Passing a budget is much easier when there’s more money to spend. That was the position in which the Prince William Board of County Supervisors found themselves Tuesday when they made quick work of passing a $4.5 billion spending plan for the coming year that was infused with an extra $55.4 million due to a 70% increase in a tax rate mostly paid by data centers. The supervisors on Tuesday, April 23 adopted a spending plan based on a lower tax rate for property owners and a higher rate on the tax data centers and other businesses pay on their computers and computer servers. The county’s more than 40 data centers pay the bulk of the revenue raised by the tax. The decision means that homeowners’ tax bills will remain nearly flat next year. The annual tax bill on a home valued at the county’s average — about $500,000 — will rise just $26 in the coming fiscal year, which begins July 1. See BUDGET, page 6

Preparations underway for $70M intersection at Minnieville, Prince William Parkway By Jill Palermo Managing Editor

The felled trees along Minnieville Road are the first sign that work is proceeding on the “Quartz District” — a mix of up to 1,000 new townhomes and condominiums, as well as a new county park and a shopping center anchored by a Whole Foods grocery store. But the first step will be major upgrades to the intersection at Minnieville Road and Prince William Parkway — one of the busiest in the county. By this time next year, work is expected to be underway on a twoyear, $70 million project to construct a two-level interchange that will tunnel traffic on Prince William Parkway underneath Minnieville Road.

The two-level intersection is needed to alleviate current congestion and to make way for even more traffic that will accompany the new development. At least 50,000 vehicles already travel through the intersection each day, according to Ric Canizales, director of Prince William County’s transportation project. The project is expected to be finished in mid-2027, Canizales said. Supervisor Victor Angry, who represents the Neabsco District where the intersection and the future Quartz District are located, said the new intersection is intended to keep traffic instead of backing up into nearby neighborhoods. Angry said that it’s become a bigger problem in recent years because of navigation apps. See INTERSECTION, page 9

Biden touts billions in federal grants for solar, new ‘Climate Corps’ at PW Forest Park By Jill Palermo Managing Editor

In the 1930s, President Franklin D. Roosevelt created a Civilian Conservation Corps, and about 2,000 of its members worked from 1935 to 1942 to build what is now Prince William Forest Park. On Monday, President Joe Biden made an Earth Day stop at that park, one of Prince William County’s two national parks, to announce what he called “two major steps forward” in his proposals for fighting climate change — including that the new “American Climate Corps” is now open for applications for the first time. The American Climate Corps is designed to train young adults to install solar panels, fight forest fires and perform other “green economy” jobs, Biden said. The president also announced $7 billion in federal grant money for Solar for All, an initiative that aims to give 900,000 low- and moderate-income households access to residential solar power. The program will help cover the hefty cost of installing solar panels or enabling lower-income residents to participate in solar-power purchasing agreements. Both programs are part of the Inflation Reduction Act, sweeping legislation Congress passed in 2022. Solar for All taps into a $27 billion “green bank” created by the law to reduce climate and air pollution and send money to disadvantaged communities, according to The Associated Press. “Thousands of young Americans in the Civilian Conservation Corps built this park, providing jobs, recreation, hope and healing at the time,” Biden said to a crowd of about 150 invited attendees, a mix of elected officials, members of AmeriCorps and environmental groups. “We know today we face another kind of existential threat that requires equally bold and clear action.” Of Solar for All, Biden called it “a big deal”

In connection with today’s announcement, U.S. Sens. Tim Kaine and Mark Warner announced that $156 million of the money would be awarded to the Virginia Department of Energy; the state agency will distribute it to nonprofits to eliminate barriers to solar through low-cost financing as well as leasing and power purchase agreements. Biden appeared at the event with Sen. U.S. Bernie Sanders, D-Vermont, who wrote the Solar for All legislation, and Rep. Alexandria Ocasio-Cortez, a Democrat from New York, who touted “the power of young people” to tackle climate change as part of American Climate Corps. Ocasio-Cortez noted the symbolism of announcing the American Climate Corps jobs at

Prince William Forest Park, “the result of the original Civil Conservation Corps.” “Today, over 90 years later, the American Climate Corps will follow in these footsteps and go beyond by giving young Americans a chance to take on the climate crisis while training for the careers of tomorrow,” she said. AmeriCorps, an independent federal agency that offers national service programs, will serve as the lead coordinator for the American Climate Corps. Biden also announced Monday a partnership with the North American Building Trades Unions to provide training for American Climate Corps members. The program will launch in 36 states and in Puerto Rico and Washington, D.C., he said. The announcements come as polls show Biden struggling with young voters largely because of his support for Israel during the conflict in Gaza that has resulted in thousands of civilian deaths and an ongoing humanitarian crisis. Biden’s last appearance in Prince William County was repeatedly interrupted by protesters. Biden sought to make a distinction between his position on climate change and that of President Donald Trump, his Republican opponent, who spent Earth Day in a New York courtroom for his ongoing trial on charges of mischaracterizing money used to pay off an adult film star. “Our MAGA Republican friends don’t seem to think it’s a crisis,” Biden said of the warming climate. “They want to repeal the Inflation Reduction Act, which provides the funding for most of these programs, and roll back protections for clean air and clean water. Vindman commands huge fundraising lead in 7th District race Retired Army colonel rakes in 4 times his Democratic rivals — combined By Cher Muzyk Staff Writer

The race for Virginia’s 7th Congressional District is shaping up to be very competitive — and very expensive. In the Democratic primary race, retired Army Col. Yevgeny “Eugene” Vindman, 48, of Woodbridge, has a solid financial edge, raising more money than all the Republican and Democratic candidates in both primary races combined — by far. Since launching his campaign late last year, Vindman has raised nearly $3.8 million. That’s more than four times the amount raised by his Democratic rivals, according to the Virginia Public Access Project. Vindman’s fundraising prowess also shows no signs of slowing. He raised more than $1.7 million in the first quarter of 2024 and has $1.8 million cash on hand, according to VPAP. In an April 15 press release, Vindman’s campaign touted its “grassroots fundraising acumen” and noted that the campaign’s average donation was around $27. “A lot of Virginia Democrats like Vindman because he has a national security background that can connect with the prominent military presence in the district,” said Stephen Farnsworth, a political science professor and director of the University of Mary Washington’s Center for Leadership and Media Studies. “His huge fundraising advantage creates a very difficult environment for other Democrats in the race.” Vindman has already spent over $1.5 million on digital advertising and media consulting, according to Federal Election Commission filings. “He can introduce himself to voters and connect with them week after week, in a way that other can-

didates can only dream about,” Farnsworth said. “The other Democratic candidates really have to ask themselves whether they even have a path forward given the extreme difficulty of this situation.” Yevgeny “Eugene” Vindman immigratVindman ed to the U.S. from Ukraine when he was 3 with his family and served more than 25 years in the U.S. Army before retiring as a colonel. He has been living in Dale City since 2016 with his wife and two children. An attorney, Vindman worked in the Judge Advocate General Corps and the National Security Council at the White House during the Trump Administration. Vindman and his twin brother, Alexander Vindman, reported the contents of a call between Trump and Ukrainian officials in 2019 that later resulted in Trump’s first impeachment. Vindman’s national profile has extended his fundraising reach from coast-to-coast. His first quarter 2024 campaign finance report shows he received donations from across the country. “People are free to contribute to out-of-state campaigns if they wish to do so. It is permitted under the law, and it happens all the time,” Farnsworth said. “In some places that can help a Democratic candidate; in other places it can help a Republican one.” The 7th District race has become one of the most expensive in the nation, Farnsworth said. “It is the most competitive congressional district in the very expensive D.C. television market,” he said, “and the district’s proximity to D.C. means that candidates have no problem raising a lot of money from the wealthy donors.”

Prior to redistricting after the 2020 Census, the 7th District was centered around the Richmond suburbs and “was seen as safely Republican, at least until Abigail Spanberger demonstrated a Democratic candidate could win there,” Farnsworth said. Spanberger’s decision to vacate her seat creates a rare opportunity for a Republican candidate to try to wrest the seat back to GOP control. Derrick Anderson, 39, of Spotsylvania County, has raised the most money so far in the Republican primary race with nearly $900,000. He has nearly $600,000 cash on hand. He ran for the Republican nomination in 2022 but lost to Supervisor Yesli Vega, who ultimately lost to Spanberger. Both Republican and Democratic voters will choose their candidates during a dual primary on June 18 with early voting beginning in less than two weeks on May 3. LEGAL NOTICE

NOTICE TO THE PUBLIC OF A PETITION BY VIRGINIA ELECTRIC AND POWER COMPANY AND OSW PROJECT LLC FOR APPROVAL AND AUTHORITY TO TRANSFER UTILITY ASSETS, AMEND CERTIFICATE, AND ASSIGN CERTAIN PERMITS, LEASES, CONTRACTS, AND REAL ESTATE INTERESTS CASE NO. PUR-2024-00045 In Case No. PUR-2021-00142, Virginia Electric and Power Company (“Dominion” or “Company”) sought, and received, approval from the State Corporation Commission (“Commission”) for: (i) construction of the Coastal Virginia Offshore Wind Commercial Project (“Project” or “CVOW Project”), to be located in a federal lease area beginning approximately 24 nautical miles off the coast of Virginia Beach, Virginia, and its related power export facilities; (ii) a certificate of public convenience and necessity (“CPCN”) for electric interconnection and transmission facilities associated with the Project; and (iii) a rate adjustment clause, designated Rider OSW, for the recovery of costs associated with the Project. As part of its approval, the Commission adopted certain consumer protections for the Project and directed Dominion to file annual Rider OSW update proceedings. Thereafter, during the 2023 Session, the Virginia General Assembly enacted Chapter 510 (SB 1477) of the 2023 Virginia Acts of Assembly, which became effective on July 1, 2023 (“Chapter 510”). Among other things, Chapter 510 amended Code § 56 585.1:11 (“Section 1:11”) to authorize a Phase II Utility, such as Dominion, to establish an offshore wind affiliate for the purpose of securing a noncontrolling equity financing partner in a qualifying offshore wind project, subject to Commission approval. Chapter 510 also permits an offshore wind affiliate to construct, own, or operate a qualifying offshore wind project, or a portion thereof, and to operate as a public utility in association with the Phase II Utility. As authorized by Section 1:11, on March 28, 2024, Dominion and OSW Project LLC (“ProjectCo”) (collectively, “Petitioners”) filed a petition (“Petition”) with the Commission in the present docket pursuant to Chapter 4 of Title 56 of the Code (“Affiliates Act”), Chapter 5 of Title 56 of the Code (“Utility Transfers Act”), Chapter 10.1 of Title 56 of the Code (“Utility Facilities Act”), and, to the extent the Commission deems necessary, Chapter 3 of Title 56 of the Code (“Securities Act”). In the Petition, the Petitioners sought: (i) approval to enter into proposed affiliate agreements (“Affiliate Agreements”) related to the CVOW Project (“Affiliates Act Request”); (ii) approval to transfer the CVOW Project’s assets from Dominion to ProjectCo, to assign certain permits, leases, contracts, and real estate interests associated with the Project to ProjectCo, and to amend the CPCN issued in Case No. PUR-2021-00142 (“Utility Transfers Act and Utility Facilities Act Requests”); (iii) authority for ProjectCo to issue ownership shares to the Company and its noncontrolling equity partner, Dunedin Member LLC (“Stonepeak Member”), should the Commission deem such authority to be necessary (“Securities Act Request”); and (iv) a finding that ProjectCo may furnish public utility service in association with Dominion pursuant to the Company’s existing CPCN (“Other Requests”). Overview of the Proposed Transaction The Petitioners are seeking approval to establish ProjectCo as an offshore wind affiliate and to transfer the CVOW Project from Dominion to ProjectCo. Thus, if the Petition is approved, ProjectCo, a direct subsidiary of Dominion, would own the offshore wind facilities that comprise the CVOW Project, including its 176 wind turbine generators, related power export facilities, and onshore transmission infrastructure connecting the Project to the electric grid. Dominion would transfer the Project’s assets to ProjectCo, assign certain permits, leases, contracts, and real estate interests associated with the Project to ProjectCo, and amend the CPCN issued in Case No. PUR-2021-00142 to allow ProjectCo to construct and operate all electric interconnection and transmission facilities associated with the Project on the generation side of the PJM Interconnection, L.L.C. point of interconnection to the transmission grid (collectively, “CVOW Property”). As set forth in the Petition, Dominion would transfer all CVOW Property to ProjectCo at cost/net book value without a premium or discount. Dominion would continue to develop and operate the Project and would act as the project manager in procurement, development, construction, operation, management, maintenance and decommissioning. Dominion would also maintain control of the governance of ProjectCo, subject to certain customary minority rights of Stonepeak Member. According to the Petitioners, the arrangement would be seamless to Dominion’s customers, as Dominion would continue to be the load serving entity for all Virginia retail customers, customers would not experience a change in the way they are billed for CVOW Project-related costs, and cost recovery would not materially change as a result of the transfer of the CVOW Project from Dominion to ProjectCo. As part of and through this proposed arrangement, Dominion has agreed to sell a 50% interest in the CVOW Project to Stonepeak Member. Stonepeak Member is a company that was formed for the sole purpose of investing in ProjectCo. Stonepeak Member is indirectly controlled by Stonepeak GP Investors Holdings Manager LLC (“Stonepeak Parent”). Collectively, Stonepeak Member and Stonepeak Parent, together with the entities (other than portfolio companies), investment funds, and investment vehicles, directly or indirectly owned, managed, or controlled by Stonepeak Parent, will be referred to herein as “Stonepeak.” If the Petition is approved, Stonepeak Member would fund 50% of the projected capital costs of the CVOW Project. As such, Stonepeak would initially contribute one-half of the approximately $6.4 billion invested capital (rate base) of the Project, or approximately $3.2 billion, to ProjectCo, which would then be distributed from ProjectCo to Dominion as reimbursement for Stonepeak Member’s 50% interest in the Project. Following this initial contribution, Dominion and Stonepeak Member would contribute capital throughout the construction period to fund the CVOW Project’s completion on a 50/50 basis. According to the Petitioners, in the event the Project exceeds its currently projected construction cost estimate, the Affiliate Agreements establish robust cost sharing arrangements, including meaningful protection for Dominion and its customers from any unforeseen Project cost increases. Thus, the Petitioners assert that the partnership with Stonepeak Member would reduce the financial burdens and risks associated with the Project’s development and operation. Significantly, the Petitioners state that Dominion has agreed to sell a 50% noncontrolling interest in the Project to Stonepeak Member. In other words, while Stonepeak Member would have a 50% ownership share in ProjectCo, it would not have control over management of ProjectCo from a governance perspective. Such controlling interest would instead be maintained by Dominion. Utility Transfers Act and Utility Facilities Act Requests Through the Petition, the Petitioners seek approval to transfer the CVOW Project’s assets from Dominion to ProjectCo. This would be accomplished through the transfer of the assets, permits, leases, contracts, and real estate interests that comprise the CVOW Property, including the amendment of the CPCN issued in Case No. PUR-2021-00142 pursuant to the Utility Facilities Act. The Petitioners assert that approval of the proposed transfer would preserve the customer protections adopted by the Commission in Case No. PUR-2021-00142, maintain the Commission’s ongoing regulatory authority to ensure Project costs are reasonable and prudent, and in no way impair or jeopardize adequate service to the public at just and reasonable rates.

Other Requests The Petitioners state that, given the provisions of Section 1:11, they do not believe that ProjectCo’s activities require the issuance of an independent CPCN to ProjectCo to furnish public utility service pursuant to Code § 56-265.3. As such, the Petitioners are seeking a finding that ProjectCo may operate “in association with” Dominion pursuant to the Company’s existing CPCN. The Petitioners have also requested any further relief as deemed necessary and appropriate to authorize the activities and transactions included in the Petition, which would be considered as part of the Other Requests. Order Bifurcating Case In an Order Bifurcating Case entered in both the present proceeding and Case No. PUR-2024-00053, the Commission established separate dockets to consider the relief requested in the Petition. Specifically, the Commission determined that it would evaluate the Affiliates Act Requests and Securities Act Requests in Case No. PUR-2024-00053, while all other matters, including but not limited to the Utility Transfers Act and Utility Facilities Act Requests and the Other Requests (collectively “Remaining Requests”), would be evaluated in the present docket, Case No. PUR-2024-00045. Interested persons are encouraged to review Dominion’s Petition and supporting documents in full for details about these and other proposals. Interested persons are also encouraged to review the information in Case No. PUR-2024-00053 for more information on the Affiliates Act Requests and Securities Act Requests. The Commission entered an Order for Notice and Hearing in this proceeding that, among other things, scheduled public hearings on the Remaining Requests under review in this proceeding. A hearing for the receipt of testimony from public witnesses shall be convened telephonically at 10 a.m. on August 27, 2024. On or before August 20, 2024, any person desiring to offer testimony as a public witness shall provide to the Commission (a) your name, and (b) the telephone number that you wish the Commission to call during the hearing to receive your testimony. A call for responsible growth in county’s data center industry In the wake of the recent General Assembly session, the residents of Prince William County find themselves at a crossroads, grappling with the failure of state legislators to enact meaningful regulations for the burgeoning data center industry. Bills aimed at implementing essential guardrails and ensuring transparency for this rapidly expanding sector have either been tabled until next year or outright defeated. This leaves our communities vulnerable to another year of unchecked data center development with potentially severe consequences for our air, water and national parks. Data centers are part of our modern reality, and the allure of increased commercial tax revenue they may bring for parks, schools, trails and other services is understandable. However, for the sake of our communities, climate and parks, data center developers should mitigate environmental impacts, choose appropriate locations to build and reduce the cost burden on Virginians resulting from this exponential growth. In short, the industry must be held accountable. We are already seeing impacts of this unchecked development. Reports of an impending energy crisis driven by data centers loom large. The amount of energy these facilities consume is staggering. Just one data center can use enough power for 25,000 homes, straining our electric grid and exacerbating greenhouse gas emissions. At the current rate data centers are being approved, renewable sources are not able to meet the demand, leaving that gap to be filled by fossil fuel sources, including natural gas, diesel for generators and even coal. The cumulative impacts of millions of square feet of data centers currently slated for development may not be felt for nearly a decade or longer. From water use to damage to streams and water supplies due to

the paving of hundreds of acres of green space to damaging air quality with diesel generators — how are we addressing these cumulative impacts? The absence of statewide regulatory controls means that data centers are free to proliferate without proper oversight, potentially harming the very communities they are meant to serve. The lack of state action makes responsible local growth even more imperative. In the past, we have advocated for restricting data center development to Prince William County’s data center overlay district with careful consideration for environmental and community concerns. However, county officials’ approval of more than 34 million square feet of data centers outside the overlay renders such measures ineffective in addressing the cumulative impacts faced by our communities. The cluster of proposed data centers in Independent Hill — including Parsons Business Park, Midcounty Technology Park and Potomac Technology Park — underscores the urgent need for transparent planning to address cumulative impacts on communities, streams and national parks. Parsons Business Park, recently approved for development on 89 acres and with height restrictions increased from 45 to nearly 100 feet, reflects a trend of larger data centers needing more power and more water. Midcounty Tech Park is being fast-tracked, despite its location on land that is included in the national wetland inventory. Potomac Tech Park is within the legislative boundary of Prince William

Forest Park and at the headwaters of Quantico Creek. If all are approved, these data centers would drastically alter the character of the area impacting nearby neighborhoods and Prince William Forest Park. To ensure responsible growth, we urge the Prince William Board of County Supervisors to: Site data centers in areas that are compatible with existing industrial uses; develop clear guidelines for data center construction, including provisions for noise control; establish adequate buffers and setbacks from parks and communities; require protection of natural open spaces and energy and water efficiency; and require responsible development of 100% renewable energy. Additionally, more information regarding energy and water use, location of transmission lines and substations and transparency regarding who is burdened with paying for additional infrastructure should be provided ahead of any rezoning approvals. It is time for our elected leaders to confront the broader implications of data center expansion. Smart site selection is essential, but it is insufficient. A piecemeal approach undermines our ability to assess cumulative impacts. The current rate of growth and lack of oversight is not sustainable — not for the industry and not for our national parks, neighborhoods, energy grid, climate goals and waterways. Spring is here, and along with new leaves, flowers and growing lawns, bushes and shrubs. Your local library is “blooming” with all sorts of brand-new books. Here’s a sampling of what’s coming to the shelves at your local branch. Bestselling author Heather Graham never disappoints her fans, who are sure to enjoy her latest novel, “The Reaper Follows.” When body parts of multiple victims begin showing up in the Florida Everglades, FBI inspectors recognize that they are dealing with an extraordinary serial killer. Partners in law enforcement and their romantic life, Amy Larson and Hunter Forrest are pushed to their limits to try and find the morbidly prolific killer.

Philippa Gregory is another bestselling fiction writer with a new book coming out. While she’s best known as a writer of historical fiction, with “Normal Women,” she turns to straight history. This latest book is a survey of 900 years of British history, focusing entirely on women. Gregory’s long-established research skills and well-honed narrative gifts bring this book alive. Prolific thriller writer Christopher Reich has a new book, which inaugurates a new series, “Matterhorn.” Not surprisingly, the titular mountain is the setting for much of the action in this story about a former CIA agent living in secrecy after being framed for treason. After his son’s death — a son who had followed him into the agency — former agent Robbie Steinhardt takes it upon himself to investigate the mys-

terious circumstances and discovers a terrorist plot in the works. Mary Kubica — author of “The Good Girl” and other thrillers — is back with her latest, “She’s Not Sorry.” An ICU nurse investigates a patient’s injuries, only to discover there might be a very sinister reason for them — a reason that puts her and her daughter at risk. If you enjoy speculative fiction — stories built around an “unrealistic” premise that builds a world around it — then you might enjoy “The Husbands” by Holly Gramazio. In this funny and thought-provoking exploration of what it means to “choose a path in life,” the main character, Lauren — a single, unmarried woman who lives alone — comes home to find a husband who knows her name, knows her and who is standing with her in pictures

Supervisors approve $4.5 billion budget for 2025 BUDGET, from page 1 Data centers, however, will pay about $55 million more, bringing the annual tax revenue collectively paid by the facilities to about $160 million. The increase was split between the county government and schools according to the county’s long-standing revenue-sharing agreement that directs 57.23% of local tax revenue to the schools. As a result, the county’s 100 public schools netted an extra $24 million. The tax rates — which passed unanimously — were an achievement for Board Chair Deshundra Jefferson, who campaigned last year on raising the data center tax rate to be more in line with other Northern Virginia localities. Prince William’s data center tax rate will still be lower than that of Loudoun, Fairfax and Fauquier counties. “I knew (we were) going to have a much more significant increase, (but) I didn’t know how high it would go,” Jefferson said in an interview after the meeting. “But we found consensus.” Jefferson acknowledged that there was some “concern” in the business community over the tax increase, although no one spoke against it during the two public hearings the supervisors held on the budget. “We lured data centers here because of the revenue they could generate, but we’re not really taking advantage of it,” Jefferson said. “So, that’s one of the reasons I really pushed for the higher rate.” As a result of the increase in tax revenue, the supervisors were able to fund staff raises of about 5.5% with slightly higher increases for first responders.

The county’s 2025 budget includes:

• $5.5 million for the county’s first “affordable housing trust fund” with a plan to raise $25 million by 2030. • 5.5% raises for county staff with larger raises for first responders, including 7.8% for sheriff’s deputies with a $10,000 hiring bonus to match that of the police department. Police officers will get $1,000 annual bonuses. • Eight new positions for the county commonwealth’s attorney’s office, which is eight short of the 16 requested. • An extra $9.8 million for the local commuter bus service, bringing the annual allocation to about $30 million. • An extra $1.2 million for parks maintenance projects. • More than $911 million for Prince William County schools, which is about $24 million more than the school board’s approved budget. Sheriff Glenn Hill won an even higher increase for 94 sheriff’s deputies, who will receive 7.8% raises. The budget will also enable the sheriff’s department to offer $10,000 hiring bonuses, up from the current $5,000, Hill said. “We were asking for pay parity” with the police department,” Hill said. “We know it’s very difficult to achieve, but we’re grateful to the board for closing the gap.” Reach Jill Palermo at jpalermo@fauquier.com

She used watercolor markers and first drew it with black marker and then colored everything in, she said. She submitted her artwork in mid-February, and on Monday, April 22, got to see it splashed across a Metrobus at an unveiling held at Metro headquarters in D.C. “I felt really excited when I found out I won,” Ani said. “The coolest thing about winning is that my picture will be on a bus.” Ani is homeschooled and doesn’t take art classes, said her mom, Tracy Sarang. She has loved to draw since she was a toddler, her mom said. “She often draws her cat Hiro and hopes to someday have famous ‘Hiro and friends’ artwork,” Ani’s mom said. “This little thing, this (smart)phone, has really created chaos in our communities because Waze and other apps give everybody access to travel through neighborhood roads,” Angry said. “So, what we’re trying to do is make Prince William Parkway a true parkway.” To keep traffic moving during construction, the county will build a temporary road to detour around the intersection. The temporary road will connect Elm Farm Road to Prince William Parkway and then through to Minnieville Road. Still, the intersection will never fully close, according to Hoainam Nguyen, an engineer working on the project. Work on the temporary road is likely to begin in early 2025 and will take about five months to complete. After that, the intersection itself will take an additional 18 to 24 months, Canizales said. The new intersection won’t get rid of all of the traffic lights at Minniev-

ille and the parkway. But it is intended to move traffic through more efficiently by eliminating the triple turn lanes from Prince William Parkway onto Minnieville Road and by allowing traffic on Prince William Parkway to travel through the intersection without stopping. Vehicles traveling along Minnieville Road, or from Prince William Parkway onto Minnieville Road, will still have to pass through traffic lights, according to a county news release. The project will be cash funded as part of the budget for fiscal year 2025, which begins July 1. The county will pay for the project using its share of the extra half-percent sales tax charged in Northern Virginia counties to raise money for regional transportation projects through the Northern Virginia Transportation Authority. The project will also benefit from $2.5 million in federal earmark funding, which Rep. Abigail Spanberger, D-7th, requested and received as part of the recently passed federal budget. Why be timid? It’s time to go, thought Battlefield softball player Abby Burns. Sufficiently motivated, the freshman catcher took off on a daring break for home plate that produced a 3-2 win over Osbourn Park in the bottom of the ninth inning last Thursday. Placed at second to start the inning, Burns rounded third on a bunt by teammate Jaylen Wright. When Wright made a tactical decision to get caught in a deliberate rundown, Burns saw an opening and made her move. “I’m not the fastest, and everybody tells me to ‘unhitch the trailer,’ so I was creeping down towards home, and then I saw the second baseman keeping her attention on second base. I was like, ‘This is my time, this is the only time I’m going to be able to go.’ That’s when I took off,” said Burns. Burns slid headfirst past catcher Cordia Hirshey to beat the throw and walk off the Yellow Jackets 3-2. Wright was also a hero for orchestrating the intentional rundowns the Bobcats often practice. “We’ve been practicing it, but I never thought it was actually going to be useful in a game. When I saw it happen, I was stressed,” said Battlefield pitcher Aiko Conaway. “When they executed it, that was the best feeling in the world.” With the win, Battlefield improved to 9-2 overall and 5-1 in the Cedar Run District, temporarily pulling them even with Osbourn Park in first place.

Battlefield coach Mike Corbin and assistant Courtney Bures were pleased to see the intentional rundown deliver the Bobcats a dramatic win. “Courtney and I talked about that a couple innings earlier. If we ever got in that situation in this game, we were going to try that to get the run in,” Corbin said. In the key midseason battle of two strong teams with ace pitchers, it was Battlefield by a nose at home. “I’m happy with how we came out of the gate firing, but we still got a lot to clean up,” said OP coach Patrick DeRosa. “We made a couple mis-

takes on defense that led to runs. We had a couple dropped popups and then we had a defensive mental lapse there in the bottom of the ninth that had enabled them to run home,” DeRosa said. “OP is a great team, and to beat them says a lot about our team,” Corbin said. “Pat does a good job with them, and it was a great game tonight. It was one of those good old fashioned softball games where they used to be pitcher dominated, which they did tonight.” Battlefield started senior Conaway, a Marshall University commit and 2022 all-state first team pitcher. Conaway has finally regained her form from 2022 after rarely pitching last season due to a bicep injury. The Yellow Jackets’ anchor is senior Samantha Borrayo, who came in with a 0.00 ERA and will play at Robert Morris University. Borrayo is the reigning Class 6 Region B Player of the Year. Both pitched the entire game, with Battlefield tying the game at 1-1 in the bottom of the fourth for the first earned run against Borrayo this season. Both Borrayo and Conaway allowed just six hits, two walks and one earned run. Borrayo struck out 10 batters while Conaway struck out seven. Conaway was happy with her performance but hopes to pitch even better on Wednesday, when the Bobcats and Yellow Jackets play again at Osbourn Park. “I did what I needed to do and my defense got me,” she said. Restored ‘Huntland’ boasts rich history, vibrant future

Thomas & Talbot Estate Properties Huntland, circa 1834, is one of the most remarkable Hunt Country estates. Betsee Parker’s keen interest in historic preservation as well as her love of the countryside surrounding Middleburg prompted her to take on the biggest preservation project of her life: restoring Huntland to its 1915 grandeur. In 2007, when Parker purchased Huntland, it was in serious disrepair and uninhabitable. After Parker’s extensive and meticulous research and years of work using old-world craftsmanship, Huntland is once again the exquisite estate it was in the early 1900s when it was owned by Joseph Thomas. Sitting on 129 beautifully landscaped and fenced acres of verdant pastures and fields, Huntland is also a working farm. Located in the Piedmont hunt territory, Huntland has hosted many hunt meets, hunt breakfasts, hunt balls, charity events and dignitaries, including several presidents. Hoping to protect this estate for future generations, Parker placed Huntland into a perpetual conservation and openspace easement with the Virginia Outdoors Foundation. Huntland is also registered as a Virginia

Historic Landmark and was placed on the National Register of Historic Places in 2013. Originally named New Lisbon, the two-story center section of the home dates to 1834 and was built and owned by William Benton. In the early 1800s, Benton was employed by President James Monroe, who hired him to be the overseer of his Aldie farm of Oak Hill. After observing Benton’s work ethic and attention to detail, he also put him in charge of overseeing the building of the manor house of Oak Hill. Benton went on to become a prominent builder in the Middleburg area, and his descendants remained at New Lisbon until 1895. After purchasing the estate in 1912, Joe Thomas commissioned Peabody, Wilson & Brown, a prestigious New York architectural firm, to transform it into a world-class hunt estate. They were commissioned to design kennels and stables to rival the very best in the world. The stables and kennels are magnificent U-shaped buildings with a central square courtyard, built with an emphasis for what is best for the hounds, the horses and the huntsmen. land, which is not just a name, it is the very essence of this estate. In Marc Leepson’s book, “Huntland,” he quoted Norman Fine from “Foxhunting Life”: “Thomas was a founding member of the American Foxhound Club, master of the Piedmont Fox Hounds and author of “Hounds and Hunting Through the Ages,” the first comprehensive book on hunting with hounds ever written by an American. Thomas became the largest breeder of foxhounds for mounted packs in North America and helped to define the American foxhound breed.” Peabody, Wilson & Brown also designed the renovation and expansion of the original federal-style home to today’s stately brick Colonial revival-style mansion. A tremendous amount of attention was given to all the details. A south and north wing were added to the two-story center section, each opening out to a covered porch. The south wing is an impressive primary suite with sitting room, and the north wing holds the grand dining room and ballroom. Conaway escaped the inning with a bunt out, groundout and flyout, setting up the Bobcats with a chance to walk it off. On the first pitch of the bottom of the ninth, Wright bunted Burns to third and started the rundown that allowed Burns to score the winning run. Burns said the Bobcats could use the diversion again. “It causes the defense to go crazy, and that is exactly what happened. The second baseman wasn’t ready for me to score, and the catcher couldn’t handle it because there was so much going on,” Burns said.
