The Blower Door Test and the Duct Blaster Test are used to calculate a home’s Energy Rating Index (ERI—also referred to as the HERS score). Matt’s Building Materials Finds a Creative Solution to Help After This Summer’s Flooding Story by Nathan Cain DONATING TIME, MONEY, OR GOODS after a disaster is a natural human reaction. Seeing families struggle, especially those in your own community, creates a desire to help them. So how can a business whose products are essential to recovering after a natural disaster distribute their resources in a way that is available to anyone in need, without bankrupting their company in the process? One local company came up with an interesting solution to the problem. When the flooding in the Rio Grande Valley began in late June of this year, Danny Smith, owner of Matt’s Building Materials, knew there would be many people who would need help rebuilding their homes. The rains hadn’t even stopped before families came by to ask for any donations or assistance. As a lumberyard, their family-owned business is uniquely suited to helping rebuild after a natural disaster. But when selling building materials is your livelihood, you have to balance the

desire to assist with the realities of running a business. Less than a week after the rains began, Danny, with his three sons, Jeremy, Isaac, and Ben, along with his longtime business co-owner, Luis Mancillas, discussed the options and the challenges. Prices for materials in short supply usually go up for local retailers as demand rises. That puts retailers in a troubling position where they, in turn, have to raise prices to cover costs. “You want to raise your prices to support the increase in cost, but you don’t want to be seen as price gouging to profit off of someone else’s suffering,” Danny explained. What they usually do is raise the prices a little to cover their costs and let the profit margin take a hit. Eventually, the group of owners decided that a discount program offered by Matt’s Building Materials would work best. They settled on taking a small loss on sheetrock and selling insulation at cost. The rest of the discounts ranged from 10% to 25% off on most of the large ticket items, from molding and flooring to doors

and cabinets. It was understood and accepted that the program would result in a sizable loss in revenue—but worth the cause. But how to implement these discounts for the new program? Matt’s Building Materials couldn’t offer special discounts to everyone that came into the store; there needed to be a way to make sure that the discounts were being given to those actually affected by the flooding. Ultimately, they came up with a successful application and vetting process to ensure that the right people were being helped. Nearly a month after the program launched, over 200 families have now been approved, and more people are still coming in to apply. Matt’s Building Materials’ discount program has been a success. While it has reduced profit margins in some departments significantly, it’s a sustainable model. The company will be accepting new applications for the foreseeable future and will offer these discounts until at least December so that those without FEMA assistance or flood insurance can make purchases when they are able to. “It’s the right thing to do. A typical home has about a half-mile of cracks and gaps throughout, according to the Department of Energy. This results in a 20% to 40% increase in heating and cooling costs every year through air leakage. THE BUILT TO SAVE™ ADVANTAGE: A third-party energy rater inspects the home after insulation is installed to make sure the home meets or exceeds the requirements pertaining to the home’s envelope, thus ensuring proper sealing for ceiling, walls, and floors. The inspection ensures that complete air barriers are installed where required. A home is tested upon completion using specialized equipment and software to verify that the home’s air leakage is in compliance with the required readings.

PROPER AIR PRESSURE

If your bedroom doors slam shut when your a/c unit turns on, you are experiencing the buildup of air pressure in your bedroom from fresh air coming into the room and the stale air trying to get out. When air pressures are not calibrated correctly, fresh air is unable to come in because the stale air is unable to go back to the air handler through the small opening under the door. A simple fix involves installing a small jumper duct that allows for air to flow out of a room and back to the air handler in the home. This is best done at the framing stage. THE BUILT TO SAVE™ ADVANTAGE: Proper air pressures mean every room in the home will be at the same temperature. No more hot or cold rooms. Better still, you can be sure you are breathing fresh air while you sleep.

PROPERLY INSTALLED INSULATION

Insulation, especially fiberglass batt insulation, works best when it maintains its form and shape. The space between the fibers is actually what makes it perform like insulation. If the material is squashed or jammed into place—like into corners, behind the electrical wires along the walls, or around electrical boxes, the insulation loses its R-value. Essentially, it no longer functions as insulation. Even spray foam insulation can be installed ineffectively. THE BUILT TO SAVE™ ADVANTAGE: A third-party licensed home energy rater visually inspects a home while it is in the framing stage, after insulation and before the drywall is completed to ensure that the insulation was properly installed. Whether it is batt, blown-in, or spray foam, all insulation must be installed as per manufacturer’s guidelines in order to comply with the program. Special attention is focused on areas that would allow cold air to escape to the attic through openings throughout the wall cavities and ceiling or allow hot air to enter the home’s envelope. It takes longer to install insulation properly, and a third-party written guarantee of proper insulation is the best way to rest assured.

CORRECTLY SIZED AIR CONDITIONING SYSTEM

Calculating the right size for the air unit in a home is the job of the HVAC contractor. Unfortunately, many rely on using a rule of thumb which is not as accurate as actually doing the cooling load calculations as required by the Manual J that takes into account all of the factors that would have an impact on the size of the unit. As a result, the a/c units installed are typically oversized because of the myth that “bigger is better.” The larger sized unit may mean more profit for the HVAC contractor, but it definitely means less comfort for the homeowner. THE BUILT TO SAVE™ ADVANTAGE: The Manual J document is required to be submitted before construction is begun to give a third-party energy rater time to review the HVAC calculations to ensure that the a/c unit is not over-sized. While an a/c unit is 50% of the home’s utility bill, it is 100% of the home’s comfort. An over-sized unit will make the home uncomfortable by its ineffectiveness in removing humidity and will increase the risk of moisture problems and mechanical repairs from overcycling—turning on and off repeatedly as it cools the home too quickly.

PROPER WINDOWS AND INSTALLATION

Windows give homes style and beautiful views, but they also let heat and cold in and out of a home. Walls require proper insulation. And windows are just clear walls. So windows too must meet certain requirements for energy efficiency and performance as required by code. There are 3 measurements you should know that also apply to doors and skylights: U-factor; Solar Heat Gain Coeffient (SHGC); Visible Transmittance (VT). The type of window and its required measurements listed will depend on where the window is located in the home and other variables. Tip: Window labels must remain on the windows until an inspector has verified the label. Also, if the windows are installed before the house wrap is put on, there may be a moisture issue in the future. Note that a small crack as tiny as 1/16” around a window can be the equivalent of leaving it open up to 3 inches. THE BUILT TO SAVE™ ADVANTAGE: As part of the thermal inspection done at the framing stage, a RESNET certified rater verifies that all the windows comply with the new 2015 IECC law, and he/she takes photos of the labels for the record. The rater also makes sure that the windows were installed properly to avoid water penetration or mold issues in the future. Tip: Avoid aluminum or steel window frames which absorb heat and cause condensation. Vinyl frames are superior in energy efficiency and insulation.

LIGHTING

Typically, 20 percent of your utility bill goes to lighting your home. While the 2015 IECC requires a minimum of 75% of lamps in permanently installed fixtures be high efficiency lighting, when you look at the savings and benefits of such lighting, it makes no sense to use anything but energy efficient lights—especially the new light-emitting diode type (LED). Residential LED lights use 75% less energy and last 25 times longer than incandescent lighting products. If you replace a light in a baby’s room with an LED light when that baby is born, you won’t have to replace it again until the baby celebrates his/her 20th birthday (assuming normal use). THE BUILT TO SAVE™ ADVANTAGE: To comply with the above-code requirements of the program, a BUILT TO SAVE™ home must have a minimum of 85% of the light fixtures as energy efficient. Most opt for 100%.

How To Know If A Home Is Energy Efficient 14

There isn’t one contractor who will say their home is not energy efficient. Every builder will say his or her home is energy efficient—but compared to what? The following is a guide for homebuyers to help them identify whether or not the home they are planning to buy is—or will be built—as a highperformance energy efficient home. Today’s energy code is based on the 2015 International Energy Conservation Code (IECC). The code, which was adopted by the State of Texas and became law on August 1, 2016, sets the minimum energy efficiency requirements for new homes built after that date. Homes built to standards that are higher than required by the 2015 IECC are considered to be high-performance energy efficient homes. Here’s what you need to know and some questions you can ask the builder to help identify those homes.

1. Does the home have a high-performance certification? Initiatives like the ENERGY STAR® Program and BUILT TO SAVE™ Program provide certifications to homes that meet the strict criteria that qualify them as high-performance energy efficient homes. Ask for a copy of the certification and the home’s systems label, which is required by code after the home is built.

2. Do code officials enforce the 2015 IECC?

If they do, no problem. If they do not, builders should know that Texas law requires compliance with the 2015 International Energy Conservation Code. Even if city code officials do not enforce the 2015 IECC, this does not mean that the builder is free to ignore the law. The ultimate responsibility to be code compliant rests with the builder.

3. How many of the builder’s homes have been certified as energy efficient?

If a builder certifies 100% of its homes as ENERGY STAR® or BUILT TO SAVE™, this is a good indicator of the company’s commitment to building energy efficient homes. These builders are true industry leaders that invest their time and money in building homes that provide not just energy savings to consumers but, more importantly, their homes will provide more comfort, better indoor air, more durability with less maintenance—and a higher resale value for homeowners down the road. Some contractors build only one certified home per year, which is the minimum requirement of energy efficient initiatives like ENERGY STAR® and BUILT TO SAVE™ in order to continue using the program’s logo in their marketing. If you want a home certified as energy efficient from these builders, you must ask for it.

4. Was the home modeled for energy efficiency?

Any home can be modeled before it is built. All that is required is a set of blueprints and a Manual J, which specifies the home’s heating, ventilation, and air-conditioning requirements. A home energy rater inputs the information from these documents and models the home to predict its energy efficiency performance once it is built. The software used by the rater produces a projected Energy Rating Index score (ERI) and a projected percentage of energy efficiency over minimum code requirements. The modeling allows contractors to make adjustments if required

to hit the targeted goal. Modeling is the first step in certifying a home in the ENERGY STAR® and BUILT TO SAVE™ programs.

5. Was a blower door test and a duct blaster test performed?

A licensed energy rater using specialized equipment performs these tests. The blower door test measures the leakiness of the home’s envelope—how much air comes in and goes out through the roof, windows, doors, and other openings in the home. The duct blaster test measures leaks in the joints and seams of the ductwork in the heating, ventilation, and air-conditioning systems. These tests are required by the 2015 IECC to comply with minimum code requirements. Note, however, that just because a home received these tests does not mean that the home received an energy efficient certification. Additionally, as required by law, the tests should be performed by a licensed home energy rater not associated with any part of the construction of the home including HVAC-related services or products.

6. Did the home receive an Energy Rating Index score?

An Energy Rating Index (ERI) score is the best indicator of a home’s projected energy efficiency performance. The lower the score, the better the home should perform with regard to energy efficiency. Without an ERI or other predicted performance information, you won’t know what your utility bill will be like until you move in. You wouldn’t buy a car without knowing its miles per gallon (MPG). So why would you buy a home without an ERI?

7. Is the air conditioning unit sized properly for the home?

The air conditioning unit accounts for 50% of the home’s energy consumption but, more importantly, it accounts for 100% of the home’s comfort. A unit that is over-sized will not only use more energy by cooling the house too quickly and cycle on and off, it will never stay on long enough to remove the humidity in the home. This accumulated humidity will make for an uncomfortable indoor environment and create potential moisture problems in the long term. ENERGY STAR® and BUILT TO SAVE™ certified homes ensure properly sized units and equal room-to-room temperatures for enhanced comfort.

8. Can the builder provide references?

As with any home you buy, you should ask for references from the builder’s previous homebuyers. Good questions to ask these homebuyers are, “What is your average monthly electrical bill?” and “Do you experience any rooms that are more uncomfortable than others?” And, of course, “Would you buy another home from this builder?” The best references can be found from the builder’s own peers. Has he or she been recognized with any awards for Energy Efficiency? Are they or have they ever been featured as a Leading Energy Efficient Builder? September/October/November 2018

Tight Construction Why every crack and gap in your house matters A TYPICAL HOME has a half-mile of cracks and gaps around the home’s envelope, including windows,

doors, and numerous holes within the framework from plumbing, lighting, electrical wiring, and ductwork—yes, one half-mile. A loosely constructed home with all these cracks, gaps, and holes, results in a drafty and uncomfortable interior that is open to pests and outdoor pollutants which contaminate indoor air. More importantly, the poor construction results in higher monthly utility bills. Tight construction—considering the home as a system—must be applied to the various components and systems that work together. This “whole-house” approach to tight construction means that the home will breathe properly with mechanical ventilation to eliminate mold and mildew issues that would otherwise occur.

A tight building envelope—walls, roof, windows, and foundation—means the home will be more energy efficient and provide a more comfortable interior, eliminating colds drafts in the winter and keeping hot air outside in the summer, along with dust and bothersome pests. A tight building envelope means enjoying peace of mind in knowing your family is breathing clean air inside the home. So how do you know if your home has tight construction? The only way to know for sure is to look for the BUILT TO SAVE™ certification. A home that has received this certification has been inspected during construction by an independent third party, and tested upon completion using a blower door test and a duct leakage test that determine the leakiness of the home. Air is blown into the home and then forced out of the home using specialized equipment and diagnostic software to make sure the home meets strict guidelines for compliance. The BUILT TO SAVE™ program is designed to ensure that the required R-value of insulation was used as appropriate and that it was installed properly. Particular attention is given to areas that may allow hot air from the attic to enter the home: recessed ceiling light fixtures, outlets, and other areas that allow air in and out of the home are properly sealed. Areas that produce moisture from condensation, such as a bathing tub along an exterior wall, are inspected to make sure waterproof material is used along the wall to prevent mold and mildew issues. For effective airtight construction, the heating, cooling, and ventilation systems must be designed and sized properly for the particular size of the home. The BUILT TO SAVE™ program requires builders to provide a Manual J and a Manual S from ACCA (Air Conditioning Contractors of America), which will specify the correct size and equipment to use. Don’t wait until you move into your new home to find out if your home was built using tight or loose construction. Don’t wait for mold to form or bugs to crawl in and out of cracks and crevices. Look for the BUILT TO SAVE™ certification, which means you will enjoy a more durable and comfortable home with better indoor air quality, lower utility bills—and a higher resale value.

— Preliminary Review A builder is required to submit the home’s floor plans and elevation drawings to see if any changes are required to provide more energy efficiency. The home’s Manual J, which determines the proper size of the air conditioning unit for the specified size of the home, must also be submitted for review entered into a software program that projects the expected energy efficiency for that home—allowing builders to make appropriate changes if required.

Final results must meet the requirements of the program for the home to pass. These tests will predict the home’s future energy efficiency performance.

— RESNET Approved Third-Party Raters While anyone can perform third-party inspections with the proper equipment, it is important to ensure that the rater is a RESNET approved inspector. RESNET is the accrediting agency for Home Energy Raters. Qualified raters are issued an RTN# by RESNET. Make sure your rater has one and is listed on RESNET’s website (www.resnet.us) as a current member. See page 4 for local raters. IMPORTANT CHANGE IN THE 2015 ENERGY CODE REGARDING INSPECTORS Third-party inspectors must not have been affiliated with the design or construction of the building (Section C104.4).
