BRIEF HISTORY PAN AMERICAN CONCERNED CITIZENS ACTION LEAGUE 2019 PACCAL FOUNDINGANNIVERSARY – OCTOBER 2019

Pan American Concerned Citizens Action League, Inc. (PACCAL) is a 501(c3) non-profit organization and holds the distinction of being the only Asian provider Agency recognized by the Hudson County Department of Health and Human Services (DHHS), Office on Aging. Standing in the 1970s, there was an influx of Filipino immigrants to the State of New Jersey and because of proximity to New York City, Jersey City attracted many new immigrants. In fact, in the early 1990s, Jersey City has the largest concentration of Filipinos in the State of New Jersey. Filipino professionals in various fields of education, medical, engineering, business, and other professionals started calling Jersey City home thereby contributing to the economic renaissance of Jersey City. Filipinos started organizing the community but while there were numerous Filipino organizations in Hudson County most of them are focused on helping the Philippines. Linda Mayo, the first Asian elected official in Hudson County and former Jersey City Deputy Mayor recognized the need for a culturally competent non-profit organization. Linda Mayo pioneered the founding of PACCAL with the help of a group of World War II veterans headed by the late Sir Col, Mariano S. Aureus. Linda Mayo held the position of PACCAL, president for twelve years and since then became the Executive Director implementing programs and services. Linda Mayo is also the founder and former president of the Ladies for Rizal, Inc., New Jersey Chapter, USA an official affiliate of the “Kababaihang Rizalista, Inc.,” an international organization with headquarters based in the Philippines. The first issue tackled by PACCAL is housing for Filipino seniors. They helped seniors in the process of applying in different Jersey City Senior Housing buildings. The first successful applicants PACAL helped in Harborview Senior housing were WWII veterans and through them other Filipinos followed suit. PACCAL was the first support group of PAVO, Inc. in its fight for equity and continues to help the veterans up to the present day. Next project was voters’ registration and citizenship drives to empower the Filipino community. PACCAL also is very proud that when Sir Dennis Hayes was the Director of the Jersey City Public Library, together with Lady Linda Mayo, they worked from 1994 - 1996 to build a collection of 500 Philippine books in the Jersey City Public Libraries. The collection ranges from current form of government and economy to history, culture, arts, and heritage. PACCAL Neighborhood Center has been a haven for Filipinos in Jersey City needing information and referrals to City & County government services as well as other provider service agencies. Some of the services are information and referrals on senior entitlements; referrals to affordable medical check-ups and health services; social and recreational activities for seniors; youth classes on Philippine history, values & culture, and folk arts programs; substance abuse education & prevention; domestic violence prevention; educational forums and workshops or youth and family. PACCAL has also helped many Filipino women who are victims of domestic violence. PACCAL is a member of the Hudson County HIV/AIDS Planning Council with voting members since 2001 and has an HIV/AIDS outreach and support group. PACCAL is the current recipient of grants from the City of Jersey City, Division of Community Development; Hudson County Office on Aging, Department of Health and Human Services, Hudson County Office of Cultural & Heritage Affairs, Office of Tourism Development. PACCAL is a community partner of Asian American Federation for the US CENSUS 2010 and NUY-Project AsPIRE and Kalusugan Coalition in the study of hypertension in the Filipino Community in Jersey City. PACCAL’s by line: If you need help and don’t know what to do, call PACCAL. -3-

Pan American Concerned Citizens Action League 380 Monmouth St., Jersey City, NJ 07302

Warmest fall greetings everyone! After six years and two decades of serving the Hudson County community and the rest of humanity, the Pan American Concerned Citizens Action League, Inc. (PACCAL) has indubitably proven its worth as a service-oriented organization while simultaneously able to establish a strapping status as a haven for those who need assistance and guidance related to their dues and rights, various government services they rightfully deserve, and introducing them to various social, religious, and civic functions… to make them feel welcome, to help them adjust to their environment, and ultimately encourage them to participate in general activities. Today marks another milestone for PACCAL, (yes, we are turning 27), as it faces (again) various inexhaustible challenges that only make its portals physically powerful and its foundation even much more deeply buried on solid grounds. PACCAL’s unquestionable entrenched reputation and effectual delivery of services made the organization’s status incomparable and unmatched. My friends, we’ll never be known for being “concerned citizens” for nothing. The nature of our programs and services, which are primarily focused on seniors, effortlessly offer us that distinctively unexplainable complacence and fulfillment knowing that through our humble but driven dedication to provide the most needed services to seniors, we are circuitously sustaining and extending the final phase of their existence. So in my capacity as PACCAL CEO / Executive Director and tonight’s overall Production Director, I personally welcome you to the celebration of our 27 th year… and “Thank You” for your unremitting support. Your presence in our every activity and projects does not only help us carry our mission but also inspires us to multiply our efforts to accomplish our advocacy. Ladies and gentlemen, I reiterate my profound gratefulness and genuine appreciation for your presence. .. and take some opportune time to take pleasure and enjoy the wonderful atmosphere ‘til the concluding seconds. Yours with my fondest thoughts,

2019 HONORARY CHAIRPERSON PAN AMERICAN CONCERNED CITIZENS ACTION LEAGUE. 2019 PACCAL ANNIVERSARY – OCTOBER 2019

JOY MENDOZA

HONORARY CHAIRPERSON The power to venture into business turned her maiden obsession into a thriving industry. Mariejoy took the path that her heart dictated after heeding to her mother’s request for her to take up Nursing at St. Louis University in Baguio City, the Philippine Summer Capital. She disposed of her Nursing practice with a heavy heart and treaded the path to where her instinctive inclination was leaning to…which was buy and sell business. She successfully managed to distribute office supplies for five years throughout the Ilocos Region. Joy innately possesses that right attitude towards building company with keen determination, straightforward focus, and genuine clench. She could effectually translate her visions into commercially viable and innovative products with gratifying end results. An archetypal Aries-born, Joy is liberally endowed with originality, stamina, assertiveness, and ambition…whereby gaining confidence through experiences of victory and defeat. Her strong business sagacity and exceptional display of public camaraderie urged her to seek for luck and fortune in the US in 1997. With the same level of intensity in product distribution, Joy conscientiously invested her hard-earned capital in buying and delivering / shipping all sorts of goods in-demand not only here in the US but also in the Middle East and Europe.

GREGG LANEZ 2019 HONOREE FOR ENVIRONMENTAL ADVOCACY

Ll

Greggie Efrahim Olanda Lanez was born in Lopez, Quezon, Philippines in 1985. He lived their briefly for 4 years and is still able to recall vivid memories with his grandparents on the rice patties of Buena Vista, Quezon. His father Guillermo, made the decision to bring Gregg, his sister, Cleofe Glady, and his older brother, Gerald, to Jersey City, New Jersey in 1989. It was a difficult decision to make, as the family was separated from their mother Zaida from 1989 to 1993. Gerald, being the oldest of the children at age 12, took care of the family during the evening, as their father Guillermo worked 15 hour night shifts at a manufacturing plant in North Bergen, New Jersey. During this period of tumultuous change, their mother, Zaida, wrote letters to her children, praying for the day she would once again be reunited with her children. At this time of separation, Gregg grew up to be independent, walking half a mile to school every day in Jersey City at the young age of 5 years old. Gregg completed his education through Jersey City's Public School System: graduating with honors from Charles E. Truefurt Elementary School Number 8 in the Heights Section of Jersey City and graduating from Dr. Ronald E. McNair Academic High School in Downtown Jersey City. Gregg was admitted to Rutgers University, New Brunswick in 2003, finishing with a Bachelors of Arts in Political Science and Sociology with a Minor Psychology in 2008. The event that truly impacted Gregg's life was when his father unexpectedly passed away in 2004. During this time, his family lost their home in Jersey City as Guillermo was the sole earner for the family. His immediate family relocated to Houston, Texas, while Gregg stayed in New Jersey to finish his undergraduate degree. The only inheritance Gregg received was a 1997 Nissan Quest, which served as his primary residence while attending college. The open generosity of his cousins Jason Berger, Lunalliza Lanez and her husband Brian Held, is what truly sustained Gregg from being homeless. His extended family lifted Gregg from one of the lowest points in his life. From that low point, Gregg has pursued many paths of professional development and achievement. At age 18, he was licensed as a Life and Health Insurance Producer, while completing training for the Series 7 Securities License. He has held a 10 year tenure at Celgene Corporation, holding multiple positions with increasing responsibilities. He is currently a Senior Specialist for Access and Reimbursement, helping Cancer Patients access life saving treatments. He currently covers the states of Kansas, Missouri, Arkansas, and Oklahoma. He has assisted thousands of patients in his previous territory of Louisiana, Mississippi, Alabama, Northern Texas, and Northwest Florida. In 2018, Gregg completed the Professional Certificate in State Government Relations under SGAC, State Government Affairs Council. He was awarded in Washington DC by PhRMA, as a We Work For Health Champion, an advocate for pro-patient access policies that support the life sciences industry. He has completed his 4 year, 8 month term as a Jersey City Environmental Commissioner, appointed by Mayor Steven Fulop. Gregg is a member of Toastmasters International, Cel-orators, holding an officer role as Vice President of Membership from 2018 to 2019, while currently re-elected as Vice President of Public Relations for the 2019 to 2020 calendar year. Gregg truly believes that adversity is the fire that shapes our achievements: the sacrifice of our family's older generation should never be squandered. We should honor our loved ones by pursuing not what is easy, but what is the most difficult to accomplish. Only then can we truly begin to inspire future generations. Please see a link to Gregg's previous recognition award by PhRMA. https://www.weworkforhealth.org/champions

2019 PACCAL HONOREE PAN AMERICAN CONCERNED CITIZENS ACTION LEAGUE. 2019 PACCAL ANNIVERSARY – OCTOBER 2019

ANDREIA GIBAU

2019 HONOREE FOR PAGEANTRY AND RAMP Andreia Gibau was born in Cape Verde, Africa and moved with her parents to the United States at the age of 7 in pursuit of a better life. Upon moving to Massachusetts, she was bullied for not knowing English and became introverted. Her love for entertainment was clearly visible though when she was in the comfort of her own home. She used to create songs and make dance routines and have her parents film it on camera. At 14, pursued modeling started to nurture her passion of being in front of a camera and knew that it was something she wanted to make a career out of. A year later, she had walked 3 fashion shows and won 1st place at a runway competition with over 100 contestants. While in high school, Andreia emerged as a natural leader and discovered her love to make other people’s lives better. Her very first volunteering opportunity was at a senior citizens home and what was first a school assignment became something she did every month. In school she took the role as president of SADD club (Student Against Drunk Driving) and was a 2 term Vice President for her class of 1200 students. She joined her high school’s theater program which she credits to being a decision that really changed the course of her life. The theater program was highly competitive which allowed Andreia to build her confidence in a small and big crowd, she was able to work on her public speaking skills and it forced her to get out of her comfort zone. She later won the 2013 Massachusetts theater guild all-star acting award for her role of lilly in “The Medicine Man”. Her theater director saw a mass amount of potential in her and suggested she try a pageant. At first Andreia was really against it because she didn’t grow up watching pageants and the only familiarity, she had with it was the TLC show toddlers and tiaras. After 2 years, Andreia decided to enter in her first Pageant, Miss Massachusetts Teen USA 2014. Andreia couldn’t afford to get a coach nor did she know much about pageants besides the research she had done. But she showed up pageant weekend confident and was 100% true to herself. Out of 70 girls she placed in the top 15. Although she didn’t win, Andreia had the time of her life and absolutely loved being on stage. She saw the impact titleholders can have in their community and it then became a goal. Upon moving to New York to attend St. John’s University Andreia competed in her 2nd pageant Miss Teen New York United States 2015 and won! She advocated for the social and economic inclusion of people with intellectual and developmental disabilities after having a cousin with autism beaten up in school for simply being different. She was even the founder of the St. John’s best buddies which is an organization that pairs up students with other students that have a disability. In July of 2015 Andreia Won the National Title of Miss Teen United States. Her year was filled with life changing opportunities such as red-carpet events, speaking in schools and a ton of volunteer work. Her experience being a national titleholder and a role model for so many showed her that she can achieve anything she sets her mind to. She loved the platform pageants gave her to speak her mind and share ideas and inspiration of what she thought was important. That later became the importance of protecting our planet when she won her 2nd national title of Miss Earth USA 2017. Her platform called “act local, think global” was a reminder to people that no matter where in the world you live in or socio economic status we can all still do our part of saving our planet. Andreia went on to represent USA at Miss Earth in the Philippines where she placed in the top 16. While in the Philippines she made so many friends and had the best time experiencing the Filipino culture and their dried mangoes! After giving up her crown Andreia still continued her humanitarian work and last year had the opportunity to travel to Nigeria, Africa to work alongside the Aurora foundation for the United Nations international day of charity. She even started doing public speaking workshops for inner city kids to help them build confidence. Andreia now works as a pageant walking and stage presence coach, an in-house model for Jovani fashions, and as an event host. Her big career dream is to be a television host to further share stories and inspire people on an even bigger level. Andreia speaks 4 languages, English, Spanish, Portuguese, and Cape Verdean Creole which has been a huge asset when traveling to do humanitarian work. She’s humbled to have been honored with the Phoenix magazines 30 under 30 for her philanthropic work, CV world’s model of the year award, & Miss titleholder of the year. Andreia holds a Bachelor of Science degree in public relations from St. John’s University. Her message to everyone is remember you are always more than enough and you’re capable of anything and everything your heart desires.

2019 PACCAL HONOREE PAN AMERICAN CONCERNED CITIZENS ACTION LEAGUE. 2019 PACCAL ANNIVERSARY – OCTOBER 2019

ERICAH LIGSAY 2019 PACCAL ROYAL PRINCESS

When gorgeousness of physicality and extraordinary brainpower are finely entrenched in a woman, there strappingly emanates an enviable vivacity that is indubitably electrifying and magnetic. One such female specie was named Ericah Ligsay, a dutiful daughter of a nurse who works in New York Presbyterian Hospital and a Doctor of Physical Therapy, who is currently pursuing a bachelor’s degree in Nursing. Having had consistently maintained an excellent academic standing… (graduated Valedictorian in High School, finished Bachelors in Science Molecular Biology with a 3.7 GPA, and a Masters in Health Science with a 4.o GPA), there’s no way for this stunning beauty but to be on the right track toward realizing and accomplishing everything her heart desires. Her scholastic achievements, undeniably a feat hard to duplicate, remains to be the not only her crowning glory but the very foundation of the bright future she has been toiling for. But if there are dynamic options that gently tamed the stern and demanding aspects of her educational pursuit and constantly kept her bouncing and spirited that would be her passion for singing and dancing. This statuesque bundle of feminine pulchritude debuted her vocal aptitude as a member of her church’s worship team and since had efficaciously honed her vocal prowess from her various stage exposures and performances with Filipino celebrities like when she shared the spotlight with the OPM Hitmakers, the Concert King Martin Nievera, Mr. Pure Energy Gary Valenciano, Jonalyn Viray, and KZ Tandingan. Incidentally, she has also rendered the national anthem during the Brooklyn Nets game at Barclay’s Center. Ericah isn’t only vocally gifted for she has been playing classical piano for over16 years and studied ballet, tap dance, Jazz, and lyrical dance since she was 2. This multi-faceted beauty had also competed in Broadway Bound Dance Center at age 12 and had landed female lead roles in two drama plays during her secondary years. Her innately dedicated talent in acting and dancing paid off when she won First Place in New Jersey High School female acting in performing arts and entered into the National Competition level in 2013. Sporty and athletic that she is, Ericah, aside from being a certified beauty queen (crowned Miss Luzon during the 2015 PACEC Miss Philippines pageant), was a point guard in her high school Varsity Basketball Team (2011-2014) and enjoys playing volleyball, running, tennis, bike riding, and trekking and hiking. A Rara Avis and a Master of Diverse Talents, the name ERICAH LIGSAY is sure to be carved in the annals of her hometown’s history where she could unmistakably be worthy of emulation.

2019 PACCAL HONOREE PAN AMERICAN CONCERNED CITIZENS ACTION LEAGUE. 2019 PACCAL ANNIVERSARY – OCTOBER 2019

RJ LAXAMANA 2019 PACCAL ROYAL PRINCE

The world of pageantry has welcomingly opened its doors to the male populace after its female beauties had lorded it for over several decades…making men share the limelight and the stage side by side with women. PACCAL, in its sterling effort to go along with the unrestrained flow of the millennial trend… conscientiously chose a quintessential exponent of this generation to be the embodiment of the true-blooded female counterpart. Ladies and Gentlemen, we’re more than honored to present to you, RJ LAXAMANA, PACCAL’s 27th ANNIVERSARY ROYAL PRINCE. Ron Joseph Laxamana, fondly addressed RJ by friends, is an aspiring vocal performing artist in the tri-state area. Aptly equipped with a wideranged tenor voice that easily blends with any female vocal range, RJ’s straight-forward and well-disciplined attitude towards his passion in singing is quite impressive. His passion for music was justifiably rewarded when he received a Bachelor of Arts in Music degree from Nyack College (Cum Laude) with a double minor in Bible and Pastoral Ministries. His classical training as Tenor and rendered voluminous gospel music brought him to remarkable places, other than his Alma Mater, like the Carnegie Hall, Lincoln Center, prominent churches, and concert venues. He, together with Ericah Ligsay, has shared the stage with the OPM Hitmakers, Concert King Martin Nievera, Mr. Pure Energy Gary Valenciano, Jonalyn Viray, and in a number of Fil-Am community events like the Filipino-American Festival International, the NYC Philippine Independence Day Parade, and just recently Fiesta in America’s People’s Ball. RJ has also sang the national anthem for the Brooklyn Nets and the Washington Wizards. RJ is bound to succeed both as a singer-performer and as a servant of the Lord.

This little bundle of beauty possesses a pair of sparkling eyes, a cherubic smile, dainty lips, and doll-like locks.
