Elected mayor:

do we care? In May 2012, Bristol City Council held a referendum: a one-off vote which asked us how we wanted the Council to be run - by an elected Mayor or by a Leader. Of the thirty-five wards in the city, Filwood had the lowest turnout. Only 9.9% of people cast a vote, that’s 1 in 10. The Knowledge asks: why did so few people vote? Was it clear what the referendum was about? Were you actually interested?!

The transformation of Filwood Park is in its early stages, with the hope of bringing new homes, jobs and improved open space to the area. You may have seen archaeological survey work being carried out. This is required ahead of the first phase of construction work, due to start in October. This will include a new highway junction and 100 metre access road at Hengrove Way (on the former Hangar site), a footpath through the park, and some minor highway alterations at Creswicke Road. The Homes and Communities Agency (HCA), which owns the site, is working with Bristol City Council to finalise details of an outline planning application, approved in April this year, and has appointed a local agent to find a developer partner for the site. A detailed masterplan will be prepared and local residents will be involved in this process. Contact John Boutwood on 0117 937 7230.

he Neighbourhood Delivery Team have submitted an application for a no drinking zone for Filwood, and parts of Knowle and Windmill Hill, giving the Neighbourhood Policing Team powers to address problem drinking in identified ‘No Tolerance Zones’ in the area.The application has been agreed by the Bristol ASB (Anti Social Behaviour) partnership and is now with the Local Authority. The no drinking zone covers Filwood, parts of Knowle and Windmill Hill, and, in particular, areas including Broadwalk and Redcatch Park, Melvin Square and Inns Court, and Bushy Park and Oxford Street.

Thanks for covering the views of the Northern Slopes Initiative (NSI) and Marksbury Area Community Association (MACA) on the Kingswear/Torpoint/ Marksbury Road College development in the last edition. A number of people had said they had seen our comments in the Knowledge. We want to say a big thank you to the 404 people who signed our petition for:

• No building on the area uphill of Kingswear (behind Lurgan Walk and Glyn Vale) – other than on the footprint of the old Kingswear Flats. • All of the green space around the Kingswear Road area being used for natural green playspace – with a design good for people and wildlife. • No more than 250 new dwellings (which includes the locations of the old flats). • The main College building being retained for future use. The petition was handed in to the Council, and we hope the Council and landowners will be listening. Residents Say No to Anti Social Behaviour Over the last few months, the Inns Court area has been affected by anti social behaviour in and around Marshall Walk. Local shops and the Mede Community Centre have been hardest hit by criminal damage and abusive behaviour. Residents requested help at the Filwood Neighbourhood Forum and the Neighbourhood Policing Team and Bristol City Council have been working hard to bring an end to the problems in this area. If your street or community is experiencing problems, go along to a Neighbourhood Forum and let them know.

Six-figure investment in parks and green spaces The Neighbourhood Partnership and local Councillors have secured over £650,000 to invest in significantly improving 8 priority parks and green spaces in the Neighbourhood Partnership area. Over the next two years, Council Officers will work with local residents to plan and deliver improvements, ranging from brand new play parks to improved pathways, in Newquay Road Playground, Filwood Broadway Playground, Redcatch Park, Salcombe Road Recreational Ground, Perretts Park, and the Northern Slopes. The funding comes from housing developments in the area, land sales, and the £3.5 million Bristol City Council Capital Investment in Parks & Green Spaces fund.

Grants support groups In June, the Neighbourhood Partnership (NP) agreed to support 23 applications for small grants from

local organisations valued at £11,159. Supported applications include Jubilee celebrations, outings for older people, and activities for young people. A £5,500 grant from the NP was used by Filwood Library to buy new shelving units, furniture and to brighten the building with fresh paint. Library Manager Pat O’Hara said, “Filwood Library has had new shelving installed, it looks amazing, totally transformed. Come and see for yourself”. Road improvements around the corner Throgmorton Road will be resurfaced this year, following complaints about the number of potholes. St John’s Lane will also be addressed: the Wells Road end will be resurfaced this year, followed by the Malago end next year. The following roads will also be resurfaced: Welgarth Road, Hawthorne Street, Fordell Place, Knowle Road, and Lynton Road. ‘School Keep Clear’ markings will be reinstated on Novers Lane, obstructive parking will be regulated in the vicinity of Knowle West Media Centre, and a solution will be found to problem parking outside Tesco, Axbridge Road. Pavements on Minehead Road and Tralee Walk will be resurfaced before April 2013 and pavements on Queensdale Crescent, Sommerdale Avenue, Vivian Street, Fraser Street, and Gwilliam Street will also be resurfaced.

Letters have been sent to residents in and around Willinton Road about the possible closure of the lane that leads from this road to Brislington Brook, due to high levels of fly tipping. Council Street Scene Enforcement Officers believe that a few residents of Willinton, Alard and Throgmorton Roads are responsible for a fly tipping problem that has cost the Council over £10,000 to clear in the last two years. The lane, which is used by pupils attending the Oasis John Williams School and local dog walkers, would be closed permanently if fly tipping does not stop. Cover story What was the mayoral referendum all about?

Low turn-out in Filwood for the mayoral referendum

The referendum – held in May – asked who we wanted to run our Council. Did we want a Leader (what we currently have) or an elected Mayor? There are currently sixteen elected Mayors running cities in the UK, including London, Liverpool and Leicester. What’s the difference between the Council Leader and an elected Mayor? The Leader is an elected councillor, chosen by a vote of the other elected councillors. An elected Mayor is chosen by the people of a city: all who are eligible to vote. The Council is currently run by a Leader, but, as more people said ‘yes’ to having an elected Mayor in the referendum, the system will change this year. The elected Mayor will be in office for four years and they cannot be voted out of office by councillors, unlike the current Council Leader. Anyone over 18 who lives, works or occupies land as owner or tenant in Bristol could stand for the position of Mayor, if properly nominated. What’s the difference between the elected Mayor and the Lord Mayor? Although the titles are similar, the roles are very different! The Lord Mayor is chosen every year from the 70 elected councillors and has a (largely) ceremonial role. The position dates back to 1216, when it was known as “Mayor”. How can I have my say? Make sure you’re on the Electoral Register! On 15th November 2012, Bristol will have an election to choose the city’s first elected Mayor. You can vote if you’re aged 18 or above, live in the City of Bristol, are on the Electoral Register and are permitted to vote in local elections. The Edible Landscapes Movement (ELM) are a group of food growers and buyers based in Knowle West. They grow veg in gardens and unused spaces and the produce is sold back to the community and cafés through a veg box scheme. Digital media is used to drive the production, distribution and buying of food, and share the story. Try a healthy recipe at home!

Help to build a community orchard

The Whisk! café have been buying veg on a weekly basis from the ELM growers and using it to cook tasty meals. They use a smart phone to photograph each step and share the recipes online using a web app that Knowle West Media Centre (KWMC) has developed. Fruit Trees for the Future (FTFTF) want to use fruit trees to create green corridors through Knowle West, which link to the larger green spaces like the Northern Slopes. Thanks to local Liveability Funds, over time the disused scrub-land at the back of Belfast Walk will become a community fruit orchard. The project has several patio fruit trees and bushes to give away free to local people. You have to commit to taking photos of the trees throughout the year and using a web app to share the photos on www.knowlewest.co.uk. On Saturday 6th October, the fruit trees will be planted either in people’s gardens or the Belfast Walk Orchard. Meet at Belfast Walk at 11am. Youth Moves has secured extra funding to help improve the local environment and help bring the community together. Ben Carpenter, our new worker, is busy pulling together a number of projects. These include painting a football-themed mural in the Creswicke Road Playing Fields Pavillion, planting at Redcacth Park, doing up the courtyard at Filwood Community Centre and working with Knowle West Health Association to develop the Spring Field allotment site. Through working with a group of young people, Youth Moves have been lucky enough to secure over £50k of funding to build a ‘Parkour’ (free-running) site at The Park. This development was completed in early July and we hope as many local people will make use of it as possible, from beginners all the way up to experts. To start off with, a coach will be available on Friday evenings from 6-8.30pm to show young people the moves and help them master new tricks - please come along or see Rich for more info.

David Johnson, a young person who volunteered with Youth Moves, has won a National ‘Life Changing’ Award with Positive Futures. David’s story - from leaving school at 16 with few qualifications and no vision of his future to recently gaining an apprenticeship with Youth Moves - impressed the judging panel and he won the award, against stiff competition from the other 90 projects around the country. David went up to London having been nominated and was delighted to find out he’d won. He said: “It is great to win this award and shows you can make a difference with the right attitude and support – I look forward to helping other young people change their lives through my work.”

W

e were given the opportunity to go to the 2012 Paralympic World Cup on May 22nd because Nlarge Photography are official ‘Olympic Storytellers’ for BT: one of only 100 people/groups from across the UK selected to tell their stories about the London 2012 Olympic and Paralympic Games.

We went on the first day of the World Cup. It was held at the Manchester Regional Arena, which meant we had to go by train to get there. It was a lot of fun on the train journey as we spent the time learning different photography techniques for when we were actually at the event. We got to the arena just as the events were starting. There were different track and field events going on, such as the javelin, shot-put, discus and 100 metres. It was amazing to see how fast the athletes could go! It was amazing to watch the races up close, rather than just on TV. As the World Cup was ending, Oscar Pistorius ran the 200 metres and came in first. It was exciting as he is a top paraathlete. He ran within a second of his all-time personal best. All in all, it was a very fun day and I was very glad that I had the chance to go.

Back in May Bristol Energy Co-op launched a £87,800 share offer, where people could invest money in two solar initiatives happening in Bristol – one in Stokes Croft and the other here in Knowle West. People could invest anything from £50 to £20,000, with the money being used to install solar panels on the roofs of Hamilton House and KWMC. Keep an eye out for our panels going up!

Forthcoming events Nlarge are a group of young photographers aged 13-19 based at KWMC. They meet on Tuesdays, 6-8pm, to develop their photography skills. They’ve undertaken professional commissions and had their work exhibited around Bristol.

The Summer Programme returns!

The Park will be running a number of new educational courses for 16-18 year olds from September 2012. The courses will be to prepare young people for progression to employment, further education or apprenticeships. The courses are available in Construction, Childcare, Catering and Urban Performing Arts. 2nd Chance Project, also based at The Park, are running pre-apprenticeships and a Community Rugby Academy.

Football for young people

Outdoor events for children Free events for families held in local parks and outdoor spaces, with Ilminister Avenue Specialist Children’s Centre. Select Wednesdays and Fridays in July and August, 10am-12pm. Sessions include: Teddy bears picnic, Animal Magic, Olympic-themed sports day, music and movement, fancy-dress storytelling, painting.
