New home sales down in November but expected to rise

E

levated mortgage rates acted as a drag on new home sales in November, but with the peak rate cycle apparently in the rear-view mirror, sales are expected to rise as we move into the new year. Sales of newly built, single-family homes in November fell 12.2% to a 590,000 seasonally adjusted annual rate, according to newly released data by the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. The pace of new home sales in November was the lowest annual rate since November 2022 but sales are up 3.9% on a year-to-date basis due to a lack of resale inventory. “New home sales activity should improve in the months ahead as mortgage interest rates settle in below a 7% rate,” said Alicia Huey, chairman of the National Association of Home Builders (NAHB) and a custom home builder from Birmingham, Ala. “Our latest builder survey turned positive in December, with builders indicating they expect a rise in future sales.” “New home sales were weaker in November as mortgage interest rates likely reached a cycle peak at a 7.79% per Freddie Mac at the end of October,” said NAHB Chief Economist Robert Dietz. “Mortgage rates have since moved lower, with Freddie Mac reporting a

30-year fixed-rate of 6.67% this past week.” A new home sale occurs when a sales contract is signed or a deposit is accepted. The home can be in any stage of construction: not yet started, under construction or completed. In addition to adjusting for seasonal effects, the November reading of 590,000 units is the number of homes that would sell if this pace continued for the next 12 months. New single-family home inventory in November jumped to the highest level since November 2022, rising 16.5% from the previous month to 451,000. This represents a 9.2 months’ supply at the current building pace. A measure near a 6 months’ supply is considered balanced. However, the market currently requires a higher level of new construction inventory due to a persistent lack of resale inventory. Newly built homes available for sale accounted for 31% of total homes available for sale in November, compared to an approximate 12% historical average. The median new home sale price in November was $434,700, up 4.8% from October, and down 5.9% compared to a year ago. Regionally, on a year-to-date basis, new home sales are up in all four regions: up 4.9% in the Northeast, 3.6% in the Midwest and 4.4% in the South and 2.6% in the West. n

Builder sentiment rises on falling interest rates

F

alling mortgage rates helped end a fourmonth decline in builder confidence, and recent economic data signal improving housing conditions heading into 2024. Builder confidence in the market for newly built single-family homes rose three points to 37 in December, according to the NAHB/Wells Fargo Housing Market Index (HMI). “With mortgage rates down roughly 50 basis points over the past month, builders are reporting an uptick in traffic as some prospective buyers who previously felt priced out of the market are taking a second look,” said NAHB Chairman Alicia Huey. “With the nation facing a considerable housing shortage, boosting new home production is the best way to ease the affordability crisis, expand housing inventory and lower inflation.” “The housing market appears to have passed peak mortgage rates for this cycle, and this should help to spur home buyer demand in the coming months, with the HMI component measuring future sales expectations up six points in December,” said NAHB Chief Economist Robert Dietz. Dietz added that the recent pessimism in

builder confidence this fall has been somewhat counter to gains for the pace of single-family permits and starts during this time frame. “Our statistical analysis indicates that temporary and outsized differences between builder sentiment and starts occur after short-term interest rates rise dramatically, increasing the cost of land development and builder loans used by private builders,” Dietz noted. “In turn, higher financing costs for home builders and land developers add another headwind for housing supply in a market low on resale inventory. While the Federal Reserve is fighting inflation, state and local policymakers could also help by reducing the regulatory burdens on the cost of land development and home building, thereby allowing more attainable housing supply to the market. Looking forward, as rates moderate, this temporary difference between sentiment and construction activity will decline.” But with mortgage rates still running above 7% throughout November, per Freddie Mac data, many builders continue to reduce home prices to boost sales. In December, 36% of builders reported cutting home prices, tying the previous month’s high point for 2023. The

Single-family housing starts surge on falling interest rates

S

ingle-family construction surged in November as lower mortgage rates helped to assuage affordability concerns and unleash pent-up demand for housing. Overall housing starts increased 14.8% in November to a seasonally adjusted annual rate of 1.56 million units, according to a report from the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. The November reading of 1.56 million starts is the number of housing units builders would begin if development kept this pace for the next 12 months. Within this overall number, single-family starts increased 18% to a 1.14 million seasonally adjusted annual rate. However, single-family starts are down 7.2% year-to-date. The multifamily sector, which includes apartment buildings and condos, increased 6.9% to an annualized 417,000 pace.

“Lower interest rates and a lack of resale inventory helped to provide a strong boost for new home construction in November,” said Alicia Huey, NAHB chairman. “And while these higher starts numbers are consistent with our latest builder survey, which shows a rise in builder sentiment and future sales expectations, home builders continue to contend with elevated construction and regulatory costs.” “The single-family starts figure is remarkably strong, and we would not be sur-

Meanwhile, 60% of builders provided sales incentives of all forms in December, the same as November but down slightly from 62% in October. Derived from a monthly survey that NAHB has been conducting for more than 35 years, the NAHB/Wells Fargo HMI gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI index gauging traffic of prospective buyers in December rose three points 24, the component measuring sales expectations in the next six months increased six points to 45 and the component charting current sales condition held steady at 40. Looking at the three-month moving averages for regional HMI scores, the Northeast increased two points to 51, the Midwest fell one point to 34, the South dropped three points to 39 and the West posted a four-point decline to 31. n

Overall permits decreased 2.5% to a 1.46 million unit annualized rate in November. Single-family permits increased 0.7% to a 976,000 unit rate. However, single-family permits are down 8.4% year-to-date. Multifamily permits decreased 8.5% to an annualized 484,000 pace. Looking at regional permit data on a yearto-date basis, permits are 19.9% lower in the Northeast, 15.3% lower in the Midwest, 10.3% lower in the South and 12.8% lower in the West. n

HBAMT leaders installed, winners awarded

T

he HBAMT’s 79th Annual Builders First Source Installation Banquet and Awards Ceremony was held December 7 at the Cool Springs Marriott in Franklin, Tennessee. Association members celebrated the outstanding accomplishments of the past year and welcomed the officers and directors who will be leading the HBAMT in 2024 and the years ahead. Award recipients included the year’s top sales and marketing performers who were recognized with the presentation of the Sales and Marketing Council’s Circle of Excellence Awards. More on these awards can be found on page 14 and fifteen. Randall Smith and James Carbine conducted the 2023 HBAMT Hall of Fame induction ceremony, a highly anticipated feature of the banquet. Prestigious association members and leaders are recognized for their many contributions and accomplishments and are officially inducted into the hall. Carbine introduced 2023 inductees Tonya Jones and

Mark McMillen. Smith introduced inductee Doug Herman. Doug’s wife Tari and daughter Lindsay accepted the induction on his behalf along with friend and business partner Andy Ferguson of Legend Homes. More on the Hall of Fame inductees can be found on page 13 and sixteen. Following the Hall of Fame ceremony, John Sheley went "off script" to recognize Connie Nicley who celebrated her 45th year with the association in 2023. The special moment included a video with thank yous and congratulations from past presidents and a presentation of flowers and a plaque of recognition from Connie's daughter Savannah Nicley. See photos on page seventeen. Prior to the 2024 President's Installation, outgoing president Brandon Rickman gave his closing remarks and outlined notable achievements and accomplishments made during the past year. Jim Hysen, Landvenues, was then installed as the association’s 2024 President by John Sheley, HBAMT's Executive Vice-President.

Hysen then installed this year’s officers, directors, and chapter and council presidents. Senior Officers for the upcoming year are Vice President Kelly Beasley and Secretary/ Treasurer Eli Routh. Local Directors in 2023 will include Derek Budde, Danny Clawson, Jody Derrick, Christina James, Jimmie Johnson, Jr., John Nehrenz, Lauren Pennington, and Wiggs Thompson. State Directors will include Kelly Beasley, Derek Budde, Jordan Clark, Jim Hysen, and Eli Routh. National Directors will include Jordan Clark, Jimmy Franks, Trey Lewis, Eli Routh, and Nick Wisniewski. Associates Council officers installed for 2024 included President Margaret Tolbert, Senior Vice-President Jennifer Earnest, Vice-President Leslie Hubbell, and Secretary/ Treasurer Joe Dalton. Sales and Marketing Council officers include President Beth Lewis, Vice President Chuck Payne, and Secretary/Treasurer Kristen Carbine-Alford.


Chapter Presidents installed included: Lisa Underwood, Maury County; Joe Dalton, Sumner County; Christina James, Williamson County; and Margaret Tolbert, Wilson County. Volunteer chairs, who donate countless hours of their time to the association, were awarded for their continuing service during the banquet. Among those recognized were Brandon Rickman, Membership Chairman; Jordan Clark, Legislative Chairman; Randall Smith, FHA Chairman; Trey Lewis, PAC Chairman; David Hughes, Ethics & Arbitration Chairman; Ryan Meade, Builders Show Chairman; Jimmy Franks, Showcase Chairman; and Lisa Underwood, Bus Tours Chairman. There were many outstanding achieve-

ments and performances in 2023 and the best of the best were recognized during the evening. Danny Clawson won the Reese Smith Builder of the Year Award. Kevin Hale was the recipient the Associate of the Year Award. Brandon Rickman presented his 2023 President’s Award to David McGowan. James Carbine was presented the Member-to-Member Builder Award. The award is presented to the builder member who does the most business with fellow HBAMT members during the year. And Brandon Rickman won the SPIKE of the Year Award for recruiting the most members in 2023. See page twelve for more on the Best of the Year award winners. A big thanks to Builders First Source for
