The Blower Door Test and the Duct Blaster Test are used to calculate a home’s Energy Rating Index (ERI—also referred to as the HERS score). Like miles per gallon (MPG) which measure the fuel efficiency of a car, an ERI (or HERS) score is an excellent predictor of a home’s energy efficiency—the lower the score, the higher the efficiency.

HOW TO DETERMINE YOUR DOWN PAYMENT ON A HOME One of the biggest challenges in buying a new home is the down payment. This is the amount of money you need to put down on your home at closing. The down payment will affect the amount you have to borrow, the type of loan, and terms and conditions—especially the interest rate on your loan. Generally, if your down payment is low, you can expect higher fees and interest over the life of the loan. With larger down payments, you can expect the opposite. Here’s what you should do.

DETERMINE YOUR DOWN PAYMENT • Subtract your closing costs estimate from your available cash for closing to determine your maximum down payment.

WHAT TO KNOW

WHAT TO DO NOW DETERMINE WHAT YOU ARE ABLE TO SPEND UP FRONT ON YOUR HOME PURCHASE • Gather your savings and investment statements and add up your total available funds. • Decide how much you want to set aside for other savings goals, moving costs, and any renovations for your new home; then, subtract these amounts. • Now, subtract an additional amount for an emergency cushion. A good rule of thumb is at least three to six months’ worth of expenses. • The result is your maximum available cash for closing – how much you can contribute out of pocket at the time you close on your loan. ESTIMATE YOUR CLOSING COSTS In addition to your down payment, there are many costs associated with “closing” or finalizing your loan and home purchase. Closing costs depend on a lot of things – the price of the home you buy, your down payment amount, the lender costs, the kind of loan you choose, and the location of your new home. Since you’re still early in the process, it’s hard to make a precise estimate at this stage. • You can make a rough estimate now by using a home price that is typical for the neighborhoods you’d like to live in. Come back and refine your estimate as you move forward and gather more information. • Typically, closing costs (not including your down payment) range from 2-5% of the home purchase price. 12

SET ASIDE SOME MONEY TO COVER ANY INITIAL HOME EXPENSES New homeowners often find things that need fixing, or discover that they need an additional piece of furniture to make the new home work for their family. Moving expenses and utility set-up fees can also add up. When thinking about how much you can afford for a down payment, make sure to set aside some money to cover these expenses.

YOUR DOWN PAYMENT AMOUNT AFFECTS THE TYPE OF LOAN YOU CAN GET, YOUR INTEREST RATE, AND YOUR LOAN COSTS In general, the higher your down payment, the less your loan is likely to cost. • In most cases, you need a down payment of at least 3 percent of your target home price. Many loan types and lenders require 5 percent down or more. • You can often save money if you put down at least 10 percent of the home price, and you’ll save the most if you put down at least 20 percent.


• When lenders decide the interest rate and loan costs to offer you, they typically look at your down payment in increments of 5 percent. There are usually no savings for putting down “almost” the required amount. For example, if you have enough saved for a down payment of, say, 8 percent of your target home price, think about whether you could save up a little more before buying, or choose a slightly cheaper home so you can hit the 10 percent mark. If you’re unsure about what to do, consider talking to a HUD-certified housing counselor. LOW OR NO-DOWN PAYMENT OPTIONS MAY BE AVAILABLE TO YOU • There are special programs for veterans and service members, rural residents, some types of first-time homebuyers, and others. A housing counselor may be familiar with local programs in your area. • Individual lenders may also offer their own low or no-down payment options.

• Low-down payment options usually come at increased cost. When you meet with lenders, ask questions and ask to see multiple choices. PUTTING MONEY INTO YOUR HOME MEANS IT’S NOT AVAILABLE FOR OTHER THINGS When deciding how much money to put down, keep in mind that once you put money into your home, it’s not easy to get it back out again. If you need the money for another major expense, like paying for college or medical expenses, you may find that there is no way for you to access this money. While home equity loans or lines of credit allow homeowners to borrow against their equity, you usually need to have owned your home for several years and have built up significant equity in order to qualify. Borrowing against your equity also isn’t free – you pay interest on the loan.

SHOULD YOU BUY A NEW OR EXISTING HOME? The main reason people prefer to buy a new home over an old one is fairly simple—we all prefer a home that no one else has lived in before. It’s no different than when buying a car. And like when buying a car, the price— and what we can afford—usually determines whether we buy new or old. But while new homes may be more expensive than existing homes, the advantages of buying new are well worth the investment, especially when compared to the disadvantages of buying an existing home. Let’s take a look at both.

BENEFITS OF BUILDING OR BUYING A NEW HOME Buying or building a new home means you will get to plan or choose a living space that is customized to your needs. You can build or choose a home that reflects your individuality and your unique tastes and lifestyle. Customized Floorplan: In a new home, you can design your living space the way you envision it. Imagine being able lay out your dream space the way you want it and not have to settle for someone else’s idea of a perfect space. You can control where you want open spaces, large windows, and how you want your kitchen designed. Customize the size of your rooms, the height of your ceilings and how they look, your patio, your entertainment areas, and, best of all, you can make sure the size of the home is perfect for you.

From windows to insulation, almost all products that have an impact on how much energy your home uses have improved. Building code requirements, like the International Energy Conservation Code, are updated every six years, thus raising the bar for new home construction to ensure that homes are built to provide better energy efficiency and better building practices. Healthier Indoor Spaces: This may seem like a small detail, but it should not be taken for granted. Compared to existing homes, the air quality in a new home will not be contaminated by such things as asbestos or lead paint. Today’s new homes are built using safer and healthier products like low and zero-VOC (volatile organic compound) paints and building materials. Additionally, the home’s envelope is built to tighter standards and provides more protection from outside pollutants. That said, it’s important to install proper mechanical ventilation systems available today, especially if spray foam insulation is used. Less Maintenance: Buying new means you shouldn’t need to worry about costly repairs or having to replace appliances. And even if you do have problems, almost everything should be under warranty. Most new home builders offer structural and other warranties that should cover a variety of problems for a limited time.

Personalized Home: This is the exciting part of buying or building new. You get to choose the way your home will look—from its exterior architectural style to how the home will look inside. Imagine being able to choose the type of floors, wall colors, doors, and windows that appeal to you, and being able to personalize your kitchen with backsplashes and countertops that cater to your tastes and dreams. More Energy Efficiency: New homes—especially those certified by a high-performance home program like BUILT TO SAVE®--provide superior energy efficiency, which means your utility bills will 16

Location: New homes are likely to be built in new home communities that offer locations convenient to schools, medical services, shopping, business districts, entertainment, and provide easy access to major roads. Financing: Getting a home loan for a new home may be easier than you think. Home builders may offer their own in-house home loan financing or may have established relationships with lenders that they work with, and they have a vested interest in helping you get a loan. With near historically low interest rates available today, there has never been a better time to buy a new home. DISADVANTAGES OF BUYING AN EXISTING HOME Fixed Floorplans: What you see is what you get. If you want to personalize or customize the floorplan to your needs, you will have additional remodeling costs to contend with. How much more will depend on the changes you will want to make. Basically, you will have to make your needs fit what was the previous owner’s needs. With a little luck, they will match. Less Energy Efficiency: Older homes were not designed especially with energy efficiency in mind. There may be issues with the old windows which are not energy efficient like those required today. From the water heaters to the appliances, an existing home may not be equipped with today’s energysaving products. More importantly, there is no way of knowing about the home’s construction and what’s behind the walls. The utility bill, however, will be a good indicator if it is high.

Indoor Air Quality: Without knowing what’s behind the walls, the type of construction and insulation, the quality of the indoor air will be questionable. As important as indoor air is—considering the amount of time we spend in our homes and how this can affect our health—why would anyone risk not knowing what we are buying when we buy an older home? More Repairs and Maintenance: Compared to buying a new home, buying an existing home will require more repairs and maintenance in a shorter period of time, depending on how old the home is. The repairs can be minimal, like replacing a water heater, or costly, like replacing the roof—but they are inevitable when buying an older home. Location: Existing homes are generally located in established, older neighborhoods. These locations may not have the proximity to newer, commercially developed areas of the city. The neighborhoods of these older homes, more than likely, do not offer some of the new home community amenities like a neighborhood playground, swimming pool, or other common areas for leisure activities. If buying a new home is your preference, there is some good news. The Rio Grande Valley Builders Association’s Parade of Homes will take place on June 12-13 and 19-20. This is a perfect opportunity to visit over 22 new homes in various locations throughout McAllen, Edinburg, Weslaco, Pharr, and La Feria, Texas. You will be able to see the latest trends in new homes from some of the Rio Grande Valley’s finest builders. Take advantage of this oncea-year opportunity. WHAT IS A QUALITY-BUILT HOME? and How Do You Know if Yours Is One?

Once new homes are completed and are open for showing, it may be too late to know for sure if they are quality-built homes. Yes, you will be able to see the finishes of the home and you will be able to see differences from home to home in details like enhanced materials, and luxury touches like granite countertops, designer ceilings, and showcase light fixtures. But the measure of real quality is what’s behind the walls. Here’s what you should ask about.

THE FOUNDATION STAGE The foundation is the most critical part of your home because any mistakes made at this point will only get worse as construction progresses. Adding more rebar to the slab may be worth the extra cost because if the foundation fails, it will be costly to repair. Make sure that the proper time was given to let the cement cure and that it wasn’t cut short to accelerate the production schedule. It would be good to ask if a qualified engineer certified the cement mixture and foundation pouring as well as provided soil testing before the work was started.

THE FRAMING STAGE This stage is when you begin to see the shell or the skeleton of the home, including walls and roof. There are some areas of the home that require treated 20

wood according to code. Pressure-treated wood should be used all the way around the exterior walls where wood rests on the foundation. The reason is that cement absorbs water, and, over time, if not treated, the wood will absorb that water, creating mold and other water damage issues. Some builders ignore using treated wood where it rests on the foundation in interior walls to save money even though the same principle of water moisture applies. Find out if your home is in an area in Texas that requires windstorm inspections. If it is, the framing stage will have to follow more stringent requirements. The purpose of a windstorm inspection is to determine if the home’s construction can withstand strong winds, such as those present in a hurricane. If plywood or oriented strand board (OSB) sheeting is applied to the exterior walls of the home, look to see if the boards rest on the foundation where water can accumulate after a rain. They shouldn’t because they will soak up water like a sponge. If your home is a stucco home, it is especially important that a product called “weep screed” be installed at the bottom edges of the boards all around the home. This will allow water that

penetrates the home’s exterior finish to drain to drain out, allowing the OSB to dry properly. What about the roof decking? Did your builder use radiant barrier decking—OSB board which reduces attic temperatures by about 30%? Radiant barrier decking has a shiny material coating on one side of the OSB that acts as a thermal shield against solar energy. While it and costs more per sheet, it is the single lowest investment that will make your home more comfortable and reduce your energy bills—paying for itself in a very short period of time. (See pg 35).

ROUGH PLUMBING AND ELECTRICAL After the framing and roofing are complete, plumbers and electricians come in to put in pipes and wires. Many holes will be drilled into the studs. In a home that will be completely insulated with spray foam, filling those holes with a can of spray foam is not that important here because the interior frame will be in conditioned space, but if your builder is using batt or


other fiberglass insulating material, it is critical that those holes be covered up. The same goes for receptacles for outlets, light fixtures, and switches. All those small holes and cracks add up to huge costs in energy bills and add to the discomfort of your home if not filled. HEATING & COOLING SYSTEMS AND DUCTWORK Your air conditioning system should be sized correctly for the size of your home. It should be customized for the square footage, the number of rooms, the number of windows, and so on. This is a mathematical solution that requires figuring out what the load calculations are and then deciding what unit is the right size for your home.Why is this important? Well, an oversized unit will turn on, cool the spaces too quickly, and turn off before it has removed all of the humidity in the home. The result will be an uncomfortable interior with high humidity, and the moisture that accumulates over time may lead to serious mold issues and unhealthy indoor air. The ductwork should also be properly sealed, designed, and tested to make sure it supplies the right pressures to ensure room-to-room comfort throughout the home. Sounds logical, right? You would be surprised how many contractors oversize the AC unit by using the “bigger is better” concept.

INSULATION INSTALLATION The type of insulation used in your new home is not as important as whether or not it was installed properly. The most expensive insulation is spray foam, but it is one of the best along with Insulated Concrete Forms (ICF). Spray foam is also more forgiving in its installation since it covers even the smallest holes. Batt and other fiberglass insulation are less expensive but they require more work—like splitting the insulation to put part of it on the back side of the electrical wires along a wall and the other half in front, or cutting it to fit around electrical receptacles or plumbing. That way, the insulation retains its shape—and its R-value. It’s sad, but not everyone installs insulation that way because it takes too long to do it right. A requirement of the BUILT TO SAVE® program is a thermal inspection performed by an energy rater before the drywall is installed to make sure the insulation was installed properly for maximum performance. SO HOW DO YOU KNOW IF YOUR HOME WAS QUALITY BUILT? Finally, if you were not present when the above phases of

construction were performed to see for yourself, you have two choices: (1) take the builder’s word for it, or (2) look for the BUILT TO SAVE® certification. A home with a BUILT TO SAVE® certification has been inspected (during construction) and tested (after completion) by a third-party home energy rater licensed by the Residential Energy Services Network. See page 4 for a list of qualified raters in the area. Having a BUILT TO SAVE® certification, you can be sure that your home was constructed to superior standards, and will outperform a similar home built to minimum code standards by providing more energy efficiency, more comfort, better durability, tighter construction, cleaner indoor air, and a better resale value. Best of all, you will enjoy the peace of mind that your home was quality built, and you will be given a BUILT TO SAVE® certificate to prove it. FOR HOMEOWNERS

If you made your home more energy efficient in 2020 by installing such things as solar panels, solar water heaters, geothermal heat pumps, small wind turbines, and fuel cell property, or energy efficient products like windows, doors, insulation, and HVAC upgrades, you may be entitled to a sweet tax credit for your investment. Currently, there are two energy tax credits available for 2020 Tax Returns: the Residential Energy Efficient Property Credit for renewable energy sources and the Non-Business Energy Property Credit for energy efficient products and systems installed in the home. These are nonrefundable tax credits, which means you can’t get more money back in tax credits than you pay in federal income taxes (your tax liability). But here’s what is great: what makes a tax credit better than a tax deduction is that a tax credit reduces your tax liability by one dollar for every dollar of credit you get versus a tax deduction that only reduces the amount of taxable income which is what is used to calculate your tax liability. That’s what makes tax credits awesome. And if you are NOT claiming these on your taxes, you are missing out. The good news is that it’s not too late to include them on your 2020 tax return. And the even better news is that if you missed these credits in prior years, they may be retroactive for up to three years. HOW TO CLAIM A TAX CREDIT You will need to file a 1040 tax form to get the energy efficiency tax credit. Note that you can NOT claim the energy efficiency tax credit using the 1040EZ form or the 1040A form. Also, it is important to know that you will need to file Form 5695 with your return and get a Manufacturer’s Certification Statement, which is basically a signed statement from the manufacturer stating that the product or component in question qualifies for the tax credit. The certification can usually be found on the manufacturer’s website, or you can call them and get it. You don’t have to submit the certification, but you must have it for your tax records. (It must be mentioned that the information contained here is not meant to be professional or legal advice. We are not tax professionals, so be sure and consult with your tax advisor about the tax credits.)

construction, a more comfortable home with better indoor air, and peace of mind, to name a few. But what’s in it for the builder? Well, if you mean what else besides the pride, reputation, and competitive advantage of being one of the best builders in the market, it would be the generous rebates from the local utility companies. In addition to rebates from Texas Gas Service on new qualifying natural gas appliances, two other utility companies offer generous incentives for builders who build energy efficient, highperformance homes. FEDERAL ENERGY TAX CREDIT FOR BUILDERS The U.S. Congress has extended the Federal Energy Tax Credit (Section 45L) for 2021. The 45L extension includes the construction tax credit for energy efficient new homes and/or dwelling units leased or sold. Each home or dwelling unit that exceeds the heating and cooling 2006 IECC energy standards by 50% in 2018 through 2021 can receive a $2,000 tax credit per unit. The Tax Credit applies to single family and/ or multi-family units up to 3 stories. Note that you can claim the tax credit retroactively to 2018 if you haven’t already used those credits. Contractors must own and then sell, rent, or lease the units to claim the tax credit. Once again, to qualify, the homes must exceed the 2006 International Energy Conservation Code (IECC) heating and cooling budgets by 50%. Also, proof of compliance must be submitted by an insured 45L Tax Credit Certified HERS Rater (see pg. 16 for a list of HERS Raters). Eligible contractors can use IRS Form 8908 to claim a credit for each qualified energy efficient home sold or leased to another person during the tax year for use as a residence. Even if you just built one home that qualified—that’s still a lot of money that comes off your tax liability dollar for dollar. A FINAL INCENTIVE—BUT THE BEST OF ALL The goal of all of the above incentives is to improve the quality of life for homeowners by encouraging reduced energy usage and costs, and by having better-built and more durable homes, healthier living environments, the protection of surely the largest investment we make in our lifetime, and lower carbon emissions for the sake of our planet and for the sake of generations of our children that will follow. When you think about it that way, you’ll understand why it’s fair to say that you may be leaving more than just money on the table if you don’t take advantage of these excellent incentives.

BUILDING INDUSTRY NEWS SPEER Hosts Code Workshop and Training THE SOUTH-CENTRAL PARTNERSHIP FOR ENERGY EFFICIENCY AS A RESOURCE (SPEER) hosted an Energy Code workshop and training for local builders, building inspectors, and other building industry professionals in McAllen, Texas, on April 29, 2021. Jason Vandever, Energy Code Compliance Program Manager for SPEER, presented classroom instruction on the changes in the residential chapters of the 2021 energy code. The new 2021 International Energy Conservation Code (IECC) promises to improve the energy efficiency of residential and commercial buildings by at least 10%. The 2021 IECC will provide additional efficiency, a better understanding of requirements, and more flexibility for code users and local jurisdictions. Classroom instruction in the morning session was followed by field training from Jason Vandever at a home in the pre-drywall construction stage. The home, enrolled in the BUILT TO SAVE® program, was provided by Villa Homes (See pg. 5). The field training allowed attendees to get close up and personal North Pointe Subdivision, onsite training location. training on how to improve the energy efficiency of a home, as well as addressing a variety of issues pertaining to the building envelope, HVAC systems, and other integral components that affect the efficiency and the quality of construction. The field training also addressed one of the most common areas of construction litigation—moisture and water damage—and provided instruction on how to properly install windows, house
