Police end distribution of alleged illegal preregistered sim cards

Driver sought in connection with school learner’s death

The Bela-Bela police are on the lookout for the driver who allegedly hit Prayer Chandakafambira (17) along the R101 leading to Pienaarsrivier. According to police, prior to Prayer’s death, he had become the victim of a scam.

Photo: Supplied Lizzy Bapela Two suspects are expected to appear before the Modimolle Magistrate’s Court this week on a charge of the illegal distribution of sim cards. A police patrol arrested the suspects, aged 26 and 36, on Monday 14 May in Modimolle. The two are believed to be part of a group that was distributing illegal pre-registered sim cards. Limpopo police spokesperson, LieutenantColonel Moatshe Ngoepe, said the sim cards used false identify documents and addresses when registered, and the suspects were apprehended immediately after the illegal items were found in their possession. According to Modimolle police spokesperson, Warrant Officer James Findlay, the officers were patrolling the central business district when they noticed a man distributing sim cards. He said the officers became suspicious and took the man in for questioning, and found him in possession of 67 pre-registered sim

cards. “While at the station, another man came in enquiring about the arrested person and he was found with a further 669 pre-registered sim cards in his possession,” said Findlay. “Both suspects were arrested and this is regarded as a major breakthrough for the police, as it was found that these preregistered sim cards have allegedly been used by criminals to commit several crimes which cannot be traced back to them. Both the suspects are from Polokwane and will appear in court soon,” he added. SAPS Provincial Commissioner, Lieutenant-General Nneke Ledwaba, applauded the Modimolle Police for their commitment in serving the community, saying they condemn such acts of providing pre-registered sim cards to unsuspecting members of the community. “The arrest was evidence that our members are still discharging their duties in relation to their line of duty, by performing services for the good of society. More arrests are expected because we believe that this might be a bigger crime syndicate engaged on this crime category,” Ledwaba added.

Photo: Mzamane Ringane Mzamane Ringane Modimolle SAPS sector commander, Captain Mike Motadi, set a good example in the area, when he led the process of unveiling a neighbourhood watch campaign, known as Thobela Moagishane (Hello Neighbour), on Tuesday 8 May. The campaign encourages people to know their neighbours and build close relationships across their streets. The official launch of the campaign was held at Modimolle’s Extension 10, with members of the public coming together for the initiative, which serves to promote alertness and to bring peace of mind. Modimolle Community Police Forum (CPF) secretary, Hosea Moutlane, and Ward

13 councillor Mmanoko Lebese, were in attendance during the launch of the campaign. Motadi said if the community remains vigilant, that will help to reduce cases like housebreaking in residential areas. He further said the campaign will be expanded to other sections across the Phagameng township area. “By strengthening the relationship with your neighbours, it will be easier for them to inform you or the police if they notice any suspicious activities, occurring at your home even in your absence,” he said. Residents were however discouraged from taking the law into their own hands, but were urged to report any suspicious activities to the relevant authorities, among these the police.

Andries van der Heyde The Bela-Bela police made available more details surrounding the death of Prayer Chandakafambira (17), a learner at the local Academia Private School, whose body ended up a few kilometres from Bela Mall on the R101 that leads to Pienaarsrivier, on Thursday 10 May. According to Warrant Officer Dana Smith, a case of culpable homicide was still being investigated, because it was believed an alleged hit-and-run vehicle had hit Prayer, but the driver refused to stop and simply drove away. Prayer was found dead at the scene. The same morning, prior to Prayer’s death, his family reported him missing when he did not return home. He was found later in the afternoon, according to the police. Smith said according to on-going investigations, prior to his death Prayer was a victim of a group of suspects who were running an alleged scam downtown. The group allegedly approached Prayer close to the Shell Garage and claimed that they were workers of a clothing chain store, and were offering clothing items for a cheap price. Smith said that Prayer was convinced by the suspects to hand his backpack and cell phone over as collateral to the scammers, and went to the store for the clothing items. He then found that he was scammed and that the suspects had disappeared with his property, Smith explained.

Prayer then walked in the direction of the Bela Mall and walked into a fast-food outlet. Smith said Prayer had entered the establishment and asked the manager to record a message, addressed to Prayer’s father, where he explained the circumstances surrounding the scam. Prayer then left the establishment. The driver of the vehicle that had struck Prayer was still at large. * Two other cases of culpable homicide, which took place near Shell Garage on Wednesday 9 May, and the other on the R101 towards Modimolle on Saturday 12 May, were being investigated. According to the police a truck and trailer tried to turn into the business and shopping complex across from Shell. The trailer somehow hooked a pedestrian and was run over by the truck. The victim, a male person, was rushed to hospital but succumbed to his injuries, according to the police. At this stage the truck driver is not being charged and investigations are continuing. The identity of the victim is also outstanding. Luckson Shoko (30), was hit by a vehicle close to the Swift Diesel fuel depot on the Saturday and died at the scene. Shoko was a Zimbabwean. The vehicle that had hit him had driven off and investigations are continuing. Smith asked that if members of the public have any information surrounding these incidences to get in touch with the police to help with the investigations.

Bela-Bela jazz lovers honour Phillip Tabane TK Mashaba Jazz collectors from across the Waterberg were expected to converge on Bela-Bela’s Club Paradise for a special jazz session in tribute to the late Malombo jazz pioneer Dr Phillip Tabane. The nimble-fingered guitar wizard of the 1970s passed away last Friday 18 May. Speaking in an interview ahead of the jazz session scheduled for Sunday 27 from 16:00, Bushveld Jazz Giants spokesperson, Themba Sekgala, said deejays would be encouraged to spice up the evening with Tabane’s creations. Tabane is better known for providing the soundtrack on the SABC 2 soap opera, Muvhango, recognisable with his stunning guitar work. The younger generation remembers Tabane’s music after Limpopo’s popular house duo of Revolution, comprising of twin brothers, George and Joseph Mothiba, improvised on the old man’s “VhaVenda” composition. But then the highlight for Tabane and his Malombo jazz duet with drummer, Gabriel Thobejane, was in the 1970s when they were invited a couple of years in succession to play at the groundbreaking Newport Jazz Festival in the USA. At the event in Bela-Bela it was anticipated jazz lovers were expected to arrive from as far afield as

Lizzy Bapela DA Limpopo leader, Jacques Smalle, brought the party’s parliamentarians to parts of the Waterberg to engage communities on the burning issue of the expropriation of land without compensation. The objective of the visit was to engage residents on the proposed amendments of Section 5 of the Constitution, to allow for the expropriation of land without compensation. The whistle-stop tour touched base with communities in Mookgophong, Modimolle, Bela-Bela and Thabazimbi. The MPs consisted of the party’s Shadow Minister of Public Service and Administration, Desiree van der Walt, Shadow Minister of Rural Development and Land Reform, Thandeka Mbabama, and Shadow Minister of Science and Technology, Dr Annelie Lotriet. Meanwhile, Smalle also visited BelaBela’s Vingerkraal to engage on service delivery issues in the area. The meeting took place last Wednesday 16 May. He met with the local residents to listen to challenges pertaining to alleged service delivery backlogs. “(The) Bela-Bela Local Municipality has failed to provide basic services to the residents for so many years, and this led to the volatile service delivery protests early last year,” Smalle said.

Galane, also a musician of the highest order and creator of the “kiba” music idiom, said a memorial service was lined up for the Mamelodi Community Hall midweek.

Two suspects — reportedly arriving all the way from Pretoria — have been arrested following an abortive break-in attempt at Bela-Bela Mauyor Jeremiah Ngobeni’s house on Tuesday 22 May. The mayor said in an interview he had seen the alleged intruders through a tinted window, tampering with the front door. The mayor moved swiftly, calling the police. “I saw two men tampering with my front door as I was relaxing in the lounge, and I immediately phoned the police, who responded swiftly. The door is tinted and I could see their every move, but they could

not see me from the outside. Luckily at the time, they had not damaged anything and had not had any luck in gaining entry into the house,” he said. The first to arrive at the scene were local traffic officers, who spotted the suspects speeding away in an alleged getaway vehicle. Traffic officers Simon Mokhonoana and Harry Monawa gave chase, until the suspects abandoned their vehicle and tried to flee on foot. They were arrested shortly thereafter. The suspects are believed to have come from the Pretoria township of Ga-Rankuwa. Bela-Bela police spokesperson, Sergeant Hester van Zyl, told The BEAT the police would release a statement shortly.

ABC Motsepe League showdown Mzamane Ringane The Limpopo province has been chosen as hosts for the South African Football Association’s third-tier ABC Motsepe League playoffs. The matches were scheduled to kick off from Monday, 4 June until Saturday, 9 June, at the Turfloop University Sports Grounds. Limpopo ABC Motsepe League champions, The Dolphins FC, was scheduled to play their first match on Tuesday 5 June, when the provincial hopefuls lock horns with Tornado FC from the Eastern Cape. The Limpopo side will have another mountain to climb when they take on North West champions Buya Msuthu FC on

Wednesday, 6 June. Both teams participated in the playoffs for promotion into the National First Division (NFD) last season, but were not fortunate enough to make the cut. The semifinals will take place on Thursday, 7 June. The teams which will be advancing to the finals will be given a chance to rest on Friday, 8 June, while preparing for the big day. The all-important final, which would feature winners from both the first and second semi-finals, was scheduled for Peter Mokaba Stadium on Saturday, 9 June. The two finalists automatically gain promotion into the second-tier NFD, while the overall winners stood to pocket a whopping R1-million in prize-money.

Lizzy Bapela The Limpopo province of the ANC has announced its elective conference would be held from Friday 22 June to Sunday 24 June. ANC provincial deputy secretary, Makoma Makhurupetje, said in a statement it was anticipated a total of 1575 branch delegates would attend the summit. She further said there was an overall total of 1680 branches across the province. Of the 1575 delegates, a total of 212 were expected to arrive from the Waterberg, with Sekhukhune at 282, Mopani at 317, Vhembe at 352, Peter Mokaba at 412, and

the 10% delegates for PEC, leagues and RECs (Regional Executive Committees) at 105. The PEC further adopted all the conference committees necessary for the preparatory work. She also said the regional executive committees, such as the Waterberg, were mandated to set up dispute resolution committees, to resolve any disputes that may arise from branch-level general meetings. Makhurupetje said the dates and roadmaps for Waterberg and Peter Mokaba regional conferences remained the responsibility of the regions, or alternatively regional task teams dispatched by Luthuli House.

Rallystar roars into The Carousel The third leg of the 2018 National Rally Championship was ready to roar into The Carousel Resort on Friday 25 May and Saturday 26 May. Rally fans can expect first class action with better facilities, a longer rally track, a clear view of the action, food, entertainment and an all-tar VIP parking area. At The Carousel fans do not have to drive on any dirt roads at Rallystar and can make use of all tar VIP Parking area within walking distance from the seven special stages. The route has been designed so that fans will see the teams in action seven times at Rallystar and three times more if they wish to drive out to the three ultra-long-satellite stages of 32, 40 and 40-kilometres respectively. A short dirt road needs to be driven to spectator points at these stages. The Rallystar National Rally starts at 14h05 on Friday, 25 May 2018, when the first of the 8.5km Rallystar stages will take place. The Competitors will then go out to do the 32km Dirk Daling Stage after which they will return to Rallystar to compete in the two all tar stages at The Carousel. The first of the tar stages will take place at 18:00 and the last stage on Friday will start at 19:00 at Rallystar. The action kicks off again on Saturday at 08:00, with another gravel stage of 8.5km at Rallystar, after which competitors will go out to do the two 40 km stages on the farm Turfpan, next to the Settlers road. There will be ample time for the fans to get to the two far stages on Saturday and back to Rallystar on time to watch the Brave-hearts tackle the last three stages there. At Rallystar the fans will be treated to some real demanding and tight driving on a route that has almost been custom-made for S1600 cars, the top class competing for the overall championship. The long stages offer a combination like very

few seasoned rally drivers have seen before, and the utmost concentration will be required for longs periods through these technical stages. Leon Botha, CEO of Rallystar Motoring says: “The rally has been designed to put the teams through the mill - much like the endurance rallies we had many years ago. The short demanding rally stages at the Rallystar Motorsport facility at Sun Carousel will ensure top quality action when the current leaders tackle each other. Do not be surprised if a bit of an underdog drives away with the laurels. “The fight between AC Potgieter, Matthew Vacy Lyle, Guy Botterill and Richard Leeke — the current top four will continue, while Jono van Wyk, Tjaart Conradie, J Potgieter, George Smalberger and Chris Coertse will make them work for every point The lead in the championship is currently shared by AC Potgieter and Mathew VacyLyle, both on 21 points while in a combined second spot you will find Guy Botterill and Richard Leeke, both on 16 points. The organisers expect a couple of S2000 cars to enter and Theuns Joubert has secured his entry already. Hot crowd favourite, Etienne Malherbe, will be seen throwing his Datsun around all over the place as well. There may also be one or two international competitors taking part in the open or other classes, while the event forms the second leg of the Regional Rally Championship. The regional cars will all run on Saturday and this promises to generate a lot of excitement. The close points standing before the third rally in the 2018 Championship series will ensure the best possible effort from all drives and not one of them can afford to lose concentration as the competitors will not allow a chance to pound on another to pass.

Photo: TK Mashaba TK Mashaba Upwards of 300 pupils and school-leavers from Bela-Bela attended a career expo hosted by the local municipality last Friday 18 May. Bela-Bela Mayor Jeremiah Ngobeni delivered a motivational speech at the expo, impressing on the participants that several former pupils benefited from previous career expos, finding work locally and elsewhere. He said the previous success of the expo was precisely the reason why it has since been transformed into an annual event.

He said the expo last Friday was the sixth edition of the initiative. For the first time since its inception, pupils and school-leavers from Litho High School in Rapotokwane also made an appearance at the event. Other stakeholders who attended to offer career choice advice were the 100Kids to Varsity initiative, TUT, SAPS, Department of Correctional Services, Nedbank, iCollege, Axuveni Computure College, Eskom, Department of Agriculture and Cell C. Municipal Manager, Michael Makhubela, said it was appropriate for leaners to take advantage of such events.

Members of the Bela-Bela Methodist Church went on a walkabout recently, embarking on various community projects. The church’s Sunday school members were offered the opportunity to play various games, among them soccer and netball. The games were played on the premises of the Bela-Bela Community Hall, while the older youth went out on community service. The ministry conducted garden services at a

local business enterprise, and cleaned two houses belonging to the elderly in Leseding Section. They also volunteered to work as store assistants at a tuck-shop also in Leseding. The hosting Bela-Bela circuit and congregants from various neighbouring towns, hosted a career expo at Bela-Bela High School. Methodist Church members also facilitated a fun walk and Bible study, and various other activities aimed at contributing to a healthy mind and body campaign.

IEC on registration drive for Bela-Bela by-elections TK Mashaba The Independent Electoral Commission (IEC) was scheduled to embark on a voter registration drive on Saturday 26 May and Sunday 27 May. Potential voters were advised to visit polling stations to verify their particulars. Waterberg IEC supervisor, Malome Nkoana, said a total of seven polling stations would be up and running in Ward 9, opening doors from 8 am to 5 pm.

The Ward 9 by-elections are scheduled for Tuesday 17 July. The by-elections were being organised after the Ward 9 Councillor, the Democratic Alliance’s Kobus van der Merwe, had resigned. He has since relocated to the Western Cape town of George. The electoral commission on Friday 18 May to Sunday 20 May, conducted a pre-poll targeted communication and registration drive. Ward 9 encompases Masakhane, Spa Park, Mountain View and parts of the Bela-Bela surburbia.

Re-inventing the spirit of Malombo into a jazz idiom The letter in the last edition attempted to unpack the rationale behind the whistle-stop visit by sensational Spanish soccer phenomenon, Barcelona FC. On talk radio, social media and other platforms, the almost boring argument was put forth by people who should know better: that the money spent by Mamelodi Sundowns FC chairman, Patrice Motsepe, could have built a few RDP houses. This narrative also formed part of The BEAT’s pre-publication morning conference on Monday 21 May. Fortunately for me, none of the reporters have such narrow vision about such things. Mzamane Ringane has advised the broader public to get into the habit of looking at the bigger picture. The bigger picture, according to Mzamane, is that Patrice Motsepe continues to invest millions into the Motsepe Foundation, ABC Motsepe League and also the Kay Motsepe Cup, opening up opportunities for thousands of learners countrywide. The girl child benefits in the form of the annual Miss Mamelodi Sundowns beauty pageant, starting at regional level across the length and breadth of the country. TK Mashaba has dared the chattering classes to give successful individuals like Motsepe the space to market his brand, in this case Mamelodi Sundowns FC. Lizzy Bapela observed that Patrice Motsepe was a philanthropist extraordinaire, whose warm heart is comparable only to himself. Having said that, we take this opportunity to thank all the readers who expressed joy and surprise at our front page lead last week. In that edition we allowed ourselves to be part of the story, by sharing our experiences with regards to the late press photographer, Sam Nzima, who took the iconic picture of a dying Hector Peterson

Johnny Masilela The BEAT Editor Letter from the Editor during the Soweto uprising. I for one was humbled when the high-profile The Sunday Independent commissioned me to write an obituary for Bra Sam. Here I wrote about, among others, how during a writers’ seminar in Vienna, Austria, I got talking to an Afrikaner academic from the Diaspora. After I had mentioned during my official presentation that I was one among the Class of 1976, who hurled stones at military and police vehicles, the academic pulled me aside. He winked and suggested that if indeed I threw stones in Pretoria’s Soshanguve, then he was on the receiving end, because he was one of the 18year-olds who were conscripted to patrol the volatile townships. Small world! You shall have noticed that in the edition in your hands, we tried to find a local narrative regarding the passing of guitar wizard, Phillip Nchipi Tabane. The immediate local angle is that jazzophiles shall be hosting a session at BelaBela’s Club Paradise, dedicated to Tabane and the spirit of Limpopo’s own unique homebrewed Sepedi language “malopo” (traditional dance and song). That was after two other ensemble members, Julian Bahula and Abbey Cindi, had gone into political exile. It was in the 1970s that Tabane and multi-talented drummer Gabriel “Ma-B” Thobejane improvised on the “malopo” sound, which they recreated into the internationallyacclaimed Malombo jazz idiom. The spirit of “malopo”, originating from across various Limpopo tribespeople, dates back many decades. The song and dance repertoire continues to be an integral part of unique events such as the crowning of Modadji, the rain Queen.

Thohoyandou-based Black Leopards FC continue with the team’s campaign to earn promotion into the paid ranks of the Premier Soccer League (PSL). The Limpopo team was expected to win the play-offs to join Limpopo homeboys Baroka FC and Polokwane City in the PSL. So far it’s looking good for Black Leopards’s campaign, after a hard-fought 2all draw with Jomo Cosmos FC in Gateng last weekend. Black Leopards FC has an away fixture against Platinum Stars at Moruleng Stadium

on Saturday 26 May. The Venda boys top the three-team roundrobin league log at four points, following a win against Platinum Stars FC, and the draw against Jomo Cosmos FC. Jomo Cosmos FC is at number two with one point, while Platinum Stars FC is third at zero points. The last fixture for Black Leopards FC would be against Jomo Cosmos and Thohoyandou Stadium on Wednesday 30 May, a fixture which was expected to be the decider between the two teams as to which team campaigns in the PSL next season. Jomo Cosmos FC was scheduled to host Platinum Stars on Saturday 2 June.

Bela-Bela’s Operation Fiela campaign Lizzy Bapela From a professional soccer player, Sepeke Manamela has resurfaced as a communitybased civic activist. Modimolle’ son of the soil is now the chairperson for the Local Economic Development Forum (LEDF) within the Modimolle-Mookgophong Municipality, which encompasses Vaalwater and Alma. The forum deals with issues such as service delivery, unemployment and emerging contractors, among others. Since he quit football, 2017 was the first year since high school, 13 years ago, that Manamela spent entirely in Modimolle and could see the reality of challenges people in that area are faced with. He and other two young entrepreneurs, Thapelo Malemela and Matshidiso Motlhake, discussed the challenges and

resolved to do something. They started the forum in October 2017, aiming to change people’s mind-set of schooling only for business and job opportunities. Forum members met with the municipal manager, whom they gave a proposal entailing the changes they would like to see in the area. “We urged the municipality to have a programme in place, through which they grow local businesses, targeting 10 companies each financial year. The issues our forum is aimed at addressing go handin-hand; in terms of addressing service delivery and unemployment, we need projects and in that, emerging contractors will be empowered. We are thriving for this goal as a collective,” said the former player. Manamela’s soccer career has been hampered by injuries, which forced him to quit in 2013 to venture into business.

TK Mashaba The Bela-Bela Local Municipality has embarked on a clean-up programme to tidy up public spaces. Operation Fiela, which when loosely translated means “operation mopping up”, kicked of last Tuesday 15 May. According to municipal spokesperson, Kabelo Mosito, the main objective of the campaign was to tidy up public spaces, such as recreation parks, streets and public facilities. He said the clean-up campaign started in the

Bela-Bela central business district, and was scheduled to move over to the Waterfront. From the Waterfront the clean-up roadshow was scheduled to move to the local township. Other residential areas such as Spa Park, Masakhane, Vingerkraal and Rapotokwane were being earmarked, for a makeover as well. Mosito said during the campaign volunteers would be fixing blocked drainage pipelines, repainting road markings, and the replacement of missing or damaged traffic signs. Malfunctioning street lamps were also on the priority list.

Mzamane Ringane The Bela Bela Local Football Association was scheduled to host the 2017/18 Waterberg SAB Regional League play-offs on Saturday, 2 June. The actual stadium to host the play-offs — between Sunfa Stadium and Moloto Stadium — was yet to be confirmed at the time of going to press. The play-offs to determine who will represent the Waterberg in the provincial play-offs, was scheduled to kick off at 08:30 am, with a fixture between Modimolle Troublemakers FC (Stream A) and Mokopane side Sekgakgapeng Young Cosmos FC (Stream B). Young Cosmos will later at 12:00 square off with Palala Giant Killers FC (Stream C) from Lephalale. The final match of the day will be between Palala Giant Killers FC and Troublemakers FC at 15:00. A round robin system will be used to determine the overall winner, with the team at the top of the log standings advancing to the provincial play-offs as representatives of the Waterberg region. The Waterberg team will be among teams from all other four regions namely Sekhukhune, Vhembe, Capricorn and

Mopani. At the provincial play-offs, the two winning teams will be promoted to the SAFA second division’s ABC Motsepe League. This coming weekend, the SAFA Waterberg region will also host the

selections for the under-21 squad. Players born on or after 1 January 1998 will be eligible to participate in the selections. The selected players will form part of a squad which will represent the Waterberg in the provincial selections.

Premier Mathabatha’s call to support Black Leopards Lizzy Bapela Limpopo Premier Stan Mathabatha has lent his weight behind Black Leopards FC in the team’s quest to re-enter the ranks of the Premier Soccer League (PSL). The Thohoyandou-based so-called Lidoda Duvha (day shall come) are part of hotly-contested promotional play-offs to decide which of three teams gets elevated to the paid ranks. Mathabatha has sent a clarion call to residents of Limpopo to rally behind Black Leopards FC. The other two teams vying for a place in the PSL are Jomo Cosmos FC from Gauteng, and Plastinum Stars from the village of Phokeng outside Rustenburg. Last Sunday 20 May Mathabatha was seen sitting on the grandstands among several hundred Black Leopards supporters who were bussed in to
