We have the HVAC&R Hub within the Facilities Inte grate | BuildNZ event which has over 30+ stands representing the HVAC&R industry. You will be invited to attend a social event and a formal dinner during this time so make sure you have this in your diary for 2023.

This month we feature our event update, Wallie Askew Memorial Workskills Competition final, Xmas events in our branch network and thank you to all our volunteers.

RLNZ Approved Filler courses for A1 and A2/A2L have had learners sit and pass their practical assessments and certifications. If you haven’t registered, please go to the RLNZ website for full details.

The HVAC&R Centre and our boards will take a break from the end of December through to early February 2023. Then we are back on board ready to start an awesome 2023.

IMPORT LIMITS DECIDED FOR HYDROFLUOROCARBONS

The Environmental Protection Authority (EPA) administers the permitting function associated with the Montreal Protocol on Substances that Deplete the Ozone Layer (the Montreal Protocol), implemented in New Zealand through the Ozone Layer Protection Act 1996 (OLPA) and associated regulations. In October 2016 the Parties to the Montreal Protocol, including New Zealand, adopted the Kigali Amendment (Amendment) to phase down hydrofluorocarbons (HFCs) with high global warming potential.

HFCs are commonly used refrigerants, and so this amendment has implications for supermarkets, refrigerated trans port, and air-conditioning in vehicles. The Amendment, if implemented as intended, will contribute to climate change initiatives to prevent up to 0.5o C of global temperature increase by 2100.

The limit for importing HFC gases has been reduced by more than 13 percent for 2023 (compared with 2021 and 2022) and will be decreased further every two years, in line with Ozone Layer Protection Regulations.

PSO SUBMISSION TO MFE

The Ministry for the Environment – Manatū Mō Te Taiao is seeking feedback on proposed measures to reduce the environmental impact of fluorinated gases (Fgases). F-gases are potent greenhouse gases, with global warming potential hundreds or thousands of times greater than carbon dioxide.

In New Zealand, F-gases are mostly hydrofluorocarbons used as refrigerants and are found in a range of products such as heat pumps, dehumidifiers, vehicles, fridges and freezers.

The industry organisations collectively represent the bulk of the HVAC&R industry, and we believe the current scheme “Recovery now calling itself Cold Safe” fails the government’s expectation that the product stewardship is end-to-end. To that end we are making our own Product Stewardship Scheme (PSS) application.

WHAT ARE WE AS AN INDUSTRY DOING TO SOLVE THE PROBLEM

The industry associations with SmartTrade have developed an Ethereum based blockchain end-to-end refrigerant management solution to help mitigate the global warming impact of refrigerants. This has gone through to proof of concept and the key benefit of a blockchain solution is it will provide massively increased visibility throughout the refrigerant supply chain.

The primary goal is to manage the F-gases, the DIRECT emissions problem. It will be able to manage all refrigerant types helping to reduce the INDIRECT emissions problem, the so called “energy penalty” at the power stations.

There is going to be a raft of complementary applications to work alongside the blockchain solution. SmartForms include a HVAC&R maintenance and refrigerant and technical licensing along with workplace safety management solutions.

Workplace safety is a key component of the wider solution we are working on alongside technical education and training.

Our key partners involved in the application namely Climate Control Companies Association of New Zealand (CCCANZ), Refrigerant License New Zealand (RLNZ) and the Institute of Refrigeration, Heating and Air Conditioning Engineers of New Zealand (IRHACE) as well as wholesalers Actrol, RefSpecs, Cooling Equipment, RealCold and Patton.

WorkSafe have released a technical bulletin aimed at business who design, manufacture, install, maintain, or repair air-conditioning, heat pump or refrigeration equipment that uses a hydrocarbon refrigerant.

Four fact sheets have been produced by CCCANZ supported by BRANZ and in association with the Australian Institute of Refrigeration, Air Conditioning and Heating (AIRAH). They provide an overview of the key elements of safe opera tion for flammable refrigerant-based systems an introduction to the pathways, plans, and processes towards a new cooling environment.

Various opportunities are available for IRHACE members to be involved in technical, regional branch or special interest groups. In 2023, these opportunities include:

STANDARDS NEW ZEALAND – ME-006 REFRIGERATION

One of the Standards New Zealand committees is ME-006 Refrigeration. Standards development committees are central to creating new standards, reviewing existing stand ards, and adopting international standards. They work using a transparent and consensus-based approach, which leads to standards solutions that are robust and workable in ‘real life’.

Balanced development committees are made up of experts acting as volunteers, gifting to the committee their knowledge and skills through a process that enables these experts to challenge, test, and moderate to achieve the best outcome.

IRHACE, as a nominating organization is asking for expressions of interest from their members for the ME-006 Refrigeration Standards NZ committee. Members must be currently working in the refrigeration industry and be at a minimum a M.IRHACE.

REGIONAL BRANCHES

With the release of the event framework this includes the restructuring of the existing branch network. Regional branches of Northern, Central and Southern have been created to provide events that are consistently providing information and well participated.

Each committee would work with the National Coordinator to organise road shows across each of the regional branches.

Apprentices of IRHACE would include the Wallie Askew Memorial Workskills Competition, Wallie Askew Scholarship Fund, development into schools and high performance. An aim of the group would be to develop a pathway to represent New Zealand in the WorldSkills Competition for Refrigeration and Air Conditioning as well as a development plan for HVAC&R apprentices.

IRHACE is calling for volunteers from its members to setup “Women of IRHACE”. Women in IRHACE would focus on supporting all women in HVAC&R whether they be graduates, apprentices, non-qualified, qualified at all stages of their careers. There is a great potential for growth in gender diversity to increase participation in the HVAC&R industry.

MEMORIAL WORKSKILLS COMPETITION FINAL

Five competitors battled it out for this year’s Final at the Wallie Askew Memorial Workskills Competition 2023. Held at Steelfort in Palmerston North this was a great venue using their workshop, theory area and use of the showroom for the dinner and presentation of the awards. Judges for this year’s event were for the practical: Neil Adkins (Excel Refrigeration), Daniel Jordan (Active Refrigeration), Andy Lennon (Excel Refrigeration ); and theory Matt Birch (BDT) and Garrett Glynn (MIT).

Competition sponsors for the event were BDT, Eurotec and Fujitsu with CCCANZ, ACSL Group and IRHACE Auckland and Wellington branches operational support sponsors.

There were three parts to the competition:

Competitors were provided with faults using the Eurotec panel

PRACTICAL

Within the Steelfort workshop, competitors built a refrigeration unit as per the test criteria

We congratulate all the competitors but there can only be one winner. Congratulations to Cameron Wilson-Meek from Benmax who won the 2022 Wallie Askew Memorial Workskills Competition!

We would also like to thank Steelfort for providing the venue and showroom; Realcold for providing equipment and freight; Chillex Group for producing the frames; Eurotec for providing the fault-find ing panel, Actrol for tools and materials; Excel Refrigeration for materials and equipment.

Special mention to those supporters who went above and beyond for this event were Phil Mohan, Trent McDonald, Garrett Glynn, John Jenkins, Matt Birch and Cam Crawford. The support given to the competition by the HVAC&R Centre from Gina McMaster and Lois Badham was exceptional.

Aquaheat Facilities Services would like to take this opportunity to wish all the contestants the best of luck over the coming days. Acknowledging the efforts of all those involved especially IRHACE with their ongoing support towards the industry.

The overall level of the apprentices was high and there were very few points difference between the competitors. In the finish the combination of air conditioning and refrigeration theory, fault finding and refrigeration practical gave the judges a clear winner and placings. All competitors are to be congratulated for finishing the competition and their great work ethic throughout the competition.

RLNZ has been busy working on their objectives from their strategic plan which was released back in May 2022. As a charitable trust, our main purpose is to promote, educate and train people in the refrigeration, heating and air conditioning industries, as well as engage with our third-party training providers and other key stakeholders, maintain vocational training standards through a robust quality assurance process, deliver on strategic industry driven training initiatives and encourage our people to further their professional development through a range of technical and specialist courses.

RLNZ Chair Matt Birch says “We are pleased to report to industry our key objectives have been achieved during 2022. This work wouldn’t be possible without the support of the training levies that are paid to RLNZ from specific wholesalers. One of our main projects was to deliver the new Approved Filler courses in 2022. A distribution network has been established across New Zealand and this is rapidly growing in both main and rural centres with both independent and in-house company verifiers. The practical assessment for this course sets the standard that RLNZ feels our industry needs. It is somewhat like you sitting a practical driver’s license test in which you could pass or fail. You turn up with your own equipment and you prove to the verifier that you are proficient in operating your own equipment. This is not a training course as such this is an assessment course to verify your practical skills.”

DEATH NOTICE: DODGY SHORT COURSES ELIMINATED

The Australian Refrigeration Council (ARC) has issued a ‘death notice” for dodgy RTOs that issue spurious qualifications typically based on inadequate two-day courses and inappropriate reliance on recognition of prior learning (RPL) processes.

ARC chief executive officer Glenn Evans said there had been a focus on these types of courses for a number of years, with the last of the known two-day refrigeration and air conditioning courses which once blighted the industry being been shut down more than two years ago.

“Over the years, ARC has worked in partnership with the Australian Skills Quality Authority (ASQA) to shut down these courses,” he said.

“Significantly, this means you can no longer get a Certificate II RAC qualification by attending a quickie weekend course and going through a meaningless tick-and-flick RPL process.

“Even accounting for RPL, these courses should typically involve a minimum of 360 hours.”

Mr Evans said RPL was not, and was never meant to be, a shortcut to getting a so-called quickie ‘qualification’.

“RPL is a rigorous process to verify which skills people already have,” he said.

“It assesses an individual’s competencies in great detail – competencies which may have been acquired through formal, non-formal and/or informal learning.

“The learner must submit a great deal of evidence, including referee reports, resumes, photographic and documentary evidence and interviews for every competency required.”

“It is important to remain vigilant, and we welcome industry reports of any new short courses so that we can investigate and take action,” he said.

Matt Birch, RLNZ Chair says “Back in May 2022, RLNZ reported to the industry their strategic direction as we have been aware of the same problem that ARC are reporting. Part of this is that RLNZ will offer other training providers an independent peer, industry review service of their training materials. Once this material meets recognised industry standards RLNZ will promote these courses on the RLNZ website. RLNZ have been actively working on this area as well as looking at other courses that potentially aren’t available.”

Our Condolences

It is with regret and sadness that we advise you of the passing of Wally McCrory. Wally was an Associate Member of IRHACE and involved with the HVAC&R industry with Filters Direct.

After a courageous battle, on Tuesday, November 1, 2022, peacefully at Christchurch Hospital, aged 62 years.

MEMBER PROFILES

Paul started an apprenticeship with Gordon Crichton Refrigeration Ltd in Dunedin in October 1955. Gordon gave up refrigeration after Paul had served one year and his apprenticeship was transferred Electric Refrigeration NZ Ltd.

Paul joined NZIRE as a student member in 1957 and has worked his way up the membership grades over the years. His real involvement in the “Institute” began when he was a tutor at the Central Institute of Technology at Petone.

During this time, he was chairman of the Wellington Branch of NZIRACE and was involved with the 50th Jubilee. He was also involved with the organization of conferences held in Gisborne, Hawkes Bay, Masterton and he had a major role in the HEVACTIVE held in Wellington. He worked on sylla bus revision committees for refrigeration and was a TCB examiner for a number of years.

Highlights for Paul:

• Fellow of NZIRACE in 1985.

• 1st National Treasurer of the newly amalgamated institutes.

• 3rd President of IRHACE from 1993-1995.

• Represented IRHACE on the Engineers Registration Board for 15 years.

• The highlight of his time as a member of IRHACE was when he was granted Life Membership in 2000 just prior to him leaving for Australia.

Paul keeps himself informed about the industry though the IRHACE Journal and the AIRAH publication. His son Martin, who has been an IRHACE member for over 30 years, keeps him up to date with the latest innovations taking place on the industrial refrigeration scene.

The basic principles of refrigeration haven’t changed, it’s the regulations changes and the new electronic controls that he has trouble with. The refrigeration industry has created many opportunities for him over the years, and for this he is very grateful.
