since his appointment.

Make a local project happen for your community Chairman of Gingin Community Bank Branch and Lancelin Branch, David Roe, said projects like the ‘You Like’ Campaign shows the commitment of a banking model to support local community prosperity.

Three community projects in both Gingin and Lancelin are set to receive funding, but it’s up to the community to decide how much they should receive. Launched on the First of May, the Bendigo Bank ‘You Like’ Campaign will return more than $220,000 in bank profits to three projects and initiatives from every suburb or town in WA where a participating Community Bank branch operates. Entrants are eligible to receive $5,000 for first prize, $1,500 for second and $500 for third to support current projects and initiatives, thanks to the voting power of local people.

Mr Roe said: “When a group of Gingin and Lancelin locals set out to establish a local Community Bank Branch, we knew that it would enhance banking services to our town, and that the business generated would strengthen our community overall. “The WA ‘You Like’ campaign will give three local community groups in our town the opportunity to make real a project that will benefit local people.’’ The three Gingin community projects that will be in the running for the $5000 prize include Gingin District High School P & C – Kids to have a ball in adventure playground; Gingin Recreation Group Inc. – Fitness and fun for local community; and, Gingin Men’s Shed – Exciting upgrade for Granville Park.

iVan donation help family For the past 15 months, the Yanchep Two Rocks Lions Club (YTRLC) has been fund-raising to help a young Butler family. Last weekend, parents, Pawel and Alina Chmura and six year old Christian were officially handed the keys to the specially fitted out Hyundai iVan. This project commenced January 2012, when a request was logged on the Lions District 201W1 website and forwarded to Sue Lowe, from YTRLC, the Zone Chairperson at the time. Sue said: “The project has taken some time to come about and could not have happened without the donations from WA Charities Direct ($20,000); Independent Living Centre ($10,000); Australian Lions Foundation ($7,887); Lions Club of Yanchep Two Rocks ($5,387); Lions Club of Ocean

Reef ($1,000); Lions Club of Lancelin & Districts ($1,000); Lions Club of Toodyay ($500); and Chmura family ($595). A grand total of nearly $48,000. “The Yanchep Two Rocks Lions Club coordinated the project which will make a real difference to this family.”

Alina told the Sun City News: “We are overwhelmed and very grateful to the Yanchep Two Rocks Lions, it will allow us to do many more activities with Christian including going to Merriwa Education Support Centre and riding at Riding for the Disabled Association.”

Helping juvenile diabetes Last Friday, about 80 ladies attended a ladies only Juvenile Diabetes charity night The ladies enjoyed a variety of cocktails, nibbles, entertainment and raffles which included several donations from local businesses. Around $3000 was collected - Juvenile Diabetes or diabetes mellitus is a life-long autoimmune disease that usually occurs in childhood but can be diagnosed at any age.

Last Tuesday morning, around 7.15am, a Transperth bus turned out of the depot at the old Wild Kingdom site on Two Rocks Road, at a speed that caused the driver to veer onto the verge on the oceanside of the bitumen. The bus then proceeded to accelerate back onto the bitumen, cutting off a 4WD vehicle. I was about 25-30 metres behind both vehicles. The 4WD had to brake sharply to avoid hitting the bus. Both vehicles travelled very closely into the 60km zone at Two Rocks; the bus driver hit the brakes three or four times to reduce his speed down to 60km/h - The 4WD was sitting right on his tail. At the first chance the 4WD passed the bus, cruised alongside for a short distance, then eventually passed the bus and slowed down to about 20/30km/h in front of the bus.

Hundreds of photographs and several films were donated or loaned for the museum to make digital copies for the collection.

Approaching the S bend near Charnwood Ave, the bus driver put on his right turn blinker and attempted to pass the 4WD - The bus driver was on the wrong side of the road, over double white lines.

Once collated, all material will be available through the Community History Centre for visitors to learn more about the Atlantis Marine Park.

The bus didn't or couldn't pass the 4WD, there was another vehicle at Charnwood Ave turning left into Two Rocks Road.

Call for dual carriageway

This incident has been reported to Transperth and it will be intriguing if they respond to the official complaint.

City of Wanneroo Councillors Rudi Steffens and Norm Hewer have called for a dual carriageway between Joondalup Drive and Menchetti Road. Cr Steffens introduced a motion at council calling for the dualling and this was unanimously backed by fellow councillors - Council considers the upgrading of this section of Wanneroo

Calls for labelling GM food Australia has one of the more rigorous food labelling systems in the world for genetically modified (GM) attributes. All foods with more than one per cent GM in any ingredient are required to be identified as ‘genetically modified’ on the label, other than at restaurants.

This is peculiar in itself because there are such labels on canola oil even though geneticallymodified commercial canola oil is not detectably different from oil originating from plants that are not genetically modified. Consumer choice is clearly not the most important value here. So, what else could be going on?

But some stakeholders are demanding more extensive labelling. Given that the current system is already quite tough, we need to ask why more is needed. But first, let’s look at what we do right now. There’s a great disparity between how different foods are labelled in Australia. Non-GM food products with very real serious risks of containing allergens, such as nuts, are allowed on the market with no more than a ‘may contain’ label. And we still accept artificial food ingredients with established health risks, such as trans fats, without a labelling requirement. But lobbyists and consumer interest groups have focused on the labelling of genetically modified food. This seems to be much more of a political and commercial marketing campaign than one based on science, the environment or health. There’s no scientific evidence for health or environmental risks from genetically modified

crops. To the contrary, there’s scientific consensus that foods from GM crops are at least as safe as foods from conventional crops. And, in contrast to genetically modified crops, conventional plant breeding is not routinely evaluated for unintended effects, even though detailed evaluation consistently shows GM crops to be less risky than conventionally bred crops. Despite the greater riskiness of conventional breeding, there has been no major campaign for special labelling of new crop varieties. What’s more, there is no concerted campaign for compulsory labelling for other food-related issues of concern to consumers, such pesticide use or child labour. Indeed, despite international concern

about child labour in cocoa production, there is no required labelling of chocolate for such disclosure. The Greens can’t even get much support for a campaign on country-of-origin labelling for food. It seems odd that if you want to eat GM-free in Australia for whatever reason, you can make choices more easily than trying to find foods sourced from Australian farms. Consumers already have access to a range of labels and information allowing them to avoid foods grown from genetically modified crops. And even though there are no genetically-modified fresh fruits or vegetables in Australia, you’ll see plenty of ‘non-GM’ labels if you take a quick walk through the supermarket.

The leading Australian promoters of campaigns for GM labelling don’t reveal their funding sources. But information about the financial interests behind the same push is available in California, where there’s a current ballot proposition to require labelling of GM foods. The leading funder of the labelling campaign in California, businessman Joseph Mercola, is refreshingly honest about his motivation and it’s not consumer choice. Mercola has contributed more than $1.1 million to the campaign so far, and also does business in Australia. Mercola has said, “Personally, I believe GM foods must be banned entirely, but labelling is the most efficient way to achieve this. Since 85 per cent of the public will refuse to buy foods they know to be genetically modified, this will effectively eliminate them from the market just the way it was done in Europe.”
