How American Legion Post 114 found a way to build a new lodge and 12 affordable homes for local vets By Jill Palermo

For decades, starting around 1950, members of American Legion Post 114 made good use of their white cinderblock lodge on Prince William Street in Manassas. It’s where the post’s Black members held monthly meetings and family barbecues, building a sense of community among vets who didn’t feel welcome at other veterans’ organizations, which for a time were mostly segregated. But that began to change about a decade ago, when the aging lodge fell deeper and deeper into disrepair. Since about 2014, American Legion Post 114’s building has been unusable due to rotting floorboards, mold, mildew and paneling that was all but falling off the walls. Its decrepit state forced the post’s members to hold meetings elsewhere, sometimes at the Manassas Museum, and since the pandemic, mostly on Zoom.

At the same time, the post’s members were consumed with worry about what to do about the deteriorating lodge. American Legion Post 114 has a proud history. It was founded in 1946 by 16 African American veterans of World War I and World War II. They built the lodge and over the years came to own the building and two adjacent lots on Prince William Street, totaling 1.4 acres. One of the lots contains a small house, which the post rents to earn income. The Post also had a short-term commercial mortgage of about $140,000 that required monthly payments. In about 2016, the Post found itself in a tough spot. The mortgage was coming due, and its lender didn’t want to renew the loan. Post 114’s leaders could have sold all three lots, but then they would lose their lodge as well as any means of building a new one, said Don Scoggins, who was commander of the Post at the time.

Officials mark full opening of the I-66 Express Lanes

The $3.7 billion public-private partnership built two new tolled Express Lanes in each direction as well as two new free generalpurpose lanes, transforming I-66 into a 10-lane roadway.

A ‘gamechanger’ for Prince William

During the Nov. 29 ribbon-cutting ceremony, Wheeler, D-At Large, said the project “makes a difference” for Prince William County residents. “It’s no secret that those of us out in Prince William County have been plagued with some of the worst commutes for decades going into D.C. That actually changes today,” she said. “This is a gamechanger for Prince William County. We are grateful -- as the second largest jurisdiction [in Virginia] with half a million people -- we are finally fully connected to our neighbors and the rest of Northern Virginia.” With regard to the tolls, which can top $25 each way during morning and evening commutes, Wheeler said drivers have a choice of whether to use the Express Lanes. She noted that residents may want to pay the toll when rushing to the airport, like she recently did, but may not want to pay at other times. The four Express Lanes, and the tolls they generate, subsidized the cost of adding the two new general-purpose lanes, which are free, Wheeler said. “The people on the [Express Lanes] are bearing the cost of the extra lane[s],” she said, adding that “theoretically and technically you should have traffic move fast[er]” in general purpose lanes as well. Eligible high-occupancy vehicles can use the Express Lanes for free. Like the Interstate 95 corridor, the I-66 Express Lanes will convert to HOV-3 on Monday, Dec. 5. Previously, the I-66 corridor had always required vehicles to have only two occupants to qualify as HOV, but that is changing now that the Express Lanes are fully open. Wheeler said she believes more I-66 commuters will begin “slugging” to and from work as a result of the change. Slugging on I-66 is “already happening,” she added, and will increase “organically” like it did on I-95. Slugging is an informal kind of carpooling by which drivers line up at commuter lots to pick up riders to fill their vehicles with at least two passengers, enabling them to use the HOV-3 lanes toll free. In Prince William County, the I-66 project paid for two newer commuter parking lots: the University Boulevard lot near University Boulevard and U.S. 29 in Gainesville, which opened in 2019, and the new commuter lot at Century Park Drive and Va. 234 in Manassas dubbed the “Balls Ford commuter lot,” which is scheduled to open this year, according

to the Virginia Department of Transportation. Both lots were paid for through the public-private partnership that built the Express Lanes. The deal provided about $800 million for improvements in the I-66 corridor that were separate from the actual roadway. In Prince William County, those projects included the new Balls Ford Road interchange, now under construction, and a new structured parking garage planned for the Virginia Railway Express station in Manassas Park, which is scheduled to open in 2024. Overall, the project added a total of 4,000 parkand-ride spaces with access to the Express Lanes throughout the I-66 corridor as well as enhanced commuter bus service, new ramps, improved interchanges and 11 miles of new bike and pedestrian trails. “The commuter lots are already full and getting busy again,” Wheeler said. “The fact that you can get on right from the commuter lots -- jump on the bus and get right on the Express Lanes -it’s pretty incredible.”

Segmented, dynamic tolling

In addition to the ramps from the commuter lots, drivers can access the I-66 Express Lanes from a variety of entrance points. Tolls are dynamic and change depending on traffic volumes to keep traffic flowing. Tolls are charged in segments and are posted on signs above the roadway so drivers can see how much they will have to pay between various points before they enter the lanes. Motorists can estimate their toll costs online at https://ride66express.com/plan-your-trip/ before hitting the road. The website uses “historical averages” to estimate toll pricing and notes that “actual tolls charged may vary depending on traffic congestion and the classification of the vehicle.” For example, a driver entering the westbound toll lanes at 3 p.m. at I-495 and exiting at U.S. 50 could pay a toll of about $8.40. At 5 p.m., the same ride is estimated to cost $9.95, according to the website calculator. If the driver continued to the Express Lanes’ western terminus at Va. 29, the estimated toll would be $23.80 at 3 p.m. and $26.85 at 5 p.m. Tolls are in effect 24 hours a day, every day. Drivers are required to have an E-Z Pass tran-

sponder affixed to their windshield before using the lanes, although the technology will take a picture of vehicles’ license plates and send mailed bills for tolls if vehicles use them without a working transponder. Drivers with at least three occupants in their vehicles should set their E-Z transponders to the “HOV On” mode to avoid paying the tolls. Motorcycles, commuter buses and school buses can drive in the I-66 Express Lanes toll free. Vehicles not allowed to use the Express Lanes at any time include standard two-axle vehicles pulling a trailer or boat, extended large trucks and double-trailer semi-trucks. If an unpermitted vehicle uses the toll lanes, tolls charged will increase exponentially.

Public-private partnership

VDOT partnered with I-66 Express Mobility Partners -- a consortium of infrastructure companies – to build the Express Lanes and related projects. EMP issued the winning bid for the project in 2015. EMP funded the “mega-project” at no cost to Virginia taxpayers but with the help of initial tolls in the HOV-2 lanes, which began when the construction project kicked off in 2017. EMP is made up of three firms: Cintra, the North American subsidiary of Ferrovial, a Spainbased infrastructure company; Meridiam, a France-based global investment company that specializes in sustainable public infrastructure; and APG Group, a global pension provider based in the Netherlands. While the Commonwealth of Virginia maintains ownership of the Express Lanes through VDOT, EMP will operate the Express Lanes though 2066 under a 50-year contract. The “partnership transferred the responsibility for financing and the risk management to the private sector, protecting Virginian’s tax dollars while accelerating the delivery of this critically needed transportation project,” Youngkin said Tuesday. “We hear lots about public private partnerships, but to see one come to fruition in this manner is a moment for everyone to get your textbooks out and write a case study, because this one was extraordinary,” he said. County’s social justice commission chair announces school board bid By Jill Palermo

For nearly the past two years, Shantell Rock has served as the chair of Prince William County’s Racial and Social Justice Commission, a panel the county supervisors created in late 2020 to examine whether minority residents face barriers in accessing county services. Now, Rock, 47, is setting her sights on elected office: the Woodbridge District seat on the Prince William County School Board. All eight seats on the Prince William County School Board are up for reelection in November 2023. Rock, an Army veteran and paralegal, was appointed to the Racial and Social Justice Commission by Supervisor Margaret Franklin, D-Woodbridge. Rock said she sought a way to “give back” to the community in the wake of the 2020 murder of George Floyd, who was killed by a Minneapolis police officer. But Rock, a Democrat, says she is now most concerned about Prince William County’s schools and partic-

Rock grew up attending Prince William County schools and raised three adult children, ages 31, 29 and 27, who attended schools in both Prince William and Spotsylvania counties. Now, Rock and her husband Jason are raising two adopted children and three foster children,

all boys ranging in age from 6 to 18. Rock said she is frustrated with how the school division handled a September incident involving a gun reported at Freedom High School, where three of her boys are students, and what she perceives as a lack of sufficient support for students at risk for dropping out of school. The gun incident was the “straw that broke the camel’s back,” she said. The school went on lockdown for about three hours, and both students and parents were left in the dark, she said, about exactly what was happening. Holed up in their classrooms, some students were anxiously texting their parents out of fear about a possible shooting or other concerns, such as not being able to leave to use the restroom. Meanwhile, parents had gathered in the school parking lot but weren’t able find out what was happening until Rock called Chief of Police Peter Newsham, with whom Rock serves on the Racial and Social Justice Commission. She said Newsham told her police had locked down the school to look for the gun, which

Taking care of their own HOUSING, from page 1 Scoggins, 77, is an Army veteran who spent his career in housing. While serving in Vietnam, Scoggins was a housing advisor to the mayor of Da Nang. When he returned to the U.S., he got a job in urban planning for the District of Columbia, where he worked with the nonprofit Frederick Douglass Housing Corporation. Later, he spent 25 years as a real estate broker and then worked in leasing for the federal government. This past July, Gov. Glenn Youngkin appointed Scoggins to the Virginia Housing Authority board. So, when Scoggins became commander of Post 114, he got to thinking about how the organization could leverage its property to build a new lodge. “I told the group, if I’m going to be commander, I’m going to quit if we don’t do something about that lodge,” he said in a recent interview. That’s when Scoggins came up with the idea of offering the land to a developer to build new housing. “The idea was to find a way to get the money to rebuild the post, but then I switched it to: Maybe we can find the money to build housing on [the land],” he said. Scoggins said he found the Virginia Housing Development Corporation through a Google search and told someone there about his idea. They connected him with People, Inc., a nonprofit that develops affordable housing in Virginia and Tennessee as part of its mission to serve low-income residents. Scoggins worked with People, Inc. to come up with a plan. The idea was to rebuild the American Legion Post 114 lodge while also serving the community in a unique and profound way: by building affordable housing geared for low-income veterans. Their first idea involved building a new post lodge alongside a garden apartment building with about 30 units. But that plan proved to be too large for post’s Prince William Street neighbors, all of whom live in single-family homes. Then, they came up with the current plan: building a new 3,000-square-foot American Legion lodge alongside six duplexes. Each duplex will

Half will have one bedroom, the other half, two bedrooms. The smaller units will be about 645 square feet, while the larger units will be 965 square feet, said Hunter Snellings, People, Inc.’s director of affordable housing development. Two of the units will be handicap-accessible, but all will be built according to “universal design standards,” meaning they will have wide hallways and other features that make them ideal for aging in place, Snellings said. The units will be reserved for residents making up to 80% of the area median income, or about $63,000 a year for a single person and up to $72,000 for a couple, and the rents will be adjusted accordingly. The units will also carry a preference for veterans, meaning they will be reserved for qualifying veterans for 60 days before they are made available to the wider community. People, Inc. will work with local social service agencies to identify renters who qualify, Snellings said. The project needed a rezoning from the Manassas City Council to convert the three lots from “R-2S,” or small-lot, single-family residential, to B-3.5, “city center planned.” The project sailed through the Manassas City Council with a unanimous vote of approval on Monday, Nov. 28. In an interview before the vote, Manassas City

wasn’t found. Shortly thereafter, the lockdown was lifted. In a news release the police department issued that day, police said a student took a picture of the gun in a school bathroom, and that the picture was posted to social media. The school was locked down for about three hours while police searched for the gun but never found it. School division officials, Rock said, “lack empathy, compassion and sympathy for the parents and the children who had to deal with” the lockdown. “There’s no empathy,” she said. “For me, personally, I think some of the [school board members] have been on the dais for so long that that they have lost sympathy and empathy for the community.” Rock said she’s also concerned about what she perceives as a lack of outreach to students at risk for dropping out of school. She said she was disappointed to learn that Freedom High School administrators did not do more to help one of her son’s See ROCK, page 6

Councilman Mark Wolfe said he worked for years with the American Legion Post 114 to come up with a solution for their aging building and was glad to see the affordable housing project move forward. “It’s a great idea for the legion – big time,” Wolfe said. “It helps them build a new lodge, and it helps clean up a blighted part of Prince William Street.” “I’m very pleased with where we ended up,” he added. “It’s a really quality project that will serve the both the veterans and the community.” People, Inc. formed an LLC to take ownership of the property along with American Legion Post 114. People, Inc. will manage the units once they are finished, Snellings said. Building the new lodge, the 12 duplexes and a parking lot with about 40 spaces will cost about $4.5 million. Snellings said People Inc. is hoping to secure financing in 2023 and expects to break ground in early 2024. The project will likely take about a year to finish, he said. Once complete, the project will be People, Inc.’s first affordable housing project in Prince William County, Snellings said. For People, Inc., the best part of the deal is that it came with free land, which is key to making an affordable housing project work in pricey Northern Virginia, Snellings said. “Any chance you get where you can decrease or eliminate the cost of purchasing land, that goes a long way to making a plan financially feasible,” he said. “People, Inc. was really a godsend,” Scoggins said. “If it wasn’t for them, we would have had to go out of business.” Scoggins said the plan has lifted a huge burden from the American Legion Post 114, which has dwindled to 50 members, about 15 of whom are active. Once their rebuilt lodge is finished, they hope to get back to hosting meetings and get-togethers and refocus on their mission: serving local veterans and the wider community. Being able to provide housing for veterans is icing on the cake. “It’s exciting because it provides what we really wanted, which was to find a new home” for Post 114, Scoggins said. “The housing part was secondary, but it’s become equal to what we were trying to do.” Reach Jill Palermo at jpalermo@fauquier.com

County pedestrian deaths reach decade high

Loss of 2 more residents over holiday weekend brings annual total to 10 Staff Reports Two more pedestrians were struck and killed on Prince William County roadways over the Thanksgiving holiday weekend, bringing the total number of pedestrians lost in the county this year to 10 – the highest annual total in more than a decade. The latest crashes involved an 82-year-old Manassas woman, who was struck and killed while walking on Hoadly Road in Manassas, and a 35-year-old Dumfries woman, who was struck while walking on Prince William Parkway, according to Prince William County police. Sarah Jane Williams, 35, of Dum-

fries, died at an area hospital on Friday, Nov. 25 after she was struck by a minivan while walking along Prince William Parkway in the mid-county area. A police investigation determined Williams was walking “within the middle of the roadway” near Crooked Knoll Way, when she was struck by a 45-year-old Manassas Park man driving a 2005 Toyota Sienna, according to Officer Adam Beard, a Prince William County police spokesman. In the second incident, Alice L. Fouchea, 82, of Manassas, was struck by a 2016 Volkswagen Beetle while she was walking along Hoad-

ly Road in Manassas at 4:38 a.m. on Monday, Nov. 28, according to police. The police investigation determined the Volkswagen, driven by a 66-year-old Woodbridge man, was traveling east on Hoadly Road near Ridgefield Village Drive when it struck Fouchea, who was walking within the roadway and outside of the crosswalk, according to 1st Sgt. Jonathan Perok, a Prince William County police spokesman. The driver of the Beetle remained at the scene of the crash and was transported to an area hospital for precautionary reasons, Perok said in a news release.

Officers attempted CPR on Fouchea until rescue personnel arrived, but she was pronounced dead at the scene, the release said. Neither speed nor impairment appear to be factors in the incidents. Investigators with Prince William County’s crash investigation unit are asking anyone who may have witnessed this crash to contact police, the release said. Prince William County lost seven pedestrians on area roadways in 2021. Prior to 2022, the highest annual total of pedestrians killed on area roadways was nine, which occurred in 2012, according to the Virginia Department of Motor Vehicles.

Woman seriously injured in 2-alarm townhouse fire in Dumfries A woman suffered serious injuries Saturday morning in a two-alarm townhouse fire in the Williamstown area of Dumfries, according to Prince William County Fire and Rescue Department officials. Firefighters were dispatched to the 3600 block of Dalhgreen Place at about 7:25 a.m. on Saturday, Nov. 26 for a report of a person trapped inside a townhouse on fire. A second alarm was requested due to the trapped victim, according to Prince William County Assistant Fire Chief Matt Smolsky. Crews arrived to find heavy smoke on the first and second floors from a fire in the basement, Smolsky said in a news release. The trapped woman was found in an upstairs bedroom. Firefighters protected her in-place until she could be lowered to the ground with an aerial ladder, Smolsky said. After the rescue, the woman was transported to a regional burn center via helicopter, Smolsky said. The fire was quickly extinguished. The fire caused “moderate” damage to the townhome and “minimal” damage to one adjoining townhouse. The Red Cross is assisting four displaced residents, all of whom are adults, Smolsky said. The cause of the fire remains under investigation, Smolsky said. The incident is another reminder that working smoke detectors save lives, Smolsky said. “Working smoke detectors provide your best means of escaping a fire in your home. Smoke detectors provide the early warning needed to escape a fire,” Smolsky said. “Smoke detectors should be tested monthly, and batteries changed as recommended.”

Zaimis also said the department’s pay had fallen behind that of neighboring jurisdictions and that officers are also working mandatory overtime. “I wish the citizens of Prince William County truly understood how few officers are policing our streets right now,” Zaimis said. “If they did, this chamber would be full of angry citizens today.” At the close of the public hearing, the supervisors voted 5-3 to approve

the ordinance with all five Democrats voting in favor of the new law and the three Republicans – Supervisors Pete Candland, R-Gainesville; Jeanine Lawson, R-Brentsville; and Yesli Vega, R-Coles – voting against it. Board Chair Ann Wheeler, D-At Large, called the passing the ordinance the start of “a new era in Prince William County.” Wheeler further noted that the collective bargaining for county employees is standard around the U.S. and will not preclude the county from retaining its much-touted triple, triple-A bond rating, which affords it the ability to borrow at low interest rates. Still, she acknowledged that allowing employees to collectively bargain will impact the county’s budget but said the supervisors have made “structural changes” to allow the county to afford to pay employees more. “I see it as a very good thing for our employees. This budget season, we re-

ally want to focus inward on our employees,” Wheeler noted, suggesting that pay raises would be a priority. Directly after the vote, Boddye introduced two directives meant to address employees’ concerns about the collective bargaining ordinance. The first established the 90-day review period during which employees can continue to voice concerns and suggest changes. If the supervisors agree that changes are needed, the board could elect to hold another public hearing on any proposed amendments. That directive passed in the same 5-3, party-line vote. Secondly, Boddye directed the county staff to research possible changes to “section 19” of the county’s code, which keeps the county from allowing part-time employees to participate in collective bargaining. County attorney Michelle Robl said her office would research what would need to be done to include

part-time employees in collective bargaining, analyze the impact of such a change and make a recommendation as to how the board should proceed. That directive passed in a 6-2 vote with Candland voting along with the board’s Democrats to approve it. Regarding lagging pay and staff vacancies, several supervisors said they hoped to begin working soon on pay increases. In the meantime, Supervisor Victor Angry urged police, firefighters and all county employees to “hold on” despite challenges with pay and staff shortages. “All of my public servants, you’re very important to this county. I would simply ask that you hold on,” Angry said. “Let’s see how we can fix this thing and get it right. It’s not going to happen overnight. Prince William County’s Neabsco Regional Park, home of the Neabsco Creek boardwalk, will host two festive events this holiday season: a light display and a holiday tree display -- all for free. The new “Holiday Walk of Lights” opened Saturday, Nov. 26 at dusk and features handcrafted light installations on the path to the boardwalk as well as thousands of lights illuminating the three-quarter mile boardwalk. On Dec. 10, decorated holiday trees will be added to the boardwalk to complement the experience. This is the second year for the holiday tree display, but the first year for the walk of lights display, said Amir Wenrich, assistant director of marketing for Prince William County’s Parks, Recreation and Tourism Department. Last year’s holiday tree display was so popular that the parks department came up with the idea to add the light installations to enhance the outdoor holiday experience at Neabsco Regional Park, Wenrich said, noting that the idea took about a year to develop. With input from the parks department, a private contractor, Virginia Christmas Lighting and Décor, created and installed the holiday light display, Wenrich said.

Whether the light display along the Neabsco boardwalk will be an annual event remains to be seen, Wenrich said. The parks department will monitor the popularity of the event over the next month. To bring it back next year, the department would need to secure an ongoing funding source. The wooden trees that will be added on the boardwalk on Dec. 10

were cut from plywood by the county’s historic preservation department and painted and decorated by community groups, local businesses and families. Parks department staff will be present at the events, and park rangers will patrol the park as well, Wenrich said. The county invites all residents to visit the Neabsco Regional Park and meander through the magical holiday light and tree displays. Prolific quarterback Tristan Evans and the Freedom-Woodbridge Eagles (13-0) hope to take a big step toward winning their first Class 6 football title on Saturday when they host Western Branch at 2 p.m. in the state semis.

Freedom High, which experienced a run of lean seasons after opening in 2004, is within sight of their first Class 6 football championship. Featuring a record-setting offense and stingy defense, the Eagles (13-0) built a 29-0 halftime lead in downing visiting Patriot 53-21 in the Region B title game last Saturday and next host Western Branch (11-2) at 2 p.m. Saturday in the state semifinals. The records keep on falling for quarterback Tristan Evans and the Eagles’ point-per-minute offense. After adding eight touchdowns and a safety against Patriot, the Eagles have a VHSL-record 835 points this season, topping the 819 by Hampton in 1996 and Manchester in 2018. Evans, the Eagles’ 5-foot-10, 170-pound junior quarterback, tossed two more touchdown passes giving him 54 for the season, tying the 2012 mark of Dominick Broaddus of Essex in 2012. Jeffrey Overton ran 21 times for 120 yards and two TDs. The Freedom defense was also disruptive, recording a safety and intercepting three passes. This is Freedom’s best season since 2018 when they downed W.T Woodson to win the region title, then downed Westfield 35-28 in the state semifinals before falling to Manchester 49-7 in the state championship. Patriot (11-2), which opened in 2011, was bidding for its first trip to the state semifinals.

A year ago, Brentsville won its first-ever region football title in stunning fashion, eliminating Meridian 13-7 on a 49-yard catch-and-run touchdown by running back Bryce Jackson on the final play of the game. This year, the Tigers are region champions again after dominating visiting Warren County 35-7. The Class 3 Region 3 title game was in doubt for a while before Brentsville (12-1) broke it open. Brentsville led 14-0 at halftime courtesy of Nico Orlando’s 33-yard first quarter TD run and a TD pass from Caleb Alexander to Langston White midway through the second quarter. Jaidyn Foddrell increased the lead to 21-0 with a 35-yard interception return early in the third quarter. Alexander was the catalyst, com-

pleting 12 of 20 passes for 135 yards and three TDs. The junior dual threat signal caller added a 20-yard TD pass to Ryan Beckman and 34-yarder to

OBITUARIES Florian Norbert “Red” Hofer Florian Norbert “Red” Hofer, age 88, a resident of Warrenton, VA, passed away on November 20, 2022, at Fauquier Hospital of Warrenton, VA. He was a devoted husband and father, computer scientist, entrepreneur and philanthropist. Former Rector and Visitor, University of Mary Washington, and member of the board of The Potomac Foundation. Following service in the U.S. Air Force during the Korean War, he obtained his Bachelor of Science in Mathematics and did graduate studies at Emporia State Teacher’s College, Emporia, Kansas, joining the U.S. Army as a civilian in 1961 at White Sands Missile Range, New Mexico. From there he joined Braddock, Dunn & McDonald, Inc. (later BDM Corporation), where he remained for his entire career, becoming its Chief Financial Officer. He married the love of his life, Janet Estra Moles, January 30, 1960, in their hometown of Humboldt, Kansas. Florian and Janet retired to Warrenton in 1991. Among their many philanthropies were the University of Mary Washington, the University of Virginia and Emporia State University. Florian was loving, joyous and fiercely dedicated to those who knew and loved him and will be missed greatly. Florian was predeceased by Janet in 2018. Edward B. Kuranda Edward B. Kuranda, 87, of Gainesville, VA, died November 9, 2022, after a brief illness. Born in Dickson City, PA, Edward was the son of Edward & Jean Kuranda. He is survived by his wife of 69 years, Nancy, sons Kurt Gary (Sue) of Rogers, Arkansas, James Edward (Kim) of Clifton, VA, and daughter, Nancy Massey (John), of Blacksburg, VA, and his beloved grandchildren, Max Kuranda and Jenna Massey. He is preceded in death by his daughter, Judy, and his siblings, Carol, Thomas, and Kathy. Ed was known as Kurt by all who knew and loved him. Ever the patriot, he joined the National Guard at age fourteen. Upon activation during the Korean War, his true age was discovered and he was honorably discharged and invited to return to service when he was older. Upon graduation from Dickson City High School, he joined the USMC, excelling in all challenges and was offered an appointment to OCS, which he declined. For 37 years, Kurt served in a variety of capacities for the Federal Service, traveling throughout Africa, Asia, Europe, and South America. After retiring from the Federal Service, he became a consultant for the Smith Corporation. Upon full retirement, Kurt was an accomplished golfer, hunter, fisher, and woodworker. He was a former Scoutmaster, past president of the Jeffersonton Ruritan Club, a member of the American Legion, and a frequent volunteer at community events. He and Nancy moved to Heritage Hunt, Gainesville, VA in 2016 where they enjoyed an active social life, including bocce ball and pinochle. A lifelong learner, Nancy mastered many crafts, including canning, sewing, embroidery, and crochet. She was at home in the kitchen and was happiest when the family gathered for holiday meals and subsequent mandatory board games. She loved a good joke and a little nightcap. She was an avid reader and was fluent in American Sign Language. Ever the sports enthusiast and armchair quarterback, she reveled in friendly bets with son, Kurt. Professionally, she rose through the ranks of Federal Service before retiring in 1995. Nancy and Kurt moved from Warrenton, VA to Louisa, VA in the late 1990s and both became enthusiastic golfers. Nancy served on the Tanyard Country Club HOA, volunteered at church functions, and served as an election officer. The Kurandas moved to Gainesville, VA in 2016 where they enjoyed an active social life, including bocce ball and pinochle. Nancy was a fiercely loyal and generous friend, a proud and supportive mother and grandmother, and a loving and devoted wife. While the grief of losing of both parents just twelve days apart is unbearable, there is comfort in knowing that Mom and Dad are together again. Barbara Margaret Christiana Barbara Margaret Christiana, loving aunt and wonderful friend, left her earthly body on November 17, 2022, at Fauquier Hospital. She was born on September 26, 1943, in Little Ferry New Jersey. A New Jersey girl at heart, Barbara moved with her family to Northern Virginia in the early 1970s and spent every weekend traveling back and forth from D.C. and Fauquier County to be with friends and family – whomever needed her most. Barbara was a strong independent woman with an impressive professional background, with professional achievements ranging from working for Marriot, being a powerful paralegal for a prestigious D.C. Law Firm – Washington Law, and being the personal administrative assistant for former Secretary of State and war hero General Alexander Haig. In addition to her impressive resume and achievements, Barbara would most like to be remembered for her strength, perseverance, and deep love for her family and friends. She is preceded in death by her father (Anthony E. Christiana), mother (Margaret E. Daley Christiana), and brother (Anthony J. Christiana). She is survived by her nephew (R. Scott Christiana), niece (Nicole Christiana Stell), nephew (Daniel G. Stell), great nephews (Daniel S. Stell and Ian K. Stell), and many many New Jersey cousins. Despite struggling with Rheumatoid Arthritis for over six decades, Barb (as she was known to those that loved her) never let it hold her back. OBITUARIES Ronald Lee Loy Ronald Lee Loy, age 73, of Rixeyville, VA passed peacefully on Thursday, November 17th, 2022 at the Adler Center for Caring in Aldie, VA. He was born in Arlington, VA, on March 27th, 1949, son of the late Gussie & Ginny Loy. Ron has left us to try out a new fishing hole. He studied architecture and retired from the government after a successful career, followed by ten years working for a federal contractor. In addition to his career, he was an Eagle Scout, and coached youth soccer. Ron enjoyed camping, bowling, golfing, playing pool at Fast Eddie’s, and most of all fishing. He revered nature, loved all animals, wild and domestic, large and small, embraced farm life and caring for the land. He believed in second chances and forgiveness. He was a good son and brother, a wonderful husband and father, and loyal friend. Ron was loved by all those who knew him and were lucky enough to enjoy his company. His infectious smile and kind words touched the lives of everyone he encountered. Ron is survived by his wife of 33 years, Marguerite Loy; daughter, Jessica Loy Yurick of Harrisburg, PA; five siblings, Linda Claudette Freer of Annandale, VA, Donald Ray Loy of Alexandria, VA, Sharon Virginia McNelis & her husband, Tim, of Salisbury, NC, Garry Wayne Loy & his wife, Suzie, of Gainesville, VA, and Jody Ann Malyszek & her husband, Mark, of Lake of the Woods, VA. He is also survived by 3 nieces and 6 nephews and numerous extended family and friends. In addition to his parents, Ron was preceded in death by his son, Jason Daniel Loy in 2004. The family will receive visitors on Sunday, December 4, from 2:00 pm to 4:00 pm at Moser Funeral Home, 233 Broadview Ave., Warrenton, VA 20186. A funeral service will be held in the Moser Chapel on Monday, December 5, at 11:00 am with reception held at Moser House at 12:00 noon to 2:00 pm. Interment private. Everett Thomas “Bub” Ramey Sr. Everett Thomas “Bub” Ramey Sr., passed peacefully on Friday, November 18, 2022, at his home in Warrenton, Virginia. He was born in Warrenton on October 18, 1941, and he was son of the late Wilson W. Ramey, Sr. and Josephine Ramey. Everett is survived by his two children, Pattie Iannarelli, and her husband, Jeff, of Warrenton, Virginia, and Tommy Ramey and his wife, Lori, also of Warrenton; four siblings, Wilson W. Ramey, Jr. and his wife, Pat, of Marshall, Virginia, Elizabeth Ramey of Warrenton, Joan Brubaker of Warrenton, and Lynn Coppage and her husband, Haywood, also of Warrenton; three grandchildren, Melissa O’Bannion and her husband, Issac, and Ethan and Alex Ramey, all of Warrenton; and four great-grandchildren, Brian Iannarelli, Jr., William Iannarelli, McKinley and Keegan O’Bannion, all of Warrenton, Virginia. In addition to his parents, Everett was preceded in death by his beloved wife, Mary Elizabeth Ramey, and grandson, Brian Iannarelli. Everett began his career as a plumber with Marumsco Plumbing in Manassas, Virginia, but a few years later, he started his own plumbing business, Ramey’s Plumbing in Warrenton. He was known to all as a reliable, personable, and affordable contractor, and his professionalism was noted by many in the community. He loved Nascar Racing, particularly Dale Earnhardt. He was an avid deer hunter and enjoyed classic cars. Metal detecting and working around his family’s property brought him great joy in his spare time. The family received visitors on Monday, November 28, 2022, from 6-8pm at Moser Funeral Home, 233 Broadview Avenue in Warrenton, Virginia 20186. A funeral service was held in the Moser Chapel on Tuesday, November 29, 2022, at 2pm, followed by interment at Bright View Cemetery. I. The following described Federally owned land and interests in land, which are administered by the National Park Service, have been determined to be suitable for disposal by exchange. The authority for this exchange is 54 U.S.C. § 102901(b), which authorizes the Secretary of the Interior to acquire property within a unit of the National Park System in exchange for Federally owned property under the Secretary’s jurisdiction that the Secretary determines is suitable for disposal and that is in the same State as the non-Federal property to be acquired. The selected Federal land and interests in land are currently managed by the George Washington Memorial Parkway (GWMP). The property to be conveyed is required for the construction of the Potomac Yard Metro Station and is no longer required for inclusion in the GWMP. The land has been surveyed for cultural resources, endangered species, and threatened species. A Statement of Findings document was also prepared to comply with NPS wetlands protection and floodplain management procedures and Executive Orders 11988, 11990, and 13690. The Federal interests to be conveyed to the CoA are fee title to GWMP Tract 108-014A, consisting of 0.33 acres, more or less, and a scenic easement in GWMP Tract 108-028A, consisting of 2.19 acres, more or less. Tract 108-014A is a portion of those same lands which were transferred from the Administrator of Civil Aeronautics, Department of Commerce to the Department of the Interior, National Park Service by Executive Order 9851 dated May 13, 1947. Tract 108-028A is a portion of the scenic easement conveyed to the United States from Commonwealth Atlantic Properties, Inc. et al. by that certain deed dated March 24, 2000, and recorded on March 30, 2000, among the land records of the City of Alexandria, VA, in Deed Book 5341 on Page 24. The United States of America will convey title by quitclaim deed. II. In exchange for the lands identified in Paragraph I, the United States of America will acquire 2 title to two tracts located in Prince William Forest Park (PRWI). The nonFederal tracts to be conveyed are PRWI Tracts 02-102 and 02-103, which contain 7.96 and 7.13 acres, more or less, respectively. These parcels are not located within a floodplain. The United States will acquire fee simple title to these lands, subject only to encumbrances of record. The value of the properties to be exchanged has been determined by fair market value appraisals. The value of the land or interests in land to be conveyed by the CoA to the United States is less than the value of the land or interests in land to be conveyed by the United States to the CoA. To equalize value, the CoA will include a cash equalization payment with its land to be exchanged. The CoA will convey title by quitclaim deed.
