Fire left orphans homeless, unable to go to school SIMBONGILE MDLEDLE A FIRE destroyed the home and possessions of four young orphans from Mqwangqweni village in Nyandeni Municipality, leaving them without school uniforms for the reopening of school. The homeless children are hoping a Good Samaritan will donate money for new uniforms to enable them to attend classes and help them rebuild their home. They were left with only the clothing they were wearing after their rondavel in Mqwangqweni No 3, Ward 14 was reduced to ashes, with their beds, stove, refrigerator, cupboard, wardrobe, birth certificates, IDs and all their other clothing also going

up in flames. It is not known what started the blaze. What rubs more salt in the wounds of the orphans, is that no one in their extended family is employed and they rely on state grants. An uncle was forced to leave his job at a mine because of ill health, and when the Express arrived at his home, it was discovered he had been admitted to Canzibe Hospital the day before. One of the four orphans, Litha Nonjuzana, said they had never faced such difficult obstacles before. “The admission of our uncle to hospital – that alone makes things tougher, as it will be harder for us to buy other uniforms and rebuild the rondavel,” she said.

“If he was here he would be able to ask other people in the location to assist us.” Community leader Nokwandisa Tsawutsa said the four children were in an unbearable situation. She expressed gratitude to residents who had given them some clothing, but said more donations were needed urgently. The ward councillor, Manduleli Tshatsholo, said he had taken the orphans to the Department of Home Affairs to apply for their new birth certificates and IDs, and to the Department of Social Development and the South African Social Security Agency. “Now, I am going to have a meeting with Nyandeni Municipality, where I will give them a report about the incident [fire], then we will take it from there,” said Tshatsholo.

Mayor outlines municipality’s programmes AYANDA MILLISA MADIKIZELA TO strengthen good media relations and reflect on its 100 days after the local government elections last year, Mbizana Local Municipality held a media breakfast last Monday morning at the municipality’s council chambers. The session was attended by the municipality’s executive committee, management and members of the media from various houses. Daniswa Mafumbatha, Mbizana Local Municipality Mayor outlined some of the programmes conducted within her 100 days in office since she was voted as the Mayor of Mbizana, taking over from former Mayor Makhaya Twabu. “From the start of this term in August 2016, we have developed a programme which includes initiating our planning process for the five years ending in 2021, finalizing projects that were prioritized by the previous

council,” said the Mayor. She said that they will be handing over new projects that were prioritized and budgeted for and to establish functional warrooms for the implementation of Operation Masiphathisane. The municipality has already launched 15 war-rooms with four being fully established and four still struggling to operate to which the Mayor promised to have all of those problems addressed by February. Mbizana Local Municipality also prides itself with the unqualified audit report from the Auditor General in 2016. “This is a good step forward as it indicates that public funds have been fully accounted for and it is important to recognise this improvement as it happens for the first time since the establishment of this municipality in December 2000,” said Mafumbatha. She thanked the stakeholders and roleplayers in achieving this clean audit adding that they still need to improve further towards a clean administration.

‘Quantum gang­rape suspects wanted AYANDA MILLISA MADIKIZELA LUSIKISIKI police are looking for men who allegedly gang-raped two women between Lusikisiki and Port St Johns last week. Police Spokesperson Mduduzi Godlwana said that one of the women, a 22-year-old from Ntafufu village, was hitchhiking to Port St Johns when a quantum with three

men and a woman stopped for her. “The victim said that she realised that the other woman was asleep at the backseat and before she could understand what was going on, the two men held her and closed her mouth, preventing her from screaming,” said Godlwana. Express got a chance to speak to one of the victims currently admitted to Bambisana hospital in Lusiksiki. “It was around 1pm on Thursday when

I was hitch-hiking to town from Ntafufu and a quantum stopped for me. Instead of going straight to Port St Johns, it turned back to Lusikisiki. I was so scared especially after seeing that other woman lying on the back seat because I was not sure whether she was alive or not,” said the victim. lives especially for bigger institutions that deal with people on a daily basis,” said Njengele. He said that they had forged a tight partnership with Mbizana Local Municipality where they uplift the moral and the spiritual equilibrium not only for the political leadership, but for the community at large. The mayor said the prayer session was a good platform to reflect to the previous year and also to pray and wish for a successful 2017. “It has been a good year for us last year and with this prayer we hope 2017 will be more fulfilling in helping us deliver more for our communities and to start this year on a positive note,” said the Mayor.

MEC Makupula is going nowhere – Masualle BUNTU GOTYWA EASTERN Cape premier Phumulo Masualle has rejected calls by the Congress of South African Students (Cosas) and the South African Students Congress (Sasco) to sack Education MEC Mandla Makupula.

The student organisations have lambasted Masualle for keeping Makupula in his post after the Eastern Cape once again recorded the lowest matric pass rate among the provinces. They say Makupula should go as the targeted 70% matric pass rate for the province was not achieved. In addition, the MEC’s administration was continually “rocked by maladministration”. However, Masualle hit back, saying there was widespread support for Makupula, and that he viewed the problems in the Education Department dif-

ferently from the student bodies. He said the problems in the department could not be associated with one office, but were systemic. “[Once] we resolve systemic questions, which I think we are doing, then I can entertain that question [firing Makupula],” said Masualle. “I have high regard for their [Sasco and Cosas’] views and thoughts, but I think we’ve got to focus on what matters the most, and what matters the most is fixing the system.” Makupula has been under fire from all quarters since the release of the matric results. In response, he said he had been deployed to the department for a reason and would continue serving there. Besides wanting him fired, the two student organisations say Makupula is too old to be redeployed to another government department.

Road fatalities keep RAF’s claims expenditure high SIMBONGILE MDLEDLE DESPITE the Road Accident Fund’s (RAF) good intentions, including that of the government and other transport entities, its expenditure on claims remained unacceptably high at over R32 billion per annum, and each rand paid out was a painful reminder of the extent to which lives are lost, and people seriously injured on South Africa’s roads. Those were the words of the RAF’s chief executive officer, Dr Eugene Watson, who spoke after the Minister of Transport, Dipuo Peters, released alarming statistics on accidents that took place over the festive season. Watson said the R32 billion, coupled with liabilities of more than R150 billion, represented large sums of money that could be assigned to important services and infrastructures should the war to dramatically reduce the number of road crashes be won. Watson said the 5% increase in road deaths over the festive season “was sad”. “Despite the limitations and challen-

Hawks investigates death of Libode policeman BUNTU GOTYWA THE Hawks have confirmed that an investigation is underway after a policeman was gunned down at his home last week. So far, no arrests have been made regarding the murder of 59-year-old Warrant Officer Dalibandla Qokoyi. He was shot moments after arriving at his home in Libode when he went off duty. The incident happened at around 11pm and

the assailants left the scene without taking anything from the officer. Hawks spokesperson, Brigadier Hangwani Mulaudzi said the officer was shot more than five times in the upper body and died on the scene. He added that Qokoyi was investigating serious crimes, including cash in transit and robberies. “This unfortunate incident happened when he was about to testify in a cash in transit bail application case the following day,” said Mulaudzi.

Mulaudzi could not comment on the probability of an organised hit and said the investigation was still ongoing. He said there was a number of cases the officer had been investigating, including the case in which he was supposed to testify in the Tsolo Magistrate’s Court. Qokoyi was stationed at the Mthatha Organised Crime Unit. The Hawks have appealed to anyone with information regarding the officer’s murder to come forward to assist with the investigation.

Inkciyo practitioner lashes out at ukuthwala after arrests SIMBONGILE MDLEDLE

ANC provincial secretary Oscar Mabuyane said the ongoing power squabble at Mnquma Municipality will be resolved, and the party will take stiff action against its members found guilty of wrongdoing. The Mnquma council has been wracked by disputes and infighting since the local government elections in August last year, where municipal manager Sindile Tantsi and Mayor Thobeka Bikitsha at one stage were at the centre of the conflict. Tantsi has been placed on suspension by the council for allegedly awarding a tender without council approval. Four months after Bikitsha was sworn in as mayor, a group of ANC councillors elected Thobakazi Ntanga as the new mayor, after passing a vote of no-confidence in Bikitsha. The group also elected Zenzile Gade as speaker in place of Zibuthe Mnqwazi. Last year, Mabuyane warned that all the ANC members on the council would be recalled by the party if the instability continued. Last week, during celebrations marking the party’s 105th anniversary, Mnquma councillors were called to a special meeting by ANC big wigs in the province. At the talks, Mabuyane said the ANC would not tolerate the behaviour of members who thought they were better than others, and those who transgressed party guidelines. “It doesn’t matter who anyone thinks they are . . . in Mnquma the ANC will have the final say,” said Mabuyane. He said the party’s Provincial Working Committee (PWC) would receive a report on the situation at Mnquma council this week. The report was compiled by a committee that met Mnquma councillors soon after last week’s celebrations. The PWC would this week then formulate a strategy to deal with the Mnquma power squabble. “It’s clear what is happening there, is not even close to the guidelines and needs of the ANC. There are people who do as they please, and undermine the people of Mnquma who voted for the ANC. We will not allow that,” said Mabuyane.

THE head of the traditional practice of inkciyo, or virginity testing, in the OR Tambo region, Nongenile Nyoka, has expressed her satisfaction on the arrest of three men in connection with the practice of ukuthwala, the abduction of girls and forcing them into marriage. Nyoka also called on the government to apply stricter measures against men who continued practising ukuthwala – a form of human trafficking. The Hawks arrested the three men, two grandfathers of a 15-year-old girl and a 26-year-old man, at Ntlazi in the Baziya Administrative Area, Mthatha. The 15-year-old girl’s grandfathers, aged 70 and 51, allegedly forced her to marry the 26-year-old man after she was deceived into relocating to Ntlazi under

the pretence that she would continue her Grade 10 studies at a school there. Once the minor girl was at Ntlazi, the grandfathers allegedly negotiated with the 26-year-old man for her to undergo the practice of ukuthwala. The girl initially lived with her 51year-old grandfather in Ntlazi. After the Hawks received information alerting them to her plight, they found the 15-year-old in the home of the 26-yearold man in Ntlazi. The men were held and the minor was immediately moved to a place of safety in Mthatha. Nyoka lashed out against those who continued to abduct girls to marry them off, and appealed to the government to arrest them. She said the age-old practice of ukuthwala should be abolished. “There is HIV/Aids out there, so there is no parent who can allow his or her

child to be involved in ukuthwala,” she said. If a man wanted a wife “he must start at her parents, and then go to doctors so that both parties can get tested”. For medical testing, a doctor representing the would-be bride’s side of the family and one representing the prospective groom’s side of the family should be involved. “To just continue with ukuthwala without these processes, risks the lives of the blossoms of this country, which are the girls,” said Nyoka. Last week, the three men were granted bail of R500 each in the Mthatha Magistrate’s Court. The older men are facing human trafficking charges and the 26-year-old man is facing charges of abduction and attempted rape. The case was postponed to March 2.

SIMBONGILE MDLEDLE IN less than a month, three women had reportedly been raped in different locations in the Mqanduli Cluster, which consists of Mqanduli and Elliotdale. Police confirmed all the incidents that happened so far in January. In the meantime, a 53-year-old man was arrested at Khwenxurha A/A in Mqanduli at the beginning of this month. This follows the rape of a 64-year-old woman who was allegedly raped at the same location. The suspect had already appeared in the Mqanduli Magistrate’s Court on a charge

of rape last Tuesday and his case was remanded to March 10. In another incident, a 22-year-old man was arrested at Lucwecwe Location in Mqanduli on New Year’s day. His arrest followed the rape of a 54-yearold woman on December 28 at about 8.20pm. The suspect was expected to appear before the Mqanduli Magistrate’s Court during middle January. In addition, a 22-year-old man was arrested at Ntlonyana Location in Elliotdale. This follows the rape of a 20-year-old woman on January 4. The suspect appeared before the Elliot-

dale Magistrate’s Court on a charge of rape. His case was postponed to next month. In a separate incident, a 26 year-old-man was arrested at Xonyeni Location, Nenga A/A in Coffee Bay on January 9 at about 6am. This follows a house robbery where a woman was robbed of an undisclosed amount of money while she was asleep in her house. The suspect was later arrested at Bhonga Locality, Nenga A/A in Coffee Bay on January 10 and will soon appear before the Kwaaiman Periodical Court facing charges of house robbery.

er leader of the ANC, which was to unite the party. “It was a task of making sure that African National Congress must lead, must live and must survive,” Ramaphosa said. “I say let us renew the ANC, let us rebuild this ANC, let us make sure that we don’t fail comrade OR [Oliver Reginald] Tambo and let us go back to our branches and make sure the branches are live wires. “Let us declare that we will strive to build a free and prosperous society, one that OR dreamt of,” he said. Ramaphosa ended his speech by saying parties trying to compete with the ANC knew that the ANC was the only party capable of running the country. Talk of unity in the ruling party was uppermost in the minds of speakers during the celebrations, signalling that the party faces increased factionalism as the ANC succession battle heats up. All the party leaders in the province chose to ignore the succession debate, as did Ramaphosa, who some ANC factions are touting as the person to take over from President Jacob Zuma. ANC provincial secretary Oscar Mabuyane said ANC members who did not carry out their duties in accordance with party guidelines should not be representing the ANC. “The ANC is not for the maniacs; we will not allow crazy people within the party to rule us,” said Mabuyane. “We have watched the ANC being torn apart by its members and its leaders, who had their own interests, which are outside of the party’s interests. ANC leaders should be helping to grow the party to its maximum strength.”

School uses money for nutrition to buy roofing BABALWA NDLANYA PARENTS on the school governing body of Mzongwana Junior Secondary School in Ngqeleni decided to use money allocated for nutrition to repair roofing that was swept away in a storm last year. The principal of the school, Sonny Ngcengce said they had to spend the money on roofing because learners had been writing exams in a roofless classroom and a run-down container. “The Department of Education promised to bring us temporary structures, but that has not happened up until now,” said Ngcengce. “We know that we are not supposed to use that money [for roofing], but the situation forced us [to do so].” After the storm, staff and parents rented a container belonging to local nyaope addicts for R50 a day, to hold classes in until the temporary structures from the provincial education department arrived. The department had promised the structures would be delivered by November 9 last year.

The chairperson of the school governing body, Mahlabisela Tukuza, said they were very disappointed at the way the department had treated them. “They promised to fix our school but up until now we are still waiting, from last year,” said Tukuza. “The situation in our school is very bad because the classrooms don’t have proper doors; every day learners are forced to sweep away goat droppings before the lessons start. “Our school is not even fenced; we thought these problems would be sorted by now. “We were forced to use the money meant for nutrition because our children were sitting in a roofless classroom . . . the department cannot blame us for doing that because they are the ones who dragged their feet, and who did not want to help us in our situation.” Attempts to get comment from the provincial Department of Education’s spokesperson, Malibongwe Mtima were unsuccessful. His phone went to voicemail.

Pondoland athlete shines internationally AYANDA MILLISA MADIKIZELA QAUKENI-born athlete Bonginkosi Mkhuthali Mbhamali has raised the South African flag at the World Masters’ Championship in Perth, Australia, in October last year. The 36-year-old Lusikisiki resident is a fulltime athlete, and has been running since his school days. With dreams to become a professional athletics coach and sports administrator, Mbhamali is equipped with commitment and dedication. Administrator Vuyokazi Nontsele said that there is no doubt that he will excel more in his career. “His diversity in terms of athletic experience and leadership skills has contributed to his athletic achievements thus far. His leadership skills are evident in his club, AmaMpondo Athletics Club and his continued interest in coaching young athletes,” said Sontsele. Mbhamali competed in 800m, 400m, 4x400m relay and 4x100m relay with Team SA in Aus-

tralia alongside Robin Buck, Richard Engram Reeves and Wayne Holroyd. His main event was the 400m in which he was technically disqualified on the day of the final event, having finished second by a second fastest time in the semi-final after Britain. The athlete said that the games were indeed tough but their readiness as TeamSA saw them pulling through in many other categories. “In the 800m semi-final, I finished third after two Spaniards and during the 800m final, a Canadian athlete stepped on my right foot causing an injury and I couldn’t finish the race,” said Mbhamali. He went on to compete with the injury in the 4x100m relay where he recorded the third fastest time in the world, which made Team SA bronze medallists and number one in Africa. He is now an automatic qualifier for this year’s World Indoor Championships that will be held in China in March 2017, the World Masters Championship in New Zea-

land in April 2017, and the African Championships in Ivory Coast in August 2017. “We are proud of the team’s achievements at the World Championships. They carried the SA flag with honour, and we congratulate all athletes who earned medals and broke records. This shows once again that South African athletics is becoming stronger at all levels,” said Aleck Skhosana, the President of Athletics South Africa. “We also thank the coaches of the athletes for their passion and dedication to our sport, and we urge veteran and master athletes to also take up coaching, in order to add further value to our school, youth and junior systems.”

In the past Ngquza and Port St Johns did not attend the congresses, because they challenged the results of the 2013 elective Congress. Tambo region, Sandile Nowalaza has welcomed the comeback of these two LFAs with open arms. He stated that their comeback will bring development to their associations and pave the way for their local clubs to participate in SAFA activities. “During their absence in the federation they were unable to participate in the trials, so their teams would not get promoted to the next level. Now this will give an opportunity to their football clubs to participate in all SAFA activities.” Nowalaza said this was not about individuals but to ensure that the future stars from rural towns like Port St Johns, Flagstaff and Lusikisiki get a chance to shine in football. ANELE RAZIYA FUTURE Tigers overcame Walter Sisulu University last weekend to climb to the top of the ABC Motsepe League table, while previous leaders EC Bees dropped valuable points against a strong Matta Milan. Tigers defeated Walter Sisulu University 1-0 in a highly anticipated game at the WSU grounds at Bika Campus in Butterworth last Saturday. The visitors found the back of the net early in the first half when Angel Muratshu slotted home a free kick. After conceding that goal, the students found themselves under a lot of pressure, and missed clear chances to score. Ginsberg outfit Tigers continued with their impressive form when they took control of the game in the last 10 minutes of the first half, but WSU’s defence was equal to the task. In the second half the students came out with guns blazing, throwing everything into the match. They created chances but failed to capitalise on them. The students’ coach, Moses “Skhephe” Khenyeza, said his players needed to be clinical finishers in front of the posts. “Though we played good football we needed to utilise our chances. We did same thing against Matta Milan, and we ended up playing to a 1-1 draw,” said Khenyeza WSU are 11th on the log table, with 14 points from 14 games.
