Keeping Your Major Investment Safe, Secure—And In Good Shape

A home is the single largest investment that most people will ever make. So it’s just good sense to know how to protect it. Here’s a basic guide to some of the obvious—and not so obvious—things that can make a difference. THE IMPORTANCE OF A PROPERTY SURVEY A survey assures the lender and the buyer that the land and the information on the deed are the same. Yes, a piece of property— the land itself—is a constant. But the things on it—like structures, fences, and so forth—can change. Plus, legalities like codes, easements, rights of way, and restrictions can alter over time. That’s why you need a survey prior to buying a house. In most real estate transactions, having the property surveyed will be the seller’s responsibility. But if, as a buyer, you’re planning to make any changes or additions (particularly a fence), you will want to get another survey done in order to make sure that everything’s in proper order. You should also check to see that the survey is done by a Registered Professional Land Surveyor (R.P.L.S.). Never assume that the company that is doing the installation or construction has done a survey; generally, they don’t. And that’s one reason why there are so many court cases involving Neighbor vs. Neighbor over property encroachment. And more than one house-buying/ selling transaction has had to be stopped in midstream because a property line is in dispute; mortgage lenders don’t want to be liable if there is ever a foreclosure on the property in the future. Don’t make the common mistake of assuming that a survey and an appraisal are the same thing; they’re not. While both are required by law, and both are reviews of the land, that’s where the similarity ends. An appraisal is used to determine the fair market value of the property. A survey shows the precise legal boundaries of a piece of property with its improvements, rights

of way, easements, and encroachments. A survey will also show if there are any restrictions or covenants on the property. It will also include any flood plain information that is impacted by new road construction, etc.

WHY A HOME INSPECTION IS A SMART MOVE When you’re making a major financial commitment and investment, you need to know exactly what you’re getting into. A home inspection is part of that critical process. It summarizes the condition of a property by analyzing the important elements like heating and central air conditioning systems, the electrical system, interior plumbing, roof, attic, any visible insulation, walls, ceilings, floors, windows and doors, the foundation, and other visible structures. It doesn’t matter whether the house you’re interested in is brand new or an older home. Don’t let anyone convince you that you don’t need one—you do. And even if you’re totally in love with a house, and you feel the need to hurry and snap it up before somebody else does, stop. Think. And don’t go any farther until you get that inspection. If you don’t, you’re not only putting your investment at risk, you might be putting your own personal safety (and that of your family) at risk. And besides that, if anything negative is found during the inspection, the seller might decide to sweeten the deal by adjusting the price downwards, re-thinking the terms of the contract, or paying to fix the problem. Another thing: make sure you get an experienced inspector who’s a current

Buying a new home can be a nerve-wracking experience, so a little peace of mind is really nice. Sellers see it as an effective sales tool: it makes the home much more attractive to potential buyers. And realtors like it because it lessens the likelihood of problems after the sale and the risk of litigation. Basic home service warranty contracts typically cover breakdowns in a home’s mechanical systems and appliances— problems caused by normal wear and tear.

REGULAR HOME MAINTENANCE IS A SMART INVESTMENT IN YOUR INVESTMENT

By the way, you should make a big effort to accompany the inspector while he’s in the house; it’s a great time to ask questions and get information and detailed explanations about what’s right and what’s wrong. HOMEOWNERS INSURANCE —AN ABSOLUTE ESSENTIAL Insurance companies offer different types of policies. If you’re looking for discounts and ways to make homeowners insurance more affordable, here are some things to consider: • If you have all your insurance policies (life, home, health, auto) with one company, ask them about a discount. • The higher the deductible, the lower the premium you will have. • Certain safety devices inside the house may qualify you for a discount. Ask about smoke alarms, fire extinguishers, burglar alarms, and automatic sprinkler systems.

It doesn’t take much time, money, or hassle to maintain your home if you take care of things on a regular schedule. That’s what keeps little problems from becoming big, expensive-to-fix problems. Here’s a list of simple-but-important things even the least “handy” person can do: • Air-Conditioner/Heater: Change the filters every three months. Keep the vents clean. Keep the outside unit free of any debris. And schedule your certified technician to come at least twice a year (spring and autumn) to check and clean your system. • Chimney/Fireplace: Call in a professional for an inspection and cleaning annually. • Clothes Dryer: Clean the lint from the filter after every load. Check the outside vent and clean out any build-up there. Cleaning the filter and vent not only makes the dryer more efficient, it also reduces the risk of overheating and fire. • Garage Door Opener: Oil the rollers and pulleys once a year, or have a technician do it. Leave any special adjustments and an annual tune-up to a trained technician. • Garbage Disposal: Always run the water when operating. And to keep the blades sharp, periodically place several cubes of ice in the disposal and run cold water through it while it is turned on. • Roof: Either check the roof yourself—or have someone else do this—every few years. Look for nails popping out of the shingles, any soft spots, and see if the flashings and vents are still stable. It’s especially important to do this after a hail storm. Inside the home, check the ceiling near the walls for any water stains or discolorations. Fix any problems immediately—or you might end up with a ruined wall. • Pest Control: Insects and rodents can be destructive, and they can create health and safety hazards, as well. Consult a professional service to stop and prevent problems. • Deck, Swimming Pool, Spa: Construction materials and maintenance recommendations vary widely, so consult owner handbooks and/or dealers to find out how to keep them in peak condition. For most people, a home has become much more than shelter or a lifestyle. It is truly a major investment. So treat it like one. Because, ultimately, a home that has been well-cared for is more valuable. Not to mention a much nicer place in which to live!

Why You Need Title Insurance for Your New Home It’s time for Sue and Frank to finalize their home purchase—but wait. Before they sign those important papers, it’s essential that they get title insurance for the new home they’re about to buy. Why would Sue and Frank, or indeed anyone, get this type of insurance? Well, because purchasing a new home is likely to be the biggest financial investment any of us will ever make in our lifetime, so we will want to protect our investment. And how can we protect it–by buying title insurance. Let’s look at the importance of having title insurance. WHAT IS TITLE INSURANCE?

A title is a deed to a property. Title insurance is issued by an insurance company and guarantees that the home you are buying is free and clear of any previous claims or liens. If the condition of a property title is not what you understood when you purchased your home, a title insurance policy protects you against any and all losses that may occur as a result.

And remember, your interests are separate from those of your lender, so be sure to secure a title insurance policy that covers you, and not just your lender.

Title insurance costs vary depending on the value of your new home. In Texas, the first $100,000 can be insured for $875. From there the costs per $100,000 go down. To give you an idea, a home worth $270,000 would require an $1,817 title insurance policy. EVEN ROOM TEMPERATURES

Nothing is worse than a living room that is cold and a bedroom that is hot. A heating and cooling system that is properly sized and has properly designed ductwork will produce the correct amount of fresh air to the home. A BUILT TO SAVE™ rater who has tested and approved the room-to-room pressure will ensure even temperatures throughout the home. If needed, the rater will require that the builder install jumper ducts to allow any excess airflow into a room to return to the air handler.

TIGHT CONSTRUCTION AND BETTER INDOOR AIR QUALITY

If you notice dust, bugs, and smells coming in from outside your home, then it has not been sealed properly. Homes in the BUILT TO SAVE™ program are inspected during construction, before the walls are put in, to look for cracks, openings, and other areas that would allow cool air to escape to the attic or to the outside. Sealing these areas not only saves on cooling costs, it also prevents drafts, dust, and other pollutants from coming into the home. A tight, properly sealed envelope along with the proper ventilation system will ensure clean indoor air throughout the home. Blower door tests are performed that measure whole-house air leakage to make sure the home is within requirements. Duct blaster tests by the BUILT TO SAVE™ rater are also performed to measure air leakage in the ductwork.

MORE DURABLE

While materials used to build homes are more durable than ever before, the determining factor is if they are of the correct type and installed properly. This is true of everything from the foundation to the roof shingles to the mechanical systems in the home. Aside from mechanical failures, the most common threats to a home’s durability are from structural issues resulting from moisture damage. A home with an oversized cooling unit, for example, that fails to remove humidity, will create moisture issues over time. A home with improper flashing on the roof will result in serious water damage. An

improperly installed house wrap and windows are a common cause of water damage. One important fact to know is that most manufacturers, like those of roofing materials that are generally guaranteed for many years, will not honor the guarantee if their products were not installed by contractors trained to install them.

PROPER INSULATION INSTALLATION

Here in the Rio Grande Valley, home insulation is vital. And more important than the type of insulation used is whether or not it was installed properly. For example, to function properly as insulation, batt insulation must retain its shape after it is installed. If the insulation is stuffed behind electrical wires along the walls, it no longer retains its insulation value. Spray foam, even with its superior insulation qualities, can have voids after it is applied, may not be of the correct consistency, or may have been applied while there was moisture present. The BUILT TO SAVE™ thermal inspection done by the rater is performed before drywall is installed, and is focused on ensuring that the insulation, regardless of the type, was properly installed—something that most homeowners would not be aware of.

Who doesn’t want more money when they sell their home? Research conducted across the country has found that homes that have been certified as energy efficient command a higher resale value than non-rated homes. Additionally, the research points out that rated homes generally sell faster than non-rated homes. COMPLIANCE WITH TEXAS’ ENERGY BUILDING CODE

The law’s the law! On August 1, 2016, the State of Texas adopted the 2015 International Energy Conservation Code for residential and commercial construction. While local jurisdictions across the state may issue permits and pass inspections under an older energy code than the state mandated 2015 IECC, builders should be aware that they may be exposing their businesses to potential liability in the future. Homes in the BUILT TO SAVE™ program comply with the state’s 2015 IECC, regardless of what code local municipalities are enforcing.

THIRD-PARTY INSPECTIONS AND TESTING

Home energy raters contracted by the BUILT TO SAVE™ program are certified by either the Residential Energy Services Network (RESNET) or Building Performance Institute (BPI), independent non-profit organizations recognized throughout the nation as standard-making leaders for developing energy efficiency rating and certification systems. Independent home energy raters provide the modeling of a home’s blueprints to forecast its energy efficiency before it is built, a thermal inspection before drywall, and final testing of the home’s performance when it is completed to ensure compliance with the requirements of the BUILT TO SAVE™ program.

How to Buy a Home with Good Resale Value For most of us, buying a new home is the largest investment we will ever make. And we do so with the expectation that we will get a good return on our investment should we decide to sell. For that to happen, we are hoping and betting that the home will appreciate in value. While there is no sure way to predict home values in the future, since much depends on external factors like when you sell and where you live, building or buying a home that is certified as a high-performance home is a great way to hedge your bet.

TODAY’S HOME SHOPPER

Smart shoppers are aware that the cost of a new home is not just the initial price of the home, but rather the total cost of homeownership: the long-term utility bills and what it will cost to maintain the home. Here in the Rio Grande Valley area with the heat and humidity, this is very important to consider. Today’s home shopper needs to be focused on the high performance qualities of the home—looking beyond the luxurious marble floors, exotic granite countertops, designer lighting fixtures, and all the other “lipstick” features that don’t reveal how the home will perform in the long term.

HIGH-PERFORMANCE HOME CERTIFICATION

The BUILT TO SAVE™ program is a voluntary program for homebuilders who strive to build above the minimum building code required by law. Homes certified as BUILT TO SAVE™ are inspected and tested by a licensed, third-party inspector who guarantees that the home has met the requirements of the program to receive the high performance label of BUILT TO SAVE™. Homebuyers receive a BUILT TO SAVE™ certificate which, much like the Good Housekeeping Seal of Approval for household products, is recognized as a symbol of a product inspected and tested with a promise of quality and consumer satisfaction.

ACHIEVING BUILT TO SAVE™ CERTIFICATION

The BUILT TO SAVE™ program process begins with a preconstruction analysis of the home’s floor plans, elevations, and Manual J, which determines the correct size of the HVAC (heating and cooling) system. Using special software, an independent energy rater estimates a projected Home Energy Rating System (HERS) Score, a nationally accepted system that predicts the energy efficiency of a home. The goal is to build a home that is 15% or more energy efficient than a similar home built to code.

THIRD-PARTY INSPECTION AND TESTING

An independent Energy Rater inspects the home after insulation is installed and before the walls are covered. This inspection verifies that the insulation used complies with current code laws and that it was properly installed. A visual inspection at this stage assures that the home’s interior is protected from cool air escaping to the attic space and that hot air from the attic does not enter the home. Final testing occurs when the home is complete. Special equipment is used at this stage to identify air leakage in the home and in its ductwork, which would increase utility bills. The tests performed are known as a blower door test and a duct leakage test. While some municipalities mandate these tests, it is important to ask if they comply with the new 2015 energy codes as required in Texas since August 1, 2016. For builders, it is important to know that the responsibility to comply with the new Texas energy code rests on the builder and not the city code officials.

The value of the BUILT TO SAVE™ program is the Rater's guarantee of home comfort, improved indoor air quality, construction durability, and lower utility bills. But one benefit that several national studies have revealed is that energy efficient homes achieve higher resale values. 2019 RGVBA Parade of Homes April 27-28 & May 4-5 from 10 a.m. to 6 p.m.

The Rio Grande Valley Builders Association is pleased to present a preview of its 2019 Parade of Homes entries. This year’s lineup includes 32 of some of the Valley’s most beautiful homes built by the Association’s builder members. We invite you to visit all the homes to see the newest trends, popular floorplans, styles, designs, and innovative materials on the market today. The Parade will take place on the last weekend in April (27 & 28) and the first weekend in May (4 & 5). On these two weekends (Saturday and Sunday), the homes will be open to the public from 10 a.m. to 6 p.m. for viewing. Parade visitors will have an opportunity to visit with the builders and get a close-up and personal tour of their homes. Mortgage lenders and other industry professionals will be available at many of the homes to help with any questions you may have about the home-buying process. The Rio Grande Valley Builders Association Hosts Its Annual Barbecue THE RIO GRANDE VALLEY BUILDERS ASSOCIATION held its annual fundraiser Barbecue on Friday, February 8, at the Nomad Shrine Club on Nolana in McAllen. Even though the weather was quite chilly, many members showed up to enjoy an evening of delicious chicken and brisket barbecue and complimentary beverages with their friends and industry peers. This year’s fundraiser event included plenty of door prizes and dancing to a live band. The event was sponsored by the following: Builders FirstSource, Lone Star National Bank, McCoy’s Building Supply, Magic Valley Electric Cooperative, Sierra Title Company, Texas Community Bank, Texas Gas Service, and Valley Land Title Company.
