ern Prince William County. They are called “rovers,” according to school board member Richard Jessie, because they “rove” through the school, taking over an empty class here for one period and moving to another available one there for the next. Jessie, whose district includes Woodbridge Sr. High, said overcrowding is increasingly concerning for families, and he isn’t the only one talking about it. And relief for the school — the much anticipated “14th high school” — remains far off on the horizon thanks to a staff recommendation to push its construction back — again.

Youth For Tomorrow nets $81.3M on land sale to data centers By Peter Cary

The lure of data center money seems irresistible in Prince William County. In just the past few years, data center interests have purchased land from a local shopping center developer, a residential builder who had planned to build 500 homes in Bristow and more than 100 residents with homes and farms in Gainesville for around $1 million an acre. Now, a well-known local nonprofit has joined the club. Youth For Tomorrow, which provides services to at-risk children and teens at its campus in Bristow, sold 70 acres — nearly half of its land — to Stack Infrastructure in November for $81.3 million. The sale, according to a Stack press release, would allow the worldwide data center builder to add three more buildings to a seven-building complex underway on Hornbaker Road just north of U.S. 28. For the seller, Youth For Tomorrow, the proceeds “will create a solid future” for the nonprofit as it continues to serve troubled children and teens, its CEO said in a press release. Youth For Tomorrow officials did not respond to

several phone and email requests for interviews, nor did Stack respond to a question about when the data centers would be built. However, not all the initial seven data centers planned for its Hornbaker property are under construction yet. Elsewhere in Northern Virginia, Stack has four more data center campuses either built or in development.

For the first time ever, former President Donald Trump lodged a victory in Prince William County in the “Super Tuesday” presidential primary election. On the Democratic side, President Joe Biden won Prince William County with a huge lead over his longshot

Youth For Tomorrow nets $81.3M on land sale to data centers DATA CENTERS, from page 1 The company, which is owned by IPI Partners, has developed data centers in 10 U.S. and Canadian locations as well as in Europe and Asia. The idea of putting data centers on the rear of the Youth For Tomorrow campus has been floated for years. In April 2019, the nonprofit applied to rezone its 180 acres from agricultural and residential to a planned business park. The purpose, the nonprofit said, was to allow it to expand its school and residential facilities and “to allow them to use the rear portion of the property for data centers to generate income for the YFT operations.” The rezoning was approved by the Prince William Board of County Supervisors that year. But nothing was built on the site. Then, on Nov. 22, the wooded, rear 70 acres were sold to Stack. Youth For Tomorrow was founded in 1983 by Joe Gibbs, who at the time was coach of the then-Washington Redskins. Gibbs purchased 134 acres for the campus in 1984, according to a timeline on the nonprofit’s website. Youth For Tomorrow opened its doors in 1986 as a home for four boys and since then has expanded significantly, with a school and 13

houses for its resident children. According to its 2023 annual report, in the previous year, the campus hosted 125 boys and girls as residents, and its school served 89 students in grades seven to 12. The organization also runs programs for youths battling substance use disorders, girls who have been trafficked and pregnant teens. It provides therapy and counseling for kids and teens at seven Northern Virginia locations. In 2012, Youth For Tomorrow contracted with the U.S. Department of Health and Human Services to begin providing shelter, counseling, medical and reunification services for unaccompanied minors who had crossed the southern border, hoping

Other revenue from private and public service fees, medical revenue, foster care fees and charitable contributions boosted its 2021 annual budget to more than $38 million. More than half of that was spent on personnel. Warming shelter, preschool to remain after Manassas buys church site By Cher Muzyk

Times Staff Writer

An overnight warming shelter for unsheltered residents and a nonprofit preschool will remain for at least a few years in the former middle school building the City of Manassas hopes to purchase from Manassas Baptist Church. That’s according to Rick Slusher, an elected elder at the Baptist Church. The City of Manassas announced late last month that it planned to buy the former Marsteller Middle School building and its surrounding 20 acres from the church for a new community center, fire station and park site. The city has tentatively agreed to pay the church $9.9 million for the property. The deal is expected to close by midsummer. “I think it’s a win-win situation for both parties,” Slusher said. The church, which has operated in the city for over 135 years, will retain its main sanctuary building at 8730 Sudley Road and the surrounding 6 acres. “We will not be vacating the building immediately upon the sale, assuming the sale goes through,” Slusher said. “The city is going to allow us to continue to use some space until they’re ready to do what they want to do with the building and the property. And one of the specific activities that we’re going to be able to retain in that building is the warming shelter.” With the help of volunteers from over a dozen Manassas-area churches, the shelter provides services to unsheltered people during the hypothermia season, which begins Nov. 1 and lasts through March 31. The shelter opens when temperatures dip to 32 degrees or below. Last year, the shelter served more than 200 people. The emergency shelter has 22 beds and provides meals and shower facilities, Slusher said.

Firefighter injured, 4 displaced in Irongate townhome fire in Manassas Staff Reports A Prince William County firefighter was injured late Monday night while battling a townhome fire in the Irongate area of Manassas that displaced four residents. Firefighters were called to the home, located in the 10100 block of Cannon Ball Court in Manassas, at about 10:10 p.m. on Monday, March 4, in response to the fire. Residents smelled smoke and discovered the fire on the first floor. All evacuated safely, according to Prince William County Assistant Fire Chief Matt Smolsky. Crews arrived and observed fire coming from

the front side of the home. The fire was quickly extinguished, but the home sustained moderate damage and was declared unsafe to occupy by a county building official, Smolsky said in a news release. One firefighter was treated for a non-life-threatening injury incurred while moving a fire hose. No other injuries were reported, Smolsky said. All four residents, including three adults and one child, were assisted by the Red Cross. The Fire Marshal’s Office is still investigating the cause of the fire, Smolsky said. SUBMITTED

A police investigation initiated on Sunday found that the dog was left in the park by a man who drove away in a late model white Range Rover, according to Master Police Officer Renee Carr, a Prince William County police spokeswoman. A Good Samaritan took the dog to the Prince William County Animal Services Center. The dog is a male, mixed-breed hound dog between 6 months and 1 year of age. The dog received medical care at the

Car engine blamed in Port Potomac fire that displaced 1 adult, 4 kids Staff Reports An engine component in a car parked in the garage of a Port Potomac home is being blamed for starting a fire late Friday afternoon that displaced one adult and four children. One of the residents was sent to the hospital for evaluation of non-life-threatening injuries, according to Prince William County fire and rescue officials. Crews were dispatched to the 2400 block of Port Potomac Avenue at 3:07 p.m. on Friday, March 1 in response to the fire. Port Potomac is a Woodbridge neighborhood off U.S. 1 between Va. 234 and Cardinal Drive. The car, a late-model BMW, had just been driven into the garage when the resident noticed smoke coming from the hood of the vehicle. The resident opened the hood and saw the fire, which

The church bought the former Marsteller Middle School from Prince William County schools in 2002 for about $9 million and turned it into a community center called “The Rock.” “It was quite a financial commitment on our part to do so,” Slusher said. The church raised the money for the down payment and then financed the balance, he said. At the time of the purchase,

The home’s occupants had gotten out safely after discovering the fire, and the blaze was quickly brought under control. church leaders believed the church membership would continue to grow and attract “folks who would support the church financially,” Slusher said. “The reality of it, over the years, is that growth simply did not occur … and we weren’t able to pay that mortgage off as quickly as we could.” Slusher pointed to changing demographics in the area, the impact of the COVID-19 pandemic, and the “way church life has gone over the last number of years” for membership not meeting long-term forecasts. “Our church membership role, while it is healthy, is not what it was at the point that we bought the building,” Slusher said. The church of about 850 members is already forming small groups of congregants to consider ideas for investing any excess funds from the sale to serve the church’s mission and transition activities back to the church’s main building, he said. In a press release, Manassas Mayor Michelle Davis-Younger said she was “glad we have this unique opportunity to reacquire a former public property in an important partnership with one of the city’s most historic churches.” “The church and city worked together,” she wrote in an email. The church “had an opportunity and were willing to sell.” After the sale closes, the city plans to invest $1 million to renovate the school, athletic fields and park,

city officials said. The city plans to turn a portion of the 20 acres into a public park that will include two diamond baseball fields, a rectangular field, an outdoor running track and open green space. Long-term plans include constructing a new fire station projected to cost about $29 million. The fire station is planned to open in 2029, said Lisa Sievel-Otten, a City of Manassas spokesperson. Longtime Manassas Park city manager accepts a job in Fairfax City By Cher Muzyk

Times Staff Writer

Manassas Park Manager Laszlo Palko, who shepherded the city through financial distress and a multiyear project to create a downtown featuring a new city hall and library, is leaving to become the new city manager in Fairfax City. Palko’s resignation takes effect April 27. The new job will come with a significantly higher salary: $275,000 a year. Palko made $184,000 while employed by the City of Manassas Park. Palko said leaving Manassas Park is bittersweet, but he is ready for a new challenge. “I felt like I had accomplished the major goals that we set out to accomplish here in Manassas Park,” Palko said. “I am most proud of the financial turnaround, being able to cut the real estate tax rate from $1.55 to $1.43 and have the lowest personal property tax rate (car tax) in Northern Virginia, giving our employees well-deserved robust raises in 2023 and kick-starting downtown development in our city.” Palko has overseen the revitalization of Manassas Park over the last seven years, including both a financial overhaul and the launch of the city’s downtown development known as Park Central. When Palko was hired as city manager in June 2017, the city was on the verge of state intervention for fiscal distress. “There was a time when our city was taking revenue-anticipation loans just to make payroll,” Manas-

City Manager Laszlo Palko’s parting message for Manassas Park:

“I want to thank the governing body for allowing me to serve such a wonderful city for nearly seven years! Our residents are incredibly diverse and welcoming. They are hard working families who been amazing to work with and to serve. I will miss serving our residents and wish them all the best with their lives and the city going forward. Most of all, I will miss my employees, who give it their all every day to serve our city and are the most dedicated and hardworking employees you will find. They were my family when I most needed a family, and I will miss them dearly.” sas Park Mayor Jeanette Rishell said. “Those days are behind us, thanks to Laszlo. He has done such an amazing job of turning the city around and making Manassas Park financially secure.” Park Central is an ambitious and complicated public-private endeavor aimed at boosting the city’s economic position and bringing property tax relief to Manassas Park homeowners, who for years have endured the highest real estate tax rates in Northern Virginia. Palko said one of his proudest days was when “Park Central Plaza” — an open-air public square with seating — was officially opened to the public on July 16, 2022, and residents gathered in the new city center for the ribbon cutting. Shortly thereafter, the city opened a new city hall and a 10,000-squarefoot library, which drew nearly 40,000 visitors in its first year. Local restaurants Jirani Coffeehouse and La Finca Mexican plan to open second locations on the first floor of the new Manassas Park City Hall adjacent to the public plaza lat-

New high school likely on hold despite crowding concerns SCHOOL, from page 1 Rachel Freeman, a Lake Ridge resident whose daughter attends Woodbridge, said she was alarmed at last fall’s back-to-school night by the overcrowded classrooms she encountered. “Each class I went to, I noticed how full the classrooms were with desks,” she said. “When I got to my daughter’s English class it was so claustrophobic, I asked, ‘How many kids were in this class and how did they even move around with so many desks?’ The teacher replied that she must dismiss her class in phases because they have to move out of the way or climb over desks to exit.” In addition to classroom-less teachers, Woodbridge students don’t have extra spaces to collaborate or study, and the school operates five lunch periods leaving students with just 25 minutes to get to the cafeteria, wait in line for their food and eat. The delay in building a new school isn’t acceptable, Jessie said, and it isn’t the first time it’s happened. Earlier this year, school staff proposed changes to the district’s Capital Improvement Plan — a five-year document that lays out planned repairs, renovations and new construction. The new high school, which has been discussed since 2017, was originally slated to be completed by 2026. The plan called for a 2,500-seat high school that would relieve overcrowding at Woodbridge and impact enrollment at all eastern Prince William high schools, including Gar-Field, Forest Park, Hylton, Potomac and Freedom. The school would be the first new high school building on the eastern side of the county in two decades. Surging growth in western Prince Wil-

er this year, Palko said. Construction has also begun on a new parking garage next to city hall and near the Virginia Railway Express commuter station, he said. But the anchor of the downtown development — a luxury movie theater complex — has remained out of reach. The city has tried to entice theater chains, but deals have fallen apart over the last few years because of the pandemic and inflation, Palko said. The city is continuing to work with Norton Scott LLC, a real estate developer who has agreed to construct the planned 53,000-squarefoot movie theater that would be leased and operated by B&B Theatres. The developer is working on securing financing with favorable interest rates, and Palko said the city is assisting with those efforts. “We’re working closely with Norris Scott to help achieve that financing goal,” he said. Palko said he is confident the pieces are in place for success even after his departure. “I’m going to have the framework in place for that

liam, meanwhile, resulted in two recent new high schools: Charles J. Colgan Sr. High opened in 2016 and Gainesville High in 2021. But thanks to declining enrollment, slowing population growth, fewer new developments and declining birth rates, school administrators are hesitant. “We’ve encountered an interesting phenomenon this year with the decrease in the enrollment,” said division Chief Operations Officer Vernon Bock. “The enrollment projections came in well under what we were projecting.” The wait would allow school officials to further study where enrollment is headed. Officials are also proposing scaling back the size of the school to 1,400 or 1,500 students — significantly smaller than most Prince William high schools, which range between 2,000 and 2,700 students. “It would really be irresponsible to continue to deliver on a high school with 2,557 (seats) and then have half that high school sitting full,” Bock told the Prince William Times. Right now, school officials project enrollment to slow at Woodbridge High School and eventually taper off in the next seven years. It might even drop in the next decade, said Matthew Cartlidge, planning supervisor for the division, said But 10 years is a lifetime for a high school class, Jessie said. “Every time we look around it gets pushed off another year,” he said. “I don’t think the superintendent was aware of how crowded these schools are, and I don’t think her staff has done justice to understand the history and the number of delays this school has had.” Jessie also expressed concerns about the cost of pushing off the new school. Last year, the school division estimated the new school would cost about $157 million. This year, the projection ballooned to $257 million — more than double the

deal to happen (and) for the theater to be constructed if the governing body chooses to have that done,” he said. “Even if that doesn’t work out, there’s backup plans as well that we have for worst-case scenarios that I will be briefing the governing body on in closed session.” Palko said he will leave recommendations for his successor. Rishell said she feels positive about the state of the city. “Palko has definitely guided the city in the right direction, and we are in a better place now than we have ever been,” she said. She said it is premature to discuss plans to replace Palko but said the governing body will “come together for discussions about that.” Before being hired by Manassas Park, Palko was U.S. Army captain and was awarded the Bronze Star after serving two tours of duty in Afghanistan. He earned a master’s degree in public policy from Harvard University, where he concentrated on local government administration. Reach Cher Muzyk at cmuzyk@ fauquier.com

$108 million it cost to construct Gainesville High School. The cost to build a smaller high school isn’t finalized, but Jessie argues that delaying the school will only push the price up. “I can guarantee you that three years from now, it’s going to cost a hell of a lot more than it is today,” he said. “It’s going to be more expensive the longer you wait.” Freeman questioned the rationale for waiting at a school board meeting last month. “Recently, I (read) that there were three new housing developments that had already been approved by the Board of Supervisors,” she told the board. “All three developments fall within a mile of the new high school site, and all fall within the current boundaries of Woodbridge High School.” But school officials say the rate of annual building overall has slowed since the pandemic, and declining birth rates means fewer children will be inhabiting both new and existing homes. A school could be built in just about three years, according to school staff, from the time a design is approved, and contracts awarded. Bock said school staff isn’t proposing to scratch the idea, just to wait another two years. If the project is delayed, Jessie said, then the school division should quickly build an addition at Woodbridge High School. The school division’s most recent data shows that the building is over capacity with more than 2,800 students enrolled this school year. Jessie said he knows he likely doesn’t have the votes to change the proposed capital plan. He could agree to alter the proposed new high school’s size as long as the design allows for future additions if needed. “That’s better than nothing,” he said. “Woodbridge has been suffering a lot.”

Virginia Electric and Power Company (“Dominion”) has filed a Petition with the State Corporation Commission (“Commission”) for revision of a rate adjustment clause, designated Rider E, for recovery of costs incurred to comply with state and federal environmental regulations.

Dominion requests approval for recovery in Rider E of a total revenue requirement of $71,992,470. According to Dominion, this amount would decrease the bill of a typical residential customer using 1,000 kilowatt hours of electricity per month by $0.68, compared to the current Rider E.

A Hearing Examiner appointed by the Commission will hear the case on July 10, 2024, at 10 a.m.

Further information about this case is available on the Commission website at: scc.virginia.gov/pages/Case-Information scc.virginia.gov/pages/Case-Information..

On January 24, 2024, pursuant to § 56-585.1 A 5 e of the Code of Virginia (“Code”), the directive contained in Ordering Paragraph (7) of the Final Order issued by the State Corporation Commission (“Commission”) on September 11, 2023 in Case No. PUR2023-00005 (“2023 Rider E Final Order”), and the Commission’s Rules Governing Utility Rate Applications and Annual Informational Filings of Investor-Owned Electric Utilities (the “Rate Case Rules”), Virginia Electric and Power Company d/b/a Dominion Energy Virginia (“Dominion” or the “Company”) filed a petition (“Petition”) with the Commission for an annual update of its rate adjustment clause, designated Rider E, for the recovery of costs incurred to comply with state and federal environmental regulations at the Company’s Bremo, Chesterfield, Clover, and Mt. Storm Power Stations. Dominion states that it is filing this annual update to inform the Commission of the status of the environmental projects located at the Chesterfield Power Station and the Mt. Storm Power Station, including the project approved in the 2023 Rider E Final Order at the Mt. Storm Power Station, and their projected expenditures. Dominion also provides the proposed cost allocation, rate design, and accounting treatment for service rendered during a proposed rate year commencing November 1, 2024, and extending through October 31, 2025 (“Rate Year”) as related to the proposed Rider E. The Company states that the three components of the revenue requirement requested in this case are the Projected Cost Recovery Factor, the Allowance for Funds Used During Construction (“AFUDC”) Cost Recovery Factor, and the Actual Cost True-Up Factor. The Company requests a Projected Cost Recovery Factor revenue requirement of $40,219,695, an AFUDC Cost Recovery Factor of $739,297, and an Actual Cost True Up Factor revenue requirement of $31,033,479. Thus, the Company proposes a total revenue requirement of $71,992,470 for the Rate Year beginning November 1, 2024. If the revised Rider E for the Rate Year is approved, the impact on customer bills would depend on the customer’s rate schedule and usage. According to Dominion, implementation of its revised Rider E on November 1, 2024 would decrease the monthly bill of a residential customer using 1,000 kilowatt hours per month by approximately $0.68, compared to the current Rider E. The details of these and other proposals are set forth in the Company’s Petition. Interested persons are encouraged to review the Company’s Petition, testimony and supporting exhibits for the details of these proposals TAKE NOTICE that the Commission may adopt rates, charges and/or terms and conditions that differ from those appearing in the Company’s Petition and supporting documents and may apportion revenues among customer classes and/or design rates in a manner differing from that shown in the Petition and supporting documents. The Commission entered an Order for Notice and Hearing in this proceeding that, among other things, scheduled a public hearing on Dominion’s Petition. On July 10, 2024, at 10 a.m., the Hearing Examiner will hold a telephonic portion of the hearing, for the purpose of receiving the testimony of public witnesses. On or before July 3, 2024, any person desiring to offer testimony as a public witness shall provide to the Commission (a) your name, and (b) the telephone number that you wish the Commission to call during the hearing to receive your testimony. This information may be provided to the Commission in three ways: (i) by filling out a form on the Commission’s website at scc.virginia.gov/pages/Webcasting; (ii) by completing and emailing the PDF version of this form to SCCInfo@scc.virginia.gov; or (iii) by calling (804) 371-9141. This public witness hearing will be webcast at scc.virginia.gov/pages/Webcasting. On July 10, 2024, at 10 a.m., or at the conclusion of the public witness portion

of the hearing, whichever is later, in the Commission’s second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, the Hearing Examiner will convene a hearing to receive testimony and evidence offered by the Company, respondents, and the Staff on the Petition. To promote administrative efficiency and timely service of filings upon participants, the Commission has directed the electronic filing of testimony and pleadings, unless they contain confidential information, and required electronic service on parties to this proceeding. Electronic copies of the public version of the Petition may be obtained by submitting a written request to counsel for the Company: Elaine S. Ryan, Esquire, McGuireWoods LLP, Gateway Plaza, 800 East Canal Street, Richmond, Virginia 23219, or eryan@mcguirewoods.com. On or before July 3, 2024, any interested person may submit comments on the Petition electronically by following the instructions on the Commission’s website: scc.virginia.gov/casecomments/Submit-Public-Comments. Those unable, as a practical matter, to submit comments electronically may file such comments by U.S. mail to the Clerk of the State Corporation Commission, c/o Document Control Center, P.O. Box 2118, Richmond, Virginia 23218-2118. All comments shall refer to Case No. PUR-2024-00013. On or before April 24, 2024, any person or entity wishing to participate as a respondent in this proceeding may do so by filing a notice of participation with the Clerk of the Commission at: scc.virginia.gov/clk/efiling. Those unable, as a practical matter, to file a notice of participation electronically may file such notice by U.S. mail to the Clerk of the Commission at the address listed above. Such notice of participation shall include the email addresses of such parties or their counsel, if available. A copy of the notice of participation as a respondent also must be sent to counsel for the Company. Pursuant to 5 VAC 5-20-80 B, Participation as a respondent, of the Commission’s Rules of Practice and Procedure (“Rules of Practice”), any notice of participation shall set forth: (i) a precise statement of the interest of the respondent; (ii) a statement of the specific action sought to the extent then known; and (iii) the factual and legal basis for the action. Any organization, corporation or government body participating as a respondent must be represented by counsel as required by 5 VAC 5-20-30, Counsel, of the Rules of Practice. All filings shall refer to Case No. PUR-202400013. Any documents filed in paper form with the Office of the Clerk of the Commission in this docket may use both sides of the paper. In all other respects, except as modified by the Commission’s Order for Notice and Hearing, all filings shall comply fully with the requirements of 5 VAC 5-20-150, Copies and format, of the Commission’s Rules of Practice. Vinny’s NY Pizza, located in Bull Run Plaza, is open seven days a week. The restaurant was formerly Tony’s NY Pizza chain location.

About Vinny’s NY Pizza

Tony’s NY Pizza, Manassas’ popular local pizza chain, originated on Mathis Avenue. It has since moved across the street, off Centreville Road. The chain also has locations in Bristow and near Dominion Valley in Gainesville. The former Tony’s in the Bull Run Plaza shopping center on Sudley Manor Road, also in Manassas, is now owned by longtime Tony’s Pizza employee Vinny Di Giovanni and is not officially affiliated with Tony’s. Business has slowed since the storefront’s name changed, Di Giovanni said. But he said he is confident that once people realize he’s the owner they will return. Di Giovanni said he wants to emulate the “old fashioned Italian mindset” Tony taught him: to smile, treat the customer like family and never go cheap on ingredients.

Di Giovanni said he enjoys cooking up special requests and working to accommodate dietary restrictions. And if there’s a problem, he wants to fix it face to face so customers always leave happy. “l’ll make anything you want, if I have the ingredients,” he said. 2 Prince William wineries recognized in Va. Governor’s Cup LaGrange Winery, Nokesville Winery win silver medals

The Winery at LaGrange occupies a 1790 manor house in the shadow of Bull Run Mountain. The almost 6-acre property was originally part of Robert “King” Carter’s 1600s Bull Run tract known as “LaGrange.”

Special to the Times

Prince William County’s Nokesville Winery and Winery at La Grange in Haymarket were recently recognized with silver medals in the Virginia Governor’s Cup wine competition for 2024. Nokesville Winery won for its 2022 Norton, a style of dry red wine that mixes several grape varieties. Nokesville’s Norton is aged in both French and Hungarian oak. Nokesville Winery is a small, family-owned winery located off Aden Road at 12593 Foremost Court in Nokesville. La Grange won for its 2021 Cabernet Sauvignon, a red wine, and its 2021 Petit Manseng, made from a French white wine grape. Not all wineries enter the competition, including two of the most celebrated in Virginia, Linden Vineyards and RDV, both located in Fauquier County. And most wineries enter only a portion of the wines they produce. But the competition carries a tremendous amount of cachet among winemakers and drinkers. The Governor’s Cup competition, known in the industry for its stringency, received a record 752 entries from 79 producers across the state. The single-highest-scoring wine from the competition will be named Governor’s Cup Winner at a gala on March 7 in Richmond. The top 12 wines in the competition will go into the Governor’s Cup Case, which is shipped to select domestic and international wine media to promote Virginia wine and winery tourism. One

cider will be named “best in show.” This year, 24 judges assembled at Breaux Vineyards in Purcellville in January — during a snowstorm, according to the competition director, Frank Morgan — to evaluate and rate the wines. In the preliminary round, each wine was tasted blind — the judges knew only the grape or category but not the vintage or winery — by four groups of six judges. The scores were then averaged after the lowest score was dropped. The highest-scoring wines from the preliminary round were then all tasted by 12 judges to select the Governor’s Cup Winner, as well as the 12 wines in the Governor’s Cup Case. Gold medal winners received a rating between 90 and 100 points, with silver medals going to wines rating from 85 to 89 points. For more information: www.virginiawine.org/ governors-cup

Weekend happenings: St. Patrick’s Day parade, book signing By Sondra Anzalone Special to the Times

Looking to get a jump on St. Patty’s Day shenanigans? Celebrate all things Irish with the 24th annual parade in Manassas. Then, put on your galoshes and join a different kind of “river dance” with the watershed protectors as they work to cleanup streams. If you’re still feeling frisky after these festivities, grab a flashlight and watch the evening “Sky Dance” of male woodcocks as they enter mating season. It’s sure to be an opportunity for talks about birds and bees. Speaking of the circle of life, take a peek at “The Sea Lions” and meet the author of this coming-of-age story at The Open Book (co-sponsored with Fauquier Pride). 24th annual Greater Manassas St. Patrick’s Day Parade: 11 a.m. to noon. Commending 20 years of FUN Va. Lawmakers honor Friends Uniting Nokesville By Cher Muzyk

Times Staff Writer

It’s been 20 years of Friends Uniting Nokesville — aka “FUN” — serving the community and making good on its motto of “bringing neighbors together.” The all-volunteer nonprofit was honored on the floor of the Virginia House of Delegates last week on the group’s 20th anniversary. Del. Ian Lovejoy presented a resolution commending the civic organization for its “tireless efforts” and “unwavering support of Nokesville’s residents.” The commendation also recognized the group for “fostering a greater sense of community and togetherness” and making “Nokesville a more wonderful place to live, work and raise a family.” Gail Williams, a founding member of the group, attended the ceremony in Richmond on Thursday, Feb. 29 along with the group’s president, Mark Olsen. Friends Uniting Nokesville was founded in 2004 with the simple

goal of promoting events and planning activities that strengthen the Nokesville community. Every year, residents flock by the hundreds to events produced by Friends Uniting Nokesville, including the Nokesville Day Parade, the Nokesville Community Christmas Tree Lighting and the Nokesville Community Christmas Parade. The group’s events have a small-town feel and give Nokesvillians a reason to slow down and enjoy chatting with their neighbors while little ones jump in moon bounces or eat ice cream or drink hot cocoa. The family-friendly events are “must attend” for political candidates because they draw youth sports teams and clubs as well as antique car and tractor displays. Friends Uniting Nokesville also supports the Nokesville Business Association and the Nokesville-Bristow Ruritan Club and other local events throughout the year. “For 20 years now, Friends Uniting Nokesville has dedicated an ample amount of time and service organiz-

group has unveiled a new logo and announced the date for this year’s Nokesville Day, which will be held on May 18 — rain or shine. For more information about Friends Uniting Nokesville, visit https://friendsunitingnokesville.org/. Reach Cher Muzyk at cmuzyk@ fauquier.com

Thanks to Vick, Patriot boys click

After downing Oscar Smith in state semis, Pioneers face South Lakes in Saturday’s title game By Matthew Proctor Times Staff Writer

Basketball is a complex sport with several different factors influencing the outcome, but sometimes it can be as simple as, who has the better big man? Facing an undersized Oscar Smith lineup in the Class 6 semifinals on Friday at Hylton High, Patriot had the ultimate X-factor in 6-foot-7 forward Isaiah Vick, who scored all 17 of his points in the final three quarters to lift Patriot to a 55-44 victory and their second consecutive Class 6 championship game appearance. “They couldn’t guard him,” said Patriot forward and Class 6 Player of the Year Tey Barbour. Patriot (24-4) meets South Lakes (25-2) Friday at 1 p.m. in Richmond’s Siegel Center for the Class 6 state title. South Lakes beat defending champion Hayfield 52-41 in the other semifinal. The Pioneers enter the state final with the slight upper hand after beating the Seahawks 83-72 on Dec. 19, but with nearly three months between the two games, coach Sherman Rivers knows it will be a completely different matchup. “They’re going to be ready for us. We got them early this season, so they’re going to have extra motivation,” Rivers said. Barbour, who transferred to Patriot from Osbourn over the summer, gives the Pioneers a weapon they didn’t have in last year’s championship game loss to Hayfield and

Isaiah Vick scored 17 points to lead Patriot over Oscar Smith 55-44 in last Friday’s Class 6 state semifinals at Hylton. The Pioneers (24-4) meet South Lakes (25-2) in Saturday’s championship at Richmond’s Siegel Center at 1 p.m.

Osbourn Park girls eliminated in state semis by Thomas Dale, 58-55 By Matthew Proctor Times Staff Writer

The Osbourn Park girls basketball team’s worst loss of the season came on Jan. 13 when the Yellow Jackets fell to Thomas Dale 81-40 in Chester. Osbourn Park then ripped off 13 victories in a row entering Friday’s rematch against Thomas Dale in the Class 6 state semifinals at Hylton High, giving the Yellow Jackets confidence in their second crack at the Knights. In a tense game, OP came up short, falling 5855 as Thomas Dale broke free from a 49-49 tie halfway through the fourth to move on to the state final and leave the Yellow Jackets frustrated. “The two areas where we lost it were turnovers and transition (defense),” said coach Chrissy Kelly. “The inability to run an efficient offense hurt us, and that’s coaching.” The loss ends a promising Osbourn Park season at 24-4 and one game short of returning to their third state final in four years, but Kelly knows this

fuels Patriot’s hopes of winning a historic title. “We can’t say enough about the big shots he’s made for us in times when we’re struggling to score. That was a problem we had last season. We didn’t have that type of shot making,” Rivers said. Patriot’s Friday win was a rematch of last year’s state semifinal, a 47-39 victory over Oscar Smith. Rivers said the Tigers’ slow style took some getting used to. Down 14-6 after the first quarter, the Pioneers soon found their rhythm, outscoring Oscar Smith 20-5 in the second to take a 26-19 halftime lead. “In the first quarter we were settling for shots. The second quarter we were getting aggressive in the paint,” said Vick. Patriot scored the first eight points in the second on layups from Vick, free throws from Barbour and a mid-range jumper from senior Abe Halim to draw even at 14-14. Sophomore Kai Wilcox later hit a pair of 3-pointers to give the Pioneers a seven-point cushion at the half. But Oscar Smith wasn’t dead yet, quickly erasing the deficit in the third quarter to lead 37-36 entering the fourth. Travis Johnson, who scored a game-high 20 points, fueled Oscar Smith’s surge. Patriot began employing a combination of man and zone defense to keep Johnson in front of them and stymie the Tigers’ offense.

is only the beginning for a young Yellow Jacket squad that will return four starters. “When you return this many and feel this way, (one of) two things are going to happen. You’re either going to think about it for the next eight months and let it drive you to be better… or it’s going to be a faint memory and we end up in the same situation,” Kelly said. “Collectively, we have

to take these next eight months and get better.” Ahead 15-13, freshman Peyton Walters opened the second quarter with an old-fashioned 3-point play, then sophomore Samia Snead nailed a deep triple to give the Yellow Jackets their biggest lead at 21-13 before Thomas Dale rallied to lead 29-28 at halftime. Soccer coaching icon Ken Krieger passes away By Peter Brewington Times Staff Writer

U.S. National Team stalwart Ali Krieger is one of the top women’s soccer players in American history. Her dad Ken was a soccer legend too. Ken Krieger passed away Monday after losing a battle with several health issues, including dementia. He was 69. The elder Krieger is one of the icons in Virginia high school coaching history, posting a mark of 386184-37 in 30 years as a soccer coach, including four boys state titles. He coached the girls soccer program at Osbourn Park High School, then moved on to start soccer programs at Hylton in 1991 and Forest Park, which opened in 2000. Krieger won four Group AAA titles at Hylton, guiding the Bulldogs to large school crowns in 1993, ‘94, ‘98 and ‘99. He went on to serve as assistant coach at American University from 1983 to ‘86 and George Mason University from 1986 to ‘88. He also served as technical director for two clubs, Prince William Soccer and McLean Youth Soccer. Krieger played soccer and baseball at Frostburg State. “It has been very tough the last few years for Ken and his family,” said former Woodbridge High principal Alan Ross, who played soccer with Krieger and coached with him. “This is not how most of his life was lived. Ken was a vibrant, athletic, swashbuckling guy who was an extremely PATRIOT, from page 12 “Once we made the adjustment, we were able to close the paint down a little more,” Rivers said. “I think it confused them for a little while because they were passing it around, trying to figure out if we were in a man or a zone, which means the matchup is working correctly if they can’t figure it out.” With the score 40-40 halfway through the fourth, Barbour finished a contested layup then drained a deep 3-pointer from the top of the key, what Barbour believed to be the YELLOW JACKETS, from page 12 After struggling to score at the basket in the first half, Osbourn Park attacked with a purpose in the third quarter, and it worked. Scoring nearly every point in the third at the rim or the free throw line after being fouled at the rim, the Yellow Jackets took a 43-42 advantage into the fourth. Down 55-53 with a minute and a half remaining, a turnover in the backcourt by Keyarah Rainey led to Thomas Dale free throws and a 56-53 Knights lead. Osbourn Park’s Alex Brown converted a layup, then the Knights added two more free throws to lead 58-55 with 10 seconds

Vick was also huge. “We got the ball to Isaiah in the right spots. He was able to either score it or find somebody open, and they made some big shots,” Rivers said. Patriot and Oscar Smith then traded layups before the Pioneers iced the win at the free throw line. Barbour led the Pioneers with 18 points. Vick had 17, Wilcox three and Hamlin five, Mekhi Dillard three, Dezmond Hopkins, Ryan Keenan and Carson Cook one. to go. Needing a 3-pointer to tie the game, Rainey had the ball poked out from behind while bringing it up the court, resulting in a game-ending turnover as the Yellow Jackets wouldn’t attempt another shot. “It will always come down to the little things, and we just we weren’t able to manage the little things long enough. And still we were in the game. They played their hearts out, we just couldn’t finish it at the end,” said Kelly. Rainey led the Yellow Jackets with 19 points, Snead scored 13, Walters and Brown nine, Angelina Yann three and Jayel West two.

What to consider when buying your first home By Carmen Rivera State Farm

Congratulations! You’ve decided to buy a home! This exciting time in your life can also feel stressful because of the many questions you might have. However, tackling these tasks might help you feel more prepared for the home-buying process.

Key takeaways

• Research payment assistance programs specifically available for first-time home buyers. • Create a budget to break down home-related expenses for which you will be responsible. • Understand your wants vs. needs for a home. • Prepare all necessary paperwork ahead of time to help the buying process go more smoothly.

Have you researched first-time homebuyer assistance programs that you may qualify for?

There are various programs available for first-time homebuyers that can assist you with paying for your first house. Down payment assistance loans and grants can help off-

set the significant cost associated with making a down payment on a home. Tax deductions and closing assistance programs are also available to help a first-time home buyer with financing.

Have you created a budget for mortgage payments and other housing costs?

Laws prevent lenders from making home loans that exceed 35% of your monthly income. The general rule of thumb is to not exceed 28% of your gross monthly income, according to Forbes. To figure out what that looks like for your circumstances, set up a budget that includes housing costs as a line item along with other monthly bills and regular living expenses. You’ll also want to factor in things like homeowners insurance, any homeowner’s association fees and home maintenance costs.

Have you considered other potential costs?

As a homeowner, you’ll be responsible for managing more than just a mortgage payment. Things like fixing leaky pipes, clearing

We are pledged to the letter and spirit of Virginia’s policy for the achievement of equal housing opportunity throughout the Commonwealth. We encourage and support advertising and marketing programs in which there are no barriers to obtaining housing because of race, color, religion, sex, handicap, age, familial status, or national origin. All real estate advertised herein is subject to the Virginia and federal fair housing laws, which make it illegal to advertise “any preference, limitation, or discrimination because of race, color, religion, sex, handicap, familial status, national origin, or elderliness, or intention to make any such preference, limitation, or discrimination.” This newspaper will not knowingly accept any advertising for real estate which is in violation of the law. Our readers are hereby informed that all dwellings advertised are available on an equal opportunity basis. For more information or to file a housing complaint, call the Virginia Fair Housing office at 804-367-8530 or toll-free at 888-551-3247. For the hearing impaired, call 804-367-9753. EMAIL: fairhousing@dpor.virginia.gov WEBSITE: dpor.virginia.gov/fairhousing

overflowing gutters, winterizing and lawn care are just some routine projects homeowners might have to address. That may also influence what type of home you look for. Can you live with a fixer-upper, or do you prefer a move-in ready home? Do you possess the ability to make certain fixes, or will you need to hire out basic maintenance?

Have you saved enough for a down payment?

While you may be able to get some assistance for your down payment, you might want to figure out if you’ve saved enough to fully cover a down payment. If you’re unable to put 20% down toward the cost of your home, you may be responsible for private mortgage insurance depending on your type of mortgage.

Have you thought about wants and needs?

Wants and needs related to homeownership can vary from person to person. Make a list, including a variety of things that are important to you and your family, from the number of bathrooms and yard size to the commute to your current job, school options and the stability of the neighborhood. When you consider these bigger items, also think about access to daily amenities such as grocery stores, shopping centers, parks and movie theaters. Resist the urge to get caught up in a house that you believe is “perfect.” Take your time and make sure you have the budget and resources for the home you want.

Have you thought about the resiliency of home construction?

As you’re getting ready to build or start looking at homes, what should you look for to make sure the home can withstand what Mother Nature dishes out? FLASH.org has compiled a Buyer’s Guide to Resilient Homes brochure that helps you think through some potential scenarios.

There are even checklists to help you through the process.

Have you got your paperwork in order?

If you’re ready to buy a home, you’ll need specific documents pulled together to complete the mortgage approval process. Those may include several years of tax returns and pay stubs, and it’s helpful to have that information lined up ahead of time. In addition, you’ll want to review your credit score and talk to a lender about getting pre-approved before you start looking for a home. That way, you and your real estate agent can feel more confident about what you can afford and the interest rates for which you may qualify.

Do you need a real estate agent?

Homes can be listed in different ways by sellers; the most common being with a real estate agent or for sale by owner. Some buyers work with a real estate agent to help find the right home and facilitate this negotiation, while others handle these steps on their own. If you find a house you like, you’ll make an offer and likely go through a negotiation process before the sale is finalized. You might also want to check your state’s requirements about using a lawyer to finalize the documents. For many people, buying a home for the first time is a big decision and accomplishment. Consider talking to a State Farm® agent to learn more about home and property insurance and what might be the best coverage to help protect it.
