WDC has advised us that work on the refrigeration licensing standards is continuing and we expect to be able to advise an update to our industry by early May 2023.

The government announced on 1st January 2023 a change to legislation that anyone can setup an account at the ETS Registry, collect and destroy F-gases and earn NZUs which is open competition. This is a major turnaround for our industry which has been restricted for many years to the one entity who held the voluntary product scheme (Recovery) under the Waste Minimisation Act Read more here

CCCANZ sent a letter in July 2022 requesting a meeting with the ministers to discuss end-to-end refrigerant management scheme that tracks the custody of the F-gases from importation to recovery and destruction. On Thursday 16th March 2023, CCCANZ representatives met with Hon David Parker in Wellington and presented the blockchain solution and received positive feedback.

In our view, morphing the existing voluntary EOL scheme (Recovery) into the regulated PSS/PSO fails to address where the emissions are happening:

• The majority of DIRECT F-gas emissions occur at the asset level, this being largely due to leakage resulting from poor maintenance.

• It is estimated that circa 70% of bulk imported F-gases is used to recharge leaking systems, on top of this there are unaccounted emissions from plant that is not recharged due to poor maintenance practices.

• The other major cause of direct emissions is illegal discharges, while it is illegal to intentionally discharge F-gases to the atmosphere the lack of visibility means the cowboys can get away with discharging without risk of being caught.

• The avoidable INDIRECT emissions at the power station, aka the energy penalty, this results from asset energy operating inefficiencies due to refrigerant undercharge of assets, again a result of poor maintenance practise.

• Indirect emissions are an issue for all refrigerant types, not just the F-gases.

What is required is an end-to-end refrigerant management scheme that tracks the custody of the F-gases from importation to recovery and destruction. Knowing who has custody of the F-gases is achievable with a blockchain solution.

Furthermore, we believe an effective PSS must be established and managed by the peak industry organisations who are at the sharp end of refrigerant use, as well as being ultimately responsible for technician training and workplace safety.

AIRAH NAMES TRISH HYDE AS NEW CEO

Following a detailed recruitment process, the AIRAH Board has appointed Trish Hyde to the role of AIRAH Chief Executive.

Hyde replaces Tony Gleeson, M.AIRAH, who announced his impending resignation late last year, but will help with the seamless leadership transition over the coming weeks.

AIRAH President Paul Jackson, F.AIRAH, says Hyde’s passion for sustainability, proven ability to lead organisations, and capacity for change management matched the role’s requirements.

“We are excited to recruit someone of Trish’s talent, experience and character to the important role of AIRAH Chief Executive,” Jackson says. “Tony has laid a great foundation for the organisation over the past seven years, achieving wins in a number of key areas and working closely with the Board to set a bold, ambitious agenda for strategic transformation.

“With Trish at the helm, AIRAH is in an excellent position to take the next step as a contemporary member organisation, with a key role to play in our net zero future.”

Hyde has been CEO of several member-based associations that excelled in member value delivery, including advocacy, and has specific sustainability skills and knowledge, having worked on multiple APAC circular economy initiatives. These include The Plastics Circle, the Australian Packaging Covenant Organisation (APCO), the Association of Corporate Counsel (ACC), and the Confectionery Manufacturers of Australasia.

“This opportunity to lead AIRAH in its next chapter, is a true honour,” she says. “Built on the profession’s record of air control innovation, safety, and sustainability, AIRAH has the ability to help make our world more sustainable. I’m looking forward to working with the Board, the team, stakeholders, and our members on this journey.”

With a particular interest in the built environment and advocacy, Hyde is looking forward to promoting the role of HVAC&R in facilitating Australia’s path to net zero emissions.

“The profession has a right to be front and centre in the fight against climate change,” she says.

Hyde holds a Master’s Degree in Commercial Law, a Master’s Degree in Organisational Leadership, and a Bachelor of Business in Marketing.

Hyde started in the role on Monday, February 20.

HOW MUCH ARE DIRTY FILTERS COSTING YOU IN WASTED ENERGY CONSUMPTION?

Welcome to our ‘energy savings series’ where we use monitored data of actual HVAC sites to provide insights into energy and carbon emission savings strategies in HVAC applications.

By monitoring the HVAC services of a large distribution warehouse in Australia, we were able to measure the negative effect dirty filters had on the operation of the HVAC system and the substantial energy savings that could be realised through an improved maintenance plan.

Fourteen 210kW Temperzone rooftop package units are used to service this large distribution warehouse, each unit features a pressure differential sensor that provides tangible insight into the status of the air stream filters. These units have Modbus-enabled EC plug fans and an onboard Carel c PCO controller which connects directly to the filter sensor. Over time the degradation of the filter cleanliness was determined by the pressure drop readout as represented in the time series graph.

It was observed that the onboard filters become very dirty over a short space of time. In fact, after 30 days of 24/7 operation, the filter pressure drop increased by 29%, while the power consumption of the fans increased by 15%.

The increased operational costs of dirty filters were substantial. Each unit on the site consumed on average an extra 50kWh per day, due to dirty filters. Over the year this could result in 18,250kWh of unnecessary energy consumption across the entire site, and at an energy tariff of 10 cents per kWh would result in an extra $25,550* in total energy costs.

There are also compelling environmental considerations for maintaining clean filters. Given the site location’s carbon emissions factor from energy generation*, we can observe that each unit would annually prevent 18.4 tonnes of C02 emissions from energy generation by maintaining clean filters at 43pa.

Reviewing historical data, the biggest change in pressure drop occurs every 6 months when filters are either cleaned or replaced. Observing the real-world costs of running a unit with dirty filters it would be ideal to increase the frequency of filter maintenance to monthly.

Optimising Operational Efficiency

By including a differential air pressure sensor alongside the onboard unit controller, data can be ingested from the BMS and leveraged across system componentry, like the indoor fans, to better understand maintenance requirements. This strategy if developed correctly can help design service-level agreements which improve the quality of maintenance while reducing building operational costs

This year’s event is being held in our three regions – Northern, Central, Southern - across New Zealand. Regional challenges for July 2023 are in Auckland, Wellington and Christchurch. Regional challenges are a way for an apprentice to pitch themself against others in their region to find the top two finishers.

Final competition. The two top finishers from each regional challenge go into the final competition with 6 competitors battling it out for top honours to be awarded the “Wallie Askew Memorial Cup”. Palmerston North – Steelfort, 27-28th October

RULES AND ELIGIBILITY

With the recent announcement of the MOU from IRHACE with WorldSkills NZ the content of the competition has been updated to include different facets of the industry. These changes are so that we can work towards our ultimate goal for a New Zealand apprentice to represent us on the world stage at WorldSkills. Eligibility rules have been updated to allow for more competitors at an earlier time in their career to enter the competition i.e., 1st and 2nd year apprentices, whilst maintaining their enrolment in an apprenticeship.

• Competitors must have served at least 6 months of their apprenticeship and must still be enrolled as an apprentice at the time of the finals competition.

• Entrants can enter the competition a maximum of 5 times.

• Maximum age of 25 years at the time of finals competition.

The price to enter the competition remains FREE, with all regional challenge entrants paying for their own travel and accommodation (if needed).

Finalists who finish in the top two (2) in their region qualify for the final competition. Costs for travel and accommodation are the responsibility of the finalist or finalist’s company to, from and the duration of the final competition.

All entrants are expected to wear their company attire for both regional challenges and final competitions for the duration of the competition.

JUDGING AND MODERATION

All competitions will be run in the same month, where possible, to ensure integrity of criteria and consistency of judging by having one moderator attend each regional challenge and final competition. The Apprentices of IRHACE manage the moderation process:

1. Assessment Design and Development;

2. Implementation; and

3. Review and Evaluation.

Judges for all the competition will be, where possible, sourced within a region and be suitably qualified in refrigeration and/or air conditioning.

USE OF TECHNOLOGY

The competition will explore the apprentices’ current technical ability, theory knowledge and skill level with a practical exercise. Both the regional challenges and final competition will be split and judged in four sections

The Wallie Askew Memorial Workskills Competition is not intended to be a precursor to the “World Skills Competition” events which have aims, objectives, rule limitations and cost structures on a different basis.

If there is a potential candidate that exhibited the early ability to meet the World Skills criteria then a separate structure, funding, mentoring and training regime would be independently established by the IRHACE Council.

WHY DO I NEED A FILLERS LICENSE?

One of the roles of Refrigerant License New Zealand (RLNZ) is to ensure that there is a better understanding about Hazardous Substances and New Organisms Act 1996 (HSNO) requirements and the risks of releasing harmful refrigerants into the atmosphere.

RLNZ was part of the industry’s response to the Tamahere cool store disaster, when it was revealed that there was widespread ignorance of the regulations, and that many unqualified people were carrying out unsatisfactory work, often in direct contravention of the Compressed Gas and other regulations.

The Approved Filler course (required by the HSNO 2004 Compressed Gas Regulations) is the minimum legal obligation for anyone working with refrigerant.

Why do I have to do an Approved Filler certification when I am already qualified as a refrigeration technician?

Under the Health and Safety at Work (Hazardous Substances) Regulations 2017, anybody handling or recovering compressed gases must have had suitable training and hold an Approved Filler Test Certificate. Most refrigerants currently used in New Zealand are classified as compressed gases under the Health and Safety at Work (Hazardous Substances) Regulations 2017. Some refrigerants currently used in New Zealand such as propane and butane are flammable and hazardous substances under the HSNO Act. Therefore, nearly all users of refrigerants are required by legislation to hold an Approved Filler Test Certificate.

What are A2/A2L refrigerants?

A2/A2L refrigerants are: R1234yf, R1234ze, R454C, R455A, R454A, R454B, R447A, R32, R452B. If you are using any of these refrigerants then pass an A1 online theory, A2/A2L online theory and A2/A2L practical assessment.

WHAT IS INVOLVED IN BECOMING A VERIFIER?

We are calling for verifiers from across New Zealand to become involved in the practical assessments. Our gold verifiers have passed their practical assessments and these people are now available to train new verifiers.

WHAT IS INVOLVED IN BECOMING A VERIFIER?

Gold verifiers (Train the Trainer) are able to train and provide instructions to other Verifiers to increase RLNZ’s network.

1. Apply to RLNZ to become a verifier

2. Pass both the A1 and A2/A2L online theory courses

3. Complete a practical assessment either remotely or F2F

4. RLNZ to approve or decline applications

5. RLNZ seeks approval from a WorkSafe Certifier.

Verifiers are able to observe and mark practical assessments within their company and potentially have a hub of organisations that they work with to provide this service. There is also the opportunity for skilled refrigeration engineers to become an independent verifier and provide practical assessments to a range of companies and locations.

DO I HAVE TO BE IN A CERTAIN AREA TO BECOME A VERIFIER?

RLNZ would like to appoint verifiers both in the main and rural centres in New Zealand. With rising petrol prices and workloads, the more locations we can setup across New Zealand the better service we can provide the industry. However, there maybe some areas where the number of verifiers are limited.

WHAT IS THE ADVANTAGE FOR MY COMPANY TO HAVE A VERIFIER?

In larger companies and especially ones that have branches it provides you with a fast and effective method of taking all your staff through the Approved Filler Courses, Having your own verifier means you wouldnt need to pay for the practical assesment, and this keeps your costs down. RLNZ encourages you to put through all of your staff through the courses.

If you are a smaller company or have staff that haven’t sat the Approved Filler Course before then it is more likely that an independent verifier suits your needs. RLNZ can provide you with the names of independent verifiers once your staff have completed and passed the online theory courses.

WHAT DOES IT COST?

A verifier needs to complete and pass both the A1 and A2/A2L online theory courses, practical assessment; and receive instruction and resources from a gold verifier. There is a one-off cost of $250 + GST which is paid to RLNZ and includes:

• Online theory test A1

• Online theory test A2/A2L

• Practical assessment

• RLNZ Verifier Workbook

• RLNZ Verifier Assessments and Instruction forms

• RLNZ Verifier video

• Instruction from a Gold verifier

Recently RLNZ was approached by a prominent New Zealand business looking for help with training for their staff over their multiple locations. They also wanted help in developing a step-bystep procedures manual for their staff whom deal with their refrigeration plant and refrigerant of choice.

Matt Birch, RLNZ Chair met with their technical manager and the site manager to discuss what RLNZ could do for them. After discussions and understanding of their needs RLNZ was able to speak with RLNZ’s training partners and located a suitable trainer and the connection was made.

RLNZ are delighted that organisations are recognising RLNZ and using our network/connections to gain industry knowledge and training.

Hanga-Aro-Rau’s latest news contains information for our industry on qualification reviews, industry summit, National industry advisory groups and Industry standards.

Expressions of interest have now closed. Hanga-Aro-Rau are forming eight new National Industry Advisory Groups (NIAGs). These eight NIAGs are sector-specific and support Hanga-Aro-Rau’s operations and guiding priorities. The NIAGs cover the following sectors:

• Engineering (includes Refrigeration and Air Conditioning)

• Food and Beverage

• Commercial Road Transport

• Extractives and Energy

• Ports

• Automotive Engineering

New Zealand Certificate in Air Conditioning Installation (Level 4)

This qualification is designed for individuals already working within the industry, interested in gaining a credential that will enhance their employment opportunities or people in allied trades such as electrical and plumbing who wish to enter the RHVAC industry.

The programme focuses on the types of commercial and residential units commonly installed, including ducted systems and variable refrigerant flow units. Installation covers the requirements of seismic restraints, passive fire, and retaining the structural integrity of buildings, among others. It is delivered on the job and is a two-year certificate.

M.IRHACE, member since 2002

I have been in the engineering and construction industry for 40 plus years and currently work as a Building Service Manager for Naylor Love in Wellington. Some of my career highlights include:

• Motunui Synthetic Fuel Plant. 12,000 piles at depths of up to 15 metres to form the new foundation, mobile cranes brought in from other countries to carry out some of the heaviest lifts in New Zealand back in the day.

• Marsden Point Oil Refinery Expansion. A giant jigsaw of pipework the height of a 3-story high building.

• Construction of Hospital W01 Wellington. 30 plus evacuation zones with zone pressurisation systems.

• Seismic strengthening Majestic Centre to 100% NBS. Creating tunnels inside existing air handling units to remove the floor, then install and fix 20mm thick steel plates to the concrete slab and finally reinstate the AHU.

• Upgrading the infrastructure and expansion of a Live Datacentre in Wellington.

It has been a pleasure working in this industry, the challenging projects, the experiences I have gained and finally a big thank you to all the people I’ve worked with along the way!
